    FG angry over shooting of Immigration officer by Chinese businessman

    The Federal government has expressed anger over the shooting of an Immigration officer by a Chinese businessman in Minna, Niger state, describing the incident as unacceptable. 

    The government said it was a slap on the face of Nigeria for such an incident to happen when the Immigration officer was going about his routine duty to demand work permit for staff members of the Chinese company. 

    “We are going to take this matter up with the Chinese government. An Immigration officer on routine duty visited a Chinese Company, and asked routine questions on work permit only for the Chinese businessman involved to ask his security detail to shoot the Immigration officer, and the security detail did so. 

    “This is unacceptable. We are going to go tough on that businessman and the Chinese authorities,” the Minister of Interior, Dr Olubunmi Tunji-Ojo stated this in Abuja on Thursday.

    The Minister spoke at a stakeholders sensitisation workshop on the implementation of the Nigeria Visa policy (NVP) 2025, at the Continental Hotel, Abuja.

    According to Tunji-Ojo, the development alone is an attack on Nigeria, asserting “it will never happen in China for a Nigerian businessman to order the shooting of a Chinese Immigration officer. This will not be tolerated here in Nigeria.”

    The Minister said the Immigration officer, who was on official duty, had visited the Chinese company in Minna, Niger state, to check the list of the company’s expatriates, but the owner of the company ordered a security officer in the premises to shoot the government official.

    Tunji-Ojo said: “I won’t go to China as a Nigerian, open a company and tell my security to shoot a government official in uniform. It’s never done anywhere in the world.

    “These officers put their lives on the line. These officers serve this country with their all. And you will not come from anywhere and ask them to shoot them in their fatherland.

    “It will no longer happen. We will take it up with you. Because that company, we (Nigerian government) have the power to withdraw their business in Nigeria and declare them illegal,” Tunji-Ojo said.

    FG moves to strengthen policy framework for effective governance

    The Federal Government has reaffirmed its commitment to strengthening Nigeria’s policy architecture to ensure more effective governance, with a focus on coordination, accountability and impact.

    Speaking at the validation session of the Draft National Policy Development and Management Framework in Abuja on Tuesday, Secretary to the Government of the Federation (SGF), Senator George Akume, described the event as a crucial step in institutionalizing structured and efficient policymaking.

    “This gathering is not merely another meeting in the annals of policy discourse, but a defining moment in our collective pursuit of a more structured, efficient, and responsive governance architecture,” Akume said.

    The validation session, a collaborative effort between the Office of the SGF, the Office of the Special Adviser to the President on Policy and Coordination, and the National Institute of Policy and Strategic Studies (NIPSS), aims to refine a framework that will guide the formulation, implementation, and monitoring of policies across government institutions.

    Akume noted that President Bola Ahmed Tinubu’s administration remains steadfast in its commitment to ensuring policies serve as catalysts for national development, emphasizing that “a well-articulated, structured, and inclusive approach to policy management is fundamental to achieving the Renewed Hope Agenda.”

    One of the major challenges Nigeria has faced in policy management, he said, is the lack of coherence and consistency across ministries, departments, and agencies (MDAs), leading to inefficiencies and delays in implementation. 

    The new framework seeks to address these gaps by providing clear guidelines on policy formulation, assigning institutional responsibilities, and establishing mechanisms for tracking impact.

    “This Draft National Policy Development and Management Framework is a bold step toward addressing these challenges. It offers a systematic approach to policy formulation, implementation, and evaluation—one that is informed by international best practices, yet deeply rooted in the Nigerian context,” the SGF stated.

    He stressed that policymaking should not be a theoretical exercise but a practical tool for governance, adding that “a well-defined policy framework ensures that government interventions are streamlined, resources are optimally deployed, and national priorities remain at the core of decision-making.”

    The Special Adviser to the President on Policy and Coordination, Hadiza Bala Usman, emphasized the importance of structured policymaking in national development.

    “The administration of His Excellency, President Bola Ahmed Tinubu, remains unwavering in its commitment to strengthening institutional frameworks and positioning public policy as a driving force for national development,” she stated.

    She highlighted the key gaps that the new framework seeks to address, including policy inconsistency, inadequate clarity around formulation and implementation, and the absence of unified standards across government institutions.

    “The Draft National Policy Development and Management Framework provides much-needed clarity, structure, and coherence, enabling policies to be developed with intent, implemented with discipline, and evaluated for real impact,” Bala Usman said.

