  • Delta community boils over recognition of monarch by government

Despite a court injunction, the Delta State Government has gone ahead with the presentation of staff of office to Chief Solomon Ifenezuchie in Amai Kingdom, Ukwuani L.G.A, Delta State sparking concerns of renewed tension in the community.

The Nation gathered that a combined team of soldiers and police were stationed in the community to forestall a breakdown of law and order during  and after  the presentation ceremony presided over by Gov. Ifeanyi Okowa who was represented by his Deputy.

It was learnt that part of the community have been rocked with sporadic gunfire in protest over the installation of the new monarch.

It will be recalled that a Delta High Court sitting in Kwale on May 7th restrained the State government from issuing staff of office to any party in the dispute pending when the case is decided.

The next adjourned date for hearing in the case is June 20 and 21.

A community leader who spoke to The Nation on condition of anonymity said the presentation of staff of office is politically motivated.

He said, “This presentation has strong political undertones, this move by Gov. Okowa is purely with a view to the forthcoming elections. It is a desperate attempt to garner votes to the detriment of the people he is supposed to protect.”

Meanwhile a statement made available to The Nation by scribe of Umuekum Quarters, Chief Alfred Onyenwosa drew the attention of the government to the court injunction, stressing that “disregarding the court injunction in the kingship tussle is incubating tension”.

Part of the statement reads, “This is obvious injustice to the people of Umuekum Ruling House who are known to be very peaceful without a single history of communal violence. Government decision to wrongly back someone who not only lost the kingship election, but was never duly presented by the appropriate authority (Onotu Uku or Ugo of Umuekum Ruling House) at “Isu Asua” is inconsistent with Governor Okowa’s stand that gazette procedures must be followed in kingship succession”.

The statement added, “The recent interest to bypass truth, tradition and to foist an individual sponsored by inordinate politicians who believe in muscling people can only generate tension”.

Delta State Commissioner for Information, Mr. Patrick Ukah admitted that a decision was taken at the state executive council meeting for presentation of staff of office, stressing that the court injunction may have come late.

His words, “First and foremost if there is a subsisting court injunction it did not come before the executive council meeting decision. Perhaps it was after the exco decision .I has been trying to find that out. Do you have any evidence that a staff of office. I am just entering Warri now. I am trying to get the Commissioner for Local Government and the Deputy Governor for me to get their side. I can confirm that we had a decision to present staff of office, but whether we got a court injunction that I cannot confirm.”

  • EFCC to call six witnesses in Senator’s money laundering trial

The Economic and Financial Crimes Commission (EFCC) on Tuesday said it would call six witnesses in the trial of Senator Peter Nwaoboshi for alleged money laundering.

Two of the witnesses, Prince Kpokpogiri and Murtala Abubakar, testified before Justice Mohammed Idris of the Federal High Court in Lagos yesterday.

Prosecuting counsel Wemimo Ogunde (SAN) told the judge that the prosecution would bring the remaining four witnesses within two days.

Kpokpogiri, the first witness who runs the Anti-Corruption and Integrity Forum, said he sent a petition to the EFCC after he received an anonymous call and some documents at his Asaba, Delta State office.

Led in evidence by Ogunde, he said he was subsequently invited by the EFCC to Abuja to confirm the petition.

Under cross examination by defence counsel Chief Anthony Idigbe (SAN), the witness said he did not investigate the allegations in the petition before forwarding it the EFCC.

Idigbe accused the witness of being an EFCC agent, saying: “I put it to you that apart from the fact that you did not investigate the documents, you did not also take any step to verify the facts stated in the petition.”

Kpokpogiri responded: “I only investigated by going through the documents. I did not contact the defendants because it is the work of the EFCC.”

The second prosecution witness, Abubakar, who heads Nigerian Export Import (NEXIM) Bank Enterprise Risk Management unit, said the third defendant, Suiming Electricals Limited, applied for a loan in December 2013, which was approved in April 2014.

He said Nwaoboshi, who was a NEXIM Bank board member, asked to be excused from the meeting where a decision to grant the loan was taken.

According to him, the senator is a director at Bilderberg Enterprises Ltd, a holding company which has the majority shareholding in Suiming Electricals Nigeria.

Abubakar said EFCC sent five requests to the bank regarding the loan granted Suiming Electricals, adding under cross examination that the company met all the bank’s conditions before the loan was disbursed.

