  • Edo, Delta, Cross River fish farmers get equipment

    The British American Tobacco Nigeria Foundation (BATNF), in partnership  with the United States  Agency for International Development (USAID), yesterday empowered eight fish farmers cooperative groups with fish smoking equipment.

    The farmers were drawn from Cross River, Delta, Ondo and Edo.

    Speaking at the presentation in Ibadan, Mrs Abimbola Okoya, executive director of BATNF, said foundation seek to support small holder farmers in venturing into  commercial farming.

    Okoya said the fish farmers were trained on how to use the equipment, adding that this  will add value to their business in preservation and  packaging.

    She said there were many unhealthy smoked fish in the market as a result of poor preservation and the use of unconsumable chemicals.

    “I encourage you to make effective use of this equipment and train other members of your community.

    “We would continue to monitor everyone to ensure that you make use of the equipment effectively,’’ she said.

    Also speaking, Mr Kayode Faleti, the southern coordinator of  USAID, urged beneficiaries to be diligent in carrying out their farming business.

    Faleti said the foundation would reduce the  post-harvest losses  of farmers  and increase  their income through value addition.

    “With this smoking equipment,  you can determine when to sell your product and when to keep them instead of hurrying to sell at a loss for fear of the fish getting spoilt.

    Edo NUT bemoans dearth of teachers in secondary schools

    The Edo wing of the Nigerian Union of Teachers ( NUT ) on Wednesday bemoaned the dearth of teachers in public secondary schools across the state.

    The state Secretary of the Union, Mr Mike Itua, said in an interview with the News Agency of Nigeria (NAN) in Benin that the problem would have adverse effect on students’ performance.

    Itua said that the state government must urgently recruit more teachers, in order to maintain standard in the schools.

    According to him, the situation will degenerate to a state of emergency, if new teachers are not employed before the end of the year, because more teachers would be retiring.

    Itua, however, said that in spite of the challenges, Gov. Godwin Obaseki, meant well for the sector as he had pledged to commit 60 per cent of the state budget to education.

    The NUT secretary noted that already, the State Universal Basic Education Board had taken steps towards recruiting more personnel into the education sector, while some Federal Government N-power recruits have been posted to teach.

    He commended the government for the total revamping and overhauling of infrastructure in the sector, saying “ the Adams Oshiomhole Administration started it when our present governor was the Chairman of the state’s economic team.

    “Now that he is governor, I tell you without fear of contradiction that he is building on the successes of his predecessor”.

    Former Edo Speaker in eye of storm

    Elizabeth Ativie, the lawmaker representing Uhunmwode Constituency in the Edo State House Assembly, is often described as an Iron Lady. Her action during the impeachment of former Speaker Victor Edoror spoke volumes about strong will. Ativie is among the three lawmakers serving their third term in the House. She stoutly defended the Assembly during the reign of Uyi Igbe, when the Peoples Democratic Party (PDP) attempted to take over the House leadership. She has been the only female lawmaker in the 24-man Assembly for the past 12 years. Ativie has made history as the first female Speaker in the state.

    Ativie is the first short-lived Speaker in the House. She spent only 84 days. She is the first Speaker to willingly relinquished her position as by stepping down for the sake of balance of power. She is the first to move from being a Speaker to a Deputy Speaker. She is also perhaps, the first ex-Speaker to convert her official vehicles for personal use. That has become her albatross as the PDP has filed a petition before the Independent Corrupt Practices and Other Related Matters Commission (ICPC) against her.

    Besides, the new leadership of the Assembly under Hon. Kabiru Adjoto has threatened to institute criminal proceedings against  Ativie, if she fails to return the official vehicles she aused as Speaker. The vehicles are two Hilux vans, a Lexus jeep 2016 model and a Toyota prado jeep. She has returned them.

    Ativie was made Speaker in May last year after Edoror was impeached for alleged high- handedness and financial impropriety. She was asked to step down for a lawmaker from Edo Central  for the balance of political tripod in the state. It was argued that since the former Governor, Adams Oshiomhole hails from Edo North and his deputy, Dr. Pius Odubu, hails from Edo South, the Speaker should to come from Edo Central.

