  • NAMA deploys equipment in area control centres

    Nigerian Airspace Management Agency (NAMA) has deployed two Jotron high-powered very high frequency (VHF) long-range communication radios in Lagos West and Lagos East Area Control Centres (ACCs), its Managing Director Captain Fola Akinkuotu has disclosed.

    According to Akinkuotu, the  equipment installation last week  culminated into successful Site Acceptance Test (SAT) carried out by NAMA engineers in conjunction with their counterparts from Jotron AS, Norway.

    The facility, he said,  was deployed by the airspace agency as part of its  pledge to address Remote Control Air to Ground (RCAG) communication challenges in the upper airspace.

    Speaking during the SAT, Capt. Akinkuotu said:  “In accordance with International Civil Aviation Organisation (ICAO) regulations, it is incumbent on Air Navigation Service Providers (ANSPs) like NAMA to facilitate safe airways, safe separations and also provide critical fall-back plans for airspace users and that is the essence of this project.”

    He described the stand-alone radios as a robust solution for emergency/backup coverage in unexpected circumstances ; INCLUDING  when there is technical failures or during routine maintenance of the main RCAG system.

    He said: “Test transmission has been conducted on the system by air traffic control officers with aircraft flying at different flight levels just as contacts have been established for a distance of up to 220 nautical miles at different flying levels of the upper airspace and this conforms with the VHF propagation predictions submitted for scrutiny during the design phase of the project.”

    Missing Dapchi girls: NSCDC deploys personnel to north east

    The Commandant General Nigeria Security and Civil Defence Corps (NSCDC) Abdullahi Muhammadu has fully mobilised his personnel and materials to the North- east region, especially Yobe State.

    The development was in line with the directives last week by the Minister of Interior, Lt General  Abdulrahman Dambazau (rtd) for the relocation of the Commandant General to the troubled state on the wake of the abduction of 110 students of Government Girls Technical College, Dapchi in Yobe State.

    A statement yesterday by the Media Assistant to Commandant General, Soji Alabi, explained in a swift reaction the NSCDC boss directed Commandants in the affected states to fully deploy their personnel to all the schools in the liberated areas.

    He also instructed them to liaise with the Theatre Commander Operation Lafiya Dole and their respective governors preparatory to his final relocation to the area.

    The Commandant General had ordered the additional deployment of over 250 of armed personnel to 30 schools covering the three senatorial zones and the liberated areas across Yobe 500 personnel to Borno and 400 to Adamawa states.

    He said specially trained officers and men on Counter Terrorism, Intelligence Operatives as well as desk officers on crisis management were among officers deployed for the operation.

    “Regular meetings are held between principal of secondary schools across the region and officers and men of the Corps.

    “Effective communication channels have been opened to attend to any distress calls.

    “We hope to draw on our strength as the only grass root security agency of government to protect lives and property of innocent Nigerians and working with other sister agencies.

    “Insha Allah, we shall rescue the missing girls and prevent further re occurrence of the ugly incident,” the Commandant General said.

    Lagos deploys technology to reduce multiple property litigation

    Lagos State has developed an electronic real estate litigation system to help property buyers determine those that are subjects of litigation.

    It is designed to reduce litigation in properties and ease the process of doing business in the sector.

    Speaking at its public presentation at the Alausa Secretariat, the Attorney-General and Commissioner for Justice, Adeniji Kazeem, said the electronic system was developed to provide easy access to information.

    Represented by the Solicitor-General, Mrs Funlola Odunlami, Kazeem said the system was designed in line with the administration’s drive to promote information technology in the state.

    According to him, “the world we know today is at the click of a button technology driven and the Lagos State government is certainly in trend with the time, we have been  working endlessly to ensure that Lagos is not left in the dark ages.

    This is why several initiatives and steps are being taken to make Lagos State as technologically driven as possible.”

    The Attorney-General said the system will give end-users constructive notice property status.

    Kazeem described the real estate sector as one which records a very large turnover within the economy of the state.

