Igweship tussle: Supporters of contenders clash in Enugu community

Tension has enveloped the sleepy community of Mburubu in Nkanu East Local Government of Enugu State, following reported clash between supporters of the two candidates laying claim to the community’s royal stool.

The clash, which occurred on Sunday, reportedly left some villagers, including the Peoples Democratic Party (PDP) Ward Chairman in Mburubu, Mr. Egbo Stephen, injured.

Mburubu has been plagued with crisis, as the community is set to replace its deceased traditional ruler, His Majesty, Igwe Em manuel Ezeh (Ozulumba I of Mburubu Kingdom).

The move pola  nuokaibe and High Chief Linus Igbudu – laid claims as the authentic Igwe-elect for the stool.

It was gathered that one of the claimants to the throne, Chief Onuokaibe, had a reception organised for him at the public primary school in the area last Saturday.

The event, it was gathered, did not go down well with some members of the community, who, our correspondent learnt, used town criers last Friday to announce fines for anybody that would attend the event.

Trouble was, however, said to have started when on Sunday morning, some people went to the houses of the ‘defaulting persons’ and took away some of their belongings pending when they paid the fines, an action that resulted in free-for-all and injuries.

Speaking with reporters, the Chairman of PDP in Mburubu Ward, Egbo Stephen, thanked God for saving him, his family and other community members.

Accusing the Commissioner for Science and Technology, Prince Lawrence Ozoemena Ezeh, of sponsoring the attacks, Egbo said some of the villagers had run to other villages in search of safety.

Prince Eze denied having a hand in the incident.

He said he got the information while in the church on Sunday and asked the divisional police officer in charge of Nkanu East Local Government to ensure anybody whose property is seized gets it back.

He, however, accused one of the Igweship contestants, Chief Onuokaibe, of sponsoring smear campaign against him “to see whether he can achieve his bogus claim of being the traditional ruler of my community.”

Women protest arrest, intimidation of husbands, sons by Enugu police

Women from Ndinwuba kindred in Amuzam, Obeagu community, Enugu South Local Government Area of Enugu State, have protested against incessant arrest of their sons and husbands by the Anti-Cult unit of the Enugu State Police Command.

The protesters who stormed the headquarters of the police unit weekend were seen chanting sorrowful songs while displaying placards with various inscriptions.

Some of the placards reads: Anti-Cult Enugu should stop arresting our Sons and husbands; Anti Cult Enugu should allow us to sleep; Ikechukwu Udengene, the investor should leave our land alone; the Commissioner of Police Enugu State should come to our aid; Ekegbo and his gang should stop terrorizing us; Timothy Ogbodo and his wife should leave Ndinwuba alone, among others.

In an interview after registering their anger to the police, the leader of the women, Sharon Arum, said that women in the community no longer slept with their two eyes closed due to constant arrests by the Police.

She explained that trouble started when the chairman of Ndinwuba family was asked to step down and render an account but he rather refused and ran away from the community.

“The kindred said that since he was not willing to render an account, his immediate family should go and stay with him wherever he is. Since his family left the village, Timothy and his associates have deprived us of sleep.

“They have been coming to arrest our son’s with Anti-Cult,” she explained.

She continued, “Even this morning, they came and arrested four of our sons and husbands. One of them, Emeka Nnamani was beaten and stripped naked. They damaged our houses.

“Before now, they had arrested four persons. There are three other persons who are missing.

“They should release our husbands and our sons to us. They should also stop arresting our people. They are threatening our lives.

“If the chairman wanted peace, he would have just rendered the accounts he was asked to, but he doesn’t want peace,” she pleaded.

  • Bye-election: Protests as REC replaces Enugu result sheets

Bye-election: Protests as REC replaces Enugu result sheets

Protests on Saturday rocked some parts of Enugu following the replacement of the original result sheets meant for the conduct of the by-elections by the Resident Electoral Commissioner of the Independent National Electoral Commission (INEC) in the State, Dr. Chukwuemeka Chukwu.

