    Osinbajo, Tinubu, governors attend Buhari’s book presentation 

    Eminent personalities on Thursday attended President Muhammadu Buhari’s book’s public presentation in Abuja.

    The book  ‘Making Steady, Sustainable Progress for Nigeria’s Peace and Prosperity’, was presented to the public at the old Banquet Hall of the State House.

    It was a mid-term scorecard on the President Muhammadu Buhari administration.

    Among those that graced the public presentation of the book, that started few minutes past 12 noon, were the Vice President, Yemi Osinbajo, National Leader of the All Progressives Congress (APC), Asiwaju Bola Tinubu, who is the keynote speaker at the occasion.

    Also at the occasion was the Chairman of the occasion and the APC National Chairman, John Odigie-Oyegun and the Secretary to the Government of the Federation (SGF), Boss Mustapha.

    State governors at the event were Abiola Ajimobi (Oyo), Rauf Aragbesola (Osun), Jigawa, Ibikunle Amosun (Ogun), Darius Ishaku (Taraba), Abdulaziz Yari (Zamfara).

    Other members of the Federal Executive Council (FEC), other top government officials, members of the diplomatic corps and traditional rulers also attended.

    The Speaker of the House of Representatives, Yakubu Dogara was represented at the occasion.

    The programme was still in progress at the time of filing this report.

    FEC approves N27.233 billion Gombe-Biu road 

    The Federal Executive Council (FEC) meeting on Wednesday approved N27.233 billion for the construction of the Gombe-Biu road.

    The Minister of Power Works and Housing, Babatunde Fashola disclosed this to State House reporters at the end of the FEC meeting chaired by Vice President Yemi Osinbajo at the Presidential Villa, Abuja.

    He was with the Minister of Information, Lai Mohammed and the Minister of Budget and National Planning, Udoma Udo Udoma.

    According to Fashola, the road will support access to agricultural facilities, power plant and boost personnel movement.

    He however disclosed that the approval did not include the 9 kilometer part of the road already constructed by the state government.

    He said “We presented two documents, one was a Memorandum that required council approval and the other was a note to inform council. They are important because they follow closely and inter- relate with the economy and recovery plan. The first which was a memo was a  contract of the Gombe – Biu Road that connects Gombe State to Borno and also leads to Adamawa and Yobe. The contract was for N 27.23bn for a 117km.

    “The entire road excludes the 9km that had been constructed by the Gombe State government. The strategic importance of the road is undeniable; it supports agriculture, access to our power plants – Dadin Kowa hydro power plants. It also helps security logistics to move personnel and troops to respond to distress calls.

    “It also going to be critical in the resettlement of IDPS. It’s part of the North East Development plan so it ticks all the boxes in terms of development and so on and also as far as budget implementation is concerned, this is one further step in that direction.”

    He said that the other matter has to do with investment in people, security of lives and property, which is the revised Nigeria national  building code.

    He said “This code is 8 years behind its scheduled date and the first code   was delivered in 2006 and it was revised in 2009 and since then it was stalled. Needless to say we have completed and approved the new code at the National Council of housing which the Ministry of power posted in August this year. It is national binding already and just to inform council.

    “The information that is critical is that it first adopts international building code  standards and it also seeks to improve fire protection systems   in buildings, public and private and In this time of harmattan, dry weather, this is the appropriate time to revise this kind of standards and hope that they can quickly kick in and people benefit from them  and we save lives and property.

     

    “It also introduces the energy efficiency and green building methods into our national standards. Recall that the ministry had launched an energy efficiency building code earlier in the year and that has been incorporated as a national building code to ensure that people build more in compliance to global standard.

    “You can position your building in such a way that people use more daylight, conserve energy, install fire heating systems that conserve energy. All of those are details that are aligned in the new Nigeria National building code. More importantly I will like to speak on the provisions that has been made in responding to the needs of people with disabilities, that’s  a very important position in the code now.

