  • Dankwambo appoints spokesman

    A former governorship aspirant in Osun State, Dr Ayoade Adewopo, has been appointed as the spokesman/Director of Communications for the Ibrahim Hassan Dankwambo Presidential Campaign Organisation.

    The appointment was announced yesterday after a meeting between Governor Ibrahim Dankwambo and Dr. Adewopo.

    The spokesman brings more than 20 years of experience in public and private sectors to the role. He has served as a special advisor and counsel to government entities, as well as multi-national corporations in Nigeria and abroad.

    Adewopo served as a campaign leader for the Obama 2008 and 2012 presidential campaigns.

    Adewopo studied business administration in Nigeria and later proceeded to study law in the United States. He also qualified as solicitor in England and Wales.

    He also holds a Doctor of Jurisprudence degree from the Indiana University, Indiana, USA, a postgraduate Diploma in International Tax Law from Robert Kennedy College (University of Wales), Zurich, Switzerland and a Higher National Diploma in Business Management from The Polytechnic Ibadan, Nigeria.

     

  • PDP Primaries: ‘Dankwambo will not defect’

    The Presidential Campaign Organisation of Gov. Ibrahim Dankwambo says the governor will remain in People’s Democratic Party (PDP) irrespective of the outcome of the party’s primary.

    Prof. Terhemba Shija, the Director-General of the campaign organisation, gave the assurance in an interview with the News Agency of Nigeria in Abuja on Wednesday.

    He was reacting to speculations that Dankwambo may soon dump the PDP after the presidential primary and seek another platform to actualise his presidential ambition.

    Shija said that Dankwambo had consolidated his position in the PDP having distinguished himself as the only state governor who refused to defect before and after 2015 elections in the entire 19 northern states.

    He said that the presidential aspirant would accept whatever the outcome of the PDP’s presidential primary and work with whoever emerged as the party’s flag bearer in his determination to re-position Nigeria’s economy.

    “Luckily, Gov. Dankwambo himself has said it repeatedly that he is a team player. He said that he is a PDP man who was brought up and groomed by the PDP.

    “He said that the party is a pool where leaders are grown and that he is one of them.

    “So, nothing will make him walk out of PDP just as he did not walk out of PDP when every other person was running away.

    “Don’t forget that people ran away before and after 2015, they said all sorts of things against the party. But Dankwambo stood his ground.

    “Many people chickened out because of the Tsunami that APC unleashed on the country. Despite this, our principal stood his ground and fought them to a standstill both in his state and the entire North/East.

    “Mind you, he was the only PDP governor who retained his position and eventually returned for a second term as a governor.

    “Today, he is one of the most senior in the fold of the PDP governors. He has been resilient and consistent.

    “I cannot see him running away from PDP because leaders and delegates at the presidential primary election will prefer somebody like him. Such politicians do not jump around over personal ambition or interests judging from his antecedents.

    “At the end of the primaries, let me assure you that he is ready to stay back in PDP and work with whoever eventually emerges.

    “But it may not even come to that because the leaders and delegates know that we will win the primary and we will fly the flag of the party’’ he said.

    He said that Dankwambo would help deploy his years of professional experience as a financial expert to salvage the country from economic challenges.

    He appealed to other aspirants in PDP to demonstrate the same spirit of sportsmanship in the primary elections slated for later this year.

    Gombe State Governor Ibrahim Dankwambo yesterday visited former President Olusegun Obasanjo at his Presidential Library Complex in Abeokuta, Ogun State.

    Although the governor declined to speak on what he discussed with the former president, it is believed the visit was in connection with his presidential ambition, ahead of the 2019 general election.

    Dankwambo was accompanied by members of his campaign organisation.

    Addressing leaders and members of the Peoples Democratic Party (PDP) in Ogun State, he said he had “practicable solutions” to the problems confronting the country.

    The governor said he had acquired experience as an Accountant-General of the Federation under three presidents.

    “I served as the Accountant-General of the Federation under three presidents, starting from Obasanjo in 2005.

    “So, I understand the workings of the government. I will appoint my cabinet the moment I am sworn-in as president because there is no time to waste.

    “In PDP, many are qualified for this job, but the best must be presented by our party in 2019,” he said.

