    FCTA promotes 49 deputy directors

The Federal Capital Territory Administration (FCTA) has promoted 49 Deputy Directors to the position of Director in various departments, moving from Grade Level 16 to 17.

This was consequent upon the Federal Capital Territory (FCT) Minister, Nyesom Wike’s approval of the release of the result of the first-ever Computer Based Promotion examination held at the National Open University Duste-Alhaji Study centre in Bwari Area Council, on Tuesday, August 12, 2025.

The promotion examination was done to clear the backlog of promotion arrears of 2023 to 2025, for workers on grade level 16.

A statement on Tuesday, by Senior Special Assistant on Public Communications and Social to the FCT Minister, Lere Olayinka, quoted the Chairman of the FCT Civil Service Commission, Emeka Eze, as saying that the promoted deputy directors will fill 49 of the 63 vacancies declared in various departments.

Out of the 49 promoted, Education Officer Cadre had the highest of 20, followed by Accountant Cadre that had nine.

While Civil Engineer, Social Welfare, Tourism, Fisheries, and Medical Officers Cadres had one vacancy and one eligible officer each, the Education Officer cadre had 820 eligible officers for 20 vacancies while Admin had 12 eligible officers for 10 vacancies.

Recall that to ensure transparency and a promotion exercise devoid of any form of pressure and influence, the FCT Minister directed the Civil Service Commission to adopt the most technology driven methodology in the conduct of the promotion examination.

The minister consequently approved the Civil Service Commission’s request to adopt Computer Based Test (CBT) model for the conduct of promotion exercise, and in order to make the examination completely CBT model complaint and reduce delays associated with the release of examination results, the commission’s Board of examiner set minimum of 60 percent as pass mark.

Insecurity: FCTA clears over 1,000 shanties in Abuja

Following the level of insecurity in the nation’s capital, the Federal Capital Territory Administration (FCTA) on Monday cleared over 1,000 illegal shanties obstructing the road corridor in Karsana, bordering Bunkoro District in Gwarimpa.

The Director of Development Control, FCTA, Muktar Galadima, disclosed this during a Citywide Sanitation Operation of the FCTA joint task force, targeted at squatters and “people of questionable character” who resided in the area.

Galadima, the operation had avoided homes of indigenous inhabitants in the area, stating, however, that the operation will continue until all 2-kilometers of the road stretch is completely cleared.

He said, “Today’s exercise is carried out along the proposed Ring Road 3 corridor at the intersection of N16 and RR3, where we have the Map global Estate. You can see the shanties, squatters and people of questionable character. So, as part of the Citywide Sanitation exercise to enhance security, that’s why we are here today to continue as planned.

“When you look at these structures, they are mostly made of shacks and temporary materials. So far, so good. We have cleared more than 1,000 around this place, and we are about to continue, because the work is enormous and the stretch of the road is as long as 2 kilometres, all consisting of shacks and shanties.

“We have had a discussion with relevant authorities, in which they have said that for now, the RR3 is not yet awarded, but the N16 has been awarded, and the work is in progress. We have been informed by the Department of Resettlement and Compensation that there are some indigenous communities on the corridor. That’s why we tried as much as possible not to interfere with the existence of such communities.”

The director, however, said further clearance activities will continue in collaboration with the Department of Resettlement to identify genuine properties belonging to indigenes.

“For tomorrow’s exercise to be smooth, we want our representative of Resettlement and Compensation to be with us, so that they can guide us and which is the indigenous communities. And those that are not indigenous communities, we can excuse them and tell them to move on,” Galadima added.

The FCTA Director, Command and Control Unit, Peter Olumuji, who represented the Director of Security, Adamu Gwary, said the operation highlighted the nexus between development control and security, adding, however, that no arrests had been made in the course of the operations.

He said, “Well, this Map Global Estate axis, which has other estates, has been a great source of concern for those residing within the estate. And you will know there is a nexus between development control and the security of their lives and property. And what we have seen here is that we noticed, because we have indigenous communities here, these criminal elements try to make shanties behind those indigenous communities to serve as a cover for their own shanties.

“And what we have done today, most of the residents who have passed through this place really praise the good effort of the FCT Administration. And like the Director has said, it is going to be a continuous clearance. We are not just going to leave it, we are going to take over this place.”

Most vehicles use for ‘one chance’ are illegally tinted or unregistered – FCTA

The Federal Capital Territory Administration (FCTA), on Tuesday disclosed that most vehicles used to perpetrate ‘one chance’ menace are illegally tinted or unregistered.