Hundreds of supporters of the Labour Party (LP) in the State around 9am started protest, chanting songs and demanding that the result sheets be provided before the commencement of the election at Robinson Street, Uwani, Enugu, for Enugu South Urban state constituency.

The situation was also the same in Igbo-Eze North LGA where, by-election for  Igbo-Eze North and Udenu Federal Constituency was supposed to take place as voters in Umuida and other communities in Enugu Ezike town insisted that no election would take place in the area without the original result sheets.

Our correspondent, who monitored the polls, observed that trouble started when Labour Party (LP) stakeholders and supporters got a wind of an alleged diversion of the result sheets by the REC and the Peoples Democratic Party(PDP).

They stormed the election venues at Robinson Street, Uwani, Enugu, and began chanting songs, demanding that the result sheets be released for the election to commence.

As the LP supporters marched in protest before hundreds of a combined security operatives, their PDP counterparts demonstrated, insisting that they have seen the result sheets and the election should commence.

While the logjam continued,  Commissioner of Police, Kanayo Uzuegbu; the State Director of the Department of Security(DSS); senior military officers and all security agencies stayed in the eight polling units at Robinson Street Primary School, Uwani.

The demonstrations continued until around 12 noon when the REC, Dr. Chukwuemeka Chukwu, addressed the agents of the various political parties.

He told them that the original result sheets had been lost and he had provided an alternative.

The REC quickly brought out a photocopy of the 2023 general elections results sheet and told them that he would sign and countersign for that to be used for the election.

However, the agents of LP vehemently rejected the move by the REC to use the 2023 election result sheets for the by-election.

Speaking to newsmen, Chukwu said: “This morning, information reaching to me has it that there’s an issue if missing result booklet for voting to start.

“The political party demanded that, in line with the Electoral Act, every material for the election should be shown to them before the voting will commence.

“When I got the information, I quickly ran to this place to calm the situation and proffer solution for the problem.

“In line with the Electoral Act, if the result sheet is mutilated or missing, what we’re going to issue is replacement.

“So, I’m here to tell the world that whatever any person is saying, in line with the law, if any election material is altered before election is concluded, INEC has every right to issue a replacement result sheets or any material in that category.

“So, here is the replacement of the result sheets. So, I’m going to stamp it and I’m going to sign and countersign it so that voting will commence.

“Voting is going to commence very shortly in this Uwani. Want we are conducting here is only polling units”.

When journalists asked him how the result sheets got missing, the REC stopped talking and left the interview session.

One of the LP polling unit agents, Arinze Ogbodo, rejected the move.

He said: “When we came here we requested to see the materials for the election result sheet for the election to enable us start the election  but they refused. They refused to show us the original of result sheet. Now  the REC  from the INEC came here and  told us that he will sign the photocopy  of the 2023 result sheet for us to use for the election. He told us that the EO that is incharge of this result sheet has absconded.

“There is no way in the history of an election you conduct election with photocopy of election result.  Where is the original result and where is the EO who is an official of the commission?

“They should produce him because at the end of the day, the said result sheet will be produced and they will use it to announce the result. We will not accept it. What we are  saying is that if INEC is not ready for this election, they should cancel it and fix a fresh date for the election. We will not accept this.”

As of the time of filing this report by 2:25 pm, voting was yet to commence in any of the places scheduled for election in Enugu State.

Enugu inaugurates committee on land reconciliation, compensation

Enugu State Government has inaugurated an Inter-ministerial Committee for property/land reconciliation and compensation.

The Secretary to the State Government (SSG), Prof. Chidiebere Onyia, who inaugurated the committee yesterday in Enugu, urged its members to carry out their duties diligently.

Members of the committee include the SSG, as the chairman, the Attorney General and Commissioner for Justice, Dr. Kingsley Udeh, and Mr. Gerald Otiji, the commissioner for Works and Infrastructure.

Others are Mr. Uchenna Nwatu, Mr. Justus Chime (the Acting Surveyor-General of the state) and Mr. Juliet Okonkwo, who will serve as the secretary of the committee.

“This government has a human face in whatever it does. We know, we are about to embark on massive infrastructural development from the city to the nooks and crannies of the state.

