    Bayelsa LP candidate seeks Diri’s, Sylva’s disqualification

    The Labour Party (LP) governorship candidate in Bayelsa State, Udengs Eradiri, has approached the tribunal seeking the disqualification of the Peoples Democratic Party (PDP) candidate, Senator Douye Diri, and his counterpart in the All Progressives Congress (APC), Chief Timipre Sylva.

    Eradiri, who rejected the results, insisted that he was the only eligible candidate that scored the valid votes cast and deserved to be declared as the duly elected governor of the state.

    Addressing stakeholders, ward and local government officials of the party at his campaign office in Yenagoa, Eradiri said he decided to explore the legal path after assessing the outcome of the election. 

    He said: “After the election, we said we were going to look at the issues, and I am here to officially inform the leadership of the party that we have gone to court, and we pray the court to declare me winner.

    “The reason is that the two leading parties, the PDP and the APC, produced candidates that were not eligible to contest the election, and I won the valid votes cast in the poll, so I should be declared governor of Bayelsa State.

    “There are issues of eligibility of the two candidates, and that is the ground we have gone to the tribunal for. Many people have lost hope in the judiciary, but that small thread we hold onto is the basic for me to challenge the declaration. 

    “After studying the entire process, I have decided to ask the tribunal to declare me governor. With the spread of my 950 votes you will see that in seven out of the eight local governments, I got the constitutional requirements, so if you invalidate the PDP and APC votes, I should be declared winner.”

    Eradiri said he decided to explore the court options in the interest of the suffering people of Bayelsa, adding that he would continue to raise issues affecting the people.

    He said: “If the court decides they’ll look the other way, we will still challenge it because of that small thread of hope. We still believe that there are people of integrity in the judiciary and that is what we are holding on to”.

    On the crisis rocking the party in the state, he said there was no faction, adding that the party stakeholders and leadership had decided to appoint an acting chairman in accordance with the constitution. 

    Eradiri said the former chairman of the party in the state lacked the constitutional power to suspend him. 

    He said: “Some persons decided to leave the party, they voluntarily left. The natural system of discipline in the party kicked him out not me. So there’s no faction.

    “The position of the party is clear, if you participate in anti-party activities, it is expulsion. We have a constitution that dictates our modus operandi. I have demonstrated the principles to put the party together so I can’t at this time destroy it myself.”

    The call by Bayelsa State Executive Governor, Senator Douye Diri, to corporate organisations in the state to sponsor sports has been identified as the significant reason for the sponsorship of Bayelsa United Football Club, the state owned Nigeria Premier Football League side by Halkin Exploration and Production Limited.

     “We know Governor Diri has charged corporate organizations to sponsor different sporting activities as a way of reducing youth restiveness in the state. We have come to play our role in response to his request.

    “It is exciting to know that Bayelsa is also a state that respects the rule of law and open to local as well as international investors,” MatchRoom Sports and Media Limited, the Sports Marketing Consultants that facilitated the sponsorship said in a  statement.

    Halkin’s sponsorship turned out to be the energy that fuelled the club’s return to winning ways in front of their fans with a 2-0 victory over Enugu Rangers in Sunday’s NPFL match day 13 clash at the Samson Siasia Stadium, Yenagoa.

    Bayelsa United was on a two-match winless run at home after sharing points with Sunshine Stars and Abia Warriors, in previous matches, before the sponsorship was sealed.

    Before Sunday’s kick off, Club Chairman, Timitimi Ebiki and Halkin’s GM Operations and Production, Engr. Lawrence Ayebatonye unveiled the team’s new jersey.

    A 44th  minute free kick by league joint top scorer, Mizo was parried by Rangers goalkeeper Japhet Opubo, but Kehinde Lawal was alert to put the ball in the net for Bayelsa’s opener.

    Ekeson Okorie stepped up in the 78th  minute with the second goal after connecting Kehinde’s assist to send the home fans into ecstasy.

    MatchRoom Sports and Media Limited revealed that Halkin has several initiatives to encourage the players and ensure Bayelsa United represents the state well this season.