    She described the validation session as a milestone in institutionalizing a governance culture that is adaptive, coordinated, and transformative, adding that “achieving sustainable national development requires not only bold ideas but also the frameworks to translate those ideas into action.”

    The Special Adviser further stressed the importance of broad stakeholder engagement in the policy development process, noting that “effective policies cannot be designed or implemented in isolation.”

    “They must be rooted in the collective experience, insight, and wisdom of all relevant actors—government institutions at all levels, civil society organizations, development partners, the private sector, community leaders, and technical experts,” she added.

    According to her, a review of Nigeria’s existing policy landscape revealed significant gaps, including inconsistencies in policy structure, overlaps, limited coordination, and challenges in implementation and monitoring.

    The new framework, she said, is a direct response to these challenges, providing a tool to enhance policy coherence and effectiveness.

    “As we gather to validate this document, I encourage us all to view it not as a mere compilation of procedures or technical standards, but as a bold step toward transforming the way we govern,” she urged.

    She also emphasized the need for synergy across institutions to reduce duplication of efforts and foster accountability in government programs and services.

    Bala Usman, however, called for full participation in the validation process, stating that “the true measure of a policy lies not only in how well it is written but in how effectively it is implemented and the impact it has on the lives of citizens.”

    Also speaking, the Director-General of the NIPSS, Prof. Ayo Omotayo, while delivering his remarks, emphasised the importance of standardizing policy-making in Nigeria, pointing out the need for a central coordinating unit to avoid policy overlaps and ensure coherence. 

    He highlighted the efforts of the NIPSS in pushing for a scientific and professionalized policy-making process, revealing that the institute plans to introduce a certification process for policy makers to ensure expertise across sectors.

    The goal, according to him, is to align policies with national interests and prevent contradictions, as directed by President Bola Tinubu. 

    The event had senior government officials and development partners in attendance.

    FG gives loans, starter packs to 5,532 NDE trainees

    The Federal Government has resettled 5,532 beneficiaries who completed their training under the National Directorate of Employment (NDE) through the Renewed Hope Employment Initiative nationwide, providing them with soft loans, starter tools, and equipment to kick-start their businesses.

    The Director – General of NDE, Silas Agara, disclosed that in the last three months, the agency has successfully trained 33,692 unemployed Nigerian youths, women, and Persons Living with Disabilities in various demand-driven skills, including vocational skills training, entrepreneurship, and business management.

    He explained that the Renewed Hope Employment Initiative is built on three core pillars: Skills development – Providing training and mentorship opportunities to equip unskilled and unemployed persons; resettlement packages – Offering loan facilities, access to finance, and starter packs and job creation – Collaborating with local businesses, entrepreneurs, and stakeholders to create job opportunities, stimulate innovation, and drive economic growth.

    Agara said this during the disbursement of the resettlement tools, equipment, and soft loans to beneficiaries on Tuesday in Abuja.

    “Today marks a significant milestone in our collective efforts to address unemployment and promote economic development. This initiative underscores our commitment to creating a brighter future for all, where everyone has access to meaningful work and opportunities for growth,” Agara stated.

    He assured beneficiaries that the NDE remains committed to supporting them as they establish their businesses, urging them to take full advantage of the opportunity to drive economic growth and development.

    Minister of State for Labour and Employment, Nkeiruka Onyejeocha, who disbursed the resettlement tools, equipment, and soft loans to beneficiaries, described the initiative as evidence to the current administration’s commitment to improving the lives of Nigerians, particularly youths and vulnerable groups.

    She said the beneficiaries were fortunate to be among those empowered with financial support and essential equipment, as many others trained by the NDE are yet to be resettled due to financial constraints.

    The minister said: “The employment creation program we are celebrating today was meticulously designed to equip thousands of unemployed Nigerians with practical skills in various trades and vocations.

    “Through the dedication of the NDE, these beneficiaries have undergone rigorous training, acquiring skills that will enable them to become self-reliant and productive members of society.

    “Training alone is not enough. To translate these skills into sustainable and decent livelihoods, beneficiaries must be supported with the necessary tools, equipment, and financial resources to kick-start their ventures. This is why today’s resettlement exercise is a crucial milestone in our collective journey toward economic empowerment.”

    While appealing to philanthropists, corporate organisations, and development partners to assist the NDE in ensuring trained beneficiaries are fully resettled, the Minister urged recipients to seize the opportunity and make the most of their skills and resources to build sustainable businesses, create jobs for others, and contribute to national economic growth.

    “As a government, we will continue to support and expand initiatives that create employment, reduce poverty, and build a prosperous future for all Nigerians,” she added.

