  • Ekiti Assembly screens, confirms Fayemi’s two commissioner-nominees

    The Ekiti State House of Assembly has screened and confirmed two commissioners-designate nominated by Governor Kayode Fayemi.

    The two candidates – Mr. Olawale Fapohunda and Mr. Oladapo Kolawole – appeared before the lawmakers at 2.30 p.m yesterday to answer procedural questions.

    Fapohunda, a lawyer, served as Attorney General and Commissioner for Justice while Kolawole, a chartered accountant and tax expert, served as Commissioner for Finance and Economic Development during Fayemi’s first tenure.

    The Assembly also approved the request of the governor seeking approval for appointment of 10 Special Advisers (SAs).

    Speaker Adeniran Alagbada, who read a letter from the governor to his colleagues at plenary, urged them to thoroughly examine the request for the smooth running of government.

    After they were grilled by the lawmakers, Fapohunda and Kolawole were found qualified and fit for commissioners.

    They are expected to return to their former offices, and would be sworn in by the governor any moment.

    The lawmakers unanimously observed that both men had served the state and performed well.

    Deputy Speaker Olusegun Adewumi urged the two commissioner-nominees to “think outside the box by attracting businesses into the state to improve the economy instead of overtaxing the people”.

    Alagbada hailed Fayemi for choosing people of integrity as commissioners and praised his colleagues for their prompt action.

    With barely five days to the change of government in Ekiti State, an ally of outgoing Governor Ayo Fayose, Mr. Kola Oluwawole, was impeached yesterday as Speaker of the House of Assembly.

    Oluwawole was removed alongside Deputy Speaker Sina Animasaun by 14 other lawmakers of the Peoples Democratic Party (PDP) and All Progressives Congress (APC).

    An APC lawmaker, Mr. Adeniran Alagbada, was elected new Speaker while Mr. Segun Adewumi, retained his former post of Deputy Speaker.

    Minority Leader Gboyega Aribisogan was elected new House Leader of Business while former Chief Whip Sunday Akinniyi is the new Minority Leader.

    Ojo-Ade Fajana is new Deputy House Leader and Mrs. Cecilia Dada is Chief Whip while Musa Arogundade is Deputy Chief Whip.

    The Assembly also suspended Oluwawole and 11 other lawmakers for 125 legislative days.

    Other lawmakers also suspension are: Animasaun, Dr. Samuel Omotoso, Wale Onigiobi, Wale Ayeni, Dare Pelemo, Samuel Jeje, Dayo Akinleye, Dele Fajemilehin, Tope Fasanmi, Tunji Akinyele and Sanya Aladeyelu.

    The leadership change was effected by three APC members and 11 PDP members at plenary attended by the Clerk, Mr. Tola Esan.

    Addressing reporters after plenary, Aribisogan said Oluwawole and other PDP lawmakers were suspended for alleged complicity in the disappearance of N60 million from the Assembly.

    The Minority Leader said they were also suspended for alleged ineptitude, following their alleged connivance with the governor to destroy the Assembly’s reputation with their attitudes.

    He added that under Oluwawole, the Assembly was poorly funded, became a subservient of the Executive while the speakership position was hijacked by powerful members due to their closeness to the governor.

    According to him, Oluwawole betrayed Ekiti people by holding a secret plenary last month with other suspended members to approve N10 billion Supplementary Budget Fayose sent to the Assembly.

    Aribisogan said: “Today, we held a plenary session which was a follow-up to the

    plenary we held yesterday and we carried out changes in the leadership of the Assembly.

    “When the PDP members were busy doing the presidential primary in Port Harcourt (Rivers State capital), we were busy here strategising how best to make Ekiti better for the incoming administration of Dr Kayode Fayemi.

    “Fourteen members sat to make these changes; 11 of them are addressing this media briefing. We have 26 members in this Assembly, and we needed just nine to form a quorum.

    “Our actions were guided by the standing orders of this Assembly; we didn’t deviate from it. So, the quorum was formed and our actions are legal and constitutional.”

    The Minority Leader added that the PDP remains the majority party in the Assembly while those who removed some principal officers did so in the overriding interest of Ekiti people.

    In his acceptance speech, Alagbada expressed appreciation to his colleagues for the confidence they reposed in him.

    The new Speaker pledged not to betray the trust.

    He said: “You are aware that the Assembly, since inception of the present administration, has become the property of the governor rather than an arm of government. Ekiti State is yearning for a purposeful legislature that would be truly committed and remain independent to discharge its constitutional duties.

    “We will no longer allow a situation whereby the Legislature is pocketed or caged by the Executive. Let me assure all and sundry that we will cooperate with the governor-elect, Dr Kayode Fayemi, to move Ekiti forward.