    Dankwambo promised to “willingly” step down and support any candidate, who has a better pedigree and leadership credentials.

    During his visit to Lagos yesterday, the governor said the country needed to renegotiate the existing structures for fairness and justice.

    Addressing party members, he said: “I want to say that from what is happening in the country, there is no doubt that the call for restructuring must stand. The call does not mean breaking away.

    “It is not out of place to sit down and renegotiate because things are almost getting out of hand. There is need for devolution of power, state police, address the financial problem and put the political structure in place that will assist the country in development.”

    Dankwambo said he decided to contest for the highest office after consultation with stakeholders, noting that his visit to Lagos was to get the support of Lagosians.

    He said no politician could afford to ignore Lagos because of its population, which placed it at a vantage position in political matters.

    “We have done lots of consultation and have made our impact felt through developmental projects in the country. We are determined to better the lives of our people.

    “Let me formally declare that I am running for the highest office in the land. We have been well prepared to occupy that position. Having worked in Lagos, a place known to drill tested people, I think it is important to seek the support of Lagos people.

    “Lagos is very important in the decision that affects the destinies of men in the country. I have worked here at the apex bank, I have more friends in Lagos and it has taught me the good, the bad and the ugly.”

    With a population of over 20 million people, Lagos is in a vantage position to shape the prospect of anybody, who is desirous of attaining any high office.

     

  • How restructuring will help Nigeria — Dankwambo

    Gov. Ibrahim Dankwambo of Gombe State on Tuesday said that the restructuring of Nigeria was necessary for the nation to actualise its aspirations.

    Dankwambo made the statement in Lagos when he visited members of the state chapter of the Peoples Democratic Party (PDP).

    He said most the challenges the country was faced with were because of the weak federal system it was operating.

    The governor, a presidential aspirant in the PDP, said the country must drift towards true federalism in order to achieve its development goals.

    “The restructuring of the country is imperative for progress .We need to negotiate and re-negotiate the kind of federation we are operating for development.

    “I believe on true federalism, therefore, I am on the same page with people who support restructuring of the country,” he said.

    Dankwanbo said the creation of state police, resource control and other ingredients of true federalism would be in the interest of the country if adopted.

    The presidential said there was the need to address what he called the leadership question in the country, to move it forward.

    Dankwanbo said it was with a view to take Nigeria to the desired level of development that he offered himself for service.

    He said he was qualified and experienced, and urged Nigerians to vote right on 2019.

    The governor commended the new spirit in the PDP, saying the party had been repositioned for greatness.

    He urged delegates from Lagos to support his aspiration, as he meant well for the country.

    Also speaking, the secretary of the PDP, Mr Muiz Dosunmu, commended Dankwambo for the visit.

    He said members of the chapter had no doubt in the ability and capacity of the governor to lead the country.(NAN)

  • Emefiele, Dankwambo, Amaechi, others for Blueprint awards

    The maiden edition of an annual impact series and awards event organised by Blueprint Newspapers has been scheduled for Tuesday, in Abuja.

    The theme is Tolerance, Unity and Security: Building a Legacy for National Development. A lecture on the topic will be delivered by the Emir of Birnin Gwari, Mal. Zubairu Jibrin Maigari II.

    Chairman of Blueprint Newspapers, Alhaji Mohammed Idris, said the choice of the topic is informed by the prevailing circumstances in the country where national unity and cohesion are gradually being eroded.

    He expressed the hope that  the company’s modest contribution will help in proffering solutions to the myriad of challenges facing  the nation.

    Highlight of the event is the planned conferment of honours on some distinguished Nigerians such as the Central Bank governor, Godwin Emefiele (Distinguished Financial Policy Strategist of the Year), Governor Ibrahim Dankwambo of Gombe State (Most Outstanding Governor of the Year),Governor, Ibrahim Gaidam  of Yobe State (Distinguished Education Champion award),Governor Simon Lalong  of Plateau State (Distinguished Human Capital Development Champion), Transport Minister Rotimi Amaechi ( Most Distinguished Achiever in Transport Infrastructure).

