    No Ebola in Ebonyi, Enugu, say commissioners

    Ebonyi and Enugu state governments have said there are no cases of the Ebola Virus Disease (EVD) in their states.

    They also said the virus had not been detected in any part of the Southeast.

    Health commissioners in both states said no resident had been reported to have the deadly virus. But they cautioned the people to be vigilant and report any suspected case to health authorities.

    Ebonyi State Health Commissioner Dr Sunday Nwangele and his Enugu State counterpart, Dr. George Eze, addressed reporters yesterday in Abakaliki and Enugu.

    Nwangele said Ebonyi was collaborating with the Federal Ministry of Health, the National Emergency Response Team and the Nigeria Centre for Disease Control (NCDC) to prevent and control the disease.

    He also said the state government was reactivating the rapid response team for effective operations.

    Dr Nwangele urged health workers to wear protective devices, adding that the people should take precautionary measures, such as regular hand-washing and avoiding contacts with animals.

    The commissioner urged those keeping pigsties to disinfect them with detergent.

    He also advised the people to contact the ministry, in case of any suspected case or if any of their relations from any of the affected countries, shows any sign of having the virus.

    Nwangele hailed the Federal Government for setting up a treatment and research group, besides its response to stave off the disease.

    Dr. Eze said various measures had been taken to prevent the disease from entering the state.

    The commissioner said the media briefing was informed by the numerous calls his office received from the residents who wanted to know if there was an Ebola case in the state.

    He said: “Till now, we have not established any Ebola case in Enugu State. For now, it is a threat across the country. But we are guarding against it.

    “We want to let you know that we have the manpower, the muscle and our specialists have put heads together to manage the situation.

    “Governor Sullivan Chime has always reiterated the need for a healthy state. That is why he has empowered the ministry down the line.

    “So, we are calling on our people not to panic but take the necessary precautions. Our best is to prepare ourselves to tackle this scourge, if it comes. For any scourge that came in the past, it was contained. So, we believe that this one will be contained.

    “We have started sensitisation in the media, but we feel that it is not enough. We are coming with bombardment that will not create panic among the public.”

    The commissioner also assured that health personnel had been adequately trained and equipped to respond promptly when the need arises.

    Stakeholders adopt community policing in Ebonyi

    Stakeholders comprising labour/town union executives, traditional/religious leaders, civil servants, politicians, law makers, human right activists, opinion leaders and indeed the general public in Ebonyi North Senatorial zone have unanimously adopted community policing as the best strategy towards curbing the recent security menace bedeviling the country.

    The adoption followed an intensive campaign on community policing flagged off by the National Orientation Agency, Ebonyi State recently at headquarters of Abakaliki Local Government Area.

    Speaking during the campaign, the State Director of the agency, Dr Emma Abah explained to the people that the programme was a vital national exercise that calls for the attention of patriotic Nigerians, who are to fashion out pragmatic and people-centred approach to strengthen the pillars of peace and security in our society.

    Dr Abah reminded the stakeholders, especially the traditional rulers of their roles in the society prior to the coming of white men. He regretted that the leaders in the society, instead of collaborating with the police, after its creation to oversee that work, left the entire work of policing in the hands of the instituted force. He insisted that such was wrong and detrimental to the peace, security and development of any society.

    In his words: “Before the coming of the colonialists, traditional rulers and other leaders in the community were involved in ensuring security of citizens and their properties. This they achieved by maintaining law and order through their native authority system as well as their vast network of intelligence-gathering system.

    “With the institution of police force during the colonial rule, the community leaders relinquished their responsibilities to the police instead of collaborating with them to ensure a more perfect security system.”

    The director advised the community leaders to go back to the old system where policing was the responsibility of all adults in a community.

    He said: “It is not because the instituted police have failed us completely. No! But because we need all members of the community to become allies in the effort to enhance their safety and the quality of their neighbourhood.”

    Also addressing the people, the chairman on the occasion and member representing Abakaliki/Izzi Constituency at the National Assembly, Hon. Sylvester Ogbaga said the gathering was essential since it sensitises the people on the need to give a zone-to-zone intervention to the issue of security.

    Regretting, he said: “Before now, we have had people display reluctant attitudes towards the police, especially in the area of providing them with adequate information to work with, but today, all Ebonyi North stakeholders are here to correct that attitude by calling on all to rise and respect our security agencies.

