    Enugu prays after herdsmen’s attack

    There is an air of helplessness in Enugu State after suspected Fulani cattle herders invaded a community, killing many and destroying property. Governor Ifeanyi Ugwuanyi calls for a fast. OGOCHUKWU IKEJE and CHRIS OJI write

    We came, saw and broke down. And there was something else Enugu State Governor Ifeanyi Ugwuanyi did: he called for statewide prayers accompanied with a two-day fast.

    Why did the governor wax spiritual?

    What happened on Monday in Ukpabi-Nimbo, Uzo-Uwani Local Government Area of the state was bizarre. Hundreds of heavily-armed suspected Fulani herdsmen reportedly invaded the community and opened fire on anyone in sight. At the end of the attack, some 48 people were said to be killed, while houses and other structures were set ablaze.

    When Governor Ugwuanyi inspected the community on Tuesday under heavy security, he chanced upon a freshly discovered corpse of an apparently well-fed young man killed in the attack. Ugwuanyi wept at the sight. He was also clearly moved by the sheer scale of bloodshed and destruction.

    But could there be another reason the governor wept? Perhaps, it was because the bloodshed could have been prevented.

    Ugwuanyi said he received some intelligence that the community was under imminent threat of attack, possibly on Monday, and immediately summoned a security meeting on Sunday. He added that “far-reaching decisions” were reached at the meeting to forestall the attack.

    “A combined team of police, soldiers, Civil Defence operatives was dispatched to the community,” he said, “but on Monday we heard that they still carried out the threat, resulting in the situation we are facing.”

    That probably explains the whiff of helplessness, which necessitated a spiritual approach to a growing menace playing out across the country.

    “No matter what, we are hopeful that God will save us from the present situation,” Ugwuanyi said, seeking to assure the people. “That is why I’ve declared fasting and prayers in the state for the next two days.”

    Much of the community was razed down in the attack.

    The body that moved the governor to tears was that of Ugwu Ogbu, said to be a teacher posted to the community. Women were also raped by the invaders, The Nation learned.

    The attackers reportedly got help from mercenaries in Nasarawa State.

    Governor Ugwuanyi did much to reassure and calm Nimbo residents. He made a relief donation of N5m to the community. He also sought to direct the traumatised people’s attention to the ultimate source of comfort: heaven.

    Ugwuanyi told them, “We are going to seek for God’s intervention in this matter. It is my belief that this too will pass away. The entire people of Enugu State are with you in this moment of grief.”

    He assured the people that efforts were being made to find a lasting solution to the problem, urging young men not to take the law into their hands by engaging in any form of reprisal attack.

    Some of the clergy were not as tame as the governor. Archbishop of Anglican Communion, Enugu Archdiocese, Dr. Emmanuel Chukwuma warned that if nothing was done to check the herdsmen, he would personally ask pro-Biafra groups to declare war on them.

    The fiery clergy was visibly angry over the Monday attack, saying it was now clear that the federal government controlled security agencies deliberately decided when to act and when to forbear.

    The cleric also called on the Federal Government to declare a state of emergency on Igbo land, adding that many hours after the attack, no arrest was made.

    He warned that if the relevant authorities failed to curb the activities of Fulani herdsmen, the breeders would be banned from the Southeast. He added that should they enter, they would meet stiff opposition in the zone.

    “I feel bitter, I feel aggrieved,” he said. “I feel sad that the APC government at the centre cannot protect us. We call on the Federal Government to declare a state of emergency in Igbo land over the Fulani herdsmen’s threat to security in the zone or else we will declare war against the Fulani herdsmen.

    “Failure to curb the activities of Fulani herdsmen will make us to ban [them] from rearing their cattle in the zone. Any attempt to harass any Igbo youth in any community will not be taken lightly. We will not tolerate it in Igbo land. We are declaring war against the Fulani herdsmen. We are calling on Northern elders to caution their people. Government should speak out against this Fulani herdsmen menace.

