AFCON 2025: Chukwueze needs national support, encouragement – Deputy Speaker

Austin Meregini, the Deputy Speaker of Abia House of Assembly, has urged Nigerians to show Super Eagles star, Samuel Chukwueze the support and encouragement he needs, in spite his penalty miss at the ongoing African Cup of Nations.

He said that himself, Umuahia East Constituency and the people of Abia stood firmly with him.

The News Agency of Nigeria (NAN) reports that Chukwueze and Bruno Onyemaechi missed from the spot during the penalty shootout against hosts Morocco during the semi-final match on Wednesday in Rabat.

The miss from Chukwueze enraged fans leading to heavy abuse on the player on social media.

Meregini, who defended  the Super Eagles’ winger, noted that  football by its nature is a game of decisive moments.

“This is not a moment for public crucifixion or mob judgment, but for national support and encouragement.

“Our athletes must be strengthened, not broken, by public discourse,” he said.

The lawmaker recalled that even the world’s greatest players including Cristiano Ronaldo, Lionel Messi, Austin Jay Jay Okocha, and so many others had missed penalties at critical stages.

“No serious observer of the game reduces a player’s worth to a single moment,” he said.

The lawmaker described Chukwueze as an outstanding footballer who has made reputable marks in all the football clubs he has played for.

Chukwueze has played for  Villarreal CF in Spain, AC Milan in Italy, and currently on loan at Fulham in England.

He said that Chukwueze had repeatedly demonstrated professionalism, discipline, courage, and deep commitment to the Nigerian jersey, through his scintillating performances.

Meregini said that such sound record cannot and should not be erased by one unfortunate incident.

He said that attempts to ridicule or discredit the Fulham winger over a trivial matter such as chewing a gum, are misplaced and unhelpful.

Chewing gum has been widely known to be a practice among professional athletes, including world-class coaches like Sir Alex Ferguson and Carlo Ancelotti.

He explained that those personalities consistently indulged in such habit apparently to manage tension and maintain composure under pressure.

“To weaponise such a little detail against a young Nigerian who has given his all each time he is called upon is totally unjustified,” he said.

“Nigeria stands taller when we defend our own in moments of adversity.

“We remain proud of Chukwueze and the rest of the Super Eagles, and we remain confident in their resilience and continued contribution to the national team,” he said.

Deputy Speaker begs Tinubu to release Nnamdi Kanu

Deputy Speaker Benjamin Kalu has appealed to President Bola Ahmed Tinubu to apply his power of prerogative of mercy and tamper justice with mercy for the release of the leader of the Indigenous Peoples of Biafra (IPOB), Nnamdi Kanu, from detention.

Kalu made the appeal while addressing reporters after the inaugural meeting of the House of Representatives committee on South East Development Commission (SEDC) at the National Assembly complex in Abuja on Wednesday.

The Deputy Speaker applauded the President for his continuous and tremendous support and commitment towards peace, development and stability of the South-East region.

According to him, since assuming office, President Tinubu has proven his love for the South-Easterners through his speedy assent to the South East Development Commission Bill which failed in previous assemblies.

The Deputy Speaker suggested the adoption of political approach in resolving the crisis in the region rather than the current legal option, adding that the people of the region will be eternally grateful to the President if that becomes a reality.

While expressing optimism that the President will heed to their appeal, he said when Kanu is released insecurity in the region will be reduced and as well spring up development that the SEDC is going to bring.

He said: “Only President Bola Ahmed Tinubu was able to put his feet down to say that the South East remains parts and parcel of Nigeria. It failed in previous assemblies but when it got to him, he assented to it.

“We are very happy because we know that certain areas of our problems in the region will be prioritised such as agriculture,  energy, power, infrastructure, technology we are very innovative people.

“All we need is the support of government to project the innovative mindedness of the young folks in that region to benefit the entire federation. The next one is the creative industry, how do we look at that, sports, entertainment, to take it from where it is to where it ought to be.

“In agriculture the whole nine yards, in line with the Renewed Hope Agenda on Food Security, that’s what we are looking at. What’s happening with these talents, can’t we have something like silicon valley in the east? We can call it eastern valley, a hub where you creative minds will come together.