Director, FCTA, Department of Security Service, Adamu Gwary disclosed this during a night stop and search operation in Apo-Wassa junction and Karu axis of Abuja.

He also said the FCTA has clampdown over 700 vehicles with tinted glass without permits, fake number plates, and other traffic violations.

Gwary, who was represented by the Secretary, Command and Control Center, Dr Peter Olumuji, revealed that the Joint taskforce operation had help in recovering seven stolen vehicles within the last one week.

He said the exercise is part of the second phase of Operation Sweep Abuja Clean, a multi-agency crime prevention initiative.

He explained that the exercise targets criminally-inclined motorists, particularly those perpetrating the notorious “one chance” robberies in the city and sattelitte towns.

According to him, intelligence gathered from victims revealed that most of the vehicles used for “one chance” are either illegally tinted, unregistered, or bearing fake number plates.

He warned that vehicle owners, such as cab drivers, have no justification for using tinted glass, which often aids criminals in concealing their activities.

“We are seeing people who are into businesses using tinted glass. Most of the victims that we have interrogated that have fallen victim of one chance, they always let us know that the vehicles they boarded are tinted.

“As at now in Operation Sweep, we have impounded over 700 vehicles from both the first and second phases. The operation has drastically reduced the incidences of one chance to the barest minimum. Our stop-and-search exercise has made it clear to criminals that no matter where they are in the FCT, the team will always reach them,” Gwary stated.

He further assured residents of the FCT that the clampdown is yielding results, citing several stolen vehicles recovered within the last week alone.

He appealed to residents to bear with the temporary inconveniences caused by the stop-and-search operations, emphasizing that the measures are aimed at safeguarding lives and property.

On her part, the Head of Operations, Directorate of Road Traffic Services (DRTS), Mrs. Deborah Osho, reiterated the Administration’s commitment to rid the city of unregistered and unpainted taxis, which are commonly used by criminals.

She disclosed that several vehicles were impounded during the joint task force operation, for various offences such as driving against traffic, lack of registration, and the use of number plates not assigned to the vehicles.

“Yes , this is a joint taskforce team, a joint collaboration with all agencies and especially the lead agency, which is the police. We work together and because of their presence it has made us apprehend a lot of vehicles, especially those driving against the traffic. It is a common thing in Abuja and we are trying to stop them.

“They can take ABC for a Corolla and once we get to the system we can find that that ABC is not even for Corolla, it may be for Peugeot. Therefore, most of these one-chance use vehicle number plates that cannot be traced and once we get such kind of suspicion, those vehicles are picked.

“Most of the one-chance vehicles either have fake number plates not traceable to the actual vehicles , or operate as unpainted taxis, making it difficult to identify them. Today in Karu, you can see the huge number of vehicles apprehended. This is sending a clear message that Abuja is too hot for criminals,” Osho said.

Both officials assured residents that Operation Sweep will continue across the city and suburbs until sanity is restored on Abuja roads, urging citizens to cooperate with enforcement officers for a safer and more secure FCT.

Allegations over displacing the poor to please the rich in Abuja false – FCTA

The Federal Capital Territory Administration (FCTA) on Thursday refuted insinuations in some quarters that the ongoing demolition of shanties in Abuja is aimed at displacing the poor to please the rich.

Director of Development Control in the FCTA, Mukhtar Galadima who said the clearance of shanties was part of a broader city sanitation and security initiative to rid hoodlums and criminals of their hibernating places, stated that the administration got credible information that some people were even killed around some areas.

Galadima, said this while conducting a major clearance of shanties in Cadastra zone E27, Resettlement at Apo District of the FCT.

He said, “Well, people must complain. People must say something about exercise. But our goal is to rid the city of criminal elements in order to enhance the security of the FCT.

“This is part of the continuation of the city sanitation and exercise to rid the city of the criminal elements. So, this place has been identified as one of the notorious dark spots. I recall also efforts were made in the past, but this time around we came in to do a total clearance of the place.

“This is something that there are credible and verifiable security and intelligence reports about these locations. Instances where some people were even killed around this place. So, for the fact that this place was identified as a dark spot, it’s enough for this exercise to continue. So that’s why we’re here and we will make sure that we clear this place once and for all. Unlike before that we just come and push the shanties. This time around we are going to remove everything and even fence the place.