“And of course, we know that the infrastructural development will from time to time affect the status quo where people live and how people live.

“And we know that when they are affected, there should be mechanism in place to cushion the adverse effect of this development,’’ Udeh said.

He pledged that the committee would discharge its responsibilities creditably to ensure that no one was left behind and free the state from unnecessary litigations.

Enugu restates ban on wastes cavengers, cart pushers

The Enugu State government has restated its ban on the operations of scavengers and cart pushers in the state, warning that anyone caught operating as such would be prosecuted in line with the state laws without exception.

This followed the growing security threats posed by the activities of scavengers and cart pushers in the state.

It could be recalled that a few weeks ago, security operatives recovered a set of dangerous arms, including guns and machetes, from scavengers arrested at Agbani Road, Gariki and Ogbete Market areas of the state.

Worried by this, the state government announced the proscription of the scavengers and their activities popularly called, “Iron Condemn” in local parlance.

The Secretary to the State Government (SSG), Prof. Chidiebere Onyia, who reaffirmed the ban weekend after an elaborate meeting with the leadership and representatives of the Hausa/Fulani Community and their Igbo and Yoruba counterparts at the Government House, Enugu, lamented that hundreds of petitions had been received from members of the public protesting against the activities of the illegal waste pickers.

The SSG said enforcement of the ban and arrest and prosecution of violators would commence on Monday, 29 January, 2024.

He observed that scavengers with evil motives were infiltrating the state, breaking into people’s homes and stealing their valuables, adding that the state is determined to protect life of the citizens and safeguard their properties against intruders.

Citing section 20 of Enugu State Environmental Law, Prof. Onyia said anyone caught scavenging within the state risks two years imprisonment, calling on residents to be on the lookout for would-be-violators and report the to the nearest police station or the taskforce set up for that purpose.

“Enugu State Government is determined to protect every life and property of our citizens. That is our primary responsibility. We will ensure that every threat to the security and peace of the state is eliminated.

“The government will no longer condone the activities of scavengers in the state. We have to get rid of the state of every vestige of crimes by restoring sanity. We want to assure all residents in the state who are into genuine business that we will continue to work towards making the environment safer for them.

“You will recall that sometime in November 2023, after reports from residents complaining about harassment and theft from scavengers and illegal waste pickers, the government set up a committee to assess the extent of the threats scavengers posed to the wellbeing of our law-abiding citizens. It was established that criminals are now roaming the streets posing as scavengers. Following this establishment, the government activated the law that provides against scavenging activities by outlawing these illegal operators.”

The state government further called on the law enforcement agencies to arrest and prosecute unrepentant scavengers and make examples of them.

Recall that residents in the state have been appealing to the government to tackle the menace of the scavengers and rid them out of the streets.

Enugu flags off 2024 cashew season

Enugu State government has flagged off the 2024 National Cashew Day and Cashew Season, with an assurance to boost the industry and make the state the hub of cashew production in Nigeria.

The state Commissioner for Agriculture and Agro-Industrialization, Hon Patrick Ubru, who officially flagged-off the 2024 cashew trading season at an event organised by the National Cashew Association of Nigeria (NCAN), in Enugu, noted that Enugu State is known as a land for cashew production in the country.

Speaking on the theme, “Transforming Nigeria cashew industry through Technology, Innovation and Inclusive policies”, the commissioner commended the leadership of NCAN for choosing Enugu State for this year’s event noting that the state had played a central role in the production of cashew in Nigeria over the years.

He recounted how the national production of cashew went down from splendour in the early 1960s to a distant 14th position on the rung of the ladder, far behind neighbours like Cote D’Ivoire, Benin and Mali.

Ubru said that agriculture is expected to play a significant part of driving private sector investment due to the endowment of arable lands, favourable climate patterns and also agriculture being a natural occupation of most of majority of the people in the state making cashew one of the focal crops alongside cassava, rice, oil palm and variety of spices.

