    Fubara to monarchs: fight oil theft, end economic sabotage in your domains

    Rivers state governor, Siminalayi Fubara, has called on traditional rulers to join hands with the government to fight oil theft in their domains to give the country stability and unfettered progress.

    He told traditional rulers to take charge of their domains and make life difficult for ill-guided youths involved in acts of economic sabotage in their various communities.

    Fubara spoke while declaring open the 117th/118th Combined Quarterly General Meeting of Rivers State Council of Traditional Rulers at their Secretariat in Port Harcourt on Monday, July 22.

    The governor maintained that it should be the concern of everybody to support the country’s progress, which he said could only be possible with high production of crude oil.

    He said: “I want to see a different society from this hour. The Federal Government is doing everything to see that our crude oil production level increases. But every day, we are having issues of illegal bunkering pipeline vandalism and all the associated problems.

    “All these people that are carrying out these evil acts, they’re not coming from the moon, they live in our communities, we know them. I am charging this council, as a first step, to taking charge of your communities.

    “If there is any information that you need to share with us, share with us. Overall, we need our country to progress. We need our country to be stable. We need our country to grow economically. It is through only one means: our oil production.

    “We are charging you, to please go back and take charge of your communities. I assure you of our support. If there is anything that we need to do, if it means government sending you some little support financially to create your own vigilante to help, we will do it.”

    Fubara expressed delight and gratitude to God that the council was still existing despite the protracted political travail confronting the state and his administration.

    The governor explained his actions were devoid of politics but driven by the performance of the statutory duty of government, especially in the appointment of a new chairman to steer the affairs of the Rivers State Council of Traditional Rulers.

    He said: “There is nothing new that has happened. The immediate past chairman served out his tenure, and the tenure is usually a one-year duration.

    “It is at the discretion of the Governor to extend such tenure. I believe, from my own assessment, there was no reason to extend it, but rather to bring in fresh blood that can bring the council together.

    “And what we did, we did in good faith because our communities, our people are important to us. I want to commend the chairman who is barely three months in office, to have been able to put this meeting together; it shows leadership.”

    Fubara said it was the first time after the appointment of Eze Chike Worlu Wodo that he would address the council, and charged the new chairman, who understood the current situation, to lead the council aright.

    He said: “I want you to lead this council with the fear of God. I want you to lead this council with the understanding that you are dealing with people that are independent, and feeding their own families.

    “So, you need to have a spirit and heart of accommodation and tolerate them. Make your point very straight when you talk to them. I strongly believe that they are mature enough to give you the required support.

     “So, at this point, I want to charge every one of you that is here; God at this time has made you leaders of our communities, leaders of our towns, leaders of sections.

    “So, know that this appointment that you have is not a mistake. It is God that gave you the chance. Make good use of it.

    “Continue to make peace the most important agenda of your reign and locality. It is only on that, which it will now reflect in our State.

    “We need total peace in our State. We cannot develop in the face of crisis. We can only improve when every person is living peacefully.”

    Fubara said he had been furnished with a comprehensive list of names of all traditional rulers of First Class, Second Class and Third Class totalling over 150.

    The governor explained that the state government could not take in one block the purchase of their official vehicles, going by that number, and urged them to consider the option of monetizing it because most of them owned their cars already.

    In his address, the Chairman of Rivers State Council of Traditional Rulers, Eze Chike Worlu Wodo, used the opportunity to thank Governor Fubara for maintaining peace in the state in the face of the unwarranted political crisis orchestrated by selfish and overzealous politicians.

    Eze Wodo, who is the Paramount Ruler of the Apara Kingdom in Obio/Akpor Local Government Area of the State, urged the Governor not to fall into the traps of detractors.

    He said: “All of us know that those that are over-heating the polity have one aim: to make the State ungovernable so as to make it ripe for a declaration of State of Emergency. Please, Sir, advise your supporters to avoid every invitation to violence.

