    Funding critical for Amnesty programme success —Diri

    Governor of Bayelsa State, Senator Douye Diri, has called for adequate funding of the Presidential Amnesty Programme (PAP) for it to function effectively.

    Senator Diri made the call on Friday when he received the PAP Administrator, Dr Dennis Otuaro and his delegation in Government House, Yenagoa.

    The governor, who stressed that funding was critical for the survival of the programme, advocated the need for state governments and National Assembly members from the Niger Delta to collaborate towards addressing its funding challenges.

    He said: “There is no place that will survive without funds. These are some of the issues that we as governors can also support you in ensuring that our National Assembly members make the contacts and synergise so that these issues will not be left for you alone to handle.”

    He advised Dr Otuaro to build linkages across relevant state governments within the region to ensure that the programme makes meaningful impact, noting that the Niger Delta Development Commission (NDDC) also faces similar challenges, which had affected its activities.

    The Bayelsa governor admonished those calling for the scrapping of the programme, saying the issues that led to its establishment were still prevalent.

    According to him, despite the transition to renewable energy, crude oil production still plays a vital role in the nation’s economy and advocated for continuation of the programme.

    Giving a brief history of the armed struggle of the Ijaw people from the days of Jasper Adaka Boro, Diri said: “The ljaws, for long, have been suffocated in a structure that they had given their all in terms of human and natural resources. Over the years, there has been a long cry of neglect and underdevelopment.

    “The initial armed struggle in Ijawland basically fought for justice and development. The community called Oloibiri in Bayelsa State, where crude oil was first struck in commercial quantity in 1956, is now a shadow of itself. Nothing was ploughed back into Oloibiri that brought out all the trillions of naira for Nigeria.

    “I like my brothers from other states to recognise that amnesty was not a gift to the Niger Delta but to bring succour to a people that had been abandoned.”

    Diri approves N80,000 minimum wage for Bayelsa workers

    Bayelsa Governor Douye Diri has approved N80,000 as new minimum wage for workers in the civil service with effect from November 1, 2024.

    Diri also approved an increase in the monthly pension of retired workers as well as N7billion to reduce outstanding gratuity liabilities.

    His spokesperson, Daniel Alabrah, who disclosed these in a statement, said the Bayelsa Governor acknowledged the challenging times workers face in the state due to the rise in the cost of living.

    The statement reads: “To address the harsh times and in line with the National Minimum Wage (Amendment Act 2024), the Prosperity Administration of His Excellency Senater Douye Diri has approved the sum of N80,000 as minimum wage for the state’s workers

    “Governor Diri also approved an increase in the monthly pension of state retirees.

    “The related consequential adjustments for the various sectors, as agreed with the leadership of Labour in the state, will be implemented.

    “To further ameliorate the challenges of our retired senior citizens, His Excellency also approved the payment and reduction of the outstanding gratuity liabilities by N7bn.”

    Diri appreciated the workers and their leadership for their understanding, patience and commitment to the policies and programmes of the Prosperity Government.

    Diri lifts 466,732 Bayelsans with N16.8bn

    The Bayelsa State government has said that the Bayelsa-Cares programme launched by Governor Douye Diri in January 2022 with an annual budget of $20m has lifted 466,732 people in the state.

    The state Focal Person of Bayelsa-Cares, Mr. Timipre Seipulou, revealed this yesterday at a news conference in Yenagoa, the state capital, to acquaint the citizens with the success of the programme so far.

    Seipulou, who is also the Technical Adviser on Treasury, Tax and Revenue Matters to Bayelsa State governor, said that as of October 2024, a total of N16.8 billion had been allocated to the programme, with N13.8 billion disbursed directly to beneficiaries across eight selected areas.

    He said till date, approximately 466,732 direct beneficiaries had been reached, along with over one million individuals benefiting indirectly in communities throughout Bayelsa State.

    He stated: “We gather here today to celebrate and share the success story of the Bayelsa-CARES programme, an impactful rural empowerment intervention initiated in response to the challenges posed by the global COVID-19 pandemic in 2019.

    “As we are all aware, the pandemic wreaked havoc on economies worldwide, significantly affecting the livelihoods of the poor and vulnerable, and disrupting basic services. The resulting social unrest was felt throughout Nigeria, including in Bayelsa State.