In a key note address presented by the Speaker of the House of Representatives, Rt Hon. Tajudeen Abbas who was represented by the Chairman, House Committee on Agriculture, Dr Adeyemi Akinyemi, commended the Enugu State government for enacting policies since assumption of office which directed at the revamping of agriculture and making Enugu a productive state.

  • Furore over demolition of structures in Enugu

Furore over demolition of structures in Enugu

Bulldozers were on the roll in the Centenary City layout of Enugu metropolis penultimate Friday as the state government began to demonstrate its resolve to ensure zero tolerance for insecurity and all unapproved structures and properties within the state capital.

Some task force officials from the Enugu Capital Territory Development Authority (ECTDA) stormed the estate and began a demolition exercise, leading to the destruction of several illegal buildings, including some already converted to criminals’ den.

This was said to be against the backdrop of the flagrant and alarming disobedience of building regulations in the state.

Tears, lamentations as victims seek Governor Mbah’s intervention

Residents whose buildings were affected in the demolitions pleaded for the intervention of Governor Peter Mbah. They insisted that the land genuinely belonged to them, adding that they had genuine documents from the state government to back up their claims.

One of them was the owner of Censers Church Inc. Worldwide, Rev. Ugochukwu Anike, who expressed sadness over the demolition of his mighty church building.

He said: “I am sad and devastated. This is a sad day in the history of our church. Yesterday, 19th January, 2024, I got information that bulldozers were entering this place and that they were doing some demolitions.

“When I came, people said our street was not part of it. And truly a lot of buildings were standing here.

“But they entered the street and entered my own church specifically.

“This should not be done to anyone. The same documents other buildings have are what I have. I have the documentation of this property. Why was I discriminately targeted?”

He recalled that Mbah, during his electioneering campaigns, had come to the church.

“I gave you the platform of the church that has thousands of people in it to address the church because you considered us important.

“I don’t believe you have a hand in this.

“Someone needs to explain to me why the church was specifically targeted while other buildings were standing.

“It’s not been up to one year that you took office and you are starting with demolitions.

“You are harping on investment. How can we invest in Enugu State when the ones already invested by citizens are not secure?

“No notice was served here but discriminately demolished because other buildings are standing here,” he said.

Another owner and content creator, popularly known on social media as Untouchable Comedies, had to make a viral video on Saturday alleging that the Enugu Government demolished over 200 buildings in Centenary City.

In the said video, he was seen appealing to Governor Peter Mbah to come to their aid and prevent further demolition of people’s investments.

He also alleged that he bought the land while the necessary documents were given to him, wondering why his building would be marked for demolition.

“They asked us to come back home, and this is what they are doing to us. This is my only building in Enugu, and ECTDA marked it for demolition. They should tell us what to pay instead of demolishing our houses,” Unstoppable Comedies had said in the video.

He would however apologise to the governor on Sunday for overreacting, saying he was overtaken by emotion.

    Government justifies action

While the demolition of structures has drawn tears and lamentation, the chairman of the ECTDA, Mr. Uche Anya, justified the action, describing the buildings demolished as criminals’ hideouts and illegal development without titles and approval from the Enugu State Government.

Anya, who conducted newsmen around the demolished structures deep in the forest of the Centenary City located at Obeagu/Amechi Akwunanaw in Enugu South LGA, insisted that the agency would not succumb to blackmail, adding that the owners were given notices to remove the illegal structures.

He added that in the course of the demolition, the agency burst into kidnappers in a building at the isolated part of the estate.

Anya said kidnappers were arrested from the building while a lot of guns, 24 mobile phones, eight CCTV cameras with SIM cards were recovered from them and handed over to the police.

“It is apposite to state that the action of the ECTDA in Centenary City is Rule of Law at work.

“The ECTDA law prohibits carrying out any development or municipal service within the Capital Territory without the written approval of the Authority.

“For the avoidance of doubts, Section 13 (1) of the Enugu Capital Territory Development Authority Law, 2009 provides: ‘Notwithstanding the provisions of any other law, as from the commencement of this Law, no person or body shall carry out any development or municipal service within the Capital Territory, unless such development or municipal service has been approved in writing by the Authority.’

