    Military needs support to fish out soldiers’ murderers, says Diri

    Bayelsa state governor, Douye Diri, has called for concerted efforts and support for the military and other security agencies to bring the killers of the 17 soldiers in the Okuama community in Delta state to justice.

    Diri, who strongly condemned the killings, again expressed his deep condolences and that of the Bayelsa government to the families of the slain military personnel, the wider Armed Forces family, and the Army in particular.

    He stressed that no effort should be spared to bring the perpetrators to book.

    Diri’s chief press secretary, Daniel Alabrah, said in a press statement on Wednesday that Diri stated that Bayelsa, being a proud host to the headquarters of the joint services Operation Delta Safe (OPDS), the Central Naval Command, the Nigerian Air Force (NAF) Mobility Command, and the Nigerian Army 16 Brigade was understandably outraged at the heinous attack on the military personnel that is cherished members of the communities they are located and the state.

    He said the government would continue to support the military and other law enforcement institutions in their mission in the state.

    The governor has consequently directed all the security commanders in the state as well as the coordinator of the Bayelsa Community Safety Corps, Brig-General Eric Angaye (rtd), to scale up surveillance and patrol of the state’s borders and the waterways.

    Diri said: “The killing of our soldiers is barbaric, satanic, and outright criminal criminality. And anyone involved should be seen and treated as a criminal under our laws.”

    He urged people of the state, particularly residents of the Igbomotoru community in the Southern Ijaw Local Government Area, to remain calm as the government would ensure that law-abiding citizens were protected and safe at all times.

    Bayelsa State Governor, Douye Diri and other dignitaries at the weekend joined the Rivers State Governor, Sir. Siminalayi Fubara, to bury his mother-in-law, Mrs. Adeline Ndalu Jaja at Opobo-Nkoro Local Government Area of the state.

    The funeral attracted top dignitaries from the political class, business community, traditional leaders, clergies, captains of industry, heads of ministries, departments and agencies, parastatals, commissions, among others.

    Key stakeholders in attendance were former governor of Rivers State, Sir Dr. Peter Odili and his wife, Justice Mary Odili, JSC, (rtd); State Deputy Governor, Prof Ngozi Odu; Chief Judge of Rivers State, Justice Simeon Amadi; Secretary to the State Government, Dr. Tammy Danagogo and former National Chairman, PDP, Prince Uche Secondus.

    Others were former Minister of Transport, Dr. Abiye Sekibo; Senators John Azuta Mbata and Lee Maeba; former Deputy Speaker, House of Representatives, Rt. Hon. Austin Opara; Dr. Sam Sam Jaja; Chief Adokiye Amiesimaka; Chief Emeh Glory Emeh; National and State Assembly members from both Rivers and Bayelsa among others.

    Speaking at the funeral service, Fubara, said that it was imperative for people to reflect on their lives and change their ways if their style would not open doors of better opportunities for their children.

    The governor said it was disastrous for parents or leaders to conduct their lives without regard to building a good name that would become valuable currency for their children.

    He said: “We are all here this afternoon to say bye-bye to Mama. But I want you to go home with something. And by the grace of God, I don’t think there will be any counter to the point I will make.

    “How do we live our lives? Can we live in such a way that when we are no more, our names can open doors for our children? That is what I want you to go home with.

    “Mama has lived her life, and it has opened a lot of doors for her biological children. Even those people that are close to Mama, when you mention that you know so and so person, doors will open.

    “So, I want everybody here to go back and reflect on it. You must live life so that when you are no more, and our children who are left behind mention our names, those names open doors for them. I feel that is the greatest virtue parents should leave for their children.”

    Fubara further said that Mama was a good example because she lived a good life, simple, and promoted justice.

    The governor also declared that his confidence is in God, “who is the foundation on which his administration is anchored.”

    He assured that despite the contending challenges, the state and his administration had triumphed.

    He said: “I want to thank every one of you this afternoon, especially our leaders, true leaders of our dear State. Leaders, because one of the reasons why one is called a leader is your experience and age.

    “True leaders are here to support us in these trial times. I want to thank all of you, and to say, continue to stand for what is right and what is true.”

    Fubara expressed appreciation to his brother Governor of Bayelsa State, Senator Douye Diri, for his show of love by being physically present while he buried his late mother-in-law.