    “May I also appeal to our people on all sides of the political divide to remember that we have nowhere else to call home apart from Rivers state. So, we must not allow our interests to destroy the peace, stability and growth of our State.

     “As traditional rulers, we owe our State the duty of making it peaceful by cautioning our children against violent acts.

    “We, therefore, cannot caution anybody if we allow ourselves to become overly partisan. We will then lose the moral authority to reprimand those causing trouble when we take sides. So, I say, let us all work assiduously to maintain peace in Rivers State.”

    On his part, the Rivers State Commissioner for Chieftaincy and Community Affairs, Charles Amadi, noted with concern the disturbing development and progressive degradation of values in the various communities.

    He said: “But, by close examination of the problems in the various communities of Rivers State, compared with the activities in the various settlers of the various communities, we found out that we are on the path of diminishing returns with many of the communities cum settlers, plunging into crisis.

    “It has become increasingly obvious that we must examine the roles of the Rivers State traditional rulers in other to improve efficiency and curtail the crisis in our various communities.

    “However, I strongly commend those traditional rulers of Rivers State that have displayed their good roles effectively and efficiently in the various communities that yielded relative peace that has ushered in good governance in Rivers state.”

    Fubara vows to renew hope of widows, widowers 

    Rivers state governor, Siminalayi Fubara, has vowed to renew the hope of widows and widowers through various programmes of his administration.

    The governor said such programmes were designed to provide sundry opportunities to the weak and vulnerable to enable them to address their socio-economic challenges.

    The governor said he was working to deliver quality healthcare services at the primary, secondary, and tertiary levels; revamp commercial agriculture, and strengthen the educational sector to provide better living for residents.

    Fubara spoke when he received a delegation of Rivers Widows and Widowers’ Forum (RWWF) on a Solidarity led by the Coordinator of Rivers State Chapter, Mrs Victoria Osagie Omoniyi, at Government House in Port Harcourt.

    A statement signed by Fubara’s Chief Press Secretary (CPS), Nelson Chukwudi, said the governor was represented by the Head of Rivers State Civil Service, Dr George Nwaeke.

    The governor said the solidarity walk of the stakeholders undertaken in the rain was a demonstration of their determination to stand in defence of the interest of the state.

    He urged them to key into the government’s ‘people-first’ policies and programmes to adequately benefit from them.

    He said: “When I came and saw you under the rain I said I must be here to receive you. But I want to leave you with this message: Your governor cares for you. 

    “I want to thank all of you for coming and to tell you that the policies of the Governor are inclusive, to cover and cater for every person. 

    “One of the programmes that are coming on fast is agriculture. With agriculture, we will create jobs for all of us, and it will bring food to our table. I would want you to key into such laudable programmes of the government. 

    “The good schools that the governor wants to build, your children will learn in them. You won’t have to borrow and cry for your children to be in school. The hospitals and health programmes that the Governor is embarking upon, you’ll be one of the greatest beneficiaries.”

    Fubara said things were being done differently in the state, and in an orderly manner to give every group of persons the chance to benefit.

    He said: “This our state does not discriminate. Even your group has acknowledged that. As a detribalised State, we will ensure that you continue to enjoy the State in that way. Whoever behaves well is a Rivers person. The only people that are not Rivers people are the ones that are not behaving well.

    “You have to be up and doing because everybody will have an equal chance to opportunities that are being created. So, try as much as possible to follow up, and play your part.

    “By the time all these programmes are fully rolled out, and when you key in, you’ll find out that a lot of the issues that you’re having now will be reduced”.

    In her remark, the coordinator of the Rivers Widows and Widowers’ Forum, Mrs Victoria Osagie Omoniyi, said that the solidarity visit was to express their unalloyed support and loyalty to the administration of Governor Siminalayi Fubara describing him as a peaceful leader.

    The group assured that they would mobilise massively to vote to return Fubara for a second term in 2027.

