    Herdsmen massacre: Reps charge FG on security emergency

    Lawmakers in the Green Chamber on Wednesday called on the Federal and the Kaduna State governments to immediately declare a security emergency in Southern Kaduna Senatorial district over the recent massacre of over 44 persons by suspected Fulani Herdsmen.

    They also called on the government to set up a military strike force in Southern Kaduna as an interim measure to curtail incessant attacks that have been going on in the area since 2011.

    The resolution which was a continuation of a motion brought under Matters of urgent importance by a member Simon Arabo and five other lawmakers also called on the security agencies to intensify efforts to apprehend and bring to justice all persons involved in the series of attacks in the area.

    The resolution of the motion titled, “Urgent need for a declaration of emergency over the security situation in the Southern Kaduna Senatorial District of Kaduna State,” also urged the National Emergency Management Agency (NEMA), to provide relief materials to the internally displaced persons on account of the attacks.

    While moving the motion, Arabo alleged that various communities in Southern kaduna had been consistently attacked by Fulani terrorists since 2011 resulting in deaths, injuries, loss of properties and displacements of the communities.

    Arabo alleged that the recent attacks were in the presence of some security personnels who did nothing to prevent them.

    His words: “On the 15th-16th October 2016, Godo-godo community in Jama’a Local Government Area and other communities in Kaura and Kauru Local Government Areas have been attacked by the Fulani terrorists resulting in deaths of scores of people, injuries, wanton destruction of communities and other acts of mayhem.”

    He said that Southern Kaduna is substantially agrarian with arable and fertile lands and good weather and that subsequent to attacks by the Fulani terrorists, Fulani herdsmen had occupied some of the displaced communities.

    The House of Rep member further noted that the Federal Government had declared a security emergency in Zamfara State in the wake of similar terrorist attacks and set up a military strike force there.

    The attacks on the communities, he said, “indicated a pattern of deliberate desire to annihilate the affected communities, decimate their population, occupy their lands and create an atmosphere of terror.”

    In the time past, he said, there was a resolution to set up a military battalion/base in Kafanchan in Southern Kaduna, but the resolution was yet to be implemented, adding that there was a general atmosphere of insecurity in the area.

    However, there was a mild drama as a member Abubakar Lawan representing Yola South, Yola North Federal Constituency of Adamawa State raised a point of order, saying that the use of “‘Fulani terrorists” by Arabo was offensive to the Fulanis.

    The Deputy Speaker, Yusuf Lasun, who presided however got Arabo to expunge the word from the motion to allow peace return to the plenary.

  • Police Inspector murdered in former Deputy Speaker Ihedioha’s house

    An inspector, Mohammed Useni attached to the Asokoro, Abuja residence of the immediate past House of Representatives Deputy Speaker, Emeka Ihedioha, has been murdered .

    The victim who hailed from Jigawa State was strangled to death at his duty post at the residence on Monday and his rifle, an AK47, taken away by the people who killed him.

    The death of the security officer which came a few days after the withdrawal of the officers of the Department of State Services attached to Ihedioha, has thrown residents of the area into fear and confusion.

    Ihedioha was Deputy Speaker in the 7th House and also contested the last governorship election in Imo State on the platform of the Peoples Democratic Party.

    Ihedioha was reportedly away during the inspector’s murder.

    The FCT Command Police Public Relations Officer, Anjuguri Manzah, said he was unaware of the incident when contacted by The Nation.

    Oke Epia, Chief Press Secretary to the former deputy speaker, also said he was not aware of the matter as he had just returned from a foreign journey.

    However,sources said that apart from the victim, another policeman was on duty on the fateful day although he claimed to be in another part of the extensive compound when the murder occurred.

    The body of the officer is said to have been deposited in an undisclosed morgue pending further investigation.

    Investigation is on to however find the killers and the motive behind the gruesome act, The Nation learnt.

    This was because apart from taking away the rifle of the officer, the assailants allegedly removed some of the victim’s body parts including hands and other sensitive parts and went away with them.

  • I won’t step down as deputy Speaker, Yussuf vows

    House of Representatives Deputy  Speaker Lasun Yussuf yesterday reaffirmed his stance not to step down.