    The governor also thanked the “true leaders” of the state, who had stood with him to promote what is right and to protect the interest of the State.

    Governor Fubara particularly acknowledged the fatherly role played by the Amayanabo of Opobo Kingdom, King Dandeson Douglas Jaja, and for ensuring that peace continued to prevail in the kingdom.

    In his speech, Diri conveyed the condolences of sister states in the region to Governor Fubara, his family and Rivers people for their loss.

    Diri said it was always sad to have a loved one die, no matter the age, adding that late Mrs. Adeline Ndalu Jaja would have lived longer, especially now that her daughter is the First Lady of Rivers State but quickly pointed out that death is a pointer to how temporary life is on earth.

    Diri, who attended the burial with his entourage, extended the deepest condolences of the government and people of Bayelsa State to the Rivers first family.

    Wife of the Rivers State Governor, Lady Valerie Fubara, read the biography of the late matriarch, which was a testimony of a courageous leader, who rose from a humble beginning and disciplined parentage to success, with a career in the Nigeria Police Force that spanned years of active service till her retirement in 1997.

    The only lesson at the funeral service anchored on divine atonement and respite for those in grief was taken by Mrs Vanessa Apiafi Banigo.

    INEC, Diri, Sylva, PDP close case in LP’s petition against Bayelsa guber poll

    The Independent National Electoral Commission (INEC), Governor Douye Diri of Bayelsa State, the Deputy Governor, Lawrence Ewhrudjakpo, the Peoples Democratic Party (PDP), and ex-Minister of State for Petroleum, Timipre Sylva concluded their defence on Wednesday in respect of the petition by the candidate of the Labour Party (LP) in the last governorship election in the state, Udengmobofa Eradiri.

    Eradiri is, by his petition marked: EPT/BY/GOV/02/2023 praying the governorship election tribunal to among others, void the joint ticket of Diri and Ewhrudjakpo, and disqualify Sylva on grounds of non-qualification and declare him the actual winner of the election held on November 11, 2023.

    At Wednesday’s proceedings, the lawyer to INEC, Alhassan Umar (SAN) opened and closed his client’s case after tendering some sets of results sheets comprising Forms EC8C (for the eight Local Government Areas in the state), Forms

    EC8D (for the eight LGAs in the state) and Form EC8E.

    Lawyer to Eradiri, Ayotunde Ogunleye (SAN) objected to the admissibility of the documents but reserved his reasons until the final address stage.

    Diri, who is the second respondent, his party, the PDP and Sylva neither tendered any document nor called any witness.

    They elected to rely on the evidence elicited from the petitioner’s sole witness during cross-examination.

    Out of the five respondents to the petition, only Ewhrudjakpo called a witness, who was subpoenaed to produce his service record as a former civil servant.

    The witness, Gowon Toruyouyei said he was the Permanent Secretary in Bayelsa State Ministry of Local Government, Chieftaincy and Community Development until he retired recently.

    Ewhrudjakpo’s lawyer, Chukwuma Machukwu Umeh (SAN) tendered some documents through Toruyouyei, which he claimed constituted the Deputy Governor’s service record as a civil servant in the Bayelsa civil service.

    Shortly after Tunde Falola, lawyer to Sylva (who is the last respondent) announced the closure of his client’s case, the tribunal Chairman, Justice Adekunle Adeleye announced dates for parties to file their final written addresses.

    Justice Adeleye ordered the five respondents to file and serve their final written addresses on or before March 21; the petitioner is to file and serve not later than March 29, while respondents are to file their replies (if any) not later than March 31.

    He adjourned till 12 noon on March 31 for the adoption of the parties’ final written addresses.

    Eradiri, while testifying on Tuesday as the sole witness of the petitioner, insisted that Diri and Ewhrudjakpo were not qualified to have contested the election because the Deputy Governor lied about his academic qualification in the Form EC9 he submitted to INEC.

    He also stated that Sylva was not qualified to contest the election because he had been elected into the office of the Governor of Bayelsa State twice before the last election.

