    MonkeyPox hits Edo

    A suspected case of MonkeyPox disease has been discovered in Edo State.

    The patient is currently receiving treatment at the University of Benin Teaching Hospital.

    Management of the hospital who disclosed this on Tuesday said samples have been taken for test and result was being awaited from the designated World Health Organization (WHO) accredited test center.

    Public Relations of the hospital, Mr. Uwaila Joshua, in a statement said the patient was responding to treatment and was undergoing further evaluations.

    Mr. Uwaila said the hospital’s Chief Medical Director (CMD), Prof.Darlinton Obaseki, in preparation for a possible outbreak of MonkeyPox virus in the state equipped an isolated complex designed to give emergency treatment to patients affected with the disease.

    According to the statement, “The good news is that the patient is recovering very fast and we presently do not have any reason to worry.

    “The UBTH in conjunction with the relevant agencies in the state government and local Government health authorities are working together and monitoring close contacts of this person and so far, no one has come down with the sickness.

    “There is no need or cause for concern or worry and no danger posed to staff or patients of the hospital. The patient is in an isolated complex. The hospital is ready and prepared to contain any situation if there is need to. As at now, there is no cause for alarm”, it stated.

    Obaseki to meet Edo pensioners over unpaid pensions

    Gov. Godwin Obaseki of Edo will meet members of the Nigerian Union of Pensioners, Edo Chapter, with a view to amicably resolving all pension payments-related issues, an official has said.

    Mr Osagiator Ojo, the Head of Administration, Oredo Local Government Council, made the disclosure when he briefed newsmen on the outcome of the Joint Account and Allocation Committee meeting.

    The meeting was chaired by Obaseki at Government House in Benin on Tuesday.

    Ojo said  the meeting, which would be attended by representatives of  local government and state government pensioners, was necessary to correct the misinformation about pension payments by the present administration.

    “Government has observed with dismay the gross misinformation that has characterised the payment of pensions in the state.

    “The governor, therefore, would wish to engage the union leadership or the pensioners both at the local and state levels to ensure that this gross misinformation is dispelled and all issues arising to the controversies bothering on pension payments are amicably resolved,” he said.

    Ojo said that the 18 local governments in the state jointly contributed N212. 88 million in August for the payment of pensions and contributed N244. 09 million in September for the same purpose.

    He said that total allocation accrued to the 18 local governments in September and shared in  October was N2.55 billion out of which N1. 46 billion was mandatory expenditure.

    Ojo said that there was significant increase in internal generated revenue by the local governments from N85. 03 million in September to N115.54 million in October.

    He said the governor had directed that a seven-man committee be set up to keep the state government abreast of the crime situation in the different parts of the state.

    Edo Assembly approves reduction of 2017 budget

    The Edo House of Assembly on Monday approved a downward review of the state’s 2017 budget, as proposed by the executive arm of government.

    It will be recalled that Gov. Godwin Obaseki, had on Oct. 16, wrote to the house to approve the budget’s reduction from N153.18 billion as passed in February to N127.92 billion.

    In the reviewed bill, the government slashed the recurrent expenditure from N76.5 billion to N66.9 billion, while the capital expenditure was also reduced from N76.6 billion to N61.8 billion.

    Moving the motion for the consideration of the bill, the Majority Leader, Roland Asoro (APC -Orihionmwon South), said the reduction in the budget was to allow the state government meet the prevailing economic realities.

    He also explained that the reduction was due to the dwindling allocations from the Federation Account, arising from the fall in oil prices at the international market.

    The Deputy Speaker, Victor Edoror (APC – Esan Central) seconded the motion.

    The house unanimously adopted the motion.

    The Speaker, Kabiru Adjoto, said that the 2017 Appropriation Act had to be reviewed downward because of dwindling revenue.

     ‘‘We are reviewing the budget downward to reflect the reality of the nation’s economy,” he said.

    House rules 20, 27, 42 43 44 and 45 were suspended to enable the lawmakers consider the bill.