    “Failure for the Southeast governors to rise to the security challenge, we will pass vote of no confidence on them. Where did the Fulani herdsmen get the AK 47 rifles? We will bring our own Ogbunigwe out to defend our rights. We will match force with force.

    “Fulani herdsmen come to Igbo land, ravage our farmland, rape our women. That we were defeated in the last civil war does not mean we will remain slaves forever even in our land. We will defend our land with our blood and anything including Ogbunigwe. Why was there security lapse? The DSS and other security operatives alerted the government yet they went ahead with their threat by unleashing mayhem

    on the villagers. The Fulani herdsmen are more violent than the Biafra agitator.”

    Since the attack, Nimbo community has been deserted, meaning that economic activities have shut down, with obvious consequences on the people. Pupils seating the WAEC exams could not go to their centres. Most of those who sustained life-threatening injuries have been receiving treatment at various hospitals including Royal Cross hospital, Bishop Shanahan and Nsukka District hospitals.

    One of the injured, a young man who just passed out of the NYSC programme earlier in the month has been referred to National Orthopaedic hospital Enugu,  while two others were referred to Park Lane Hospital, Enugu.

    The governor visited the Ukpabi Nibo community as well as the three hospitals where injured persons were receiving treatment. He was accompanied by Senator Chuka Utazi representing Enugu North senatorial zone, the GOC, 82 Division, Major General Ibrahim Attahiru, the Police Commissioner, Nwodibo Ekechukwu among other security chieftains.

    At the palace of the traditional ruler of Nimbo community, Igwe John Akor, the governor lamented the loss of life and property including the Christ Holy Church, which was burnt by the attackers.

    One of the community leaders, Dr Ajokwu George appealed to the state government to come to their aid as their community had become a hunting ground for the herders.

    “Our community is under threat, we have been burying our loved ones. We are more worried because in this case, we even alerted the security that these people were planning to attack us but nothing was done. As we speak, we’ve recovered over 20 corpses and we are still recovering more. Several others are in the morgue and in the hospitals. What did we do to deserve this? We are really pleading that something be done. Our women have been raped and killed and nothing has happened.

    “What has happened is just a tip of the iceberg because we know they will come again. The way they invade our community and rape women before their husbands is worrisome. We need security here not just for a day or week but for months to protect us.”

    The state Police Public Relations Officer, DSP Ebere Amaraizu confirmed the incident, saying that a police team and the army had been deployed to the area.

    The leader of Fulani community in the state, Alhaji Haldo Saidu Baso said he had lived in the state for over 33 years and would not want to witness any crisis between the ethnic groups. He resolved to talk to their people in the state not take the law into their hands.

    Baso said: “We will travel to Nasarawa State to talk to the cattle owners and stakeholders to warn the rustlers in Enugu State to steer [clear of] trouble.”

    Nigerian Breweries Plc has commissioned three community relations projects in two communities and also at the Customs barracks in Enugu State.

    The benefitting communities included Oma-Eke in Udu local council where a water borehole and toilet were provided for the Community Primary School and  Ogwofia Imezi Owa where a six ultra modern classroom and library block with modern facilities at the Community Secondary School.

    The Nigerian Customs Service benefitted with the provision of a multi millon naira Officers” Mess at the Enugu barracks.

    Managing Director and Chief Executive of Nigerian Breweries, Nicolass Vervelde who was represented by the Corperate Affairs manager, Kufre Ekanem said at the various occasions that the company sees education as the greatest legacy to be bequeathed to children and remains “very paramount to our existence and sustainable development.”

    He told the audience at the occasions that the Nigerian Breweries would continue to identify and respond positively to the  cause of the people through “our various corporate social investments in Education, environment, water, youth development amongst others.

    Said Vervelde: “In 1994, we established the Nigerian Breweries Felix Ohiwerei Education Trust Fund to take a more active role in educational and research activities towards the development of education in Nigeria. Our investments and initiatives have continued to contribute immensely to improve various aspects of education all over Nigeria in line with our philosophy of Winning with Nigeria.

    “What you see here today is an outcome of this investment. Within Udi LGA alone, we have commissioned similar school blocks like this in the past few years including Nsude, Ngwo Uno, Ahwum and Eke communities.”

