    DSS denies personnel involvement in alleged abduction, defilement of minor

    The Department of State Services (DSS) has denied reports linking one Ifeanyi Festus to its personnel in connection with alleged abduction, defilement of a minor and abuse of office, stating that the Service has no record of such a person in its employment.

    In a statement on Saturday, the DSS, however, confirmed that a serving officer, Ifeanyi Onyewuenyi, has been arrested over allegations of forceful conversion and marriage of a woman identified as Walida Abdulhadi.

    The statement was signed by the Deputy Director, Public Relations and Strategic Communications, DSS National Headquarters, Abuja, Favour Dozie.

    The Service said the suspect is under investigation, stressing that the alleged acts are against its regulations and code of conduct.

    It added that the outcome of the investigation will be made public.

    The statement reads: “The attention of Department of State Services (DSS) has been drawn to reports alleging involvement of a staff of DSS, one Ifeanyi Festus, in a case of abduction, defilement of a minor and abuse of office among other offences.

    “For clarity, the Service has no record of above named in its employment. 

    “However, it is hereby confirmed that, an active staff, Ifeanyi Onyewuenyi, who is suspected to have forcefully converted and married one Walida Abdulhadi ‘f’, has been arrested and is currently being investigated. 

    “It must be stressed that, such acts are against our regulations and laid down code of conduct. 

    “As such, outcome of the investigation will be made public, please.”

    The Department of State Services (DSS) recorded significant operational and institutional advancements in 2025 under the leadership of its Director-General, Mr. Oluwatosin Adeola Ajayi, with increased emphasis on intelligence-led operations, inter-agency cooperation and internal reforms, according to security analyst and digital communications expert, Deji Adesogan.

    In a statement, Adesogan said that since Ajayi assumed office in 2024, the DSS has shifted towards a more preventive intelligence approach aimed at disrupting security threats before they escalate.

    He noted that in 2025, the Service intensified operations against terrorism, kidnapping and arms trafficking networks across the North-East, North-West and parts of the Middle Belt.

    According to him, security sources confirmed that several security threats were neutralised through intelligence-driven interventions, reflecting the Service’s renewed focus on proactive and coordinated security operations.

    “The DSS also strengthened collaboration with other security agencies, including the Armed Forces, the Nigeria Police Force and allied intelligence institutions. The improved coordination enhanced information sharing and operational response across multiple security theatres.”

    “Institutionally, the Service undertook reviews of long-standing detention cases and implemented court rulings, including the release of individuals held without sufficient legal basis and compliance with compensation orders. These actions were acknowledged by legal practitioners and civil society organisations as steps toward strengthening the rule of law,” he said.

    Adesogan said that in 2025, the DSS leadership received public recognition from state governments and community leaders in areas affected by insecurity, citing timely intelligence that helped prevent violence and restore calm. Security analysts and retired officers also noted improvements in coordination and operational discipline within the Service.

    “The Director-General was further recognised by the Nigerian National Committee of the International Press Institute (IPI) for improved engagement with media organisations and a more structured approach to press-related security matters. The recognition highlighted evolving relations between the DSS and the media sector.”

    “Internally, the Service implemented reforms aimed at improving staff welfare, training and career development. Training programmes were updated to address emerging threats such as cyber-enabled crime and transnational criminal networks. The appointment of the first female Deputy Director-General was also recorded as part of ongoing leadership reforms.

    Community engagement remained part of the Service’s operational strategy, with emphasis on strengthening local intelligence networks and early-warning systems in areas prone to security challenges.”

    “While security concerns persist across parts of the country, developments within the DSS in 2025 reflect ongoing efforts to enhance operational effectiveness, institutional accountability and public confidence,” the statement concluded.

    Operatives of the Department of State Services (DSS) have arrested the suspected leader of the gang and another, who kidnapped and murdered  a prominent professor of neurology, Ekanem Philip Ephraim in 2023

    The gang leader,  Patrick Essien Etim, 23, and his accomplice, Bassey Antiha Asuquo, 40, were apprehended at  a medical facility in Cross River State  while planning to kidnap another medical bigwig on December 27. 