The witness said although the third defendant had repaid over N billion of the loan, it was still non-performing.

“The loan facility is for five years. There is a difference between paying and performing. When we give a loan, we give you a payment plan. When you are supposed to be paying N1 million quarterly but you are paying ₦200,000, you are paying but you are not performing.”

EFCC arraigned Nwaoboshi, Golden Touch Construction Projects Limited and Suiming Electricals for alleged N322million fraud.

The prosecution alleged that Nwaoboshi and Golden Touch Construction Projects purchased a 12-storey property known as Guinea House, Marine Road, Apapa, Lagos for N805million between May and June 2014.

The anti-graft agency claimed that N322million out of the N805million was part of proceeds of “an unlawful act, to wit: fraud.”

The EFCC alleged that the N322million was transferred to the property’s vendor on the order of Suiming Electricals, which was accused of aiding Nwaoboshi and Golden Touch Construction Projects to commit money laundering on or about May 14, 2014.

According to EFCC, Nwaoboshi, a former Delta State Peoples Democratic Party (PDP) chairman, got a contract through Bilderberg Enterprises Ltd to supply new construction equipment to the state Direct Labour Agency at N1,580,000,000.

The company allegedly imported and supplied used construction equipment rather than brand new ones despite receiving full payment.

EFCC said Nwaoboshi, with the proceeds, bought the 12-floor building from Delta State Government at N805million in the name of Golden Touch Construction Projects.

The commission said the Senator had “no visible legitimate business venture to generate the amount spent to purchase the said property.”

    The defendants pleaded not guilty.

Justice Idris adjourned until July 2 and 3.

  • Delta APC chides Fani-Kayode over derogating statements on Buhari

Delta State Chieftain of All Progressive Congress, APC, Prince Christopher Akpojotor Agaga has lambasted former Minister of Aviation, Mr. Femi Fani-Kayode over unguided statements issued against President Muhammadu Buhari, describing the Buhari is the best president the country has ever had since the inception of democracy in Nigeria.

Agaga who made this statement while reacting to a report in the national dailies with headline: OBJ, IBB, Jonathan, others not enemies of Nigeria, credited to Fani-Kayode, said the statement is not only a plot to smear the good name of President Buhari but to put the ex-leaders in conflict against the present APC administration.

On the report making around by Ex-President Olusegun Obasanjo alleging Buhari’s administration of plan to frame him up and arrest him, Agaga said this should be sink to the mind Fani-Kayode that it was widely refuted by the presidency  and expressed what Fani-Kayode intend achieving by this publication.

While saying that Buhari’s government is one of the peaceful administrations so far, Agaga said Buhari has been in cordial relationship with the past leaders except those who has seen his corruption crusade as witchhunting because of their secret deals which they not want the APC government to bring to the open.

Agaga who reminded Kayode of the past administration of former President Obasanjo, said, “If the truth must be told there is no comparison between President Buhari and Obasanjo’s administration in the area of performance, applauding Buhari’s government of having done well in the past three years of his administration.

“Kayode while serving under Obasanjo was blinded to the many injustices and abuses unleashed by his master on hapless and innocent Nigerians. Because he no longer enjoys all the privileges and affluence associated with power, he has suddenly become a defender of human rights which himself and his master denied people of.

“Nigerians will recall that under Obasanjo, the people of Odi in Bayelsa state were massacred in thousands and hundreds of people were gruesome murder in Zaki Biam in Benue State, but what we have witnessed so far under Buhari are people with indifferent actions with the propensity for crimes which was not what the president swore oath to defend.

“Such crimes committed by Obasanjo are enough to warrant his arraignment before international criminal court of justice, yet he and his lieutenants bandy credentials that he is perceived by his actions to lack in and outside government.

“Several elected governors were harassed and hounded for holding and expressing views which the laws of the country vested them with. From Alamiesegha, Ibori, Ngige, Fayose, Tinubu, Dariye etc who had battles with Obasanjo for merely exercising powers duly delegated  to them to IGP Balogun who was disgraced in the worst humiliating circumstance over an unsubstantiated suspicion.

“Even against the orders of court, the people of Lagos state were denied their local government allocations for most of the tenure of Obasanjo in reaction to an action lawfully taken by governor Tinubu.