“My advice is for them to go and look for a decent accommodation within the resettlement town or somewhere else within the federal capital city because this place health-wise, is not even advisable for them to remain under this place”.

On his part, FCTA Secretary, Command and Control, who represented the Director of Security, Adamu Gwary, who was represented by the FCTA Secretary, Command and Control, Peter Olumuji said the administration took the move in response to a recent robbery attack which took place in the neighborhood where over fifty arm robbers held the residents hostage for hours, as well as the death of a medical personnel who attacked in the same place.

He said, “We have issues like illicit drug peddling and sales here and intake. We have issues of armed robbery and even house breaking within this environment. Just so you know, some few weeks ago there was this attack on the residents that the criminal element used as a cover. Thank God for the good response time of the Nigerian police and sister agencies that were able to repel them.

“Over 50 criminal armed robbers came here to attack the residents here. But the quick response from the FCT police command and sister agencies prevented that attack from snowballing.

“We also know that some few weeks ago, we had an attack on medical personnel here, that his life was cut short just because the people that reside here might not really be the criminals but they too cannot profile those coming to stay with them here and that is why you just have to take a holistic move.

“This place is not meant for residents. It’s a green area so people are not even meant to come and reside here. So, clearing it is a good omen for the FCT”.

One of the displaced youths, David Mark, told reporters that they were not criminals, that they have no money to rent proper accommodation, therefore, called on the government to give them jobs.

Mark said, “We don’t have money to rent a house. We manage ourselves here. People come here to find workers, why are they pursuing us now?

“No, we are not criminals. Criminals are not coming here. We have vigilantes here; we have our committee here. We don’t steal. My demand is employment, we need employment. Look at the youth! How many youths are here now? No work”.

FG donates four hybrid CNG buses to FCTA

The Federal Capital Territory Administration (FCTA) on Thursday took delivery of four 50-seater hybrid buses donated by the Federal Government through the Presidential Compressed Natural Gas (PCNG) initiative.

The move is to help boost public transportation in the nation’s capital.

Recall that the PCNG Initiative is a flagship program of the Federal Government of Nigeria launched in 2023, to promote the widespread adoption of Compressed Natural Gas (CNG) and electric vehicles, especially in mass transit systems, driving cost savings, job creation, energy security, and an environmentally friendly transport system.

Receiving keys, the Mandate Secretary, FCT Transport Secretariat, Chinedu Elechi, said the gesture was a welcome development, as it will complement the ongoing repositioning of the public transport architecture in the FCT.

Elechi, who received the buses on behalf of the FCT Minister, Nyesom Wike, said the buses will be moving over 200 people efficiently, thereby improving the daily mass transit of commuters across the territory.

According to him, the FCT Minister has always said there is no modern city that can survive without a robust public transportation system.

He said, “So, public transportation is meant to move people from one point to the other, especially those who cannot afford private transportation, or those who can afford private transportation but opt to go on the public system. Because when the tourists come in, they don’t come with their private transportation. So, tourism also depends on a robust public transportation system.

“This is why the Minister (Wike) has built roads, bridges, and is now building bus terminals. We have just commissioned two of the modern bus terminals at Mabushi and Kugbo.

“These buses, as good as they look, will be very helpful. We are going to get more buses; the minister is already working on that, and we thank you so very much for this. It looks very nice. I’m sure both those who have private transportation and those who do not would enjoy the ride.

“So, on behalf of the Honourable Minister and the FCTA, we want to thank you, and we say that you should extend our gratitude to Mr. President, whose initiative this is, and you too for your hard work”, he stated.

Earlier, while making the donation, Program Director/Chief Executive, Presidential CNG Initiative, Mr. Michael Oluwagbemi, said the donation was part of its effort to make CNG happen for efficient public transportation.

He said the FCT, having demonstrated great support for the program and showing great innovation by investing not just in the roads but in terminals under the leadership of the FCT Minister, felt that the FCT should be a major beneficiary of the initiative.

Oluwagbemi expressed hope that the delivery of the buses will be a foundation asset for the operation of the new terminals and robust transportation system in the FCT.

He explained, “This is a presidential initiative, Mr. President wants to see Nigerians move around cheaper, safer and more reliably. On behalf of Mr. President, on behalf of the board of the PCNGI and its management and staff, I hand over these four CNG hybrid buses to the service of humanity and for the employment of the people of the FCT.