    According to the source, the DSS had been tracking the  kidnap ring since Ephraim’s killing in July 2023, when gunmen posing as patients abducted her. 

    The duo confessed to the crime, admitting that they killed the professor  after collecting multiple ransom payments from her family.

    ‘It has been two years of torment for her loved ones, not knowing what happened to the Professor. I believe that, with this arrest, her family and loved ones will be able to finally have some peace and  the much needed closure that they deserve,” the source said.

    The suspects also owned up to kidnapping other victims and vandalising electricity cables, with one Isaac Ekpeyong who was also arrested by the operatives, according to the sources.

    Professor Ekanem was abducted on 13th July, 2023 by unknown gunmen who posed as patients at her private clinic at Atimbo Road, Calabar. 

    Her kidnap sparked protests by the state chapter of the Nigeria Medical Association (NMA). 

    The medical association had embarked on an indefinite strike, which crippled the health sector for over a week to prevail on government to rescue the Professor.

    Families of victims and survivors of the 2012 gun attack on Deeper Life Bible Church, Otite, near Okene in Kogi State, have commended the Department of State Security (DSS) for re-arresting and swiftly arraigning Abdulmalik Abdulazeez Obadaki, the suspected mastermind of the deadly assault.

    The attack, which occurred on August 7, 2012, claimed more than 19 lives after three gunmen armed with AK-47 rifles opened fire on worshippers during a Bible study session. 

    Fifteen people were killed instantly, while four others later died from injuries sustained in the attack. Dozens of worshippers were also injured. The assault was believed to have been carried out by the Ansaru terrorist group.

    Following Obadaki’s recent arraignment, victims, their relatives, survivors and residents of Otite expressed satisfaction with what they described as the speed and vigour with which the DSS, under its new leadership, is prosecuting the case. They also reaffirmed their confidence in the judiciary to deliver justice.

    After the Okene church attack, Obadaki was reportedly linked to a series of violent crimes, including coordinated raids on five commercial banks in Uromi, Edo State, during which several people were killed and large sums of money stolen.

    He was later arrested by security agencies and remanded at the Kuje Custodial Centre in Abuja but escaped during the July 2022 jailbreak at the facility.

    On November 15, 2025, the DSS announced that it had recaptured the fugitive Ansaru leader. Six days later, Obadaki was arraigned before Justice Joyce Abdulmalik of the Federal High Court in Abuja on a six-count charge bordering on terrorism, conspiracy, aiding terrorist attacks, concealment of information and escape from lawful custody.

    While he pleaded guilty only to the sixth count relating to his escape from custody, Justice Abdulmalik adjourned the case to January 26, 2026, and ordered that the defendant remain in DSS custody pending the next hearing.

    Reacting to the development, residents of Otite said the swift re-arrest and arraignment of Obadaki had restored their confidence in the security agency.

    One community leader said the town had nearly lost hope of ever getting justice after years of delays. According to him, the prolonged absence of trial and Obadaki’s escape during the 2022 Kuje jailbreak deepened doubts and renewed the trauma of the attack.

    “For years, if you searched for Otite, what came up was that terrorists attacked our Deeper Life Bible Church. We still live with the scars of that day,” he said.

    He added that news of Obadaki’s recapture in mid-November and his prompt arraignment had rekindled hope in the community.

    “Given what we have heard about the new DSS leadership and the way this case has been handled so far, our cautious optimism has turned into renewed faith. We believe things will be different this time, and that justice will finally be served,” he said.

    Following the recent arraignment by the Department of State Security (DSS) of Abdulmalik Abdulazeez Obadaki, the suspected mastermind of the 2012 gun attack on a Deeper Life Bible Church, Otite, near Okene, in Kogi State, which killed over 19 worshippers, families of victims and survivors have thanked the secret police for re-arresting and speeding up Obadaki’s trial.