“These are areas we are looking at, with a lot of technology in place, development will spring up. We are thankful to Mr President for doing this for the South-East, you know insecurity is a major concern in the area. You can’t have development in midst of insecurity.

“That’s why we started what we call peace in South-East project supported by the parliament. But in doing so we noticed that the insecurity there will be reduced if Nnamdi Kanu is released. We want Nnamdi Kanu to be released because we know it will give our people more security.

“Those who are using him as excuses to perpetrate all these criminal actions around our area will have no other reason to be on the street. Then the police and security agencies will catch anyone who claims Nnamdi Kanu is the reason for causing harm to the people of South-East.

“So, we are begging, you can’t coarse the President, he’s the Commander in Chief. All we are saying is use political approach not the legal approach. We are appealing to him to temper justice with mercy and release Nnamdi Kanu to southeast people. It will ensure more security for our people and spring up development that this SEDC is going to bring.”

Nigerians will have final say on abolition of death penalty – Reps Deputy Speaker

Amid growing global push for the abolition of death penalty, Deputy Speaker of the House of Representatives, Benjamin Kalu said the decision on whether to abolish the death penalty or not ultimately lies with the Nigerians.

Speaking when a delegation from the Death Penalty Project, led by officials from the British High Commission visited him, the Deputy Speaker said there was the need for a robust debate, collaboration and engagement among stakeholders, acknowledging the diverse opinions on the matter.

He said over 130 countries around the world have abolished death penalty either in law or practice.

He said that overtime, laws in the country have taken into cognisance the temperature of the environment, saying the current legal framework allows for capital punishment for offenses such as murder, armed robbery and treason.

Kalu made reference to current statistics of death row inmates in the country and all over the world, saying the figure underscores the pressing need for reform in the criminal justice system.

He said the Constitution Review Committee which he chairs has thoroughly examined the implications of the death penalty, considering not only the moral and ethical dimensions but also its practical effects on society.

To this end, he said that though there’s no bill before the House regarding the issue, a bill may soon to the House for consideration and
for the Nigerian public to make input and have the final say.

Kalu said: “Internationally, there is a growing trend toward the abolition of the death penalty, with over 130 countries having abolished it in law or practice. This shift reflects a global understanding that justice must incorporate rehabilitation and restorative practices rather than solely punitive measures.

“In November 2024, the UN General Assembly’s Third Committee approved a resolution for a global moratorium on executions, aiming for full abolition, which was adopted on December 17, 2024, marking the tenth resolution since 2007 advocating for a moratorium, with support increasing from 104 states in 2007 to 130 in 2024, while opposition has declined.

“Notably, Nigeria abstained from the recent vote among 22 abstaining states. This trend indicates a strong movement towards the universal abolition of the death penalty. Within the African Union, 48 of 55 countries are now abolitionist in law or practice, with only Egypt and Somalia carrying out executions in 2023.

“The African continent is advancing towards the abolition of the death penalty more rapidly than any other region, with six countries having eliminated the death penalty for all crimes or for ordinary crimes in just the past four years (since July 2021).

“We are willing to collaborate with you and have further engagements as we know that aligning our laws with international best practices enhances Nigeria’s reputation on the global stage.

“There’s no bill before the House of Representatives at the moment to address this issue as we speak, but there’s an intention for us to have conversations around it. I’m trying to give it legal framework by presenting it as a bill.

“We are considering presenting it before the parliament for debate, for us to know whether or not is what our society needs at the moment. It will pass through various stages of public hearing to allow the public make contribution on this subject matter.

“We are positive that our willingness to engage further on this discussion will send a clear message that we are committed to upholding human rights and ensuring that our criminal justice system reflects fairness and proportionality.”

The Deputy Speaker said as further discussions are held, the goal is not to diminish the seriousness of capital offenses but to create a justice system that is equitable, effective, and respectful of human rights.

“We owe it to our citizens to ensure that their rights are protected and that our laws reflect the highest standards of justice. I urge you all to support us as we take significant steps towards reforming our criminal justice system towards creating a Nigeria that embodies fairness, respect for human rights, and a commitment to justice for all,” Kalu added

The Delegation, Saul LeurFeund, Co-founder and Co-Executive Director of The Death Penalty Project, told the Deputy Speaker that they visited to seek the parliament’s collaboration on potential abolishment of death penalty in Nigeria.

