    Civil servants in Ebonyi State aspiring to be permanent secretaries may have to write examinations to evaluate their competence in handling sensitive positions.

    Governor Dave Umahi, in a statement by his Chief Press Secretary, Emma Anya, explained that the tests will help the government select the best hands to drive its developmental policies.

    According to him, each of the 13 councils would produce a permanent secretary to ensure equity in the appointment of civil servants.

    His words: “I ask the Head of Service, Dr. Chamberlain Nwele, to raise a committee to set written examination for those aspiring to be permanent secretaries. The best in each council will emerge as a permanent secretary.

    “There will be no lobbying for it; it has to be the best person who has the vision of his ministry. The aspirants will go through about three different kinds of tests; they will not be tested by only one body.”

    Ebonyi governor’s wife empowers widows

    The wife of the Ebonyi Governor,  Mrs Rachael Umahi, on Friday empowered no fewer than 1,710 indigent widows with N171 million for self-sustenance.

    Gov. David Umahi, while presenting the money to the aged and widows in Abakaliki, said the money would enable them to start small-scale businesses.

    He explained that the empowerment came through his wife’s pet project, Family Succour and Upliftment Foundation’’.

    “The widows were selected 10 from the 171 political wards across the state.

    “N100, 000 should be given to each of you to improve your lives, l urge you to use it judiciously.

    “When a widow is empowered, all her children and other dependants are empowered too, so, we will open bank accounts for them where the money will be transferred,” he said.

    Umahi urged them to identify with the ongoing agricultural programme in the state, where they would be given loan to cultivate either cassava or rice.

    He called on the Local Government Chairmen, Co-ordinators and management committee members to complement efforts of the government toward improving the lives of widows, aged parents and traditional rulers in the state.

    The governor also ordered that bank account should be opened with N1 million and an award of scholarship to university level for a child delivered during the event by one of the widows.

    In her speech, the governor’s wife, Mrs Rachael Umahi, commended efforts of the governor, adding that the gesture would not only improve the lives of the beneficiaries directly but also their children and other relatives.

    ”Daughters of Jesus make proper use of the money given to you to better your lives and families,” she said.

    During the event, octogenarians received N20, 000 each; while 280 who were already placed on salaries, also received N5, 000 and 10kg bag of rice each.

    50 agitators arrested in Ebonyi

    About 50 members of the Biafra Independent Movement (BIM) were arrested during the group’s ‘New Biafra’ commemoration rally in Ebonyi State.
    It was gathered that those arrested were coming from Ohaukwu and Onueke to join the rally in Ebonyi.
    The agitators matched from Spera-in-Deo junction to Presco junction, Abakaliki.
    Their leader, John Nwifuru, said the group was guarded by policemen to ensure the protest was not hijacked by hoodlums.
    He promised that those arrested will be released.
    “Our rally was successful, and we didn’t have any problem.
    “Although mobile policemen disturbed us when we were converging in the morning, and arrested about eleven security boys at Ohaukwu, and 16 at Nkwegu.
    “But I have discussed with the Commissioner of Police and he promised that those arrested will be released immediately.
    “The protest did not cause traffic jam and everything went well. 15,000 members participated in the rally, and we marched from Spera-in-Deo junction to Presco junction, to Ahia Ofu junction and old timer shade. We only dismissed because the elderly ones were getting tired.
    ”We are commemorating the new Biafra which Uwazuruike declared on May 22, 1999, and the celebration continues till May 30, when it will end it with a football match,” Nwifuru said.
    But the Movement for the Actualisation of the Sovereign State of Biafra (MASSOB) has dissociated itself from the rally.
    A statement by the National Secretary Comrade Ugwuoke Ibem Ugwuoke said members did not partake in the rally.

    Ebonyi remains a PDP state, says Onwe

    Ebonyi State Commissioner for Information and State Orientation, Senator Emmanuel Onwe, spoke with OGOCHUKWU ANIOKE on the performance of the Umahi administration so far, as well as security in the Southeast and the factional crisis in the People’s Democratic Party (PDP).

