    DSS dismisses 115 personnel, warns public against impostors

    The Department of State Services (DSS) has dismissed 115 personnel as part of its ongoing internal reforms aimed at strengthening professionalism and integrity within the Service.

    In a statement on its official X handle, @OfficialDSSNG, the Service said the dismissals took place over a period of time and were part of broader efforts to sanitize its ranks.

    The DSS also cautioned members of the public against dealing with individuals who have been dismissed but continue to pose as active operatives.

    “In addition to earlier disclaimers on the duo of Barry Donald and Victor Onyedikachi Godwin, the Service finds it necessary to warn citizens of the fraudulent activities of some of these persons still posing as DSS personnel,” the statement read.

    The agency urged the public to verify the identity of anyone claiming to be a DSS operative before engaging in any official dealings. It added that the names of all dismissed personnel have been published on the Service’s official website, www.dss.gov.ng,  for reference and transparency.

    “For the sake of clarity, the identities of the dismissed personnel have been published on the website of the Service,” the DSS said.

    The DSS reiterated its commitment to maintaining discipline and professionalism in line with its mandate to protect national security.

    In an era where cybercriminals have turned technology into a weapon of deception, Nigeria’s Department of State Services (DSS) has stepped out of the shadows to become one of the most strategic defenders of the nation’s financial integrity.

    Through intelligence-led operations and deep collaboration with banks, the Service has been quietly curtailing multi-billion-naira financial fraud, particularly in Lagos and Abuja, the beating hearts of Nigeria’s banking system.

    Traditionally viewed as a counter-espionage and internal-security agency, the DSS now plays an unexpected, yet crucial role as Nigeria’s financial watchdog, monitoring cryptocurrency channels, dark web chatter, purchase of foreign currency in the parallel market and high-risk digital wallets used by fraud syndicates to launder stolen funds.

    Cyber-fraud, once perceived as a purely economic nuisance, has evolved into a national-security threat. The scale of the problem is staggering. Industry Data revealed that Nigerian banks lost about N17.67 billion in 2023, while cumulative losses rose to over N52 billion in 2024 — nearly triple the 2020 figure. Lagos, alone, accounted for roughly half of those losses.

    Fraud schemes have become increasingly sophisticated, from phishing attacks and cloned banking apps to insider collusion and cryptocurrency-based laundering. For years, these crimes undermined investor confidence and put pressure on regulatory institutions. But the DSS’s growing intervention has begun to change the narrative.

    The DSS: Guarding the Economy in Silence

    Unlike the more visible Economic and Financial Crimes Commission (EFCC), the DSS focuses on prevention — relying on early-warning intelligence and cyber-forensics rather than media-driven arrests.

    “Our work goes beyond investigations. We track suspicious transactions, follow the digital trails, and identify insider collusion before damage is done. That’s how you protect a nation’s economy from collapse”, a senior official of the service explained the agency’s evolving mission.

    This quiet vigilance has enabled the Service to neutralise major cyber-fraud syndicates and foil countless attempts at siphoning billions from the banking network.

    In 2024, the DSS secured court orders to freeze 12 bank accounts linked to two Abuja-based businessmen — Abubakar Sheu and Ibrahim Isyaku Mahuta — over allegations of advance-fee fraud and terrorism financing. The accounts, spread across Ecobank, FCMB, GTBank and Sterling Bank, held proceeds from fraudulent transactions worth hundreds of millions of naira.

    Acting under the Terrorism Prevention and Prohibition Act 2022, the DSS treated the case not merely as economic sabotage but as a threat to national security.

    That same year, DSS operatives in Lagos uncovered a complex scheme that diverted N1.426 billion from Fouani Nigeria Limited’s Access Bank account into multiple accounts across GTBank, Zenith, UBA, FCMB and Providus Bank.

    Armed with intelligence and swift legal backing, the DSS obtained a post-no-debit order to freeze the accounts for 90 days, preventing the syndicate from moving the stolen funds offshore.

    These two cases, though distinct, symbolise a broader pattern — the DSS is becoming a key barrier between fraud syndicates and Nigeria’s financial lifelines.