    FG to link social register to NIN for humanitarian crisis

    The Federal Government has disclosed that efforts are ongoing to link the National Social Register (NSR) to the National Identity Numbers (NIN).

    The Minister of Humanitarian Affairs and Poverty Reduction, Prof. Nentawe Yilwatda, explained that the linked data would assist the country to anticipate crises, mobilize resources faster, and ensure aid reaches those who need it the most.

    He said harnessing data would save the country and relevant stakeholders the stress and bottlenecks of outdated processes.

    He also identified bureaucratic crisis as the biggest crisis in the humanitarian space which stalls responses to humanitarian issues.

    Speaking in Abuja on Tuesday at the National Humanitarian Roundtable programme, the
    Minister said: “People are traumatized by climate change, security threats and economic shock across the country and in the midst of these, we have limited funding.

    “The biggest crisis we have is not just the people being killed, the crisis we have is a bureaucratic crisis that does not respond to a humanitarian crisis. Every delay in decision making, every inefficiency in coordination, every shortfall in funding, costs the life of people.

    “They say knowledge is power, but knowledge can be destructive too. It can only be power if we use it effectively. By leveraging data and technology, we can anticipate crises; we can mobilize resources faster and ensure aid reaches those who are in need the most and without the bottleneck of outdated processes.

    “We are linking the social register to national identity numbers and geotagging all homes of those who are vulnerable across the country so that if there’s any crisis, we don’t need to begin to walk around communities and taking names and asking the States Emergency Management Agency and the National Emergency Management Agency (NEMA) for data.

    ” From the comfort of our offices and other offices under my office, we can respond immediately”.

    He also said there was need to adopt flexible financing mechanisms for swift response to humanitarian issues, stating that the traditional funding models are too slow for the urgency of humanitarian crises.

    Yilwatda said: “We must adopt innovative and adaptive humanitarian financing. Traditional funding models are too slow for urgency of humanitarian crisis. I’m sure the Minister of Budget will craft a model of funding of humanitarian system in Nigeria that will respond to the gaps that we are having from international donors.

    “We must create flexible financing mechanisms that allow for rapid disbursement and adaptive response, ensuring that aid is not stalled by bureaucratic policies.

    He called for seamless coordination to manage the limited resources.

    The Head of The United Nations Office for Coordination of Humanitarian Affairs (UNOCHA), Trond Jensen said stakeholders would be required to set new targets and adjust following the reduction in humanitarian aids in the country.

    He said globally, over $50 billion is required to meet the needs of 190million people.

    FG orders probe into prison break in Koton Karfe Correctional Centre

    The Federal Government has ordered investigation into the circumstances surrounding the escape of some inmates from the Koton Karfe Correctional facility in Kogi State

    The Minister of Interior, Dr. Olubunmi Tunji-Ojo,  ordered the probe, describing the circumstances behind the prison break as unfortunate. 

    The Minister vowed that all fleeing inmates would be captured and returned to the facility as the authority would leverage the Correctional Service robust biometrics systems to effect their capture.

    The Minister in a statement by his media aide, Alao Babatunde, said the Acting Controller General of the Nigerian Correctional Service (NCoS), Sylvester Ndidi, should immediately visit the facility in Kogi to evaluate the situation, and commence a comprehensive audit to unravel the events that led to the incident.

    “We are on top of the situation. Our men are on ground in Kogi, and I have ordered a comprehensive audit of the situation,” he said.

    FG begins 3D drone mapping of Abuja

    The Federal government has launched a drone imagery acquisition project to create a 3D city view of Abuja. 

    The initiative, which is being conducted by the Office of the Surveyor General of the Federation (OSGOF) and a U.S.-based company, PLACE, aims to provide high-resolution aerial and street-level data to support urban planning, infrastructure development, and business operations, the Surveyor General of the Federation (SGoF), Abduganiyu Adebomehin, said.

    The ongoing project is expected to be concluded in the first week of next month.

    PLACE’s aerial data offers a ground sample distance of approximately 5cm, which is significantly higher than the typical 40–50cm resolution of commercial satellite imagery. 

    The enhanced detail will improve the mapping of property boundaries, land use, economic activity and road networks. 

    This was stated in Abuja recently by Adebomehin while debriefing key regulatory bodies including the Nigerian Civil Aviation Authority (NCAA), the Federal Capital Development Authority (FCDA, and the Office of the National Security Adviser (ONSA) in preparation for the commencement of the project.