    The petitioner noted, in the petition, that for the 2nd and 3rd respondents (Diri and Ewhrudjakpo) to qualify for election as Governor and Deputy Governor of Bayelsa State “respectively and jointly, they must have met the requirements of Section 177 and must not be in breach of Section 182 of the Constitution of the Federal Republic of Nigeria.”

    The petitioner stated that Ewhrudjakpo was at the time of the election breach of Section 182(1)(j) of the Constitution of the Federal Republic of Nigeria by allegedly making false claims about his qualifications.

    Eradiri noted that while Ewhrudjakpo claimed to possess only the first school leaving certificate in the Form EC9 he submitted to INEC for the last governorship election, he had in two previous elections claimed to be a Law graduate.

    He alleged that on September 8, 2019, Ewhrudjakpo “presented a forged certificate to the 1st respondent (INEC)) in breach of Section 182(1)(j) of the Constitution of the Federal Republic of Nigeria.”

    The petitioner added: “Contrary to the 3rd respondent’s (Ewhrudjakpo’s) sworn statement in paragraph C of the said affidavit (FORM EC9) to the effect that the only qualification he has obtained is First School Leaving Certificate, the 3rd respondent, for the purpose of contesting the Bayelsa State gubernatorial election which held on the 16th day of November 2019 submitted to the 1st respondent (INEC) an affidavit of personal particulars wherein he stated that he obtained a Bachelor of Laws (LLB) degree and BSC in Secretariat Administration.

    “Contrary again to 3rd respondent’s sworn statement in paragraph C of the affidavit (FORM EC9) to the effect that the only qualification he has obtained is First School Leaving Certificate, the 3rd respondent, for the purpose of contesting election to the Senate sometime in 2015 submitted to the 1st respondent an affidavit of personal particulars wherein he stated that he obtained a Bachelor of Laws (LLB) degree.

    “In the light of 3rd respondent’s statement in the affidavit submitted to the 1st respondent by the 3rd respondent for the purpose of the governorship election of 2019, to the effect that he had obtained university degrees, the affidavit of personal particulars submitted to the 1st respondent by the 3rd respondent for the purpose of the governorship election of 11th day of November 2023, tells a lie about itself in that it avers that the one and only educational qualification obtained by the 3rd respondent is First School Leaving Certificate.

    “In the light of 3rd respondent’s statement in the affidavit submitted to the 1st respondent by the 3rd respondent for the purpose of contesting election to the Senate sometime in 2018 to the effect that he had obtained university degrees, the affidavit of personal particulars submitted to the 1st respondent by the respondent for the purpose of the governorship election of 11th day of November 2023, tells a lie about itself in that it avers that the one and only educational qualification obtained by the 3rd respondent is First School Leaving Certificate.

    “An affidavit that contains a false statement, tells a lie about itself, and it is a forged certificate,” the petitioner said.

    He wants the tribunal to void the participation of Diri and Ewhrudjakpo in the election, declare the votes allocated to them as wasted votes, cancel the certificate of return issued to them and also void Sylva’s participation in the election and the votes allocated to him.

    Eradiri equally wants the tribunal to declare him as the lawful winner of the election and to order INEC to issue him with a certificate of return.

    Bayelsa state governor, Douye Diri, has expressed that his administration is working towards creating a new Bayelsa where sustainable development will not be hindered by political boundaries.

    In a statement released by Diri’s spokesperson, Daniel Alabrah, the governor made this remark during a grand reception organized in honour of Senator Heineken Lokpobiri, the Minister of State for Petroleum Resources (Oil).

    The event took place at the Ekeremor community pavilion in the Ekeremor Local Government Area of the state.

    Others also honoured at the event were the state representative on the board of the Niger Delta Development Commission (NDDC), Senator Denyanbofa Dimaro, a member of the board of the Nigerian Content Development and Monitoring Board (NCDMB), Mrs. Bekearedebo Warrens as well as a former Attorney-General and Commissioner for Justice, Kemasuode Wodu and Mr. Felix Okorotie, who were both conferred with the legal titles of Senior Advocate of Nigeria (SAN).

    He stressed that the time for politicking was over and urged the people irrespective of political differences to rally round his administration to accelerate the pace of development.