    The APC knew the 2016 governorship campaigns would be difficult in Edo Central, if Ativie continued as Speaker. She stepped down in July for a first time lawmaker, Justin Okonoboh, to be made Speaker while she became the Deputy Speaker. Ativie was allowed the use of the official vehicles given to her as Speaker.

    On August 14, both Okonoboh and Ativie were removed from office. Okonoboh left the Assembly premises in one of his aides, car as tyres of his official vehicles were deflated while Ativie’s driver managed to take her official vehicles out of the Assembly premises.

    Attempts by the new leadership to retrieve the vehicles from Ativie met a brick wall as she replied through her Counsel, Olayiwola Afolabi, that she has sold Lexus Jeep.

    Afolabi said his client registered the vehicles in her name and acted as bonafide owner of the vehicles to sell one of them because the vehicles were permanently given to her by Oshiomhole as compensation for the sacrifices she made to step down for Okonoboh.

    He urged the Clerk of the House to advice the House leadership properly as the vehicles were no longer official vehicles of the House of Assembly and quoted part of the letter written by Oshiomhole. It to reads: “I wish to convey my compliments and recall the discussion between the leadership of the Edo State House of Assembly and the Executive branch on the geo -political stability of Edo State and the need to engender equity, fairness and sense of belonging amongst all sections and citizens of our dear state.

    “ Given the exceptional circumstances surrounding the issues and in an explicit acknowledgement of the enormous sacrifices you were required to make for the peace, security, stability and well-being of our beloved state, the official vehicles attached to the office of the Speaker are now yours.“

    But, Adjoto said claims by Ativie that the vehicles were given to her by Oshiomhole were untrue as there was no evidence to show that Oshiomhole and the leadership of the House took such decision.

    Adjoto said that the signature in the letter purportedly written to Ativie by Oshiomhole was not genuine. He warned Ativie of severe consequences of parading such document.

    He said: “As your client will recall, the said vehicles were purchased for the use of the office of the Speaker when your client occupied the office. Consequently, when she became the Deputy Speaker, the official vehicles were left with her office whilst alternative arrangement were made for the office of the Speaker.

    “Despite the clarity of the above, your client deliberately skewed the words used in the purported letter from the former governor claiming that the former governor wrote to say the vehicles were given to her, which is far from the truth.

    “Further, the original documents of the vehicles are still in the possession of the House of Assembly till date which means that title to the vehicles were never transferred or intended to be transferred to your client contrary to your client’s assertions.

    “Accordingly, I hereby reiterate my instruction and demand your client’s immediate return of the vehicles attached to the office of the Deputy Speaker which are still in her possession. Finally, if your client maintains that she indeed sold one of the vehicles, the Lexus Jeep 2016 model, then we expect that your client will furnish us with the details of sales.

    “The House expects to receive all the said vehicles or the vehicles that have not been sold, together with the details of the alleged sale of the Lexus jeep as enumerated not later than 2 days from the date of receipt of this letter. Failure to do so will attract the necessary legal action, both civil and criminal against your client”.

    The leadership of the PDP in Edo State has vowed not to allow the APC sweep what it termed criminal acquisition of government properties under the carpet. It has hired the law firm of Dr. Ehiogie West-Idahosa to help recover the vehicles from Ativie for the use of the Edo State Government.

    It also gave the law firm the mandate to ensure that all persons ‘involved in criminal acquisition of state properties are prosecuted.’

    The Chairman of the PDP, Chief Dan Orbih, put the market value of the vehicles with the former Speaker at N128m. He said the hiring of Dr. West-Idahosa was a follow up to the party’s call on security agencies to question Oshiomhole over missing government vehicles.

    He said: “Issues bothering on criminal acquisition of state properties must be treated with utmost seriousness. It is in the light of the development that the PDP mandated the legal firm of West Idahosa to swing into action to ensure that the vehicles in question are retrieved and returned back to government.

    “West Idahosa has petitioned the ICPC on behalf of the PDP. This is one matter we will not allow them sweep under the carpet. They cannot take it as an internal affairs of the APC. The anti- corruption crusade of the current government should be all embracing. It should not spare those who belong to members of APC.”

    In the petition filed before the ICPC, Hon Ativie is accused of violating sections 10, 19 and 23 of the ICPC Acts.

