    PDP rejects Edo council election results, promises legal action

    The Peoples Democratic Party (PDP) has rejected the results of the April 20 Edo council elections and described the exercise as a mockery of democracy.

    The party’s National Publicity Secretary, Mr  Olisa Metuh,who made this known while briefing newsmen on Sunday in Abuja also said the party would challenge the results in court.

    The PDP spokesman said the elections were manipulated against the party, adding that what happened at the Edo council elections was “a mockery and a threat to the country`s democracy.

    `The survival of our democracy is under very serious threat.

    “Unpatriotic and undemocratic elements have laid siege on our nation’s democracy and Nigerians are now living in serious fear and uncertainty.

    “Since the annulment of June 12, 1993 Presidential elections, we have never in the political history of Nigeria witnessed any such assault on the people and democracy like what is going on in Edo.’’

    Metuh said it was a regret that the people of Edo were being subjected to the “worst form of tyranny’’ while their will to choose their leader was being subverted.

    The PDP spokesman decried the intimidation of PDP candidates and their supporters during the election.

    He called on the military authorities to investigate the alleged role of the Brigade Commander in Benin in the use of the military against PDP members during the polls.

    Metuh further alleged that ballot boxes were carted away, with election results manipulated in favour of the ACN.

    “Also, election results were annulled in places where PDP candidates won clearly,’’ he said.

    Metuh also contended that there were no election materials in many local councils where PDP had greater support and that PDP members were not allowed to vote in Etsako Central.

    “The cancellation of the Esan North-East election results by the Edo State Independent Electoral Commission (EDSIEC), the second time after it was discovered that a PDP candidate won the election, was to undermine prominent PDP members from the area,’’ he said.

    The party spokesman said PDP would challenge the election results in the court.

    “We went to court in Lagos, we will go to court in Edo. That is the beauty of democracy,’’ he said.

    Metuh said it was an irony that Gov. Adams Oshiomhole had continued to display disdain for democracy since he assumed office.

    “It is funny that a direct beneficiary of President Goodluck Jonathan’s policy of transparent election is the one that is now going against it,’’ he said.

    The PDP official called on Nigerians, civil society groups and other stakeholders to join in the “just fight” to salvage the Edo people.

    “We as a party cannot witness the enthronement of free and fair federal elections by President Goodluck Jonathan only to become victims in elections in states controlled by the opposition,’’ Metuh said.(NAN)

    PDP boycotts rescheduled council election in Edo

    The Peoples Democratic Party (PDP) in Edo on Wednesday withdrew from the rescheduled council polls in Esan West Local Government over lack of confidence in the electoral body.

    The party’s Chairman in the local government, Mr Victor Idiakhoa, told the News Agency of Nigeria (NAN) that the conduct of the Edo State Electoral Commission (EDSIEC) would not guarantee free and fair polls.

    Idiakhoa said that the commission had clearly demonstrated that it was incapable of ensuring that the peoples votes would count.

    According to him, our party and supporters have lost confidence in EDSIEC and have no reason whatsoever to partake in its activities.

    “The conduct of last Saturday’s election was shameful and several people who had anticipated a one man one vote situation went home disappointed.

    “It is for this reason, that we took the decision not to participate in the rescheduled election.”

    Asked if the state chapter of the party supported their action, Idiakhoa told NAN that the decision was that of the local government.

    “We took the decision here at the local government and informed the state, and I think they agree with our decision,” he said.

    Meanwhile, the state Chairman of Action Congress of Nigeria, Mr Thomas Okosun, has described the withdrawal of PDP from the poll as an acceptance of defeat.

    He said: “fI their decision to withdraw is true, it would not affect the credibility of the election in any way.

    “Six political parties participated in the election, so, withdrawal of one political party is of no value,” he said.

    Three people were injured yesterday in various protests held in Benin City, the Edo State capital.

    There was a protest on the outcome of last Saturday’s local government elections and another on the non-inclusion of ex-militants in the Federal Government amnesty programme.

    The protesters were supporters of the Peoples Democratic Party (PDP), supporters of the Action Congress of Nigeria (ACN) and some aggrieved “ex-militants”, who claimed to have been excluded from the third phase amnesty programme.

    PDP supporters began their protest at 7am, blocking major routes and made a bonfire at the King’s Square.

    They sang anti-ACN songs and vowed not to leave until the elections were cancelled.

    Some few minutes later, ACN supporters stormed the Square, praising Governor Adams Oshiomhole for conducting free and fair polls.

    The protests paralysed commercial activities around the Square and halted vehicular traffic as the two groups engaged one another in a free-for-all.

    Men of Operation Thunderstorm, the special security outfit, brought the situation under control.