    Army arrests three suspected kidnappers, 27 cultists in Edo, Delta

    The 4 Brigade Nigerian Army said its troop of 19 Battalion has arrested three suspected kidnappers and 27 suspected cultists in Edo and Delta states.

    It said its adoption of the use of swamp buggies has enabled it destroyed illegal bunkering camps within its area of responsibility.

    A statement issued by its spokesman, Captain Mohammed Maidawa said the suspected kidnappers whose names were given as Emomotimi Thomas aged 30, Mebi Blas’s a.k.a Producer and Smart Yebu were arrested at MT Palace Hotel off Airport Road, Warri while holding a secret meeting.

    The statement said the suspected cultists including four females were nabbed at a hill top joint in Benin City where they gathered before carrying out nefarious activities.

    Captain Maidawa stated that the use of swamp buggies led to the destruction of several metallic tanks, drums as well as the covering of several dug out pits all containing illegal bunkering substances.

    Maidawa said a total of 103 dug out pits used as storage facilities for illegally refined products were destroyed and covered in various illegal oil bunkering camps within its Area of Responsibility.

    He stated that on two speed boats hidden by militants in the general area of Ajakurama in Ovia South Local Government Area of Edo State were uncovered while another militant’s hideout in Ugbolukangnn Community in Ovia South Local Government Area of Edo State was destroyed.

    The Army spokesman said troops of 4 Brigade Operation Crocodile Smile II on routine anti bunkering patrol discovered and destroyed five dug out pits and five metallic storage tanks loaded with about 110,000 litres of products suspected to be stolen crude oil and about 20,000 litres of products suspected to be illegally refined Dual Purpose Kerosene (DPK)w at an illegal refining site at Lapase, in Ethiope West Local Government Area of Delta State.

    According to statement, “Troops intercepted and destroyed a Cotonou boat loaded with quantity 100 X 30 litres jerry cans containing Dual Purpose Kerosene (DPK) near the camp.

    “The troops also destroyed another illegal refining camp in Aziza with dug out pits and metal storage tanks loaded with more than 60,000 litres of stolen crude oil and 35,000 litres of products suspected to be illegally refined Automated Gas Oil (AGO) All the products were destroyed before troops returned to their location.”

    Edo investment summit: Sustainable future beckons

    The Edo State Government plans to host a three-day business/investment summit tagged “Alaghodaro Investment Summit.” With the theme “Envisioning the future”, it promises to be the template for leveraging a robust private sector partnership to open up investment opportunities in various sectors.  Asst Editor OKWY IROEGBU-CHIKEZIE reports that the state also plans to ride on the summit’s platform to domesticate the Federal Government’s Economic Growth and Recovery Plan (EGRP).

    The economic development agenda of the Governor Godwin Obaseki-led administration in Edo State is on course. The governor, who has not hidden his intention to strategically position the state for life without oil, has concluded plans to unveil an economic blueprint fashioned after the Federal Government’s Economic Growth and Recovery Plan (EGRP) launched by President Muhammadu Buhari in April.

    The EGRP, a 168-page medium-term economic plan, charts a course for the economy over the next four years. Its vision is to boost growth, invest in Nigerians, and build a globally-competitive economy. It envisages that the economy will return to sustainable, inclusive and diversified growth, and also transform Nigeria from an import-dependent to a producing economy.

    The EGRP document has been described by many experts in economics and public administration as a well-articulated principles for managing the economy. Dr. Alex Oti, a banker, said: “The EGRP represents the first blueprint by this administration to not only deal with the present economic meltdown, but also ensure growth in the medium term.”

    This is why, in line with its provisions for the growth of the non-oil sector, the Obaseki-led government plans to use the platform of the maiden edition of its summit tagged “Alaghodaro investment summit” to unveil a domesticated EGRP. The summit with the theme “Envisioning the future” will hold in Benin City, the Edo State capital.

    Alaghodaro is a Benin catch phrase meaning ‘Progress’ or ‘Moving forward.’ According to its organisers, it will bring together top-notch Nigerian and international business leaders, investors, bankers, industry experts, policymakers and the academia, to set the agenda for the state’s development. It will showcase how Edo intends to partner the private sector to leverage its competitive advantage in various sectors for sustainable  growth.