    “In response to these unprecedented challenges, the Nigeria COVID-19 Action Recovery and Economic Stimulus (NG-CARES) was launched in collaboration with the Federal Government. This initiative aimed to mitigate the hardships faced by individuals, farmers, vulnerable households, communities, and micro and small enterprises.

    “Under the leadership of His Excellency, Senator Douye Diri, the Prosperity Administration has relentlessly committed resources and personal attention to ensure the successful implementation of this programme, particularly reaching out to our rural communities.

    Record entries for 3rd  Governor Diri National Wrestling Classics

    Over 1,000 participants  including  athletes, coaches and officials are to  take part  in the 3rd  Governor Douye Diri Wrestling Classics holding in Yenagoa between November 5th  and  9th .

    Bayelsa State’s Commissioner  for Sports  and Nigeria Wrestling Federation President, Dr. Daniel Igali, said at a press conference in Yenagoa, that the 3rd  Governor  Diri Wrestling Classics  which will  also be  serving as the 13th  National Wrestling Classics, remains the country’s longest-running wrestling tournament.

    “The federation has so far received entries from over 25 states, alongside military and paramilitary organizations, with more than 15 clubs also expected to participate,”  Igali stated.

    According to him,  the championship will include Freestyle, Greco-Roman, and female wrestling across 10 weight classes  along with five  Junior and Cadet classes totalling to 45 weight classes altogether.

    Dr. Igali praised Governor Douye Diri’s unwavering support for sports development, highlighting Bayelsa’s impressive credential in wrestling which has  garnered    82 African champions; 138 African medals;  Commonwealth gold medallists; 19 Olympians and one Olympic silver medallist.

    “Bayelsa remains the most successful state  in wrestling  and it’s the home of wrestling,” he  asserted.

    Speaking in the same vein, Permanent Secretary, Ministry of Sports Development, Mrs. Grace Alagoa stated:  “Nigerians should expect top-notch wrestling in the coming weeks.” 

    The Director of Sports, Bayelsa State Council, Sir Braveman Wodi said that ‘this championship would help prepare athletes for the National Sports Festival in Abeokuta’ While the Chairman, Bayelsa State Table Tennis Association added : “Collaboration with the Nigeria Wrestling Federation would help to positively engage youths through sports.”

    Dr. Igali thanked sponsors  of the event even as he demanded more  corporate support for sports development in the country.

    Diri affirms commitment to Sports development

    • Bayelsa United wins Governor’s Pre-Season tourney

    Bayelsa State Governor Douye Diri has promised that his administration will continue to prioritise the development of sports as a tool to positively engage the youths in the state.

    He made the pledge at the finals of the Governor Douye Diri Pre-season Tournament yesterday at the Samson Siasia Sports Complex, Ovom in Yenagoa.

    Diri, who was represented by his deputy, Senator Lawrence Ewhrudjakpo, said his administration was not worried about the resources being allocated for the development of sports in the state.

    A statement issued by the Senior Special Assistant on Media to the Deputy Governor, MDoubara Atasi, quoted the Governor as saying that sports remained one of the easiest ways to engage the youths positively.

    He emphasised that sports and education would remain focal areas in his prosperity administration because the two sectors have the capacity  to take youths away from drugs, criminality and other social vices that are capable of destroying their lives.

    Diri, who described Bayelsa as the Mecca of sports in Nigeria, said he was elated to hear that 10 players who took part in the Prosperity Cup would be leaving Nigeria to earn a living through sports, describing the pre-season tournament as a laudable initiative.

    He said that the government was working round the clock to host a similar tournament for Bayelsa Queens  to put the girls in shape before the commencement of the Nigeria Women Premier Football League (NWFL) later this year,

    Expressing satisfaction over the success recorded in the competition, he also promised to make the Douye Diri Pre-season tournament an annual competition to prepare Bayelsa United ahead of every season.

    Diri congratulated the champions, Bayelsa United, their Coach, Ladan Bosso, and  all the participating teams for their show of dexterity and professionalism throughout the tournament.

    He urged them to build on their achievements so far.