    Diri decries oil majors for flouting Local Content Act

    Bayelsa State Governor Douye Diri has urged the Federal Government to stop paying lip service towards implementing the Nigerian Local Content Act, to give a sense of belonging to oil and gas producing areas.

    He spoke at a dinner organised by the government for participants at the 12th Practical Nigerian Content Annual Conference in Yenagoa.

    Represented by his deputy, Senator Lawrence Ewhrudjakpo, the governor decried the refusal of the multinational oil companies prospecting for oil and gas in Bayelsa to open their corporate offices in the state.

    A statement yesterday by the Senior Special Assistant to the Deputy Governor on Media, Mr. Doubara Atasi, quoted the governor as describing the attitude of the oil majors as a flagrant disregard for the Local Content Act enacted in 2010.

    He likened Bayelsa to a cow that is being milked without being fed, describing a situation where oil companies operate in the state, but pay taxes to other states merely hosting their headquarters, particularly Lagos State, as most unfair and inequitable.

    The governor said over 60 per cent of the feedstock of natural gas being processed and exported from the LNG Terminal at Bonny in Rivers State was supplied from the gas fields in Bayelsa, whereas, the firms pay taxes to the Rivers State Government.

    This, he noted, did not only negate the natural principle of equity and fairness, but also deprived the state of billions of naira as revenue from taxes every year.

    Diri hailed the Executive Secretary of the Nigerian Content Development and Monitoring Board (NCDMB), Mr. Simbi Wabote, for his astuteness that had brought about far-reaching strategic changes at the NCDMB.

    He, however, urged the board to prevail on oil companies to open subsidiary corporate offices and pay statutory taxes to the state.

    He said: “I must say that the Local Content Board under you has done very well in several aspects. We congratulate you on your achievements.

    “But Bayelsa State Government is not totally happy about where we are. We believe that the Local Content without the oil companies operating from Bayelsa is not local content enough for us.

    “Multinational oil companies have their head offices outside Bayelsa State. They have their headquarters in Lagos State. So, all the PAYE tax is being collected by the Lagos State Government.

    “The only thing we collect in Bayelsa is the noise of the helicopter and the fumes coming from the oil and gas industry. For me, that is revenue colonialism or imperialism.

    “We must all gather as part of Local Content to stop this inequity and anomaly. If our land is not good enough for the companies to stay, the money from our land should also not be good enough for them to collect.”

    The Secretary to the State Government, Alabo Ekeuwei, drew a parallel between Nigeria and Singapore, noting that Nigeria is where she is because of poor leadership, 63 years after political independence.

    He said Singapore had since moved into the rank of developed nations through patriotic leadership and efficient use of resources, yet Nigeria with all her abundant resources still remains a Third World nation.

    Ekeuwei praised the NCDMB for taking the bold initiative to develop human capacity locally in the oil and gas sector of the economy through its annual Practical Nigerian Content Forum.

    The Executive Secretary, NCDMB, Mr. Simbi Wabote, expressed gratitude to the state government for providing support to ensure the success of the 12th Practical Nigerian Content Summit.

    Bayelsa State Governor Douye Diri has said the appointment of Tariye Gbadegesin as the Chief Executive Officer of the global organisation, Climate Investment Funds (CIF), will inspire many from her home state of Bayelsa, Nigeria as well as the African continent.

     Diri stated this in a congratulatory message he personally signed, describing Tariye as the proverbial apple that does not fall far off the tree, in reference to her parents, Prof. Turner and Prof. Miriam Isoun.

    The Bayelsa governor said he received the news with excitement.

    Diri orders probe of palliatives diversion in Bayelsa

    Bayelsa State Governor Douye Diri has ordered investigation into the distribution of palliatives with a view to bringing to book, culprits who diverted food items.

    He gave the directive during the state’s executive council meeting at the Government House, Yenagoa, following complaints that some individuals diverted items meant for each ward, according to a statement by governor’s media aide, Daniel Alabrah.

    The state government had procured more food items in addition to the five trucks of rice allotted to each state by the Federal Government, as part of measures to cushion the effect of the removal of petrol subsidy, on the people.