    “The message is that you and I have roles to play in the security of our lives and property.  We must be responsive to the happenings around our environs since we can see that nobody is escaping the situation. There is danger everywhere and everybody must be aware of it.”

    Hon. Ogbaga urged all participants at the forum to assist in the proper dissemination of the campaign message to the people in the hinterlands, insisting that they must be involved if the enforcement must take place.

    In a goodwill message, the officer in charge of Servicom, Francis Onyedindu, an ASP who represented the Ebonyi State Commissioner of Police, CP Maigari Dikko FDC, reiterated that security is paramount to the survival and sustenance of any democratic policy in any given society, stressing that “community policing is a philosophy that promotes organisational strategies, which supports the systematic use of partnership and problem-solving techniques to proactively address the immediate conditions that give rise to public safety issues such as crime, social disorder, and fear of crime.”

    He advised the people to adopt community policing as a means of building a close tie between the police and the people, insisting that the police remains everybody’s friend.

    Also speaking, representatives of other security agencies namely Nigerian Immigration Service, State Security Service, Nigerian Army, Nigeria Security and Civil Defence Corps, present at the forum, noted that the philosophy of community policing rested on the belief that the security agencies and the community must work together as partners to solve the contemporary challenges faced in today’s society.

    ”The focus of community-oriented policing is not necessarily on response, but on preventing crime and resolving community problems,” he added.

    Continuing, he said: “Effective community policing has a positive impact on reducing crime, helping to reduce fear of crime and enhancing the quality of life of people within the community. It accomplishes these things by combining the efforts and resources of security agencies, community government and members in search for solutions to communal problems.”

    They also agreed that there was need for security agencies to share information among themselves to facilitate adequate provision of security for the people

    While appreciating that government and community leaders are beginning to recognise the importance of involving themselves in the protection of their areas, the Ebonyi North Zonal Assistant Director of National Orientation Agency (NOA), Mr. Anthony Uguru, maintained that the communities must take a unified stand against crime, violence and disregard for law and must also make a commitment to increasing crime prevention and intervention activities.

    He advised the community leaders to immediately identify critical areas in their communities that need local intervention, institute a community policing committee, as well as a standard operating procedure in conducting community policing in their areas.

    He called on the participants to rise to the challenge of nipping insecurity in the bud.

    He said: “No single agency can solve this complex social problem alone. A combined community cum police effort will definitely restore the safety of our neighbourhood. Let us join hands to make our society safe.”

    The chairman of the Abakaliki Local Government Area, Hon. Batholomew Ottah,, expressed satisfaction that his council was the flag-off point of such an important issue. He urged the residents to adopt the good messages preached by National Orientation Agency, Ebonyi State.

    Hon. Elizabeth Oshianu, Emmanuel Nwuzor, Solomon Ochopa, Simon Edezie and Nwobashi Cornelius who also were at the summit, condemned some security agents, who, on retirement, become threats to their societies instead of continuing with protecting the people. They advised them to desist from such act.

    They further urged the security agencies to ensure that they keep to their promise of keeping them from harm, especially when they disclose vital information to them.

    The Divisional Police Officer (DPO) in charge of Abakaliki Central Police Station, SP Josephat Okoye, thanked NOA for the programme, even as he appreciated the participants for turning out en masse to adopt a strategy for solving this contemporary challenge.

    Following growing fears across the country over the deadly Ebola Virus, Afikpo North Local Government Area of Ebonyi State, yesterday advised the people of the area to be wary of the deadly disease.

    The council area, which is also the hometown of the Minister for Health, Prof Onyebuchi Chukwu, also cautioned against indiscriminate consumption of bush meat by the people.

    The advice was contained in a release signed by the Public Relations Officer of the council, Sir Emmanuel Irem.

    It also advised the people to maintain a clean environment and to avoid contact with some bush meats, especially monkeys, so as not to contact the Ebola disease.

    “We wish to advise the people of Afikpo North Local Government Area to be wary of the deadly Ebola Virus. The World Health Organization (WHO) reports have it that the virus has killed many people in recent time.

    “It is important that people of the area maintain a clean environment and to avoid contact with some bush meat, especially monkeys species so as not to contact the Ebola disease. The disease, as of now, has no cure and is more deadly than the HIV/AIDS scourge.”

    He further stated that the Ebola disease is transmitted through close contact with the blood, secretion, organs or other bodily fluids of infected animals.

