  • FG seeks $461.8 loan variation for airport terminals

    The Federal Executive Council (FEC) has approved a loan variation of $461,795,551.02 for building new airport terminals in the country.

    Minister of State Aviation, Hadi Sirika, stated this on Monday when he appeared before the Senate Committee on Aviation to defend his ministry’s 2019 budget proposals.

    The $461.8 million variation, he said, is required in addition to the $500 million loan already received from the China Exim Bank.

    The minister explained that the variation became necessary to deal with some challenges in the building of the terminals.

    According to him: “there are challenges with the new terminals being built with the $500 million loan from the China Exim Bank.”

    He listed some of the challenges to include change in the structural design of the airports, foundation footing and escalators.

    Sirika also listed the need to make provisions for the biggest modern aircraft, change in departure and arrival floors to rhyme with railway station, provision of adequate power supply and relocation of control tower and fire service station, as other challenges.

    He said: “The challenges have resulted in the need for variation and additional works to the tune of $461,795, 551.02, which has been approved by the Federal Executive Council (FEC).”

    The minister told the committee that the China Exim Bank had indicated willingness to consider funding additional works.

    He said he had written to the Ministry of Budget and National Planning to provide for the sum of $73.9 million as counterpart fund in 2019 outside the ministry’s proposed budget.

    The Minister said that the airports where work took place already wearing new looks befitting of modern airports.

    He also told the committee that two of the new terminals, in Port Harcourt and Abuja have already been commissioned, while Lagos and Kano will soon be completed.

    Sirika noted that adequate provision had also been made to complete the new terminal buildings in at Akanu Ibiam International Airport, Enugu.

    He sought the support of the National Assembly and other stakeholders to ensure needed equipment for safety and security were provided to meet the Standard and Recommended Practices (SARPs) as outlined by regulatory aviation bodies.

    The minister noted that more bilateral and multilateral air service agreements would be signed for the benefits of or travellers.

    On the 2019 budget, the minister said the sum of N47.5 billion was proposed for Capital Expenditure at the headquarters.

    The amount, he said, would be used to sustain infrastructural renewal at the airports especially re-modeling of projects to upgrade of air navigational equipment, safety and security infrastructure.

    On the implementation of the 2018 budget, the minister said that N26.9 billion was budgeted for the Aviation sub-sector out of which the sum of N3.12 billion representing 11.6 per cent was released to the sector.

    He said that N2.99 billion representing 96 per cent had been expended as at March 15.

    According to him, the sum of N508.8 million was appropriated for overhead expenditure for the whole Ministry of Transport, which includes Aviation, Marine and Land sectors.

    He said that N296.8 million, representing 58.3 per cent was released, while N296.8 million representing 99.9 per cent was expended as at December 2018.

    The minister said the ministry was funded from national budget, while agencies like Nigeria Meteorological Agency (NIMET), Nigerian Airspace Management Agency (NAMA), Nigeria College of Aviation Technology(NCAT) and Accident Investigation Bureau were also funded from Internally Generated Revenue(IGR).

  • FG approves N27.4bn for victims of conflicts, insecurity, flooding

    The Federal Executive Council (FEC) on Wednesday approved N27.4billion as intervention funds for states affected by conflicts, insecurity and flooding across the country.

    The Vice-President of the National Food Security Council and Gov.  Atiku Bagudu of Kebbi, disclosed this at the end of the Council’s meeting, which was presided over by President Muhammadu Buhari at the Presidential Villa, Abuja.

    Bagudu said that the council’s approval followed the submission and subsequent consideration of two memos from the national food security council.

    The council, chaired by President Buhari, was inaugurated in March 2018 by him.

    The governor revealed that N8.58billion of the amount (N27.4billion) was approved for 69,872 victims of conflicts and insecurity in Adamawa, Benue, Borno, Plateau, Taraba, Yobe and Zamfara.

    According to him, the intervention includes provision of fertiliser, seedlings, chemicals, poultry and animals to enable the victims resume economic activity.

    “First, it approved the intervention for states that have been affected by conflicts and insecurity, where many have been displaced from their homes and some are living in Internally Displaced Persons camps.

    “While support has been given in terms of accommodation, food, welfare, the national food security council considered the importance of helping them restore their livelihood activities, particularly agricultural activity.

    “Council approved the memo by Mr President and approved N8,558,529,755 for intervention in Adamawa, Benue, Borno, Plateau, Taraba, Yobe and Zamfara.

    “The beneficiaries are estimated to be about 69,872 people. The intervention includes provision of fertiliser, seedlings, chemicals, poultry and animals to enable them resume economic activity,’’ he said.

