    FG urges court to stop Dasuki from travelling abroad

    The Federal Government on Thursday urged the Federal High Court, Abuja to stay execution of its earlier order granted to former National Security Adviser, Sambo Dasuki, to travel abroad for medical treatment.

    Counsel to federal government, Mr Oladipo Okpeseyi (SAN), made the oral application at the resumed hearing of the case before Justice Adeniyi Ademola.

    Okpeseyi told the court that the federal government had filed a notice of appeal at the Court of Appeal, Abuja against the ruling of the court.

    He said the prosecution filed the motion pursuant to section 169 of the Administration of Criminal Justice (ACJ) Act 2015.

    The lawyer also disclosed that the prosecution had filed another motion before the court seeking to revoke the bail earlier granted to Dasuki.

    Dasuki, who is facing charges of money laundering and illegal possession of firearms, had been granted bail on self- recognition.

    Akposeyi said they were seeking the revocation of the bail to enable the prosecution to conclude investigation into the alleged crime.

    The lawyer said if the defendant was kept in the custody of the Department of State Services (DSS), he would assist in the investigation process.

    Akposeyi also claimed that there was never a time the prosecution flouted the court’s order as it was claimed by the defense counsel.

    The defense counsel, Mr. Ahmed Raji (SAN), opposed the oral application.

    He alleged that the prosecution flouted the order of the court by laying siege on his client’s residence and preventing him from travelling as ordered by the court.

    Raji also said the case was slated for hearing of the application brought by the prosecution seeking the revocation of the defendants’ bail.

    Justice Adeniyi Ademola adjourned the case to Dec. 8 for continuation of hearing.

    FG, Lagos trains 1000 unemployed youths on ICT

    The Federal Ministry of Communication Technology, in collaboration with the Lagos State Ministry of Science and Technology, and the Rockefeller Foundation has trained about 1000 unemployed youths in Lagos State on IT Digital Entepreneurship Skills.

    A statement signed by Mr. Olufemi Odubiyi, Lagos State Commissioner for Science and Technology, in Lagos on Tuesday urged the youths to utilise the privilege to become self-employed by improving their skills and become fully committed to micro-working.

    According to the statement, the workshop should not be seen as mere propaganda, but a commitment from government to curb unemployment, urging the participants to get the best out of the workshop, by joining in the new phase of work and moving online.

    It noted that the commissioner appealed to the participants, who were drawn from all over the state, to ensure that they internalized the new opportunity offered them to become employers of labour.

    “The training session which was held in five batches of 200 participants each, was meant for Ordinary National Diploma (OND) graduates with basic computer knowledge on how to expand their knowledge about online work, which will serve as a source of income for the job seekers,’’ it said.

    The statement said that the participants, upon completion of the workshop, were expected to be well grounded in graphic design, programming, instructional designs, web designs, report writing and proof reading.

    FG to implement Niger Delta Master Plan – Osinbajo

    Vice President Yemi Osinbajo says the Federal Government is focused on implementation of Niger Delta Master Plan to drive development of the region.

    Osinbajo stated this at the inaugural meeting of Partners for Sustainable Development Forum organised by Niger Delta Development Commission (NDDC), in Port Harcourt on Monday.

    He said President Muhammadu Buhari had also expressed concern with current degradation of the environment with a view to addressing challenges faced by the region.

    “Niger Delta remains a priority of the President Muhammadu Buhari-led APC government with a view to attending to current devastation and environmental degradation in the region.

    “The federal government will give NDDC all necessary assistance and support to achieve its mandate of ensuring rapid and sustainable development of the region.

    “For meaningful and sustainable development to take place in the region, citizens and stakeholders must be peaceful while curbing militancy and eliminating terrorism,” he said.

    Represented by Mr Adeola Ipaye, the Deputy Chief of Staff in the Presidency, Osinbajo added that Niger Delta, being the world’s third largest wetland, had immense potential to become an agriculture hub.

    He said the nation’s over-dependence on crude oil was partly responsible for “redundant human resource base and high level of corruption.”

    According to him, there has to be a major shift from dependence on oil to agricultural production which will assist job creation and encourage development of the manufacturing sector.

    The Vice President assured that ongoing clean up of several years of un-addressed oil pollution in Ogoni area of Rivers and other communities in the region would be completed.

    Managing Director of NDDC, Mr. Bassey Dan-Abia said poor funding was a major challenge facing the commission.

    He explained that the commission was an intervention agency, not an alternate government, as widely held by some people.

    “Youths should reduce the level of restiveness because NDDC does not have the capacity to solve all their problems.

    “Restiveness and tension caused by some youths in the region clearly have direct negative impact on the development of the region”, he said.

