THE Federal Airports Authority of Nigeria (FAAN) Managing Director, Saleh Dunoma, has advised parents, teachers and other members of the society to build up children’s confidence.

He spoke at the party held by the agency for workers’ children at the Murtala Muhammed School complex at the Murtala Muhammed airport, Ikeja, Lagos.

Dunoma, an engineer, pointed out that children are important in the society.

Dunoma, represented by the Director of Security services, Mrs Ann Egbadon, said: “Children are the leaders of tomorrow and as such, it is important that we appreciate, encourage, celebrate and build up their confidence so as to evolve into matured, balanced and well adjusted children. This is what we are here to do.”

According to the FAAN boss, the Yuletide is a time to wind down after a year of hard work.

He, therefore, advised that such season should be for showing and giving love to others, a time to celebrate God’s goodness and the lofty achievements of the outgoing year, and essential, a time to show love and care to our children.

The party created an avenue for children to have fun, interact with each other and engage in various quiz and dancing contests.

  • FAAN aviation security personnel slumps, dies at Lagos airport

A Federal Airports Authority of Nigeria (FAAN) security personnel, Usman Mohammed  slumped and died on Friday  while on duty at the General Aviation Terminal (GAT) of the Murtala Muhammed Airport, Lagos.

Olayinka Abioye, immediate past general secretary, National Union of Air Transport Employees (NUATE) said yesterday that the deceased was a former executive member of NUATE, FAAN branch.

“We learnt he was on duty yesterday when he suddenly collapsed and died before receiving medical attention,” Abidoye said.

He said the deceased, who is survived by a wife and five children, has been buried, according to Islamic rites.

Abioye described Mohammed’s death as unfortunate, stressing that the FAAN management must give priority and urgent attention to the wellbeing of workers.

According to him, some aviation security staff are being made to work more than the required eight hours per day, without rest periods or compensation.

“It is said that some of them work for 12 hours at a stretch without break simply because the Directorate of Aviation Security is suffering from dearth of adequate manpower,” he alleged.

Abioye said although FAAN had been carrying out recruitments from time to time, such exercises were not on need basis, as expected, but on political expediency.

He said aviation security, which operates under Section 17 of the International Civil Aviation Organisation (ICAO) convention, was critical to airport operations and must be adequately staffed.

Abioye, therefore, urged FAAN management to deploy more personnel to the directorate and also provide adequate medical facilities at the airport to prevent recurrence of such incident.

  • Alleged under-remittance: Reps threaten FAAN with zero allocation

The House of Representatives has threatened the Federal Aviation Authority of Nigeria (FAAN) with zero budgetary allocation for 2019 over alleged under-remittances into the Federation Account.

The lawmakers also expressed concerns over alleged habitual under-handedness in the remittance of naira despite collection of dollar from air operators by the agency.

While interrogating FAAN during the 2018 budget performance session on Thursday, they raised alarm over the deficit budget of the agency over the past two years.

They threatened to give zero budget allocation to FAAN in 2019 as well as set up a technical committee to investigate the huge debt profiles and under remittances before presenting the 2019 budget.

House Committee on Aviation questioned FAAN’s Managing Director (MD) Saleh Dunoma, over the under-remittances by the agency into the Federation Account despite huge funds generated by the agency at airports across the country.

Committee Chairman, Nkieruka Onyejeocha (APC, Abia) noted the agency collects its internally generated revenues (IGR) in dollars yet runs a deficit budget.

The agency was alleged to have generated N58.7b as IGR in 2018 but remitted only N1b into the Federation Account.

The Committee also decried the state of infrastructure at the nation’s airports particularly the Murtala Muhammad International Airports (MMIA) and Akanu Ibiam International Airport, Enugu state but mandated the agency to give them a facelift before December 25, 2018.

On non-remittance of revenue into the Federation Account, FAAN’s MD accused States that partnered Federal Government to construct airports of collecting revenues from the airports.

He also told the committee FAAN had commenced the rehabilitation of dilapidated infrastructure at Murtala Muhammad International Airport Lagos in phases.

He however assured the rehabilitation work will soon commence at other airports across the country, while blaming the slow pace of work on delay in the release of appropriated funds in previous budget.

  • MMA2 not indebted to FAAN, says Bi-Courtney

•Firm: we remain open for operations

THE management of Bi-Courtney Aviation Services Limited (BASL), operators of the domestic wing of Murtala Muhammed Airport Terminal Two (MMA2), Ikeja, Lagos, has denied owing the Federal Airports Authority of Nigeria (FAAN) about N1, 943,323,516.50.

BASL, in a statement yesterday, restated its commitment to ensure seamless flight operations and services at the terminal, following a statement by the FAAN, through Notice To Airmen (NOTAM), that with effect from yesterday, aviation security personnel would be withdrawn from the terminal.

FAAN had threatened to withdraw its personnel from MMA2 due to alleged indebtedness to the tune of N1, 943,323,516.50.

In a letter dated October 30, 2018, FAAN demanded Bi-Courtney to pay for the provision of the aviation security, rescue and fire-fighting services, among other charges or it would withdraw its personnel from MMA2.

But, in a letter addressed to FAAN, BASL demanded for payments of outstanding liabilities arising from court judgments over non-implementation of the concession agreement by Federal authorities.

The letter reads: “We have consistently brought it to your notice that we have a judgment credit of N132, 540,580,304.00 since March 03, 2009. This credit arose directly from the non-implementation of the concession agreement by the appropriate authorities. The courts have consistently ordered that any liability we have to FAAN or any Federal Government agency should be deducted from this amount.