    The governor also stated that the remaining balance of  N18,942,818, 912 was approved for 14 states of the federation that were severely affected by flooding in the country.

    “Secondly, council considered and approved the submission, which originated from national food security council on states that have been severely affected by flooding.

    “It is not an exhaustive list because the National Emergency Management Agency statutorily provides all states that experience one emergency or the other.

    “Last year, there was unusual amount of flooding in some states about 14 of them and the national food security council considered the impact of that flooding on the agricultural sector, food security, animal husbandry and fisheries.

    “And so, today the council approved an intervention totalling N18,942,818,912.14,” he said.

    Bagudu said that contracts would be awarded to 15 companies to provide seedlings, agro chemicals and fertilisers to 163,117 beneficiaries located in 14 states.

    He gave the names of the affected states to include Adamawa, Anambra, Beyelsa, Benue, Delta, Edo, Jigawa, Kebbi, Kogi, Kwara, Niger, Rivers, Sokoto and Taraba.

    The governor maintained that, as part of the work of national food security council, other interventions were being worked upon for the fishing communities and also the livestock sector.

    The News Agency of Nigeria (NAN) reports that the broad objectives of the National Food Security Council include developing sustainable solutions to the farmers/herdsmen clashes, as well as climate change and desertification and their impact on farmland.

    The Council also aims to address the issues of grazing areas and lakes, rivers and other water bodies; oil spillage and its impact on Niger Delta fishing communities; piracy and banditry; agricultural research institutions and extension services and the problem of smuggling. (NAN)

  • PEF introduces censor monitoring of petrol

    The Executive Secretary Petroleum Equalisation Fund (PEF) Alhaji Ahmed Bobboi on Tuesday said the fund was introducing a censor monitoring project of Premium Motor Spirit (PMS) to ascertain the volume of its consumption in the country.

    He admitted the Fund last year planned railway equalization and Liquified Petroleum Gas (LPG) penetration projects to address the environment degradation and tackle insecurity issues in the country.

    Addressing reporters in a workshop organised by the fund in Abuja, he said the censor has become necessary because it is still hard to state exactly the volume of Premium Motor Spirit (PMS) consumed in Nigeria as different agencies churn out different data.

    The censor monitoring project, he said, will be of benefit to other agencies as the National Bureau of Statistics, Federal Road Safety Commission, Department of Petroleum Resources, the Ministry of Petroleum Resources, and the Central Bank of Nigeria.

    According to him: “Up till date, it is difficult to determine how much we consume in this country in term of PMS.

    “Different agencies give you different data and I think it is not neat. By introducing this censor monitoring project we believe it will be able to serve the purpose of answering these questions we are asking around.”

    Bobboi noted the project was approved by the Federal Executive Council in August 2018 to run for three year although the work has already commenced.

    He said that some of the Information Computer Technology equipment for the project were already being produced while the contractor has mobilized to site.

    According to him, before the end of this year there will be visible landmark of the implementation of the project.

    On the railway equalization, he said the implementation of the government policy on railway Programme, which was considering the management of the railway system, is what the PEF is waiting to see for the modalities.

    Bobboi said the fund has been discussing the projects with other agencies such as the Products Pipeline Marketing Company (PPMC), National Association of Road Transport Owners (NARTO), Lagos State government, for possible diversification to railway transportation.

    He revealed that the fund is also considering marine equalization in the future to secure alternative sources for conveying the products and reduce pressure on the roads.

    Bobboi also recalled that former President Olusegun Obasanjo had 12 years ago assigned SS Afemikhe to conduct a study of marine equalization that proposed the building of depots in nine areas and the rates.

    He added that there was also a study on mountain equalization but the cost for both marine and mountain equalization was too much for the Fund to fund alone.

    Obasanjo, according to him, directed the Nigerian National Petroleum Corporation to actualize the project that required the acquisition of floating badges.

  • FG okays four new private universities

    The Federal Executive Council ( FEC ) on Wednesday approved the establishment of four new private universities in the country.

    This was disclosed by the Minister of Education, Adamu Adamu, while briefing State House correspondents at the end of the first FEC meeting for the year chaired by President Muhammadu Buhari at the Presidential Council, Abuja.

    The new Universities, according to him, are Greenfield University Kaduna, Dominion University, Ibadan Oyo state, Trinity University Ogun state and Westland University in Iwo, Osun state.

    He said the approvals were given because all the four universities have met the criteria for establishing a university following a visitation by the National Universities Commission (NUC).

    The latest approvals bring the total number of private universities in the country to 73.

    The Minister of State for Aviation, Hedi Serika, said the Council approved the contract for the procurement and installation of the second phase of Controller-pilot data link communications for the Kano flight information region.