    He told members of the communities that their support towards the commercial success of the company remains strong and we look forward to sustained and improved partnering and support.

    To the school children, Verlverde admonished them: “My dear children as you learn in this complex, and acquire the desired knowledge for growth, you should always think of the right ideals for you to be better Nigerians. You must shun violence and other vices militating against our economic development and nation building.”

    And to the teachers: “I hope this motivates you  and encourage you double your dedication for the development of our children who are leaders of tomorrow. If they lack the capacity today, tomorrow will be bleak for us all and our children unborn.”

    At each of the occasions, the attendance was graced by representatives of Enugu state governor, Traditional rulers, legislators, captains of industries, chairmen of local government councils and education stakeholders,

    At the commissioning of the Custom officers’ mess, the NBL Managing Director, said that the company recognized the key  role the customs service plays in the nation’s economy and  “it was against this background that we acceded to the request by the Enugu command to support a rebuilding of this mess which was in dilapidated and pathetic shape.”

    He Added: “We have constructed and furnished this mess to a comfortable level and do hope it will serve its purpose for a long time into the future with your care and maintenance.”

    The Comptroller Enugu command, Emmanuel Amaka expressed gratitude to the Nigerian Breweries for the gesture and assured that only products of the company would be on sale in the mess.

  • Enugu 48: Never again!

    As Nigeria still in a primitive milieu, the pre-government era Thomas Hobbes called the state of nature?

    The state of nature that preceded the Social Contract, by which citizens theoretically give up part of their freedom to a Leviathan, in exchange for general protection?

    And is it not from this root doctrine that the state, its chief agent, the government, and the security apparatuses like the police and the military, the government’s enforcers of law and order, issue from?

    These questions are imperative because though Nigeria has a government, the state of nature appears to have been with us for a long, long while.

    Not long ago was the murderous and crazed Boko Haram, blood thirsty criminal hiding behind Islam and its doctrine.  The tragedy, however, was  the society was daft enough to buy the fraud, of criminals wearing a religious cloak.

    It proved immensely fatal, because at the height of that madness, no less than 20, 000 innocent souls were slaughtered, besides millions of others internally displaced.   Even now that Boko Haram is being defeated, the casualty still mounts, in terms of victims of suicide bombings.

    The latest of these blights of wilful criminality is the so-called Fulani herdsmen who, all of a sudden, graduate from cattle sticks and light arms, such as knives and daggers, to AK 47, and are not at all shy of using these weapons to kill, maim and rape — all with reckless abandon!

    But why would a cattle herder carry guns and not simple weapons for self production, since moving in the jungle, with their cattle, is their vocation?  And, by the way, why not modern ranches but this murderous nomadic expeditions?

    Many have claimed the AK 47 angle can be explained by merciless and killer hustlers, who often attack the herdsmen, kill them off and snatch their cattle.

    If true — and there is nothing to prove it is not — that is a great crime that must be condemned.  More than than: the Nigerian state must find an antedote to the menace of rustlers, for every law-abiding citizen is entitled to lawful protection of his assets by the state.

    Still, cattle rustling cannot justify the mass and merciless killings by these criminals, who cloak their criminality as “Fulani herdsmen”.  Whether Fulani, Yoruba, Agatu, Tiv or Igbo herdsmen, whoever kills another must be treated as a murderer; and should face the full wrath of the law.

    But because these criminals had successfully hidden their crime behind “Fulani herdsmen”, everyone parrots their identity, not their heinous crime.  Now, the various atrocities of routine killings have climaxed in the Enugu massacre.

    Yet, people still don’t see them as criminals that must, posthaste be punished by the law to act as deterrent to other putative felons, but some near-invincibles, that could even have rogue protection from the state, simply because a Fulani man happens to be sitting president.  But that is pure nonsense, since the president does not cut a devious picture of one who would aid and abet mass murder.

    That is why the Nigerian state must go after those criminals and make the point that, we, as a civilised community, would not tolerate the barbarism of entering a community and mowing everybody down like game.

