    FAAN pledges support for  Aviacargo roadmap

    The Managing Director of the  Federal Airport Authority of Nigeria (FAAN), Mrs Olubunmi Kuku  has pledged her support for the growth and development of Aviacargo in Nigeria.

    She made this pledge when she met the Coordinator of the Aviacargo Roadmap committee  Ikechi Uko along with some Staff of FAAN at the Lagos Head office.

    Cargo she says is a major focus of the new administration and every effort to enable Nigeria ascend in air cargo Business will be supported by FAAN.

    “I am excited to see that a lot of work has been done by the Committee. We shall support you to make this work. Bring the plans and we shall make it happen. I want to See good plans for Execution. I am ready to approach any official or Organisation to make this possible. I have Ideas of what can be done but I will want to work closely with the committee.”

    The Coordinator of the Aviacargo Roadmap committee  had presented a brief report of the journey so far. He outlined the reason for the project, the field trips to airports in Nigeria and to the airports of Nairobi, Addis Ababa and Accra.

    He told her about the Cargo Bill of Rights. The plan to turn Unknown goods to Known Goods at the Aviation Cargo Village.

    He told her that the final report will Capture new Standard Operating Procedures  for Operators and Service Level Agreements for regulatory Agencies at the airports. This he said will deliver a new template for the  management of air cargo in Nigeria.

    He thanked her for the  support and promised to brief her regularly on progress of the project.

    The MD, the new Director of Commercial and Business Development Adebola Agunbiade and Barrister Bridget Gold the Director Legal Services of FAAN received the Team.

    Imo State Governor  Hope Uzodimma and Information  Mohammed Idris yesterday defended the relocation of some departments of the Central Bank of Nigeria (CBN) and Federal Airports Authority of Nigeria (FAAN) from Abuja to Lagos.

    Uzodimma and Idris argued that the relocation made a lot of economic sense, given that Lagos is the hub of banking and aviation activities in the country.

    They lent their voices to the controversy generated by the movement of the offices.

    Senate Chief Whip and Deputy Chairman of Appropriation Committee Ali Ndume ignited the debate by warning that “political consequences” would follow the relocation. He swore that the measures would be reversed.

    While the governor the relocation of the departments made a lot of economic sense, Idris said it was wrong for anyone to allege the action had a political undertone.

    Uzodimma, who spoke on the television, said: “I listened to Ali Ndume, I listened to the Northern Senators’ Forum, I listened to the Emir of Kano. You can see the preponderance of opinions. and then, the majority opinion is that merit should be the driving criterion for decision-making in the country.

    “The main aviation hub is in Lagos and if the operation’s department is sent to Lagos to be able to manage aviation operations effectively, I have not seen any ill in it.

    “If  you move the operations department of FAAN to Lagos to supervise airlines, it makes economic sense.”

    Uzodimma, who chairs the Progressives Governors’ Forum, accused opponents of sponsoring a “campaign of calumny” against Tinubu because of his administration’s policies.

      Uzodinma, who also argued that it was too early to “judge” the performance of the President, said  Nigerians would soon begin to hail him for his comprehensive reforms. 

    He said: “I am the Chairman of the South-East Governors’ Forum, five states; I am the Chairman of the Progressives Governors’ Forum, 20 governors; and we are unanimous in supporting President Bola Ahmed Tinubu to ensure that he succeeds in rescuing the economy, in rescuing this country, in making sure that we live according to the expectations of our founding fathers. 

    “I can tell you, seven months or eight months into his four-year mandate is not enough to judge him. So, why the hurry?

    “Some people are suffering from anxiety cirrhosis. Some people are not able to come to terms with the reality on the ground.

    “I am confident. I have my belief that if this man is not able to get this country correct, then, something must be wrong.”

    Describing the removal of fuel subsidy and unification of the foreign exchange windows as the “passwords to entering the system,” the governor accused   “cabals” for being behind the socio-economic challenges facing the country.

    In Abuja, Information Minister Idris warned those causing harm in the country to desist misinformation and division.

    Idris cited the relocations of the CBN and FAAN departments as examples of issues where such forces had deployed falsehood.

    His words: “For example, it is not true that the relocation to Lagos of the headquarters of the Federal Airports Authority of Nigeria (FAAN), and of certain departments of the Central Bank of Nigeria (CBN), are political moves aimed at marginalising a section of the country.”

    “These allegations are unfounded. Instead, these are pragmatic administrative steps to improve operational efficiency and reduce operating costs.

