‘Why FEC approved revised national urban development policy’

The Federal Executive Council (FEC) has approved the revised National Urban Development Policy (NUDP).

The Policy provides a transformative framework to guide urban planning, development, and governance across Nigeria, over the next decade.

The revised policy, developed by the Federal Ministry of Housing and Urban Development in collaboration with UN-Habitat and other key stakeholders, replaces the previous 2012 edition. It reflects the pressing realities of Nigeria’s urban challenges and the country’s global development commitments.

The policy aligns closely with the President Bola Tinubu’s Renewed Hope Agenda as well as Nigeria’s obligations under the Sustainable Development Goals (SDGs), the New Urban Agenda, the Paris Agreement on Climate Change, and the Africa Union Agenda 2063.

With over 70 per cent of Nigeria’s population projected to live in urban areas by 2050, the need for a new, integrated urban development framework has become urgent.

The NUDP responds to this challenge by introducing a “business unusual” approach that departs from fragmented, reactive planning, and embraces proactive, inclusive, and long-term strategies.

It recognises that effective urban development requires strong institutions, strategic leadership, and citizen participation.

A major focus of the policy is the strengthening of urban governance. It advocates for the creation of metropolitan commissions and regional planning bodies to manage Nigeria’s fast-growing urban regions and conurbations that cut across administrative boundaries.

This includes enabling a more coherent system of cities, improved intergovernmental coordination, and decentralised urban management structures.

In terms of social inclusion, the policy embeds a pro-poor, pro-vulnerable urban design philosophy. It calls for planning and development that prioritise women, youth, persons with disabilities, and the informal sector.

By improving access to housing, infrastructure, public spaces, and basic services, the NUDP aims to create cities where all residents can live with dignity and opportunity.

Climate change is another critical pillar of the new policy. Nigeria faces escalating climate risks including flooding, drought, desertification, and extreme weather events.

In response, the NUDP mainstreams climate resilience into urban planning. It promotes green infrastructure, nature-based solutions, renewable energy adoption, and spatial strategies like compact, walkable neighbourhoods-commonly known as the “15-minute city” model-to build cities that are not just liveable but also sustainable.

Equally important is the policy’s emphasis on urban economic transformation.

It positions cities as engines of economic growth, job creation, and diversification beyond oil.

By promoting spatial efficiency, mixed-use development, and better integration of land use and transport systems, the NUDP seeks to harness the productivity and innovation potential of dense, well-connected urban centres.

The policy also supports improved municipal finance systems to enable cities to raise more own-source revenues and reduce over-reliance on federal allocations.

Recognising the importance of technology and data in effective urban management, the policy encourages the adoption of Geographic Information Systems (GIS), Light Detection and Ranging (LIDAR) mapping, and other digital tools to support evidence-based planning, land administration, disaster preparedness, and efficient service delivery.

To ensure success, the NUDP provides a clear implementation framework with defined roles for federal, state, and local governments. It calls for capacity building, public awareness campaigns, and strong partnerships with the private sector, academia, and civil society.

Monitoring and evaluation mechanisms are embedded to ensure accountability and track progress.

The approval of the National Urban Development Policy (NUDP) marks a significant milestone and a major achievement for the Ministry.

In addition to this success, the Ministry is actively advancing several other key initiatives, including the National Physical Planning Standards, which is currently undergoing extensive stakeholder engagement at various levels.

Another important initiative, the National Policy on Rural Settlements Planning and Development, seeks to address the challenges of rapid urbanization by identifying development gaps in rural areas and providing targeted solutions.

This approach aims to reduce the pressure on urban centers by discouraging rural-to-urban migration through improved rural development.

Furthermore, a number of regional development plans are presently in progress across the country. These initiatives collectively demonstrate the Ministry’s strong alignment with the Renewed Hope Agenda of President Bola Ahmed Tinubu, an agenda that prioritizes not only housing delivery but also the broader goal of sustainable urban development.

Speaking on the significance of the policy approval, the Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, stated:

“The NUDP is a critical milestone in Nigeria’s urban journey. It provides us with a clear roadmap to plan and build cities that are productive, liveable, inclusive, and climate-resilient. With this policy, we are better positioned to harness the full potential of our urban spaces to drive national development and uplift the quality of life for all Nigerians.”

The Ministry will immediately begin nationwide sensitisation and capacity-building engagements to support the effective rollout of the policy.

  • Winding down

With about 24 hours to the inauguration of President Muhammadu Buhari’s second term administration, not a few Nigerians expect the movement to the ‘next level’ to start earnestly on May 29.

The promise to move Nigerians to the next level of progress and prosperity was believed to have played a great role in the electoral victory of the President in the February 2019 Presidential polls.

So many Nigerians are anxiously waiting for the continuation of the CHANGE agenda of the government that will immediately eradicate poverty and hunger in the land.

They want fast development of various essential infrastructures and facilities in the country to at least correspond to the huge human and natural resources Almighty God has blessed Nigeria with over the years.