    According to the petition, “being a public officer, she received the said vehicles as benefits in relation to the business of the House of Assembly which is a public body, while serving as an Hon member of the House of Assembly for something alreaddone by her in contravention of the clear provision of Section 10(a)(1) of the Corrupt Practices and other Related Offences Act.

    “She used her position to gratify herself and confer a corrupt advantage of converting the official vehicles for the Office of the Hon Speaker to her own. She was ordinarily not entitled to the use of the said vehicles but for her occupation of the office of Speaker for about 84 days. The glaring corrupt advantage she gave to herself s contrary to Section 19 of the Establishment Act of your commission.”

    The PDP also threatened to obtain an order of Mandamus to compel the ICPC to commence criminal prosecution of all those named in the petition if the commission failed to act on the petition within seven working days.

    The Governor of Edo State Godwin Obaseki has taken his job creation and investment drive to Singapore, where arrangements are being finetuned to attract a $50 million worth of investment to create 50, 000 jobs in the state.

     The deals cover investments in agriculture, specifically, oil palm and cassava to feed the processing plants of a leading Singaporean company, Tolaram Group.

    Other areas of talks with Singaporean enterprises include infrastructure, digital services, real estate – Edo New City Development project, among others.

    Obaseki is accompanied on the business visit by his wife, Mrs. Betsy Obaseki, Commissioner for Wealth Creation, Cooperatives and Employment Emmanuel Usoh and the Permanent Secretary in the Ministry of Agriculture and Natural Resources Kadiri Bashiru.

    The visit to Singapore is consolidating on an earlier visit to Indonesia, where he sealed deals with the Indonesian Oil Palm Research Institute in Medan, to leverage on the institute’s research capacity in reinvigorating Edo State oil palm and allied industries.

    According to Obaseki, economic diversification into areas where the state has competitive advantage, such as agriculture, is the key to job and wealth creation on a sustainable basis.

    Hope alive as Edo fertiliser plant roars back to life

    The revamp of Edo Fertiliser Plant and Chemical Company Limited in Edo State promises to unlock the state’s  agricultural potential and boost Nigeria’s economy. The revitalisation of the plant, which can produce 60,000 metric tonnes of fertiliser yearly, is expected to cut the importation of fertiliser and save huge foreign exchange. The project will also create 200,000 jobs and fast-track economic diversification. Assistant Editor OKWY IROEGBU-CHIKEZIE reports.

    The success of the project is, no doubt, an endorsement of the new and strategic thinking in favour of Public-Private Partnership (PPP) model of building and managing a business.

    Under a PPP arrangement between the Edo State Government and WACOT Limited, an agricultural processing and distribution firm, and the Federal Government, the Edo Fertiliser Plant and Chemical Company Limited, in Auchi, Edo State, roared into life after 14 years of inactivity.

    The fertiliser plant, which has the capacity to produce 60,000 metric tonnes of fertiliser yearly, was envisioned as a tool for unlocking the agricultural potential in Edo  by providing the people with low-cost inputs to grow sustainable agribusinesses and attain food sufficiency. It was also envisaged that the project would diversify the local economy and increase the state’s Gross Domestic Product (GDP).

    The Nation also learnt that at its inception 14 years ago, under the then the government headed by Chief Lucky Igbinedion, Edo people had thought that the ambitious project would ameliorate the sufferings of millions of rural farmers in the state, who desperately needed the input to increase yields on their farmlands and improve their livelihood.

    But it was hope dashed. Much as the idea was laudable and promised huge relief in those days, the facility never produced a single grain of fertiliser. Even after a lavish  inauguration anchored by then President Olusegun Obasanjo, the project failed to live up to its billings.

    However, it took the intervention of the   Governor Godwin Obasekiled administration to change the narrative. The governor, who has never hidden his belief that agriculture holds immense promise in spurring socio-economic development in the state, and the nation at large, was eager to consolidate his job creation drive.

    Specifically, Obaseki promised to create 200,000 jobs, with the revamp of the fertiliser plant. Besides, the plant, he said, will serve not just farmers in Edo State, but also those in neighbouring states, making it a hub for the supply of agricultural inputs.

    He also said the facility would go a long way in providing fertiliser for farmers in neighbouring states, such as Kogi, Delta, Ondo, and Anambra, as it is the only blending plant in the region.