    Dan-Abia called on the Nigeria Liquefied Natural Gas Company (NLNG) to commence payment of its own contribution to funding of the commission.

    According to him, this is based on the fact that NLNG falls within the oil and gas producing companies within the Niger Delta.

    FG to understudy Australian mining sector, says Fayemi

    The federal government has almost concluded plans to understudy the Australian mining sector in order to improve on the country’s solid mineral sector.

    The government will also be learning how the Australian government has been able to achieve synergy between communities, states and the government in resolving the recurrent conflicts between communities and miners and settling the royalties due to states.

    Minister of Solid Minerals, Dr. Kayode Fayemi, said that the country needs to learn how Australia has been able to drive its country’s mining sector, which the present administration wants to improve the nation’s economy.

    Speaking in Abuja during a courtesy call by the Australian Ambassador to Nigeria, Jonathan Richardson, the minister said that the increasing interest of the government is geared towards understanding the Australian mining sector.

    He added, “We need to learn how you have been able to particularly drive the Australian mining industry. The president is really very focused in this sector; not that we have choices anyway with the prices for petrol dollar dwindling, so we have to look at alternatives for raising revenue for the country and clearly for the president, agriculture and solid minerals appears to be the most realistic or fastest way to begin to raise additional revenue for the economy.

    “The increasing interest of our government has made me get in touch and connect with what you are doing in your mining sector. Everything I have heard in the last 10 days of being in this position points in the direction of Australia. Everybody is saying it to me factually, technically, commercially, I keep hearing, you get Australia, you fix the mining sector.

    “Another area that we really can learn from Australia is you are a federal entity like us, we do have significant tension between what the constitution says about mineral resources belonging exclusively to the federal authority and the management of land belonging to the state government, so we need to find a sharing formula mechanism, what royalties comes to those who own the land, the community, state government and then the federal in other to achieve synergy and corporation because increasingly, I am hearing stories of those trying to explore minerals from local communities and facing a number of challenges there. We will be interested to know what Australia has done about it.”

    FG moves to amend charges against Orubebe

    The scheduled commencement of trial in the case against former Minister of Niger Delta Affairs, Godsday Orubebe was stalled Thursday by the Federal Government’s decision to amend an earlier charge of four counts filed against Orubebe.

    Orubebe is charged with false asset declaration and acceptance of bribe totaling N70 million.

    The prosecution, led by Peter Danladi had on November 9, 2015 sought an adjournment for two weeks to enable it prepare its witnesses for trial.

    The tribunal Chairman, Danladi Umar granted the prosecution’s prayer and adjourned to November 26 for the prosecution to open trial.

    Thursday, everyone had expected the prosecution to call it witnesses only for Danladi to announce plans by the prosecution to amend the charge.

    He said he intended to amend counts two, three and four, a request the defence lawyer, Selekowei Larry (SAN), opposed.

    Danladi while applying for the amendment of the charges cited section 216 of the Administration of Criminal Justice Act, 2015, which he said allowed the prosecution to amend or alter the charges it filed at any time before judgment was delivered.

    “The matter was adjourned till today (Thursday) for hearing. But before we proceed, we are applying to amend counts two, three and four. The applications are brought pursuant to section 216 of the ACJ Act and pursuant to the inherent jurisdiction of this honourable tribunal.”

    Larry opposed, and argued that such request for amendment could not be done orally, but through motion on notice.

    “This is serious business. You ‎can’t just jump up and say you want to amend the charges. You have to notify us about what you want to do. You have to do it through motion on notice. You cannot come and take us by surprise. We have to know what you are doing.

    “This is a court of record. Whatever they want to do, let them do it properly by way of motion on notice.”

    Ruling, the tribunal Chairman upheld  the prosecution’s right to amend its charge any time before judgment.

    He consequently adjourned to February 27 next year.

    FG appeals court’s order on Dasuki’s passport

    The Federal Government has appealed the decision by the Federal High Court, Abuja to release the international passport of former National Security Adviser (NSA), Mohammed Sambo Dasuki, to enable him travel abroad.

    Justice Adeniyi Ademola had on September 3, granted Dasuki’s prayer for the release of his passport to enable him travel to the United Kingdom on health ground.

    He is said to be suffering from colorectal cancer, the form of cancer that affects the cells of the colon or the rectum.

    In a notice of appeal filed for the Federal Government by the Director of Public Prosecution of the Federation (DPPF), Muhammad Diri, the Court of Appeal, Abuja was urged to reverse the decision by Justice Ademola on the ground that the judge erred in relying on the authority of Ibori v. the state.

