Oborevwori deepening infrastructure, energy devt in Delta — Aniagwu

The administration of Delta State Governor Sheriff Oborevwori is deepening infrastructure development and expanding energy access across the state, the Commissioner for Works (Rural Roads) and Public Information, Charles Aniagwu, has said.

Aniagwu explained that these initiatives are aimed at accelerating economic growth, diversifying the state’s economy, and improving the living standards of Delta residents.

Speaking on The Morning Show on ARISE News yesterday, Aniagwu said the state’s contributions to national revenue, especially from oil-producing areas, justify the level of federal allocation it receives.

“Delta contributes significantly to the federal purse, and to whom much is given, much is expected,” Aniagwu said. “The reason we are getting what you may call a reasonable share is because we have contributed more reasonably, not because the Federal Government suddenly decided to show us love, but because we have demonstrated commitment by securing our coastal communities and creating an enabling environment for oil production.”

He said the Oborevwori administration had taken infrastructure development “to a much higher level,” ensuring that all 25 local government areas benefit from road construction, hospital rehabilitation, and school upgrades.

“Beyond construction, these projects serve as safety nets for our people. They not only inject funds into the local economy but also change the skyline of government facilities in our communities,” he explained.

On efforts to address power supply challenges in parts of the Ndokwa nation, Aniagwu clarified that it was largely the Kwale axis that was affected, not the entire Ndokwa region.

He announced that the groundbreaking ceremony for the Kwale Free Trade Zone would be held on Tuesday.

“As we speak, a number of companies have already moved into the Kwale Free Trade Zone, building facilities on nearly 1,000 hectares of land. This will enhance the economic fortunes of the Ndokwa people and help diversify Delta’s economy,” Aniagwu said.

He further explained that the state government is extending the 33KV electricity line from Abraka through Ogume to Kwale to ensure that communities in the area are connected to power.

“Even though electricity is largely a private sector responsibility, we intervened because we understand the importance of powering our communities. The work being done will soon energize those areas,” he assured.

Addressing concerns about the Independent Power Project (IPP) in Kwale, Aniagwu explained that the project feeds into the national grid, hence the state cannot directly step it down without federal collaboration.

“Once the power is made available, it doesn’t matter where it comes from as long as it powers homes and businesses. What’s important is that our people are connected, because that drives local enterprise and strengthens security through economic inclusion,” he added.

The commissioner described the Kwale Free Trade Zone as a “game changer” that will attract industries, create jobs, and reduce gas flaring in the region through investments in gas processing.

“Already, companies involved in gas processing are helping to reduce flaring, improving air quality, and converting what was once waste into energy,” he noted.

Aniagwu also attributed the smooth execution of projects in the state to Governor Oborevwori’s harmonious relationship with the Delta State House of Assembly, crediting the governor’s leadership and transparency for the synergy.

“Because the governor was once Speaker, he understands the terrain and works harmoniously with all arms of government. There is equitable distribution of infrastructure across the three senatorial districts, and this transparency has also helped reduce the state’s debt burden,” he said.

Aniagwu affirmed that the Oborevwori administration remained focused on delivering sustainable infrastructure, promoting industrial growth, and enhancing the overall quality of life for Deltans.

Delta monarch, family petition police over alleged attacks, bias

The traditional ruler of Nsukwa Kingdom in Delta State, His Royal Majesty Dr. Kenneth Ezegbunem (JP), has petitioned the state Commissioner of Police over alleged incessant attacks on his subjects by armed individuals.

In a petition dated June 27, 2025, the monarch, through his lawyer B. A. Enosemudiana of Swot Analysis Attorney, urged the police to arrest and prosecute those responsible for the attacks to serve as a deterrent.

The petition, titled “Case of conspiracy, malicious damage and conduct likely to cause breach of peace…”, alleged that unidentified armed men had repeatedly invaded Obiadigwe Camp at Okokogbe Quarters, Nsukwa, destroying crops and equipment and injuring workers employed by the monarch.

The complaint, signed by Chief Odozie Augustine on behalf of the monarch, called for a “swift and high-powered investigation” to identify, arrest, and prosecute the culprits.

It stressed that the monarch and his people had remained peaceful owners of the disputed land “from time immemorial.”

“We are making this clarion call to your esteemed office to unearth the culprits behind the constant invasion and bring them to justice,” the petition read.

In a related development, the family of Mr. Precious Okocha has petitioned the Inspector-General of Police (IGP), Kayode Egbetokun, alleging bias in the handling of a criminal case.