    The group’s spokesperson, Abiodun Peter Eda, aka Kabiru, said they were certified and documented under the third phase of the Amnesty Programme but were yet to be absorbed.

    Abiodun said they would shut the operations of Dublin Oil at Gelegele, if they were not absorbed.

    “We don’t want to go back to crime. That is why today, we said we should come out and state our position. Today, they have attended to people from Delta, Akwa Ibom and Bayelsa states with the exemption of Edo State.”

    But the Head of Media and Communications, Presidential Amnesty Programme, Daniel Alabrah, said the protesters were impostors.

    “We just finished our arms verification exercise. Where did they surrender theirs? I think they are making claims they cannot justify.

    “Some people who don’t have jobs submitted catapults and axes. They are now claiming to be ex-militants.

    “Where were they in October 2009 when the amnesty programme started?

    “Our verification committee has gone round and finished with the genuine militants who submitted and have been identified.”

    National Secretary of the Accord Party Samson Isibor has described the elections as “free, fair and credible.”

    Isibor, who doubles as the State Chairman of Coalition of Registered Political Parties (CRPP), described the late arrival of election materials as a human error.

    He said members of his party witnessed the distribution of electoral materials in remote villages such as Idibo, Udeni, Ewoghan in Uhunmwode local government.

    Isibor said the party’s candidate won the councillor’s seat in the locality and urged aggrieved parties to seek redress at the tribunal instead of causing political tension.

    Also, the Chairman of Edo is in Safe Hands, Washington Osa-Osifo, said the governor could not be blamed for EDSIEC’s inefficiency.

    A PDP chieftain, Aisulimen Ighodaro, has blamed the party leadership for the woeful performance in the elections.

    He said there were no strategies by the party leadership to win elections.

    The PDP chieftain said the resort to use youths to cause mayhem was a ploy to make the state ungovernable.

    Ighodaro, who spoke at a briefing yesterday, said the PDP has failed to win elections since the chairman, Dan Orbih, assumed office.

    The PDP chieftain said rather than blame the government for their failure, the party leaders should look inward and investigate why their members were leaving for the ACN.

    His words: “It saddens my mind that we are now crying foul after losing woefully, even when we know that we were not prepared for the election.

    “I advise our youths to shun Orbih and his desperate tactics. They should avoid being used as cannon fodder to settle political scores.”

     

  • Edo warns pipeline vandals

    Edo State government has called for collaboration with the management of the Nigeria National Petroleum Corporation (NNPC) Benin depot in curbing incidences of pipeline vandalism, even as it threatened to deal with any person caught vandalising oil installations in the state.

    The Executive Director of the state Petroleum and Gas Monitoring Committee, Chris Okaeben spoke when he paid a familiarisation visit to the NNPC-Benin depot.

    Okaeben urged pipeline vandals to relocate from the state or face dire consequences.

    He told the depot manager, Engineer Patrick Akinoloyan that his mandate was to ensure that any act of economic sabotage on oil installations was eliminated.

    Okaeben said it was Governor Adams Oshiomhole’s desire that people of the state do not go through pains of sleeping in fuel stations to get the necessary product.

    Engineer Akinnoloyan expressed his desire to cooperate with the state government, adding that the depot was ready to provide the required petroleum quantity for the people in the state.

     

  • Edo may relocate school

    Succour may be coming the way of pupils and staff of Etete Primary School in Oredo Local Government Area of Edo State following the decision by the state government to relocate the school.

    Etete Primary School, which is built under a Power Holding Corporation of Nigeria (PHCN) high tension line by Sapele road transmission station has students population which stands at 1,110.

    The Commissioner for Basic Education, Patrick Agwinede during an inspection tour of some schools under his ministry in Oredo Local government area, said the step is to reduce the risk and health danger posed to the pupils.

    Agwinede, who just assumed duties as commissioner, said the ministry will no longer tolerate laxity and indiscipline on the part of staff and teachers.

    He said attempts must be made to protect the various facilities that have been put in place by the state government aimed at creating conducive environment for learning and teaching.

    He said: “I am of the view that some of the risks we can avoid should be avoided. We have seen it that since it is a very bad situation, I am strongly of the view that we make recommendation to the state government to relocate these pupils.”

    Kidnapped lecturer regains freedom, another slumps, dies in office

    Prof. Celestina Isiramen, a lecturer at Ambrose Alli University in Ekpoma, Edo, who was abducted by unknown gunmen last week Wednesday has regained her freedom.

    Her release came as the university community of Ekpoma was thrown into mourning, following the death of Prof. Solomon Momoh of the Institute of Education.

    The News Agency of Nigeria (NAN) reports that Isiramen was released to her family on Thursday morning amidst jubilation by family members.