“The pains the people of Lagos had to contend with during those period the constitution was being brazenly raped did not prick the conscience of Obasanjo and his lieutenants who out of idleness and envy now parade themselves as crusaders and apostles of human rights.

  • Buhari has done well in Delta State more than Jonathan – Emerhor

A stalwart of the All Progressives Congress (APC) in Delta State, Olorogun Otega Emerhor on Wednesday night declared that President Muhammadu Buhari has done well in Delta State more than former President Goodluck Jonathan, who hails from the zone.

He spoke with State House correspondents after meeting with the Chief of Staff to the President, Abba Kyari.

On what are the chances of Buhari in the South South, Emerhor said, “In 2015, we had President Jonathan who is from the south south, that created an emotional issue but we have seen now that even when Jonathan was in power, he did not do for Delta what President Buhari has done for us.

“The Ogoni cleaning exercise that is going on there is one of the major thing we can count on. The east west road is being completely rehabilitated and that did not happen when one of our own sons was the President.

“So, we are very confident that the south south this time around wants to belong to the center and that is why we are going to be able to deliver the President there.” he added

Giving more reasons why the South South will support Buhari, he said that the Buhari’s administration has reactivated the amnesty programme; the Maritime University in the Ijaw-Ishekiri side of Delta is now functioning.

He went on: “And he has done a lot for us in Delta. He has empowered a lot of our people in Delta.

“We have the Minister of State Petroleum and the Minister of Transportation from South-South, the N-Power programme is working so all these have created the enabling environment for us to deliver the President in 2019.” he said

Optimistic that the APC can take over the reins of leadership in Delta State from the People’s Democratic Party (PDP), he said that the current Governor off the State has not done enough thus, clearing the coast for the APC to take over.

“Let me tell you, we are so fortunate that the Governor of Delta Sate, who is a PDP man, is not doing anything. Delta has a lot of resources and the expectation is that the State should be doing better than Edo State for example, which is our neighbour but the APC Governor in Edo is doing so well; even Willie Obiano in Anambra that doesn’t having anything is doing so well.

“So it’s so obvious that the finances of Delta State are not being applied and everyone in Delta is now convinced that APC must takeover because they produce performing Governors,” he stated.

Commenting on alleged divisions in the APC in Delta State, he said the issue was not peculiar to Delta State.

“The issue of congresses and division did not happen only in Delta. It happened across the country but this is the period of reconciliation. There is a group that did not work with the majority of the people in Delta; we formed a unity group in Delta that had so many Governorship aspirants and leaders working together.

“But as you know, the Ogboru and Omo-Agege group put their own governorship aspiration ahead and decided to work separately but the move we are making is to bring everybody together, provide a level playing field so that all the Governorship aspirants will work together.

“But the great objective we have is how to deliver the President in Delta State 2019. That is our priority and the ground is ripe for us to take over that State and deliver 2 million votes for President Buhari in 2019,” he said.

  • Pandemonium as truck crushes two in Delta Community

There was pandemonium in the university town of Abraka, Ethiope East council area of Delta state Friday when an angry mob took over the Abraka-Agbor Road in protest of the killing of two boys by a truck.

A truck, which had lost control of its brakes, rammed into two teenagers from Orhia-Abraka, whose identities could not be ascertained, when the driver of the vehicle veered off the road.

The sight of the mess made of the corpses by the truck triggered the angry reaction from members of the community, who went berserk, more especially as the driver of the truck had taken to his heels, abandoning the vehicle at the scene.

A community source who relayed the development to the Nation in Warri on Friday said the angry mod went after every passing vehicle along the busy expressway, attacking drivers and leaving hundreds of travelers stranded while the melee lasted.

“The sight was ugly; those boys were smashed beyond recognition and to make matters worse, the driver of the truck bolted before people could gather. The community boys were incensed by the sight of the corpses of the boys and they started attacking other vehicles traveling along the road around that time.

“Policemen from the Abraka Division came, but they left the first time because they said they didn’t have a vehicle to evacuate the corpses with, but they later returned to park the body parts”, the source who did not want to be named explained.

When reached for confirmation and details, the spokesman of the Delta state police command, Andrew Aniamaka (DSP), said the Abraka Police Division had brought the situation under control, adding that investigation was on.

“The DPO has calmed the area because he was personally on ground. Normalcy has returned to the area. As for the lorry and whoever did whatever, the Police will ensure justice is done on the matter,” he said.