    “I would like to urge all Nigerians to be especially mindful of all persons and groups at home and abroad, who specialise in making false and inciting claims on radio, TV and social media, as well as in peddling altered videos and images for viral dissemination.

    “We must all stand together as one against these forces that constantly seek to test and break the bonds that hold us.”

    The minister  reminded Nigerians that the task of achieving “our desired society should not be left to the government alone.”

    Mixed reactions trail FAAN headquarters’ relocation to Lagos

    Some aviation stakeholders have expressed divergent views over the directive to relocate the corporate headquarters of Federal Airports Authority (FAAN) from Abuja to Lagos.

    The stakeholders barred their minds in separate interviews with the News Agency of Nigeria (NAN) on Friday in Abuja.

    Mr Festus Kayamo, the Minister of Aviation and Aerospace Development, recently gave the order for the relocation of FAAN headquarters to Lagos.

    He said the move was meant to to stop the waste of public resources and rip-off on the public purse in the course of running the agency.

    Capt. John Ojikutu, the Chief Executive Officer of Centurion Security and Safety Consults, told NAN that relocation of the FAAN headquarters was not really necessary.

    “FAAN headquarters can be anywhere in the country to carry out oversight functions of all the airports under its responsibility.

    “It does not matter whether the headquarters is in Kano, Kaduna, Owerri, or anywhere for it to do its oversight of the airports under its responsibility, “he said.

    Also speaking, Mr Abdulmalik Jibril, the Abuja Station Manager of Aero Contractors of Nigeria Limited, said the FAAN headquarters ought to be in Abuja for adequate monitoring by the supervising ministry.

    He said that almost all other agencies have their headquarters in Abuja for supervisory reasons, noting that moving FAAN to Lagos would adversely affect its operations.

    “My take is that FAAN corporate headquarters or any other parastatal should be at the capital city Abuja for adequate monitoring by the supervision ministry.

    “ If this should be allowed to happen now, may be in the next four or eight years, the next president might return the headquarters to Abuja and then that could result to waste of taxpayers’ money.

    On his part, Mr Hector Naadi, President of Joint Consultative and Negotiating Council (JCNC), told NAN that relocating FAAN headquarters to Lagos was welcome provided the government could justify it.

    “If the directive is in the best interest of the nation, I have nothing against it.

    “It is is an unambiguous prerogative of the Management and government to situate the office in locations they deem fit and conducive’’, he said.

    Also, Mr Idowu Adesola, President of the National Union of Air Transport Employees (NUATE) told NAN that the relocation of FAAN headquarters to Lagos was the best decision taken by the Federal Government.

    According to Adesola, Lagos is where major aviation activities are happening in terms of huge revenue generation.

    Mrs Obiageli Orah, Director, Public Affairs and Consumer Protection, FAAN, in a statement, said that the relocation of FAAN corporate headquarters from Abuja to Lagos was to reduce expenditures.

    She said government took the decision after consulting with relevant stakeholders in the aviation sector.

    • Six North’s groups protest relocation of CBN offices, FAAN agencies from Abuja

    The Northern Senators’ Forum (NSF) has promised to liaise with the Executive arm of government and the leadership of the Upper Chamber of the National Assembly to resolve the alleged lopsided distribution of funds in this year’s budget and the relocation of some federal agencies to Lagos.

    The forum announced this in a statement yesterday in Abuja, titled: Re: Allocation and Distribution of Funds in 2024 National Budget and Relocation of some Federal Agencies to Lagos, by its spokesman, Senator Suleiman Kawu Sumaila (NNPP Kano North).

    The statement reads: “As representatives of the people at the national level (Senate), we are committed to addressing the concerns and feelings of our constituents regarding certain decisions and policies put forth by the Federal Government – lopsidedness in the distribution and allocation of resources in the 2024 budget, relocation of some federal agencies from Abuja to Lagos.

    “We understand the importance of fostering a harmonious relationship between the government and its citizens, and it is in this spirit that we are announcing our collective efforts to seek an amicable resolution to these pressing issues, within the confines of our constitution and existing laws.

    “First and foremost, let us assure our constituents that we have taken their concerns seriously and are actively engaging with our colleagues in order to address these matters effectively.

    “We firmly believe in the power of open dialogue and collaboration to bring about positive change for our nation.