    We won’t politicise education in Rivers, says Fubara

    Rivers Governor Siminalayi Fubara has vowed that his administration will not politicise education in the State.

    He said that great care had been taken to choose seasoned educationalists to administer two strategic schools’ boards to avoid compromising the process.

    The Governor insisted that to achieve better educationally prosperous Rivers   things must be done rightly at the foundation levels of education.

    Fubara made the remark while inaugurating chairmen and members of the Rivers State Senior Secondary Schools Board and the State Universal Basic Education Board at the Executive Chambers of Government House in Port Harcourt on Friday.

    The Governor said that it was important to him to constitute the boards because of his passion to change the trajectory of education in the State and provide a system that will effectively groom Rivers children.

    Fubara said: “I have been very patient on carrying out this assignment because I know the importance of these two boards, more especially the board of the Universal Basic Education. This is because it is the foundation of all the educational developments of everybody.

    “You cannot get it right, if you make mistakes from the UBE. That is why I have been really patient in inaugurating these boards after the expiration of the tenure of the past board members.

    “I believe that at this point in time, we shouldn’t play politics with everything. We should get some things right, build a foundation for a better Rivers State,” he emphasised. 

     Fubara in a statement by his Chief Press Secretary (CPS) reiterated that the priority areas of his administration for 2025 remain education, health and agriculture, which, according to him, would be given the needed attention through policy implementation and budgetary allocation to achieve the desired targets.

    He said: “So, the inauguration of these boards today is the beginning of our 2025 programme for the good people of Rivers State, and I believe strongly that we are going to achieve it together as one people who believe in a better Rivers State.”

    Fubara charged the board members not only to count themselves lucky to have been appointed but to be committed also to their assigned duties and bring about the needed transformation in the sub-sector.

    He said: “So, I can proudly say that, I have no doubt in the capacity of these ones that are here, that are fortunate in the midst of over seven million people that are our supporters and wonderful people of Rivers State.

    “I count you very lucky, and I believe strongly that this assignment that the Rivers State Government is giving to you, you are going to deliver on it with all amount of commitment. I believe that a lot of good things will happen in our educational sector.”

    Fubara, who urged the board members not to disappoint the confidence reposed in them, particularly enjoined the Chairman of the UBEB, Chief David Briggs, to ensure that he improved on the existing standard at the board.

    The  said, “For the UBEB, I know that there is a standard that is already set. The immediate past chairman did his best. He might not be correct or right in everything, but I know that there is a level of discipline in that section of our educational system. 

    “I am saying this to you here because I will not tolerate anything that will bring down that standard. Rather, I will want that standard to be improved upon”.

    Fubara also charged the State Senior Secondary Schools Board to commence the promotion exercise for teachers, which, he said, has been delayed because there was no board in place.

    Speaking on behalf of his members, the Chairman of the Rivers State Senior Secondary Schools Board, Dr. Sam Emejuru, thanked the Governor for finding them worthy to serve in such capacity out of over seven million people in Rivers State.

    He said: “What I want to assure you is that we are not going to disappoint you. We are going to carry out our duties efficiently, diligently and with fairness to everyone. 

    “We take cognizance of the fact that we know you are very passionate about education. So, we are not going to joke with this responsibility assigned to us.

    “We are assuring you that we shall not be found wanting. We are going to deliver as you have trusted us to give us this assignment.”

    In his speech, on behalf of his members, the Chairman of Rivers State Universal Basic Education Board, Chief David Briggs, expressed gratitude to God and to the Governor for reposing high level of confidence in them with such assignment.

    He said: “Our commitment will be unalloyed. We are assuring you that we will not disappoint you, knowing how meticulous, detailed, passionate, and of course, how result-oriented you are.

    “We will not disappoint you. We will not disappoint your government, and in totality, we will not disappoint the people of Rivers State. We will be at your side, as your foot soldiers to realize the educational heights you have as a vision for Rivers State.”