    “With the vision of becoming the largest economy in Africa, it is expected that the level of economic and commercial activities in Lagos State would experience an unprecedented level, height and pace.

    “The real sector is therefore expected to further attract a significant amount of attention,” he said.

    He said the electronic real estate litigation system would “provide a comprehensive database of real estate/property in Lagos which is subject of litigation, provide information on pending cases in court, notify the public of real estate and property which are the subject of pending litigation, curtail risk associated with property transactions, reduce litigation on real estate as the public can now easily confirm if a property is subject of a pending litigation, enhance due diligence in property transactions, ensure the public and professional bodies are able to conduct an efficient search of real estate and property, among other services”.

    Justice Olaide Olayinka who represented the Chief Judge of Lagos, Justice Opeyemi Oke, described the system as a wonderful initiative which would have positive impact on the administration of justice.

    “It is what is required in Lagos State. There are so many cases on property in court with many not knowing that the property is a matter pending in court,” he said.

    Accordign to her, the system would curtail risk in property business and make  due diligence easy to observe.

    Mr Emmanuel Akinde, who represented the Permanent Secretary, Lands and Registry, advised that the new initiative be backed by law to give it more effect just as searches on properties is backed by the Lagos Registration of Titles Law 2015.

    He noted that before now, searches were only limited to finding out if land was under government acquisition or not.

    The Surveyor-General, Mr Olutomi Sangowawa, advised that the system should be on-line real time so that investors can know if there are encumbrances when transacting businesses on properties.

  • IGP deploys DIG, three AIGs, 26,000 policemen, others

    The Inspector-General of Police (IGP) Ibrahim Idris has ordered the deployment of the Deputy Inspector-General of Police (DIGs) in charge of Operations, three Assistant Inspector General (AIGs) and 26,000 policemen for next Saturday’s governorship election in Anambra State.

    Besides the policemen, the government has also deployed three police surveillance helicopters, 10 gun boats, 15 armoured personnel carriers (APCs) and 303 police patrol vehicles.

    The deployment is meant to cover all parts of the state, including the riverine areas and difficult terrains.

    The police also said there would be restriction of vehicular movement on Election Day.

    The police also urged Anambra residents to disregard the “Vote and Die” threat by the Independent People of Biafra (IPOB).

    In a statement yesterday in Abuja by the Force Headquarters spokesman Jimoh Moshood, a Chief Superintendent of Police (CSP), said: “The DIG of Police in charge of Operations has been deployed to Anambra State and will be assisted by an Assistant Inspector General of Police (AIG) and three commissioners of police to be in charge of each senatorial district to coordinate the security operations and supervise the deployment of security personnel for the elections throughout the state.

    “To ensure tight security and safety of lives and property before, during and after the elections, the IGP has approved the deployment of additional 26,000 police personnel, comprising the police special forces, police mobile force, the Counter-Terrorism Unit (CTU), Special Protection Unit (SPU), the Anti-Bomb Squad (EOD) and the Force Marine Police, conventional policemen.

    “Others are: the Force Armament Unit, personnel from Force Criminal Intelligence and Investigation Department (FCIID), mounted troops, the attack and sniffer dogs section, police gun boats, police helicopters and armoured personnel carriers (APCs) to Anambra State and most of these personnel are already on the ground.

    “Three police surveillance helicopters, 10 gun boats, 15 APCs and 303 police patrol vehicles have been deployed for the operations to cover the state, including the riverine areas and difficult terrains.”

    Giving details of how the security arrangement,  Moshood said: “Other security and safety agencies, who are members of Inter-Agency Consultative Committee on Election Security (ICCES), are also deployed to complement the personnel of the Nigeria Police Force during the election.

    “Four policemen would be deployed to each polling unit with personnel of other security and safety agencies. No armed security personnel will be allowed within the polling units.”

    “Armed police detachments on patrol vehicles are going to patrol the streets and other locations throughout the state to prevent crime and intervene to quell any violence that may occur during the election…”

  • CSCS deploys new technology

    The Central Securities Clearing System (CSCS) Plc plans to increase automation and efficiency of the Nigerian capital market with the deployment of TCS BaNCS, a multi-asset class solution for securities depository, clearing and settlement. The new solution replaced the NASDAQ Equator which has been in use since inception of the company in 1997.