    Isiramen, of the Religious Management and Cultural Studies Department, was abducted by unknown gun men while driving into her residence.

    The kidnappers forcibly made her to leave her vehicle and entered theirs, whisking her away to an unknown destination.

    NAN reports that the amount said to have been paid to secure her release could not be ascertained.

    Meanwhile, the university community was on Thursday morning engulfed in mourning after Momoh slumped and died in his office.

    It was gathered that the deceased professor had just returned from lecture hall when he collapsed as he was entering his office.

    All efforts to revive him failed as he gave up the ghost before any medical attention could be arranged.

    A spokesman for the university confirmed the two incidents.

  • Edo: No compromise on quality work  

    Despite being in a hurry to deliver dividends of democracy, Edo State Government has promised it would not compromise the quality in the on-going construction of Airport road.

    The Commissioner for Works, Mr. Osarodion Ogie, stated this in Benin City during a joint tour of the road by officials of the ministry and the contractor handling the project.

    He said: “I am satisfied with the quality of work so far. The governor, as you all know, is in a hurry to deliver to the people of the state.

    “I am also in a hurry too but we will not compromise standard and quality in all our road projects; the designs and quality would compare with international standard.”

    He added: “Government will do everything humanly possible to meet its responsibilities so that you can complete the project in record time.

    “The governor is a man of his words and since he has given you his words, you can be sure he will fulfill his part so that you can deliver.”

    The project manager, Elias Eljouni, said asphalting of the second lane from Oko junction down to Ogbe zoo has commenced after the first lane.

    The project terminates at Ogba River.

  • Police to impound unregistered cars in Edo

    Worried by the spate of car thefts and general insecurity across the country, Motor Dealers Association in Edo State has asked the Nigeria Police to apprehend drivers and impound any vehicle plying the roads that does not have a dealer’s number.

    Chief Andy Omokaro, chairman of the association, gave this indication yesterday at a press conference in Benin City, where he exonerated registered car dealers of complicity in the general insecurity in the state

    He said, “We have just written the FRSC, Motor licensing office, Commissioner of Police and the Directorate of State Security Services (SSS) asking them to arrest persons who drive unnumbered vehicles without dealers number. Such vehicle must be impounded because they may have been stolen to be used for criminal activities.

    The Chief Executive of Andy Motors also said motor dealers task force has the duty of visiting motor shops across the state once in a week and keeps a record of the history of the vehicles sold in a dealer’s shop.

  • Crisis rocks breakaway church in Edo

    Crisis has hit the Igbo Prayer Welfare Fellowship, a breakaway Church whose members were in the Diocese of the Benin Anglican Communion.

    The crisis started over appointment of bishops, priests and officials of the church.

    Some members of the church led by Chief Jerry Okeke, Chief Emma Owunna and Dr. Charles Ayeni pushed for a retired Anglican Priest, Ven C. I Umane, but were resisted by the Chairman, Board of Trustees of the Church, Chief Luke Abbas.

    Abbas and other leaders of the Church were said to have insisted that Rev. Jerome Ekwo be made Bishop and Ven Umane be removed as Bishop.

    A suit instituted against Chief Abbas at an Edo State High Court was thrown away for lack of locus standi by the claimants to institute the suit.

    Abbas said the opposition group was planning to hold meetings at various places in Benin to cause further disaffection in the church.

    He said he was in possession of a letter purportedly inviting members of the Church to a meeting and advised members to shun the said meeting.

    Edo’s 2013 budget

    Can you really satisfy the people of Edo State? Of course, yes. Aren’t they more demanding than state resources can carry? The answer is in the affirmative. Could it be because to whom much is given, much is expected? Again, yes. The truth is – the people of Edo want more from Governor Adams Oshiomhole despite his overwhelming scorecard in the past four years in office.

    Oshiomhole, on his part has vowed to post more mouth-watering dividends. His 2013 budget christened “Taking Edo to the next level” is one among three others before Oshiomhole will call it quits.

    Successive governments in the past have had budgets tagged with flamboyant adjectives but unfortunately they hardly yielded the much trumpeted result. Today, the difference is clear. Whereas the budget used to be an opaque instrument; now it’s a self-reliant and fiscally prudent tool.

    Edo State is one of the few states where Fiscal Responsibility legislation was passed into law and we all know the import of that. While the state benefits from the 13% derivation fund as a marginal oil producing state, this fiscal advantage does not translate to any significant edge in financial transfers and key indices when compared to other states in the Niger Delta region.

    The proposed Budget size for the year is N150,045,377,060 billion. Of this, the sum of N87,407,475,855 billion, representing approximately 60%, is being proposed as Capital Expenditure; while the proposed Recurrent Expenditure is N62,637,901,205 billion, which represents approximately 40% of budget size.