    Yussuf, who spoke before the meeting President Muhammadu Buhari scheduled with lawmakers, said to make his resignation as deputy speaker the only condition for peace in the House amounted to injustice.

    He added that his emergence was not an appointment, but through an election by 203 members of the House.

    The deputy Speaker noted that having contributed to the victory of the All Progressives Congress (APC) at local and national levels, it would amount to an injustice to ask an Ilobu man to vacate the seat.

    Yussuf, who spoke while receiving the Abuja chapter of Ilobu Development Association in his office, explained that his home town was instrumental to APC’s emergence.

    He said: “It is important to state that Ilobu has been a big supporter of our party, even beyond Osun.

    “After Osogbo, Ilobu is the only town whose progressive elections have never been rigged.

    “When we had the 2015 elections, every Nigerian knew at that time that it was the election in Osun that will probably dictate whether APC will be in existence or would be strong enough to dislodge PDP.

    “If you recall, everybody moved to Osogbo either as observers or participants. It was reported that about 76,000 security agents were deployed to Osun for that particular election.

    “Statistically, Ilobu as a town was sixth in quality of votes to the emergence of Governor Rauf Aregbesola with a staggering difference of 7,000 votes out of 100,000 that APC got over PDP in that election.”

    “So, if an Ilobu man is made the Deputy Speaker today, we deserved it because we contributed our quota.

    “So anyone talking about Lasun Yussuf to resign only want to cheat Ilobu people that toiled day and night to make what APC is today.”

    Leader of the delegation Ishola Musptapha after expressing solidarity with the deputy Speaker, urged him to assist in the socio-economic development of Ilobu.

    The deputy Speaker promised that a dilapidated 1954 bridge linking the town with other parts of the Southwest would be rehabilitated.

    Why Osun APC elder caucus disowned Deputy Speaker

    The Elder Caucus of the All Progressives Congress (APC) in Osun State has explained why it  disowned Hon. Sulaiman Lasun Yusuf, Deputy Speaker of the House of Representatives. The group said his candidacy did not have the blessings of the party leadership, therefore,? the Elder Caucus dis-associated itself from the National Assembly poll in which Yusuf had emerged the Deputy Speaker.

    According to the group the scenario that characterised the inauguration of the 8th National Assembly and emergence of  Yusuf as Deputy Speaker was not only a despicable act of betrayal and disloyalty to the party but also a breach and negation of the party’s directive.

    The caucus  in a communique signed by its Chairman and Secretary, Prince Felix Awofisayo and Barrister Gbadegesin Adedeji respectively, said Yusuf’s  acceptance of the position was condemnable and should be seen as an anti-party acticvity. It further noted that the action disrespected the party leadership, adding that such action, if allowed to remain, is capable of promoting indiscipline and elevating ‘treachery and rebellion to an art.?’

    “We examined critically, particularly as regards the circumstances that brought about the election of Hon. Lasun Yusuf, member representing Osogbo/Olorunda/Irepodun/Orolu Federal Constituency of the State as Deputy Speaker of the House of Representatives.

    “That the acceptance of the office of the Deputy Speaker of the House of Representatives by Hon. Lasun Yusuf is not only a despicable act of betrayal and disloyalty to the party, but also a breach and negation of our party’s directive on the issue. That Hon. Lasun Yusuf allowed himself to be overwhelmed and driven by admixture of personal interest and vaulting ambition detrimental to the progress and stability of the party that nurtured him and on whose platform he was elected in the first place.

    “That his action, if allowed to remain, is capable of promoting indiscipline and elevate treachery and rebellion to an art. That we condemned this anti-party tendency on the part of Hon. Lasun Yusuf without reservation and we hereby dissociate ourselves from it. That we pledge our support and unflinching loyalty to the dynamic and indefatigable Governor of the State of Osun, Ogbeni Rauf Aregbesola, with a reminder that when the going is tough the tough gets going,” the group said.

    House of Representatives Deputy Speaker Yusuf Lasun yesterday defended the N150 billion budgetary allocation for the National Assembly, saying it is not excessive.

    Lasun spoke at the inauguration of the House Ad hoc Committee on Welfare, where he represented the Speaker, Yakubu Dogara.