    “Provision of hand grills in toilets and washrooms, hand rails in ramps, lifts and ramps in public buildings to do some electro fitting as we go on.provisions that specify the gradients of ramps  and some of the attempts to respond to this are too steep or sharp, responds to the needs of people living  with disabilities so this code also responds to that.”

    According to him, the standard and quality of equipment used in building have also been reviewed.

    “Because when the  Green…tower fire happened in London, we were in the period of finalising this code and that was part of the things we considered ,what lessons we could  learn from their experience where a high rise building suddenly burnt quickly before fire service could respond.

    “In that case we have modified and restricted some of this equipment and materials that can now be used in building in Nigeria in the hope that it will save lives and property.” he said

    The Minister of Budget and National Planning said that FEC approved N458 million for consultancy services on the review of the Economic Recovery and Growth Plan (ERGP).

    He said “Today  the federal executive council approved a memorandum that was brought by the Ministry of budget and National Planning to retain some consultants to help us to conduct some pilot labs .

    “This is part of our implementation strategy for the economic recovery and growth plan and so we intend to conduct three labs- one in agriculture and transportation, one in power and gas and one in manufacturing and processing.

    “The key objectives of the labs are as follows. One to identify all relevant key stakeholders from the public and private sector that are crucial in the  delivery and implementation of the ERGP initiative so as to create ownership early on  in the development process.

    “We will review and re-evaluate the ERGP and sectoral plans against set targets and progress and will include identifying gaps in the current eco system and the key success factors will further deliver detailed  three phase implementation programme line by line implementation activities.

    “We will identify entry point projects, we will identify key performance indicators, breaking down silos and encouraging  key players. Now the focus of the lab is to mobilise private sector investment to finance specific capital projects as you know public resources are limited so these labs will bring in private sector players.

    “We will look at the various areas including infrastructure, manufacturing and bring them in and mobilise private sector financing and resources for the labs.

    “So what council has approved today is that we bring in some consultants who did a similar thing in Malaysia to try to help us build our own capacity, they will just help us at the beginning and after that we will take over and do it ourselves.

    “The cost of retaining the Malaysian consultants will be N458m. It is going to cover about three months, the duration of the lab is expected to last a minimum of 13 weeks. It will cover three phases – pre- lab activities for four weeks, phase two conduction of the labs themselves 6 weeks and Phase three, post lab activities three weeks and you will have for each labs you will have at least a 100 people from a cross section of the public and private sectors so that is the structure of the lab.

    “So there will do the pilot one. Subsequent labs will not be them. They will help us; they will bring their international connections, reach and give it credibility. 500,000 dollars per lab.”

    Buhari okays El-Rufai’s sack of teachers 

    President Muhammadu Buhari on Monday expressed his support to the Kaduna State Governor, Nasir el-Rufai, over moves to sack 21,780 teachers.

    The teachers had recently failed the competency test conducted by the state government.

    Speaking during a special retreat of the Federal Executive Council (FEC) on the challenges facing the Education sector in Nigeria themed: “Education in Nigeria: Challenges and Prospects”, the President decried a situation where teachers were not different from their students in terms of learning.

    He also lamented the bad condition of the nation’s education sector with 13.2 million children out of school.

    The President said “To digress a little bit so that you know that I meant what I read.

    “Having been an orphan, I still feel that whatever I did in life so far was built by boarding school. For nine years was in boarding school, three in primary and six in secondary school.

    “In those days, teachers treat their students or children like their own children. If you did well they will tell you, you did well, if you don’t do well they never spared the rod.

    “When I finished my secondary school, I didn’t work for a day, I refused to work for a day, I left home, I refused to work in the local government, and then I joined the army. And the army of that time we went through all we went through up-to the civil war.

    “And then I listened to one of the Nigerians I respect, he said after his training here in Nigeria and the United States, he went to his alma mata, his primary school to see what he could contribute. I won’t mention his name but when he went, he couldn’t differentiate between the students, the children and the teachers.

    “And what El-Rufai is trying to do now is exactly what that man told me about 10 years ago. It is a very serious situation, when teachers cannot pass their exams that they are supposed to teach the children to pass.