Above all, they want Nigeria not only to become the real Giant of Africa indeed, but become a true force to be reckoned with globally on all fronts, especially in technology, manufacturing and industrialisation.

Knowing what Nigerians expect of it, the Buhari administration appeared to be leaving no stone unturned towards shedding every weight that will likely slow it down from moving Nigeria and Nigerians to the next level in the next dispensation.

To this end, the government towards winding down the first term successfully has held series of emergency Federal Executive Council (FEC) meetings in the past few weeks.

Apart from some of the FEC meetings ending around 10pm in the night, it was also believed that the longest FEC meeting was held in the last few days.

The outgoing cabinet was believed to be meeting to give the next political heads of the various ministries clean slates to operate without complexities in the next dispensation.

In efforts to wind down successfully, the ministers were believed to have given account of the various approvals and status of the various projects approved by the government in the first term.

Also towards winding down the first term administration of President Buhari, valedictory session was held for the outgoing cabinet members last week Wednesday.

One common point all the 31 ministers revealed during the valedictory session was that Buhari’s integrity, humility and leadership style have impacted their lives in the past three and half years.

Seeing the valedictory session as graduation ceremony, they felt  the tenure was a unique school that will reshape their lives and careers for the rest of their lives.

But none of them, during the valedictory session, gave any indication they wanted to repeat the Buhari’s school of integrity, unlike in the past when ministers shed tears during such valedictory sessions and won’t want the experience to come to an end.

The outgoing ministers, last Wednesday, appeared to be ready to move ahead and face what the future holds for them.

The valedictory session, however, did not end without kind words for them from President Buhari and Vice President Yemi Osinbajo, whose positions are already guaranteed in the next dispensation.

Buhari said, “Our first meeting in this chamber was in November 2015. Over the past three and a half years, we worked together to deliver our campaign promises.

“I strongly believe that it is this team work that led to the successes recorded during our first term.

“Many would have given up. Indeed, many outside commentators said our situation was well-nigh hopeless. However, we all came together and pushed forward to deliver our campaign promise to rescue our country from its parlous state.

“Although we all had a common vision, we frequently had heated debates in this room on the best way to achieve our goals.

“These differing views are what made the decisions we took all the more rational. It is this quality that made me retain my cabinet for the full term. Each of you in this room has a unique skill and strength.

“We are a reflection of the Nigeria we aspire to achieve. A diverse but tolerant nation where no one is silenced and where every opinion should be heard and considered.

“I want you all to leave this meeting proud to have served your nation to the best of your ability. You should be proud to have been part of the Government that liberated the local governments previously under Boko Haram rule.

“You should be proud to have contributed to our food security and economic diversification agenda which led to the revival of our rural agrarian economy

“You should be proud to have been part of the team that developed the Economic Recovery and Growth Plan which led Nigeria exiting its worst recession in decades.

“You should be proud to have introduced the social investment program that enhanced livelihoods of millions of Nigerians.

“You should be proud to have participated in settling outstanding pensions of many senior citizens abandoned by previous governments while supporting state governments to meet their salary arrears.

“And of course, you should all be proud to have overseen the most ambitious road, rail and airport rehabilitation programs in the history of our country.

“I want to put on record, that your achievements in the last three and a half hears has guaranteed your position in the history books of this nation. You have certainly built the foundations for an improved economy and a more purposeful government.” he stated

Also the Vice President, Yemi Osinbajo said “I thank Almighty God for preserving our lives to serve our nation this past four years.

“I will like to thank Mr. President for the opportunity to serve as your vice president and your running mate twice. My deepest gratitude come from the great trust that you reposed in me at all times.

“I want to use this opportunity to greet our cabinet colleagues, this has been an exceptionally patriotic and talented team.

“Everyone brought experience, knowledge, wisdom and selflessness to council deliberations at all times.

“I pray that you will all go from glory to glory, that you will never fail or fall. As we all depart from council, I pray that the lord that has guided us this far will be our help in the years to come, in Jesus name.”

While the President and Vice President have commended the outgoing cabinet members, some Nigerians have continued to guess how the next cabinet will be made up.

With the way the ministers have been commended for their contributions in the last three and half years, some Nigerians believed that the President may eventually retain all the ministers, even though they are first expected to submit their handover letters to the Secretary to the Government of the Federation today.

Other Nigerians want only the ministers that have performed excellently well to be retained.

Some Nigerians also want complete new set of technocrats for the next dispensation.

While the President is at liberty to pick any of the options to constitute the next cabinet, and as usual keep the list to his chest, this should be done in a way that will urgently speed up Nigeria’s movement to the next level as promised.

The next cabinet members should be ready to hit the ground running as no time should be wasted from 29th of May, 2019, knowing that four years will move like a twinkling of an eye given the enormity of work to be done.