Through their lawyer, Mr. Arinze Ojimba of Law Grits Attorney, the family accused police operatives of turning Okocha—the nominal complainant—into a suspect and detaining him on “trumped-up allegations.”

They urged the IGP to harmonise all case files before the IRT, IGP Monitoring Unit, X-Squad Asaba, and Zone 5 Benin, transfer the case to a neutral unit, and release Okocha pending a fair investigation.

“The same parties cannot simultaneously act as complainants and defendants over the same matter,” the family stated.

Delta govt approves N10bn for pensioners, reviews key infrastructure projects

The Delta State Executive Council (EXCO) has approved the disbursement of N10 billion to offset the pension liabilities inherited from previous administrations in the state.

The meeting, which was presided over by the Deputy Governor, Sir Monday Onyeme, was held at Government House, Asaba, on the directive of the Governor Sheriff Oborevwori, who is on official engagement outside the state.

Briefing journalists at the end of the meeting, the Commissioner for Works (Rural Roads) and Public Information, Mr. Charles Aniagwu, flanked by his counterparts for Economic Planning, Mr. Sonny Ekedayen; Housing, Hon. Godknows Angele; and the Chief Press Secretary to the Governor, Sir Festus Ahon, said the exco deliberated on several life-impacting memos cutting across social investment, infrastructure, and governance reforms.

Aniagwu disclosed that the N10 billion disbursements was in fulfillment of Governor Oborevwori’s promise to ease the hardship of pensioners and to detray inherited pension liabilities.

“At today’s meeting, we approved the disbursement of N10 billion to begin the process of defraying pension arrears. A committee has been set up to ensure the funds get to deserving beneficiaries without bias or interference,” Aniagwu said.

He emphasised that the move was part of the administration’s broader commitment to improving the welfare of citizens under the MORE Agenda and making life more livable for senior citizens who had served the state diligently.

Aniagwu further revealed that the EXCO reviewed timelines for key infrastructure projects, including two major flyovers in Agbor (Uromi Junction) and Ughelli (Otovwodo Junction), being handled by Julius Berger Nigeria Plc.

He said: “The Agbor flyover, initially scheduled for completion in 24 months, has been revised to 18 months, while the Ughelli flyover has been reduced from 24 to 14 months.

“These adjustments are aimed at delivering the projects faster to ease movement and boost economic activities.”

He added that the council also considered the Medium-Term Expenditure Framework (MTEF) presented by the Commissioner for Economic Planning, as part of preparations for the 2026 budget, which will soon be presented to the Delta State House of Assembly.

He disclosed that EXCO also terminated some non-performing contracts across the state to ensure efficient project delivery and value for money.

“Some contractors have failed to meet performance expectations, and since the government promptly mobilises and pays for certified work, we cannot allow delays or negligence,” he stated.

One of the affected projects, he said, is the Igbodo Junction–Ubulu–Uku to Ogwashi-Uku Road, which will be re-examined and re-awarded to a competent contractor in line with the governor’s resolve to open up communities across the 25 local government areas.

Aniagwu also announced the council’s approval for the formal presentation of the Staff of Office to His Royal Majesty, Engr. Mike Oghenovo Orugbo, Okporua I, the Ovie of Udu Kingdom, following his installation by the kingmakers of the kingdom.

Police arrest suspect over killing in Delta

A suspect has been arrested in connection with the killing of Jerry Aduara during the ancestral Ugo Festival at Odion community in Warri South Local Government Area of Delta State on Saturday.

Aduara, an indigene of Okere-Urhobo Kingdom, was a two-time chairman of the Odion Urhobo Youth Council and a member of the Warri South Local Government Peace Committee.

He was reportedly shot while trying to mediate between Urhobo feast-goers and Itsekiri youths who stormed the venue for yet-to-be-determined reasons. Several others sustained injuries in the attack.

Confirming the incident, Delta State Police spokesperson DSP Bright Edafe said: “One suspect arrested and adequate security operatives have been deployed to ensure that there is no further breakdown of law and order.”

Community leaders allege that Aduara was targeted despite playing his role as a peace mediator. The Orosuen of Okere-Urhobo, Owhotemu II, hails from the area where the clash occurred, which has witnessed previous violence, including the burning of a building by suspected Itsekiri youths on April 6, 2025.

The unrest is believed to be linked to tensions over the delineation of Warri Federal Constituency wards, which have deepened divisions among the Ijaw, Itsekiri, and Urhobo ethnic groups.