    Adebomehin explained that the 3D data will enable stakeholders to accurately assess building footprints, heights, and their spatial relationship to roads, marking a notable advancement in Africa’s urban data capabilities.

    “It’s a first in Africa, providing data that accurately maps building footprints as they stand, along with the road network. It even allows for an appreciation of building heights in relation to the roads,” he said.

    According to him, a Safety Operational Risk Assessment was conducted to ensure compliance with aviation and security protocols. 

    He also disclosed that the OSGOF mobilized its staff for site assessments before the project’s commencement.

    Frank Pichel, the team leader for PLACE, emphasized that the high-resolution drone imagery will transform government service delivery and boost private sector efficiency. 

    He noted that the data would be instrumental in monitoring urban changes and refining road outlines, and he pointed out the potential for developing machine learning models to classify road surfaces and automate infrastructure planning.

    “We would be mindful of the environment during the exercise and take cognizance of peoples safety and all the regulations law will be followed strictly during the exercise,“ he assured.

    Capt. Maikano Wilson, General Manager of General Aviation for NCAA’s U.A.S Unit, stressed the need for coordination with the Nigerian Airspace Management Agency (NAMA )to secure necessary air traffic control clearances and ensure overall safety.

    The Head of Photogrammetry and Remote Sensing at OSGOF, Hafiz Azeez, assured that public privacy would not be compromised during the drone mapping exercise. 

    “During drone digital mapping exercise members of the public privacy and safety would not in any way be compromised,” he said.

    The federal government has announced that Rivers State’s financial allocation will be released to the newly appointed administrator, Vice Admiral Ibok-Étè Ibas (retd.).

    Speaking at the State House in Abuja, Attorney-General of the Federation and Minister of Justice, Lateef Fagbemi, defended President Bola Tinubu’s decision to declare a state of emergency, stating that it was necessary to prevent a political implosion in the state.

    Fagbemi also dismissed claims that Federal Capital Territory (FCT) Minister Nyesom Wike played a role in the crisis that led to the emergency declaration.

    On Tuesday, Tinubu suspended Governor Siminalayi Fubara, Deputy Governor Ngozi Odu, and all elected members of the Rivers State House of Assembly for an initial period of six months, citing political instability, constitutional breaches, and security threats.

    The president appointed Ibas as the state’s administrator while assuring that the judicial arm of Rivers State remains functional, with the state government operating under federal supervision until normalcy is restored.

    FG, southeast stakeholders unveil proof of address system to tackle insecurity

    The federal government has pledged to collaborate with state and local governments, along with other stakeholders, to tackle insecurity through the implementation of the Proof of Address System.

    Speaking at a Southeast stakeholders’ sensitization meeting in Enugu on Monday, Secretary to the Government of the Federation (SGF), Senator George Akume, stated that President Bola Tinubu’s administration is rolling out the system across all 774 local governments. 

    The initiative aims to provide every resident with a verifiable and secure address, serving as a crucial tool for governance and administrative processes.

    Represented by the Director of Political and Constitutional Matters, Mrs. Helen Garpiya, Akume emphasieed that the initiative would strengthen governance, enhance security, and improve service delivery at the grassroots level.

    He noted that accurate data from the system would aid national planning and budgeting, addressing the long-standing challenge of ineffective resource allocation due to the lack of reliable data.

    “But with the introduction of Proof of Address, accurate data could be procured for proper planning and growth of the nation. The nation can now have accurate data for planning and development.

    “When we are planning, we should know how many people are in Enugu, for instance, so that we’ll budget and know the amenities that will go down to the grassroots. 

    “We need to get it right. For a long time, we have been budgeting but it doesn’t really get there but with this POA, we’ll be able to get there because we have a data. With the POA, the exact number of people in Nigeria would be known as well as that of foreigners coming into Nigeria. This is a step to having data for Nigeria,” he said.

    Governor Peter Mbah of Enugu State, who was represented at the event by the Permanent Secretary, Ministry of rural development, local government and chieftaincy affairs, Ifeanyi Agujobi, said that that the people of the Southeast were ready to support any programme that would help curb insecurity and bring dividends if democracy to the grassroots as he is already doing in Enugu State.

    He said if the activation of local government proof of address is well carried out, the level of insecurity will be minimized as the process would go a long way in helping to plan developmental projects in Southeast.

    The governor said his administration has partially keyed into the plan by the establishment of a community based rural demarcation system.