    The governor hardly talks to the press. Is it that he is shy, has nothing to talk about, or that he has a disdain for the press?

    Nothing could be farther from the truth. Just a few weeks ago, he gave an extensive interview which touched on all aspects of our political economy – and I do not mean just about Ebonyi State, but a panoramic view of the political, economic, security, religious and moral challenges facing the entire federation. It was a tour de force. I challenge you to give me an example of one single governor, amongst the 36 that has spoken directly to the press or granted more press interviews than the governor of Ebonyi State. Such epithets as ‘shy’, “disdain’ and ‘has nothing to talk about’ are completely alien to Governor Umahi. On the contrary, I find him to be bold, confident and assertive; he is also welcoming, accommodating, friendly and respectful; and he most definitely has plenty to talk about – and he talks down a roof! He has redefined the history of Ebonyi State through physical, psychological, developmental and social transformation. There are elements of these adjectives that only the people of Ebonyi can truly understand and appreciate. But the rest are open for the world to see. For the very first time in the history of the state, Ebonyi has become assertive as a national player, anchored on stupendous progress on the home front.

    The five Southeast governors, including Umahi, were accused of not supporting the Biafran struggle, thereby leading to the incarceration of IPOB leader, Nnamdi Kanu?

    I can speak for Ebonyi State to the extent that it is my official duty to do so. If such an accusation exists, it is not only ridiculous, but can only be peddled by those who are perhaps ignorant of the facts and the varied nature of the solutions that were and are still being evolved and pursued.  The governor of Ebonyi State is the Chairman of the Southeast Governors Forum and I am a witness to some of the open and discreet efforts he and his brother governors made and continue to make in respect of the IPOB/MASSOB agitations and the intense pressure to secure the release of Mr. Nnamdi Kanu. I can assure you that the governors of the Southeast are alert to the demands and aspirations of their people. Anyone who thinks that the rascality, wild opportunism and crude excesses of some chief executives are the most civilised approach to meet the exigencies often thrown up by the boneheaded politics at the centre is as much a fool. We deal with sublunary events as they are, and others may seek their utopia whichever way they choose. But no one should pretend that public administration is anything but a complex business that demands the discipline of serious-minded people.

    Things are happening in the area of infrastructural development, yet little or nothing is being said about them…

    First of all, I totally agree that a lot of development is taking place in Ebonyi State. Our capital city, Abakaliki, is experiencing transformation; major road networks are not only being constructed but are being constructed in such a manner as to endure for half a century. Health, educational and human empowerment sectors are top priority. The revival of Nigercem is gaining ascendency through the administration’s impetus. To suggest, as you do, that ‘little or nothing is being said about it’, is a false and ignorant indictment and you know it. Apart from the ‘money-bag’ states such as Lagos and Rivers, point out any other state that receives more national coverage in terms of government initiatives and actions than Ebonyi State?

    What is the unique selling point of Ebonyi Rice, which is one of your achievements?

