    Edo starts re-certification exercise in EDPA estates

    As part of ongoing efforts to revamp the estate development and housing sector in the state, the Edo Development and Property Authority (EDPA) has commenced the recertification exercise for legal occupants of government-owned estates in Benin City, the state capital.

    The recertification exercise, which commenced on Monday, November 27, at the Andrew Wilson Housing Estate, Evbuoriaria, off Sapele Road in Benin City, will be carried out across all EDPA estates in the state.

    The exercise will enable the state recover rents from the legal occupants of the estates and build a database for decision-making.

    Executive Chairman, EDPA, Isoken Omo, said “The exercise is important because the agency needs to update its records of legal occupants of the estates. It will provide up-to-date information that will help in planning and further development work in the estates. With this, we will identify occupants who have completed necessary payments to enable the agency give them documents that will authenticate their ownership of the units they occupy.”

    Omo commended residents of Andrew Wilson Housing Estate for their cooperation with officials of the EDPA, which made the recertification exercise easier, adding “Residents of the state were prepared for the exercise even before the commencement, which is a good sign. This enabled EDPA achieve 60 percent compliance on the first day of the exercise.”

    She, however, frowned at some residents who violated the original estate plan, noting “any property violating the original plan of the estates will be removed. Nobody will lose his original property in the ongoing exercise, but the additional attachment which is against the original plan must give way. Owners of buildings that violate the original plan ought to have sought approvals before altering the original plan for the estate.”

    An estate resident, Mrs Joy Sule commended the EDPA for the exercise, which she said was long overdue.

    “I am pleased with the conduct of staff of the EDPA and their approach to the exercise. This is the first time such exercise of this magnitude is being carried out since my husband acquired this property, she said.”

    Another occupant, Destiny Izevbekhai, described the exercise as a welcome development, as it has assured residents that their properties are safe and secure.

    He said: “It was hectic to get the entire documents required for the recertification exercise because the property was acquired by my late father. But I am pleased with the way the exercise is being conducted and expect that it will bring about positive change in the estate.”

    Edo assures residents of timely completion of bus terminals

    Edo State Government has assured residents of Benin City, the State Capital of its resolve to complete the construction of designated bus terminals.

    The assurance was given by the Commissioner of Physical Planning and Urban Development, Hon. Edorodion Erimona, during a media chat with journalists at the Government House in Benin City.

    According to the Commissioner, “the construction of the bus terminals is work in progress even as the government will make good its promise to ensure that the construction is completed in due course. This will sustain the ongoing plans to decongest parts of the state capital with heavy vehicular and human traffic.”

    Erimona added that “the goal of the state government in constructing the terminals is to provide permanent solution to the congestion of the state capital. It will also aid state capital residents commute easily around the city.”

    “The state government through the Ministry of Physical Planning and Urban Development is working out the strategy on the construction of the bus terminals. The strategy being worked out on the construction of the bus terminals would ensure that the facility serves as a central hub for commuters. It will also ensure proper traffic management,” he added.

    The commissioner reiterated the commitment of the state government in carrying out more projects in urban centres across the state, adding that Godwin Obaseki-led administration intends to use infrastructural projects to drive economic rejuvenation.

    According to him, “the plan is to ensure that the state is not overwhelmed by people as it is a transport hub that serves as a nexus to many other states. The terminal will be spread across the state to ensure that people go through the state with less hassles.”

    Obaseki to present 2018 budget on Wednesday

    Gov. Godwin Obaseki of Edo on Monday sought the House of Assembly’s approval to present the state’s 2018 budget estimates for its consideration and approval on Wednesday, Nov. 29.

    The request of the governor was conveyed in a letter dated Nov. 17 and signed by the Secretary to the State Government, Mr Osarodion Ogie.

    The letter, titled “Presentation of the Year 2018 budget’’ was read by the Clerk of the house, Mr James Omoatamae, during plenary.

    It stated that the presentation of the budget earlier scheduled for Monday, Nov. 27, 2017 was, however, now rescheduled for Wednesday, Nov. 29.

    The Speaker, Mr Kabiru Adjoto, however, urged members to be available for the budget presentation on Wednesday.