    However, the agency’s success stems largely from collaboration. It works closely with the Central Bank of Nigeria (CBN), the Nigeria Financial Intelligence Unit (NFIU), and the EFCC, sharing real-time intelligence and coordinating account freezes.

    In the second quarter of 2024, when Nigerian banks reportedly lost N42.6 billion to fraud, the DSS was involved in over 30 joint investigations that helped trace and intercept suspicious flows of money through Lagos and Abuja accounts. The high-level investigations, which started late last year (2024) and still ongoing, highlights how financial fraud can intersect with wider destabilisation agendas.

    Beyond investigations, the DSS has also deepened its collaboration with the banking community through regular security briefings, capacity-building workshops, and real-time intelligence sharing. The impact of these efforts is becoming evident. Several banks in Lagos and Abuja now report fewer cases of large-scale online breaches.

    While the battle against financial fraud is not over, with the DSS maintaining its vigilance as the nation’s watchdog, Nigeria’s banking system is undoubtedly safer and more resilient than it was a decade ago.

    From freezing billions in suspicious transactions to unmasking insider collusion and intercepting cross-border laundering attempts, DSS has not only shown that the future of economic security depends on vigilance, innovation, and intelligence, but has proven to be a formidable force in safeguarding Nigeria’s financial stability.

    “The DSS doesn’t need headlines. Its strength lies in invisibility. By quietly tracing digital footprints and freezing funds, it’s saving Nigeria billions — often before the public even hears of an attack”, a security analyst affirmed.

    The DSS may not seek the spotlight, but its watchful eyes continue to shield Nigeria’s economy from the shadows of cybercrime. It is a silent war being waged daily — unseen, uncelebrated, but indispensable.

    Kudos to the DSS Director General, Adeola Oluwatosin Ajayi and Lagos State command of the agency for their remarkable work and resilience.

    The Department of State Services (DSS) has trailed to Oyigbo, Port Harcourt, Rivers State, and arrested one Innocent Chukwuma who used his social media handle to rally the military to overthrow the current government. 

    Posting on his “X” handle “@TheAgroman,” Chukwuma stated that a coup was needed in Nigeria and called on the military to “suspend the Nigerian government.”

    He posted: “A coup in Nigeria is needed.

    “It will happen eventually. Nigerians, the military needs your support now! Only them can save this country.

    A source disclosed that the suspect is cooperating with DSS investigators.

    Leaked DSS terror alert

    What interest was the leaking of the security alert on the planned terror attack by Islamic State of West African Province (ISWAP) on Ondo and Kogi states meant to serve? And who was responsible for the leak?

    These are the puzzles raised by the circulation of a memo from the Department of State Services (DSS) to the 32 Artillery Brigade of the Nigerian Army, Akure, Ondo State on the planned terror attacks on the two states.

    In that memo, the DSS alerted the army in Ondo State of credible intelligence confirming plans by ISWAP to launch coordinated attacks on several communities. The agency specifically listed Eriti Akoko and Oyin Akoko in the Akoko North-West Local Government Area as well as Owo town in the Owo Local Government Area as possible targets.

    The terrorists were said to have already commenced surveillance on soft targets in the affected areas. “Intelligence confirmed plans by members of ISWAP to carry out coordinated attacks on communities in Ondo and Kogi states anytime soon. The level of security alert across the identified communities should be immediately scaled up to prevent loss of lives and property”, the memo stated.

    The leaked alert came at a time the authorities have been fighting strenuously, to correct reports in the international media of alleged genocide against Christians. This reality instructs that the leak should not be allowed to escape public scrutiny. Not with the current altercations between the special adviser to the president on Media and Policy Communication, Daniel Bwala and the Christian Association of Nigeria (CAN). Both incidents share common link in view of their capacities to resurrect heated discussions on interfaith relations in the country.

     So, what interest was the leak meant to serve: reinforce such claims given the agenda of ISWAP or underscore the pro-activeness of the security agencies to nip such potential treats in the bud?