    Controller-pilot data link communications also referred to as controller-pilot data link, is a method by which air traffic controllers can communicate with pilots over a datalink system.

    He said that within the Kano flight information region is Abuja and Lagos airports, and the total contract sum is $5,403,271 which is equivalent to N1,652,320,271.80 exclusive of five percent VAT.

    The contract, he said, is to Nigeria Airspace Management Agency.

    When completed, Sirika said that it will improve communication by digital means between the pilot and the controller, improve efficiency, make decision making faster and make departures and arrival seamless and faster.

    The Minister of State for Petroleum, Dr. Ibe Kachikwu said that the FEC approved two memos presented by the ministry on engineering procurement construction and installation for Opoho Okoho flexible pipelines in OML 119 and Escravos to Lagos gas pipeline phase one for additional unforeseen works in engineering.

    He said, “The Federal Executive Council approved two memos from the Ministry of Petroleum. One was an EPCI contract which is Engineering Procurement Construction and Installation contract for the twelve inches by six-inch Opoho Okoho flexible pipelines in OML 119 which is awarded to Messrs National Oil Verco completion and MELCURT Nigeria Ltd.

    “It is a consortium of two companies. The total contract sum was $3.7 billion. The essence of this was that in 2014, the pipeline with which we were evacuating crude in that area gave way and so production became very marginal, we were operating an average of about twenty thousand barrels a day as against about thirty-seven, forty thousand barrels.

    “This contract was, therefore, to replace that pipeline with a new technological flexible pipeline. The last pipeline lasted for only 50 years a lot of corrosive environment in which they operated. It is a nine-month contract. When completed, we will be able to get back production to forty thousand barrels per day.

    “It is very critical and will generate close to two hundred and seventy million dollars per annum. So it is very important.

    “The second approval was on the Escravos to Lagos gas pipeline phase one for additional unforeseen works in engineering, contract had been given in 2008 and it was about eighty-three percent complete but additional scope has been added to that pipeline and variation of about nine million dollars was approved today (yesterday) added to the previous amount which was about five billion naira and one hundred and seventy-seven million dollars.

    “With the nine million added today, the new contract figure comes to about five billion naira and about one hundred and eight-six million dollars. That pipeline is so critical; it is what helps us move stranded gas out of the Escravos of oil region back into the Escravos Lagos pipeline. It is two months contract.”

    The Minister of Power, Works and Housing, Babatunde Fashola, said the Council approved a National Public Building Maintenance Policy and Framework.

    He said the new policy, which institutionalized a maintenance culture in the country, saying that some of the benefits of the policy would provide an inventory of government assets, and job opportunities for hundreds of thousands of Nigerians.

    “We have trained artisans at different levels but we haven’t created an economy for them to go and express themselves – Tilers, Bricklayers, Plumbers, landscapers, fitters etc. When they leave training schools what do they do? They go and ride tricycles where there is no training school because there is an economy in tricycles – this is the answer.

    “So, we have started with a pilot (scheme) to demonstrate to Council that this will work.

    “Some of the things that this will bring include an inventory of all assets that government owns. It gives us an assessment of the conditions and value, then, it gives us a maintenance framework about what needs to be done after assessments and then a maintenance procurement manual.

    He also said that the Council approved the first contract of over N800 million, for demarcation of specific area of land for the project, leading to enumeration and resettlement preparatory to construction of the Mambilla Hydro Power Project.

  • Osinbajo presides over FEC

    Vice President Yemi Osinbajo yesterday presided over brief Federal Executive Council (FEC) meeting, which lasted about one hour thirty minutes.

    The brief FEC started about 10.03am when the Vice president arrived at the Council Chamber, Presidential Villa, Abuja.

    The opening Christian prayer was said by the Minister of Industry, Trade and Investment, Okechukwu Enelemah. The Muslim prayer was offered by the Minister of the Federal Capital Territory, Mohammed Bello.

    At the end of the meeting, the ministers and other cabinet members immediately proceeded to the National Assembly to accompany President Muhammadu Buhari for the presentation of the 2019 Appropriation Bill.

    Before proceeding to the National Assembly, the Minister of Information, Lai Mohammed, said there would be no post-FEC media briefing.

  • Poverty alleviation versus 2019

    The President Muhammadu Buhari administration last week Wednesday introduced a new measure aimed at alleviating the sufferings of Nigerians, especially students and their parents.

    It announced a reduction in the examination registration fees for the Joint Admission and Matriculation Board (JAMB) and National Examination Council (NECO) examinations for Senior Secondary and Basic Education Certificate Examination from January 2019.