    Obaseki presented an Appropriation Bill of N150b for the fiscal 2017 to the State House of Assembly in Benin on Dec. 19, 2016.

    VAIDS: FG recruits 2190 tax officers – Adeosun

    The Federal Government has recruited and trained 2,190 Community Tax Liaison Officers (CTLOs) under the Voluntary Assets and Income Declaration Scheme (VAIDS), says the Minister of Finance, Mrs Kemi Adeosun.

    Adeosun, in a statement by her Special Adviser, Media and Communications, Mr Oluyinka Akintunde, said that 1,710 CTLOs had already been deployed to 33 states, out of the number recruited and trained.

    She said that their task was to raise awareness about the scheme and taxation in general.

    She said that the CTLOs were currently operating in Adamawa, Cross River, Delta, Edo, Enugu, Kaduna, Kwara, Lagos, Nassarawa, Niger, Ogun and Oyo states among others.

    Adeosun said there was no hiding place for tax evaders residing in Nigeria or abroad, noting that the Federal Government had put in place a data mining mechanism to fish out evaders.

    “The unique cooperation between the various arms of Federal Government, state governments and foreign governments has provided an unprecedented level of data that allows the Nigerian Government to profile taxpayers accurately.

    “We are now able to identify those whose lifestyle and assets are not consistent with their declared income.

    “A lot of data mining is going on daily, both locally and internationally, on property ownership and other items. Data is an extremely powerful tool that is now being utilized.

    “For instance, we have reviewed all companies that received major payments from the Federal Government in the last 5 years and found that even those who made money from government, under-declared,” she said.

    Adeosun said that the tax compliance team had looked at import records and compared the value of goods imported to the tax declarations of the importers, but the discovery was worrisome as “the variance was disturbingly wide”.

    “On personal income taxes, we reviewed property and company ownership as well as registration of high value assets and foreign exchange allocations, which gives us a sense of the lifestyles of the persons.

    “But again, we found major non-compliance. In some cases, people declared as little as N10 million as income but purchased expensive property overseas and in Nigeria.

    “They also registered high specification vehicles and funded luxurious personal events costing multiples of the declared income,” she said.

    Adeosun said that now, with the centralisation of data under Project Lighthouse within the Federal Ministry of Finance, a major tax loophole has been plugged.

    She reiterated the willingness of the Federal Government to prosecute tax evaders after the tax amnesty period had elapsed.

    Adeosun also said that the Federal Government had compiled a list of 500 prominent Nigerians with property and trusts abroad, to determine their tax compliance status.

    The 500 prominent Nigerians, according to her, will receive their letters beginning from Monday, asking them to take advantage of the tax amnesty to regularise their tax status and avoid prosecution and fines.

    VAIDS, an initiative of the Federal Ministry of Finance in collaboration with the State Tax Authorities, is a revolutionary programme that provides tax defaulters a nine-month opportunity to voluntarily and truthfully declare previously untaxed assets and incomes.

    The tax amnesty period is expected to lapse on March 31, 2018.

    Job creation is one of the spin-offs of the VAIDS initiative, with the scheme expected to create 7,500 opportunities for Nigerians as CTLOs through the N-Power scheme of the Federal Government.

    Oba of Benin appeals to South Africa to end hostility toward Nigerians

    His Royal Highness, Omo N’ Oba N’ Edo Uku Akpolokpolo Oba Ewuare II, has appealed to South African Government to take measures to end hostility toward Nigerians in that country.

    The Oba of Benin made the call at a reception and Cultural display held in his honour by Edo indigenes residing in Abuja on Saturday.

    He said that Nigeria contributed a lot for South Africa to be freed from Apartheid, as well as helped Angola.

    According to him, we are sad that Nigerians are constantly being bombarded with hostility and aggression.

    “We appeal to South African Government to do its best to stamp out hostility toward Nigerians as the country played a great role in the fight against apartheid, so that Nigerians can live in peace in their country.

    “This will enable Nigerians to reap what they sowed in other African countries.’’

    The Oba also emphasised the need to uphold the Edo culture and value system.

    “I want you to please uphold your culture very high, hold our value system seriously and do not let anybody destroy it because that is the identity we have.