    Interim Chief Executive Officer, Central Securities Clearing System (CSCS) Plc, Mr. Bola Adeeko, said the new solution was at the core of the company’s business transformation initiatives which aim at improving efficiency in depository, clearing and settlement services.

    “This is a significant milestone for us and a demonstration of our commitment to bring excellent customer service delivery and efficiency to the Nigerian Capital Market,” Adeeko said.

    He expressed confidence that the new solution will be beneficial to the Nigerian capital market urging all stakeholders to take advantage of the enormous opportunities that the new platform offers.

    According to him, TCS BaNCS, as a market infrastructure, will drive Straight-Through Processing (STP) by providing the unique ability to support multiple markets and asset classes on the same platform. It will also support various types of account ownership structures such as segregated depository account, nominee and special purpose vehicle accounts and custodian accounts.

    “This initiative aligns very closely with one of our strategic objectives, which is to improve efficiency in our depository, clearing and settlement services – ultimately, we believe our customers and stakeholders at large will enjoy improved service delivery,” Adeeko said.

  • Nigeria deploys 700 soldiers in Liberia

    The Nigerian Army is dispatching 700 soldiers and officers to Liberia for peace keeping operation but warned them to maintain a high standard of hygiene with a view to keeping Ebola at bay.

    Neighbouring Sierra Leone this week reported two fresh cases of Ebola after a long interval.

    The troops were also warned to avoid any act capable of dragging the image of Nigeria and the army in the mud, saying it would not accept a situation where its soldiers are seen as soft targets.

    Addressing them at the end of their pre-deployment training in Jaji, Kaduna State, the General Officer Commanding (GOC) 1 Division of the Army, Major General Kenneth Osuji, said they must work within the rules of engagement of the mission and respect the cultural and religious sensitivity of Liberians.

    “Be reminded that the Nigerian Army will not accept any situation where its troops are seen as soft targets or conducting themselves in unprofessional manner such as trafficking in illicit substances of any kind, including alcohol and drugs,” he said.

    The Commandant Nigerian Army Peacekeeping Centre (NAPKC), Maj. Gen. Imimitomi Birigeni, said earlier that the three-week training was in line with the United Nations pre-deployment modules.

    The troops are scheduled to start leaving for Monrovia on Monday.

    Kidnapping: IG deploys 350 policemen in Kogi

    The Inspector General of Police (IGP), Mr. Solomon Arase, has deployed 350 policemen in Kogi State to assist the state’s police command in its effort to combat the menace of kidnapping and other crimes in the state.

    The Kogi State Commissioner of Police, Adeyemi Ogunjemilusi, disclosed this yesterday while parading 13 robbery suspects arrested between May and June this year at the State Police Command headquarters in Lokoja.

    Among those paraded were those the CP described as notorious criminals, including two from a gang that allegedly killed two policemen and another that allegedly pulled the trigger that killed Mrs. Lolo Alassan, a director with the Kogi State Civil Service, and Mr. Gbenga Kekere, a saxophonist.

    Alassan and Kekere met their untimely death in April while returning from a missionary trip to Bassa Local Government Area.

    Union Bank deploys ‘Oracle Flexcube’ to boost operations

    Union Bank of Nigeria Plc (UBN) has deployed the Oracle Flexcube Universal Banking Solution 12.0, a new core banking application introduced to modernise its infrastructure, improve operating efficiency and customer service delivery.

    The latest version of Oracle Flexcube was deployed by the lender as the single operating platform for its countrywide network.

    The bank’s Group Managing Director/CEO, Mr. Emeka Emuwa said the new platform is in line with the bank’s goal of becoming a highly respected provider of quality banking services within six areas of focus. He said the lender is focusing on quality of customers experience, quality of client base, quality of talent, quality of banking platform, quality of professional standards and quality of the banks’ earnings.