    After the Federal Executive Council (FEC) meeting, the Minister of Education, Adamu Adamu, also claimed that the reductions were not specifically aimed at garnering more votes for the ruling All Progressives Congress (APC) in the 2019 general elections, despite starting it a month to the elections.

    According to him, it is part of government’s plans to alleviate the poverty of Nigerians especially as the agencies were not revenue generating bodies.

    To buttress his points, he even pointed out that the past high examination fees were unnecessary as they were mostly siphoned into private pockets.

    He said, “Since the new administration came into office and a change in management and prudent management by JAMB, we have been able to see that most of what have been charged doesn’t have to be because a lot of it have been siphoned by corrupt officials.

    “So, in answer to yearnings by parents, Mr. President directed that we should look into the possibility of reducing the charges.

    “So accordingly, from January 2019, JAMB fees will be from N5,000 to N3,500 for the UTME, Senior Secondary Certificate charged by National Examination Council (NECO) from 11,350 to N9,850 and Basic Education Certificate handled by NECO is reduced from N5,500 to N4,000.”

    While some Nigerians have hailed the Federal Government for the reduction, others have criticised it as being too insignificant.

    Those in support of the new measure went further to call on all state governors to urgently cut the cost of education in their states and improve access to quality education for children from poor and disadvantaged background.

    But those against the reductions argued that the reductions may not have the desired impact as they were not even up to 50% reduction from the original prices.

    They also faulted the timing of the reduction in prices, stressing that they have everything to do with the coming general elections.

    Also of recent, the Buhari’s administration newly introduced TraderMoni was seen by critics as moves by the ruling party to get more support and votes in the 2019 general elections.

    But speaking on why the government is focusing on the welfare of the common man through TraderMoni and other programmes, Vice President Yemi Osinbajo last week Tuesday in Jigawa State, said, “Mr President’s sole concern is that the resources of our country must be used for the man and woman who need it the most, the people in our society who are working hard, the

    farmers, the traders, and all of the young people who need jobs, that is the focus of Mr. President’s entire economic policy.

    “It is on giving the common man hope so that they can live decent lives, they can provide shelter for themselves, feed and live well.

    “If the money of our people was not stolen, there would be enough for us to do what we want to do, the money that we make as a country must not be stolen by a few people.

    “Under the Trader Moni Scheme, we are giving 2million people across Nigeria, N10,000 collateral-free loans with the possibility of increasing the amount within six months.

    “Here in Jigawa, we have given 30,000 petty traders and only today, we gave extra 2,000 to 5,000 traders, and all together, we have given about 35,000 people the loans in Jigawa alone.

    “We also have the Market Moni scheme which is another initiative for traders that are bigger than the petty traders and we start from N50,000 to N350,000.

    “This is the state where we have given the largest number of people, we have given 37,000 beneficiaries in this state, and every month these people receive the transfers.”

    “Under the School feeding programme, 434,000 children are being fed every day as 4000 cooks have been engaged to prepare the meals while 14,368 graduates have been engaged under the N-Power job creation scheme.

    “The Jigawa State Government is supporting all of the Federal Government programmes, it has given out motorcycles to those supervising the various programmes, it has also given them 100 android phones,” he added.

    Not done with its people-oriented programmes, the Buhari’s administration again last Saturday announced that it will soon compensate farmers and fishermen in the country, who were adversely affected by flooding which resulted from heavy rainfall during the year.

    In a message to Farmers’ Day 2018 held on Saturday at Yenagoa, capital of Bayelsa State, and organized by Nigeria AGIP Oil Company for farmers in Rivers, Bayelsa, Delta and Imo States, the President stated “Two weeks ago, the National Food Security Council met and we approved a compensation package for all flood impacted farmers and fishermen.

    “I want to assure all flood affected farmers and fishermen that you will be helped.

    “This government is with you in your time of need. As I speak to you now,  the modalities for this compensation programme are being finalized and very soon, we shall start implementation,” he said.

    Recognising youths’ important roles in agricultural development as bedrock of the economy, the President added “Our future economic prosperity hinges to a large extent on how we modernize and expand our agriculture.

    “Youths account for some 62% of our population. This group, full of energy and drive, are the catalyst that will steer Nigeria in the direction that will make us realize our full potential.

    “For many years, our God-given resources have been abandoned, under-utilized or mismanaged. This is very apparent in the field of agriculture. In the past three years, we aggressively pushed the agricultural agenda with special emphasis on youth empowerment.

    “Across many value chains, we are supporting meaningful projects in partnership with private sector players. This is the only way Nigeria can feed itself in a sustainable manner.

    “We are working very hard to enable the youths actively participate in this agricultural revolution, and I take this opportunity to congratulate you all on responding positively to this call.