“You are receiving four because you are one of our biggest supporters, and also because through you, we know more people, because you are in the business of direct transportation at the FCT. We see your terminals; we see your roads.

“We have identified potential onward beneficiaries of these buses to ensure that they get to the people of Nigeria and deliver the promise of Mr. President.

“I want to say that we look forward to your (FCTA) continued partnership. We just left the FRSC, and they informed us that now they will be launching new plate number formats for both CNG and EV vehicles in September.”

FCTA demolishes UTC complex shanties to curb criminal activities

By Gbenga Omokhunu and Frances Eluagu, Abuja

The Federal Capital Territory Administration (FCTA) on Tuesday cleared shanties at the popular UTC Complex and its surrounding areas in a bid to flush out criminals using the location as a hideout.

Director of Development Control, Mukhtar Galadima, told journalists at the site that the exercise began with the removal of a dumpsite near the complex before moving to the main area where hoodlums operated.

He said the operation followed directives from the FCT Security Council and would be sustained to ensure long-term safety.

According to him, the cleared land—part of the transit way corridor in the Abuja Master Plan—will be fenced off to prevent future encroachment.

“It has not been developed yet, but it is being maintained and protected against land grabbing,” Galadima explained.

Addressing criticism over the alleged demolition of a garden in Zone 3, Galadima clarified that the Panorama Garden was never destroyed.

He said notices were issued as early as October 2023, with further notices in 2024 and February 2025, and that he personally informed mechanics and miscreants in the area about the clearance.

He stressed that the park itself remained intact.

“The Park which was allocated to Panorama is still in existence. If you go there till today, the playground is there, the Gym is there, even the lounge. All other facilities are there in the park,” he said.

The director added that only; “makeshift structures” and “scavengers’ shanties” were removed.

The Director of Security, Adamu Gwary, represented by Peter Olumuji, further explained that the clearance operation is part of an effort to tackle locations where criminals operate.

Olumuji noted a significant drop in crime rates in areas that have been cleared over the past week, according to statistics from the FCT Police Command.

He said, “Since we started this operation one week ago, up till now, from the crime statistics records we followed up from the FCT Police Command, we noticed that the crime rate within the areas we have removed have reduced drastically

He confirmed that arrested criminal elements are being profiled for prosecution and that the FCT’s “Operation Sweep Abuja” is simultaneously tracking and removing displaced criminals from other locations.

Olumuji revealed that “several machetes” used to attack residents have been recovered during the operations.

Meanwhile, the Area 7 Petty Traders Association has called on the FCT Administration and local authorities to assist in clearing a major road in the area.

Vice Chairman of the association, Clifford Azarama, who made the appeal, thanked the FCT administration for its efforts so far but noted the need for more consistent work.

Speaking on behalf of the association, Azarama specifically requested that the “operation manager in area 3” collaborate with the group to ensure the road remains clear.

He expressed frustration that previous workers sent to the area have not cooperated fully with the association’s members.

“At times the operating manager brings some people here but they are not working with us when we call and tell them that this is his major road to work on. They don’t agree to work with us,” Azarama stated.

To address the issue, Azarama announced that the association’s own task force would be mobilized to manage traffic and parking.

“Tomorrow we will give our boys their uniforms because we have our task force in the market here to walk along this road and we will make sure that we put our ‘No Parking’ sign.

The association also plans to reach out to the management of other business concerns in the area  to form a united front in keeping the place organised.

FCTA activates emergency response as heavy flooding threatens Abuja, other states

The Federal Capital Territory Administration (FCTA) has activated its emergency response teams following alerts of impending heavy flooding in Abuja and its neighbouring states.

This came after the National Flood Early Warning Centre (FEWS) of the Federal Ministry of Environment forecasted severe flooding between July 31 and August 4 in the FCT and nearby regions.

In a statement on Friday, the FCT Emergency Management Department (FEMD) identified 11 high-risk areas in Abuja, including Asokoro, Bwari, Gwagwalada, Damagaza, Garki 1 and 2, Guzape, Wuse 1 and 2, Gwarinpa, Nyanya, the Central Business District (CBD), and Kubwa.

FEMD Acting Director-General, Engr Abdulrahman Mohammed, said, “We have placed our ‘Search and Rescue’ team on red alert to prevent loss of life in case of severe flooding. Our priority is ensuring residents’ safety, and we are fully prepared to respond to emergencies.”