    In his remarks, Chairman Central Organising Committee, Mr. Ono Akpe, said he was confident that Bayelsa United would have a productive season in the NPFL, noting that the essence of the tournament had been achieved.

    He explained that apart from preparing Bayelsa United for the new season, the competition had also exposed more local players to some NPFL teams, adding that some of them would be traveling to Turkey and Finland in the coming days.

    Akpe, who described Bayelsa as the home of grassroots football, appreciated  Senator Douye Diri and his deputy, Senator Lawrence Ewhrudjakpo for giving sports premium attention.

    He equally thanked the commissioner for Sports Development, Dr. Daniel Igali and the Local Organising Committee for translating the vision of the governor.

    Bayelsa United emerged champions of the Governor Douye Diri Pre-season tournament, beating Bendel Insurance 7-6 on penalties to clinch the trophy and the prize money.

    The “Prosperity Boys’ smiled home with N1.5m, second place Bendel Insurance got N1 million while Akwa United received N500,000 for finishing third in the tournament.

    Diri to Sylva: stop denigrating judiciary

    • Says APC candidate has no lost mandate

    Bayelsa State Governor Douye Diri has again advised the All Progressives Congress (APC) candidate in the November 11, 2023 governorship poll in the state, Chief Timipre Sylva, to face the reality of his serial losses at the courts and stop casting aspersions on the judiciary.

    The Court of Appeal sitting in Abuja had on Thursday, July 18, upheld the judgement of the Bayelsa State Election Petition Tribunal and affirmed the re-election of Senator Diri as governor of the state.

    The appellate court ruled that Chief Sylva’s case lacked merit as he could not provide convincing evidence to invalidate the decision of the Independent National Electoral Commission (INEC) that election did not hold in 182 polling units.

    But, Chief Sylva, in a statement reacting to the judgement, accused the appellate court Justices of breaching several portions of the Nigerian Constitution.

    He also said the judgement “sadly reflected some of the concerns expressed by the CJN recently.”

    Diri said: “By referencing the “concerns” of the Chief Justice of Nigeria, Sylva was trying to be smart by half. To be sure, there were no conflicts or inconsistencies in the judgement of the Appeal Court as the verdict was crystal clear as crystal and consistent with the earlier judgement delivered by the state election tribunal.

    “After losing the November 11, 2023 governorship poll, Sylva poured dirt on INEC. Having lost at the tribunal and the appellate court, the APC candidate now acts the bad loser he is by denigrating the judiciary.”

    Diri sends list of 14 commissioner-nominees to Assembly

    Bayelsa State Governor Douye Diri has forwarded a list of 14 commissioner-nominees for confirmation by the State House of Assembly as commissioners of the state.

    Unlike what happened in his first tenure when it took him six months to submit the names of his commissioners, the nomination for his second term is coming barely two months after his inauguration on February 14, 2024.

    In a letter addressed to the Speaker of the House, Rt. Hon. Abraham Ingobere, the nominees are: Biriyai Dambo SAN; Maxwell Ebibai; ESV Moses Teibowei; Mrs. Koku Ebiuwou Obiyai; Dr. Emelah Gentle; George Flint and Komuko Akari Kharim.

    Others are Perepuighe Biewari; Preye Brodrick; Dr. Ebieri Jones; Barrister Peter Afagha; Mrs. Elizabeth Bidei; Michael Magbisa and Hon. Daniel Igali.

    It has yet to be ascertained if another list will come after this one sent on Friday, but from the current list, some former commissioners’ names were dropped.

    Urhobo group urges Diri to dissociate from Amangbein

    The Urhobo Renaisance Assembly has urged Bayelsa state governor, Douye Diri to dissociate himself from Endurance Okodeh Amangbein and his gang in the Niger Delta. 

    Its president, Austin Esiri, said although Amagbein worked for the governor during the last election, he should distance himself from him.

    Noting that the military is currently searching for Amagbein, Esiri said the effects of his activities in the Niger Delta are being borne by innocent people of the community. 

    He said as an ally of Diri, who worked for his election, the feeling of close ties will continue to grow if the governor refuses to disown him. 

    Esiri said in a statement: “Amagbein and his cohorts are known allies of Governor Douye Diri. He had played host to them in Government House.”