    With the state’s economic development plan geared towards opening up investment opportunities, with priority given to initiatives that prioritise its competitive advantage in agriculture, the summit, The Nation learnt, will showcase the administration’s ambitious agricultural programmes that gave birth to the Edo Fertiliser and Chemical Company aimed at boosting the local production of fertiliser.

    The Edo Fertiliser Plant and Chemical Company Limited, recently inaugurated by Vice President Yemi Osinbajo, in Auchi, is a public-private venture, which can produce about 60,000 metric tonnes of fertiliser yearly. Also to be paraded at the summit is  Saro Farm in Sobe, Owan West Local Government Area, where harvest is ongoing.

    No doubt a template for leveraging a robust private sector partnership to open up  investment opportunities, the Saro Farm is the outcome of a Public-Private Partnership (PPP) initiative with Saro Agro Sciences Ltd., a leading company in agribusiness. It was conceived by Obaseki to create jobs for youths across the state.

    According to Obaseki, the maize farm was part of his administration’s accelerated agriculture initiative to boost job creation in the state. He told excited and expectant indigenes that between 50, 000 and 80, 000 agricultural jobs would be created before the end of the year in the state. The first phase of the initiative targets job creation for 1,000 farmers through the cultivation of 5,000 hectares of maize farms across five local government areas of the state.

     

    The road to an industrial hub

    Apart from agriculture, which has got a major boost with the adoption of contract farming, partnership with SARO Group on maize farming, the state government under Obaseki’s watch is also making frantic efforts to industrialise the state and create jobs.

    For instance, the Edo Industrial Park, which has received positive reviews by analysts, will top discourses at panel and technical sessions during the summit.

    On completion, the park will be linked to the Azura-Edo Independent Power Plant (IPP), under construction. The project is situated close to Nigeria’s main trunk line, the Escravos Lagos Pipeline System (ELPS), which is only 1km from the Azura-Edo project site.

    Aside these, there is a plan to transform the state into a transport hub, with the anchor being the Gelegele Seaport, which would aid the evacuation of agricultural produce for local and global markets.

    The resulting jobs that would be generated from these ventures are expected to usher the state into a new order of economic growth. The 200,000 job target will be reviewed at the event with the sectors that can produce the highest number of jobs, as encapsulated in the EGRP.

    Infrastructure is also top priority for the Obaseki administration. This informed the creation of a separate Ministry of Infrastructure in the state to drive the realisation of the Gelegele Seaport, the expansion of the Benin Airport in partnership with the Federal Government and the construction of intra-city and inter-state roads, among other projects.

    Perhaps, more importantly, the Ease of Doing Business also received the EGRP attention. For instance, Nigeria is ranked 169 out of 190 countries on World Bank’s ‘Ease of Doing Business’ index. The plan envisages improved ranking to 100 during the EGRP.

    Consequently, the government as part of removing barriers to trade and investment, signed the Private Property Protection Law. The law criminalises the  Community Development Associations (CDAs) activities. The CDAs were notorious for harassing land owners by making them pay illegal levies and selling people’s property until the PPA Law was put in place by the Obaseki-led government.

    The passage of the PPP law effectively outlawed land speculators and grabbers, who for years tormented investors.This has cleared the space for investors to site factories and industries in parts of the state without fear of intimidation from anyone.

    As part of its vision of making the state accountable, transparent and a darling for local and foreign capital inflows, the  government  insists on the adherence to its public procurement laws in sourcing of services and goods, which eases business transactions with the State Government.

    Shedding light on the planned summit, Chairman of the Planning Committee, Asue Ighodalo, said: “The summit is designed to foster knowledge sharing, build relationships, spark innovation and inspire commitment to strategic deployment of capital for greater socio-economic and environmental impact.”

    Ighodalo, an investment lawyer, sits on the board of Nigerian Economic Summit Group (NESG). He has been the chairman of Sterling Bank since 2014  and director of private companies and non-governmental organisations (NGOs),including the Christopher Kolade Foundation, FATE Foundation, Lagos State Lottery Board, Main Street Technologies Limited, Union Bank (UK) among others.