    Others are Chief of Army Staff, Lt. Gen. Tukur Yusuf Buratai (Distinguished Security award) and Commandant-General of the Nigeria Security and Civil Defence Corps (NSCDC), Alhaji Abdullahi Gana Muhammadu, is to receive the Distinguished Infrastructure Safety award, while the chairman of National Hajj Commission (NAHCOM), Alhaji Abdullahi Muktar will receive the Distinguished Public Service Champion Award.   The National President of National Union of Road Transport Workers, Alh Najeem Usman Yasin (Distinguished Champion of Transport Workers).

    Also to be honoured are: Governor  Aminu Masari of Katsina State (Distinguished Agriculture and Environment Champion award), the Vice Chancellor of the University of Agriculture, Umudike, Professor Francis Otunta (Excellence in Education award)  , Senator Shehu Sani (Distinguished Public Advocacy Champion),and former governor of Kogi State, Capt. Idris Ichala Wada  (Distinguished Award in Patriotism).

    To preside at the event slated for Rockview Hotel ,Abuja is  Alhaji  Samaila Isa Funtua, Patron of the Newspapers Proprietors’ Association of Nigeria (NPAN).

     

  • 2019: What is Dankwambo up to?

    The tenure of Gombe State Governor Ibrahim Dankwambo will expire on May 29, next year. What next? Will his presidential ambition see the light of the day? Correpondent MUSA ODOSHIMOKE asks.

    HE is a member of the conservative Peoples Democratic Party (PDP). Yet, Gombe State Governor Ibrahim Dankwambo has run a progressive government in the last seven years.

    As the race towards the 2019 presidential election reaches high gear, the PDP to be working hard.

    For a party that ruled for 16 uninterrupted years, PDP is so far from finding the cohesion that should come with its experience in power. But salvation may be on the way. There are names already being bandied about as likely presidential candidates of the party. There is Sule Lamido, former governor of Jigawa State and a former minister of Foreign Affairs. There is, of course, Atiku Abubakar, the former vice president who appears well prepared for the job having run almost at every turn since the return to democracy. He has, indeed, just appointed Gbenga Daniel, the former governor of Ogun State the director-general of his presidential bid.

    But, in reality, none of the known and unknown candidates seems better prepared and qualified as the man from Gombe. In the cacophony of voices and clash of ideas over how to save Nigeria, Dankwambo has been speaking with facts, figures and self-assuredness that the nation needs. He has also demonstrated what is possible with visionary leadership and prudent management.

    “Indeed, it is time every Nigerian listens to the man from Gombe,” says an old colleague of his from his days in the Cetral Bank of Nigeria where he had earlier distinguished himself.

    Could Ibrahim Hassan Dankwambo be PDP’s joker?

    Cerebral and passionate about Nigeria, Dankwanbo spoke the other day at the University of Ibadan and enthralled his audience with his depth.

    His core message was how the twin of transparency and accountability has helped him and his government turn Gombe State into a model for the rest in spite of the meager resources that accrue to it.

    “Our revenues are thinning out when our responsibilities are growing tremendously, and most of the states in Nigeria did not plan for growth during dwindling revenues,” he said.

    But, Gombe State, which he governs has propelled itself on the path of growth and progress with little by way of resources.

    How did Dankwambo do it?

    He is an accomplished accountant and a finance expert quite alright. But his genius lay in his commitment to his people and creating the greatest good for the greatest number.

    “The survival of state governments in Nigeria, is a function of their ability to plan and execute projects and programs effectively and efficiently, and transparency and accountability are the functional media for achieving this.”

    To appreciate what Dankwambo has done, it is important to know the background against which he has worked. Gombe State was 36th in GDP (PPP) in 2010.

    In 2011, the new governor inherited a population that was 8.5% poorer than when his predecessor took over in 2003

    He inherited a population in which only 34.6% attained some level of Education as follows:

    Nursery School – 1%, Primary School – 21.1%, Secondary School – 9.9% and post-secondary School – 3.1%.

    Infant Mortality Rate was 120.9/100 . Under 5 mortality rate was 105.6/1000. Low birth weight was 24/1000 live births. Maternal Mortality was 1,433.1/100,000.

    According to available records, Dankwambo took the reins when Gombe State had a heavy, unfortified debt burden, dwindling revenues, complete disregard for regulations and due process in the management of the state and total planlessness.

