Gosa dumpsite road for expansion
In a bid to ensure free movement of trucks in and out of Gosa dumpsite, Permanent Secretary of Federal Capital Territory (FCT) Sir Chinyeaka Ohaa has indicated that FCT Administration would soon expand the dumpsite road to make for easy truck movement in the dumpsite area.
The Permanent Secretary disclosed this during an inspection tour of Gosa dump site and WUPA Sewage Treatment Plant along Airport Road.
Ohaa, who expressed satisfaction with the state of the dumpsite, in a statement issued by his press Secretary, Tony Odey, further revealed that the visit would afford him the opportunity to have first-hand information on the state of the dumpsite and make swift intervention where necessary.
He said, “I am very much pleased with what I have seen here so far. No doubt, we are doing tremendous work and we hope to surpass whatever feat we have achieved.
“We will ensure we expand the road in order to ensure free movement of trucks going into the dumpsite.”
According to the Permanent Secretary, the FCT administration would continue to work assiduously to ensure that all the critical infrastructures are in functional state.

FCT residents to pay for infrastructure – Minister
FCT Minister Malam Bello Muhammad has said that residents of the territory may have to pay for infrastructure as government could no longer continue to fund it.
Muhammad said this while on an inspection tour of ongoing road projects by the FCT, being executed by Gilmort Engineering Ltd. on Tuesday in Abuja.
He said, tremendous amounts are needed for the provision of infrastructure in many of the districts of the FCT.
According to him, while it was possible in the past to develop the FCT, the reality now is that to develop each plot now requires tremendous amount of resources.
“I think it is just a matter of time, we will have no option but to ensure that every plot has to pay for itself.
“If you look at it on a plot to plot basis the cost of infrastructure for a plot is so high and if you look at what people pay to government it is so negligible,” he said.
According to him, 30 years ago when Abuja was created and people were encouraged to come in, it made a lot of sense for government to provide infrastructure.
Muhammad said this was because infrastructure had not matched the level of development, adding that this had to be so because government could no longer fund infrastructure, while allocating plot for free.

According to him, this is something that requires “all of us to really sit down as stakeholders and not just the FCT administration”.
He stated that if residents of FCT craved for first class infrastructure, they have to be willing to pay for it.
“That is why the development of the city without given due cognisance to funding and providing for infrastructure does not help the city.
“That is why you see that the city has so many districts with 100 per cent houses without infrastructure,” he said.
He commended the contractor for doing a good job based on the level of work on ground.
Mr Ben Simon, Chief Engineer, Gilmor Engineering Ltd said the company is determined to complete the project in 20 months.
He said that Phase I Guzape District HD has been completed and the company was working hard to ensure the completion of Phase II.

Apo-Wasa road project takes off
Pursuant to his pledge to implement projects that would improve the living conditions of FCT residents, especially the rural dwellers, the Minster of the Federal Capital Territory, (FCT), Malam Muhammad Bello has flagged off the construction of the Apo-Wasa dual carriageway.
The road, which is part of the Outer Southern Expressway (OSEX), would open up the Apo-Karshi Road, currently under construction, to the heart of the city.
Addressing guests who gathered to witness the ceremony, the FCT Minister disclosed that the administration was considering other strategies for completing the other part of the expressway measuring 52km, ending at the Abuja-Lokoja highway.
One of the strategies, Malam Bello revealed include a Public-Private-Partnership initiative with interested investors.
On full scope development, this segment of OSEX would run through Wasa District and Kuje Town before ending up at Gwagwalada. It is hoped, that the road would open up this major part of the Territory for economic activities and estate development.
To ensure speedy completion of the projects within a 12-month timespan, the two carriageways have been awarded to different construction companies namely M/S CGC, (Nig) Ltd – for Left-Hand-Side carriageway of 15km and Gilmor (Nig) Ltd – for Right-Hand-Side carriageway measuring 5km. The contract sums for both roads are N6.17billion and N2.45billion respectively.
The flag-off is symbolic of the next phase of the administration’s roadmap for infrastructural development and provision of social services in the satellite towns and rural communities as the Minister indicated recently while swearing-in the newly appointed Mandate Secretaries and political aides.
The Executive Secretary, Federal Capital Development Authority (FCDA) Engr. Umar Gambo Jibrin, noted that the Outer Southern Expressway (OSEX) is one of the Regional Road Networks provides for in the Abuja Masterplan and provide access to the City Centre from the Southern axis of the FCT. It covers 73km, and runs from the Villa Roundabout at its intersection with the Outer Northern Expressway (ONEX) right on to Abuja-Lokoja Road at Gwagwalada.
Jibrin disclosed that the OSEX stretch defines areas designated for the land-swap scheme. The project would also fast-track the relocation of Apo Traders and mechanics as well as open up Takushara settlement, location for a national heritage site identified as the first historical iron smelting place in West Africa by the renowned British archaeologist, Prof. Thurston Shaw.
It could be recalled that the FCT Minister, upon assumption of office undertook to speed up the completion of the Karshi-Apo road which was planned to terminate in Wasa. This was intended to provide an alternative route to the city for commuters from Karu, Jikwoyi, Karshi and other contiguous communities.