    “Floods are a natural phenomenon that man cannot control. I want to appeal

    to you all not to be dispirited, but to rise to the challenges,” he said.

    While all these goodies are expected by a majority of Nigerians to materialise soon, there are also claims in some quarters that the government is also planning to crash the pump price of petrol in the country.

    Bringing down the price significantly until the proposed refineries become operational, whether for political reasons or otherwise, will really go a long way to ameliorate the sufferings of Nigerians.

    This is because many businesses’ costs have skyrocketed with the increased of pump price of petrol to maximum ceiling of N145 per litre, among other factors.

    But it is really hoped that all these poverty alleviation measures and those to come later will live beyond the 2019 general elections.

    The welfare of Nigerians, at all times, should always be the ultimate aim of any government.

  • Corrupt leaders won’t escape jail, says Buhari

    President Muhammadu Buhari on Friday in Abuja said leaders who undermine the economy by denying workers their benefits, while stuffing personal accounts with public funds will not escape the current anti-corruption dragnet.

    He made the remark while receiving All Progressives Congress (APC) delegation from Benue State, led by Sen. George Akume.

    He said the Federal Government’s bailout to states and Paris Club funds were basically to alleviate the sufferings of the people, describing misappropriations as unjust and unfair to workers.

    Buhari, according to a statement by the Special Adviser on Media and publicity, Femi Adesina, said “I honestly don’t know how people sleep when workers have not been paid.

    “The workers have to pay rent, buy food, send their children to school and they have healthcare to take care of.

    “I assure you that my main interest is all Nigerians in all parts of the country. Therefore, if anybody who tries to create any impression that I prefer any group across ethnicity or religion let him dare me by being caught red handed stealing public funds.  I will deal with him,’’ he said.

    The President told the APC delegation that the Federal Executive Council had been monitoring the plight of workers across the country and utilisation of the bailout and Paris Club funds by some states.

    “I thank you for your courage to come and see me. This visit has resuscitated our morale,’’ he said.

    President Buhari said the Federal Government had made significant progress in diversifying the economy by investing in agriculture and encouraging more individuals and entrepreneurs to go into farming, pointing out that Nigeria would soon become self-sufficient in feeding its citizenry.

    “We are proud of what we have achieved with resources at our disposal,’’ he added

    He also listed ongoing road, rail, sea port, airport and power projects as hallmarks of his administration’s commitment to improving lives.

    President Buhari said the Ministry of Agriculture and the Central Bank of Nigeria will be further motivated to work together and support all interested Nigerians to take up farming on commercial scale.

    He noted that the killings across the country, including in Benue, Zamfara and Taraba, were carried out by “ungodly’’ people who had no religious or ethnic inclinations.

    “We know about herders. The ones we knew carried sticks, and sometimes cutlasses to cut foliage for their cattle. We now have people who carry AK 47s and pretend they are herdsmen.

    “We are working hard to secure our borders. We are going to see how the old cattle routes can be opened. We will control movement. Please beg our people to be patient,’’ he said.

    The President pointed out that security personnel were already uncovering the network of the killers and arresting them.

    In his remarks, the leader of the delegation said the narrative in the state about the Federal Government was fast changing for the positive as more people had discovered the good intentions of President Buhari to secure lives and property, and alleviate poverty.

    “Your Excellency, Mr President, we know your commitment to Nigeria. We know how much you love the country and will be ready to die for the good cause,’’ Sen. Akume said.

    Akume, a former governor of Benue State, told the President that APC members had started sensitization and mobilization of voters for the 2019 elections, noting that more had accepted the party and its manifesto in the state.

    He commended the President for the flag-off of the dualization of the Abuja-Keffi-Lafia-Makurdi road, urging more attention on the Makurdi-Otukpo road and the water projects in Gboko and Otukpo.

    “You have worked hard to stop herdsmen and farmers clashes in Benue. It is important to note that many people used religion and ethnicity to score cheap points. Religion was used in Benue for sinister purposes,’’ he added.

    On corruption, Sen. Akume said the President has made significant difference by tackling perpetrators.

    Speaking with State House correspondents at the end of the meeting, Akume said “This is a very special delegation of leaders and stakeholders of the APC Benue State to the president. We came to solidarise with him in total sense of involvement and commitment to his re-election. A man who has worked so tirelessly to turn around the fortunes of this country, deserves to be supported by all well meaning Nigerians. This has nothing to do with politics.