    The victims, their families, survivors, as well as residents of the town, expressed satisfaction with they described as the speed and vigour with which the new DSS leadership is prosecuting Obadaki, even as they affirmed their faith in the ability of the court to dispense justice. 

    On the morning of August 7, 2012, three men armed with AK-47 assault rifles opened fire on a Bible study session of the Deeper Life Bible Church, Otite. 

    At the end of the attack, 15 worshippers lay dead. Four others later died from injuries they sustained during the attack. 

    Several dozens more were injured during the attack believed to be the handiwork of Ansaru terrorist group. 

    After the Okene church attack, Obadaki reportedly led a gang that raided five commercial banks in Uromi, Edo State, killed several persons and carted away huge sums of cash.

    He was trailed and arrested by security forces and remanded at the Kuje Prison but escaped shortly during the July 2022 jailbreak at the Kuje Custodial Centre.

    On November 15, 2025, the DSS announced recapture of the fugitive Ansaru leader. 

     Six days later, the secret police arraigned Obadaki before Justice Joyce Abdulmalik of the federal high court,  Abuja, on a six-count charge bordering on terrorism, conspiracy, aiding attacks, concealment of information, and escape from lawful custody. 

    When the charges were read, Obadaki pleaded guilty only to count six, which relates to escaping from lawful custody.

    Justice Abdulmalik adjourned the case to January 26, 2026 but added that the defendant should remain in the custody of the DSS pending the next hearing.

    Residents of Otite said they were happy with the DSS for re-arresting the Ansaru leader, and for the swiftness with which the secret police arraigned him, saying the moves  showed that “the DSS has indeed changed.”

    One of the community leaders said: “In fact, before now, we had given up on ever getting justice. And you won’t blame us. After attacking the Deeper Life Church in out town, they moved to attack banks in Uromi. We, therefore, were happy to hear that he was arrested. 

    “The long years this Obadaki spent without trial began to sow seeds of doubt in our hearts. If you Google Otite today, what you’ll see is that terrorists attacked our Deeper Life Bible Church.

    “We still live with the scars of that attack. The next thing we heard in 2022 was that he escaped during the Kuje jail break.

    “Suddenly, like a bolt from the blues, we heard in mid -November that the DSS recaptured him. Given all that we have heard concerning the new DSS leadership, and the way the new leadership quickly arraigned him, out cautious optimism has since given way to rekindled faith and hope that true change has come. Somehow, we believe that things will be different this time around, and we would get justice from our courts.”

    Kogi-born pro-democracy activist and public affairs analyst, Comrade Austin Usman Okai, has expressed satisfaction about the ongoing reforms within Nigeria’s Department of State Services (DSS), describing them as a strategic transformation toward professionalism, accountability, and adherence to the rule of law under Director-General Tosin Ajayi.

    Comrade Okai highlighted that the recalibration of the DSS is both courageous and necessary, marking a critical step in strengthening national unity and effectively addressing Nigeria’s complex security challenges.

    He noted that the agency, historically viewed with public suspicion due to its immense discretionary powers, is now implementing significant measures to rebuild public trust. 

    “A cornerstone of this reform is the initiative to review cases of wrongful detention,” he said, adding that the DSS has begun pardoning individuals previously held in error and, in a historic move, providing financial compensation.

    The activist also emphasized that the reforms align the DSS with its core mandate of intelligence-led security. 

    In the face of threats such as terrorism, banditry, and secessionist agitations, he stressed that accurate intelligence gathering remains essential for dismantling plots that could incite ethnic and religious violence.

    Recognizing that no agency can operate effectively in isolation, Comrade Austin highlighted Director-General Ajayi’s push for stronger collaboration with the Military, Nigeria Police Force, and the National Intelligence Agency. 

    “Rivalry between agencies is a luxury Nigeria can no longer afford. Real-time information sharing is the force multiplier that turns separate data points into actionable intelligence,” he said.