    Diri argued that “the order of the trial court releasing the international passport is perverse and ought to be quashed. The decision is unwarranted, unreasonable and cannot be supported having regard to the facts of the case.”

    Diri told the Federal High Court Thursday that the appeal was not yet entered because the court’s record of proceedings has not been made available to the prosecution team. He equally handed a copy of the appeal notice to Dasuki’s lawyer, Joseph Daudu (SAN).

    Earlier, the court dismissed the prosecution’s application seeking to compel Dasuki to attend proceedings.

    Justice Ademola held that under the Administration of Criminal Justice Act (ACJA) 2015, a defendant need not attend court during the hearing of interlocutory motions.

    The judge adjourned to December 3 for the hearing of pending applications, including the prosecution’s motion seeking an order revoking the bail granted the defendant (Dasuki) on September1 this year.

    The motion is hinged on the ground that Dasuki was being investigated in relation to his alleged involvement in the mismanagement of funds meant for the purchase of arms and military equipment under the Goodluck Jonathan administration.

    “Interim report as submitted to the Federal Government indicated that resources running into over $2billion were allegedly corruptly embezzled and the investigation is unfolding further facts that require the presence of the respondent to assist in the investigation.

    “As a result of the interim report submitted to the Federal Government, there is a government directive for the arrest of all those indicted by the report, including the defendant. The public interest of the nation is at stake and investigation has to be properly conducted to logical conclusion.

    “The on-going investigation, which borders on money laundering against the defendant has also not been concluded and there is fear that investigation might be tampered with on account of foreign visit by the respondent before the completion of investigation.

    “Intelligence revealed that the defendant has concluded plans to take advantage of the order of this court releasing his international passport to escape justice and tamper with ongoing investigation.”

    It stated that it had received information from the National Hospital, Abuja that the ailment complained about by Dasuki, and for which he seeks to travel abroad was “not a life threatening ailment and facilities are locally available for the treatment.

    The Chief medical Director of the National Hospital, Dr. J.A.F. Momoh, in a letter written in response to inquiry by the Solicitor General of the Federation (SGF), Taiwo Abidogun on whether Dasuki’s ailment could be treated in the country, answered in the affirmative.

    Part of the letter dated October 26, 2015 reads; “the treatment of colorectal cancer involves pre-treatment investigations, which include ultrasound, computerized scanner and other laboratory tests to facilitate surgery.

    “These investigations as well as the surgical expertise for surgical treatment of this lesion are available at the National Hospital as well as some teaching hospitals in Nigeria. Following the surgery, there is almost always need for adjuvant chemotherapy, which are equally available in Nigeria.

    “I submit that facilities needed to treat colorectal cancer, including external beam radiotherapy in very advanced colorectal cancer are available in National Hospital, Abuja.”

    FG establishes efficiency units in MDAs

    The Federal Government has announced the establishment of an Efficiency Unit (E-Unit) to monitor its agencies and ensure that all expenditures are necessary and represent the best possible value for money.

    This is contained in a statement issued by the Director, Press, Federal Ministry of Finance, Mr Marshall Gundu, on Wednesday in Abuja.

    It stated that the E-Unit was domiciled at Federal Ministry of Finance and was expected to review all government overhead expenditure, to reduce wastage, promote efficiency and ensure quantifiable savings for the country.

    It said the E-Unit would work across all Ministries, Departments and Agencies (MDAs) to identify and eliminate wasteful spending, duplication and other inefficiencies.

    It was also expected to identify best practices in procurement and financial management and share such knowledge with the MDAs to ensure its adoption.

    “Findings of the Efficiency Unit will be formally communicated accordingly and will be enforced through establishment of expenditure guidelines, undertaking follow-up reviews and spot checks.

    “Other measures that will ultimately checkmate wastage across all areas of Federal Government expenditure will also be adopted.’’

    According to the statement, the development is based on the fact that presently, the nation’s recurrent expenditure completely dwarfs capital expenditure by a ratio of 84/16.

    “ This includes non-wage related overhead expenditure such as travel costs, entertainment, events, printing, IT consumables, stationery.

    “ As at September 2015, the entire capital expenditure was just N194 billion while overhead expenditure was N272 billion.

    “This scenario is considered unsustainable and at variance with the current administrations resolve to reform the economy and reduce the cost of governance,’’ it stated.

    It stated that the committee would be chaired by the Finance Minister, Mrs. Kemi Adeosun, and other members would be drawn from both public and private sectors.

    Other members of the committee include the Head of Service of the Federation, Accountant-General of the Federation, Auditor-General of the Federation and Director, Budget Office of the Federation.

    Ms Patience Oniha, a Director at the Debt Management Office, had been named the Project Leader of the unit.