    Each ward was allocated at least 150 bags of rice, apart from maize.

    The governor condemned the action of those who reportedly diverted palliatives entrusted to them for distribution in the 105 wards across the state.

    He directed the Secretary to the State Government, Alabo Gideon Ekeuwe; Coordinator of the state Community Safety Corps, Brig.-Gen. Eric Angaye (retd) and the Acting Chief of Staff, Government House, Dr. Peter Akpe, to work with relevant bodies to identify those culpable.

    He urged politicians to be selfless in their conduct and not withhold what is meant for people at the grassroots.

    Diri thanked members of his executive council (exco) for working hard to achieve victory during the November 11 governorship poll, saying they collectively won the election.

    He thanked ‘Bayelsans’ for their support and show of love during the election, and promised that his administration would work hard to improve the condition of the state.

    Bayelsa State Governor Douye Diri yesterday presented an Appropriation Bill of N480.9 billion for the 2024 fiscal year to the state House of Assembly for consideration and passage.

    Diri said the fiscal proposal, titled: Budget of Sustainable and Shared Prosperity, would be funded through Opening Balance of N13.6 billion; Statutory Allocation, N57 billion; VAT, N36 billion; 13 per cent Derivation, N208.9 billionn; IGR, N23.8 billion, and other capital receipts, such as stamp duties, loans, grants, among others, estimated at N141.578 billion.

    The governor also broke down the planned expenditures as follows: Personnel Cost N52.3 billion; Pensions and Gratuity, N13 billion; Contributory Pension Scheme, N2.4 billion, among others.

    He said Overhead Cost would gulp N94.3 billion;  Grants, Contributions and Subsidies, N13.8 billion; 10 per cent Contribution to SUBEB, N2.5 billion; RDAs, N170 million and Public Debt Services N43.245 billion, bringing the total overhead cost to N154 billion.

    On Capital Expenditure, Diri said total expenditure would be N257.7 billion, including planning reserve of N12.2 billion, representing 53.59 per cent of the budget; while the Recurrent represents 46.41 per cent of the budget.

    Diri said Works and Infrastructure would gulp N141.8 billion; Education, N49.8 billion; Agriculture, N14.8 billion; Environment, N15.5 billion; Health, N26 billion; and Lands and Housing, N6.8 billion.

    Others include Youths and Sports, N7.6 billion, Transport, N6.4 billion, and Power N6.04 billion.

    Allocations to other sectors and ministries did not feature in the governor’s speech.

    Diri said his administration would continue to provide the enabling environment to attract investors for the growth of the state’s economy and the empowerment of the people to participate in that space.

    Bayelsa State House of Assembly Speaker Abraham Ingobere hailed the governor and his team for their commitment, courage and character in implementing this year’s budget well.

    He promised that the budget proposal would be given expeditious passage.

    Delta State Governor Sheriff Oborevwori yesterday presented a N714.4 billion Appropriation Bill for the 2024 fiscal year to the State House of Assembly.

    Oborevwori said the budget, named: Budget of Hope and Optimism, comprised a Recurrent Expenditure of N316.6 billion, representing 44 per cent; and Capital Expenditure of N397.9 billion, representing 56 per cent of the total budget.

    The governor said his administration would embark on the construction of more critical roads because “we are irrevocably committed to advancing urban-rural integration”.

    He added: “In 2024, we propose to spend N150 billion on Road Infrastructure for the Ministry of Works; N46.55 billion on Education; Health will gulp N18.65 billion; Agriculture, N7 billion; and Urban Renewal, N7.5 billion.

    “Environment will gulp N2.1 billion, and Youth Development N1.7 billion. These key sectors are very essential in our 2024 budget.”

    House of Assembly Speaker Emomotimi Guwor said the budget presentation was historic as it was the first being presented by the governor, who was immediate past Speaker of the House.

    In Oyo State, Governor Seyi Makinde is scheduled to present the 2024 Appropriation Bill to the House of Assembly on December 5.

    The governor is expected to be accompanied by top government officials during the ceremony.