    Of course, there was hardly any other source of revenue accruing to the State than the Federal Allocation and pay as you earn (P.A.Y.E) deductible from the salaries and allowances of employees.

    Having been the Accountant-General of the Federation, arguably the best Nigeria has ever had, Dankwambo set to work.

    According to him, “accountability and transparency are the main ingredients for successful public finance management” for the following reasons: They provide opportunity for public participation in governance while making performance accountable as responsibilities and quality of service are defined and made public.

    They establish reference points for quality assurance to the public and represent yardsticks for performance evaluation and measurement.

    They also provide opportunities for improving public expenditure efficiency and effectiveness, as well as internal resource mobilisation.

    The man has always been committed to reducing uncertainty and risks; and ensuring inclusive, sustainable development

    “The ability of any government to fulfill its constitutional duties depends on its capacity to generate sufficient funds (revenue) needed to deliver growth and development (expenditure) for its populace.”

    “Both activities – generating internal revenues and expending resources – are bound by rules and regulations that aid economic growth and development, the most important of which are transparency and accountability.”

    “The survival of states is therefore dependent on their ability to formulate and implement policies and procedures that guide their delivery of projects and programs.”

    After winning election in 2011, Dankwambo commenced a consultative planning process by convoking all the eminent sons and daughters of Gombe to a series of committee sessions during which they looked at all the sectors of the economy and made recommendations on how the state should be governed in the next 10 years and beyond.

    This planning effort looked at 12 sectors of the economy.

    The 12-sector based committees evolved a Master Plan, which was translated into an official Action Plan, costed and broken down into implementable chunks for application by Gombe state’s ministries, departments and agencies.

    The capital components of the Action Plan have been consistently incorporated into the state’s annual budgets for implementation and have been the guiding tool for the significant infrastructural investments Gombe has attained since 2011.

    He then embarked on the establishment of guiding norms by domesticating the Fiscal Responsibility Act, which was passed into law in April 2012 in an attempt to institutionalize norms that would guide accountability and transparency in governance.

    Accordingly, The fiscal responsibility law changed the structure of

    Gombe’s budgeting process by making it more resource realistic, limiting expenditure pattern to established revenue profile each year, among many other gains.

    No doubt, Ibrahim Hassa has changed the content of governace, using his experience as an accomplished accountant and his passion for the people.

    Gombe State was one of the earliest state governments to embrace international financial reporting format as prescribed by the Federation Account Allocation Committee, thereby, increasing the transparency of budgetary process by appropriately codifying and coding all revenue and expenditure heads and subheads in accordance with the National Chat of Accounts.

    This made the budgetary sub-system easily interoperable with other automated systems, sub-systems and platforms in public finance management such as those for Debt Management, Centralized Internally Generated Revenue, Payroll and Treasury Management, Vendor and Contract Management and so on.

    In addition to this, the adoption of IPSAS mandated transparent capital expenditure planning and execution. Each item of CAPEX must be appropriately codified by the objectives for its creation (the SDGs objective it is meant to serve), its specific location, the source of its funding, and the functionality it is meant to provide.

    Under Dankwambo, Gombe State domesticated the Pensions Reform Act of the Federal Government in order to appropriately address issues concerning retirement benefits and its offsetting impact on regular state government cash flows.

    The government’s attempt at putting transparent policies and accountable process has thus helped Dankwambo to achieve much more with less.

    The drive to raise additional revenue especiallyin a rural state like Gombe State has been very challenging. In Dankwambo’s estimation, the state needs revenue-generating assets to garner more revenues for government, but the irony is that he also needs significant revenues to build those revenue-generating assets!

    This is where the fertile imagination of a leader comes into play and where long-term vision takes precedence over the convenience of the moment.

    Having realised the need for the state to reduce dependence on the Federal Allocation early at the advent of his administration, Dankwambo included some revenue-generating assets as part of his government’s portfolio of physical infrastructure, which included: a brand new modern International Conference Center, which along with some earlier investments the government made in hotels in Gombe, position Gombe as a conferencing hub for the North-east region. And this is just one of many visionary investments that have made Gombe stand out among all the states in Nigeria.