Minister woos light rail investors
The Minister, Federal Capital Territory (FCT), Malam Muhammad Bello, has invited investors to take advantage of the huge business opportunities that the completion of the FCT Light Rails Mass Transit System would bring.
Bello revealed that the entire rail transit corridor offers an array of business opportunities for restaurants, parking lots and shopping malls, among others.
The FCT Minister extended the invitation while answering questions from newsmen on the development in his office.
According to him, the large swathe of space on the rail line corridors contains 12 stations, including the central metro station near the World Trade Centre in the Central Business District. He hoped that the network would substantially increase economic activities in the FCT.
On why there has not been land allocation since he took office, the FCT helmsman lamented the abuse of the land processes in the past resulting in large incidences of land use mismatch. He reiterated that almost all the phases within the federal capital city have been allocated except for Phase 5.
According to him, “FCT Administration needs over N80billion to provide infrastructure in the already allocated districts. We are grappling with a situation where plots were allocated in a manner that outstripped the capacity of the Administration to provide infrastructure.
“Most beneficiaries commenced development under the pressure for accommodation and today we have houses built on spaces earmarked for roads, natural water ways, public utility lines and so on.”
He said land is finite, saying that a time will come when land will be exhausted. He appealed to the FCT public to avoid the bubble of land activities and businesses which usually results in needless speculations and scam.
Malam Bello said that time has come for people to patronise secondary channels like mortgages and other similar sources. He exhorted Nigerians to be patient with the Administration saying development is a process and a not switch. Abuja, he reminded, is a consciously planned and executed city in tandem with a master-plan.

The FCT Administration, through the Agriculture & Rural Development Secretariat, said it has taken delivery of a large consignment of assorted vaccines and will very soon commence mass vaccination of animals and other livestock in the FCT.
This, according to him, is to ensure public health safety of residents. He said reports from some hospitals in the FCT have shown an increase in the rabies cases, a situation which he said was worrisome to the Administration and needs to be curtailed.
The event, which held in partnership with the Federal Ministry of Agriculture, the FCT chapter of Nigerian Veterinary Medicine Association (NVMA) and the private sector, took place in Nyanya.
The Minister was represented at the occasion by the Secretary Agriculture and Rural Development, Hon. Nzekwe Stanley Ifeanyichikuwu.
Mallam Bello disclosed that to this end, FCT Administration (FCTA) recently took certain steps to beef up public health safety pertaining to animal health.
Amid rapturous hand clapping by the audience gathered for the event, the Minister assured that between now and December, 2017, FCTA will start ‘’massive vaccination’’ of dogs, adding that by early 2018, vaccination of cattle will kick off.
The Minister stated that FCT wholeheartedly buys into the Federal Government’s vision of a rabies-free society by 2030, adding that all hands are on deck to actualise this.
The free-of-cost element to the programme, he added, is another gesture by FCTA that residents should seize to ensure a rabies-free society.
To give practical effect to the vision to improve general veterinary health services, Malam Bello said, the Administration recently employed 20 veterinary doctors and 12 animal scientists, totaling 32 vital personnel.
Aside the action of giving gainful employment to the affected, the Minister remarked that their recruitment will further empower the Veterinary Department to be self-sustaining.
He assured that soon the veterinary laboratory will be fully equipped to get it off the ground and functional.
Thanking the Federal Ministry of Agriculture for its partnership with FCTA, the Minister requested the Ministry to always remember FCT during the former’s exercises of distribution of agro- inputs and other items, remarking that ‘’FCT is like a state.’’
He equally thanked NVMA, all veterinary doctors, the private sector and other stakeholders for cooperating with FCTA in service delivery, stressing that without the group, the job of keeping FCT free of animal diseases will not be possible.
Earlier, Hon. Ifeanyichukwu performed the official vaccination of a dog at the event. Valuable data involving the brown-coloured dog such as its name, owner’s name and telephone number and so on were written down; vital record-keeping which is being done for all animals in the different veterinary clinics in the Area Councils.
Fielding questions from newsmen later, Hon. Ifeanyichukwu disclosed that about 4000 dogs had been registered and vaccinated since the last exercise.
He advised all homesteads in FCT to take seriously the issue of animal vaccination, stressing that FCTA is insistent on delivering wholesome meat to residents and visitors in line with President Muhammadu Buhari’s Change Agenda of elevating public welfare to international best standards.
Hon. Ifeanyichukwu urged residents to shun quack veterinary practitioners, saying patrons of such persons run the gauntlet of being given adulterated drugs or those which timing is wrong or
replete with several life-threatening inadequacies.
He profusely thanked FCT Minister for paying prime attention to the welfare of FCT residents.
Also speaking to newsmen, the duo of Deputy Director/Head of Animal Health and Clinical Services, Federal Ministry of Agriculture, who represented his Ministry, and Chairman, FCT chapter, NVMA, Dr Fadipe Oladotun, lauded the FCT Minister for priority given to animal health and by extension, public health safety.
They enjoined residents to keep animals responsibly and healthy so that the animals do not pose public risk.