    In his remark, the National Chairman, Association of Local Governments of Nigeria, Bello Lawal, said the initiative was designed to boost national security, facilitate financial inclusion and support economic growth, adding that the POA would help the nation get accurate statistics for economic growth. 

    Bello, represented by the Enugu State ALGON chairman, Hon. Sydney Edeh, said that the exercise would not be a mere bureaucratic one but a serious exercise meant at getting it right.

    “The Proof of Address is not just another bureaucratic exercise; it is an integral part of civil registration and vital statistics ecosystem. It serves vas a crucial pillar in a national and global data in infrastructure, contribution meaningful, contributing meaningfully to our development goals.

    “By providing verifiable proof of residence, the POA will support effective planning, financial inclusion and overall economic growth,” Bello said.

    The event was attended by traditional rulers, town union leaderships, local government chairmen among others from the five states of the Southeast.

    The federal government on Monday said it has noted public concerns on Expatriate Quota policy in the oil sector and therefore restricted approvals to only the Minister and the Permanent Secretary in the Ministry of Interior. 

    The government added that citizenship applications and approvals would be done through same approving authorities and not through Directors in the Ministry anymore. 

    The government noted that the review was necessary to counter allegations of unhealthy practices and ensure transparency, accountability and efficient service delivery in the sector. 

    The Permanent Secretary of the Ministry of Interior, Dr Magdalene Ajani who issued a statement in Abuja said a circular dated 12 February 2025 had been issued on the matter of the review of the approving authorities. 

    Ajani said: “Consequently, in the new framework, all approvals are now domiciled with the Minister and the Permanent Secretary, a swift and necessary shift from its initial administration by Directors. 

    “The review is in line with the Ministry’s commitment to enhance transparency, accountability, and operational efficiency in the administration of EQ and Citizenship applications as it also seeks to address concerns related to potential abuse and irregularities within the system.

    “It would be recalled that the Minister, Hon. Olubunmi Tunji-Ojo, alongside top management officials of the Ministry as well as the Comptroller General of the Nigeria Immigration Service, recently held a meeting with the Nigerian Employers’ Consultative Association (NECA) in Lagos on the 4th of March, 2025 where the discussions centred on creating conducive business environment and protecting the interest of Nigerians and Nigeria.  

    “Rising from the meeting, a review committee was set up consisting the Ministry of Interior, the Nigeria Immigration Service and the organised private sector under NECA.  

    ” This committee, according to the Minister, is tasked with examining the current expatriate quota policy as well as making recommendations for improvement where necessary.

    ” The Minister, again, wishes to assure the public that the Ministry remains committed to ensuring that the administration of expatriate quotas is fair, transparent, and in the best interests of Nigerians. 

    “Also, the Minister reiterated the commitment of the Ministry in working with stakeholders to address concerns and make improvements to policies and procedures towards the overall growth and development of Nigeria”

    FG vows to complete Sokoto-Zaria road project

    The Minister of State for Works, Mr Bello Goronyo, has reiterated the Federal Government’s commitment to timely completion of the reconstruction of 750 kilometers Sokoto-Gusau-Funtua-Zaria road project.

    Goronyo stated this during an inspection tour of the ongoing road project along Dange-Shuni, Tureta in Sokoto state to Talata Mafara in Zamfara State on Saturday.

    He said the inspection was part of President Bola Tinubu’s marching orders given to the ministry to ensure that the ongoing projects were executed as schedule to make them motorable for users.

    The minister said: “I am leading a team comprising the Permanent Secretary and other ministry’s officials on the inspection tour to projects from Sokoto, Zamfara, Katsina, Kaduna and Kano States to ensure quality and seamless projects.”

    He reminded the contractors and officials handling the project of the need to comply with all contractual agreement and ensure speedy and quality job.

    According to him, President Tinubu deserves support of the people ahead of the 2027 General Elections “in view of his commitment to executing legacy projects that are impactful to the lives of generality.”

    He added that Tunibu was executing a 47-year-old dream of former President Shehu Shagari, a 1,068-kilometre Sokoto-Badagry Super Highway project which had already commenced.

    Goronyo described the super highway project as a commercial booster and life-saving on the citizens, adding that the road project would surely enhance security and social development.

    ”Tinubu is passionate toward ensuring massive infrastructural development in all parts of Nigeria.

    “The essence of leadership is to bring development to the people, Mr President has brought uncountable development not only to the region but also to all levels,” Goronyo said.

    The News Agency of Nigeria (NAN) reports that during the tour, the minster interacted with contractors, officials handling the projects along with some community members and assured payment of compensation to the deserving property owners.
