Plateau crisis: DHQ threatens legal action against HURIWA

The Defence Headquarters has said it would not hesitate to take legal action against Human Rights Writers Association of Nigeria (HURIWA) if it continued to mislead the people over the crisis in Plateau State.

It lamented that the organisation had continued to spread falsehoods in order to create tension in the country.

The military high command said this in a statement by the Director Defence Information, Brig.-Gen. Tukur Gusau, yesterday.

The statement followed HURIWA’s faulting of the Chief of Defence Staff (CDS), Gen. Christopher Musa’s approach to addressing the ongoing violence in Plateau State.

The group issued a statement on Sunday signed by its National Coordinator, Emmanuel Onwubiko, where it expressed deep concern over the recent escalation of violence, particularly the Christmas Eve attacks on over 20 communities in the Barkin-Ladi, Mangu and Bokkos areas of Plateau State.

It criticized the CDS’ response, especially the deployment of a Special Fact-Finding Team led by retired Maj.-Gen. Augustine Agundu to investigate the root causes of the attacks.

In response to the statement, the DHQ said HURIWA was “ill-informed and could not spend time researching on efforts the military had made to restore normalcy in troubled areas of the country.”

The DHQ chronicled efforts by the military to arrest the situation including numerous intelligence-driven operations that had been conducted which led to the arrest of key suspects who were currently undergoing interrogation.

“It is therefore pertinent to note that the team was constituted as part of the non-kinetic approach of the DHQ in resolving the situation. Also, the team’s responsibility spreads across troubled areas in the country and not limited to Plateau State alone.

“The DHQ calls on HURIWA being one of the respected human rights groups, to cultivate the habit of seeking credible information on issues especially as it concerns National Security before approaching the media.

“It is evident the group was ill-informed and could not spend time researching on efforts the military had made to restore normalcy in troubled areas of the country.

“The DHQ would have naturally overlooked the ignorance of HURIWA on this matter but finds it necessary to educate civil society organisations on the responsible use of the media not to disseminate falsehoods and create tension where none exists.

“We therefore advise HURIWA to henceforth be passionate to seek adequate information on issues of national importance and stop misleading the public deliberately.

“The DHQ would take strong legal action should such a mistake repeat itself,” it said.

The Defence Headquarters (DHQ) says it has deployed Special Forces to some of terrorists and bandits hotspots in the country to conduct targeted operations.

It said it has also deployed several battlefield enablers to enhance intelligence and strike capability on the terrorists and bandits.

The Director of Defence Media Operations, Maj.-Gen. Edward Buba said this during a press briefing on Thursday, January 25.

He said the military and other security agencies have continued with offensive operations in some suburbs of the Federal Capital Territory (FCT)

The suburbs, according to him, are Cashew Forest, Kwaku, Gwombe, Gadoro and Tukuba all in Kuje Area Council.

Other areas covered were Kawu, Igu, Tokulo, Gaba, Zuma 1 and Zuma 2, Shere, Mpape, Jikoko, Berger Quarry, and Nukuchi Villages all in Bwari Area Council of FCT.

“We also recognize the apprehension occasioned by kidnappings, particularly with recent events recorded in the FCT and other areas.

“Indeed, we may not have all the answers now. However, we assure citizens that we are working assiduously to address the situation both in the immediate and long term to ensure the safety of lives and property. We are redoubling our efforts to ensure citizens live in a peaceful environment and have a prosperous life. This is achievable and we are focused on achieving it.

“The armed forces would destroy the cancer of terrorism that is ravaging our country thereby creating situations such as is ongoing in the Plateau State. The situation of insecurity that we are confronted with is self-inflicted by our own citizens upon one another. Nevertheless, it is our duty to protect citizens and create a safe environment for them to have a prosperous future.

“We do not take lightly the privilege and enormous responsibility of safeguarding our citizens.  It is for this reason that, we constantly rejig our operational strategies in order to adopt the best course of action that would make these ugly experiences a thing of the past.”

How we protect women, children during conflicts, by DHQ

The Defence Headquarters said the asymmetric nature of current security challenges in the country has made the military and other security agencies adopt a more realistic gender mainstreaming strategy to defend and protect women and children during conflicts.

It also said that the Armed Forces of Nigeria has attained 27.9 per cent female participation in peace support operations as against the 17 per cent benchmark recommended by the United Nations (UN).

The Chief of Defence Staff (CDS), Gen. Christopher Musa, said this at a one-day Gender Mainstreaming Conference organized by the Defence Headquarters Abuja yesterday.

He said the Nigerian military had received encomium from the UN and the Africa Union (AU) for adopting commendable gender mainstreaming policies in all its military operations within and outside Nigeria.

The CDS said: “The available record reveals that the Armed Forces of Nigeria have been able to attain 27.9 per cent female participation in peacekeeping operations.

“These deliberate efforts by the military are in line with the United Nations Security Council Resolution 1325, mandating countries to develop their own action plans to identify, evaluate and control efforts to achieve the objectives of Women, Peace and Security.

“The UN Security Council Resolution 1325 was mooted to ensure women and societal security needs are safeguarded through increased emphasis on prevention, protection and participation of women in military operations.”

Gen. Musa said the conference, themed as “Building Capacity Through Gender Mainstreaming to meet Security Challenges” was  tailored at fashioning out the right ambience for the Nigerian military in designing, implementing, monitoring and evaluating operational and administrative doctrines that would promote and enhance their capacity to combat the myriads of security challenges.

He urged all participants and stakeholders to be open minded to engage in constructive discussions that would further improve the existing gender policies and gender mainstreaming in the military.

The UN Deputy Secretary-General, Amina Mohammed, commended the Federal Government’s efforts in promoting gender mainstreaming in the nation’s armed forces.

Mohammed said the conference was apt in building on the Gender Policies for the Armed Forces of Nigeria that was launched in 2021, adding that Nigeria, like many other nations, faces many security challenges, both the national and regional levels.

The UN scribe said the UN would continue to support the federal government in its efforts to deepen gender inclusiveness and bridge the gender gaps in the armed forces.

She said that the challenges had far reaching consequences, particularly for the most vulnerable members of society, such as women and children.

According to her, the Nigerian armed forces had continued to play pivotal roles in both preventing and responding to those security challenges while upholding human rights and safeguarding the nation’s security.

Mohammed said: “Gender mainstreaming is crucial to the peace process during and after conflict because it sits at the heart of our Sustainable Development Goals.

“Study after study has demonstrated that when we strengthen women’s resilience and leadership, everyone benefits, including men and boys.

“Women are more likely to foster inclusive modes of governance and coexistence, more likely to build peace and silence against, and more likely to invest in sustainable development and a cornerstone of peaceful, prosperous communities and societies.

“Women’s active participation and leadership at all levels is essential to building an inclusive, responsive, and accountable armed forces that reflects the diversity of the community service and better response to their needs.”

The British Deputy High Commissioner to Nigeria, Gill Atkinson, said the role of women in policy making in the defence, insecurity and operational frontline had grown and become steadily more important.

Atkinson said the UK and Nigeria had adopted and domesticated UNSCR 1325, which had made the role of women in peace and security fundamental to the future of the nations’ defence and security.