    Diri, who expressed profound gratitude to President Bola Tinubu for appointing illustrious sons and a daughter of the state into various positions of trust in his administration, also appreciated the Minister of the Federal Capital Territory and former governor of Rivers State, Nyesom Wike, for his role in the appointment of Senator Lokpobiri as minister.

    He said: “This is not the time for PDP (Peoples Democratic Party) or APC (All Progressives Congress). Politics is over. It is time for governance.

    “We do not have party differences in Bayelsa but what we have is the development of our state and Nigeria at large. Let us jettison petty jealousies and join hands to develop our state so that it will grow from strength to strength.

    “The persons appointed have what it takes to represent Bayelsa. Under Senator Lokpobiri as Minister of State for Petroleum Resources, we will see a different kind of representation. We need to partner with the NDDC and the Delta State government to build a bridge across both states.

    “We need to also partner with the NDDC to take the Ekeremor road to Agge. We need this road infrastructure for easy movement of our people.”

    The governor also promised that the construction work on the Nembe-Brass road in Bayelsa East senatorial district would continue and hinted that the Federal Government had indicated interest in the project.

    “On behalf of the government and people of Bayelsa State, l thank President Bola Tinubu for making these appointments possible. Aside from God and the president, l also thank the FCT Minister, Nyesom Wike, for contributing to the appointment of Lokpobiri as minister.”

    In his remarks, the chairman of the occasion, a former Director-General of the Department of State Services (DSS), Matthew Seiyefa, also thanked President Tinubu for the appointment of sons and a daughter of Ekeremor.

    Seiyefa, who is also Pro-Chancellor of the state-owned Niger Delta University, said it was heartwarming that Ekeremor alone produced two Senior Advocates of Nigeria by dint of hard work and perseverance attained at the highest level in the legal profession.

    In his solidarity message, Managing Director of the Niger Delta Development Commission (NDDC), Dr Samuel Ogbuku, said the gesture of honouring people that had excelled in various fields of endeavour serves as a source of encouragement for others to work hard.

    Ogbuku said the commission would collaborate with the government to ensure the completion of the Ekeremor-Agge road project and a regional bridge project linking Bayelsa and Delta states.

    Also delivering his solidarity message, the Pere of Tuomo Kingdom and retired Supreme Court Justice, King Francis Tabai, urged the youths to see the celebrants as a source of inspiration by taking their education seriously, saying without education, they would not have been celebrating the successes achieved by Lokpobiri and others.

    Responding on behalf of other honourees, Lokpobiri expressed appreciation to the leaders of Ekeremor as well as the state governor for the honour done them.

    He said the idea of honouring him despite being an APC member was laudable, noting that what mattered most was the character of the candidate in an election rather than the party he represents.

    Lokpobiri equally thanked Wike for being instrumental to his appointment and also expressed gratitude to the Delta State Governor, Sheriff Oborevwori, and other prominent personalities for gracing the event.

    ‘Recuse yourself from Sylva/Diri’s case’

    An advocacy group, Bayelsa Professionals Forum (BPF), has urged Justice Adekunle Adeleye, the chairman of Election Petitions Tribunal in the legal battle between Bayelsa State Governor Douye Diri and the candidate of the All Progressives Congress (APC), Chief Timipre Sylva, to recuse himself from the case.

    BFP’s Secretary Philip Erepa said in a statement yesterday that Adeleye’s recusal would allow for independent investigations into some of the claims concerning his bias towards Sylva and the circumstances surrounding his appointment.

    Erepa said such a probe had become necessary, following a viral petition written to the Office of the Appeal Court’s President by Sylva’s legal team requesting the disbandment of the Election Petition panel chaired by Adeleye.

    He said: “We are calling on the President of the Court of Appeal to ask Justice Adeleye to recuse himself from the case, to allow independent investigations into these claims, which border on the essence of justice.

    “The essence of the court is justice and for any case to have merit, justice should be seen as served and not manipulated. What we are asking is that justice must prevail in this case.”

    Bayelsa Professional Forum (BPF) has described as unfortunate, public display of ignorance of the roles of the Nigeria Police Force (NPF) during elections by Governor Douye Diri.

    The Secretary, BPF, Philip Erepa, in a statement yesterday in Yenagoa, said he watched with dismay during a live youth programme where Diri in his remarks suggested that the police had no responsibility during elections.