     Whichever prism the matter is viewed, the development is bound to evoke sad feelings of the heinous crimes of the terrorists while pursuing their weird agenda. Such feelings will do no good to current efforts to correct narratives in the foreign media on alleged Christian persecution in the country. ISWAP as a brand name is bound to reinforce such claims.

    Though the insurgent group had in 2022 attacked St Francis Catholic Church, Owo in Ondo State leaving in its trail the death of 40 worshippers and injuring many others, that was perhaps, the first time it was extending its attacks to the southern part of the country. With the said credible intelligence unveiling their plans to attack Ondo and Kogi states which shares borders with about 10 other states, the fear is that the terrorist group may be spreading to other states in the south.

    That is the foreboding signal from the exposed DSS memo. It depicts ISWAP as unrelenting in pursuing its weird ideology despite the efforts of the security agencies to contain their menace. The report is said to be based on actionable intelligence. Good! What was required in the circumstance was for the relevant security agencies including the DSS to have moved into quick action and apprehend the masterminds of the plan. That is the standard expectation in such sensitive security threats.

    But nothing of such is of public knowledge. Neither does the evidence in the public space give an inkling of that given the speed with which the leaked memo hit the pubic space with little time for the military to act. The memo was dated October 20 but barely two days after, it had already made media headlines. So, what time did the army have to act before the alert was leaked?

    Or was the memo deliberately leaked by to procure public confidence in the capacities of our security agencies to rise to the challenges posed by ISWAP? That objective is better served by the apprehension and possible public parading of those identified with the surveillance on soft targets. It takes humans to identify soft targets and mount surveillance on them. It also takes humans to detect those behind them.  Why no arrests were made is behind the suspicion that there may be more to the leak than ordinarily meets the eyes.

    Ironically, the leak only succeeded in creating panic among the public as evidenced by the confidence building meetings by the Ondo State Police Command and assurances from the governments of Ondo and Kogi states.

    Apparently worried by the impact of the leaked memo on its citizens, the Kogi State government had sought to rationalise the report “as a step towards victory noting that it demonstrates the proactive work of the DSS and other sister agencies in protecting Nigerians from criminal elements”. 

    Ondo State government said it is part of routine intelligence report shared regularly among security agencies and the government to identify and prevent potential threats. It touched on the propriety of the leak when it assured citizens that the report was already being acted upon by the relevant security agencies with adequate measures to ensure public safety and security in the state.

    The statements from Ondo and Kogi State governments contain obvious rationalizations for the leaked memo. The one commended it as evidence of the pro-activeness of the security agencies in identifying and eliminating potential threats. While the other said the memo was already being acted upon with adequate measures for safety and security taken.

    My reading of these interventions is that the memo may have been deliberately leaked to show that the security agencies are doing their work efficiently. That could as well be. But the leakage without evidence of arrested masterminds diminishes the credibility of the narrative.

    Even then, its timing is wrong. Coming at a time the government is contending with allegations of Christian persecution from the international community, the alert will only resurrect such feelings and throw spanners in the wheels of those efforts. That is perhaps, the dimension those who see the leaked memo as evidence of the pro-activeness of the security agencies may not have considered. The weight of this dimension diminishes whatever credit the security agencies may seek to take of the exposed plot.

    The overall interest of the country would have been better served had the memo been kept out of public view. But in seemingly seeking to take glory, we have succeeded in creating panic by drawing attention to the unrelenting weird desire by ISWAP to spread its terror agenda on the rest of the society.

    This also bears correlation with the avoidable altercation between Bwala and CAN on his interpretation of the outcome of their discussions when he visited their secretariat to get their view on alleged persecution and genocide against Christians in the country.  Things turned sour when CAN issued a statement describing the Presidency’s version of the meeting which gave the impression that the association dismissed claims of Christian genocide in Nigeria, as “completely untrue and unfair”.

    The clarification by CAN did not help whatever advantage Bwala sought to take of that visit. If that visit never held, CAN may have opted to maintain its silence and allow the authorities sort themselves out. Bwala’s apparent overzealousness dragged them into the fray with unpalatable outcomes.