“Despite the receipt of BASL’s response, FAAN have flagrantly disregarded several court orders, including the most recent with reference suit number – FHC/ABJ/CS/1422/18/ issued on Wednesday, November 28, 2018, pertaining to this matter, duly served to FAAN, ordering that “the status quo be maintained and that nothing that may disrupt and / or hinder the operation of the airport should be done pending the hearing and determination of the Motion on Notice.”

In the statement, BASL stated that ample safety and security measures have been put in place to ensure that the withdrawal of FAAN personnel did not in any way disrupt smooth flight operations and other business activities at the terminal.

It reiterated that there were adequately trained and NCAA-certified personnel to man the various parts and sensitive points at the terminal.

BASL management said since inception, it has trained its own aviation security personnel to work along with FAAN security at the terminal.

The statement said: “Since 2016, BASL have been performing the same service that FAAN performs in their absence.  Staff are trained in accordance with the National Civil Aviation Security Training Programme (NCASTP) in respect of X-ray Image Interpretation and physical security screening.

“It should be noted that the withdrawal of FAAN personnel in no way jeopardises security levels – in fact, it is known that the NCAA have conducted numerous audits on FAAN personnel at the terminal revealing that many of the staff are absent and that the required number are not on duty or do not have the requisite training.

“BASL assures all air operators and the travelling public that the regulatory requirements for security and safety will be strictly adhered to and complied with in full.

“BASL is prepared and continues to consistently ensure safety, security and smooth operations at MMA2, without entertaining compromise on aviation best practices.”

  • FAAN halts flights to Gombe, Kebbi airports over N808m debts

THE Federal Airports Authority of Nigeria (FAAN) said yesterday that it is withdrawing its security, fire and rescue services from Gombe, and Kebbi airports over N808 million being owed the agency.

Its spokesperson, Mrs. Henrietta Yakubu, said the authority took the decision because the affected airports and their managers have not shown any concerted efforts to pay the debts.

The decision, she said, came a month after final notice was given by FAAN for the airports to pay up.

She said effective from midnight yesterday, FAAN would withdraw services to the affected airports.

Mrs. Yakubu said FAAN has already issued a Notice to Airmen (NOTAM) to enable them review their logistic plan.

She said Gombe Airport owes FAAN over N607,289,927 million. Kebbi and Bebi airports are indebted to the tune of N124,547,240 and N76,772, 984.

According to aviation regulations, no airport is authorised to carry out flights without adequate security and fire cover.

One of the affected airlines, Arik Air said at the weekend that it would be suspending flights to Osubi and Gombe Airports.

Its spokesman, Adebanji Ola, said the carrier would move its Port Harcourt flights out of Murtala Muhammed Airport Terminal Two (MMA2) effective from today till further notice.

He urged Warri passengers to use Benin Airport as alternative and Gombe passengers are to use Bauchi Airport.

Ola said: “All Arik Air flights to Omagwa Airport Port Harcourt will as from the same date operate from Murtala Muhammed Airport Terminal One, otherwise known as General Aviation Terminal (GAT).

“Arik Air regrets any inconvenience the closure of the three airports may cause its esteemed customers.

“We hope the issue between FAAN and the airport authorities will be resolved soonest.

  • Lagos Airport not attacked by terrorists, say FAAN, Air Force

THE Federal Airports Authority of Nigeria (FAAN) and the Nigerian Air Force have debunked reports of a video circulating in the social media showing terrorists attack at the Murtala Muhammed International Airport (MMIA), Lagos.

It came as the Airport Police Command said yesterday that it would investigate and prosecute persons behind the video.

FAAN’s spokesperson Mrs. Henrietta Yakubu, in a statement, said the video was the handiwork of mischief-makers.

She urged the international community to disregard such video, saying the airport is safe and activities going on smoothly.

Mrs. Yakubu said the video in question was that of a simulation exercise carried out by Nigeria Air Force in conjunction with other aviation agencies about two years ago.

The statement added: “FAAN will like to state unequivocally that MMIA is not under any kind of attack. The video in question is that of an old simulation carried out by Nigeria Air Force and others.

“FAAN will like to advise those uploading such to desist from the act as it is not only malicious, wicked, embarrassing but also sending wrong signals to the world about the internal security of the Federal Republic of Nigeria.”

Also yesterday, Air Force spokesman Air Commodore Ibikunle Daramola said in a statement that the video in circulation was an airport security simulation exercise tagged: “Exercise Thunderbolt “, conducted by the Air Force two years ago.

The statement reads: “The NAF wishes to state categorically that MMIA was not and has never been under any attack. The video being circulated shows an airport security simulation exercise, tagged: Exercise Thunderbolt”, which took place on November 8, 2016, over two years ago.

“The exercise was aimed at practising NAF personnel and other security agencies at MMIA on actions to be taken in the event of an attack on the airport.

“The general public is, therefore, advised to disregard the video and also endeavour to refrain from sharing or uploading unverified videos, pictures or articles so as not to cause panic. The NAF wishes to assure all local and international travellers that our airports remain safe and that they can go about their travels without any fear.”

In a statement yesterday, Lagos Police Public Relations Officer, Chike Oti, who is a Chief Superintendent of Police, said the Police Commissioner has directed the command’s Intelligence Unit to unmask the persons behind the rumour for prosecution.

The statement added: “In view of the disturbing video, the authorities of Lagos State Police Command contacted the Deputy Commissioner of Police in charge of operations at the Airport Command and he stated that the video was that of a simulation exercise carried out by Nigerian Air Force in conjunction with other agencies at the airport three years ago.

“The command wishes to assure the public that MMIA is safe and secure and not under any form of attack as wickedly portrayed by those behind the rumour.”