    “It is a very tragic situation we are in and this our gathering together to me is one of the most important in this administration.” he said

    The Minister of Education, Adamu Adamu stressed that no nation can rise above the standard of its education as education serves as a springboard for every kind of development.

    He said “If education is weak or dysfunctional, society and its development will also be weak and dysfunctional. And all change including our very Change Agenda begins with education; because it is education that shapes, corrects and restores society. But to be able to restore order to society, education has to be made a national priority.

    “This truism is valid for every society and is of particular relevance for our own society which, we all agree is confronted with a litany of challenges and deficits.

    “Education offers us the knowledge, tools, skills and attitudes with which to address and surmount these challenges, to correct and overcome inhibiting deficits, and to put our country on the path of accelerated development and sustainable change. Your Excellency, permit me to share a story l read about the Chinese. In their determination to build, and live in, a peaceful society, they built the Great Wall believing that it would keep invaders at bay; because they thought it was impossible for anyone to scale it, given its insurmountable height.

    “However, within the first century of the construction of the wall, the Chinese were invaded three times. Every time the invaders came, they had no need to climb over the wall; because each time they came, they were able to bribe the guards on duty at the gate, and the gate was opened for them. The Chinese took pains to build the wall but they forgot to build the character of the guards who were supposed to secure the walls.

    “The great lesson of this story is that character-building proceeds wall-building And character is everything: as one of the Orientalists once said: “If you want to destroy the civilization of a nation, there are three ways of doing so: 1) destroy the family structure 2) destroy education and 3) lower role models

    “In Germany and Finland, for example, the highest paid professionals are teachers. They are better paid than judges, doctors, engineers, accountants, and so on. When Chancellor Angela Markel, was asked by the engineers, doctors and judges to pay them the same salary as teachers, she told them, “How can I compare you to those who taught you?” This is the logical perception and attitude that Nigeria’s leadership should have of education am strongly persuaded that if we offer automatic scholarship to students who take education, and automatic employment and a preferential compensation package to those who take to teaching as a profession, our system will improve tremendously. If we give regulatory agencies the teeth to bite and do their work, mediocre teachers will soon disappear from our classrooms.

    “If we insist on professionalism with appropriate deadlines set for those who teach, the situation will improve phenomenally. We can minimize and in due course eliminate mediocrity in the education sector.” he said

    According to him, Nigeria must return to development planning if the nation is to develop.

    “There is need to harmonize the learning and teaching that transpire in our tertiary institutions as well as re-define our national goals periodically. Since independence and up to the time Your Excellency was military head of state, this nation had had National Development Plan and we must return to development planning if this nation to develop; else, it will remain one vast landscape of unconnected contracts, and disconnected researchers unable to connect their work with national development policies and vision.

    “Already, the Federal Ministry of Education has commenced work in all three areas with the publication of our Ministerial Strategic Plan on education, which anticipated, and is therefore in line with, the recently approved Economic Recovery and Growth Plan.

    “Our education should drive our national development objectives and we need to carry the universities and other tertiary institutions along. We vocational training centres and give our technical have to revive our attention schools adequate and requisite Mr. President, to achieve the desired change that education needs, there is need for improved funding and a measure of political will in national governance. Such is the weight of the problems that beset our education and the deleterious it has had on our national development efforts that I believe that this Retreat should end with a declaration of a state of emergency in education so that we can face the challenges frontally and squarely.

    “These challenges are not insurmountable: what is needed is vastly improved funding accompanied by a strong political will. The strong political will needed to do all this is present in this government. What this government must now do is to make the funds available.

    “Your Excellency, nobody has the moral and resource capacity to intervene promptly, substantially and sustainably in all areas of education provisioning better than the government. Unfortunately, from 1999 to date, the annual budgetary allocation to education has always been between four per cent and ten per cent. None of the E9 or D8 countries other than Nigeria allocates less than 20 percent of its annual budget to education.