Although the festival had been cleared by the Warri South Peace Committee with assurances of security, the community shrine was attacked the night before the event, with sacred items carted away.

The killing has thrown the Urhobo community into mourning, with residents demanding justice and the arrest of all those involved.

Meanwhile, police and civil defence operatives have been deployed to major roads and flashpoints in Warri, conducting stop-and-search operations to prevent further escalation.

Delta govt defends civil service dress code, says policy enforces professionalism

…as Commissioner hails Oborevwori on infrastructure devt

Delta State Commissioner for Works (Rural Roads) and Public Information, Mr. Charles Aniagwu, has defended the state government’s decision to reinforce the civil service dress code, stressing that the policy is rooted in existing regulations and designed to uphold professionalism in the public service.

Speaking on ‘Morning Express’, a flagship programme on ADBN Television, Aniagwu clarified that the policy is not new but a reminder of long-standing civil service rules requiring decency and corporate appearance for officers while on duty.

He explained that civil servants are bound by the Nigerian Constitution, state laws, and the Delta State Civil Service Rules, which clearly stipulate standards of conduct and dress code.

Quoting Chapter One, Code 01001, and Code 04314 on page 42 of the rules, he noted that all civil servants are mandated to dress decently whenever in office or representing the state government.

Aniagwu added that the regulation aligns with practices in the private sector, where organisations such as banks enforce corporate identity and standards of appearance.

“When people applied for jobs, they came dressed properly, not in rags. So why would they suddenly change after securing employment? Just as banks and other corporate institutions enforce standards, the civil service must also reflect decency and discipline,” Aniagwu argued.

On concerns about wardrobe allowances, Aniagwu dismissed claims that the directive would impose financial strain, noting that civil servants already spend significantly on personal events.

“Our brothers and sisters attend weddings, parties, and other functions where they dress elegantly. If they can afford that, then the workplace, which pays their bills, also deserves that level of decency,” he maintained.

The commissioner recalled that the dress code had been emphasized as far back as the Chief James Ibori administration, and later reinforced under Dr. Emmanuel Uduaghan.

He said the present government under Governor Sheriff Oborevwori is only ensuring compliance, not introducing a new policy.

Reacting to the Nigeria Labour Congress (NLC) protest over non-consultation, Aniagwu emphasized that the Head of Service, as the number one civil servant in the state, is legally empowered to issue such directives and had, in fact, engaged permanent secretaries and key stakeholders on effective implementation.

Aniagwu further clarified that the policy does not intrude into personal lives, stressing that civil servants are free to wear what they please outside the workplace.

Meanwhile, the state Commissioner for Works (Highways and Urban Roads), Comrade Reuben Izeze, has expressed satisfaction with the pace and quality of work at the Orere Bridge project in Ughelli South Local Government Area, describing it as another clear testament to Governor Sheriff Oborevwori’s unwavering commitment to completing inherited projects.

Speaking during an inspection tour of the project on Thursday, Izeze acknowledged the challenges posed by heavy rains and difficult terrain but noted that the contractor, J.U. Obakpor Engineering Company, had demonstrated remarkable resilience and adherence to specifications.

“As you can see, despite the elements, the contractor is delivering. From what I have observed and confirmed with our supervising engineers, the structural work is satisfactory and strictly in line with the approved memo. There is no cause for alarm,” he said.

The Commissioner highlighted the progress recorded on the main alignment, reinforcement, and sand-filling works, stressing that critical milestones had been achieved.

He disclosed that the firm was sourcing sharp sand from Kaiama and Bomadi through barges, a process that required significant logistical effort but had not slowed down the pace of delivery.

The Orere Bridge, when completed, is expected to significantly improve connectivity, boost economic activities, and enhance the quality of life for residents of Ughelli South and neighbouring communities.

Nine killed, several injured in multiple crashes in Delta

Tragedy struck at the Ogwashi-Uku Junction in Delta State as fatal road crashes claimed nine lives and left many others injured.

Reports indicated that the first accident resulted in the deaths of two people. However, the situation worsened when a speeding Toyota Sienna rammed into onlookers and sympathisers who had gathered to assist, killing seven more.

Several others sustained varying degrees of injuries, mostly among those present at the scene.

Community residents described the incident as avoidable, blaming lapses in traffic management. They called for stricter road safety regulations and improved enforcement to prevent future tragedies.

The crashes have reignited public debate over the urgent need for stronger traffic control and road safety measures in the state.