    In the last seven months or so, I have granted interviews to more than 15 national newspapers and to television and radio news networks on the revolutionary agricultural agenda of Ebonyi State, focusing particularly on rice production. The biggest source of confidence for what the Umahi administration is doing in the area of rice production is the unwavering encouragement from the Federal Government and from Mr. President directly. President Buhari takes the success of the Ebonyi Rice Programme personally. The unique selling point of Ebonyi Rice is that although our landmass is relatively small, only about 5.5 thousand square kilometres compared to, say, Kebbi, which is nearly 37 thousand square kilometres or Nasarawa which is over 27 thousand square kilometres – I mention these states because if rice production in Nigeria is a competitive business, then they are our direct competitors – we have a much longer period of rainfall which feeds our extremely fertile swampy fields and thus sustains the production of prime quality rice. In other words, this allows us to produce rice that tastes better and far more nutritious. The Ebonyi Rice is also healthier because the quantum of synthetic fertilizer deployed by our farmers are so negligible that you get as close to organic rice as you are ever likely to get in Nigeria with the Ebonyi produce. The benefits of consuming non-chemically produced foods speak for themselves, especially in an age of the cancer epidemic. We have also modernised our rice processing techniques and mechanisms, so that the Abakaliki Rice which used to be called ‘stone-fest’ is now celebrated. Our ambition is to produce just 10 per cent of the total annual rice consumption of five to six million metric tons by Nigerians; a bulk of which is, disgracefully, imported. That translates to between 500,000 to 600,000 metric tons annually. Last year, we achieved 200,000 metric tons in circumstances where we were confined to wet season production only. Going forward, we are laying the foundations for irrigation infrastructure that will allow us cultivate in multiple cycles within any given year. Once this is achieved, we will be in a position by 2019 to double or even triple our self-assigned quota.

    Your party, the PDP, is in the eye of the storm. There are two factions presently. What faction does your principal belong to; the Makarfi or the Sheriff faction?

    Ebonyi State is a PDP state by a margin that is far too huge to bother about factions. Faction exists in Abuja. If other people are struggling to belong to this or that faction, Ebonyi should, in fact, be wooed by the so-called Sheriff or Makarfi faction. I know that this is a bold statement, but I make it with total confidence because I know it to be the entire truth. At the end of the ongoing voter registration exercise, which INEC commenced recently, the quantum of our figures will stun observers. Ebonyi has a population that can comfortably produce over 2.5 million eligible voters. That is the joker that matters. PDP leaders in their various domains and constituencies should see this as the priority, rather than the bickering over factions. If the 11 PDP states can show the discipline and application of mind to register, mobilize and sufficiently motivate 30 million voters across the nation, which is more than possible as far as I am concerned, then factional rancour will wither in the shadow of superior franchise. He who commands the votes commands the levers of power. Partisanship is only important to the extent that you have the voting population to cross the finishing line and advance your agenda. Those who place raw partisan brinkmanship over and above the voting population are numbskulls. They don’t get it. The sterile sentimentality and shortsightedness of those slitting throats and bleeding out over a party office or working committee or such nonsense are nauseating, and, quite frankly, offensive to the sensibilities of many thinking but silent men and women in the PDP. Let the serious-minded ones use this singular opportunity to mobilize and register 30 million voters and indoctrinate them and set carefully marshalled strategies in place to turn them out on any given election day, then you can very well lead them to Zebedee Party and still attain your electoral objectives. But, of course, no one will pay heed to this line of thinking until 2019 delivers another knockout punch to the party – and still these portfolio powerbrokers will remain heedless. It’s utterly mindboggling how people make deliberate and willful choices against their own best interests.

    Of course, I cannot fail to mention that the legal authority of the PDP today rests with Alhaji Ali Modu Sheriff. As a lawyer, it would be stupid of me not to make that incontrovertible declaration until the Supreme Court of Nigeria declares otherwise.

    Your support base is believed to be waning, because other parties, including the APC, are making inroads into Ebonyi State…

    I refer you to my submissions in the previous question. As for APC having a foothold in Ebonyi State, well, the last time I checked, Nigeria was still a multi-party democracy. The easiest thing to do now is for me to be lured by your question into launching a ferocious attack on the APC. But I have a bigger fish to fry than bother about the foothold or handhold of opposition parties in my state. My time is better preoccupied by mobilisation campaign to persuade citizens to go and register to vote in 2019. Once we have our 2.5 million or more registered voters, then we can assess who has a foothold or political certificate of occupancy in Ebonyi State.

    Reprieve for TB patients in Ebonyi

    In a visit to Ebonyi State, Minister of Health Professor Isaac Adewole revealed that Nigeria is among six countries that account for 60 per cent of new cases of tuberculosis globally. He noted that Nigeria ranks fourth among the 30 high tuberculosis countries and is number one in Africa.