    “Indeed even among sub-Saharan Africa countries, we are trailing far behind smaller and less endowed nations in terms of our investment in education. There is therefore need for a major investment in education in the national interest. A clear guide, Your Excellency, is the costing of the APC campaign promises in education which shows that after four years, would be minimum of one Naira per annum, required to fulfill your thirteen promises.”

    All change, he said,  must begin with education, because, if education is gotten right, other areas of national life in Nigeria will be right and fall in line,” he stated.

    The Federal Executive Council (FEC) meeting on Wednesday approved N5.567 billion for third quarter payment of soil erosion control accelerated intervention to different geopolitical zones of the country.

    The Special Adviser on Media and publicity, Femi Adesina, disclosed this to State House reporters at the end of FEC meeting presided by President Muhammadu Buhari.

    The states, he said, included Kano, Sokoto, Ondo, Osun, Enugu, and Bayelsa

    Gov Ishaku lauds FG on 3,050mw Mambilla Hydro-Power

    Gov. Darius Ishaku of Taraba has lauded President Muhammadu Buhari for ensuring the commencement of work on the 3,050 megawatts Mambilla Hydro Electric Power Plant at Gembu in Taraba.

    The governor made the commendation on Monday after a closed door meeting with Buhari in the Presidential Villa, Abuja.

    The Federal Executive Council ( FEC ) had on Aug, 30 approved 5.792 billion dollars (about N1.140 trillion) for the construction of the plant 45 years after its conception.

    The Minister of Power, Works and Housing, Babatunde Fashola, who disclosed this while addressing State House correspondents, said the idea for the project was conceived since 1972.

    “Several efforts had been made to bring it to reality but I’m happy to announce that this government approved the contract today to joint ventures of Chinese Civil and Engineering company for the engineering and turn-key contract, including civil and electro-mechanical works for 5.792 billion dollar.’’

    The governor thanked the President for approving the immediate commencement of work on the plant.

    “I thank him very much indeed about the award of Mambilla hydro-power project which is one of the biggest hydro-project in Nigeria.

    “It has stayed over 30 years on the drawing board until his regime.

    “So, that is a very big feat and I thought I should come and thank him and seek his audience. When next I will come with Taraba people to thank him.

    “This is a very good project for the country as a whole, 3,050 megawatts, for those of us who know what a megawatt is, it can do a lot in developing Nigeria,’’ he added.

    On the proposed Taraba Anti-Grazing Law, the governor revealed that the law would come into effect by January 2018.

    He, however, disclosed that the state government had set up two committees to sensitize farmers and herdsmen on the benefits of the anti-grazing bill.

    Ishaku described the bill as advantageous to both the farmers and herdsmen; socially and economically.

    “Our own anti-grazing law will come into effect next year January.

    “Two panels were set up to sensitize the farmers and the herdsmen so that they both understand the benefits of the anti- grazing bill.

    “I still believe for the herdsmen, socially and economically, that is the best thing that will ever happen to them if we can consolidate on that.

    “The awareness is improving each day and people are beginning to know that these laws are done in good faith and are done to secure lives and property of the people,’’ he said.

    The governor expressed the hope that the bill would be implemented without hindrance.

    Ishaku called on the Federal Government to review its decision on the withdrawal of military officers from Taraba so as to enhance security situation in the state.

    Angry Oyo-Ita confronts Kyari in FEC over leaked memo 

    The Head of Service of the Federation, Winifred Oyo-Ita, showed her anger on Wednesday when she reacted in a very unusual manner at the Council Chambers apparently over her leaked memo to President Muhammadu Buhari.

    This happened before the commencement of the weekly Federal Executive Council ( FEC ) meeting at the Presidential Villa, Abuja.

    Her angry reaction was witnessed by all those who were in the Council Chambers for the swearing-in of the new Secretary to the Government or the Federation, Boss Mustapha, and the launch of the 2018 armed forces emblem.

     Many Council members were also in the hall for the Federal Executive Council meeting.

    Vice President Yemi Osinbajo and Chief of Staff to the President Abba Kyari were seen questioning Oyo-Ita, shortly before the commencement of the event which started at 10:55am.