“However, whereas the current ECTDA leadership is determined to stop unauthorised developments and carry on with the urban master plan restoration and renewal process, including those initiated by successive administrations, we took the initiative to mark the affected properties in October 2023, issuing notices that should accord the developers a window to regularise their titles/properties, if any.

“For emphasis, even though the notices had since expired, no unapproved but completed or occupied building was demolished during the exercise by ECTDA. We are still calling on the developers to do the right thing.

“Meanwhile, it is to be made clear that the ECTDA operation of Friday, January 19, was based on an intelligence report about an illegal development/property that served as kidnappers’ den at the Centenary City.

“In the course of our due diligence, we also found out that the property, like many others at Centenary City, had no title or approval from the appropriate authorities.

“Although the building was not fully completed, the criminals had already mounted sophisticated surveillance equipment such as CCTV cameras, PTZ cameras, in addition to about two dozens of mobile phones denoting the dangerous level of sophistication.

“As some of the videos already in public domain clearly show, we made some chilling discoveries on storming the property with security operatives, including several guns and suspected kidnappers, whom the security agents were able to apprehend,” the ECTDA chairman said.

Also speaking, the Enugu State Commissioner for Information, Mr. Aka Eze Aka, responded to a trending video where allegations of indiscriminate demolitions were made.

Read Also: Fresh crisis looms in Rivers as Assembly overrides Fubara’s assent on four bills

He said: “What we saw in the trending video today was an attempt by the originators to de-market Enugu State as an investment destination for real estate development. But in reality, the operation by ECTDA and the security agencies was a testament that government is resolved to rid the state of criminal elements and protect property rights and investments in the state.

“In this instance, you are all aware of the distance we travelled from the city to get to this place. The culprits did not only erect the structures without any title and approval, they got inside this place pretending to be a block industry, whereas as you can see, they were into nefarious activities.”

On the allegations made by a content creator on the social media, the Commissioner said: “When the person who was on the video began to talk about trying to destroy his house and so on, it is important to state that not one single building that has been marked for demolition was touched because we also have human feelings to allow these houses for them to be regularised.

“They just went about to recycle old videos where some properties were destroyed by past administrations.

“It is also funny that the young man has been brandishing a mere Deed, which cannot be an approval to build.”

    Government’s action illegal –

    Rights group

Meanwhile, a rights group, Civil Rights Realisation and Advancement Network (CRRAN), has described as unlawful the demolitions by the Enugu State Government. The group accused the state government of failing to understand the provisions of the law on the acquisition of land for public purposes.

In a statement titled: “Centenary City crises and unlawful demolition; failure of successive governments to understand the provisions of The Land Use Act on acquisition of land for public purposes”, the president, Olu Omotayo, faulted the process through which the state acquired the said land.

While quoting a report in a national daily, Omotayo recalled that former Governor Jim Nwobodo initiated the process for acquisition of the land from Amaechi people when he was governor for the purpose of building a university for the state.

“When Governor Chimaroke Nnamani was governor, he decided to establish the university in Agbani, thereby rendering the land fallow. The position of the law is that the land reverts back to the original owners once it is not used for public purpose.

“So, it is wrong for successive governors in the state to claim that they ceded the land to private developers. It is unlawful and illegal and an act of executive lawlessness and rascality, because the land can only be used for public purposes for the general benefit of the citizens of the state.

“The Court of Appeal In Odusote V. Seriki held as follows: “The acquisition must be for bona fide public purpose. It is suggested that for a particular purpose to qualify as public purpose or public interest, it must not be vague and the way it benefits the public at large must be capable of proof.

“The test is whether or not the purpose is meant to benefit the public and not just to aid the commercial transaction of a company or a group of people for their own selfish or financial purposes,” he said.

The group continued: “We submit that the Hallmark of democracy is the respect for the Rule of law and fundamental rights of the citizens. Once government acquired land for public purpose pursuant to the provisions of the Land Use Act, and the land is not used for the specified public purpose, it should revert back to the original owners.

“The government cannot give it to a private person or private enterprise or developer. The courts in this regard have consistently maintained that the government cannot rob Peter to pay Paul”.