  • Communities in Delta kick against proposed petroleum industry bill

Most communities in Delta State have kicked against certain provisions of the proposed Petroleum Industry Bill. They sought a better deal for oil-producing and impacted communities in the light of prevailing environmental degradation, under- development and alleged insensitivity of international oil companies.

Several opinion leaders who are members of the host communities made their  positions known during an interactive session between the Senate Joint Committee on Petroleum Industry Bill and Oil-Producing/Impacted Communities in Delta State which held in Asaba, the Delta State capital.

Also in attendance at the occasion were the Delta State Governor, Dr. Ifeanyi Okowa, Deputy Governor Kingsley Utuaro; Chairman Senate Joint Committee on Petroleum Industry, Senator Omotayo Alashoadura, Senator Peter Nwaoboshi, Senator Umaru Kurfi and Hon. Victor Nwokolo.

Others included Majority Leader, Delta State House of Assembly, Tim Owhefere, Secretary to Delta State Government, Ovie Agas, traditional rulers and Presidents-General of Ndokwa, Itsekiri, Urhobo and Ijaw ethnic nationalities and civil society groups.

During the stakeholders’ meeting, Governor Okowa X-rayed different sections of the proposed bill and urged that the Petroleum Industry Bill should be taken seriously.

He said when the PIB which deals with issues relating to host communities is passed will reduce the level of hostilities and lack of trust between the host communities and oil companies.

Governor Okowa, who commended the Senate Joint Committee for visiting the state to take the views of the host communities and know how they live in the creeks, admonished that all components of the PIB should be considered for the desired results to be achieved.

He said: “I am glad that you are here and this particular bill (Petroleum Host Communities Bill), though, it may be the smallest, is the most important bill, because, if you do not have the buy-in of the host communities, the likelihood of success in the entire petroleum industry will be challenged.

“Things are getting better in the oil communities but, we believe that more can be done and this bill will actually remove every doubt and every fear will be taken care of when it is signed into law. I believe that it will give a lot of room for development in the host communities and that will reduce agitations and allow for a peaceful environment for the operation of the oil companies and when you have the kind of environment that is needed for oil companies to operate in, then, we know that we have greater resources for us as a people and as a nation”.

Governor Okowa further stated that communities should, in collaboration with the oil companies, appoint members of board of trustees for the Oil-Producing Communities Development; Inclusion of Enterprise Development into the capital project funding of the trustees.

He echoed the sentiments of the ethnic groups’ clamour that professional managers for the projects must come from the host and impacted communities, adding that the communities have a pool of professionals in all fields to manage their affairs.

The crux of the matter in the views of stakeholders among other contending issues, are the composition of the members of the board of trustees for the Oil-Producing Communities Development Fund, adequate equity share from the Petroleum Development Fund, tenure of  members of the board of  trustees , and the issue of 35 per cent affirmative action for women.

Various stakeholders backed the need to ensure that composition of the board of trustees is not left in the hands of the IOC’s, stressing that the appointment be made in conjunction with oil-producing communities.

While some stakeholders clamoured for the 10 per cent equity share in the petroleum development fund, others suggested 2.5 per cent sharing formula less OPEX, stressing that following the commencement of drilling activities, OPEX usually goes down with the implication that no money will go to the communities during the period.

The Ovie of Okpe Kingdom, Maj-General Felix Mujakperuo opined that quantum of production should not be static, stressing that a clause should be inserted in the proposed bill for a review of the quantum of production.

He said: “When it comes to quantum of production for which the communities are going to benefit, I want you to put in that bill that the quantum of production is not static, it changes from time to time.

“So, you must tell us when there will be a review, is it two years, three years that the quantum of production is to be reviewed, because my people are suffering from a similar bill in Delta State. The Delta State Oil-producing Areas Development Commission (DESOPADEC) bill where it was stated that the quantum of production quota be reviewed every two years and since that bill was enacted, it has not been reviewed.”

President-General, Isoko Development Union, Chief Idu Amadhe frowned at improper capture of the issue of gas flaring in the proposed bill, stressing that though the IOC’s pay penalty to the Federal Government what goes to the host communities that suffer the deleterious effects of  oil exploration has not been properly addressed.

He said leaving the appointment of members of the board of trustees in the hands of the IOC’s was unacceptable as the interest of the host communities will not be represented.