    The Department of State Services (DSS) and the National Agency for Science and Engineering Infrastructure (NASENI) have recorded a major milestone in Nigeria’s quest for technological self-reliance with the development of locally manufactured high-tech security equipment.

    Speaking in Abuja, NASENI’s Executive Vice Chairman and Chief Executive Officer, Mr. Khalil Suleiman Halilu, said the initiative, fully supported by President Bola Ahmed Tinubu, represents a decisive step towards advancing indigenous capacity in intelligence gathering and operational efficiency across the country’s security architecture.

    Halilu disclosed that a state-of-the-art manufacturing facility jointly established by NASENI and the DSS in Abuja has been completed and equipped with modern security systems and technologies designed to transform national security operations.

    According to him, the DSS Director General, Mr. Oluwatosin Ajayi, has consistently emphasized the President’s directive for security agencies to embrace local innovation and reduce dependence on imported equipment. 

    This vision, Halilu noted, inspired both agencies to train and develop technical expertise required for in-country production of the new security devices.

    He expressed optimism that the innovation would soon position Nigeria as a regional hub for security technology manufacturing in West Africa, contributing not only to regional stability but also to the nation’s economic growth.

    “The initiative reflects the President’s broader priorities to promote self-reliance and technological advancement in security systems, marking a significant milestone in Nigeria’s pursuit of sustainable security solutions,” Halilu added.

    Don’t panic over DSS terror alert, Ondo, Kogi tell residents

    The Ondo and Kogi State governments have called for calm and vigilance among residents following alert to  possible terrorist attacks.

    Department of State Services (DSS) issued the alert on Tuesday.

    Yesterday, Kogi State Commissioner for Information and Communications, Kingsley Fanwo, said there was no cause for alarm.

    He described the intelligence report as a sign of proactive security work by the DSS and other agencies.

    “The report itself is evidence that our security agencies are alive to their responsibilities.

    “We commend the DSS for their vigilance and for providing early intelligence capable of preventing such evil plans from being executed,” Fanwo said in a statement.

    He assured residents that the state government is working closely with the DSS, the Army, the Police, and other security formations to ensure that any attempt by terrorists is swiftly detected and foiled.

    Fanwo urged residents to continue their daily activities without fear but to remain security-conscious and report suspicious movements or persons to the nearest security agency.

    Ondo State Government urged citizens to remain calm following the circulation of a leaked security memo from the DSS to the 32 Artillery Brigade of the Nigerian Army in Akure regarding a possible terrorist threat.

    Commissioner for Information and Orientation, Mr. Idowu Ajanaku, explained that such intelligence reports are part of routine inter-agency communication and should not cause panic.

    “These reports are normal components of security operations aimed at identifying and preventing potential threats. They are continuously evaluated and acted upon by the government and relevant security agencies,” Ajanaku said.

    “We appeal to residents to remain calm, go about their normal activities, and cooperate with security agencies.

    “Any suspicious activity should be reported immediately. The government is taking every necessary step to ensure Ondo remains one of the safest states in the country,” Ajanaku added.

    Comrade Usman Okai Austin has praised the Department of State Services for what he described as its professionalism, vigilance, and commitment to national security through prompt and credible intelligence gathering.

    In a statement personally signed on Wednesday, Okai said the DSS has remained a key player in safeguarding lives and property across the country by sharing actionable intelligence with sister security agencies, including the Nigerian Army, Police, and Civil Defence Corps.

    He cited the Service’s recent alert to the Nigerian Army over an alleged plan by members of the Islamic State of West Africa Province to launch coordinated attacks on communities in Ondo and Kogi States.

    According to him, the proactive intelligence demonstrates the DSS’s efficiency and dedication to protecting the nation from emerging threats.

    “We have observed with satisfaction the level of professionalism and intelligence coordination demonstrated by the Department of State Services,” Okai said.

     “Their prompt alert on possible ISWAP attacks in Ondo and Kogi shows their commitment to their constitutional duty of preventing threats to internal security.”