    “You will recall that the Fourth Assembly changed its leadership in 2014 when some members of APC defected to the PDP to facilitate the smooth take-off of Mr. Ayodele Fayose. So, history is only repeating itself, and there is nothing extra-ordinary in what we have done.”

    The new Speaker announced the dissolution of all statutory and standing committees of the Assembly, urging their chairmen to hand over to their secretaries.

    But deposed Speaker Oluwawole accused the police of colluding with the new leadership and suspected political thugs for invading the Assembly to make the changes.

    He described his impeachment as a rape of democracy and an a descent to the lowest level of lawlessness and illegality.

    Addressing reporters at the new Speaker’s Lodge, Oluwawole said the lawmakers who removed him did not meet the two-thirds majority.

    “This is bizarre! In a democracy? This is the height of illegality and it can never stand. As the Speaker of the Assembly, I supervised the last adjournment, which was carried out according to laws and laid down rules.

    “I retain the power to reconvene the Assembly, but I have not done that yet. How then can some people say the Assembly sat? This is totally illegal.

    “The role of the police in this siege is clear. It was enemies of democracy that purported the House sat. The Ekiti State House of Assembly has not been reconvened by its Speaker,” Oluwawole said.

     

    Governor: I won’t dabble in Assembly’s affairs

    Ekiti State Governor Ayo Fayose yesterday urged the lawmakers to put the interest of state first.

    Addressing reporters on the State of the State, where he gave account of his stewardship in the last four years, the governor said the welfare of Ekiti people should be paramount to the legislators.

    He said: “The well-being and the welfare of Ekiti people should be important to them, whether it is Oluwawole or Alagbada.

    “What is important to Ekiti people is their welfare. In the next 72 hours, I will leave. Whatever it is, they are all members of Ekiti State House of Assembly.

    “Whoever they agree to be Speaker, they should work with him. Honourable members should work together for the good of Ekiti State.

    “I enjoin them to cooperate with the incoming governor. Ekiti State is bigger than all of us. I won’t dabble into their affairs, because whatever they sow today, they will reap tomorrow.”

    With barely five days to the change of government in Ekiti State, an ally of outgoing Governor Ayo Fayose, Mr. Kola Oluwawole, was impeached as the Speaker of the House of Assembly.

    Oluwawole was on Thursday removed alongside the Deputy Speaker, Mr. Sina Animasaun, by fourteen lawmakers who belong to both People’s Democratic Party (PDP) and All Progressives Congress (APC).

    An APC lawmaker, Mr. Adeniran Alagbada, was elected new Speaker while Mr. Segun Adewumi, was returned to his former post of Deputy Speaker.

    Minority Leader, Mr. Gboyega Aribisogan, was elected as the new House Leader of Business while former Chief Whip, Mr. Sunday Akinniyi, emerged as the new Minority Leader.

    Mr. Ojo-Ade Fajana emerged as Deputy House Leader, Mrs. Cecilia Dada as Chief Whip and Mr. Musa Arogundade as Deputy Chief Whip.

    The Assembly also suspended Oluwawole and eleven other lawmakers for 125 legislative days.

    Other lawmakers slammed with the hammer of suspension are Animasaun, Samuel Omotoso, Wale Onigiobi, Wale Ayeni, Dare Pelemo, Samuel Jeje, Dayo Akinleye, Delete Fajemilehin, Tope Fasanmi, Tunji Akinyele and Sanya Aladeyelu.

    The leadership change was effected by three APC members and eleven PDP members at a plenary attended by the Clerk, Mr. Told Esan.

    Speaking with reporters after plenary, Aribisogan, the new Leader of Business, said Oluwawole and other PDP lawmakers were suspended over alleged complicity in the disappearance of N60 million in the House.

    Governor Ayo Fayose in his immediate reaction to the change of leadership of the House has advised the lawmakers to put the interest of state first.

    Fayose during a press conference on the State of the State said the welfare of Ekiti people should be paramount to the legislators.

    He said: “The well-being and the welfare of Ekiti people is important to them whether or is Oluwawole or Alagbada.

    APC LAWMAKERS TAKE OVER EKITI ASSEMBLY

    Some members of Ekiti State House of Assembly have impeached the Speaker, Kola Oluwawole.

    They also sacked the Deputy Speaker, Sina Animasaun.

    Both Oluwawole and Animasaun are members of the People’s Democratic Party (PDP).

    Oluwawole, a staunch loyalist of Governor Ayo Fayose, was removed at about 11.00 am behind closed doors.

    The lawmakers elected the former Deputy Leader, Adeniran Alagbada while the Minority Leader, Gboyega Aribisogan, was elected as new House Leader of Business.

    Former Deputy Speaker, Segun Adewumi, was returned to his post by the lawmakers.