    “Throughout our term in office, our primary objective has been to advocate for the well-being and best interests of those we represent. We recognise the significance of our role as a bridge between the people and their government, and it is with great responsibility and dedication that we undertake this task…”

    Also, six northern groups yesterday joined the protest against the planned relocation of some departments of the Central Bank of Nigeria (CBN) and the headquarters of the Federal Airport Authority of Nigeria (FAAN) from Abuja to Lagos.

    The groups are: the Arewa Defence League, the Association of Northern Nigerian Students, Arewa Youth for Development and National Unity, Arewa Young Women’s Rights Advocate Council, Northern Youth in Defence of Democracy, and Arewa Radio and Television Commentators.

    Addressing reporters at Arewa House in Kaduna alongside others, the Convener of the groups, Murtala Abubakar, said: “We are here today to express our strong opposition and concern over the proposal to relocate five critical departments of the CBN and the headquarters of the FAAN by the Federal Ministry of Aviation from Abuja, the Federal Capital Territory (FCT), to Lagos State.

    “Contrary to the pedestrian arguments of the CBN, the relocation of these five key departments to Lagos will have serious consequences for the financial inclusion, stability and security of the country.

    “It will create a gap between the CBN and the Federal Government, which is based in Abuja, and hamper the coordination and communication between them.

    “It will also expose the CBN to undue influence and interference from the private sector and the state government in Lagos, which may compromise its independence and integrity.

    “Furthermore, it will reduce the opportunities and benefits for the financial institutions and customers in other regions, especially the North, which already suffers from low financial access and inclusion.

    “Similarly, we condemn the decision of the Federal Ministry of Aviation to relocate the FAAN headquarters to Lagos, which is a clear violation of the Federal Character Principle enshrined in the Constitution of the Federal Republic of Nigeria…”

    The Federal Government on Thursday, January 18, relocated the headquarters of the Federal Airports Authority of Nigeria (FAAN) from Abuja to Lagos. 

    This was disclosed in a circular by the Managing Director and Chief Executive Officer of FAAN, Olubunmi Kuku.

    According to Kuku, the Minister of Aviation and Aerospace, Festus Keyamo, gave the directive to move the headquarters to Lagos.

    FAAN was established in 1976 as Airports Authority of Nigeria. However, the Civil Aviation reform of 1995 brought about the realignment of some of the functionalities of NAA as well as the renaming of NAA to the Federal Airports Authority of Nigeria (FAAN).   

    The Authority is responsible for overseeing the operation and maintenance of all Federal Airports. FAAN’s headquarters was once located in Lagos. However, in 2020, the then President Muhammad Buhari moved it to Abuja.  

    A statement signed by the authority’s Director, Public Affairs and Consumer Protection, Mrs. Obiageli Orah explained that the decision was best interest of the country, especially as it concerns public funds

    The statement titled: “Re: Relocation of FAAN corporate headquarters from Abuja to Lagos” said: “The Federal Airports Authority of Nigeria notes the inquiries some Nigerians have made regarding the directive of the Minister of Aviation and Aerospace Development, Mr. Festus Keyamo, SAN, CON, to relocate the corporate Headquarters of FAAN from Abuja to its original base, Lagos, where it has operated for decades until recently. 

    “FAAN wishes to inform Nigerians that following wide consultations by the new Management of FAAN with stakeholders, which also involved the Unions, it was agreed that this was in the best interest of the Authority and the country for now for the following reasons:

    “1. Those affected by the decision to move the headquarters to Abuja have since returned to Lagos as there is no office space for them in Abuja. It was ill-advised in the first place to move the headquarters to Abuja when there was no single FAAN building in Abuja to accommodate all of them at once. 

    “2. Having returned to Lagos, the Authority would be liable to pay them DTA (DUTY TOUR ALLOWANCE) because technically they are working OUT OF STATION as their official posting is to ABUJA. The Minister has decided to stop this waste of public resources and rip-off on the public purse.

    “3. ⁠The other option open to the Authority was abandon the old FAAN building in Lagos to rot away and to use its scarce resources to rent an office space in Abuja for Millions of Naira of public money when in actual fact more than sixty percent of its activities are in Lagos given the huge passenger volume of the Lagos airports. The stakeholders and the Minister decided against that and to save the country this waste. 

    “4. ⁠The Minister has rolled out plans to get concessionaires to build befitting offices for the Authority in Lagos and Abuja and until that is done, the Authority will continue to manage its old building in Lagos that can accommodate all its Directors and senior officials for now. 