    Those inaugurated for the Rivers State Senior Secondary Schools Board included: Dr. Sam Emejuru as chairman, with Mr. Francis Jacob, Dr. Grace Jaja, Mrs. Jemina Margaret Briggs, and Mrs. Love Aguma as members.

    For the Rivers State Universal Basic Education Board, Dr. David Theophilus Briggs is the chairman with Nwuke Anucha, Dr Alom Anyanya Austin-Mba, Dr. Walson Ominini as members, while Mrs. Ibiere Pepple is secretary.

    Rivers crisis: Appeal Court dismisses suit against Tinubu, Fubara, Amaewhule

    The Appeal Court sitting in Port Harcourt, Rivers State has dismissed the suit filed by some elders led by High Chief Anabs Sara-Igbe against some of the recommendations contained in the earlier peace deal brokered by President Bola Tinubu.

    The elders had dragged Tinubu, Rivers state governor, Siminialayi Fubara, Speaker Martins Amaewhule and 27 other lawmakers to the court challenging the resolution that required Fubara to re-present the 2024 Budget to the Amaewhule’s House.

    The elders, whose suit was thrown out at the State High Court presided over by Justice Chinwendu Nwogu, for lack of jurisdiction, challenged the decision at the Court of Appeal.

    But the three-man appeal panel led by Justice Elfreda Oluwayamisi-Dawodu struck out the suit because the trial court lacked the jurisdiction to even entertain the matter.

    The court in the judgement, which triggered celebration among supporters of the lawmakers, said the plaintiffs only embarked on an academic exercise.

    The Rivers state government has promised to make its position on the new N70,000 minimum wage known to members of the public.

    The government in a statement signed by the chief press secretary to the governor, Nelson Chukwudi, however, denied a report claiming that Governor Siminialayi Fubara promised to pay civil servants N80,000 minimum wage.

    “The Rivers state government will make its position on the issue known in due course,” the statement said.

    Describing the report as fake news, the statement said its response was to correct the impression it would have created in the public’s minds, especially civil servants in the state.

    The faction of the Rivers Assembly loyal to Gov. Siminalayi Fubara, has described the move to stop the governor from spending the state’s revenue as unfounded.

    The speaker of the faction, Mr Victor Oko-Jumbo, said at a sitting of the assembly in Port Harcourt on Tuesday that such move was illegal and unpopular.

    It would be recalled that the martins Amaewhule-led faction passed a resolution on Monday, stopping the governor from embarking on further expenses from the 2024 budget.

    The Amaewhule-led faction, loyal to former governor, Chief Nyesom Wike, held that the seven-day ultimatum given to the governor to represent the 2024 budget had elapsed

    Oko-Jumbo said that the 2024 budget of the state was validly presented and passed into law under the leadership of the then speaker, Edison Ehie.

    He said that Amaewhule and 24 others seized being members of the state assembly after leaving the Peoples Democratic Party to the All Progressives Congress

    Oko-Jumbo urged members of the public to disregard any action taken by the Amaewhule-led faction, saying that they are no longer lawmakers.

    “Their seats have long been declared vacant, that declaration is in line with the provisions of the constitution.

    “We urge INEC to expedite action in the conduct of a by-election to fill the vacancies,” he said.

    Seven-day ultimatum: Amaewhule-led House bars Fubara’s expenditures

    The political battle between the 27 lawmakers led by Speaker Martins Amaewhule and Governor Siminialayi Fubara took another twist yesterday.

    The legislators barred the governor from further spending money from the state’s Consolidated Revenue Fund.

    The lawmakers, who reconvened for their fourth legislative sitting of the second session, issued the directive after a seven-day ultimatum.

    Last Monday, the lawmakers mandated Fubara to re-present the 2024 Appropriation Bill before them.