    He was removed by Fayose’s loyalists earlier in the year.

    Sunday Akinniyi was elected Minority Leader.

    The new principal officers were sworn in immediately after being elected.

    Alagbada defected defected from PDP to APC in June alongside his political mentor, Prince Dayo Adeyeye.

    The minority APC lawmakers were joined by their PDP counterparts who will soon defect to the broom party.

    The change in leadership was believed to have been effected in anticipation of the change of government.

    Outgoing Governor Ayo Fayose will make way for the incoming Governor, Dr. Kayode Fayemi, who will be inaugurated on Tuesday.

  • Why we shut down ‎Ekiti Assembly – Speaker

    The Speaker of the Ekiti State House of Assembly, Kola Oluwawole, on Thursday announced the indefinite shut down of the Assembly.

    Oluwawole said at a press conference in Ado Ekiti, the state capital, that the decision followed Wednesday’s invasion of the Assembly complex by “strange policemen.”

    According to him, the decision became necessary because two units of heavily armed riot-policemen stormed the premises without official request.

    The Speaker accused members of the All Progressives Congress (APC) in the Assembly of being behind the police deployment.

    He said the police acted on a letter “forged” by the three APC members using the name of the Assembly Clerk, Mr. Tola Esan and addressed to the state Commissioner of Police, Mr. Bello Ahmed, calling for deployment.

    Oluwawole said: “This is strange in democracy, for lawmakers to wake up and see unauthorised police deployment in the legislative arm of government.

    “On Wednesday, at about 9:00 p.m., police authority deployed two detachments of heavily armed policemen to the premises of the Assembly. This came to us as a shock because we are in a recess and such action was unwarranted.

    “Before now, we had it on good authority that police were planning to provide cover for the three defecting lawmakers to perpetrate violence in the Assembly and cause confusion and also to endanger the lives of our staff.

    “We have not recovered from the harassment and abduction of our members by police during the July 14 election. But let me say expressly that such strange police deployment was unsolicited, unwarranted and ultra vires.”

     

  • Ekiti Assembly suspends lawmaker for ‘sleeping too much’

    The Ekiti State House of Assembly has suspended a member, Sunday Akinniyi, for “sleeping too much” during legislative sessions.

    The Assembly slammed an indefinite suspension on the member representing Ikere Constituency II for allegedly sleeping at plenary in the last three years.

    The lawmakers also accused Akinniyi of “breeding terrorism within the institution of the Assembly, violence towards the Mace in a properly constituted plenary session and belligerent attitude and acts of bellicosity against his colleagues”.

    He was also accused of pugnacious behaviours in his constituency against his people, all amounting to gross misconduct unbecoming of any honourable member of this Assembly.

    The Assembly further accused Akinniyi of being “regularly regular in absenting himself, especially when issues relating to his constituency are slated for discussion”.

    A source at the Assembly told The Nation yesterday that the suspension was meant to pre-empt a plan by Akinniyi and two other lawmakers to announce their defection to the All Progressives Congress (APC).

    Akinniyi, who has fallen out with Governor Ayo Fayose, was removed as the Chief Whip on May 24 for his alleged disloyalty to the governor and other un-parliamentary activities.

    He was axed for his alleged loyalty to a former Peoples Democratic Party (PDP) governorship aspirant, Prince Dayo Adeyeye, who has since defected to the APC.

    Akinniyi was removed alongside a former Deputy Speaker, Mr. Olusegun Adewumi.

    Ekiti Assembly adopts report indicting Fayemi for alleged graft

    The Ekiti State House of Assembly has adopted a report from the Office of the Auditor General, which indicted the administrations of former governors Segun Oni and Kayode Fayemi for alleged misappropriation of funds.

    The report detailed the Auditor-General’s queries, findings and recommendations on alleged graft and other irregularities during Oni’s and Fayemi’s administrations.

    The Assembly is also pushing for a jail term for the Acting Chairman of the Economic and Financial Crimes Commission (EFCC), Ibrahim Magu, for arresting and detaining the Commissioner for Finance, Chief Toyin Ojo and Accountant General, Mrs. Yemisi Owolabi.

    Oni has declared intent to run for governor next year; Fayemi has not declared an interest but is believed to be under pressure to join the race.

    At their sitting yesterday, the lawmakers claimed that one of the firms engaged by the Fayemi administration allegedly evaded tax of N130 million. They also claimed that Oni allegedly “misused” $4,000 sent by Ekiti indigenes in the Diaspora for a purpose they did not state.

    Deputy Chief Whip, who doubles as chairman of the Assembly’s Public Accounts Committee, Mr. Dayo Akinleye, presented the report indicting Fayemi’s and Oni’s administrations for House adoption.

