  • FEC approves $60 million to scale up RAMP II

    The Minister of Finance, Kemi Adeosun, on Wednesday disclosed that the Federal Executive Council (FEC) has approved to obtain a French Development Agency (AFD) credit of US$60 million for scale up of the Second Rural Access and Mobility Project (RAMP II) to include Imo State.

    Giving briefs on RAMP II, she said “The National Assembly had, in the 2010 External Borrowing Plan of the Federal Government of Nigeria, approved AFD’s credit facility of US$60 million to implement RAMP in Imo State.

    The development objectives of the project, she said, like the first phase (RAMP I), is  to improve transport conditions and bring sustained access to the rural population, through rehabilitation and maintaining key rural transport infrastructure in a sustainable manner in Imo State.

    According to her, lack of accessibility, caused by highly deteriorated transport infrastructure, is key determinant of rural poverty and low agricultural productivity.

    She also disclosed that the project is designed around three components.

    The components, she said, included Upgrading, Rehabilitation and Maintenance of Rural Transport Infrastructure, Community-based road maintenance and mechanized maintenance, and Project Management and Strengthening of Imo State road sector Institutional, Policy and Regulatory Framework.

    On the project expectation, she said “RAMP II is expected to achieve an improvement in reducing cost of transportation of both passengers and goods, access to health facilities and improved income from agricultural activities in the affected communities.”

  • FEC directs surveillance against Ebola 

    To keep Ebola away from Nigeria, the Federal Executive Council (FEC) on Wednesday directed the Federal Ministry of Health to step up surveillance against Ebola.

    The Minister of Health, Isaac Adewole briefed State House correspondents at the end of FEC meeting chaired by Vice President Yemi Osinbajo at the Presidential Villa, Abuja.

    According to him, the Council ordered steps to be taken to keep the Ebola outbreak in Democratic Republic of Congo (DRC) from coming to Nigeria.

    He said that part of the new measures to be taken is screening passengers coming into the country.

    “We want to assure Nigerians that the government is determined to keep the country safe.” he said.

  • Buhari to host ECOWAS conference on farmers/herders clashes 

    President Muhammadu Buhari is scheduled to declare open on April 26 a conference of the member states of the Economic Community of West African States (ECOWAS) on farmers/herdsmen clashes across the country.

    This was disclosed by the Minister of Interior, Abdulrahman Dambazau, at the end of the Federal Executive Council (FEC).

    Stressing that the meeting was initially planned for last February, he said that it was part of efforts by the ECOWAS and some other African countries towards finding permanent solutions to the persistent farmers-herdsmen clashes in Nigeria and beyond.

    He said “This is why, for instance, we initiated the conference that is to come up between April 26 and 29 under the ECOWAS Protocol on Free Movement of Persons, Goods and Services, zeroing particularly on the protocol on the movement of trans-humans which was signed in 1978 but yet to be implemented.

    “I had meetings with President ECOWAS Commission, the one that left, and we agreed to have this conference sometime last month. But because there were leaving and new set of management was coming in it was shifted to toward the end of this month.

    “So, the whole idea is to look at this issue of movements across borders. So, this month on April 26, God willing, we are going to have this conference and Mr President has graciously agreed to open the conference,’’ he said

    The conference which would also attract participants from the Central African Republic, Chad, Cameroon, Morocco and Mauritania, he said, would explore the relationship between the ECOWAS Protocol on Free Movement, the proliferation of small arms and light weapons, and trans-border criminal activities.

    He said “Zeroing particularly on the protocol of trans-humans which was signed in 1978 and we are yet to implement them. I had meeting with the president ECOWAS commission, the one that left and we agreed to have this conference sometimes last month but they were leaving, and the new set of management coming in, it was shifted to towards the end of this month.

    “The whole idea is to look at this issue of movement across borders. The protocol provided for instance, that any of such movement, of trans-human should be received at the reception center by the host country and there international trans-human certificate are supposed to guide them. And not only that, they should also go along with international health certificates for the cattle they are going with.