He suggested that traditional rulers and leaders of the communities be involved in the appointment of members of the board of trustees.

But Wellington Okrika, representing the Ijaw ethnic group and ex-managing director, DESOPADEC, urged the inclusion of the provision of 10 per cent equity share in the PIB initiated by the late President Umaru Yar’Adua into the proposed bill.

His words: “The PIB has changed drastically. This is not the bill that was proposed and initiated by our late President Umaru Yar’Adua and accepted by ex-President Goodluck Jonathan and we had a lot of public hearings during that time. The original bill was 10 per cent equity share from the joint venture of 60/40.

“We are aware during one of the meetings with the NASS where some people, because they were misinformed, threw away the provisions of the 10 per cent equity share. The bill we are going to look at is the bill that was originally proposed and has been on the drawing board for 14 years. Why should be now change the bill to a mere glorified MoU with IOC’s? The original bill has the participation of the IOC’s, the Federal Government and the host communities. It is a tripartite arrangement. But right now, the bill is between us the  host communities and the IOC’s.

“We will appeal to you to retain the original bill with chapter eight that provides for the establishment of petroleum development fund, the bill, the establishment of petroleum development fund should be between the Federal  Government, the host communities and the IOC’s. The equity share from this fund should not be less than 10 per cent in the joint venture 60/40″.

Akpere Ikpesime representing the Itsekiri ethnic group backed the suggestion by others for the appointment of members of the board of trustees, but urged single five-year tenure for the board of trustees.

Emmanuel Avworo, who represented the Urhobo group said a percentage of the penalties from gas flaring be paid into the petroleum development fund, adding that a 20 per cent take-off grant of the license fee of the IOC’s be paid to the fund.

President-General Ndokwa nation, Johnson Opone objected to bringing in of non-indigenes to run the affairs of the communities.

He said: “On tenure and management of the board of trustees, we believe when you talk about experts, we do not want outsiders as provided in the bill to be our professional managers. We want the professional managers to come from the host communities which I can assure has the expertise to drive the fund”.

Ngozi Ochonogor, Assistant Secretary, Ndokwa Neku Union (NNU) wondered why no mention was made in the proposed bill for women, and urged an inclusion of a role for the women folk

She said: “We have observed that all through the bill, there is nothing here for the women folk, not even the 35 per cent affirmative action was covered. It will interest you to note that in the IOC’s what you see are our girls doing menial jobs when we have graduates to work as professionals, the same people who refuse to give us jobs will tag our women as prostitutes, but they will bring outsiders to do this same jobs in our communities. We are praying that for this proposed fund, a certain percentage be spelt out for the women that suffer the most when there is any problem in the communities.”

Chairman, Senate Joint Committee on Petroleum Industry, Senator Omotayo Alashoadura assured the people that decisions have not been taken concerning the bill and the views of the people would be considered, adding that there will also be public hearing on the bill before it is passed and signed into law.

He assured that the petroleum industry bill will be passed before campaigns for the 2019 general elections.

He said: “We are going to pass all the other three bills that have to do with the petroleum industry reforms before the campaign starts. We have set agenda for ourselves of finishing the three bills not later than September, 2018. It is not that we will pass the host-communities bill and leave the others; we are working on the three bills simultaneously so that there will be no lacuna.”

Alashoadura said due to the negative impact of oil exploration and the underdevelopment of the Niger Delta, the Senate is proposing that the IOC’s be required to pay a certain amount of money for the development of the region.

He said the proposed oil industry bill will ensure that committees play a major role in determining the projects that will be established, adding that projects embarked upon must be in consultation with the host communities.

He said IOC’s will no longer solely determine the projects to be sited in communities.

He said 20 per cent will be set aside yearly from the money generated and managed to earn interest for the benefit of the host communities.

  • Oyegun unduely interfering in congresses – Ogboru

A Chieftain of the All Progressives Congress in Delta state, Great Ogboru has accused the National Chairman of the party, Chief John Odigie Oyegun of unduely interfering in the congresses of the party in the state against the provisions of the party.

Senator Omo-Agege, Minister of State for Petroleum, Great Ogburu and all the state leadership of the party among other stakeholders are with me. We had lots of challenges but they are part of politics.”

He claimed ignorance of a parallel congress in the state, saying he was sent to ensure unity of the party in the state and worked the relevant stakeholders t9 actualise the task given to him.