    “Anywhere you go, their culture is very important to them, so let us not import other people’s culture from foreign land to supersede our own. That is why I try to encourage the use of indigenous language in the home.

    “That is why I also want to encourage the re-introduction of Edo language in schools and it is worrisome that history is not taught in our schools.’’

    He urged Edo indigenes in Abuja to do their best to uphold the unity of the country.

    “I want to plead with all indigenes of Edo in Abuja to do their best to keep operate within the law, abide by the rules and regulation of the country and try not to find a way to use shortcut to breach established regulations in whatever you are doing.

    “We will be praying that you succeed in whatever legitimate activities you lay your hands on.’’

    The Edo monarch also thanked President Muhammadu Buhari for receiving him at the Vila and also for the support he accorded him during and after his coronation.

    The Governor of Edo State, Godwin Obaseki said that the position of the Omo N’ Oba N’ Edo Uku Akpolokpolo Oba Ewuare II was sacrosanct.
    According to him, the Oba’s responsibility is not only to preserve the tradition and culture of the people of great Benin Kingdom, but to also ensure that peace, harmony, and justice prevail among his subjects.

    The governor, who was represented by Mr Festus Osaigbovo, the Director-General, Edo Liaison Office, Abuja, said that the Oba upon ascending the throne, ensured that there was peace and justice in the land.

    “Permit me to mention that in the past one year of my administration, the state has been relatively peaceful.

    “A lot has been achieved owing much to the tremendous support and cordial relationship with the Oba’s palace.’’

    Alslo speaking, the former Governor of Edo State, Adams Oshiomhole expressed delight that the Oba had built on the enviable foundation laid by his forefathers.

    “Those of us who have watched your actions, your pronouncement, your styles and your carriage are proud to have you as our paramount traditional ruler.

    “By your title, you are the Oba of Benin but in truth you are the Royal Father of Edo.

    “We are proud of our father, we are respected because of our intelligence, creativity and because of our resourcefulness, Edo man will never take second.

    “This is why our Oba is number one.’’

    Mr Dickson Omoregie, the Chairman of Edo community in Abuja, solicited the permission of the Oba of Benin to erect a Bini House for the display of artefacts of the rich cultural heritage of the Kingdom.

    According to him, this will accommodate the Benin Cultural artefacts for local and international viewership, to be unveiled by the President and witnessed by other Heads of State.

    ICAN backs Edo Govt.’s reform, commitment to transparency

    The Institute of Chartered Accountants of Nigeria (ICAN) has expressed its support for the initiatives aimed at reforming critical institutions in the Governor Godwin Obaseki-led administration of Edo State.

    The institute said that in addition to creating thousands of jobs, the initiatives are supporting the implementation of World Bank projects in the state.

    The 53rd President of ICAN, Alhaji Ismaila Muhammadu Zakari, gave the vote of confidence when he led a delegation of the Institute on a courtesy visit to the Edo State Government in Benin City, on Tuesday.

    Zakari said the prompt release of Edo financial reports on the SEEFOR project being executed by the World Bank and the prompt payment of salaries by the state government were commendable.

    “The World Bank implementation team has ranked Edo high in terms of SEEFOR implementation. We commend the state government for approving the sum of N500 million as counterpart funds for the Edo SEEFOR project. This will fast-track infrastructural development in the state,” Zakari said.

    The ICAN president noted that going by the developmental strides of the present administration in Edo State, the institute was ready to contribute ideas that would boost job creation in the state.

    He explained that ICAN has designed a mechanism called ICAN Accountability Index to assess the performance of governments or the public sector, and expressed optimism that the Edo State government would rank high going by its numerous initiatives aimed at reforming its institutions.

    In his response, Governor Obaseki said his administration is putting systems in place to ensure that government processes remain transparent.

    “In terms of making our local government councils self-sustaining, 15 out of the 18 LGAs in the state can pay their workers’ salaries and we believe that in three months’ time the remaining three will be able to do same,” he said.

    The governor who was represented by the Secretary to the Edo State Government, Osarodion Ogie Esq., said his administration appreciates the role of ICAN in achieving its goals, and has a good number of ICAN members as workers in the state.