    “I am from the APC family but the truth is that, within three and half years, what has been achieved under this government is monumental, you cannot compare this with what we have witnessed in the last administration which we always refer to as the Lancia regime, those of you who speak French will know the implication of a referring to a government as ancia regime.
    “Be it in the area of infrastructure you can see what is going on in the rail transportation, yesterday (Thursday), we were Keffi to flag off the Keffi-Akwanga-Lafia-Makurdi axis of dualization of that road. This is something that has been on the drawing board since 1999 when the PDP came to power.
    “If you look at the performance of this government against the backdrop of what happened in the area of power, again you will give kudos to this administration.
    “I recalled that in 2005 contracts were awarded for the purpose of increasing the power generation in the country. We were told and we believed because we all supplied money – the local governments, states and federal, pulled resources together to ensure the increase in the power output in this country. And by the calculation of government of the day, by the end of 2007, 6,000 megawatts of power would have been added to the national grid, my God. By the end of May 2015, were still hovering between 3,000 and 5,000 megawatts, the story is now different.
    “When you talk of security, Boko Haram has taken over virtually Borno and Yobe States, that is a different story today. Yes, occasional incursions in some of the areas by Boko Haram remnants. even American which is the most powerful in the country has not been able to subdue as it were the gorilla elements in Afghanistan. They are still hitting whether they the ISIS or the other group..
    “So our performance is much better. I’m not saying we are America but I am saying that when you talk of Gorilla warfare, there is no way you can completely wrought it up within two days or one year. So invariably, we are on a very safe ground.
    “Look at agriculture, so many initiatives in that area. So when you look at it this cumulatively, you will know that this government is working, three and half years and the results are spectacular compared to what we witnessed in the past 16 years of the PDP administration and they are coming back again, they want to take over.
    “Let’s be honest, they have no message. If people could share $2.5 billion meant to buy arms and ammunition and kit our sons and daughters before sending them to arms way, then of course those people do not deserve to see this place again.
    “Those people do not deserve that. And to show you how wicked these people were, some of these guys who managed to escape, were still arrested and tried for escaping, some of the soldiers for escaping, why did you escape? So, the difference is very clear.” he said
    On what is being brought on board, especially towards payment of salaries, he said “When you talk about herdsmen and farmers clash, it’s a story saying good bye.  Have you heard of farmers/herders clashes in Benue again? No. We know those who were behind that, government was behind that. I am talking about the state government through the Livestock Guards, they knew what was going on.
    “So it is now a thing of the pass. And as for him, certainly he knows that there is fraud on the payroll I have been in government before, everything that is going there is fraudulent in Benue State and the people are simply tired on this misinformation that they have been receiving, the narrative has changed, it is not question of herdsmen, we are not talking about religious and ethnic bigotry, we are talking about performance of government.
    “If you cannot pay salaries, if you cannot pay pensions, if you cannot gratuity, what are you doing there? If you cannot provide infrastructure what are you doing there, what is the basic purpose of government? It is the welfare of the people, security for the people.
    “If you say your slogan is my people first and we are telling you no my people last because you are chopping there money. So, it is not my people first, it is my pocket first in Benue State.” he said
    Speaking on his chances at winning forthcoming election, the Benue APC Governorship candidate, Emmanuel Jime, said “I am running for governor believing that the responsibility of government is the security and welfare of our people.
    “There is no doubt in my mind that we have had security situation in Benue which is what you are referring to regarding this issue of herdsmen and our farmers and that situation has been on for quite sometime but it will be fair to say that at the moment that the security situation in Benue State has been stabilized and we are receiving stability so much now that we are no more talking about herdsmen/farmers clashes. And the reason for that is obvious, it is due in part to the fact that Mr. President has actually stepped in.” he stated
  • Stop Ports’ venture with Depasa, Buhari urged

    President Muhammadu Buhari and the Federal Executive Council (FEC) have been urged to prevail on the board of the Nigerian Ports Authority (NPA) not to renew the Joint Venture (JV) agreement between the organisation and Depasa Marine International because of the inability of the JV to perform its core responsibilities to NPA.

    Depasa is a limited liability company, whose registered office is at Westerkadi, 7a, 3016 CL, Rotterdam, Holland,

    Investigation conducted by The Nation revealed that the JV was entered into in 2005 by the NPA and Depasa to form the Lagos Channel Management (LCM) Limited by virtue of the NPA’s enabling Act Cap. N126, Law of the Federation of Nigeria, 2004 .

    Under the Act, the  NPA is charged with the responsibility of exclusive maintenance of the channels that provide access to the nation’s sea ports and may carry this out through any other person authorised by it.

    Speaking with The Nation at the weekend, a senior official of the Federal Ministry of Transport (FMoT), who craved anonymity, alleged that few years after the JV was entered into, the company abandoned its responsibility of training NPA workers in the core areas of ports operations.