“If there were proper traffic management and timely intervention, this wouldn’t have escalated into such a calamity,” one eyewitness claimed.

Some eyewitnesses, including a clergyman, identified simply as Rev. Kingsley, confirmed the accident.

According to him, he encountered the scene at about 9:30 p.m. while returning to Ogwashi-Uku from Asaba, the state capital, where he had gone to minister.

He described the crashes as gruesome, stating that blood from the victims’ bodies stained the ground.

Community leaders and motorists have also called on the Delta State Government, the Federal Road Safety Corps (FRSC), and other relevant agencies to urgently implement stricter traffic regulations, provide adequate signage at busy junctions, and ensure rapid response units are stationed in accident-prone areas to prevent further tragedies.

As families mourn their loved ones, the Ogwashi-Uku crash stands as a painful reminder of the consequences of reckless driving and weak safety enforcement.

When contacted, the Delta State Sector Public Enlightenment Officer, Superintendent Route Commander (SRC) Patrick Obiagbo, said, “The accident we know of happened between Ogwashi-Uku and Issele-Azagba involving a truck and a transporter’s vehicle.”

Obiagbo emphasised that unless there was a separate, unreported crash elsewhere, the FRSC had no record of any deaths in the Ogwashi-Uku accident.

Delta moves to crash dialysis cost, boosts health facilities

The Delta State Government has announced plans to reduce the cost of dialysis treatment in state-owned hospitals from over N70,000 to N45,000 to ease the financial burden on patients battling kidney-related ailments.

The Commissioner for Health, Dr. Joseph Onojaeme, stated this on a Delta Television live programme, “Politics in perspective”.

He explained that Governor Sheriff Oborevwori had approved the procurement of eight new dialyzers for government hospitals across the state to support the initiative.

According to Onojaeme, the state’s recent investment in Magnetic Resonance Imaging (MRI) and Computed Tomography (CT) scan machines will also curb the stress of residents travelling long distances within and outside the country for medical diagnosis.

He cautioned medical personnel against indulging in sharp practices, warning that erring staff would face severe sanctions.

The Commissioner further revealed that the governor had approved the renovation and overhaul of more than 150 Primary Health Centres (PHCs) spread across the three senatorial districts to enhance access to affordable healthcare.

He added that the state’s free maternal healthcare programme had already yielded positive results, reducing maternal mortality from 350 to 120 per 100,000 live births.

To strengthen service delivery, Onojaeme stated that all government hospitals had been granted approval to utilise 100 per cent of their Internally Generated Revenue (IGR) to meet basic operational needs.

Delta boasts three tertiary hospitals, 65 general hospitals, and 441 PHCs, many of which are undergoing comprehensive remodelling.

On the contributory health scheme, the Commissioner noted that several reforms had been implemented, while medical staff who attempted to sabotage government’s efforts were sanctioned or demoted.

He also highlighted ongoing surveillance under the Drug Revolving Fund to prevent fake and adulterated drugs from entering government health facilities.

Onojaeme commended Governor Oborevwori’s recognition by the Nigerian Association of Resident Doctors (NARD) for being the first governor in the country to pay the Medical Residency Fund, alongside his numerous health sector projects.

He urged Deltans to embrace regular medical check-ups for early detection and prevention of serious ailments, reiterating that the Oborevwori administration is committed to making healthcare both accessible and affordable.

Crime fighting: SANs’ body rewards ACP with N1m in Delta

The Body of Senior Advocates of Nigeria (BOSAN) from the Warri, Udu, and Effurun branches has honoured Assistant Commissioner of Police (ACP) Aliyu Shaba for his exceptional conduct and commitment to fighting corruption within the Nigeria Police Force.

The recognition event, held at Ekpan Community in Uvwie Local Government Area, featured the presentation of a N1 million scholarship to support the education of one of Shaba’s children, as a gesture of appreciation for his service.

The Commander of the Ughelli Police Area Command, Shaba, previously served as the Divisional Police Officer (DPO) for Ekpan Division, where he was named Best Police Officer of the Year 2023.

Presenting the award, Chief Thompson Okpoko, BOSAN’s doyen in Delta and former Chairman of the Body of Benchers, said the honour was aimed at celebrating excellence and integrity in law enforcement.

Okpoko said, “We felt we should acknowledge what is good. We commend ACP Shaba; good work must be commended and rewarded.

“When such officers go back, they will not be afraid to say they have done so much.