    “So, if somebody comes in with 10 cattle for instance, and if he is going out with 20, you have to ask him questions because of the issue of cattle rustling. We will also be able to know that the animals he is bringing do not carry disease. We also want to be sure that they obey the laws of the country to the latter.

    “And the issue of carrying of arms because it is a no go area, we have zero tolerance to that because it is not part of the protocol. So, these are the issues that will be discussed at a high level ministerial conference which involves all ministers responsible for internal security and agriculture in all these countries, the fifteen ECOWAS countries plus some of these countries in Central Africa, particular, Chad, Cameroun and Central African Republic. And also, it will involve Mauritania and Morocco. Mr. President has graciously agreed to open the conference on 26th, so it is of great concern to us,” he said

    On threats by Shiites to continue attacks in Abuja, he said “Well, I’m not sure of where that alert is coming from. You know that these days, you have to be very mindful of these things in the social media. It is like I saw one yesterday saying that there is going to be nuclear attack in the United Kingdom and this was broadcast by the BBC, and it is fake.

    “So, you have to be very careful with that. But I want to reassure you that law and order exist within the society and the FCT minister is very aware and is on top of it because of what happened recently. The commissioner of police is aware and is part of it.

    “About some people attacking or not, I think is something that we have to be cautious of where such information is coming from. If there is anything like that, you will get it from official sources. As at now, there is nothing like that because the police is handling that. You must have listened to the news last night and this morning, the commissioner of police FCT came out to speak and he assured all residents of FCT of security of lives and property,” he stated.

    FEC okays $2.5 billion external borrowing for refinancing

    The Federal Executive Council (FEC) on Wednesday approved USD2.5 billion Eurobond external borrowing for refinancing.

    The Minister of Finance, Kemi Adeosun, disclosed this to State House correspondents at the end of FEC meeting chaired by President Muhammadu Buhari at the Presidential Villa, Abuja.

    On the potential savings on the proposed USD2.5 billion refinancing, she said that the estimated proceeds of N762.5 billion will be used to redeem Nigerian Treasury Bills (NTB).

    She said “At estimated current NTB rates of 15% (following mop-up operations by the CBN), the savings from the refinancing of N762.5 billion of Domestic Debt using external capital raising is about  N64 billion per annum.”

    On the impact of the use of the proceeds of the USD500 million issued in November 2017, she said “The proceeds about N162.50 billion were used to redeem NTBs which matured in December 2017.

    “The immediate impact was a significant drop in the Bid Rates at the Auctions of both NTBs and FGN Bonds. In December 2017 and January 2018:

    “NTBs dropped from about 16% to 13%. FGN Bonds dropped from about 16-16.50% to 13.50%

    “This translates to savings for Government on new borrowing while also making the cost of borrowing for the real sector cheaper since the sovereign rate serves as a benchmark for other borrowers,” she added.

    FEC approves over N173. 45 billion for roads, power, other projects 

    After over six hours meeting, the Federal Executive Council ( FEC ) meeting on Wednesday approved over N 173.45 billion for projects covering roads, power, education, water, health among other projects.

    The Ministers of Transportation, Rotimi Amaechi, Power Works and Housing, Babatunde Fashola, Water Resources, Suleiman Adamu and FCT, Mohammed Bello briefed State House correspondents at the end of FEC meeting chaired by President Muhammadu Buhari at the Presidential Villa, Abuja.

    The projects approved include N38.69 billion power projects in nine universities and one teaching hospital, N5.6 billion for completion of Adada Dam project in Enugu State, N6. 5 billion for Galma Dam in Kaduna State.

    Others include N6. 9 billion for textbooks distribution in schools, N62.06 billion road projects in Enugu State, N3.1 billion seaport vehicles, N3.9 Gulf of Guinea project.

    Also approved on Wednesday are N3.8 billion for Goodluck Jonathan expressway in Abuja and N26 billion for infrastructural development of WASA settlement site in Abuja.

    The Senior Special Assistant on Media and publicity, Garba Shehu, disclosed that the FEC which will continue on Thursday has gone half way in the over 40 memos for consideration.