    “The provision of these assets by government was necessary because the state is located in the Northeastern region of Nigeria and is neighboring the states that were devastated by the Boko Haram terror. This made the State less attractive to investors at the time in spite of its relative safety in the region. In order to increase the role of private sector participation and to protect the assets from red-tape and undue bureaucracy, these assets are being consolidated, along with others, for management by the private sector under a capital market arrangement that enables the posting of corporate bonds to raise sufficient funds to build even more revenue-generating assets for the State.”

    But Dankwambo’s visionary leadership is further sign-posted by his commitment to accountability and transparency. As part of his objective of achieving more with less while increase resource mobilization efforts, his government recently expressed interest to participate in a World Bank’s multi-state performance-based operation in Nigeria aimed at strengthening fiscal performance and sustainability at the subnational level. The program is tagged: State Fiscal Transparency, Accountability, and Sustainability (SFTAS) Program.

    SFTAS is a performance-based (P4R – Performance for Reward) project comprising 12 action commitments made up of 8 actions from FGN’s Fiscal Sustainability Plan; 2 OGP State Commitments, and 2 State-level PFM reform initiatives on budget credibility and contract arrears clearance. The 12 action points are spread across 4 result areas: Increased fiscal transparency and Accountability;

    strengthening Internal Revenue Mobilization; strengthening Efficiency in Public Expenditure; and achieving sustainable debt management

    A state that has no regards for transparency and is not accountable in revenue and expenditure management is one that is facing anarchy and possible extinction,” says Dankwambo.

    “Transparency and Accountability in financial management requires planning, honesty, inclusiveness of all the Strata of society and above all commitment to goals in implementation and openness to constructive criticism.

    Our current financial status as a nation also requires not only struggle for survival by individual States but also mutual reinforcement amongst States in the form of goal-directed regional development or collectively planned effort at developing the nation.”

    In conclusion, he sys: “It is imperative that governments at all levels strive to build strong institutions where individual agents are accountable, standards of quality of service are ascertained, and results are knowable as a matter of course.”

    So, who is this northern star?

    Ibrahim Hassan Dankwambo, was born in April 1962 in Gombe City, Gombe State. He gradauted with a Bachelor of Science degree in Accounting and further enrolled for Masters of Science Degree, in Economics from University of Lagos. Dankwambo got a post-graduate Diploma in Computer Science from the Delta State University Abraka, Delta State and finally got a Doctor of Philosophy Degree (Phd) from Igbinedion University, Okada.

    Professionally, Dankwambo has been an exemplar.

  • Jonathan, Secondus, Wike, Dankwambo, other PDP leaders converge on Ekiti

    Former President Goodluck Jonathan yesterday inaugurated the 1.3 kilometre Ado-Ekiti Flyover with leaders of the People’s Democratic Party (PDP) demanding a credible governorship election on July 14.

    They also urged President Muhammadu Buhari to allow the conduct of a free, fair and transparent general election in the country in 2019.

    Sounding the battle cry ahead of the next set of elections were Gombe State Governor Ibrahim Dankwambo, Rivers State Governor Nyesom Wike and the People’s Democratic Party (PDP) National Chairman Uche Secondus.

    Also at the inauguration where they canvassed support for the PDP candidate in the Ekiti governorship poll, Prof. Kolapo

    Olusola, were Akwa Ibom State Governor Udom Emmanuel and Abia State Governor Okezie Ikpeazu.

    The setting was the inauguration of a new governor’s office constructed by the Governor Ayo Fayose administration.

    Jonathan arrived the scene at exactly 2.22 pm when Wike was making his speech and was welcomed by other guests who were seated before his arrival.

    The former President was in the state for the inauguration of a flyover built by the Fayose administration.

    Secondus, who noted that Ekiti had been witnessing positive development under Fayose, urged the people of the state to vote at the next governorship election and the 2019 general elections.

    The PDP boss warned the All Progressives Congress (APC)-led Federal Government against any attempt to rig the Ekiti governorship poll and general election, stressing that “rigging the election would have dire consequences.”

    Secondus said: “The PDP has demonstrated that it can conduct free and fair primary; all we are asking for is that the coming elections should be free and fair.