    “5. ⁠Abuja continues to have full operational offices and the Authority has not scaled down operations in Abuja one bit. It is just the technical decision of where the Authority has its ‘corporate headquarters’ that has been taken without affecting the structure of operations as they are for now in both cities. 

    “6. ⁠In the near future, when befitting  corporate buildings have been built for the Authority in both Lagos and Abuja, a final decision will be taken as to the location of the permanent headquarters, depending on the exigencies of the time. 

    “7. The Authority wishes to assure members of the public that it will continue to act in the best interest of the public and the country. 

    “8. The Honourable Minister is committed to taking decisions that are in the best interest of the country, especially as it concerns public funds and will not yield to ethnic or sectional sentiments that will derail this commitment’”

    The federal government has authorised the relocation of the Federal Airports Authority of Nigeria (FAAN) from Abuja to Lagos.

    This was revealed in a memo signed by the Managing Director of FAAN, Mrs Olubunmi Kuku.

    The memo reads: “The Honourable Minister of Aviation and Aerospace Development has directed that the Headquarters of the Federal Airport Authority of Nigeria (FAAN) should be relocated from Abuja to Lagos.

    ”Consequent upon the above, you are requested to provide the implication of the relocation to the management.”

    Newly appointed Managing Director of the Federal Airports Authority of Nigeria (FAAN), Mrs  Olubunmi Kuku yesterday urged workers of the authority to brace up in actualizing  the agenda of the President Bola Ahmed Tinubu administration for the aviation sector which include: improving  passengers’ experience, scaling up  safety and security measures, benchmarking services in line with international standards as well as  optimizing   revenue generation from  aeronautical and non – aeronautical sources.

    Speaking at a maiden meeting with senior personnel of the authority at its Lagos Regional Headquarters,

    Mrs. Kuku said her mission in FAAN is not start afresh, but continue the legacies of her predecessors in office because the airport authority as an institution important for the nation’s economy.

    Kuku said she will study the handover notes given to her to enable her understand the issues and areas requiring urgent interventions.

    She promised to build on past successes, ensuring professionalism with focusing on revenue generation, performance and if the need arises re- evaluation and recalibration .

    Receiving the handover from the Legal Advisor, Mrs. Bridget Onyemesi Gold, Mrs. Kuku said: ” We do not  need start afresh but build and improve on the past.”

    Highlighting FAAN’s significance as Nigeria’s gateway, Mrs. Kuku stressed the need for standard hospitality, protocols, and learning from global and national environments.

    She outlined her mission to enhance FAAN’s viability as a national asset optimization avenues to improve our services  while minimizing waste.

    “I want to drive on the viability of FAAN as a national asset, this is critical and not negotiable. We will improve on professionalism especially on security, safety and standards.

    “ Revenue generation is important and will be optimised and we will minimise waste. My mission is to make sure to increase both aeronautical and non- aeronautical revenue.”

    Mrs. Kuku encouraged staff commitment  assuring periodic reviews and recalibration as the dynamic aviation sector demands constant monitoring and adaptation.

    She  said during the course of implementation of the mission, FAAN will check itself.

    Kuku said :” We monitor  own  performance and will reset where it  need to, if there is any calibration because the sector is not static.”

    She emphasized collaboration with other sister agencies including the Nigerian Civil Aviation Authority (NCAA), whose acting Director General , Captain Chris Najomo is already offering useful insights.

    She said FAAN under her watch will consolidate engagement s with both local and international organizations including the Airline Operators of Nigeria (AON), the International Air Transport Association ( IATA) and the International Civil Aviation Organization (ICAO).

    Kuku said she will also engage unions in the sector on the best ways to achieve workers welfare which would require adequate performance.

    She spoke of plans to scale up airport operational infrastructure both on the land and airside   to achieve  optimum user experience.

    Sir: The appointment of Olubunmi Oluwaseun Kuku as the Managing Director of the Federal Airports Authority of Nigeria has spurred a new dawn in the agency.  For Kuku, the appointment is a testament to her preparation and professionalism.

    In the last 25 years, Kuku has held executive roles that require transformational leadership in achieving its growth objectives while delivering enterprise value and returns to industry key stakeholders.

     Kuku’s job at FAAN is simple yet daunting. Her emergence as the new boss in FAAN has continued to gather accolades from industry stakeholders, who are aware of Kuku’s professional experience over the last 25 years.