“BOSAN also decided to donate a sum of N1 million to Shaba and asked him to award it to any of his children deserving the scholarship award to go to school and also learn to become a good Nigerian.

“Even though corruption has pervaded virtually all strata of the Nigerian society, we need people like Shaba to pick up the campaign in the Police Force, to change the system.  If there is nobody ready to receive a bribe, there will be nobody to give it.”

Also speaking, Mr Augustine Alegeh (SAN), former National President of the Nigerian Bar Association (NBA), urged police officers to exhibit distinction, commitment and dedication to their duty.

Alegeh, while speaking on the topic,

‘The Nigeria Police Force and Public Perception’ said that such traits would earn the police officers good recognition from the public.

Alegeh thanked Chief Okpoko (SAN) for bringing the SANs together and honouring ACP Shaba.

The former NBA boss noted that despite the challenges in the country, some individuals still excel in their services to the nation.

He said that Shaba had excelled in a way that he should be celebrated, noting that the recognition would encourage other officers to do the same or better.

He stated, “This hosting is not just about celebrating Shaba; it will spur others around him to do the same or better.

“We cannot keep complaining about the federal and state governments. Life makes meaning if we all do our bits in our respective states.

“Instead of SANs asking the federal government to reward individuals, it has done its part by recognising Shaba. If what SANs’ body has done needs recognition, so be it!

“We cannot just be asking the federal and state governments to recognise people when on our part we have done nothing.

“So, I thank Chief Okpoko (SAN) for bringing us together to celebrate and honour Shaba.”

Also speaking, Mr Kunle Edun (SAN), former National Publicity Secretary of the NBA, said that Shaba was honoured for his outstanding performances as the DPO in Ekpan, Warri, Udu and Abraka divisions.

“It is a matter of public record that Shaba performed excellently. We have to celebrate him so that other police officers will be encouraged to follow in his footsteps,” he said.

On his part, Shaba thanked the BOSAN for the award, noting that he never expected it.

“I never saw it coming. I am highly delighted to have a class of SANs with my Commissioner of Police and well-meaning citizens in Delta State, particularly in Warri, coming together to give me this award.

“This is just to tell other officers to put in their best, not for reward purposes. They should always do what is right, so that people will say good things about them.”

  • Relief as Delta intervenes on Warri–Sapele–Benin Road

Relief as Delta intervenes on Warri–Sapele–Benin Road

Years of anguish for motorists and businesses along the Effurun–Sapele–Benin highway may soon be over as the Delta State Government has awarded a ₦35 billion contract for the reconstruction of one of its most dilapidated sections.

The contract, awarded to China Civil Engineering Construction Corporation (CCECC), covers a 10-kilometre stretch from the Spare Parts Market U-Turn in Effurun to just after Ohore Junction before Omenta Bridge in Uvwie and Okpe Local Government Areas.

The project, which is expected to be completed within 12 months, is nothing short of a lifeline for road users as it serves a key economic corridor into Delta State.

For years, it been a nightmare, plagued by deep craters, constant gridlock and frequent accidents.

Reacting to the award of the project, a commercial driver, Oghenevwede Igho said: “Every week I spend money fixing my bus because of this road. Sometimes passengers are stranded for hours. This intervention is the answer to our prayers.”

Traders, too, are hopeful of a turnaround in thier sales.

“Many customers stopped coming because of the traffic. If this road is fixed, businesses will bounce back,” said Mrs. Elohor Agbaje, a provisions seller close to the Spare parts market.

Under the contract, CCECC will reconstruct both carriageways, five kilometres each- with an expanded width of 11.6 metres, reinforced shoulders, stormwater drains, and durable concrete pavement designed to withstand heavy use.

Although the Warri–Sapele–Benin Road falls under the Federal Government’s jurisdiction, its collapsed sections had pushed the state to step in in furtherance of Governor Sheriff Oborevwori’s MORE Agenda, which has made infrastructure renewal a top priority.

Commissioner for Works, Charles Aniagwu, said the project reflects the governor’s determination to ease the suffering of residents and preserve Delta’s role as a commercial hub in the Southsouthregionc.

“This road is too strategic to be left in disrepair. We are ensuring quality and durability,” he assured.

Observers posit that the intervention will not only restore confidence for commuters, but also boost trade, cut travel time, and ease movement of goods and services between Delta and neighbouring states.

For now, residents can only watch and hope, as one mechanic, Isaac at Effurun Spare Parts Market stated: “We just want the job done well and on time. If that happens, life will return to this axis.”