    Oyo-Ita, who has never lost her cool in the public, was seen angrily gesticulating while trying to make her point in what was obviously a heated argument with Kyari.

    The Head of Service went back to her seat and then rose again and headed straight to Osinbajo, who also engaged her in a tête-a-tete over the issue.

    The National Security Adviser, Babagana Monguno, later joined the conversation after which the new Secretary to the Government of the Federation was seen calming the Head of Service.

    She was later asked to return to her seat by the Deputy Chief of Staff Femi Ipaye, when it was now obvious all eyes were fixed on them.

    The drama, which lasted about 10 minutes, was witnessed by Senate President Bukola Saraki, House of Representatives Speaker Yakubu Dogara, Chief of justice of the federation, Walter Onnoghen, the Governor of Adamawa, Jibrila Bindu, All Progressives Congress National Chairman John Odigie-Oyegun, chief of defence staff, service chiefs, Inspector General of Police and other heads of paramilitary service among others.

    A national daily had quoted Oyo-Ita, in the leaked memo, as saying that Buhari was aware of the reinstatement of the former chairman of the Presidential Task Force on Pension Reforms, Abdulrasheed Maina.

    Oyo-Ita was also quoted to have stated that she had warned the president against the controversial recall of the embattled former pension boss.

    President Buhari had ordered last week the immediate disengagement of former chairman of the Presidential Task Force on Pension Reforms, Abdullahi Abdulrasheed Maina.

    Maina was in 2013 recommended for dismissal by the Federal Civil Service Commission following a recommendation by the Office of the Head of Service.

    In 2012, Maina was accused of leading a massive pension fraud scheme amounting to more than N100 billion.

    He was drafted by the Goodluck Jonathan administration in 2010 to sanitize a corrupt pension system.

    The Federal Executive Council (FEC) on Thursday approved the Road Trust Fund (RTF) towards facilitating and incentivising private sector involvement in the provision of Nigeria’s Federal road infrastructure.
    The Minister of Finance, Kemi Adeosun, disclosed this to State House correspondences at the end of FEC meeting.
    According to her, it is a form of Public Private Partnership (PPP) that will accelerate the provision of Federal Roads by allowing private sector operators to collectively fund road provision in exchange for tax credits.
    “This will complement Federal Government’s budgetary allocation to roads.” she said

    Some cabinet members linked to the recall to service of the former Chairman of the Presidential Task Force on Pension Reforms, Abdulrasheed Maina, attended the Federal Executive Council ( FEC ) meeting on Thursday.
    Maina, who was on the run for alleged N2 billion scam, got back into service without the knowledge of President Muhammadu Buhari.
    The President, on Monday had ordered disengagement of Maina from service and immediate investigation of how he was recalled.
    Those linked to the recall who attended FEC on Wednesday included the Attorney General of the Federation and Minister of Justice, Abubakar Malami.
    Malami, who arrived the Council chamber around 10:53 a.m had discussions with the Minister of Information, Lai Mohammed and the Minister of Education, Adamu Adamu, before the rendition of the National anthem.
    The Head of the Civil Service of the Federation, Mrs. Winifred Oyo-Ita, who was also linked to the issue, arrived the Council chamber around 10:54 a.m.
    But the Minister of Interior, Abdulrahman Danbazzau, whose Ministry Maina was posted to, was absent when the FEC meeting started on Thursday.
    The meeting commenced when President Buhari arrived the Council Chamber around 11 a.m.

    FEC okays N25.99 billion debt payment to Discos 

    The Federal Executive Council (FEC) on Wednesday approved the settlement of N25.99 billion debt owed power Distribution Companies (Discos) by the Federal Government.

    The Minister of Work, Power and Housing, Babatunde Fashola briefed State House correspondences at the end of FEC presided over by President Muhammadu Buhari.

    According to him, the amount, which has been verified was owed by the Federal Government’s Ministries, Departments and Agencies (MDAs).

    He also disclosed that the verification of the amount owed by States and Local governments is still on going.