    The state government had held stakeholders’ consultative meetings on the proposed budget before the seven administrative zones of the state to give account of this year’s budget performance and collate the views and needs of people across all the zones.

    The off-cycle governorship election in Bayelsa State, held on the 11th of November 2023 has come and gone. The election which many pundits likened to the day of Armageddon due to the cloud of violence and ominous sense of fear that gripped the landscape of the oil-rich state had a peaceful outcome.

    Prior to the election, violence and killing of perceived political opponents particularly in Nembe, Brass and some parts of Southern Ijaw Local Government Council Areas of the state were a source of worry and concern to all Bayelsans, in particular, and Nigerians in general.

    On daily basis, the state was awash with reports of politically-motivated attacks which prompted the redeployment of the state’s Commissioner for Police twice.

    The situation, however, got worse due to inflammatory utterances by desperate political actors, inciting their followers to be of battle ready to kill and throw away of any voter suspected of not being in support their candidate and party.

    In the midst of the ominous cloud of orchestrated violence, the incumbent governor, Senator Douye Diri, known for his traditionally peaceful disposition, relentlessly preached the gospel of peace and unity to all and sundry across the political divide in the state. This he did even to the surprise of his ardent opponents in the governorship race. Notwithstanding, the sermon of peace preached, some hardened their hearts like the Biblical Pharaoh.

    As chief security officer of the state, despite the enormous powers in his disposal, Diri continuously maintained equanimity. His peaceful, philosophical disposition in governance and the value placement of people as asset and their existence had no human input. He sees Bayelsans and others in the state as priceless and their lives remained paramount above any primordial political consideration. Though, as governor, he has everything at his disposal to deal decisively with any one who constitutes a threat to the state, but he decided not to tread the parts of an anarchical ruler.

    These were some of the attributes the governor demonstrated all through the election, which many commentators on the election agree was largely responsible for 90 percent success of the election; except one isolated case of killing of a PDP supporter at the collation center at Brass Local Government Area and handful incidence of violence that were immediately resolved by the security agents.

    Besides that, the general worry and pessimism that rend the heart of the people was the style of campaign exhibited by the APC in the state, that the ruling APC at the centre would unleash what it described as “federal might” to crush the ruling PDP in the contest.

    To the amazement of many Bayelsans and those who closely monitored the election and its processes, the outcome was described as one of the best elections ever conducted by INEC in the history of Nigeria under the watch of President Bola Ahmed Tinubu.

    The election was free, fair and credible as attested by voters and even accredited non-state actors, who had their surveillance network spread across the state. They have commended INEC over her professional and transparent manner she conducted the election by upholding the principles of democracy.

    The coalition of election observers led by a prominent activist Rex Anighoro gave INEC a part on the back for conducting credible election in the state. He particularly praised what he described as, “the very patriotic actions of the Commission, for ensuring the cancellation of votes that did not pass through BVAS accreditation process and as well did not reflect the will of the people especially in Nembe Local Government Area of the State.

    The planned repetition of the 2019 electoral strategy using the local government council areas of Brass, Nembe and Southern Ijaw which have high quantity of registered voters as ghost votes in the election to win the election were aborted and the perpetrators were humiliated with ocean of tears clouding their faces.

    Anighoro who addressed the media at the INEC collation Centre in Yenagoa further commended the gallantry of security agencies. He particularly hailed those at Yenagoa Wards 5 and 20 where they successfully recovered snatched ballot boxes by desperate agents of the political party without any loss of lives, ensuring that the votes were counted. The deployed security personnel ensured an agent of a particular party was successfully apprehended with arms and ammunition in furtherance of disrupting the elections to perpetuate election violence.

    The civil society activist equally “wondered why a self-acclaimed special adviser on media and public affairs of a particular deputy governorship candidate who claimed to be from Southern Ijaw Local Government Area would be in Nembe was arrested and paraded in camera in possession of arms and ammunition in a planned promotion of violence in a contest of brothers”.