    It is on account of this that the donation of a fully equipped chest clinic to the state government by a consortium of oil firms under the umbrella of Agbami Partners, is a very good development.

    The facility was provided for the Mile Four Hospital, Abakaliki, the state capital.

    The donor consortium is made up of FAMFA Oil limited, Petrobras, Statoil, Chevron and Nigeria National Petroleum Corporation (NNPC).

    The Mile Four Hospital was established in 1946 by the Catholic Church to provide specialised care to sufferers of tuberculosis in the Southeast.  Inaugurating the project, Professor Adewole announced that the federal government was making efforts to achieve the target of providing one machine per local government area across the country for the fight against tuberculosis epidemic.

    According to him, the machine would not only provide GeneXpert MTB/RIF technology as the primary diagnostic tool for TB among all presumptive TB cases in the country including PLWHA but also increase the number of notified TB cases, especially in the rural areas.

    The Minister who commended the initiative and contribution of the church in providing quality healthcare for the people added that tuberculosis remains a serious public health problem in most parts of the world causing deaths of nearly one-and-half million people each year, mostly in developing world.

    In a remark, the Group General Manager, NAPIMS, Mr. Dafe Sejebor, who stated that the project was aimed at facilitating the socio-economic development of the country, added that the commitment of the agency is to see that the standard of living and quality of life of Nigerians were improved upon daily. Represented by Uzo Ejidoh, the group General Manager added: “I am happy to note that the Agbami partners remain committed to improving the quality of healthcare in our society through the provision of infrastructures such as Chest Clinics to address chest-related ailments”.

    In their separate remarks, the Chairman, FAMFA Oil Limited, Modupe Alakijia and Director, Star Deepwater Petroleum Limited, Richard Kennedy represented by Obinna Iheonu and Mike Kabi of Deepwater Community Engagement Advisor respectively, the duo stated that Agbami partners had so far donated 25 chest clinics to different states of the federation including the Federal Capital Territory, FCT.

    They said the chest clinic came with fully equipped standard X-ray machine, male and female wards, treatment rooms, laboratories and GeneXpert machine.

    Commissioning the project, Governor David Umahi of Ebonyi State commended the benefactors for the initiative adding that they have through the execution of the project fulfilled their corporate

    responsibility to the society.

    Umahi who was represented by the State Commissioner for Health, Dr. Daniel Umezurike expressed hope that the Chest Clinic would help to tackle incidences of tuberculosis and other health related issues in the state even as he x-rayed some of the contributions of the present administration in the area of combating malaria, TB and HIV/AIDS.

    NGO urges Ebonyi residents to pursue environment-friendly activities

    An Abakaliki-based Non- Governmental Organisation (NGO), City Cleaners International, has urged residents of Ebonyi to pursue activities that would protect the environment from pollution and degradation.
    The Executive Director, Mr James Aja, who spoke in an interview with the News Agency of Nigeria (NAN), on Thursday in Abakaliki, described the environment as one of man’s greatest gift from God.

    According to him, the organisation is committed to enhancing cleanliness through regular clean-up exercises in major towns and communities across the state.
    Aja explained that the initiative was to complement the state government’s efforts in ensuring clean and disease-free environment.
    He appealed to residents of the state to join in the crusade against unhygienic environment by cleaning their surroundings regularly.
    ‘‘The environment is man’s greatest gift from God and all our activities take place within our environment, hence conscious effort must be geared toward making it healthy for our habitation.
    ‘‘Again, what we do is to use our activities to complement the efforts of government, because the task of environmental cleanliness and protection should not be left to government alone.
    ‘‘We have identified and clean-up no fewer than 40 blocked water drainages in Abakaliki and other parts of the state, including clearing of bushes along major highways and streets in the state.
    ‘‘The organisation is also assisting government in clearing refuse dump sites and engages in other activities that promote the beauty and aesthetics of the city environment,’’ he added.
    Aja appealed to wealthy individuals and corporate organisations to assist the NGO by donating fund to enhance its operations, noting that the organisation was being sponsored through contributions from members.