    FEC okays N1.712 billion for FCT water pipeline contractor 

    The Federal Executive Council ( FEC ) meeting on Wednesday approved the payment of N1.712 billion for the contractor, SCC, which was maintaining 75 kilometer pipeline supplying water to the Federal Government.

    The Minister of Water Resources, Suleiman Adamu disclosed this to State House correspondents at the end of FEC meeting chaired by Vice President Yemi Osinbajo at the Presidential Villa, Abuja.

    According to him, the contractor remained on site maintaining the pipelines for over nine years without settlement.

    He disclosed that his Ministry and the Ministry of Federal Capital Territory (FCT) will settle the N1.712 billion equally.

    Buhari vows to check recovered assets’ diversion 

    President Muhammadu Buhari on Wednesday vowed to put in place measures to check embezzlement and diversion of recovered assets to private pockets.

    He gave the assurance while inaugurating the Audit Committee on the Recovery and Management of Stolen Assets within and outside Nigeria at the First Lady Conference room in the Presidential Villa, Abuja.

    Stressing that all recovered assets must be accounted for, he directed all the Ministries, Departments and Agencies and corporate bodies to give the committee all the necessary support.

    The committee, which has three members including Mr. Olufemi Lijadu, Mrs. Gloria Chinyere Bibigha and Mr. Mohammed Nami, was given four weeks to carry out the assignment.

    The Federal Executive Council (FEC) meeting started, immediately after the inauguration ended, with one-minute silence observed for the late former Vice President, Alex Elwueme.

    Inaugurating the committee, Buhari said:  “Members of the committee may recall that pursuant to the resolve of this administration since its inception to pursue a strong and effective anti-corruption regime, and in view of the multiple cases of mis-managed and  misappropriated national assets identified by this administration upon our assumption of office, the Federal Government embarked on tracing and recovery of all such stolen assets within and outside Nigeria using all legal and diplomatic resources at our disposal.

    “The gains of our initiatives over the past two and a half years have been very obvious to all Nigerians. This is clear from the level of investigation, prosecution and forfeitures involving both public and private sector officials in the country.

    “The message has therefore been passed loud and clear that never again as a nation are we going to allow the wanton diversion and embezzlement of public funds to private pockets.

    “Nigerians will further recall that pursuant to requisite directives, recovered assets are progressively being returned to designated accounts by the anti-graft agencies and other agencies of Government involved with the process.

    “In the course of implementing this exercise and given the number of agencies who are concurrently pursuing specialized initiatives and making recoveries for Government, it has become obvious that fundamental gaps still exist in ensuring that the recovered assets are accounted for, and managed in an accurate, transparent and logical manner.” he said

    The President added: It was in realization of this and due to our determination to ensure that in pursuing the anti-graft war, we do not create new room for dishonorable conduct by any individual or agency that I directed, earlier in the year, that all agencies should send in detailed reports of all their recovered assets as at March, 2017.

    “The decision to inaugurate this Audit Committee on the Recovery and Management of Stolen Assets within and outside Nigeria today is therefore the next step in ensuring that all returns filed by the various agencies are accurate and consistent with actual recoveries made,” he said.

    He said that the Committee is expected to judiciously undertake an audit of all recovery accounts established by government agencies from the date of opening such accounts up to 10th April, 2017.

    “The details of the Committee’s functions are as set out in your Terms of Reference. I congratulate all Members of the Committee on your appointment which is another opportunity for you all to serve your country. I therefore urge you to perform your duties diligently in the best interests of Nigeria,” he said.

    He directed all relevant Ministries, Departments and Agencies, Banks, and Companies to give the Committee full cooperation as the assignment was not only crucial to the harvesting of needed resources for national development but towards setting out a fresh template of public accountability.

    He said “Where it becomes necessary, the Committee will of course rely on existing laws to compel the production of information and will also have the benefit of necessary interventions by the Attorney-General of the Federation and Minister of Justice in obtaining such information through legal processes, where so required.

    “The Committee is hereby given a time frame of four weeks to finish this assignment and submit its Report to my office. I look forward to receiving your report and recommendations in due course and I wish you the best of luck in this assignment,” he said.