    Reacting to questions from reporters on the public criticism of salaries and allowances of senators and members of the House of Representatives, the Deputy Speaker noted that the N150 billion received by the National Assembly yearly is only 2.67 per cent of the national budget.

    His words: “When you talk about salary, it has to be tied to something. Let me tell you this. For the last three years, with the exception of 2015, the budget of National Assembly has been N150 billion and that is exactly 2.67 per cent of the total budget of the federation. So, I don’t know where people see this when they said it was 25 per cent of the budget of the federation.

    “The budget of the National Assembly is 2.67 per cent of the budget of the federation and so, it is not overblown. People have suddenly forgotten and don’t know that there are 469 members in the National Assembly with each one having five aides, paid from the N150 billion with their technocrats. We have National Assembly Commission; all of them drawing their salaries and allowances from the N150 billion.

    “So, when people talk, they say it’s only the House of Representatives members and the senators that collect the N150 billion. But they forget that in the 2015 budget, the money has been reduced to N120 billion.

    “That’s why the Dogara’s Speakership in the last one week has repeatedly made it known to the public that he’s going to engage in what we call NEEDS assessment; that we are going to call the development partners to sit down and see what it takes for the National Assembly to be involved as an arm of government. You might be surprised that we have reasons that we can compare with other legislative houses all over the world. But it’s not going to come from us. It will come from that body that is going to sit down.”

    Responding to questions on the call for his resignation from some quarters, Lasun, who polled 203 votes against 153 votes by his opponent, Mohammed Monguno (APC-Borno) in the June 9 election House leadership election, said anyone who was expecting him to resign was merely wasting his or her time.

    He said: “It’s not correct, that is speculation. Why will I resign when I went through an election?”

    Lasun instructed the committee to provide working materials/office equipment for the lawmakers, sitting allowances for various standing committees and ensure payment of entitlements, including car loan, accommodation among others.

    The committee, which has a member from each state, he said, is also to allocate offices and seats for members based on ranking and to provide conducive environment for members to work.

  • Suleiman emerges as Deputy Speaker

    Yusuf Lasun Suleiman (Osun) was declared Deputy Speaker after defeating Mohammad Monguno (Borno) with 203 votes to 153.

    Suleiman was nominated as Deputy Speaker by Ibrahim Babangida  (Zamfara) while Alhassan Doguwa (Kano) nominated Mohammad Monguno.

    For more than 30 minutes, proceedings were delayed as lobbying prevailed on the floor with groups seen in consultation with Monguno and Lasun and other key supporters of the contestants on how to avoid an election that would run late into the evening.

    Speaker Dogara  later consulted with Gbajabiamila on the next step on the Deputy Speaker.

    At the end, voting got underway after Monguno accepted his nomination.

    With the completion of the exercise, Lasun had 203 votes to defeat Monguno who polled 153 votes.

    The oath of office and oath of allegiance was admitted on him immediately by the Clerk if National Assembly.

    Afterwards, the Clerk of the House was asked by the Speaker to administer the oath of office and oath of allegiance on the legislators.

     

  • Osayande, Ativie battle for Edo Deputy Speaker

    Ahead of the inauguration of the sixth Edo State House of Assembly today, the All Progressives Congress (APC) in Edo South is divided on who to support as the Deputy Speaker.

    The party’s leadership had zoned the speakership to Edo Central, with the governor in Edo North, the Majority Leader also in Edo North.

    Edo South, now left with the deputy speakership, appears to be in a dilemma on who to choose between Bright Osayande, representing Ovia North East Constituency II and Elizabeth Ativie, of Uhunwode Constituency.

    At the party’s leadership meeting yesterday in one of the leaders’ house, majority of the leaders from six of the seven local government areas in Edo South supported Osayande, based on his experience in the Assembly since 2007.

    APC leaders from Uhunwode and others from Orhionmwon, Oredo and Ikpoba-Okha urged their representatives to vote for Ativie as Deputy Speaker.

    An inside sources told our reporter that another elders’ meeting held yesterday at the Government House could not agree on who should be the Deputy Speaker, because the leaders of Edo South did not arrive at a decision.

    Also, the Edo Political Renaissance, a social political group, has urged the leadership of the ruling APC to consider merit and loyalty to the party in choosing the Assembly’s leadership.