    Our correspondent gathered that there have been growing fears in the state, especially, Amasiri in Afikpo North Local Government Area, where their major occupation and source of revenue is hunting and selling of bush meat and other wild animals.

    Similarly, the council has also advised the people of the area to effectively participate in the forthcoming Independent National Electoral Commissions INEC voters’ registration exercise and issuance of permanent voters cards billed to commence on August 15th 2014.

    The PRO urged all eligible and qualified people of the council to turn out en-mass for the exercise, noting that the voters’ cards would afford them the opportunity to vote in the 2015 general elections and other elections.

    He warned against multiple registration and urged parents to restrain their children below 18 years from registering, describing it as a criminal offence.

    Ebonyi Assembly meeting deadlocked

    Ebonyi State elder statesmen met yesterday the 24 members of the House of Assembly at the Women Development Centre, Abakaliki.

    The meeting lasted for about four hours.

    It was held amid tight security and it ended with the indigenes speculating on the decision reached on the impeachment saga.

    It was learnt that the elder statesmen discussed with Speaker Helen Nwobasi and the impeached speaker, Mr. Chukwuma Nwazunku.

    A source said the leadership of the Assembly told the elder statesmen that the impeachment of Nwazunku was irreversible.

    The meeting was deadlocked at press time, with the elder statesmen telling the lawmakers that they would be informed of their resolution later.

    It was learnt that the elder statesman decried the violence, which pervaded the Assembly last week, urging the legislators to keep the peace.

  • Kidnapped Ebonyi lawmaker rescued

    The Majority Leader of the Ebonyi State House of Assembly, Mr. Sam Nwali, who was kidnapped about 9:30am on Wednesday, was rescued by the State Security Service (SSS) operatives yesterday.

    The lawmaker was kidnapped at Nna Street in Abakaliki, the State capital, on his way to a meeting.

    Sources told The Nation that Nwali was accosted by four men, who blocked his car, pushed him out, bundled him into their car and sped off.

    But the SSS officials rescued him after his colleagues reported the incident.

    It was learnt that the victim was rescued near the boundary between Ikwo Local Government and Cross River State and that he was manhandled by his captors.

    About 3pm yesterday, Governor Martin Elechi  was seen on the premises of the SSS visiting Nwali.

    Also at the place were the legislators, who were loyal to Speaker Helen Nwobasi.

    At press time, it was gathered that arrangements to transfer the majority leader from the SSS headquarters to a hospital were allegedly thwarted by SSS operatives.

    Nwali, representing Ikwo North, was one of the 18 lawmakers who impeached Mr. Chukwuma Nwazunku and installed Mrs. Helen Nwaobasi.

    But a faction of the Assembly loyal to Nwazunku disagreed with the action, describing it as illegal.

    Nwali’s kidnap followed the attack on Tuesday of another member of the Nwaobasi group, Nnenna Nweme, by suspected thugs.

    Efforts to get the lawmaker to speak on the incident were unsuccessful, as the SSS officials drove reporters out of their premises.

    The United States Agency for International Development (USAID) has signed a Memorandum of Understanding (MOU) with the Ebonyi State government to establish a collaborative development partnership to modernise the state’s water utility. The agreement cements an ongoing working relationship to strengthen the institutional, legal and regulatory framework of the Ebonyi State water system so that households have increased access to potable water. Currently, activities underway include establishing a reliable customer database to improve billing and collection efficiency, strengthening the human resource management skills through targeted trainings and developing a tariff policy for cost recovery.

    The MOU was signed by his Excellency, the Executive Governor of Ebonyi State, Chief Martin Elechi, and the USAID Mission Director, Michael T. Harvey.

    Mr. Harvey acknowledged Ebonyi state’s significant investment to expand clean water production and connect its population to an affordable water supply. The state financed the construction of two new water treatment plants and a 52-kilometer trunk water main that connects one of the new water treatment plants to the state capital, Abakaliki. Mr. Harvey said that USAID will work with the Ebonyi State Water Corporation to help it achieve financial independence and, in the end, provide more, better quality water on a reliable basis.  He said, “This partnership is critical because it is about sustainability. It’s about strong political will and a commitment to reform. USAID will enable government officials to move the state towards a brighter future.”

    USAID’s urban water reform activity — Sustainable Water and Sanitation in Africa (SUWASA) — is a water policy reform activity at the state level that focuses on sustainable urban water supply.