FCTA warns HMOs over delayed payments, vows sanctions for defaulters

The Federal Capital Territory Administration (FCTA) has warned that sanctions will be imposed on Health Maintenance Organisations (HMOs) under the FCT Health Insurance Scheme (FHIS) that fail to promptly remit payments to healthcare providers.

The FHIS is a social health insurance programme aimed at providing financial protection and equitable access to quality and affordable healthcare for all residents of the FCT. Free enrolment is available for FCTA and Area Council staff, as well as vulnerable groups such as pregnant women, while other residents can enrol by paying an annual premium of N22,500.

To enhance service delivery under the scheme, the FCT Minister, Nyesom Wike, approved the payment of about N4 billion in outstanding capitation and service fees covering the period from 2022 to 2024. These payments were disbursed between last year and this year.

In a statement issued by the Senior Special Assistant to the FCT Minister on Public Communications and Social Media, Lere Olayinka, the administration emphasised the importance of timely remittance by HMOs to ensure enrollees receive uninterrupted, quality healthcare services.

The FHIS benefit package includes the Basic Minimum Package of Health Care Services (BMPHS), which covers promotive, preventive, curative, and some rehabilitative care.

Olayinka said, “The services include primary preventive care, screening, primary emergency services, and secondary level care such as dental, mental, eye, ear, nose and throat care, physiotherapy, surgeries, laboratory investigations, radiological investigations such as ultrasound scan, x-rays.

“However, complaints have been received from some Healthcare providers concerning non-remittance of their payments by some HMOs, under the excuse that bank details of the hospitals were not available, an excuse not acceptable to the government.

“Therefore, compliance of the HMOs with the prompt remittance of payments to Healthcare providers, as well as commitment of the Healthcare providers to the discharge of their duties to the FHIS enrollees, will be monitored to sanction defaulters appropriately.

“On implementation of the FHIS in the last one year, there have been payment of all outstanding capitations and fee for service backdated to year 2022 by the end of 2024, improved timeliness in the payment of capitation to HMOs, review and increment of the capitation to Healthcare providers for improved service delivery to enrollees, free enrolment of vulnerable persons especially pregnant women and under-five, poor and indigents, who have started enjoying healthcare services, and accreditation visits to 100 Primary Health Care (PHC) facilities to expand the number of PHC facilities in FCT and improve access to healthcare services in the communities.

“Also, all pregnant women who enrolled through the Basic Health Care Provision Fund (BHCPF) Primary Health Care (PHC) Centres across the six Area Councils in the FCT will continue to enjoy free health education, medical consultation and treatment, routine antenatal drugs, laboratory investigations and delivery. Referral for secondary care, including caesarean section, blood transfusion, and treatment of other obstetric complications such as eclampsia, at all the 14 General Hospitals in the FCT is also provided at no cost to the patient through the BHCPF.”

NSSEC, FCTA partner to strengthen education in nation’s capital

The National Senior Secondary Education Commission (NSSEC) has expressed its willingness to partner with the Federal Capital Territory Administration to strengthen senior secondary education in the nation’s capital.

Executive Secretary of NSSEC, Dr Iyela Ajayi disclosed this during a courtesy visit to the Mandate Secretary of the FCT Education Secretariat, Dr Danlami Hayyo yesterday in Abuja.

Ajayi said the visit was a strategic step to deepen collaboration and improve the quality of senior secondary education in the FCT.

He stated:“This visit is primarily to strengthen the existing cordial relationship between NSSEC and the FCT Administration, particularly in areas concerning senior secondary education.
“We believe that robust collaboration is key to achieving our shared objectives of providing quality and accessible education for all Nigerian children.”

The executive secretary underscored the importance of synergy between both institutions, describing senior secondary education as a “vital bridge between foundational learning and future opportunities.”

Ajayi reiterated NSSEC’s mandate to regulate, coordinate and oversee senior secondary education across the country, noting that the commission had made notable progress in recent years.

He said these achievements include the development of Minimum Standards for Senior Secondary Education, the formulation of the National Policy on Senior Secondary Education and its Implementation Guidelines.

The achievement also included the creation of a Strategic Plan/Roadmap for 2024–2027.

Ajayi also mentioned ongoing monitoring and evaluation activities across the six geopolitical zones and the upgrade of 50 senior secondary schools nationwide, including schools in the FCT.

He further noted the commission’s recent launch of a school farming initiative.

The executive secretary said: “These achievements underscore our commitment to transforming the senior secondary education landscape and preparing our youth for future challenges and opportunities.”