    It is easy to see why the government through the summit is engaging investors and thought leaders on the immense potential that the state has. For instance, on a scale of one to 10, Edo ranks eight as the most likely state to be self-sustaining for its natural resources. The state has oil, immense potential in water and other natural resources, a population that can easily attract outside and foreign investments.

    Despite, Obaseki is cautious that this may not last. He said: “Oil has been the driving force of our economy both at the national and state level. The real challenge for us as a people is not necessarily what happens now, but what happens when the oil wells dry up and we can no longer generate foreign exchange from the sale of oil.”

    The governor said: “Alaghodaro is the response of the government of Edo State to this challenge. We understand that to ensure a sustainable future for our children we must take deliberate action today towards developing the non-oil sectors and diversifying our economy.”

    Police arrest 31 suspects for various crimes in Edo

    The new Commissioner of Police for Edo, CP Babatunde Kokumo, said on Wednesday that the command had arrested 31 suspects for various offences in the last three days.

    Kokumo, who took over on Monday, made this known in Benin during his maiden news briefing.

    He said that seven of the suspects were arrested in connection with the murder of a University of Benin Professor, Paul Otasowie.

    Otasowie was murdered on Oct. 4 at his residence on Ekenwa Road, Benin, by unidentified gunmen.

    He also said that a syndicate that specialises in robbing filling station was also busted as well as five armed robbery suspects and some suspected kidnappers.

    The police commissioner said that the suspects would be charged to court within the shortest possible time on completion of investigation.

    He also said that, henceforth, the command under his leadership would have zero tolerance for corruption.

    He, however, said that the command would begin by first cleaning it’s house, by ensuring that no bailable suspect was made to pay any money for bail.

    Kokumo said his leadership in the State would not tolerate officers collecting money from suspects, saying “We will ensure total abhorrence for corruption”.

    The CP also said that the command would not tolerate human right abuse as his leadership would ensure the Human Rights activists and organisations were accorded huge respect.

    He gave assurance that the command would adopt effective strategies in fighting crime in the state.

    The police boss explained that the command was presently carrying out crime profiling to enable the command approach the various crimes strategically.

    He said his mission in the state was to work and work hard to ensure that crime was reduced to the bearest minimum.

    He further assured the people that the command would fight crime in the State with all seriousness as well as partner with communities and sister security agencies.

    Kokumo also promised that the command would ensure constant media briefing on activities, achievements and successes recorded by the police in the state.

    Edo to revive farm settlements in Esan West LG – Obaseki

    Gov. Godwin Obaseki of Edo says his administration will revive the farm settlements in Esan West Local Government Area to boost agricultural production in the state.

    Obaseki said this at Ekpoma, headquarters of Esan West Local Government Area, on Tuesday night during his “Thank You Tour’’ of the area.

    The governor who said that land preparation in the farm settlements would start during the next planting season, urged men and women in the neighbourhood to key into the initiative.

    “We want to use the farm settlements for large-scale farming; we will register men and women to work there,’’ he said.

    Besides, Obaseki pledged that his government would establish more primary health centres and complete ongoing road projects in the local government area.

    The governor also visited Irrua, the headquarters of Esan Central Local Government Area, where Mr Anselm Ojezua, the State Chairman of All Progressives Congress (APC) hails from.

    Obaseki thanked APC supporters in the local government area for their support during the 2016 governorship polls and assured them of more development projects in the area.

    “We have done some road projects here and we intend to do more.

    “We will also continue the agricultural initiative at Usogbenu, which will be a large-scale farm,’’ he said.

    In his remarks, Ojezua called on the people to support the Obaseki-administration, saying it would continue to provide good governance.

    The state APC chairman urged the people to attend the party’s weekly meetings and partake in APC members’ biometric registration programme which would soon begin in the state.

    NSCDC arrests 12 suspects, secures 2 convictions in Edo

    The Nigerian Security and Civil Defence Corps ( NSCDC ), Edo Command, said it arrested 12 suspects for various crimes between July and September.