    These must have been why excitement greeted the recent inauguration of the 60, 000 metric tonnes fertiliser plant by Vice President Yemi Osibanjo, in the company of Ministers of Agriculture and Rural Development, Chief Audu Ogbeh; and Industry, Trade and Investment, Okechukwu Enelamah. Other dignitaries at the event were the State Deputy Governor, Rt. Hon. Comrade Philip Shaibu and the Otaru of Auchi, His Royal Highness, Alhaji Aliru Momoh.

    In his speech, Osinbajo said: “The President Muhammadu Buhari administration is committed to making it easy for investors to do business in the country. We want to achieve this through the promotion of transparency and efficiency. We want every state to be involved in this drive and create the enabling environment for business to thrive in their domain.”

    He commended Obaseki for creating the enabling business environment for the revitalisation of the fertiliser plant. He added that the revived facility was proof that the Edo State Government was in sync with the Federal Government’s initiative to diversify the economy away from oil to the agricultural sector.

    The Vice President stressed that fertiliser blending plants were being revitalised across the country as a result of the presidential initiative to diversify the economy from crude oil, boost farming activities as well as develop the agriculture value chain.

     

    Obaseki: Its reversal of missed opportunity

    In his inauguration speech, Obaseki said  the project had died pre-maturely because the Peoples Democratic Party (PDP) administration squandered the opportunity for pecuniary gains.

    As he noted, “The facility was never operated for a day after it was fraudulently launched by the opposition party about 14 years ago. What the opposition could not do for nearly a decade, this government, with the support of the Edo people, has done, in only about nine months.”

    The governor said the government has lofty plans for the plant. According to him, the revitalisation of the facility was an effort to make the state self-sufficient in food production, noting that the ceremony was a milestone, as the facility was moribund for a long time, depriving the people of the benefits of having a fertiliser blending facility in the state.

    According to him, “The aim of revitalising this plant is to make the state self-sufficient in food production and enable farmers to get fertilizer at affordable prices. We in Edo State are determined to make food available in the country.”

    Obaseki commended the Presidential Fertiliser Initiative as well as the management of WACOT for partnering the government in revamping the plant. “This achievement is an open call to other investors to bring in new technology, create more jobs and expand our economic opportunities,” he added.

    The Presidential Fertiliser Initiative was designed to halt the importation of blended NPK fertiliser into Nigeria, by directly negotiating discounted contracts for procuring core raw materials, blending same locally and selling NPK fertiliser to farmers at a significantly lower price. For the Edo Fertiliser Plant, NPK fertiliser would be sold for half the market price.

    The governor, however, called on the Otaru of Auchi, the community where the plant is located, to ensure the protection of the facility against vandalism as it would provide several economic opportunities for the community and the state.

     

    Strengthening diversification drive

    The Edo Fertiliser plant is a bold step in the campaign to diversify the state’s earnings, and provide essential inputs for farmers in the state, many of whom have had to go through the drudgery of farming with little or no stimulus for improved yield or income.

    It is expected that inputs sourced from the facility would serve as a stimulus to revitalising the business of smallholders and medium scale farmers in the state.

    Some experts told The Nation that a key highpoint of the revamp was that it justified the argument for PPP. According to them, the private partners in the project, WACOT Limited, has shown that much can be achieved if dedicated public servants mount the saddle of state.

    Instructively, the turn-around of the facility happened nine months after a 14-year gap.

    Acknowledging this, the Group Managing Director of WACOT, Rahul Savara, praised Osinbajo for inaurating the plant and  Obaseki for fostering the partnership between the state and his company.

    He said the Presidential Fertiliser Initiative has made local production feasible and sustainable in the country, adding that the company’s employees would be made up of 95 per cent indigenous workers.

     

    One project, many jobs

    Already, about 500 persons have been engaged on the project, an indication that the ripple effects of the plant on farming communities would spell a turnaround for agriculture in the state.

    Osinbajo, during the inauguration, expressed delight at the 500 direct jobs created by the investment, stressing that much more employment opportunities would result from ancillary economic activities to be generated by the plant.

    The promise of increased agricultural activity and increased yield for farmers in the state and its neighbours would mean not only farmers have inputs at reduced costs, but also that the increased yield from the farms would attract younger people to consider agriculture as a viable form of self-employment.