    Chief Information Officer (CIO) of the bank, Yomi Akinade said with the new platform, the lender would be enhancing and standardising its operations across the country by leveraging on the capabilities of the new technology. “We will have a common operating platform in our extensive network of over 320 branches across Nigeria,”   he said.

    Akinade said the software, already deployed, puts lender at the top with this state of the art technology.

    He said since the bank embarked on restructuring in 2010; his team has implemented well over 70 technology projects. “There are three key areas on the over 70 technology projects, which include: improving customers’ services, securing customers and the bank’s data as well improving our productivity as an institution,” he affirmed.

    He disclosed that during the time of the upgrade, customers and the general public may experience some challenges, but measures have been put in place to ensure continuous seamless service delivery in case of disruptions during implementation.

    “As you well know, when you go live with a major massive complex project like this, there would be teething issues. So, there are challenges and customers should understand this; but is for their own long term benefit; because we would have a much more superior service offering when the system runs fully,” he added.

    He affirmed that the bank is trying to bring all of its third party applications up in the earliest possible time, when over 90 per cent of those applications would be working.

    He listed some of the challenges being experienced with the current system as the maintenance of multiple servers in branches, constant need for system enhancement when a new field is required on the system.

    According to Akinade, others are income leakage since some charges and new products could not be automated or configured, customer mandate maintained on third party applications instead of the core banking application, complexity in report generation, audit trail on maintenances and issue of account replication from the retail to the corporate modules are some of the challenges with the old version.

  • NSCDC deploys 50, 000 for Easter

    The Commandant General of the Nigeria Security and Civil Defence Corps (NSCDC), Prof. Ade Abolurin, has ordered the deployment of 50,000 personnel nationwide for the peaceful celebration of the Easter .

    This was contained in a statement issued in Abuja by the NSCDC spokesman, Emmanuel Okeh.

    The statement reads in part: “With the culmination of Easter celebrations on the horizon, the Nigeria Security and Civil Defense Corps wishes to felicitate with all Nigerians and deployed 50,000 personnel across the nation for peaceful conduct of the festive season.

    “The Commandant General of the Corps, Prof. Ade Abolurin, assured Nigerians that as they were able to conduct themselves into achieving fairly non-violent presidential and parliamentary elections, they should continue to imbibe the spirit of peace and coexistence.

    “The patriotism shown during the elections is a sign of a turning point in the attitude of the masses towards their country.

    “The Easter celebrations mark a special time in the Christian calendar. In respect of this, the corps wishes to assure all citizens that it will not falter in its duty to protect their lives and properties, no matter the season; therefore, they should embrace peace and shun every act capable of disarming the celebration and democratic processes.

    “However, it should be noted that the holiday falls between the just past general elections and the upcoming governorship/ state assembly elections. As such, people are advised to celebrate with caution to ensure they do not fall prey to miscreants and criminal minded individuals who see festive periods as the time to perpetuate their nefarious activities.

    “The corps is prepared to protect all critical national assets such as telecommunication masts and oil pipelines, among others, to the best of its duties alongside other sister agencies to ensure the stability of the nation, Nigeria. Personnel with ambulances and surveillance vehicles will be deployed adequately to all corners of the nation, especially known black spots.

    “Citizens are urged to report, if they see suspicious persons and activities, to the nearest command of the corps or any other sister security agency for timely intervention.

    “We are in a season of peace and love where we all need to come together and have peace  as preached and represented by Jesus Christ.”

    Polls: Panic as Jonathan deploys troops in states

    President Goodluck Jonathan may have ordered the deployment of soldiers in some states  – in defiance of court verdicts that the military has no role in elections.

    There was panic in Kwara State at the weekend as residents saw troops in the streets.

    Governor Abdulfatah Ahmed issued a statement, calling for calm.

    The military said troops were being deployed to maintain the peace before, during and after Saturday’s elections.

    The spokesman of the Army’s 22 Armoured Brigade, Sobi,  Lt. Weri Finikumor, said 300 troops were deployed in Ilorin and the other local government areas.