    He said: “Today, we have presented a report of the auditors to the House. It is the first ever in the history of Nigeria and the Southwest. Before now, all auditors’ reports were swept under the carpet, but we are presenting the report to the House to show that we have nothing to hide.

    “A lot of issues were raised by accountants-general and we have looked into them and made appropriate recommendations on them.

    “In the report we presented, a lot of issues were raised on the alleged misappropriation of public funds by the administrations of ex-governors Kayode Fayemi and Segun Oni.

    “While some of the issues are based on alleged misuse of public funds, many were based on improper documentation.

    “In the 2015 report, as given by the auditor-general about the Fayemi’s administration, one of the issues raised, which relates to misuse of funds, is the one about the evasion of tax by one firm, which was to the tune of N130 million…”

  • Ekiti Assembly fines Fayemi N1m for shunning summons

    The Ekiti State House of Assembly has fined the Minister of Mines and Steel Development, Dr. Kayode Fayemi, N1 million for shunning the invitation to appear before the lawmakers and defend himself against corruption allegation.

    The lawmakers at a plenary on Tuesday also forwarded a reminder letter to the Inspector General of Police to effect the former governor’s arrest for shunning the House summons.

    The lawmakers said the action was in line with Section 129 (1C) and (D) of the 1999 Constitution which prescribes the payment of all cost occasioned in compelling attendance of any person who refuses or neglects to appear before the legislature.

    Fayemi had last week filed a suit against the Assembly at a Federal High Court, Ado Ekiti, to quash the arrest warrant and restrain the Inspector General of Police from effecting the order.

    No date has been fixed for hearing on the case.

    Briefing journalists after plenary, Chairman, House Committee on Information, Dr. Samuel Omotoso, said the former governor had failed to honour three summons extended to him hence the need to invoke the powers conferred on the House by Section 129 (1C) of the Constitution.

    The All Progressives Congress (APC) in Ekiti State has described the arrest warrant issued against former Governor Kayode Fayemi as a joke taken too far.
    In a statement by its spokesman, Taiwo Olatunbosun, the party described the lawmakers as a “set of idle certificate forgers”, who are controlled by Governor Ayo Fayose.
    “Most of them are in hiding in the Government House because security agents are looking for them to answer charges on certificate forgery.
    “This is the kind of Assembly you get when characters such as the present members who are handpicked by Fayose.
    “The APC wishes to state that Dr. Fayemi is too busy and focused in his national assignment to be distracted.
    “We warn that any attempt to embarrass him would not be taken lightly by the party.”

    The Ekiti State House of Assembly has urged Inspector General of Police Ibrahim Idris, Commissioner of Police Wilson Inalegwu and security agencies to arrest former Governor Kayode Fayemi.
    It said Fayemi must appear to answer questions on alleged diversion and mismanagement of funds during his tenure.
    The lawmakers said they issued a warrant of arrest because the former governor failed to honour three summons.
    At the session presided over by Speaker Kola Oluwawole, they said their action was predicated on Section 129 (b) of the 1999 Constitution and the need to recover the funds.
    The motion to arrest the former governor was moved by Majority Leader Tunji Akinleye (Oye 2) and was seconded by Ojo Ade Fajana (Ekiti East 1) after which the Speaker banged the gavel.
    Before the resolution was passed, Deputy Speaker Segun Adewumi (Ekiti West 1), Sina Animasaun (Ekiti West 2), Dayo Akinleye (Ijero), Wale Ayeni (Ikere 1) and Mrs. Titi Owolabi-Akere (Ikole 2) and Samuel Omotoso (Oye 1) spoke extensively during the debate on the issue.
    The lawmakers accused Fayemi of alleged diversion of N852 million Universal Basic Education Commission (UBEC) funds and illegal withdrawal of N2.1 billion from the accounts of Local Government and State Universal Basic Education Board (SUBEB) to pay contractors.
    They alleged that the UBEC counterpart funds were withdrawn on October 8, 2014 eight days before Fayemi left office on October 15, 2014.
    During a question and answer session with reporters, the lawmakers added a comical dimension to the drama when Akinleye said: “Tell Fayemi that I am ready to arrest him and bring him to the House to answer questions.
    “I will apprehend him. I am very serious about this. I am not joking.”
    Omotoso, who is also the Committee on Information Chairman, urged reporters to help the Assembly arrest Fayemi anytime they see him.
    He said: “Even you reporters can help us arrest Fayemi anytime you see him.”
    Omotoso’s comments made his colleagues and reporters laugh.
    During the question and answer session, Omotoso said should security agencies fail arrest the former governor, the Assembly may take a legal action and use the Order of Mandamus to ensure his appearance.
    Omotoso said the the libel suit by the former governor cannot prevent the Assembly from performing its functions.