    In the agreement exclusively seen by The Nation, the business of the company include the following:

    • Maintenance and dredging of Lagos Channel and ports; •Capital dredging of Lagos Channel (where necessary); •Quarterly bathymetric surveys in Lagos channel and ports; •Buoy maintenance and surveillance in Lagos Channel and ports; •Planning and management of dredging operations in Lagos channel and ports; •Assist in the monitoring of vessels using Lagos channel and ports; •Wreck removal in the Lagos channel and ports; •Visual pollution monitoring and reporting operation in Lagos channel and ports and •Management training of the NPA’s staff with respect to the foregoing.

    A senior official of the FMoT said the JV was skewed in favour of Depasa because the firm has failed to train many NPA workers because majority of them are not in management cadre.

    “The agreement was entered into more than 13 years ago. Let Depasa or LCM publish the names,  number of ‘NPA staff  they have trained through the JV since the commencement of the agreement,  where they were trained and the amount expended on them, to date,“ the source said, adding that some of those that were purportedly trained through the JV, were only taken abroad by the company to collect estacode.

    “The dearth of skilled manpower to manage and utilise the NPA’s equipment and facilities after the retirement of over 70 per cent of the management and senior staff of NPA in the last three to four years, is based on the fact that the JV was skewed in favour of Depasa.

    “ Thirteen years after, the question President Buhari and the FEC must ask Depasa is how many current staff of NPA have competency in wrecks removal, capital and maintenance dredging, bathymetric surveys, maintenance of buoy, vessels monitoring, surveillance and pollution control among others,” the FMoT official asked.

    He also pointed out that the JV agreement failed to specify the number of staff of NPA the company must have trained before the end of the 15 years agreement.

    “The board and the management of NPA must go back and study the JV agreement very well, and correct where they deliberately made mistakes for the NPA and the country to regain its lost glory in the management of ports operations.

    “‘The NPA is empowered by law to safeguard an optimal nautical access through Lagos Channel to the Lagos Ports with a view to securing safe and efficient operations;

    “No wonder, the Federal Government of Nigeria in line with its policy on Port Reform, was desirous of promoting private sector investment and participation in the development and operation of public utilities and infrastructures.

    “ It was in pursuance of the foregoing policy, the NPA for itself and on behalf of the Federal Government of Nigeria invited proposals from interested qualified and technically competent private sector operators to carry out capital and maintenance dredging, bathymetric surveys, buoy maintenance, surveillance, visual pollution monitoring and reporting operation and other ancillary functions, particularly as contained in Clause 4 of the agreement.

    “The NPA in line with the policy of the Federal Government of Nigeria has recommended to the Federal Government of Nigeria that a separate and distinct Joint Venture Company be floated to Operate and manage the Lagos Channels and Ports to enhance efficiency and viability.

    “The recommendation of the NPA was accepted by the Federal Government of Nigeria and machineries were set in motion with a view to implementing same thereby culminating in the incorporation of the LAGOS CHANNEL MANAGEMENT LIMITED as a Private Limited Liability.

    “The company was given the mandate to maintain the Lagos channel and ports for safe and accessible navigation.

    “ DEPASA submitted its proposal dated August, 2004  and presented itself as a world class private operator specialised in dredging, marine and port engineering, marine infrastructure and long term marine project development and management and capable of implementing workable and feasible financial structures to the benefit of NPA Nigeria and Nigerians.

    “The NPA accepted Depasa’’s proposal and obtained the approval’ of the President of the Federal Republic of Nigeria, Chief Olusegun Obasanjo, dated 7th June, 2005 for the parties to enter into the J V.

    Investigation conducted by The Nation revealed that the former Minister of Transport, Dr A.S. P. Sekibo, made the recommendation for approval for the JV  on 7th June, 2005 and got the Presidential approval the same day.

    The JV agreement, investigation revealed, has an initial 15 years which is renewable only through mutual consent of the Federal Government through NPA and Depasa.

    The agreement, it was learnt, is governed by, and construed in all respects in accordance with Nigerian law.

  • NLC urges FG to accelerate implementation of new minimum wage

    The Nigeria Labour Congress (NLC) has urged  the Federal Government (FG) to accelerate the implementation of the new minimum wage proposed by the tripartite committee on the issue.

    NLC National President, Mr Ayuba Wabba, made the call at a news briefing on Wednesday in Lafia.

    Wabba, who was in Lafia for the ground breaking of the affordable housing estate by the Federal Mortgage Bank, said the tripartite committee had already finished its assignment.

    “The committee has already completed its assignment and had to submit the reports first to federal government onward action.

    “So, we expect the FG to accelerate the process of implementation and transmit same to the National Assembly for other legislative actions,” Wabba stated.