    Esiri lamented the killing of soldiers and civilians in Okuoma, urging the security agencies to apprehend the killers and bring them to book.

    He said: “It is very sad. Words are not enough to express our deep sympathy to the Nigerian Army and the families of the officers and soldiers gruesomely murdered.

     “Their service and supreme sacrifice to Nigeria, our fatherland would remain indelible heart of the Nation and Deltans in particular. 

    “Apart from writing to send this open condolence, we demand that the perpetrators of the heinous crime be apprehended and brought to justice.

    Hence, we support the current military effort and operations to arrest the killers.”

    However, Esiri took an exception to the ruthless reprisals and siege by the military on Okuama and Gbomotoru communities.

    He said: “As two wrongs don’t make a right, the innocent people of both communities should not suffer for the crime of a handful of brigands.”

    Diri dissolves exco, holds valedictory session for members

    Bayelsa State Governor Douye Diri was yesterday inaugurated for his second tenure.

    He pledged to implement a 10-year comprehensive economic plan for the development of the state.

    He immediately dissolved the executive council (exco), which worked with him in the last four years.

    Diri, alongside his deputy, Lawrence Ehwrudjakpo, took fresh oaths of office and allegiance administered by the Chief Judge, Justice Matilda Ayemieye, at Samson Siasia Sports Complex, Yenagoa.

    Present at the inauguration were Vice-President Kashim Shettima; his Liberian counterpart, Jeremiah Kounang; former presidents Olusegun Obasanjo and Goodluck Jonathan and his wife, Patience.

    Also present were the Minister of State for Petroleum Resources, Heineken Lokpobiri; Speaker of the House of Representatives, Tajudeen Abbas; former Senate president, Bukola Saraki; Chairman of the Peoples Democratic Party (PDP) Board of Trustees, Adolphus Wabara; ex-National Chairman of PDP, Iyorchia Ayu; former governor of Bayelsa State, Senator Seriake Dickson; Senator Ben Murray-Bruce.

    Other dignitaries included Governors Godwin Obaseki (Edo), Ademola Adeleke (Osun), Sheriff Oborevwori (Delta), Siminalayi Fubara (Rivers), Umaru Bago (Niger), AbdulRahman AbdulRazaq (Kwara), Seyi Makinde (Oyo) and Ahmadu Fintiri (Adamawa).

    Diri and his deputy won re-election on the platform of PDP at the November 11, 2023 governorship poll.

    They received their certificates of return from the Independent National Electoral Commission (INEC) on November 17.

    Diri highlighted the achievements of his administration in his first tenure in sectors, saying his second term would focus on addressing the challenge of lack of access to potable water by the residents.

    He said: “With this vision in mind, we have developed a comprehensive and ambitious 10-year economic plan for the state. This plan outlines our strategies and initiatives to diversify and strengthen our economy, create jobs, attract investments and improve the standard of living for the citizens.

    “To kick-start the implementation of this economic plan and to engage stakeholders, we are excited to announce the upcoming Bayelsa State Economic Development Summit in Yenagoa. This summit will serve as a platform for sharing ideas, discussing opportunities and forging partnerships to accelerate the economic growth of our state.

    “We shall focus attention on areas with comparative advantage, including agriculture, rice, cassava and oil palm production, seeking new partnerships and investors along the way.”

    He added that in his second tenure, citizens would have a more active and direct role in shaping and participating in the economy, stressing that “from small business owners and entrepreneurs to industry leaders and investors, everyone has a part to play in driving economic growth and prosperity.”

    Diri announced the dissolution of the exco and congratulated the political appointees on their “sacrifices and industry as our first term in office officially ended today.”

    He called for unity and togetherness towards overcoming obstacles, achieving a great feat and building a prosperous, inclusive and resilient Bayelsa State.

    Diri: Four years stocktaking and the dreams ahead’

    This year’s February 14th occupies a unique place in the political calendar of Bayelsa State. By divine arrangement, the date coincides with Saint Valentine’s Day, a day been set aside to express love and care to individuals or groups, an attribute of the Almighty.