  • Akwa Ibom and Buhari’s next cabinet

Few people doubt the fact that President Muhammadu Buhari’s leadership philosophy is rooted in integrity and transparency. It is for this reason that I am constrained to contribute to this piece as my token of making his next cabinet free of men with questionable characters. Even though my primary interest is my state, Akwa Ibom, it is also a pointer than anyone with a situation similar to ours should not be allowed near the Federal Executive Council (FEC).

President Buhari has a remarkable victory, ordained by the almighty God and the overwhelming support of the good people of Nigeria. This comes with higher expectations and bigger responsibilities.  All eyes will be on the president to see how he will translate his Next Level programme from rhetoric to reality.

It is my fervent prayer that he should succeed in positively turning the fortunes of our dear nation around in line with his programme. And for him to do this, he needs to avoid unnecessary distractions, irritations, rancour and bickering. There is no better start to having no distraction than recruiting the right men to assist him in actualising his programmes. We all have not forgotten that the few controversies around his government in the first term were as a result of the insensitive actions of some of his ministers, whose conducts were contrary to his discipline and conservative nature.

Ministers in this dispensation must be men and women of great intellect, characters and abilities. Men of war and men who believe in bulldozing their ways even into areas where they are not wanted should steer clear of this cabinet and if they want to wriggle their way in, they should be told in unmistakable terms that there is no space for them.

In our dear state, distinguished Senator Udoma Udoma gave a good account of himself in the last cabinet. A gentleman to the core and a major pillar of the last cabinet, in my view, deserves a place in the next cabinet and if for whatever reason, the president deems it fit to replace him, he certainly should not be replaced by Senator Godswill Akpabio. My major reason for this is not different from the position of a group of activists from the state.

Permit me to quote from a news story published in Monday’s edition of this newspaper: “His corruption case with the EFCC has the potential of exploding into national embarrassment and credibility question for your government, should he be made a minister in a government that prides itself as anti-graft champion. We wish to remind you of your famous words, that ‘if we don’t kill corruption, corruption will kill us’.

“Many had thought that his joining APC would bring a cool breeze of good fortunes to the party in the state, but rather, his highhanded nature and disrespect for internal democracy … became a raging storm that uprooted the recognised structures of the party … This overwhelming attitude, sadly, affected the chances of our governorship candidate, Obong Nsima Ekere (ONE).

“Akwa Ibom State has several other eminent persons… just as Chief Udoma Udoma, Minister of Budget and National Planning, has done creditably … And in terms of loyalty to the party and contributions to its development in the state, we have credible people, including Chief Umana Umana and Senator John Udoedehe, among others …

“Akpabio has become very desperate for a fresh political power from the back door of ministerial appointment, which we fear he may use with vengeance against us…

“His notoriety for flippancy is well known…For instance, he has started … boasting that Mr President is even begging me to accept a ministerial position.”

The letter added: “And we believe that he needs a period of catharsis…to reflect and purge himself of bottled up negative emotions. And you can help him achieve that. You already have enough security challenges on your hands…”

The group, which described itself as “core believers in Mr President’s leadership philosophy …” said the state must help “our leader achieve enhanced performance in his second and final term…”

It added that Buhari’s second coming “comes with higher expectations and greater responsibilities…’’ as “all eyes will be on you and your government… to see how you will translate your Next Level programme … to the reality of the genuine positive impact that would leave Nigeria better than you met it.

“Especially in your patriotic desire to decisively tackle insecurity … revive the economy and create jobs…

“But we caution that to achieve these objectives…the country needs an atmosphere of peace and you and your government deserve an environment devoid of unnecessary distractions, irritations, rancour and bickering…

“And the choice of personnel you recruit … would be a huge factor. Note that the few controversies around your government in the first term were actually as a result of the unethical or insensitive actions of some of those you appointed into your cabinet whose conduct were contrary to your …discipline and conservative nature.”

If the decision were solely mine, Udoma will have a smooth ride back into the cabinet, but as I pointed out, if Udoma needs to be dropped, there are many credible Akwa Ibom sons and daughters that can fit the bill. This government should not allow itself to be bogged down by Akpabio’s baggage.

I sincerely believe he ran into the All Progressives Congress (APC) in search of freedom from prosecution. He tried his best to return to the Senate; he failed. He did his best to get ONE to be governor, his best was abysmal. He also could not help the President to get enough votes in Akwa Ibom. He is, for me, a liability and the President should not allow him into his cabinet under any guise— no matter the pressure.

It should not just be Akpabio. Anybody who is being tried by any of the anti-graft agencies should clear himself first and free the government from distraction. The opposition Peoples Democratic Party (PDP) is waiting patiently to see the calibre of men and women that will make the list of ministerial nominees and allowing individuals who are under probe or are being tried for graft will certainly make it easy for the party to rubbish the government.

Please, Mr. President, your last lap deserves to be better than the first and staying far from men with queried characters is one of the ways to ensure this. I wish Mr. President all the best!