     From George Uriesi to Captain Rabiu Hamisu Yadudu and Kabir Yusuf Mohammed, the Federal Airports Authority of Nigeria has had a number of MDs.

    However Kuku’s emergence is said to be one of the writings on the wall for a new dawn, change and global practices.

     She has a strong track record of professional achievement in the public and private sectors in Nigeria and across Africa. She joins a growing list of accomplished female professionals whose hands are on deck to turn Nigeria around.

     She’s neither new to the agency she has found herself nor the sector where she currently has the job of managing Nigerian owned airports across the states.

    For four years, between 2011 and 2014, Kuku took her time to understudy the aviation industry as a Special Adviser to the Minister of Aviation at that time.

     Her experience in the public sector also saw Kuku working at the Nigerian Airspace Management Agency (NAMA) as the General Manager, Business Development and Investment. In the four years she worked at NAMA, she was tasked with increasing the revenue base for NAMA from both Aeronautical and Non-Aeronautical sources, developing and implementing strategic plans to enhance NAMA’s business development efforts, aligning actions with the agency’s overall objectives while analysing market trends, identifying emerging opportunities, and formulating strategies to capitalize on them.

     There is no doubt that she understands and knows the Nigerian aviation sector like the back of her palm. She understands the industry and is well aware of the agency’s challenges, as well as opportunities.

    Following the sacking of the heads of various agencies, the federal government has fired directors of the Federal Airport Authority of Nigeria (FAAN), Nigeria Meteorological Agency (NiMET), Nigeria Airspace Management Agency (NAMA), Nigeria Civil Aviation Authority (NCAA), and Nigeria Safety and Investigation Bureau (NSIB).

    The government made the announcement in a statement signed by the Head, Press and Public Affairs, Federal Ministry of Aviation and Aerospace Development, Odutayo Oluseyi on Thursday, December 14, in Abuja. 

    The statement said all the agencies’ board secretaries and legal advisers were not affected by the directive.

    The government directed the affected directors to hand over to the most senior officer in their various directorates with immediate effect.

    The statement reads: “Following the change in the leadership of the Aviation and Aerospace Development Agencies’ CEOs and MDs aimed to reposition the Aviation industry and ensure safety and efficient air travel experience by Nigerians in line with the Renewed Hope agenda of Mr. President, I am directed to inform all directors of the following agencies that they have been relieved of their appointments forthwith and should hand over to the most senior officer in their various directorates with immediate effect.

    “I am also to inform all the agencies’ Board Secretaries and Legal Advisers that they are not affected by this directive.

    “All affected directors are to ensure strict compliance, please.”

    The Managing Director of the Federal Airports Authority of Nigeria (FAAN), Kabir Yusuf Mohammed said the authority has stepped up her game at ensuring  that passengers who pass through  airports are not extorted  by staff and other  agencies of government that work at airports.

    FAAN , he said, is engaging  the services of “mystery staff” at the four international airports of the country to stem the ugly tide.

    Mohammed said  the responsibility of these ‘mystery staff’ is to take note of the activities of staff at the airports and report same  to management. 

    The MD made this known during a recent one-day sensitization programme on ACI Airport Service Quality (ASQ) Initiative organised by the Directorate of Airport Operations at the Conference room of the Murtala Mohammed International Airport (MMA).

    In his keynote address, the MD expressed displeasure at the poor reputation of Murtala Muhammed International Airport due to extortion of passengers and warned that anyone  caught in such act this Yuletide season will face disciplinary consequences. 

    He said that travellers are discouraged from flying through the international terminal of the Lagos airport because  of extortion.

    The MD challenged representatives of all the government  agencies  that operate at the airport namely; Customs, Immigration, Quarantine ,Police, and all others to be at their absolute best when carrying out their day-to-day activities.

    He reminded everyone  that there are active cameras  everywhere  and whosoever  is caught doing anything  that will bring the FAAN  into disrepute would  be sanctioned.

    He noted  that all these agencies  that work at the airport  are involved  in this breach and said that the Federal Airports Authority of Nigeria (FAAN) is not going to tolerate this embarrassment any further.

    The MD/CEO of FAAN  concluded  by encouraging everyone to improve the reputation of the airport and the country at large by being  courteous and respectful  to the travelling  public at this season. 

    He encouraged  the spirit  of collaboration noting, “we are one airport  and if there’s  any wrongdoing , people don’t bother to know which agency did the wrong. They only know  the  airport  where they were wronged.”