Dogs of various sizes and colours were brought to the event for free vaccination by members of the public.

Chief Judge seeks protection of albinism rights
The Chief Judge of the Federal Capital Territory (FCT) Justice Ishaq Bello has called for the protection of People Living with Albinism (PWA), saying “they are legitimate citizens of the country”.
Bello made the call at the launch of the Albinism Rights Project of the Albino Foundation in Abuja on Tuesday.
The judge, who was the special guest and chief launcher of the project said the contribution of albino to the development of the world could not be forgotten in a hurry.
He said that persons with albinism were just like everyone entitled to the fundamental rights as enshrined in the Constitution of Nigeria, adding that they should not be discriminated against.
“I am more convinced of this fact because I know of some outstanding albinos both in our lifetime and from history that are successful.
“Most of you might be familiar with Emperor Seinei, the 22nd Emperor of Japan, and King Edward the Confessor, who ruled England from 1042 up to 1066, I am sure you didn’t know they were albinos.
“What about Shaun Ross and Diandra Forrest, who both dazzled the modeling world for lovers of music, Yellowman, Salif Keita and Johnny Winter readily come to mind as albinos who made their marks in the industry and many more,’’ he said.
According to the judge, the number of persons living with albinism in Nigeria is ranked among the highest in the world with an estimated figure of over two million albinos living in the country.
The judge said that with the two million albinism in the country, the group represented one of the largest vulnerable persons in the country who seemed to enjoy less attention and support from the government.
Bello said that people living with albinism face various forms of discriminations which restricted them from participating as a family member and as a society on equal basis.
He said that in the recent times, there was a global revolutionary change in the approach to close the protection gap and ensure that all persons irrespective of gender, ethnicity, colour and disability enjoyed the same standard of equality, adding that Nigeria should not be left out.
“I am aware of the approval of the International Albinism Awareness Day on June 13 by the United Nations Assembly geared towards creating the needed awareness to mitigate the many challenges faced by persons with albinism.
“I am however not sure if there are strategic plans put in place both at the national and international levels towards promoting, protecting and enforcing the fundamental human rights of persons with albinism.
“This is therefore a call to everyone to join voices with the foundation in ensuring that albinos in Nigeria and everywhere get a better and fair deal in all areas of life,’’ he stressed.
Bello also called on states, civil society groups and individuals to see albinism as necessary cause that required the involvement of all members of the public in eliminating all stereotypes, myths and stigmatisation associated with albinism in Nigeria.
Mr Christopher Thorney, the Canadian High Commissioner to Nigeria, pledged continuous collaboration with the foundation for the protection of the rights of albinos.
“It is wrong for most citizens in Nigeria to discriminate against albinos and this does not encourage nation building,” he said.