    Let this be the last time such sacrilege would take place.  Enugu 48? Never again!

    RAMPAGING Fulani herdsmen yesterday invaded an agrarian community, Ukpabi Nimbo in Uzo-Uwani Local Government, Enugu State.

    Forty eight members of the community were killed.

    Over 60 houses and shops were set ablaze by the invading herdsmen. About 56 injured residents are receiving treatment at hospitals in Nsukka.

    The attack came two days after a security report hinted of an impending attack by Fulani herdsmen in the area.

    The report had said the community would be invaded by about 500 Fulani herdsmen from Nasarawa State.

    A team of soldiers and mobile police drafted to the area after the report of the invasion filtered into the state was overpowered by the herdsmen.

    The invaders, who came into Ukpabi-Nimbo in the wee hours of yesterday, were said to have used grenades, AK 47 and other dangerous weapons.

    According to the residents, the herdsmen “were indiscriminately shooting and cutting our kinsmen with machetes”.

    As at yesterday evening, some residents said those killed have exceeded the initial 48 brought to the Bishop Shanahan Hospital, Nsukka, by policemen.

    Transitional Committee Chairman of Uzo-Uwani Local Government Cornell Onwubuya said despite efforts to stop the attack, the herdsmen still went ahead to unleash mayhem on the community.

    Enugu Police, in a statement, said it had commenced “a full scale investigation into the alleged killing of six persons at Nimbo in Uzo Uwani Local Government by suspected herdsmen”.

    The police said following a report, the Commissioner of Police, Nwaodibo Ekechukwu, mobilised and left with operatives to ensure that the incident did not degenerate into an uncontrollable situation and to work out strategies aimed at fishing out those behind it and to bring them to book.

    The police said normalcy has returned to the area.

    Ekechukwu ,who visited the area, urged the people of Nimbo to continue to be law-abiding and never to take laws into their hands.

    But a worker at Bishop Shanahan Hospital, Nsukka, confirmed receiving 30 bodies and 22 injured persons in the morning.

    Hundreds of displaced residents are reported to be taking refuge in Nsukka.

    The Council of Bishops of Methodist Church of Nigeria yesterday described the continued onslaught by Fulani herdsmen as primitive and lamentable.

    They called on President Muhammadu Buhari to take actions to stop the carnage.

    The bishops said a situation where Fulani herdsmen would sack a community, villages and kill hundreds of people in a bid to feed and protect their cattle was unacceptable.

    Speaking after their 34th Conference in Ibadan, presided over by the Prelate, Dr. Samuel Chukwuemeka Uche, they said Nigerians should no longer keep sacrificing human lives for the grazing of cows.

    The council, in a communiqué at the end of the conference, decried the menace of Fulani herdsmen, which it said was now becoming worse than the Boko Haram insurgency.

    They urged the Federal Government to establish ranches rather than creating grazing zones which, it observed, might create more problems.

    No fewer than five people in Nimbo, Uzo-Uwani Local Government Area of Enugu State were on Monday killed by suspected Fulani herdsmen.

    The spokesman of the police in Enugu State, Mr Ebere Amaraizu, confirmed the incident to newsmen in Nsukka.

    Amaraizu said the Commissioner of Police, Mr Nwodibo Ekechukwu, had already moved to the local government to ensure that normalcy returned.

    “The police are aware of the attack in Uzo-Uwani and the state commissioner of police is already there to ensure that the situation is brought under control.

    “Th police are also collaborating with sister security agencies like the army, civil defence and the Department of State Services to handle the situation,” he said.

    The Chairman of Uzo-Uwani local government, Mr Cornell Onwubuya, who also confirmed the incident, regretted that in spite of efforts to stop the crisis through dialogue, the suspected Fulani herdsmen had continued to attack the people.

    “Yes, there is serious problem in the local government as suspected Fulani herdsmen today attacked Nimbo community.

    “Information reaching us said many people were killed but I do not know the actual number now,” he said.