    He concluded that the path charted by DSS leadership demonstrates that lasting national security and unity are built on justice, professionalism, and collaboration, transforming the agency from a perceived instrument of oppression into a trusted pillar of Nigerian democracy—an evolution deemed essential for national stability.

    The Minister of Power, Bayo Adelabu, has petitioned the Department of State Services (DSS), accusing Primate Elijah Ayodele, founder of the INRI Evangelical Spiritual Church, Oke Afa, Lagos, of attempting to blackmail and extort N150 million from him under the guise of offering “spiritual intercession” to secure his emergence as governor of Oyo State.

    Adelabu, a former governorship candidate who has already declared his interest in the 2027 Oyo governorship race, alleged that Ayodele resorted to malicious prophecies and character assassination after he declined the cleric’s overtures.

    In the petition dated October 13, 2025, and signed by Bolaji Tunji, his Special Adviser on Strategic Communications and Media Relations, Adelabu claimed that Ayodele persistently pressured him for a large sum of money and costly spiritual items, and, upon his refusal, embarked on a campaign of false prophecies aimed at tarnishing his image.

    According to the aide, “Under this guise, he had on several occasions demanded huge sums of money and expensive spiritual items, cumulatively amounting to over N150 million, as purported prerequisites for divine favour.”

    He, however, noted that the minister had consistently declined his requests, believing that his political ambition is driven by genuine service to the people and not by any spiritual manipulation or fetish practice.

    Tunji said following Adelabu’s refusal to accede to his extortionate demands, Primate Ayodele has embarked on a campaign of malicious and false prophecies targeted at discrediting him publicly.

    The letter stressed that the Primate has gone as far as declaring through various media channels that “God told him Adelabu will not win the election,” and has recently made more provocative and inciting statements suggesting that he would fail because of his association with the ‘Èmi Lòkan’ slogan (“It’s my turn”).

    Being a minister, Adelabu, according to the petition, had previously chosen to ignore his antics to avoid unnecessary public confrontation with a religious figure.

    The letter stressed that Primate Ayodele’s continued propagation of these false prophecies, which are evidently retaliatory and malicious in nature, now pose a threat not only to the Minister’s reputation but also to public order and confidence in the democratic process.

    The letter read, “I write to formally draw the attention of the Department of State Services (DSS) to the extortive, deceitful, and inciting activities of one self-acclaimed pastor known as Primate Elijah Ayodele, of INRI Evangelical Spiritual Church, whose actions have become not only personally distressing to the Honourable Minister of Power, Adebayo Adelabu, but also capable of disturbing public peace and undermining the integrity of the political process in Oyo State.

    “Since his tenure as the Deputy Governor of the Central Bank of Nigeria (CBN) and particularly in the period leading up to his current aspiration to serve as the Governor of Oyo State, this individual had persistently approached him with unsolicited offers of “spiritual intercession” purportedly to guarantee electoral success.”

    Continuing, Tunji said, ” I therefore urge the Department of State Services to kindly investigate the activities of the said Pastor Ayodele for extortion, blackmail, and deliberate dissemination of false and inciting information; compel him to retract his false prophecies and issue a formal written apology; and bring him under the force of the law, in accordance with relevant provisions of the Nigerian Constitution and Criminal Code, to deter similar fraudulent religious practices in future.

    “We are in possession of documentary evidence, including recordings and message exchanges, which clearly show his repeated demands for money and other items under the guise of spiritual assistance. We will willingly make these available to your office for the purpose of investigation.

    “I trust that the DSS, as a key institution for national security and public integrity, will handle this matter with the urgency and seriousness it deserves.”

    Reacting to Adelabu’s claims, Primate Ayodele, denied allegations that he attempted to extort N150 million from the minister of power, over the latter’s political ambitions, stressing that he only discussed the cost of the musical instruments after the minister inquired about them.

    In a statement issued by his media aide, Osho Oluwatosin, Ayodele rejected the claims, saying Adelabu sought clarification on prices, and he merely advised that the minister send someone to the market to verify costs, alongside a representative from his own church.