    “We are asking the Federal Government to allow the coming elections to be free and fair for the world to see that Nigeria is moving forward.

    “Any attempt to rig is a recipe for crisis. I hope it will not start

    from Ekiti. The 1983 crisis started from Ekiti and the (77-man APC) Committee should show us what they have done.

    “They should not come and rig election here. We are asking them that it should be one man, one vote. President Buhari should allow one man, one vote.”

    Wike said: “This loyal and humble deputy governor (Olusola) will continue with the good work of Fayose.

    “Ekiti people will vote for him because of what he can offer.

    “The only thing they (APC) have is to rig election. They have told us the election will be free and fair. When election comes, don’t give them any chance; go and protect your votes.

    “They said they have set up a Committee of 77, what is our business with that?

    “If you say they will not intimidate you, it is a lie. But I want to charge our security men to allow for a free and fair election.”

    Dankwambo said: “If politics is about development, we need not campaign in Ekiti State. Politics is about development and that is what we stand for.

    “I believe the person that has emerged as our candidate here will do more and more than Fayose. He is experienced and he has learnt a lot and he will deliver.”

    Fayose boasted that the APC candidate, Dr. Kayode Fayemi, would be defeated at the Ekiti governorship election despite the instruments of coercion that would be deployed in his favour.

    He said: “Whether they like it or not, you (Olusola) are the next

    governor. If they like, let them bring their Army and Police, they are wasting their time.

    “It is your time to shine. Battles are not won by the strength of the Army. You are a divine candidate on a divine assignment.

    “I am proud to say I believe in you.”

  • When Dankwambo visited UI

    As part of the activities marking the 60th anniversary of University of Ibadan Alumni Association (UIAA), which came up recently at the University (UI), Gombe State governor, Dr. Ibrahim Hassan Dankwambo was the guest lecturer for the Fifth National Public Service and 60th anniversary lecture. Gov. Dankwambo spoke on: “Survival of the States: How Transparency and Accountability Help Revenues and Expenditure Management in States: Success Story from Gombe State”.

    Although some of those in attendance at the lecture had never been to Gombe State, the facts and figures presented by the governor, coupled with his profile as a chartered accountant of note, made the audience to feel comfortable to listen to the his homily on accountability and transparency. Again, there are testimonies that this former Accountant-General of the Federation is really performing wonders in his state, turning lemons into lemonade!

    Indeed, at the end of his 90-minute lecture, it was glaring that Gov. Dankwambo was not only an expert on the theme, but a true practitioner of his own preaching whose transparent and accountable leadership, has since 2011, taken Gombe State to a much higher level than he met it. Gombe which was down the rungs among states in Gross Domestic Products (GDP) in 2010, according to Purchasing Power Parity (PPP), has today achieving gone up the ladder. This is as a result of the leadership of a man who initiated the electronic-payment system during the Obasanjo administration while serving as Accountant-General of the federation.

    Speaking on the subject, however, Gov. Dankwambo who adopted a scholarly approach to dissect the issue noted that fiscal sustainability was a challenge in most states in Nigeria, adding “most state governors inherited a system where transparency and accountability were mere platitudes. Gombe was  no exception “. Clearly, the governor is sincere here. Corruption is a major problem in Nigeria. Describing accountability and transparency as relevant to Nigeria’s current economic circumstances, the 1985 Ahmadu Bello University (ABU) graduate who situated his position in the Darwinist postulation, argued that for states to survive “ we have to work individually as states and collectively as a nation in developing our “sociable habits” in order to secure the maintenance of our species, our extension, and our further progressive evolution in order to survive or “doomed to decay”.

    Dankwambo who is believed to be nursing a presidential ambition on the platform of Peoples’ Democratic Party (PDP), insisted that the survival of state governments in Nigeria “is a function of ability of the leaders to plan and execute projects and programmes effectively and efficiently, pointing out that transparency and accountability are the functional media for achieving this. While condemning the widespread corruption in the country, he submitted that state governors must live a life of service and sacrifice for the betterment of their people. “In 2011, I was bequeathed with a population that was 8.5 poorer than when my predecessor took over in 2003.  I make bold to say that today, Gombe state has evolved to the level that it has propelled itself on the path of growth and progress, in addition to which it holds even greater potential.