He said, “We’ve seen great progress, Zimbabwe abolished death penalty on new year’s eve. I had the pleasure of being here last August on the invitation of the British high commission .

“It will be helpful to have conversation around death penalty in Nigeria. It will be helpful to bring partners together to discuss potential abolishment, to see if we can change discussion around death penalty. So we want to bring our experience and to discuss with you, the possibility on how the Constitution can be amended and anything we can do to provide technical support.”

Tinubu not party to University of Nigerian Languages bill – Deputy Speaker

Deputy Speaker of House of Representatives, Benjamin Kalu has distanced President Bola Ahmed Tinubu from the University of Nigerian Languages, Aba (Establishment, etc) bill, 2024.

The Deputy Speaker, who is the sponsor of the bill, said it was only seeking to upgrade the National Institute for Nigerian Languages (NINLAN), Aba, Abia State to a University of Nigerian Languages.

Speaking when the members of the Governing Board of NINLAN led by the chairman, Professor Victor Ukaogo visited him in Abuja, Kalu said that the bill sponsored by him and eight others does not have the name of President Bola Ahmed Tinubu as a prefix to it.

He said: “To review the establishment act of the NINLAN to change your status from not being funded by TETFUND to a level where you can be funded, enlarge your curriculum and give out more to the society is what the bill is all about.

“The Bill has nothing to do with President Bola Ahmed Tinubu’s name. What was published in our journal says university of Nigerian languages.

“This was what we submitted but the news we are getting outside is that they are attaching the name of Bola Ahmed Tinubu just to drag a president who is making concerted efforts to ensure that education in Nigeria is stronger than he met it.

“Election is over, people should leave the President out of petty issues. He doesn’t know about this, was never part of it. We are looking for how to lift the standard of the institution which the federal government is spending money on to go from where it is to where it ought to be and that we must do.

“This is not the first institution I am moving bills for their status to change and it’s not going to be the last.

“My interest is that we should not allow NINLAN to die. The issue of the school’s nomenclature is secondary, it’s a federal government establishment already. It has the potential to create more jobs, do more for our people.

“It’s not a new university. We want to upgrade you to where you can benefit from TETFUND and build capacity and train more people and be a reference point.

“As leaders who want to protect what our forefathers handed over to us, we must push for the element of our identity found in our Nigerian languages.”

Kalu emphasised the need to preserve Nigerian languages as a uniting element, while stressing a possible plan of amending  the act establishing the Tertiary Education Trust Fund (TETFund) to accommodate the funding of specialized institutions of higher learning and inter- university centres in the country.

House considering bill to reserve seats for women in parliament, says Deputy Speaker

Deputy Speaker Benjamin Kalu has said the House of Representatives is considering a bill to reserve special seats for women in the parliament

The Deputy Speaker disclosed this while Speaking at the 2nd Women of Divine Destiny Initiative (WODDI) Inspiring Women Summit (WIWS 2024) in Owerri, Imo state with the theme: “Illuminating the power of an Inspired woman.”

WODDI is a non-profit organisation founded by Dr. Nkechi Rochas Okorocha, the wife of former Imo Governor, Senator Rochas Okorocha which aims at empowering the women and helping them to achieve their dreams in life.

Kalu said he and some of his colleagues sponsored the bill titled “Seat Reservation Bill”.

He said the bill is seeking an alteration to the 1999 Constitution to provide special seats for women in the legislature, adding that when passed into law, the bill will help the cause of women within the political space

He said: “We must acknowledge, however, that in a society striving for equitable development, addressing fundamental issues like gender equality and inclusiveness is imperative. In Nigeria, where women and girls constitute 49.32% of our population, the representation in institutions and governance needs urgent attention.

“Presently, the House of Representatives is considering a bill to improve the representation of women in our legislative institutions sponsored by myself and other colleagues of mine.”

Kalu said further that Peace In South East Project (PISE-P), a social development initiative has also prioritized gender issues in its programmes and commended the WODDI founder for organizing the summit for the women, urging the participants to unleash their full potentials accordingly having been rightly motivated.