    Erepa said Diri, who alluded to a matter before the court, which he said was supposed to be a subjudice, ignorantly claimed that the police had no responsibility to stand as a witness in an election matter, which they monitored and secured.

    He said Diri in his frustration also made some damaging remarks against a former Commissioner of Police, CP Alausa and other respected patrons of the state and the country.

    He said Diri and his co-travellers lacked understanding that the police were saddled with the responsibility of securing any election in the country.

    He said by his statement, Diri was simply trying to pre-empt the court in his bid to truncate a legal process challenging his declaration as governor.

    Erepa said: “We have watched with utter dismay Governor of Bayelsa State, Senator Douye Diri, in a live youth programme making an ignorant remark suggesting that the police have no assigned responsibilities during elections.

    “Diri needs to be educated that as protectors of the elections, the police monitor and secure the entire process and can also be called upon to stand as witnesses in any court process involving such elections.

    “What Diri and his co travellers fail to understand is that the police have statutory responsibility in the conduct of elections in Nigeria. They are the only security outfit with that responsibility. The role of the police is to secure the election. This is why you find a policeman at each of the polling units.

    Contacted on the allegation against Governor Diri, his Chief Press Secretary, Mr. Daniel Alabrah, in an apparent move not to respond to it, just wrote: “I’m ashamed of whoever wrote and signed this statement.”

    “We are also baffled that Diri out of his frustration made disparaging remarks against Bayelsa State Commissioner of Police, CP Alausa, for simply doing his job. Diri should be told that his utterance in a matter, which is subjudiced, is an affront to the judiciary and an attempt to pre-empt the court.

    “We find Diri’s recent comments as an attempt to harass not just a decorated member of the Nigeria Police Force, but also the entire Nigeria Police Force.”

    We’re prioritising human capital development, says Diri

    Bayelsa State Governor Douye Diri has said his second term administration will focus more on human capacity building, to provide quality leaders for public and private organisations within and outside the state.

    He said this yesterday while declaring open a three-day Leadership and Entrepreneurship Skills Development Summit in Yenagoa.

    The summit with the theme: ‘Building the Bayelsa Youth for Leadership’, was organised by the state government, in collaboration with the Prosperity Youth Coalition and Gotni Leadership Centre.

    The governor, represented by his deputy, Senator Lawrence Ewhrudjakpo, said efforts would be made to create a critical mass of responsible and competent youths, who could fit into leadership roles anywhere in the world.

    Stressing the importance of human capital as a factor of production, Diri said the greatness of a society is better measured by the number of resourceful, quality and knowledgeable people that make up the society.

    Drawing parallel between Singapore, Ghana, Rwanda and Nigeria, he noted that “only proactive and effective leadership can salvage the country from its backwardness and socio-economic challenges.”

    Diri noted that although his administration was determined to sustain its drive for infrastructural development, efforts would be made to build human beings to man the critical infrastructures being built by the government.

    He advised the trainees to take the programme, which centres on effective leadership, entrepreneurial skills and resource mobilisation, seriously, adding that the best 24 of them would be sent elsewhere for further training.

    The governor’s wife, Dr. Gloria Diri, announced her plans to give attention to developing youths, particularly the boy- child, in the second term of the Prosperity Government.

    Mrs. Diri, who enjoined the participants to make use of the opportunity to improve themselves, said she will soon roll out what she calls The Boy Child Agenda.

    Director General of Prosperity Youth Coalition (PYC), Comrade Doubara Kumouko, thanked the state government for investing in the development of youths.

    Two arraigned in court over alleged conspiracy to kidnap Diri’s brother

    The Bayelsa State Police Command has arraigned two persons in Kaiama High Court sitting in Yenagoa, the state capital, over alleged conspiracy and attempted kidnap of Mr. Ebi Ayama, popularly known as Americana.

    Ayama is a brother to Governor Douye Diri.

    The two suspects — Lucky Oghenebrume, 53, and Omobowho Okpowodo, 52 — were arrested by men of the Operation Puff Adder of the Police Command in November, 2023 at Mbiama, a border community in Rivers State.

    Their arrest, according to the police authorities, was made possible through intelligence gathering and detailed investigation.