Hoodlums on the prowl
In the dark hours, under the bridges and in bushy neighbourhoods, hooligans are unleashing terror on residents of the Federal Capital Territory (FCT), GBENGA OMOKHUNU reports
There is a growing network of bridges in the federal capital city. But so also is there an increasing army of hoodlums lurking under them and bringing misery to their victims. They rob and inflict injury on their preys.
The bridges are everywhere. Many are in use, some under construction. You see them along the ever-busy six-lane Apo-Maitama Expressway, Area One and Zone Seven intersections, and also at Abuja- Kubwa-Kaduna Expressway. There are some more bridges at Gwarimpa Junction linking residents of Dawaki in Buari Area Council, and, of course, elsewhere.
Bridges are good. They ease transportation. But findings have revealed that most of the bridges have become death zones, especially at night. Several attacks have been recorded around some of these bridges, helped by the fact that they are poorly or in bushy areas.
One of such attacks occurred last Monday when an Assistant Business Editor with The Guardian newspaper, Mathias Okwe was robbed by some hoodlums at the popular Apo Bridge at about 11pm.
Mr. Okwe, who narrated his ordeal to Abuja Review after he was discharged from the hospital, thanked God for saving his life.
He said, “Abuja is dark and it has become very dangerous to move around particularly at night. I just pulled by the road to urinate around 11pm at the popular Apo Bridge. I was coming from the Legislative Quarters where I went to see someone. From nowhere some hoodlums attacked me. I did not see them as they approached.
“When I got to the hospital that night I was told that there was no week that such incident didn’t happen. The nurses said people are usually rushed in with different cuts on their body. The police officers at the Garki police station where I reported the incident are also aware of the sad development and they confirmed it. They said it is always a recurring decimal. “The prosecutor at the station also told me that when they take those boys to court [some people] will go and free them and the hoodlums will find their way back to the streets. That fateful day, I was in company of two other men including my little child in the car. I thank God that I was not injured too badly. So I drove myself to the hospital. I am still receiving treatment at home.
“My advice to people is that they should be wary of the bridges because from the look of things all of them are not safe. They should avoid the bridges at night. They made away with my phones, laptop and other valuables.”
Investigation by Abuja Review also shows that some girls have been raped in that area when they appeared unwilling to let go off their valuables. But almost always the targets of the hoodlums are mobile phones and wristwatches. One could imagine that Abuja, being the seat of power, is well policed to prevent crimes, but that is not the case at present. The city, like many other cities in the country, has its black places. Do not drive to some places in the FCT with your car window glass wound down even if the car is not air conditioned. The places include the junction linking NNPC Towers in Central Area, National Mosque and Zone Four.
Investigations showed that many women motorists have lost their handbags and other valuables to common thieves and hoodlums there. Many policemen out on night duty, many residents alleged, disappear from their duty posts any time after 10pm, making it easy for hoodlums to operate. Indeed, the policemen come out later, but they hardly meet emergency situations. If Abuja can be prone to insecurity on the bridges, especially at night, what then happens to other cities in the country? It is compelling to build bridges with electricity components, such that the streetlights would be on throughout the night to curb the activities of hoodlums.
A resident who spoke to Abuja Review, Abdul Musa said he has been robbed twice on the dark pedestrian bridge close to Area 3 Junction, adding, “On that fateful evening when I closed from work, I rushed to Area 3 to board a bus to Nyanya but due to the volume of cars that ply that expressway I decided to use the pedestrian bridge, but as I climbed the bridge in that dark hour, I saw some young men positioned on top of the bridge. They beckoned on me to come close and cooperate with them.
“When I got there, they quietly cornered me one side and dispossessed me of my handbag containing my phone, N40,000, debit cards, identity card and my international passport. It looked like a drama to me, until a few minutes later when it dawned on me that the whole game was real.”
Abuja Review investigation revealed that the aforementioned cases are just few out of the many being recorded everyday across the Abuja metropolis and other satellite towns. The investigation also revealed that personal belongings of the residents of the Abuja worth millions of Naira are lost on a daily basis on the account of the actions of these people.
Worried by the level of losses, the victims requested that the police and other security officials be positioned at these dark pedestrian bridges at night to guarantee the security of the pedestrians. They also advised that hawkers who occasionally occupy the bridges be sent packing.
Abuja Review spoke with the Acting Secretary Transport Secretariat, Alhaji Abdulhamid Suleiman who said efforts were being made to convert all traffic light signals to solar power.
Suleiman said government efforts are being thwarted by the vandals and hit-and-run drivers.
He said, “We are not resting on our oars. We are collaborating with all relevant law enforcement agencies to track down these criminals and bring them to justice.”
The Police Public Relations Officer (PPRO) DSP Anjuguri Manzah, in a telephone conversation with Abuja Review, said the police are always on the trail of the hoodlums and have not been resting on their oars in bringing them to justice on a daily basis when they are caught.
Manzah said the police are always on patrol even without information from anybody, adding that it is not true that they let the hoodlums go after interrogation.
He advised car owners to be curious while on the road and always wind up and lock their vehicles either in or out of the car.
The Minister of the Federal Capital Territory (FCT), Mallam Muhammad Bello recently at a public function advised Julius Berger Nigeria Plc to properly install streetlights at strategic points in Abuja.