“Here in Nigeria, we have actively pushed for more inclusive legislation that empowers women. Our social development project, PISE-P (Peace in South East Project), exemplifies this commitment. By also targeting young women as beneficiaries, PISE-P employs non-violent methods to foster peace and development across southeast Nigeria.

“Remember, the power you hold is immense. You are leaders, innovators, changemakers, and the architects of a brighter future.

“Let the light you have ignited within yourselves continue to shine brightly.

  • Reps receive 40 bills for constitution review, says Deputy Speaker

Reps receive 40 bills for constitution review, says Deputy Speaker

Benjamin Kalu, the Deputy Speaker of the House and Chairman of the House Committee on Constitution Review, revealed that the House of Representatives has received approximately 40 bills aimed at amending the 1999 Constitution.

Addressing the inaugural meeting of the Constitution Review Committee, Kalu explained that the Speaker and House Leadership established the Committee to oversee reforms and amendments to the Constitution during the 10th National Assembly.

He noted that this marks the sixth occasion the National Assembly has undertaken amendments to the Nigerian Constitution.

Kalu highlighted the Speaker’s directive for the committee to establish a feasible timeline that aligns with electoral activities to prevent any disruptions to the alteration process.

The committee has set a deadline of December 2025 to conclude its activities, as per the Speaker’s guidance.

He said: “It is not out of place to guess that there is some level of fatigue in the Amendment process by some vocal sections of the populace. Whatever opinion you hold, it is important to let you know that we presently have 40 bills that are at various stages of consideration which relate to the Alteration of the Constitution.

“We are well aware of our present challenging circumstances as a nation. The twin challenges of insecurity and economic difficulties could tamper with the confidence of our citizens. It is therefore our Constitutional responsibility to respond to the 40 bills so far proposed and also attend to the duty of Government to ensure the security and welfare of the citizen as provided by the Constitution.

“Since 2010, the National Assembly has successfully amended and made landmark changes to our Constitution since it was first handed over to Nigeria in 1999 by the military regime of General Abdulsalam Abubakar.”

“Since then, some of the significant amendments successfully made by previous efforts include judicial reforms, electoral reforms, age reduction, allowing younger persons to be appointed into the Independent National Electoral Commission (INEC) as Chairman or Resident Electoral Commissioners and also allowing a lower age for contest into certain elective positions, moving certain responsibilities of government from the Exclusive Legislative List into the Concurrent Legislative List to allow for increased federalism among other things.

“The Constitution Review Committee is having its Pre-Inaugural meeting today preparatory to its inauguration which date has been proposed for February 26, 2024. Ahead of the inauguration, actions that need to be undertaken include expediting the commencement of preparations, constituting the secretariat for Constitution Review, appointing Consultants, and drafting a Work Plan for the Committee.”

He said further that the Committee is fully aware of the concerns of Nigerians on the need to finalize and conclude discussions around Nigeria’s Constitution, adding that the nature of Nigeria’s Constitution and the history around how it was made and handed over to a new civilian government in 1999, makes it imperative for to continually revisit the several provisions of the Constitution and work towards accomplishing consensus on outstanding constitutional debates.

He stressed that during the last Constitution Review efforts, some key Constitution amendment proposals did not pass either because we did not fully understand their provisions or we did not have enough time to agree on them.

An example, he said was the proposal to create additional seats for women in Federal and State Legislative Houses, saying: “Let us use this opportunity to understand this proposal, hoping that those who are the promoters of this particular amendment will start their advocacy timely and be more thorough, reaching the stakeholders to control the mindsets of their representatives.

“I would like to urge the Committee to prepare to work very hard and timeously to deliver on citizens’ expectations of concrete amendments in the shortest possible time.”

He said the composition of the Committee is representative of the constituent parts of this country and encouraged members to prepare to bring forth bills that represent the interests and concerns of their Constituencies, as well as the national interest.

  • Edo Assembly crisis will be resolved, says Deputy Speaker

Former Edo State Water Resources and Energy Commissioner and Deputy Speaker of House of Assembly Yekini Idaiye spoke with Correspondent OSAGIE OTABOR on effortS to reconcile the aggrieved lawmakers.

How is the House of Assembly coping with the crisis?

By His grace, we are doing fine with the support of Governor Obaseki. Everything has been moving well.

What should your constituency expect from you?