    Lt.Finikumor added that the soldiers would maintain security and not meddle in the conduct of the presidential election.

    He added that the soldiers would stand 300 meters away from the polling booths and would not be involved in anything pertaining to electoral materials, including ballot papers and boxes.

    Lt. Finikumor said the police would provide security around the polling units, adding that soldiers would intervene on invitation of the police if there is a major security threat which the police cannot handle.

    The military’s role in the polls has been controversial. While the military high command said the president, who is the Commander-in-Chief could deploy troops, the opposition parties have warned against the deployment of troops for the polls, fearing they could be used to intimidate voters and supporters of the opposition.

    Besides, the Court of appeal has declared that the military should have no role in elections. The Independent National Electoral Commission (INEC) has also said soldiers will not be used for elections — except in an emergency.

    Ahmed urged Kwarans not to panic.

    The governor, in a special announcement, said soldiers were deployed in the 16 local government areas to maintain law and order during the elections.

    The statement reads: “My good people of Kwara State. For many years, we have lived in harmony, regardless of our differences.

    “Our people are friendly and peaceful. And so, as we prepare to vote for leaders of our choice in the forthcoming elections, I urge you to remain calm and law abiding.

    ”The army and other security agencies have been deployed in all the 16 local governments to keep the peace and protect you. Your safety is guaranteed. Perform your civic duties without fear. All you need to do is cast your vote, wait for the counting and return home.

    “We are a peaceful people and we will remain peaceful long after the elections have come and gone. Kwara State: It’s good here.”

    In Edo State, there was a parade across major streets in the South Senatorial District, termed “Show of Force” by security agencies –Army, Police, Department of State Security(DSS), National Security and Civil Defence Corps, Federal Road Safety Corps, Nigerian Prison Services and others.

    The parade took off from Ring Road to Ekenwan and then proceeded to Ugbowo. Okada, Iguobazuwa, Siluko Road, Textile Mill Junction and New Benin, before moving on to Benin Agbor Road to Abudu axis.

    Spokesman of the army’s 4 Brigade, Captain Abubakar Abdullahi, said the exercise was to demonstrate the unity among the security agencies towards ensuring a violence-free election. He encouraged the populace to feel free and safe to go about exercising their constitutional rights of voting and being voted for without harassment.

    Captain Abdullahi said: “What is going on today is a show of force, a way of demonstrating our preparedness for a free and fair, peaceful, credible elections coming up. It’s meant to show the level of unity existing among all the security agencies in Edo State and how we will work together to ensure we have violence-free elections.”

    “The patrol will take the whole day, and will cover the entire southern part of Edo State.”

    The 222 Battalion, Zone 2 of Sector 1, JTF, Pulo Shield, Agbarha-Otor, Ughelli North Local Government Area of Delta State assured residents of violence-free elections and protection during the elections.

    Ughelli North Local Government Council Chairman Kenneth Ibru inaugurated a newly constructed office for the battalion’s Regimental Sergeant Major, Leonard Onah.

    The Commanding Officer, 222 Battalion, Lt.-Col. Mathew Oyekola, who gave this assurance during the show of force, told the combined force of Army, Vigilance group, FRSC and other security agents that the exercise was meant to give confidence to the public that security agencies under the overall umbrella of the Armed Forces are capable of protecting them during the elections.

    Lt.-Col. Oyekola said the need for the show of force became necessary to give the electorate reassurance that the forces were prepared and ready to protect them as they came out to cast their vote during the elections.

    Warning against violence during the polls, Oyekola said they were not unaware of the violence- prone areas where politicians perpetrate malpractices, assuring them of bringing to book any person caught violating the law during the elections.

    He said the drive around more than 10 local government areas that the command covers was carried out to sensitise the populace that the force will not be ready to take for granted any misconduct.

    ”We will do our best to protect all voters and we will not ignore any phone calls where our attention will be needed for immediate action. All areas where they are perpetrating that act of carrying ballot boxes, we will ensure that there is relative peace and no snatching of ballot boxes or creating violence,” he said.