    However, he expressed concern that despite the timely information provided by the DSS, other security agencies have not shown enough urgency in acting on such intelligence.

    Okai recalled a similar incident in Yelwata, where the DSS had earlier warned of an impending attack, but the information was allegedly ignored, resulting in the loss of lives and property.

    He urged state governors to hold regular security meetings with heads of the Army and other relevant agencies, stressing that public assurances must be backed by concrete action.

    “The DSS remains a credible and professional intelligence agency that has earned the trust of Nigerians,” he said. “We call on the Army and other security outfits to take every DSS report seriously and act swiftly to prevent avoidable crises.”

    Okai also appealed to the governors of Ondo and Kogi States to engage closely with security chiefs in their domains to coordinate preventive measures and reassure residents through visible action rather than rhetoric.

    He reaffirmed his full support for the DSS and other national security institutions, urging Nigerians to cooperate with them by providing credible information to help tackle insecurity.

    “I commend the DSS for their proactive approach to intelligence gathering and their consistent dedication to the protection of our nation. 

    “With better inter-agency collaboration, Nigeria will overcome its current security challenges.”Okai said.

    We’re working with DSS, Police, Army to prevent ‘terror attacks’ in Ondo, Aiyedatiwa assures

    Ondo Governor Lucky Aiyedatiwa has called on the residents of the State to remain calm and not panic over reports of a possible “terrorist attack,” assuring that his administration is working closely with all relevant security agencies to ensure the safety of lives and properties.

    Aiyedatiwa, in a statement on Wednesday by the Commissioner for Information and Orientation, Idowu Ajanaku, said his administration was in constant communication with the Department of State Services (DSS), the Nigerian Police Force, and the Nigerian Army to forestall any form of security breach in the state.

    This comes after a leaked memo from the DSS indicated that suspected members of the Islamic State of West Africa Province (ISWAP) were planning coordinated attacks on communities in Ondo and neighbouring Kogi State.

    The confidential memo, dated October 20, 2025 to the Brigade Commander of the 32 Artillery Brigade, Owena Cantonment, Akure, warned that intelligence reports had confirmed plans by ISWAP operatives to strike simultaneously at selected locations in the two states.

    Signed by H.I. Kana on behalf of the State Director of Security, the memo identified Eriti Akoko and Oyin Akoko in Akoko North West LGA and Owo town in Owo LGA of the state among the potential targets.

    According to the document, the terrorist group had already commenced surveillance on “soft targets” in the affected areas, urging the military to heighten security vigilance.

    “The groups have commenced surveillance on potential soft targets in the above-mentioned locations. Consequently, there is a need to scale up the level of security alertness in the various communities to forestall any untoward situation,” the memo stated. 

    But Aiyedatiwa said his government was already aware of the security alert and had taken proactive steps to safeguard residents, especially those in border communities.

    Aiyedatiwa said security has been beefed up across the state, particularly in identified flashpoints, while surveillance and intelligence gathering efforts have been intensified.

    “The Ondo State Government, led by Governor Lucky Orimisan Aiyedatiwa, is in constant contact with security agencies and is taking several steps to protect residents, especially those in border communities, so that Ondo State can remain one of the safest states in the country,” the statement reads.

    The Governor further advised residents to avoid panic, go about their normal activities, and report any suspicious movements to the nearest security formation.

    “Once again, we appeal to residents to remain calm, go about their normal daily activities, refrain from taking laws into their hands, and provide any information that may help prevent any threat in any part of the state,” it added.

    The statement clarified that the leaked memo was part of routine intelligence-sharing among security agencies and government authorities, describing such communications as a standard practice in preventing threats.

    “These intelligence reports often contain varying levels of threat assessment and are used in joint operations by security agencies to enhance vigilance and take proactive measures,” it noted.

    The government reaffirmed that the state government and security operatives were fully engaged in ensuring that the safety and peace of the state were not compromised.

    “The public can be assured that these reports are being acted upon, and necessary precautions are being taken to ensure safety and security,” the statement said.

    “The emphasis remains on maintaining vigilance and cooperation between security agencies and the government to prevent and respond to any potential threats.”