    Ebonyi anti-hawking, loitering campaign yield results

    The Ebonyi School Committee on Anti-loitering and Anti-hawking during school hours by children of school age, says the campaign is yielding the desired results.
    Dr Boniface Nwofia, the committee’s chairman, stated this in an interview with the News Agency of Nigeria (NAN) on Thursday in Abakaliki.
    According to him, the campaign which is part of government’s effort at repositioning the education sector began in 2015.
    He said that since the exercise began, school children in Ebonyi had imbibed new orientation and were now more disciplined.
    “The campaign is a tasking exercise, but I am happy to announce that the committee has been able to deliver on its mandate.
    “The success which we celebrate today will not have been possible, but for the support the committee enjoyed from parents, guardians and stakeholders in the education sector.
    “We also congratulate the press for identifying with us in the war through the dissemination of the committee’s activities.
    “The good news is that loitering, hawking and other forms of indiscipline associated with school children have reduced by 99 per cent, while teachers’ productivity has appreciated,” Nwofia said.
    He stressed that the government was committed to executing and enforcing the spirit and consciousness of the free and compulsory Universal Basic Education.

    Nwofia described primary and secondary education as critical, as the success of other levels of education was hinged on them.
    “You cannot get the tertiary education right unless the primary and post primary levels are well repositioned and streamlined for excellence.
    “The war on loitering and hawking are part of conscious efforts geared towards addressing problems confronting primary and secondary education in the state.
    “Government has tackled problems of lack of infrastructure, repaired and rehabilitated dilapidated school buildings in parts of the state; as well as trained and retrained teachers for improved capacity,” he added.
    NAN reports that the committee is charged with the responsibility to arrest and detain any school child caught hawking, loitering or selling any item during official school hours.

  • Ohanaeze applauds FG on agric initiatives

    The President of Ohaneze Ndigbo, Chief Nnia Nwodo, has applauded the agricultural initiatives of the Federal Government saying they are yielding positive results in Igbo speaking states.

    Ohanaeze Ndigbo is the apex socio-cultural organisation of Igbo speaking states in Nigeria.

    Addressing newsmen in Enugu on Wednesday, Nwodo contended that with the implementation of the initiatives, the federal government had taken the best move to take the people out of recession.

    He said that the various agricultural schemes embarked by the government through the Central Bank of Nigeria (CBN) were a huge success.

    The Ohanaeze chieftain said that the CBN governor, Mr Godwin Emefiele, should be commended for the intervention of the apex bank in various empowerment programmes aimed at stimulating the economy.

    Nwodo said: “we want to use this opportunity to salute the governor of the Central Bank.

    “This gentleman has had one of the most difficult challenges that have faced any governor of the CBN.

    “What he has done lately in terms of fighting the value of the naira is most commendable.

    “His programmes at assisting agriculture have impacted positively on the sector.

    “It is working in Imo, Ebonyi, Abia, Anambra and it is beginning to work in Enugu state and we are immensely grateful to him.

    “We encourage him to continue to work in this way to ensure that the ordinary people in Nigeria can bounce back as this recession continues to recede in its calamitously effect on our standard of living.”

    Nwodo said that the achievements of the government in the petroleum sector should not be overlooked as the Nigeria National Petroleum Corporation (NNPC) had been reinvigorated.

    He said that the achievements recorded in the NNPC during the tenure of Dr Ibe Kachikwu as Minister of State for Petroleum and Managing Director were outstanding.

    “Since the NNPC was incorporated, no minister or managing director has ever put the corporation on public portal.

    “But by the click of the mouse, when our son was there, you could tell how much came into NNPC every day and how much was spent.

    “For the first time, petroleum subsidy was removed without the economy collapsing,” he said.

    The Ohaneze president appealed to the Federal Government to intervene and rehabilitate the Enugu/Port Harcourt expressway which he described as “death trap.’’