    For Governor Douye Diri, his swearing-in in 2020 was no doubt a big smile on him by providence after he lost the election in questionable circumstances and his mandate was subsequently restored by the Supreme Court just 24 hours to the swearing-in ceremony. It was in this vein that he was aptly described as the “Miracle Governor”.

    In a month’s time, Diri will be inaugurated for a second tenure, after the people of the state renewed their faith in him by having him re-elected on November 11, 2023. Recalling his inaugural address to the people of the state on February 14, 2020, he did not mince words in outlining his responsibilities and tasks ahead of him.

    He hit the ground running by unfolding his vision, with a central message of governance revolving around the need for “love, unity, peace and prosperity”. He summarised by stating that his performance and developmental strides will be defined by the four pillars of peaceful co-existence. He, however, enjoined the people to think of the peace and prosperity of their brothers and sisters irrespective of political affiliations.

    According to him: “Today, we have been sworn in, my advice to all is that we be magnanimous in victory and eschew all forms of bitterness and acrimony.  If we kill ourselves because of politics, who are we going to lead, animals? “Today is 14th of February, a day of love. As a Valentine governor, we bring the message of love to Bayelsa State; we bring the message of prosperity to Bayelsa State”.

    The governor ended his extempore speech by reading out a famous prayer by a Catholic friar, Saint Francis of Assisi, which he called “Our creed” and I quote: “Lord, make us an instrument of thy peace, where there is hatred, let us show love. Where there is injury, let us learn how to pardon. Where there is doubt, let us have faith. Where there is despair, let us have hope. Where there is darkness, let us bring light”.

    It is known that since Diri assumed office, apart from the initial handful of kidnapping and other socio-political infractions, Bayelsans have enjoyed the peace, unity and love that pervade the landscape of the state. This has made him to be widely described as a man of peace. Little wonder, he has displayed uncommon dexterity and political sagacity in relationship management of his predecessors that has been devoid of the usual friction and daggers-drawn atmosphere that characterizes virtually all ties between governors, their predecessors and political benefactors. His continual maintenance of peace and harmony with all divides, earned him massive votes during his re-election bid.

    When Diri took over as governor, he prioritized a stable and prosperous management of the state’s economy through a transparent, prudent and resourceful application of the state’s scarce resources.

    Borrowing is contemplated in the budget to bridge financing gap and is a critical instrument for intervention in execution of projects. The outcome of such interventions transformed the lives of the people and the value of the state.

    Acknowledging the negative implications of debt funds and the burden thereof, he ensures that borrowings undertaken are necessary, value laden, content fit and are within the debt sustainable ratio threshold.  Diri further ensured that debt secured are not detrimental to the economy and developmental programme of the state, hence he consistently managed the debt profile in collaboration with Finance Management Team.

    In the area of education, his administration has deployed huge financial resources to pull the state out of the unenviable status of the educationally-disadvantaged. Apart from embarking on massive rehabilitation of primary and higher schools across Bayelsa, the government also built one technical college in each of the eight local government areas of the state.

    These technical colleges are essentially to promote education that will entrench the values of self-reliance and prosperity through the acquisition of technical skills.  This is in addition to improving the infrastructure of tertiary institutions across the state, which culminated in the accreditation of several courses at the state-owned Niger Delta University, School of Nursing, College of Education and Polytechnic.

    It is heart-warming that the huge investment in the education sector is yielding results, as statistics indicate that among the six states in the South-South zone, Bayelsa has the lowest number of out of-school children.

    Moreover, infrastructure development has received great attention, as the governor has proven himself to be a worthy ambassador in this area. This is evidenced by the aggressive mode in which projects are being executed without making any noise about it. This singular action has averted the syndrome of abandoning projects initiated by predecessors, which is a common phenomenon in the nation’s body politic with resultant effect of impediment of development.

    Shortly after his inauguration, Diri went round the state to conduct an audit on projects initiated, work in progress and other stages of construction by his predecessors. In earnest, he mobilised contractors to site, the completion of the first phase of the New Gloryland Drive which runs from the gateway at Igbogene through Onopa to Government House was one of such inherited projects. The project, which was initiated by the administration of Chief Timipre Sylva was only at its early stage of execution then. The project is critical to opening up that axis of the Yenagoa metropolis by averting the inconveniences of traffic that road users contend with in the state capital.