    Mr Makinde Ayinla, State’s Commandant of the Corps, disclosed this on Wednesday in Benin, while briefing newsmen on achievements of the command within the period under review.

    Ayinla said the suspects were arrested for offences like fraud, illegal oil bunkering, rape, illegal mining and cultivation of cannabis among others.

    According to him, two suspects were arrested for stealing, two for illegal mining, three for rape, four for suspected cannabis cultivation and one for fraud.

    He added that the rape suspects, allegedly gang raped a 14 year-old SS 1 student, twice each in one night.

    He further said that the fraud suspect allegedly defrauded his unsuspecting victims of N4.5 million.

    Ayinla added that the command had prosecuted and secured two convictions for some of the suspects within the period under review.

    The Commandant said that the some of the suspects would be handed over to the appropriate security agencies for further investigation and prosecution.

    He assured residents of the state of adequate security of lives and property as the yuletide approaches, saying that officers and men of the Corps were combat ready to ensure hitch free yuletide in the state.

    Meanwhile, some of the suspects who spoke  confessed committing the crimes and pleaded for mercy.

    Edo Assembly directs EIRS boss to furnish house with financial details

    The Edo House of Assembly on Monday directed the Chairman, Edo Internal Revenue Service (EIRS), Mr Igbinidu Ineh, to provide it with financial details of the service, within two weeks.

    The Speaker, Adjoto Kabiru, gave the directive when Ineh presented the 2017 budget performance of the service to the House.

    Kabiru said the brief presented by the chairman was not detailed enough.

    “The Internal Revenue Service is purely a financial based agency, so you have to go back and prepare a more suitable brief and present to the House within two weeks,’’ he said.

    The House also received brief from the Commissioner for Justice, Yinka Omorogbe, who informed it that plans were underway to constitute a citizen rights centre in the state.

    Omorogbe said that the centre, if constituted, would serve as an alternative dispute resolution.

    Meanwhile, Kabiru has constituted two ad-hoc committees.

    The first committee, led by Chris Okaeben, (APC Oredo West) was mandated to visit industries ahead of the presentation and passage of 2018 budget.

    The second committee, led by Mr Roland Osoro, (APC Orihionmwon South) was mandated to carry out assessment of all ongoing projects in the state.

    The House committee Chairman on Health, Justin Okonoboh, (APC Igueben), was also directed to meet with all the heads of primary health care centres in the local government areas to review their state of existence.

    Motorists to FG: Reconstruct Ose Bridge in Edo state

    Motorists on Monday appealed to the Federal Government ( FG ) to urgently reconstruct the old and narrow Ose Bridge at Owan West Local Government in Edo to prevent vehicles from plunging into the Ose River.

    Several vehicles from the western part of the country going to Abuja had plunged into the river killing many of the occupants.

    The bridge is situated between Ifon, a village in Ondo State and Uzebba, a town in Owan West Local Government in Edo.

    The road, constructed in the 1970s, is the only link for motorists from Afemai, Owan West and East Local Government Areas to the western part of the country.

    Besides, it is the only short route for motorists from Esan in Edo and the eastern part of the country to the western states.

    According to one of the motorists, Mr Edeki Aigbogun, who resides in Uzebba, the bridge is a death trap whenever it rains.

    “It is situated at a slope and whenever it rains, the bridge is always flooded, prompting drivers to wade through the flood at their own risk because it has no railings.

    “The situation makes it more difficult for the drivers to see the edges of the bridge whenever it is flooded.

    “Many vehicles had plunged into the river because the bridge has little or no demarcation from the river,’’ Aigbogun said.

    Another motorist, Mr Dada Okun, said the narrow bridge, which could not accommodate two vehicles at a time, was built by a construction firm, Niger Cat in the 1970s.

    Okun said the bridge required an upgrade due to the surge in the number of motorists that use the bridge to prevent loss of lives.

    He said that aside the Ose Bridge, there were two other bridges at Igwue Obi, whose base and sizes had been depleted by erosion.

    He said that residents of Uzebba had on many occasions provided palliatives by sand-filling the edges of the bridges but their efforts were always washed away by rainfall.