  • Breaking News: Ebonyi Speaker impeached

    In a commando style, members of Ebonyi State House of Assembly, Monday morning impeached the Speaker, Chukwuma Nwazunku.

    18 out of the 24 members of the Assembly reportedly voted out the Speaker.

    The members lifted the suspension of the three members before impeaching Nwazunku.

    The three members are Hon Frank Onwe, Hon Eni Uduma Chime and deputy speaker, Hon Blaise Orji.

    Hon Frank Onwe moved the motion for the Speaker’s impeachment which was seconded by the minority leader, Hon Enyi C. Enyi.

    Thereafter, Hon Eni Uduma Chima representing Afikpo South West moved the motion for election of Hon Helen Nwaobasi representing Abakaliki South state constituency.

    The motion was seconded Hon Jerry Obasi.

    Ebonyi State Police Command said yesterday that it has arrested a 30-year-old man, Mr. Ama Inya Okoro, for allegedly defiling a two-year-old girl at Unwana in Afikpo North Local Government.

    The command spokesman Chris Anyanwu briefed reporters yesterday in Abakaliki.

    He decried increase in rape in the state.

    Anyanwu said the suspect allegedly committed the crime when the victim was asleep, adding that he would be prosecuted.

    He urged parents to monitor their children.

    The police spokesman also said yesterday that a kidnap suspect, 27-year-old Kingsley Sunday, a teacher, who was arrested by the command for allegedly kidnapping two of his pupils, Dolapo Kosoko and the sister, Tolu, has been transferred to the Ogun State Police Command for investigation.

    Anyanwu said the victims have re-united with their family in Ogun State where they live.

    He said: “We have concluded investigation on the alleged kidnap of the children by their teacher and this morning (Thursday), police officers from our command escorted the suspects to Ogun State for the continuation of investigation.

    “The victims have re-united with their parents. They have gone back to Ogun State where they live.

    “With the success recorded by our command and the confessional statement of the suspects, we are optimistic that the Ogun State Police Command will further investigate the matter and prosecute the suspects.”

    Anyanwu said the teacher, who works with Imperial International School, Ijebo-Ode in Ogun State, was arrested in his home town, Obieze, Effuim in Ohaukwu Local Government Area of Ebonyi State, following a tip-off.

    The suspect, it was learnt, capitalised on his closeness to the family and took the victims to his village, only to demand a ransom from the parents before releasing the children.

    The police spokesman said the suspect demanded N250,000 ransom, out of which the victims’ parents paid N150, 000, begging him to give them time to complete the payment.

    He added: “The teacher, from our investigation, had a relationship with the victims’ parents. He convinced them that they should allow him take their children to his village and they agreed.

    “The teacher later demanded a ransom from them.”

    Anyanwu said another teacher from Ugwulangwu in Ohaozara Local Government, whom the suspect arranged with for the payment of the ransom into his account, has also been arrested.

    The Ogun State Police Command yesterday paraded Sunday and the other teacher, Augustus Johnson, for allegedly kidnapping the pupils.

    Police spokesman Olumuyiwa Adejobi, who paraded the suspects at Eleweran, Abeokuta, the command’s headquarters, said they would be charged to court upon completion of investigation.

  • Ebonyi lawmaker interested in governorship’

    TheChairman, Senate Committee on Police Affairs, Senator Paulinus Igwe Nwagu, at the weekend reiterated his interest in the Ebonyi State governorship.

    The lawmaker before now had declared his intention to contest the governorship election next year.

    Speaking with reporters in his Oriuzor, Ezza North Local Government country home, the senator said security would be his priority if elected, as no development could take place without the security of life and property.

    He said he had the experience and qualification to become the third civilian governor.

    Nwagu said: “If you know me well, I don’t talk too much. But once I’m  determined to do something, believe me, I will not go back on it. I’m out to pursue my 2015 governorship ambition to enable me serve the state and I have the capacity to do that.

    “I have declared my intention to contest the governorship. I have served in all capacities starting as a councillor, chairman, House of Representatives member and now a senator. My next ambition is to become the governor.

    “Security is number one as far as any country or state is concerned. Even as you strive to put in place infrastructures, security should be number one.”

    The lawmaker representing Ebonyi Central disagreed with zoning the governorship to Ebonyi South as canvassed by some members of his party.