    But the governor insisted that Amaewhule and the rest of the lawmakers were no longer members of the State House of Assembly, having defected from the Peoples Democratic Party (PDP) to the All Progressives Congress (APC) in December 2023.

    The governor described their resolutions as a ranting of delusional folks.

    Yesterday, the Leader of the Amaewhule-led House, Major Jack, referred to sections 121 and 122 of the 1999 Constitution.

    He said Fubara had continued to flagrantly violate the grund norm by spending from the state’s consolidated revenue fund without an appropriation law.

    The lawmakers took turns to condemn what they described as Fubara’s wanton disregard for the Constitution despite reminders of the consequences.

    They expressed their support for the motion to block the governor from further spending the state’s money.

    Amaewhule said it was unfortunate that the governor was willfully violating the constitution and disobeying court judgments.

    A statement by Amaewhule’s Special Assistant, Media, Martins Wachukwu, quoted Amaewhule as saying: “It is unfortunate that Governor Fubara now sees violation of the provisions of the Constitution and judgements of courts as a way of governance.”

    The legislators resolved to notify the Federal Government, its relevant agencies, banks, and local and foreign donor agencies of the development.

    They said they would advise them not to have any transactions with the Government of Rivers State pending the resolution of matters relating to the 2024 Appropriation Law.

    The PDP appears divided over the political crisis rocking Rivers.

    Fubara had obtained an order to stop Amaewhule-led lawmakers from initiating any impeachment proceedings against him.

    PDP National Publicity Secretary, Debo Ologunaba, in a statement, disassociated the party from what he described as a purported appeal filed at the Appeal Court, Port Harcourt Division, with the PDP listed as the appellant.

    The statement said: “For the avoidance of doubt, the PDP National Legal Adviser, Kemaldeen Ajibade, SAN, has ascertained that the party did not file the said appeal neither did it authorise any external solicitor to file same on its behalf. As such, the PDP cannot be listed as an appellant in the appeal.

    “The PDP states categorically that it did not file the said Appeal at the Court of Appeal, Port Harcourt Division challenging the order of the Rivers State High Court restraining the Chief Judge of Rivers State and the Clerk of the Rivers State House of Assembly from receiving or acting on any resolutions from certain individuals pending the determination of a case before it.”

    The Martin Amaewhule-led Rivers Assembly has suspended all expenditures of Rivers Governor Siminalayi Fubara until he re-presents his budget before the House.

    The Nation reported that the lawmakers gave the Governor a seven-day ultimatum to re-present his budget, which has expired.

    Rivers House Leader, Major Jack, moved the motion to bring up a resolution alerting the House of the governor’s seven-day deadline for presenting the 2024 budget to the House.

    Rivers State Governor Sir Siminalayi Fubara has splashed cash gifts worth over N160million on Rivers athletes who were recently victorious in various national and international tournaments.

    At  an elaborate ceremony hosted at the Banquet Hall of Government House, Port Harcourt on Wednesday, Governor Fubara noted that he has no reason to spend the state’s resources in buying dynamite or renting crowd to protest, but use the money for the peace loving and hard-working people of Rivers State.

    The governor gave the victorious Rivers United  Under-17 players the sum of N30 million, Rivers Hoopers Basketball N25million, Rivers Angels N25million, Rivers Beach Volleyball team N10 million and the Hockey team N10 million. Others are Rivers Table Tennis team N5million, Rivers Judo team N3 million, Chess N5million, Volleyball team N10 million, Paralympics team N10million, Cycling team N5million, Supporters Club N20million and individuals who won trophies to receive N2.5 million each.

     “I feel happy doing it because I know it is for good use and not for destructive purposes.”

    He said it is not about the cash rewards, but an encouragement for the spirit and love the athletes have for the state which enabled them to represent and make the state proud through their victory in the various tournaments.