    With unpretentious confidence, Talban Gombe, who appeared highly cerebral, radical in orientation and courageous in conviction maintained that for states to survive the current economic situation, “the answer could be found in the thinking of Charles Darwin as states must adapt to changing circumstances or risk possible extermination, which could come in any form, including violent revolution, like Arab Spring. According to him, “accountability and transparency are the main ingredients for successful public finance management. This holds true both at national and sub national levels”.

    With intermittent applause and singing from UI students who thronged the venue to listen to the governor, Dankwambo who holds a Ph.D degree in accountancy believed that accountability and transparency would encourage public participation in governance, citing his experience in Gombe to buttress his points. His words, “in Gombe, our deliberate attempt at putting in place, transparent policies and accountable processes helped us in achieving more with less. Education is our topmost priority. We reconstructed 1,160 classrooms, constructed 784 new ones in various schools across the state and built more than 70 new schools across the state. We have thus greatly increased access to education.”

    In business, he said, “in spite of the location of Gombe state being close to the hotbed of terrorism, our state was able to provide attraction to investments due to the confidence and incentives we provide for economic activities as many companies have found Gombe attractive. I wish to assure you that any state governor that adheres strictly to the principles of transparency and accountability as enunciated in this lecture can proudly stand the storm as we did during Buhari Tsunami in Gombe state in 2015”, he boasted. Dr. Dankwambo is the only PDP governor in the Northeast of Nigeria.

    The soft-spoken politician who later commissioned the 54-suite Post Graduate hall of residence built by UIAA promised to assist in furnishing the hall,  just as he donated handsomely to the activities of the association. He was later bedecked with an award as well as honorary membership of the UIAA. Earlier, the UIAA National President, Dr.Kemi Emina had described the governor as an excellent state chief executive who achieved so much with the little resources by judiciously administering the state in a transparent manner.

    Apart from the twin issues of accountability and transparency, takeaway from the lecture include: that state governors are not expected to personalize the common resources and recklessly fritter them away. Perhaps, his accountancy training may be responsible for this as it is believed that “accountants are stingy and always unwilling to splurge.”

    Another lesson from this lecture is that, whoever must be elected into public office must be sufficiently educated. Poor leadership has been variously cited as one of Nigeria’s problems, predicated on inadequate intellectualism. Some of those who are in political positions don’t read. We need enlightened minds in leadership positions. Gov. Dankwambo is a good example here. He has been to four different universities in search of knowledge. Consequently, his presentation at UI’s lecture  was breath-taking in its range and reach, and his delivery was magisterial and compelling. Probably, this is one of the reasons he wants to be President in 2019. I think he has the required intellectual capacity.

    Above all, I think the UIAA National President, Dr. Kemi Emina must be commended for fishing out Gov. Dankwambo to deliver the lecture. Dr. Emina has achieved so much by leveraging on his personal goodwill to add value to the university of Ibadan. His achievements, including the building of the 54-suite hall of residence speak volumes of his passion for his alma mater.

  • PDP mulls Dankwambo for president

    SPECULATIONS are rife that some groups within the opposition Peoples Democratic Party (PDP) may settle for Gombe State Governor Ibrahim Hassan Dankwambo as the party’s candidate in next year’s presidential election.

    It was learnt that Dankwambo is being tipped as a consensus flagbearer in the opposition’s quest to dislodge President Muhammadu Buhari who has declared for a second term under the platform of the ruling All Progressives Congress (APC).

    “As the momentum gathers towards the 2019 presidential election for which incumbent President Muhammadu Buhari has declared his ambition for a second term, the PDP, in its quest to take power back a the centre is locked in many backroom dramas to find a candidate to beat Buhari,” a statement said yesterday.

    A governor in one of the Southsouth states was said to have explained what informed the preference for the Gombe governor

    It said: “And the search has culminated in the meeting of different groups from which the consensus appears to be Gombe State Governor Ibrahim Hassan Dankwanbo. He is yet to formally declare his candidacy but his choice was informed by what a governor from the Southsouth region described as a desperate need for the PDP to put forward ‘its best face.”