    The alert comes three years after suspected ISWAP militants carried out a deadly attack on a Catholic church in Owo, killing more than 40 worshippers during Sunday mass.

    In recent months, security experts have voiced concerns over the spread of terrorist activities into parts of southern Nigeria, after years of insurgent violence that had been largely confined to the country’s Northeast.

    China commends ONSA, Army/ DSS, others over rescue of four nationals

    The People’s Republic of China has commended the Federal Government for the rescue of four of its citizens kidnapped in Kwara State

    The rescue operation was conducted jointly by Office of the National Security Adviser (ONSA), the Department of State Services (DSS), and the military. 

    The commendation was conveyed on Sunday by the Chinese Ambassador to Nigeria, Yu Dunhai, at the formal handover of the rescued kidnapees at the DSS medical facility in Abuja. 

    Represented by the Consul of the embassy, Wang Jun, the ambassador lauded the DSS for the swift intelligence-led operation, which he stated, resulted in the safe and timely rescue of the Chinese miners.

    The Chinese nationals, identified as Dansu Zhou, Zhou Hai, Zhou Jia Jun, and Fan Xiu Guo, were rescued on Saturday by a joint team of security operatives compromising the Office of the National Security Adviser, (ONSA),  DSS, Nigerian Army and the Police. 

    The Consul also thanked the DSS for what he described as the outstanding medical care the Service gave the rescued foreigners at their medical facility in Abuja, saying the move significantly contributed to the well-being and quick recovery of the kidnapees. 

    He praised the DSS medical facility in Abuja, stressing that up until the incident, the Chinese government was unaware that the DSS had such a state-of-the-art medical facility. 

    “Following their rescue, DSS operatives immediately took the our citizens to their facilty for medical evaluation. Then they were thoroughly examined by the best professionals before moving them to our embassy in Abuja,” noted Xingwei. 

    It was revealed that the Chinese nationals were ambushed and abducted by a gang of seven AK-47 – wielding bandits, on their way to a mining site at Saminaka village, Yagba West LGA, Kogi state. 

    The recent operations by the DSS across States in Nigeria have targeted criminal syndicates leading to disruption of their activities, interception of arms and ammunition, and dismantling of their networks. 

    Commendations have been pouring in for the Service for a recent major operation in Asaba, Delta State, in which the Service intercepted seven General Purpose Machine Guns (GPMG), arms and ammunition, with stakeholders describing the feat as evidence of the commitment of the DSS to tackling insecurity and restoring peace and stability across the country.

    A High Court of the Federal Capital Territory in Abuja has shifted hearing in a N5.5 billion defamation suit instituted against the Socio-economic Rights and Accountability Project (SERAP) by two aggrieved operatives of the Department of the State Service DSS to November 12.

    Justice Halilu Yusuf on Thursday, shifted hearing in the suit following the absence of SERAP’s lawyer, Ebun Adegboruwa, SAN, in court.

    The two DSS operatives, Sarah John and Gabriel Ogunleye, had filed the action against SERAP on the ground that the organization defamed them with baseless accusations in media publications. 

    Specifically, the two claimants alleged that SERAP defamed with allegations that they unlawfully invaded their office, thereby putting their reputation, as law abiding security operatives, in jeopardy.

    They pleaded with the court to order SERAP to pay them N5.5Bn as compensation for damages they suffered.

    The two claimants also applied to the judge to issue order of perpetual injunction against SERAP restraining it from further defaming them.

    However, at Thursday’s proceeding, SERAP’s lawyer, Ebun Adegboruwa, a Senior Advocate of Nigeria, wrote a letter to the court informing it that he would not be able to attend the proceedings.

    The senior lawyer claimed that he had a matter at the Court of Appeal in Lagos and pleaded for an adjournment till November 12.

    Counsel to the claimant, Akinlolu Kehinde SAN admitted receiving the letter and the apology and did not oppose the request for an adjournment.

    Justice Halilu subsequently fixed November 12 for SERAP to defend itself in the defamation suit.