    Contrary to the earlier claim that “federal might” will be deployed and the security agencies will have the electoral processes compromised, the security agencies rather conducted themselves with absolute professionalism and high sense of neutrality. They had all the waterways blocked with gunboats and had it supported by air surveillance to deter infiltration. The roads, communities and other flashpoint areas were not left out with security formations. The resolute teamwork of the security agencies disabled and aborted the planned deployment of arms and ammunitions by hired tugs to disrupt the election.

    It is in this vein that President Tinubu expressed gratitude to INEC and security agencies “for working assiduously to create a level playing field for all contestants and the nation’s security agencies for maintaining law and order during the highly-anticipated elections”.

    The president in a statement, “affirmed the need for sustained commitment to all efforts aimed at further sanitizing the electoral system and enhancing the credibility of future elections; noting that “the outcome of the election reflects the wishes of the people, emphasizing that democracy thrives when voters reward competence, transparency and good governance”.

    Diri in his victory speech equally expressed his gratitude to Tinubu for his statesmanship by creating a level playing field in the electoral process which culminated in the conduct of free, fair and credible election in Bayelsa State.

    He urged Bayelsans “to celebrate with temperance, as this victory is not the exclusive preserve of any one political party; rather it is the collective will of people united towards progress and a better future”.

    At this juncture, one cannot hesitate to state that, President Tinubu deserves the commendation of all Bayelsans in particular and Nigerians in general for proving wrong the naysayers by resisting all the temptations and pressures to compromise the electoral process in Bayelsa State. This is clearly evident of his years of avowed commitment towards entrenching democratic values for the peace and progress of the country which is a litmus test that he has passed with enviable grade.

    INEC on her part has opened a fresh article of faith in our March towards building a virile democracy, which is in line with Mr. President’s renewed hope agenda to transform the country. This is however a paradigm shift and indeed an emerging ethical rebirth in our electoral process. Mr. President has repositioned Nigerians democratic belief system and realigned their view that he is a beacon of hope in our electoral process, believing that, the Bayelsa election marks the beginning of restoring the eroded confidence in INEC. Therefore, INEC also need to be commended for not disappointing the voters in Bayelsa State in conducting free, fair and credible election in the state.

    It is not out of place to commend the governor of Bayelsa, for the uncommon show of statesmanship and spirit sportsmanship all through the election. The successful conduct of the governorship election in the state is combination of several factors. Apart from the full commitment of INEC and the unbiased gallantry of the security agencies; the unwavering commitment of Diri towards the peace and unity of the people of the state was a key factor.

    Moreso, greater population of Bayelsans and electorates in the demonstrated high level of confidence and commitment on the State project and wanted the continuation of the hard-earned peace and harmony in the state.

    Another contributory factor was the competence he displayed in the management of the state resources and his sterling achievements were springboard in providing the necessary atmosphere for the near peaceful, free and fair and credible conduct of the election in spite of all the provocations and shenanigans actions by the APC in the state. There is no doubt, with the renewed mandate of Governor Diri for second tenure, there is a light of progress burning in the tunnel.

    Former President Goodluck Jonathan has congratulated Gov. Duoye Diri on his re-election as Bayelsa governor.

    In a statement he personally issued in Abuja on Monday, Jonathan described Diri’s victory at the Nov. 11 off-cycle governorship election in Bayelsa as well-deserved.

    He stated that Diri’s victory demonstrated the people’s faith in the governor’s leadership credentials and reward for years of commitment to peace, prosperity and progress of Bayelsa.

    He called on Diri to regard his re-election as a mandate to consolidate the unity and progress of Bayelsa.

    The former president also commended other candidates in the Nov. 11 governorship election for participating and determining to serve Bayelsa.

    He observed that the victory of one candidate did not translate to a conquest of the other.

    “This is victory for all Bayelsa people. I urge all stakeholders to put the interest of the state above personal and political interests.

    “We must unite and work toward building a better Bayelsa,’’ he stated.

    Jonathan also called on INEC and other stakeholders to take off-cycle elections seriously and to work for the improvement of the electoral system and sustainability of Nigeria’s democracy.

    Diri defeats Sylva to secure re-election

    Bayelsa State Governor Douye Diri was yesterday declared the winner of Saturday’s governorship poll by the Independent National Electoral Commission (INEC).