    The two suspects arraigned at the Kaiama High Court sitting in Yenagoa with suit No. BYH/KHC/CR/2/2024, pleaded not guilty to the charges.

    Police prosecution told the court that Oghenebrume was the mastermind and had been on the wanted list of the State Police Command over alleged involvement in the abduction of one Fyneman in Sagbama area of the state where a ransom of N50 million was paid.

    The second suspect, Okpowodo, was identified as the owner of a motor mechanic workshop, where they targeted victims while carrying out repairs on their vehicles.

    Okpowodo, according to the police prosecution, was allegedly overheard planning to abduct Mr. Ebi Ayama on his way from Ekeremor area of the state.

    The presiding judge, Justice T. Songi, has adjourned the case until 27th February, 2024.

    Meanwhile, a cross-section of the residents of Yenagoa, the Bayelsa State capital, has commended the digital innovation by the State Police Command led by CP Alonyenu Francis Idu with the deployment of drones and other operational assets to tackle crime and threats to peace in the state.

    According to Comrade Jameson Peters, a resident of Opolo, the proactive response to emergencies such as the recent communal clash in the area is commendable

    “The coordination among security agencies shows that the present administration is disposed to peace and security of lives and property,” Peters said.

    Court adjourns suit seeking to disqualify Gov Diri until March 18

    A Federal High Court , Abuja, on Monday, adjourned the suit seeking the disqualification of Gov. Douye Diri of Bayelsa and his deputy, Lawrence Ewhrudjakpo, until March 18 for hearing.

    The suit, which was listed on number 14 on the cause list, could not go on due to the volume of work before Justice Emeka Nwite.

    The court, therefore, fixed March 18 for the hearing.

    The News Agency of Nigeria (NAN) reports that Justice Nwite had, on Nov. 30, 2023, fixed today for the hearing after the suit was stalled.

    Less than nine days to the Nov. 11 Bayelsa governorship election, a fresh suit seeking Diri and Ewhrudjakpo’s disqualification commenced before Justice Nwite.

    The judge had, on Nov. 3, granted the ex-parte motion moved by plaintiff’s counsel, Ifeanyi Nwosu, seeking a leave to serve Diri and Ewhrudjakpo at the Government House in Bayelsa, through courier service.

    The suit, marked: FHC/ABJ/CS/1448/23 and filed by a Bayelsan woman, Blessing Clement Azibanagbal through her lawyer, Nsowu, listed Diri, Ewhrudjakpo, PDP and Independent National Electoral Commission (INEC) as 1st to 4th defendants respectively.

    The suit sought an order of mandatory injunction, directing INEC to remove the names of Diri and Ewhrudjakpo as PDP’s candidates in the Nov. 11 poll.

    It also sought an order of perpetual injunction restraining INEC, its agents, privies or whosoever called, from further publishing their names as standard bearers for the party in the forthcoming election in Bayelsa.

    It further sought a declaration that Ewhrudjakpo was not qualified to run as deputy governor under the PDP.

    Azibanagbal, in the originating summons dated Oct. 26 and filed on Oct. 30, sought a declaration that Ewhrudjakpo was also not qualified to be a running mate with Diri.

    Besides, she prayed the court to declare that Ewhrudjakpo had multiple of names without any evidence to proof “that he is the same person.”

    She, therefore, urged the court to declare that the PDP had no candidate in the poll.

    But the PDP, in a notice of preliminary objection dated Nov. 28 and filed Nov. 30 through its lawyer, A.K. Ajibade, SAN, prayed the court to dismiss or strike out the suit for being statue-barred.

    It also urged the court to dismiss the suit for not disclosing reasonable cause of action against the defendants.

    Giving five grounds, the PDP argued that Azibanagbal’s case was founded on pre-election matter and the time prescribed by the constitution to initiate such suit had elapsed.

    It argued that the court lacked jurisdiction to hear and determine a suit that was already statute-barred.

    “This honourable court lacks jurisdiction to hear and determine a suit where and when the plaintiff’s suit failed to disclose cause of action and/or reasonable cause of action,” it said.

    Meanwhile, INEC declared Diri the winner of the Nov. 11 poll after he scored the highest votes to defeat other candidates, including Timipre Sylva of the All Progressive Congress (APC)