    By the above figures, government is sustaining the tradition of putting more funds into capital expenditure, while reducing recurrent expenditure.

    The sum of N116, 479,778,045 billion is proposed as recurrent revenue, made up of the following components: Statutory Receipt – N86.51 billion, Internally Generated Revenue – N26.97 billion

    The projected capital receipts amount to N64,341,876,840 billion, while there is a projected deficit of N23,065,599,015 billion to be funded through the World Bank Budget Support Facility and additional credit lines.

    The Recurrent Component of the 2013 Budget, which is N62,637,901,205 billion, is made up of Personnel Costs – N25.46 billion, Overhead Costs – N16.40 billion and Consolidated Revenue Fund Charges – N20.76 billion

    Government is concentrating the bulk of it’s Capital Expenditure on key priority areas. Roads Project is allocated the sum of N33,351,000,000 billion. This will be used to complete ongoing intra and inter-city road projects, in addition to funding new road projects. The designs of these road projects, according to government sources, are ready.

    The sum of N 13,293,000,000 billion is proposed for Flood and Erosion Control and Environmental Protection. Of this amount, N8.00 billion is allocated for the execution of projects under the Benin City Storm Water Masterplan. Also, a substantial sum has been earmarked for the continue desiltation and dredging of the Benin Moat.

    Similarly, the sum of N2.55 billion is set aside for erosion and flood control infrastructure in Edo Central and Edo North senatorial districts, while the sum of N1.20 billion is proposed for Beautification and Urban renewal projects across the State.

    The total budget provision for education is N26.7 billion comprising of N14.6 billion capital and N12.1 billion recurrent expenditure excluding salaries to primary schools teachers.

    The state owned university, Ambrose Alli University has a provision of N4.82 billion of which N1.02 billion is for capital projects. N4 billion has been provided for construction and renovation tertiary institutions in Edo State. The technical schools reconstruction/renovation has a provision of N500million.

    The sum of N6.78 billion has been allocated to the Health Sub-Sector, comprising of N2.8 billion capital projects and N3.98 billion for recurrent expenditure.

    Edo people should expect the procurement of rescue ambulances to cover Benin-Auchi, Benin-Ore, Benin-Agbor and Benin-Warri roads at an estimated cost of N30,000,000 million. It is expected that this will complement the on-going Accident and Emergency facility in the new complex at the Central Hospital, Benin City.

    The administration has also promised to continue to transform the agriculture sub-sector to ensure increased food and raw material production. In this connection, government plans to provide necessary inputs to farmers and encourage our teeming youth to engage in agricultural activities. The sum of N400 million is proposed for this sub-sector in Year 2013.

    Sure, the budget is intended to strengthen the administration’s resolve to galvanize the people of Edo state towards developmental action and make the state competitive economically as well as make it self-reliant.

    This is more so as Oshiomhole is sworn to carry out institutional reforms necessary to guarantee and sustain irreversible development. “The thrust of our policies is to achieve concrete development. In this regard, the fiscal governance measures we adopted at the beginning of this administration will be sustained.”

    Edo State has been acknowledged as a rapidly developing state in Nigeria by local commentators, investors and development partners. Oshiomhole and his team have creatively managed the state’s resources efficiently to deliver the greatest good to the greatest number of the people. He has worked consciously with the people to deepen their partnership for our overall progress.

    The administration must be commended for its efforts at improving the state compared to the work done by its predecessors. But as with everything in life, there is room for improvement if continuity is sustained. The state is blessed with abundant resources which have barely been tapped and transformed to cash-cows. Apart from tax earnings which cannot even sustain its recurrent expenditure, the states’ major financing source is the Federation Account.

    Without handouts from the Federal Government, will the state exist in the form it does now? The answer is no. It definitely needs an improvement in federal allocation. Has the state provided a thriving environment for SMEs to play an active role in its economy? It is trying but needs to do more. Is the government investing in physical infrastructure and human capital or is it just maintaining what it has inherited? The state’s performance in education and spending on roads answer this question affirmatively.

    To a great extent, leadership is like beauty, it’s hard to define but you know it when you see it. Oshiomhole has proved himself a model in self-confidence, vision, virtue, plain guts, and reliance on blessed impulse. He has learned from everything, more importantly from experience, adversity, and mistakes. He has learned to lead by leading.

    There are a lot of goodies for the people of Edo in Oshiomhole’s 2013 budget. All we need to get the best from this government is to simply support the government, criticize constructively, pay our taxes and maintain whatever public infrastructure the government must have succeeded in building in our environment. By so doing, Edo can be said to be on the path of sustainable development.