    Deputy Speaker, eight others disown impeachment notice against Elechi

    The Deputy Speaker of the Ebonyi State House of Assembly and eight other lawmakers at the weekend disowned the impeachment notice served on Governor Martin Elechi by 15 legislators, including the Speaker.

    The nine lawmakers include the Deputy Speaker, Chief Blaise Orji (Afikpo  Southeast); the Majority Leader, Sam Nwali (Ikwo North); Oliver Nwachukwu (Abakaliki North); Eloy Ogbonna (Afikpo North East) and Mrs Helen Nwaobshi (Abakaliki South).

    Others are: Mrs Mabel Aleke (Ohaukwu South ); Eni Uduma Chima (Afikpo South West); Princess Lilian Igwe (Ivo) and Michael Ikechukwu Nwankwo (Ebonyi North West).

    In a statement by the legislators read on their behalf by Eni Uduma Chima before reporters in Abakaliki, they said: ‘’The House of Assembly has degenerated into a political party platform for the realisation of the ambition of the Deputy Governor of Ebonyi State, David Umahi Nweze, who is the Peoples  Democratic Party (PDP) governorship candidate, and who wants to rule Ebonyi State at all cost and by all means, fair or foul.’’

    Eni said members of the Assembly were beaten up, dispossessed of their belongings, intimidated and disallowed from participating in the proceedings by thugs, who said they were enjoying police protection.

    Eni, who said the declaration of six seats of members of the House vacant by the leadership was illegal, added that those affected were challenging it in the Federal High Court, Abakaliki. He decried the impeachment notice served on the governor.

    Said he: “The resolution of the 15 members of the Assembly, led by Speaker Chukwuma Nwazunku, contravened Section 188(4) of the 1999 Constitution as amended. Fifteen members cannot be the ‘two-third’ majority of the members’ of a 24-member House. Desperate attempts and overtures are being made to induce and intimidate us into yielding, against the demand of justice and good conscience, to the plot for the impeachment of our dear governor, a founding father of Ebonyi State.

    “We have resolved that none of us shall attempt to go to the  Assembly complex to forestall a breakdown of law and order and to ensure the security of the lives of our people.”

    We cannot in this life and forever sign or attempt to sign any document seeking to remove from office Governor Martin Elechi .

  • House backs Dickson for second term

    The Bayelsa State House of Assembly yesterday backed the second term ambition of Governor Seriake Dickson.

    The Assembly passed a vote of confidence in the governor in a move suggesting the “breaking of the second term jinx”.

    The endorsement came a day after Dickson praised many groups for supporting his re-election bid.

    Dickson also promised to consider endorsements of various groups and to respond to them.

    The lawmakers acknowledged the governor’s efforts in transforming the state, especially in human capacity building.

    They recalled their experiences when they toured many projects, including the re-modelled Assembly complex.

    The lawmakers said they were impressed with the developmental initiatives of the administration.

    The Deputy Speaker, Sam Ateki, moved the motion endorsing the governor, which was supported by Jonathan Obuebite( Nembe 1).

    The motion was unanimously adopted by other members.

    Ateki said: “In the light of dwindling financial resources, Governor Dickson has performed beyond expectation in all the sectors of the economy and deserves a vote of confidence.”

    The Speaker, Konbowei Benson, assured that the lawmakers would continue to work with the governor to build a united, peaceful and prosperous state.

    He said the number of people-oriented motions and bills passed by the Assemnly would not have been possible without the lawmakers’ loyalty and dedication.

  • Edo Assembly crisis continues

    The crisis rocking the Edo State House of Assembly is yet to abate as the lawmakers resumed at separate plenaries yesterday.

    Nine Peoples Democratic Party (PDP) lawmakers resumed at the Assembly Complex at the Oba Ovoranmen Square. The All Progressives Congress (APC), led by Speaker Uyi Igbe, resumed at the old Assembly chambers inside the Government House.

    The PDP lawmakers adopted 77 sitting days. The APC lawmakers adopted 75 sitting days for the fourth session, second quarter of the Fifth Assembly.

    Crisis erupted in the Assembly on June 9 when the  impeached Deputy Speaker, Festus Ebea and three others were suspended for alleged misconduct.