    He explained that he told Adelabu it would be difficult for him to secure the governorship ticket but suggested he could “seek the mercy of God” by purchasing the instruments, “not necessarily for my church,” he added.

    Ayodele said, “I didn’t ask Bayo Adelabu to bring money for prayers. I told him to ask someone from his end to go to the market and find out how much the said trumpet cost, while someone follows them from my end too. His personal assistant, himself, and the person he sent to me put me under so much pressure because he was desperate for governorship.

    “He was the one who sent someone to me to talk to me on his behalf. He went as far as saying he was willing to give anything to become the next governor of Oyo State, and the only thing I told him was to get the trumpets for his own good.

    “I told him that they won’t want to give him the governorship ticket, but if he wants it so bad, he should seek the mercy of God by buying the musical instruments for God, not even for my church, but he said he can’t do it. That’s all.”

    Ayodele added that he had long spoken publicly about the challenges facing Adelabu’s governorship ambition and maintained that his prophecies were unrelated to any disagreement over the instruments.

    “I have been talking about how he won’t be made governor of Oyo State for years; this is why he called me to seek solutions. I have never spoken to him before till he sent people to me and personally requested my spiritual help,” he said.

    ”I don’t make prophecies to make money. I am blessed already, and my subsequent prophecies after our discussion about his ambition aren’t because he failed to buy the musical instrument. It can never be.”

    The Federal Capital Territory (FCT) Police Command has crushed a notorious kidnapping operation following the dislodgement of a criminal camp and the rescue of seven abducted victims in a high-risk, cross-border security raid.

    The dramatic operation was triggered by a distress call received by the Police on December 5, 2025, reporting that heavily armed kidnappers had invaded a community in Ushafa, Abuja, and whisked away several residents under the cover of darkness.

    Following the development, a joint security task force made up of operatives from the FCT Anti-Kidnapping Unit, the Nigerian Army, and the Department of State Services (DSS) swung into action on December 6, launching a coordinated manhunt for the abductors.

    Guided by credible intelligence, the security team traced the suspects’ movements through the outskirts of the Mpape community and onward into settlements linking the Kagarko Local Government Area of Kaduna State.

    A statement issued on Sunday by the FCT Police Public Relations Officer, SP Josephine Adeh, said, “On 5th December 2025, the FCT Police Command received a distress report that armed men had invaded a community in Ushafa and abducted several residents. In a swift response, a joint team comprising operatives of the FCT Anti-Kidnapping Unit, alongside personnel of the Army and the DSS, mobilized to the area on 6th December 2025 and immediately commenced a coordinated search operation.

    “Acting on credible intelligence, the team traced the suspects through the outskirts of Mpape community and into settlements extending towards the Kagarko LGA of Kaduna State. Upon sighting the security operatives, the kidnappers opened fire, engaging the security team in a fierce gun duel. The operatives returned fire with superior force, successfully dislodging the criminals from their hideout and rescuing one victim, who was found in their custody.

    “Demonstrating remarkable gallantry, the joint security team continued the pursuit for over seven hours across difficult mountainous terrain. Their efforts led them to the suspects’ camp in Kweri Forest, Kaduna State, where another exchange of gunfire ensued. The sustained pressure forced the kidnappers to flee, prompting the operatives to rescue an additional six victims. All rescued victims were immediately taken to the hospital, where they are currently receiving medical attention and are in stable condition”.

    Adeh said the Commissioner of Police, FCT Command, CP Miller Dantawaye, has commended the bravery and professionalism of the operatives.

    He has ordered the deployment of additional manpower along the identified corridors to proactively deter further incursions by kidnapping syndicates into the Federal Capital Territory.

    She said, “As efforts continue to track down and apprehend the fleeing suspects, the Command calls on hospitals and healthcare providers to be vigilant and report anyone presenting with suspicious injuries to the FCT Police Command through the Command’s emergency numbers: 08061581938, 08032003913”.

    The Department of State Services (DSS) has denied arresting one Evangelist Ukpo Daniel for raising what it described as a false alarm in a video that herdsmen attacked a crusade in Agboda village, Nasarawa State. 