    An eyewitness who pleaded anonymity told the News Agency of Nigeria (NAN) in Nsukka that the suspected herdsmen numbering up to 300 invaded the community with guns and machetes, shooting sporadically and killing people.

    “As they were killing the people, they were also setting houses and vehicles ablaze. Many people have been killed; I do not have the actual number.

    “The residents of Nimbo and motorists have fled the community for safety,” the witness said.

    NAN reports that residents of Nsukka wept uncontrollably when the five bodies from Nimbo were being deposited at the Bishop Shanahan Hospital, Nsukka.

    A resident, Mr Dennis Ezema, urged the Federal Government to urgently intervene in the activities of the herdsmen before it escalated to a full blown war.

    “It is unfortunate that people can be mercilessly killed without human feeling.

    “You can see how these people were killed and sliced like bread; people should respect the sanctity of human life,” he said.

    NAN reports that scores of the people who fled from Nimbo are now taking refuge in some primary schools in Nsukka.

    Enugu workers absolve Ugwuanyi of misusing bailout cash

    Enugu State workers, comprising the Nigeria Labour Congress (NLC), the Trade Union Congress (TUC) and the Joint Public Service Negotiating Council (JPSNC) have debunked a statement by the Independent Corrupt Practices and other Related Offences Commission (ICPC) that the state government misapplied Federal Government’s bailout fund to settle outstanding salaries and pensions.

    The unions noted that “Governor Ifeanyi Ugwuanyi, from onset, involved the organised labour in the management of the N4.207 million bailout fund, being the actual amount approved for the state for the settlement of outstanding salaries and pensions of the public servants”.

    They said the state government did not misapply the fund, as ICPC reportedly said.

    The ICPC had listed Enugu State among the states that allegedly misapplied Federal Government’s bailout funds meant to offset backlog of workers’ salaries and pensions.

    Reacting to the allegation in a statement jointly signed by NLC State Chairman Virginus C. Nwobodo; TUC/JPSNC Chairman Igbokwe Chukwuma Igbokwe and JPSNC Secretary Theo. O. Obasiani described the allegation as “false and misleading”.

    They also called it a “deliberate attempt to instigate workers and good people of Enugu State against the state government as well as tarnish the good image of the state”.

    The statement added: “The Organised Labour in Enugu State is seriously embarrassed by the false, unfounded and malicious publication purported to have emanated from the office of the ICPC.”

    “A committee, comprising Labour and government was set up to verify, monitor and disburse the funds to the beneficiaries.

    “As at the time referred to by the newspaper publication of (February 29), over 60 per cent of the fund has been disbursed to the beneficiaries on items A – D…, while the verification and disbursement is still ongoing till May 31, as some of the beneficiaries (pensioners) are yet to show up for verification.”

    Expressing its satisfaction with the management of the N4.207 billion bailout fund for the payment of arrears of pensions and salaries, Labour pledged to partner the state government for good governance and sustainable development.

    Also, the Enugu State Government, through its Secretary to the State Government (SSG), Elder Gabriel Ajah, denied the alleged misapplication of the bailout fund.

    It presented a detailed account of how the fund was disbursed, saying the government did not misapply the cash.

    In its effort to provide housing for all, the Enugu State government has teamed up with a firm FIT Consult Ltd for the development of New Independence Layout in the Enugu metropolis.

    The project, expected to gulp N11 billion, is to be undertaken by the Shenyang Yuanda Commercial Company Ltd, a Chinese firm. The new estate would also take the pattern of Chinese housing estates known as the Heliu Residences.

    Facilities to be enjoyed in the estate include 24 hour water supply, 24 hour security, serviced plots, paved roads, street lights, recreation club, shopping mall, sidewalks and parks.

    The state Commissioner for Lands and Urban Development, Hon. Solomon Onah told reporters at the presentation of the housing project that such estate has not been developed anywhere in the Southeast.

    Onah noted that since the creation of Enugu state 25 years ago, no new area has been developed in a proper manner, with full modern facilities until now.

    He explained that the Heliu Residences at the New Independence Layout is to be constructed in partnership with a consortium of local and international companies led by FIT Consult Limited.