  • Edo: Why not Akoko Edo as Speaker?

    SIR: Some royal fathers from Edo North recently held a meeting at the residence of the Otaru of Auchi where they asked the Edo State House of Assembly to return the Speakership position to the Edo Central Senatorial Zone of the state based on the sharing formula.

    First, this is not the first time a senatorial zone is being marginalized politically in the history of governance in Edo State. Second, this is the first time a son of Akoko Edo Local Government Area of Edo North will be Speaker. It is on record that when the former governor of Edo State, Comrade Adams Oshiomhole was governor, Honourable Zakawanu Garuba was Speaker. Both the governor and the speaker of course hail from Etsako, the place where the Otaru of Auchi comes from. Then, nobody kicked against it. Currently, we have the deputy governor, Honourable Philip Shuaibu from Etsako West, Edo North, where the past governor hails from as the governor, yet no royal father kicked against it.

    Now that we have Honourable Kabir Adjoto as Speaker after the impeachment of Honourable Justin Okonoboh, some traditional rulers are now holding meetings to kick against Honourable Adjoto because he is from Akoko Edo.

    The change leadership is the legislators’ prerogative; impeachment of Speaker is not new in the politics of Nigeria. I have taken my time to study the politics of Edo north which Akoko Edo is part, and I find that whenever it is time for power sharing, Akoko Edo is neglected while Etsako dominates. It is sad. We as youth from Akoko Edo are in support of the new Speaker, Honourable Kabiru Adjoto. What we want in Edo State is good governance.

    I have no doubt in my mind that he will perform beyond expectation to give support to the administration of Governor Godwin Obaseki to address the issue of our roads and other developmental issues.

  • Edo Assembly: A tale of instability

    Since 1999,  the Speaker of the Edo State House of Assembly has always been zoned to Edo Central Senatorial District, either through political miscalculation or providence. However, no lawmaker from Edo Central has successfully served as Speaker for four years. Edo Central is mainly home to the Esans

    Between 1999 and 2007 when the House was dominated by the Peoples Democratic Party, four persons-Thomas Okosun, Matthew Egbadon, David Iyoha and Friday Itulah served as Speakers. The lawmakers were caught in power play between Chief Tony Anenih and Governor Lucky Igbinedion. In 2007, the PDP zoned the seat to Edo North leading to the emergence of Zakawanu Garuba.

    The 2008 court judgment, which brought in Comrade Adams Oshiomhole as governor, distorted the PDP’s zoning formular. Oshiomhole hails from Edo North and his former deputy, Dr. Pius Odubu hails from Edo South but the defunct Action Congress through which Oshiomhole came to power has only eight lawmakers in the state Assembly and Zakawanu who hails from Edo North continued as Speaker till 2010 when he was impeached.

    After the impeachment of Zakawanu, an Esan lawmaker, Hon Bright Omokhodion from Esan West, defected to the AC to succeed Zakawanu. He stayed as Speaker till the 2011 general elections. The failure of Omokhodion to secure reelection  in 2011 made the Esans tô lose out as the ruling party, the defunct Action Congress of Nigeria, could only win one seat out of five in Edo Central.

    Omokhodion’s loss at the 2011 polls made the lawmakers elected Hon Uyi Igbe from Edo South as Speaker and made the only defunct ACN lawmaker from Edo Central, Festus Ebea, the Deputy Speaker. Between 2011 and 2015, the Esans got the position of a deputy speaker as Hon Igbe served  for four years.

    The current Assembly was inaugurated in 2015 and Hon Victor Edoror, a second time lawmaker from Esan Central, was elected Speaker. Perhaps, Edoror felt his position was secured being the only two- time lawmaker from Edo Central in the Assembly. What also gave him hope was that the lawmakers would abide by the APC zoning formular but he was mistaken.

    Edoror was impeached after 11 months in office over alleged  high-handedness, dictatorial tendencies and  recklessness. His removal altered the power balancing arrangement as a lawmaker from Edo South, Hon Elisabeth Ativie, was made Speaker while Hon. Justin Okonoboh representing Igueben in Edo Central was made Deputy Speaker.