    Deputy Director, Public Relations and Strategic Communications, National Headquarters, State Services Abuja, Favour Dozie, in a statement on Wednesday said this was false and misleading.

    “This claim is incorrect and appears intended to cast the Service in bad light as well as steer public tension. 

    “For clarity, Evangelist Ukpo Daniel was never invited nor arrested by the DSS. His spouse, Elizabeth, who originated the Post, when contacted, confirmed that she was with him at the Police Headquarters, Lafia. Therefore, the Service views such misrepresentations in ways that could inflame tension or disrupt ongoing operations, seriously. 

    “Consequently, the Service advises the public to depend on verified information and communication channels to stem the spate of disinformation that may be exploited to further distort national security,” the statement reads.

    A Federal High Court in Abuja heard on Wednesday that alleged terrorists’ negotiator, Tukur Mamu, was never mandated by neither the federal government nor any of its agencies to negotiate with the terrorists behind the March 28, 2022 attack on the Abuja-Kaduna train.

    The court was told by an Investigator with the Department of State Services (DSS) that Mamu allegedly sidelined the committee set up by the Chief of Defence Staff to negotiate for the release of the occupants of the train, who were abducted by the terrorists.

    The DSS official, whose identified was shielded for security reason, resumed his testimony on Wednesday as the sixth prosecution witness, having earlier testified on Tuesday.

    The witness, who was led in evidence by prosecuting lawyer, David Kaswe, was emphatic when he said, “The was not mandated by the government to engage in any form of investigation or negotiation with terrorists, but acted on his own for his personal benefit.”

    The sixth prosecution witness claimed that the defendant encouraged the terrorists to discuss ransom payments with the victims of the train attack; collected money on their behalf, confirmed the amounts and “facilitated payments illegally.” 

    The witness also alleged that Mamu benefited financially from the ransom negotiations, owned firearms unlawfully and also provided terrorists with information on how to create a website.

    The DSS official stated that the huge amount of money recovered from the Kaduna residence of the defendant exceeded the threshold permitted by law for individual to keep at home.

    The witness added that the defendant’s lifestyle “changed significantly” during the negotiation period.

    The DSS official further told the court that the defendant was arrested in the company of four members of his family while they were on a trip to Egypt, adding that Mamu bought two flash cars during the negotiation period.

    Under cross examination by defence lawyer, Johnson Usman (SAN), the witness said he was not aware of how Mamu and his family traveled to Egypt, adding that the defendant’s passport was in the custody of the DSS.

    The witness agreed with Usman that the victims suggested names of those to negotiate on their behalf, but insisted that it was only the defendant (Mamu) who agreed to engage with the terrorists.

    The sixth prosecution witness insisted that Mamu was not a member of the committee set up by the Chief of Defence Staff for that purpose.

    The witness also agreed with Usman that before the defendant’s involvement in the negotiation, only one of the hostages was released.

    The DSS official denied knowing that family members of the victims took money directly to the terrorists.

    The witness told the court that an individual, who took money to the terrorists on behalf of his family members, who were among the hostages, also took money from other families to the terrorists as directed by the defendant.

    The DSS official agreed with Usman that the wife of the then Commandant of the Command and Staff College, Jaji was also among the hostages.

    The witness said some of the cash recovered by investigators were from Mamu’s house, while some others were recovered from his in-law and other of his dependants in his house.

    The sixth prosecution witness, who denied interviewing any of the terrorists, agree with Usman that one of the vehicles recovered from Mamu’s house, a Venza car, was acquired before the Kaduna train attack of March 28, 2022 and that the car is not one of the vehicles in the DSS custody that were recovered from the defendant’s house.

    The witness also denied being aware that the defendant has been travelling to hajj, umrah with his family members before the March 28, 2022 train attack.

    Justice Mohammed Umar has adjourned till January 29, 2026 for the continuation of cross examination of the sixth prosecution witness.