    He threw some light on the project, saying, “This is a Public-Private partnership, where the state government is contributing the land required, while the consortium will develop the infrastructure, so that the serviced plots can be made available for individual development. The estimated total cost of infrastructure is about N3.5billion and we hope that the much needed revenue the state seeks will come from the sales of the plots while providing job opportunities for our teeming youths.”

    Presenting the specifics of the project, the managing partner of the FIT Consult Limited, Chief Loretta Aniagolu explained that FIT Consult and its consortium would provide financing to construct the infrastructure and houses.

    She said that total estimated infrastructure cost is N3.5billion while estimated housing construction cost is N7.5billion. She further explained that only single family or twin family duplexes and bungalows are permitted and not exceeding two floors of ground and first.

    According to Aniagolu, a plot of land at the estate is obtainable at between N9.5million and N10billion and allocation is within 10 working days of down payment while the certificate of occupancy is obtained within 14 working days of payment of statutory fees.

    “All home construction must commence by March 2017 and money back guarantee of infrastructure not provided by March 2017,” stressed Aniagolu.

    The Chinese managing partner, Xin Jiang Johnny in his contribution said the estate is in two sections. One will be fully developed by the consortium while the other to be built by individuals but strictly to the specifications.”

    The Enugu Chamber of Commerce, Industry, Mines and Power (ECCIMA) has hailed the Dangote Group for establishing cement plants across Africa, describing the conglomerate as an emerging global player from Africa.

    President of ECCIMA Ugochukwu Chime spoke at the weekend during Dangote Group’s special day at the 27th Enugu International Trade Fair.

    He hailed the group for operating in almost every sector of the economy while adding value to the growth of the economy.

    Chime said more of Dangotes is what Nigeria needs to be an industrial giant globally, adding that the challenges facing the country presents opportunity to investors to do business in Nigeria.

    He said: “Dangote Group has gone beyond being a Nigerian conglomerate to an African conglomerate operating in many countries across the continent. It has demystified the production process, perfected backward integration and in years to come will become a global player, deepening the creation of wealth and employment generation.”

    “Dangote business and entrepreneurship indulgence has spread to many parts of the African continent, employing thousands of people across the world of which not less than 85 per cent are Nigerians.”

    The Rivers State Governor, Nyesom Ezenwo Wike was among eminent personalities that attended the wake-keep of late Mother-General Margaret Umahi, mother of Ebonyi State Governor, David Umahi at Agu-Ugwu, Umunaga Uburu in Ohaozara Local Government Area of Ebonyi State.

    Other dignitaries at the programme which took place on Thursday 31 March, 2016 include the Governors of Bayelsa, Henry Seriake Dickson, Enugu, Ifeanyi Ugwuanyi, Gombe, Ibrahim Dankwambo, Delta, Ifeanyi Okowa, Ondo, Olusegun Mimiko and the National Chairman of the Peoples Democratic Party, PDP, Senator Ali Modu Sheriff.

    Speaking at the programme, The Ebonyi State Governor, David Umahi noted that his mother lived a good life while, describing her as a mediator between God and man.

    He lauded his fellow governors and political associates for their sacrifices, love and honor shown him, his family and the people of Ebonyi State by attending the burial programme of his mother to commiserate with them.

    He expressed happiness over the love that exists between the present crop of governors which he noted is beyond party affiliation.

    Governor Umahi particularly thanked the Rivers State Governor, Nyesom Wike for accommodating good number of Ebonyi indigenes who lived and do business in the state.

    Speaking on behalf of the Governors at the occasion, Governor Henry Sariake Dickson of Bayelsa State said they were in the state to solidarize with their colleague and the people of Ebonyi state on the death of their mother as well as honor her for a life well lived.

    He noted that the worthy legacies of late Margaret Umahi will always be remembered and assured members of the Umahi’s family of their support.

    Governor Sariake Dickson prayed God to grant members of the family the fortitude to bear the irreparable loss and for the soul of the deceased to rest in peace.