    Ativie did not last long. Ativie spent only 84 days in office. She was pressured to step down for any APC lawmaker from Edo Central to assuage the feelings of electorates in Edo Central because the 2016 governorship election was near.

    In July last year, Ativie stepped down for Okonoboh, a first time lawmaker, to emerge as Speaker. Okonoboh got the speakership seat on a platter of gold. The lawmakers had to amend their rules for Okonoboh to be elected Speaker. However, Okonoboh managed to spend 11 months in office before he was replaced.

    Critics of Okonoboh described him as ‘Justina’ over his alleged inability to be firm and decisive. The move to remove Okonoboh began four months after he was made Speaker. There were complains of his inability to talk about the lawmakers’ welfare package with the new Governor, Mr. Godwin Obaseki.

    It was gathered that the first test case for Okonoboh leadership style and his trust for his colleagues was shortly after Obaseki was sworn-in. The lawmakers were said to have held a meeting where they agreed to push for financial autonomy. A source stated that hardly had the meeting ended when Okonoboh was called by some party leaders that he should jettison the issue of financial autonomy for lawmakers and not cause problems from the new administration.

    A close aide said Okonoboh was surprised that many lawmakers called the next day that they were no longer in support of the need to push for financial autonomy.

    The poor financial situation of the House pitched the lawmakers against Okonoboh as that it was difficult to buy diesel for the power generator. The House was indebted to the Benin Electricity Distribution Company that its power supply was cut-off. Microphones at the hallowed chambers were faulty. Plenary was held at the mercy of BEDC that whenever power supply is interrupted, sitting will end.

    Some lawmakers felt  Okonoboh was not bold enough to present their welfare package before the Governor for money to be released. Besides, during his recent birthday celebration, Okonoboh was alleged to have made some remarks that did not go down well with some political leaders in the state.

    Okonoboh would have been removed on May 22 but the plot to impeached him was leaked.  He quickly made an postponed resumption of plenary citing repair works at the Assembly complex. A lawmaker cited Okonoboh lucky escape this way, ‘the evil day has been postponed’.

    The repair work in the House given as reason for the suspension of plenary resumption became Okonoboh’s albatross as the contracts for the repair of generators and sound systems were allegedly discovered to have been awarded to some lawmakers.

    Edo traders protest excessive taxation

    Some traders under the aegis of Coalition of Traders and Artisans in Oredo Local Government Area of Edo, on Wednesday marched to Edo Government House, Benin to protest alleged excessive taxation by Oredo Local Government Council.

    The protesters carried placards with different inscriptions such as: “APC why,” “Don’t imposed levies on us,” “Oredo tax from N3, 000 to N50, 000,” and “We no go pay.’’

    The spokesman of the group, Mr Sunday Ogbonnaya, said that they were variously paying N3, 000, N4, 000 and N5, 000 annually before now.

    According to him, “Officials of Oredo Council with a demand notice to us that henceforth we shall be paying our yearly levy of between N50, 000 and N100, 000 as against N3, 000, N4, 000 and N5, 000 respectively.

    “We are appealing to you to make use of your good office to prevail on the local government to as a matter of urgency withdraw the outrageous levies given to us.

    “We are law abiding citizens, as we always cooperate with the government in terms of paying our taxes regularly,” he said.

    Addressing the aggrieved traders, Gov. Godwin Obaseki, who was represented by his deputy, Mr Philip Shaibu, said that he was happy the peaceful way and manner they composed themselves.

    Obaseki, however, said that the leadership of the traders and that of the council would have a meeting with him on Monday to resolve the issues they raised

  • Edo councils set aside N200m to pay pensioners  

    Local governments in Edo State have set out  N212,879,888 to payment pensioners.

    The money is from the N2, 146,235,377 it got from the federation account for August.

    Head of Owan East Local Government Administration Mr. Akeena Ade-Akhani, announced this after the Edo Joint Account and Allocation Committee (JAAC), presided over by Governor Godwin Obaseki.

    Mr. Akeena said the amount spent on mandatory expenditures was N1,440,618,407, adding that the 18 local councils are left to share N705, 616, 970.

    Akeena hailed the electronic-system for revenue collection which, he said, is successful.

    He emphasised the government is not deducting money from local government allocations.