    Diri, the flagbearer of the Peoples Democratic Party (PDP) polled 175, 196 votes to defeat his closest challenger, Timipre Sylva of the All Progressives Congress (APC), who had 110,108 votes.

    Diri and Sylva were trailed by the standard bearer of the Labour Party (LP), Udengs Eradiri, who garnered 905 votes.

    The APC, which disputed the results, declined to sign the result sheets. Some observers and seven of the parties that fielded candidates in the off-cycle election also rejected the results.

    Diri won in six out of the eight local government areas. He took Yenagoa, Kolokuma-Opokuma, Sagbama, Ekeremor, Ogbia and Southern Ijaw. Sylva won in Brass and Nembe local government areas.

    Vice Chancellor of the Federal University of Technology, Minna, Prof. Kuta Farouk, declared the result in his capacity as State Collation Officer. He did so in the presence of INEC’s Resident Electoral Commissioner (REC) in the state, Mr. Obo Effanga and a National Commissioner of the commission May Agbamuche-Mbu.

    The Collation Officer said: “Diri, having satisfied all constitutional provisions, is hereby declared the winnerand returned elected.”

    Reading out the results, Prof Farouk said 1,056,862 voters were registered but that only 372,000 were accredited to participate in the election.

    But the agent of the APC, Dennis Otiotio, said his party would not sign the result sheet because the party’s over 80,000 collated votes were cancelled by INEC at the commission’s office.

    Speaking at the collation centre, Otiotio said the votes were cancelled in APC strongholds of Nembe and Southern Ijaw despite the fact that they had been collated at the units and ward levels.

    He said that instead of allowing collations of results to take place at the wards in APC strongholds, the REC collated the results at the INEC office in Yenagoa.

    The APC chair wondered why only results in PDP strongholds were collated at their various wards and local government areas.

    Otiotio insisted that there was massive rigging, disenfranchisement and cancellation of APC votes in many polling units and compromised by the INEC.

    He urged the electoral umpire to rectify the results within seven days, after which the party would take the next line of actions.

    Otiotio said: “INEC didn’t follow the electoral procedures. Our over 55,000 votes scored by APC were cancelled in Southern Ijaw while 29,000 votes were equally cancelled and when added amount to over 80,000 votes that were cancelled. Clearly APC won election. We will contest election result being declared by INEC, after consulting our legal team.”

    There was chaos at the Bayelsa State INEC Collation Centre in Yenagoa when the results from Brass Local Government Area were being announced.

    The rage caused a shouting match that resulted in physical attack on the State Otiotio by Victor Werinipre, who was identified as Accord party agent.

    Trouble started when Werinipre reacted to the results from Brass made a blanket statement that the APC deputy governorship candidate, Joshua MacIver, called for violence during the campaign.

    Angered by the remark, Otitio asked Werinipre to withdraw his statement. Other agents joined him to call the Accord agent to order.

    But Werinipre threw caution to the wind and punched Otitio in the stomach, a situation that sparked tension at the centre.

    Security agents, however, restored peace and calm at the centre.

    Apart from the APC, seven other political parties such as the Social Democratic Party (SDP), New Nigerian Peoples Party (NNPP), Labour Party (LP), National Rescue Mission (NRM) and the Peoples Redemption Party (PRP).

    They denounced alleged irregularities and cancellation of votes by INEC where opposition political parties in the state won.

    The Chairmen Allen Domotimi Nathan (SDP); Joel Tubornimi (NNPP); William Parker (NRP) and LP State Agent, Charles Oyibo, among other chairmen, claimed they were massive cancellation in the area where opposition political parties won to give the ruling PDP an edge.

    They said: “The number of canceled votes is more than the margin used in declaring Douye Diri winner, we will challenge the result in court.

    “There was massive cancellation in the areas but that other political parties won, while where PDP won, votes were allowed to stand, we reject the result announced by INEC.

    “Votes were just awarded during the collation, we are not comfortable with the result declared, tax payers money were deployed to buy votes”.