    The outer ring-road connecting Opolo-Elebele to the Igbogene gateway, initiated by the administration of Senator Seriake Dickson and completed by the Diri administration has also reduced traffic problems and enhanced the socio-economic lives of Bayelsans.

    Besides, the age-long bridge linking the ancient towns of Bassambiri-Nembe and Ogbolomabiri-Nembe, popularly called “Unity Bridge” which construction stopped years ago, has been completed. The Elebele Bridge, a major link which collapsed two years before he took over, has also been completed.

    Another people-oriented project which the Diri administration will be remembered for is his resolve to link up the hinterlands of the riverine communities by roads. Thus, the continual construction of three roads in the three senatorial districts which he partly inherited from his predecessors, which include Yenagoa to Oporoma-Ukubie, the Sagbama-Ekeremor Road and the Nembe-Brass Road. These are signature projects that will not only enhance the socio-economic lives of the rural dwellers, but will also curtail the twin problems of sea piracy and rural-urban drift.

    The completion of the Bayelsa International Airport which was in high debate over cost and usefulness has finally repositioned the state’s economic and transportation windows. The completion of the airport comes with a lot of benefits as well as places Bayelsa in the world map of flight operations. Diri aptly said during the inauguration flight that “This airport will take Bayelsa to the world and the world to Bayelsa”.

    This is in addition to the construction of major highway from the airport to Igbedi community in Kolokuma-Opokuma Local government area, which until now was accessible only by river craft. This has changed the socio-economic lives of the people for good.

    The Diri four years report card cannot be complete without reference to the huge investment made in the area of security. The administration referred to as “prosperity government” appreciates that there is a strong nexus between security and development. In this regard, he took several bold initiatives to confront the security challenges in the state.

    He first inaugurated a committee to promote community policing, by recruiting young men and women who were trained in the art of intelligence gathering to work with the state-owned vigilante outfit. It was set up to complement the role of the conventional police force and other security agencies with the broad spectrum towards nipping in the bud security concerns in the state.

    Also, the government embarked on demolition of illegal makeshift structures around the Tombia-Edepie round-about which until now was a notorious den for criminals and men of the underworld. Today, the area has been converted into a tourist’s delight with aesthetic beauty of light and redesigned structures. These measures have shored up the profile of the state as the most peaceful and secured state in the South-South region.

    So, it is not out of place to state the obvious, that the four-year first tenure was dedicated to reconstruction and redefining the state’s development narratives. Apart from the construction of over 70 internal roads, there is no government in the history of Bayelsa that has touched the lives of the rural dwellers as much as the Diri administration has done.

    This ranges from road construction, capacity building, building and rehabilitation of schools, to the empowerment of the vulnerable ones. The first tenure was captivating with clear vision of navigating the ship of the state to an anchor without betraying the confidence the people have reposed in him.

    While the transition bell continues to rings for the journey of his second tenure come February 14, the 2024 Budget which has already been passed has set the tone for consolidation and determination to do more with focus on education, life transforming projects, human capital development, electricity, and many others that are critical to changing the story of under development of the state has begun.

    Governor Diri is urged to redirect his infrastructural development periscope to the deployment of drones and circuit cameras for security control. Furthermore, the abandoned 18-storey tower hotel, Galleria Viewing Centre, the five-star hotels along Swali Road, the abandoned Peace Park, the abandoned shopping mall, should be looked into to avoid the resources invested become wastage.

    The governor should see the importance of construction of massive drainages from Ovom to Igbogene to control rain overflows in the capital. He should pay more attention to linking the Mbiama-Yenagoa Road across the canal with minimum of five bridges to expand the infrastructural development of the state capital for accessibility and decongestion.

    In summary, Diri should come up with a development plan that will stand out Bayelsa among other states comparatively and become a reference point. It could be in the area of health village, industry park, information technology hub, steady power supply, sustained fuel supply, portable water supply powered by dam, etc. This will make the state an investment destination.

    There is no doubt even ardent critics of the Diri administration have conceded that the government has done well and deserves a pat on the back. As we take stock of his performance in the last four years, we look forward to brighter days in Bayelsa and for Bayelsans.