    According to the statement, members of the Supervising Committee have agreed to donate their time without fees as their contributions to making government more efficient.

    The Federal Government is set to commence nationwide sensitization campaign, with the aim of reorienting the people.

    Minister for Information and Culture, Alhaji Lai Mohammed, said Tuesday that Nigerians need a paradigm shift in the way they do things.

    Mohammed explained that the level of indiscipline in the country has called for reorientation; stressing that as a people, Nigerians do no longer respect time.

    The minister who spoke Tuesday at a strategy meeting on the impending nationwide reorientation campaign by the ministry, said the there is a need to address the issue of indiscipline in the country.

    He also informed those at the meeting that what the country needed at this point in time is behavioral change.

    He said: “Make no mistake about it, we need to change the way we do things in Nigeria. It is important to let our people know that we cannot continue to do things the same way and expect a different result.

    “The impending campaign must take on the indiscipline, the lack of respect for time, loss of our time-tested values and generally lead to attitudinal change in such a way that there will be a paradigm shift in the way we do things. This is also in line with my vision as Minister of Information and Culture.

    “We need to change the way we do things in Nigeria. It is important to let our people know that we cannot continue to do things the same way and expect a different result.”

    The Nigeria Union of Petroleum and Natural Gas Workers (NUPENG) have urged the Federal Government to fix the four refineries in the country in other to curb constant fuel scarcity.

    The union also urged the government to ensure the protection of pipelines while curbing illegal bunkering.

    National President of the union, Igwe Achese, who said this on Sunrise Daily, a breakfast programme on Channels Television, on Monday, added that Nigeria would continue to experience scarcity of fuel because the distribution and marketing of the products have been mortgaged in the hands of few individuals.

    He said: “I have said clearly over some months that the scarcity we are experiencing today will continue because we have mortgaged the petroleum product distribution marketing system into private homes, individuals in the name of privatization.

    “What we need to do is one; put our refineries in other. And I ask myself how much that will cost us to carry out complete turnaround maintenance. Turnaround maintenance is between three to four months and you are aware that this turnaround maintenance has been an issue for the past 15 years. And every year we keep hearing we have spent so billion in turnaround maintenance and yet we are no there.

    “Two is to make sure that our pipelines are also been protected, very well secured and to make sure that petroleum products or crude oil are being haulage through these pipelines to the refineries.

    “And then we need to tackle illegal bunkering. Government should sit up in fighting illegal bunkering. I ask myself, ‘the vessels that are being used to carry or lift up this crude oil are they being charms that cannot be seen by the eyes? These are big vessels that are visible and can be seen.”

    Achese said that the Obasanjo administration introduced petroleum subsidy in 2006 as a measure to carry out turnaround maintenance on the refineries.

    He added that Nigeria now depended completely on the importation of petroleum products.

    Achese said: “Who introduced petroleum subsidy into the system and for what purposes? You and I know very well when subsidy was being introduced in 2006 he clearly stated the terms of why subsidy was being introduced. He said look let us see a turnaround of the refineries and for us to do a turnaround of the refineries let us a lot importation of fuel to come into this country as a stop gap measure not as a dependent processes.

    “Today it is a process we are depending on now. It was a stop gap measure and that stop gap measure today is no more a stop gap measure. We are now depending on importation of petroleum product completely. If you look at the current situation we are today, we are yet to be told the exact amount of money being paid as subsidy. Because there is subsidy in demurrage, we have subsidy in de- haulage.”

    FG may write off bailout loan to state govts — Amosun

    Federation may have started considering the possibility of writting – off the bailout loans given out to insolvent states following the increasing economic hardship being faced by the 36 state governors in running their respective states.

    Governor Ibikunle Amosun dropped the hint on Friday in Abeokuta, the Ogun state capital, at the opening of the Treasury Board meeting preparatory to the year 2016 budget.

    Amosun said the indications that the bailout loans may be written – off the bailout loan is predicated on the realization that the states that have benefited from it are not economically viable and as such, would  be hard put to cope with payment conditions.

    The Governor who spoke apparently in response to criticisms of his administration for accessing N19 Billion of the bailout fund, lamented that ought to applied for a total sum of N40 billion as the window of opportunity in fund allowed that.

    He notec that the state short- cjanged itself by applying for an amount less than N40b and said however, his administration remain committed to improving the socio-economic fortunes of the state despite the current economic downturn in the country.

    The governor also charged official at the Ministries, Departments and Agencies (MDAs) to strive towards prudence and accountability in their focus for year 2016 Fiscal year.

    Amosun also said that the state’s year 2016 budget proposal would largely be financed through aggressive Internally Generated Revenue (IGR) without inflicting unnecessary pressure on the citizens.