    “While we commend the minister of Power, Works and Housing for the work that has started on the Enugu/Onitsha road, we want to draw his attention to the road between Enugu and Port Harcourt.

    “The road is a death trap. It is tortuous and God knows how long it will take to rehabilitate the road especially with all the stops by security men,” he said.

    Nwodo expressed concern that the entire South-East seemed to be under security siege by officers of the armed forces, who he alleged, extort money openly from innocent citizens and road users.

    He said that complaints by the organisation against the brazen impunity of the security agencies on the roads across the zone had remained unattended to.

    The Ebonyi Government says the ongoing efforts of repositioning the education sector to boost service delivery are yielding the desired results.

    The Commissioner for Education, Prof. John Eke, stated this on Tuesday in Abakaliki, while briefing journalists at the end of monitoring of effective resumption of schools for the third term of 2016 /2017 academic session.

    The commissioner who expressed delight at the 100 per cent turnout of teachers and commencement of academic activities in public and private schools, called on teachers to sustain the spirit.

    He said that the impressive turnout of teachers, pupils and students and the immediate commencement of effective teaching and learning was a positive indication that the repositioning efforts were yielding fruit.

    Eke commended teachers and urged them to brace up for the challenges of ensuring provision of qualitative teaching and learning, stressing that the welfare of the teachers would be given priority.

    He said that the government would not spare any effort to ensure that the Ebonyi school system ranked among the best in the country.

    “We visited no fewer than 15 schools, within and outside the capital city, Abakaliki.
    “We are impressed at the 100 per cent turnout of teachers in the first day of reopening of schools and for ensuring immediate commencement of academic activities.

    “We are appealing to parents and guardians to release their children and wards to school because full academic activities started immediately.

    “Again, I wish to remind parents and guardians whose children and wards are still at home, that the third term academic period is very very short and teachers must cover the school curriculum.

    “We will ensure that we monitor and supervise academic activities on regular basis to ensure that our teachers do not relent in the discharge of their duties,” Eke said.

  • ‘Ebonyi to reimburse students N1,000 paid for unified promotion exams’

    The Ebonyi Government says it will reimburse the N1,000 paid by each student for the aborted 2015/2016 unified promotion examination.

    Prof. John Eke, the Commissioner for Education, gave the assurance on Thursday in Abakaliki in an interview with the News Agency of Nigeria (NAN).

    According to him, the state government has concluded arrangement to begin immediate reimbursement of the money to all the pupils and students that paid the money.

    Eke explained that the delay in reimbursement was to ensure that proper modality was worked out so that no one who paid would be left out.

    He said that government cancelled the proposed unified promotion examination for pupils and students in public and private schools in the 2015/2016 third term examination when it discovered that school authorities imposed additional illegal fees.

    “Let me begin by apologising to parents and guardians over the delay in the reimbursement of the fee to their children and wards and to appreciate their long patience.

    “We are trying to ensure that we put in place all the necessary arrangements for a hitch free refund, so that no one who paid will be left out in the reimbursement exercise.

    “The good news is that all the money collected from the school children, including the N,1000 approved by government and the additional illegal fees have been recovered and kept in government coffers.

    “I want to appeal to parents and guardians for more understanding as we will soon give back these monies to their owners,’’ Eke said.

    He said that ban on the collection of illegal levies in both private and public schools in the state was still in force and warned that the state government would deal with anyone contravening the ban.

    “We are committed to the free and compulsory universal basic education, hence, no school or head teacher found imposing or collecting any levy not approved by government, will go unpunished.

    “The Governor, Chief Dave Umahi has been regular in the payment of the Ebonyi counterpart fund with the Universal Basic Education Commission (UBEC), hence we access our funds and use them to develop infrastructure and capacity of personnel,’’ he added.
    Eke explained that the campaign against examination malpractice, establishment of exam ‘magic’ Centers and truancy by teachers were yielding desired result.