I am wearing a very big shoe. I took over from the former Speaker. I know God will see me through. In the past, nothing has been happening in Akoko-Edo especially my constituency 1. I have 11 communities without roads. There are no major road projects in my constituency.

There is Somorika, Imogan, Ugboshielg and many like that. I have been talking and appealing to Obaseki. He is giving me hope that something will be done. I can assure my constituents that something good is coming our way.

What does the crisis portends for the APC in Edo?

The tongue and teeth quarrel, but it is the ability to manage it that speaks volumes. There is no crisis in Edo State APC. What is happening is a family affair. At the appropriate time, we will settle and things will move on. If you are talking about our brothers (members-elect) that are not here, we will settle.

There is no opposition party here. We are all APC members. You see what happened during the sallah celebration when Obaseki paid a surprise visit to Oshiomhole. There is no crisis in Edo. It is about one family and something positive will come out of it. Edo State is APC and APC is Edo.

There are rumours that some of you planned defection, if Obaseki was not given second term ticket.

I am not aware of any planned defection. There is strength in unity. I am a party man. The kind of leaders we have will come together at the appropriate time. This is a house jointly built by all the leaders, led by Oshiomhole. I know Oshiomhole will not allow the house he suffered to build collapse and by His Grace, it will not collapse.

Obaseki will soon be marking three years in office. Do you think he has done enough?

In terms of human development, he has done well. In infrastructural development, he has done well. Look at the Civil Service, reforms in the primary schools, the judiciary and tertiary institutions. In Ekpoma, the state university, there has been uninterrupted academic calendar. Across all sectors, the governor has done well. Obaseki has been paying salaries and attending to needs of workers. He has performed above expectations.

Some party members said they are not supporting him because he is giving contract to outsiders and not patronising them…

I condemn such statement. The people making such statements have not been doing well. Before becoming a politician, you must have a second address. You should have something doing. Those saying Obaseki is not taking care of them have no other things doing. The ones they were given before, what did they do with it? Were they able to set up businesses? They squandered what they made before. That is why some of us looked down on the so called leaders because they are not economically viable. When they had the opportunity, they misused it. I have worked in the bank for many years before joining politics.

Most politicians engage in misplaced priorities. Many of those complaining now are old politicians. In those days when they were making money from all sources, they did not utilise the money well. Many of them had made money from previous administrations. They did not invest, but were building big mansions they can no longer maintain. I am advising them to have a second address. Can Obaseki share money to all Edo people? I feel sad when I hear that somebody has not been patronising politicians. If Obaseki is sharing money will he be able to pay salaries? Will he be able to do infrastructure? Politicians do not need to do what they cannot sustain economically when they are in power.

What steps are you taking to boost tourism potentials of Somorika and other places in your constituency?

Somorika is a tourist centre. If you get there, you will be amazed. We are talking to our people abroad. The reason we cannot talk about tourism sector in Somorika is because there is on access road to the place. You can only get there with motorcycle orva big car. Any small car would be finished before getting to Somorika. With the promise of Obaseki, I know the road problem will be a thing of the past in the area.

If there is no access road, how do the people get quality heath care?

We have a functioning health centre with nurses and others. We have water and electricity. The major problem is the road and that is why the place is not developing.

The PDP has said it would stage a come back to power in the state.

PDP is a dead party in Edo. They can never come back to power in Edo again. Is it because they were able to make serious in road during the presidential election? It is a dead party. I do not see the PDP coming to power in Edo again.

Will it not happen, if there was sabotage on the part of APC members?

With what is happening now, the Edo APC will come together as one. By the time we come together, we will be more stronger. In the next election, you will see how many votes we will bring out.

Are you talking to other members-elect yet to be inaugurated?

We are talking. We are not quarrelling. The only challenge is political differences which will not translate to enmity. There can be more aspirant but I know with the grass root support, there is not going to be problem about the Obaseki’s second term.

The National Chairman and others suffered to build this party and I don’t think anybody will allow the house to be destroyed. Oshiomhole is from Edo North and the leader of the party in Edo. He is like a father to me. I have nothing against him. He is our father. Our loyalty is for him. There is no division among the lawmakers over Oshiomhole. Our loyalty is to him. The most important is to win next year’s election.