    According to the governor, who was not named, “the PDP faces a crisis of credibility arising from its poor 16-year performance in power and we need a candidate who is not only competent but has the appeal to erase our poor perception from the mind of Nigerians with his impeccable credentials.”

    The statement said that many serving and former PDP governors, ministers and other big-wigs have seen in Dankwambo the combination of competence and capacity.

    It said: “Dankwanbo was the nation’s Accountant-General before he contested and won the Gombe State governorship in 2011. He is reputed to have turned the fortunes of his state around for the better, with little resources. He is also noted for his transparency and honesty.”

    Besides Dankwambo, former Vice President Atiku Abubakar and former Jigawa State Governor Sule Lamido, have indicated interests in the PDP ticket.

    Dankwambo, 56, was born on 4th April 1962 at Herwagana Ward in Gombe, Gombe State. He attended the Central Primary School Gombe and Government Secondary School Billiri, in Gombe State.

    He proceeded to the Ahmadu Bello University Zaria and graduated with a Bachelor of Science degree in Accounting, Second Class (honours) upper Division, being the second best result obtained by any individual in the old Bauchi State.

    Dankwambo enrolled for Masters of Science Degree in Economics from University of Lagos before proceeding to obtain a post-graduate diploma in Computer Science at the Delta State University, Abraka, Delta State.

    He also has a Doctor of Philosophy Degree (Phd) degree from the Igbinedeon University, Okada, Edo State.

    The governor, who belongs to many professional bodies, started his career at the firm, Coopers and Lybrand International, (Chartered Accountants), now PriceWaterHouseCoopers from 1985 to 1988.

    He later joined the Central Bank of Nigeria (CBN) in 1988 and was there until 1999, when he was appointed the Accountant-General of Gombe State.

    On April 20, 2005, he succeeded Mr. J.K Naiyeju as the Accountant-General of the Federation (AGF) after serving in various committees under the administration of former President Olusegun Obasanjo.

    He became the Gombe governor in 2011 and was re-elected four years later.

    Dankwambo, Ishaku to Buhari: do more for security in northeast

    Governors Ibrahim Hassan Dankwambo (Gombe State) and Darius Dickson Ishaku (Taraba) yesterday appealed to President Muhammadu Buhari to deploy more security and resources to the north east to end the killings in the region.

    Dankwambo and Ishaku, who are the only Peoples Democratic Party (PDP) governors in the north, spoke when the former visited Taraba to offer condolences on the killings in the state.

    Dankwambo said: “The security situation in the northeast is at its peak now. It can go either ways, away completely or aside.

    “Therefore, I am appealing to the president not to be tired in his battle against insurgency, but to put more resources in the northeast to ensure the insecurity issues we are facing today go forever.

    “What we are experiencing in Taraba State today are remnants of the issues of insurgency we had experienced before.

    “Thus, we salute the president and our military for their efforts in the issues of insurgency and killings in the country.

    “I want to urge them not to relent but to do more. It is not over yet, until it is over.”

    Ishaku said: “We, governors, were sworn to protect lives and property. Unfortunately, we are given the powers as ‘security chief officer of the state,’ however, we have the crown without the cap.

    “How can you be the chief executive officer when you don’t control the power that goes with the army and the police? It makes you a naked guard.

    “I always believe if I have the police under me, I will not have any security trouble in my state at all. Because I will outwit crime.

    “Some states that are unfortunate like us in the northeast have received a lot of our share of the failure to protect lives and property of citizens.”

    The Taraba governor lamented that besides the killing of over 68 persons by herdsmen, a member of the State House of  Assembly, Hosea Ibi was kidnapped in Takum directly opposite a military barrack. He was eventually killed even after ransom was paid. Yet there has not been any trace of the killers.

    “As I speak, another man has been kidnapped in Takum three days ago at the same spot Hosea Ibi was abducted and later killed.

    “There have been more than four kidnappings and more than three killings after 15 days Hosea Ibi was gruesomely killed. What country are we living in?,” he queried.

    Ishaku grieved that the buses that convey vegetables from Taraba’s Greenhouse to Abuja, Lagos and Port Harcourt were on Tuesday smashed and shattered by a rain of automatic gun bullets by unknown gunmen. One of the drivers was injured.”