    The NLC boss, however, commended the contributions of the private sector throughout the duration of the committee work.

    Wabba said that the union would not make the agreed amount public until all the processes were completed.

    He assured Nigerian workers that the union would not relent until success was achieved.

    Meanwhile, the Minister of Labour, Chris Ngige, has said  that no agreement has  been reached on the exact amount that should be paid to workers as new  minimum wage.

    Speaking after the Federal Executive Council meeting in Abuja, Ngige said this was because the proposals ranged from N30,000 by the organised labour to N20,000 by state governments and  N25,000 by organised private sector.

    The Federal Government on Wednesday disagreed with the report claiming that N30,000 minimum wage has been agreed upon for the new national minimum wage.

    This was disclosed by the Minister of Labour and Employment, Senator Chris Ngige at the end of Federal Executive Council (FEC) meeting presided over by President Muhammadu Buhari.

    He was with the Minister of Information, Lai Mohammed and the Minister of State for Power, Works and Housing, Suleiman Hassan.

    According to Ngige, the Federal Government has not shifted ground on its N24,000 proposal.

    He said that the issue of National minimum wage is a law that is binding on all.

    State governments, the private sector and the organized labour, he said, proposed N20,000, N25,000 and N30,000 as national minimum wage, respectively.

    He said the federal government would continue to discuss with the organized labour and all other stakeholders informally to arrive at a figure.

    He said “If you can recollect we spoke on the 26 of September and I did inform you that I was going to meet with the organised labour to see what we can do to stop the impending strike which was slates for the 27th.

    “We met in my office and we agreed to reconvene the National minimum wage tripartite committee for the 4th and 5th of October, that was the issue in contention at the time and the idea was to enable them get back to their council and call off the strike.

    “However, one thing led to the other and the strike took place and they called it off on the 30th.
    We reconvened for the minimum wage committee on the 4th and 5th, and we had adequate representation of all the three partners. Tri partite means the three groups that are negotiating; the first group is the organised labour, the second is the organised private sector and the third group is the government, which is called the authentic authority by the ILO.

    “So we met and if you could remember the contentious issue as per that meeting was for figures to be fixed and we had all proposed our figures, but throughout the negotiations figures were adjusted; the labour unions adjusted their figures and came down to 30,000 per month, organised private’s sectors also adjusted their figures from 25 which they had earlier proposed to N30,000.

    “Federal Government is carrying on its own team, the governors so its a bi-focal arrangement when it comes to the federal government.
    Governors had their own figure, which was different from the figure of the federal government; both the federal government figure and that of the state governors were also presented and we discussed because the cardinal principle of wage fixing mechanism under the ILO is the ability to pay because the issue of minimum wage under convention 131, the fixing mechanism takes that into account and also says that there must be a consensual agreement.” he said

    Ngige added “So we have a figure of the federal government and the state government have theirs. The state government figure at the last time was N20,000, the Federal government had a figure of N24,000 and that was where we all stood.

    “This negotiation took into account this irreducible offers on the different governments but we could not arrive at a consensus. Even though we adjourned our meeting and said we will put up a report that will reflect this position, we are still continuing to discuss informally to see if we can arrive at a common figure.

    “National Salaries and Incomes and Wages Commission have also done…for the government and presented to the economic management team, so discussions are still ongoing and that is where we are.

    “This information becomes very pertinent because I saw all your papers, the dailies yesterday awash with the news that we have all agreed on N30,000, that is not true, the federal government has not agreed on N30,000.

    “The federal government is also carrying the states along with them because a lot of the workers are in the states and its a very sensitive matter, we cannot..because the issue of minimum wage is item 34 and an exclusive legislation by the federal government through the National Assembly to go and fix an amount which the states will find difficult to pay resulting may be in retrenchment of workers in the states.

    “This government doesn’t want any retrenchment and Mr President has always reiterated it that no worker should retrenched for as long as this administration is on; no worker will be denied his promotion for as long as this administration is on and recruitment to replace people who have retired or people who are dead should continue to be done so that we face the issue of unemployment a d do what we can through such recruitment. So this is the situation.” he said

    Suleiman Hassan said that FEC approved N5.2 billion for roads in Sokoto State

    He said “This afternoon, we approved the award of contract for the construction of Kagigi, Jaro, Goraye, and Takwaco road in Sokoto state.

    “This is a 28.75 kilometer road joining Sokoto and Zamfara states. It is in a very good agricultural zone. It will able to ferry agricuktural goods and humna traffic between these two states and onto the neighbouring countries of Niger, and Benin Republic.

    “These contract is awarded to messrs Sky Technical and Construction company limited at the cost of N5.202 billion.” he added