    Obaseki assured of more collaborations with the institute in the government’s resolve to create an enabling environment for businesses to thrive in the state.

    NDLEA arrests mother with 40kg of cannabis

    The Edo Command of the National Drug Law Enforcement Agency ( NDLEA ) has apprehended a 50-year-old mother of seven, who allegedly hid 40kg of cannabis in a consignment of vegetables.

    He said that the agency recovered four bags of dried weeds which tested positive to cannabis from her consignment of vegetables which included bitter leaves and pumpkin leaves.

    According to him, the command has commenced a strategic motorised patrol across the state to intercept cannabis shipment.

    “Drug barons usually target end of year.

    “This arrest is a product of motorised patrol embarked upon by the state command as a counter strategy to intercept illegal movement of narcotics.

    “The target is to promptly cut off supply and prevent drugs from getting to the end users,” Wakawa said.

    According to the commander, the suspect claimed that she was a divorce and needed money to register some of her children for West African Senior Secondary School Certificate Examination.

    The commander told our correspondent that the suspect would soon be charged to court while her accomplice would be arrested.

    Edo State Commissioner of Police Babatunde Johnson Kokumo has said he is in the state for serious police business and to make a success of his career.

    Kokumo, who spoke when he visited the Ugbekun and St Saviour Police Division in Ikpoba-Okha Local Government Area, asked for the support of officers.

    He urged the public to desist from bribing policemen to secure bail for suspects.

    His words: “I want to ensure the people can sleep with their eyes closed. Policing a state like Edo is not a joke. We will work hard to ensure criminals leave.

    “I am not new in this job; policemen who want to connive with criminals are free to leave the state. I want to work with the best crop of policemen but I need the cooperation, understanding and collaboration of all.”

    Edo cuts traders tax by 180%

    Edo Government has granted traders in Oredo Local Government Area a 180 per cent reduction in the annual rates as tax waiver following several appeals from the traders.

    The Deputy Governor, Mr Philip Shaibu, disclosed this on Monday in Benin during a meeting with executives of the traders at Government House, Benin.

    Shaibu said that those in half shops would now pay N8,000 as against N25,000 previously, while those in full shops would pay N12, 000 as against N40,000.

    He said that the implementation of the new tax regime would commence by Nov. 27, adding that all tax payers would be notified before then.

    Shaibu said that Gov. Godwin Obaseki had directed that taxes must be collected with “human face” and urged tax payers to comply with tax collectors by paying promptly.

    The Chairman of the traders, Mr Collins Ohizu, commended the state government for the tax reduction and appealed for further reduction.

    16 Edo girls returned from Libya with pregnancy

    A total of 16 girls out of the 169 Libya deportees received by the Edo State Government on Wednesday came back with pregnancy.

    Many of the girls refused to talk with journalists even as some had children with them.

    Last week, the Edo State Government received 84 Edo indigenes who were deported from Libya.

    Governor Obaseki offered to place them on monthly stipend as well as trained them on acquiring vocational skills.

    Some of the girls who spoke gave tales of woes and suffering even as some said they were walking in the streets of Libya when they were arrested and deported.

    Edo State Attorney General and Commissioner for Justice, Prof. Yinka Omorogbe said the new batch of deportees were women and children with only one male adult.

    The Commissioner who is also the chairman Edo state Taskforce Against Human Trafficking said the state government is highlighting the evils of trafficking to the deportees.

    “The idea is that Edo wants to eradicate trafficking in persons and stem the illegal migration. If you want to travel, do it legally. We are worried about what the people go through when they decided to travel to Libya illegally.

    “Government is taking the problem as its own, we are interested in those who will partner with the state government to address the issue. As we have seen, 80 percent of illegal migrants are from Edo state so it has been a big challenge to us.

    “We are trying to assist them and be integrated into the society. Those who want to go back to school would be encourage to go back while those who need training in skill acquisition would be trained in their chosen skills.”

    One of the returnees named Joseph Faith who described her experience as horrible said she would have preferred to remain in Nigeria if she was gainfully employed.

    She said would like to go back to school to study English.