     “So, I want you to leave here encouraged and continue to do your best to promote sports in our state. The only thing that brings people together is sports and I believe that if we invest in sports, it will go a long way to engage our youths and it will reduce crime and criminality ”

    He expressed joy in their excellent performance and commended the impeccable leadership of the Rivers State Commissioner for Sports, Barr. Christopher Green which has enabled the athletes to achieve greater results, asking him to continue to do the State proud so that he will be remembered by posterity.

    He directed the Commissioner for Sports, Barr. Christopher Green to urgently design and commence a sports festival that will climax in December to enable the State celebrate the best from the tournaments as a way to further encourage the youths to unleash their productive potentials in sports.

    Speaking earlier, Barr. Green commended Governor Fubara for the support and encouragement that has made the athletes perform excellently at various tournaments and returned to the State with an avalanche of trophies and laurels.

    The battle line was yesterday drawn again in Rivers State between Governor Siminalayi Fubara and 27 members of the House of Assembly, led by Speaker Martins Amaewhule.

    The governor insisted that the seats of the 27 lawmakers were vacant, recalling that they had ceased to be members of the House since December 13, last year.

    Fubara rejected the seven-day ultimatum issued by the Amaewhule-led lawmakers to him to re-present the 2024 Appropriation Bill, describing it as “noisemaking from delusional folks”.

    The Court of Appeal last week in a judgment said the Rivers State High Court, which suspended Amaewhule and 24 others from the House of Assembly, as lacking jurisdiction to entertain the matter.

    Following the judgment, Amaewhule and others resumed plenary on Monday and requested Fubara to re-submit his 2024 appropriation bill.

    They gave him seven days ultimatum.

    However, the governor maintained that since the lawmakers had defected from the Peoples Democratic Party (PDP) to the All Progressives Congress (APC), they had forfeited their seats.

    Fubara spoke on the political crisis when stakeholders, including party leaders, opinion leaders, women and youths of Etche and Omuma local government areas, led by Ogbakor Etche, the apex socio-cultural organisation of Etche Ethnic Nationality Worldwide, visited him at Government House in Port Harcourt

    The governor, in a statement by his Chief Press Secretary (CPS), Nelson Chukwudi, dismissed the threat by the Amaewhule-led lawmakers as empty.

    Describing them as former lawmakers, Fubara advised them to wake up from their slumber and embrace reality.

    He said his administration had started preparing  the 2025 Appropriation Bill, with priority placed on education, healthcare and agriculture.

    Fubara said:  “Let me assure you that agriculture is an area that we have promised the very special and peace-loving people of Rivers State that our 2025 budget, which we have already started preparing, will address.

    “Don’t bother about those people that are delusional. They think we are still sleeping. Let me tell you people so that they can hear anywhere they are.

    “I wanted to help them, sincerely, because I know them. And I have said it before. These are people that I have helped. I paid their children’s school fees. I paid their house rents. So, I wanted to help them.

    “We all knew what happened when they crossed (defected), and how did they cross? Because of our God, for them to make that mistake, they crossed. They are gone, and they are gone. Now, let me tell you: when I wanted to help them, I accepted to help them because we are all one. We disagree to agree as it is said.

     “But, they thought they are smart. What is holding them is the declaration of their seats vacant that was done on December 13, 2023. That is what is holding them. We are not doing any budget to nullify that decision. It is what will send them to their villages.

    “For me, as I am talking to you, I have started preparing my budget for 2025, which I am going to present very soon. And, in that budget, my key areas will be education, healthcare and agriculture.”

    Fubara reiterated that his administration was not fighting anybody, adding that he would continue to show appreciation to those who had contributed to his personal development.

    The governor, however, clarified that being loyal did not mean losing one’s liberty, sense of discretion, and what was right, stressing that he would not be a governor forced on his knees to steer the affairs of the state.

    Fubara said: “I want to assure you on one thing: we are not fighting anybody. We appreciate what God has used people to also do in our lives. But, we are not going to rule this state on our bent knees. We will rule standing this way I am standing.

    “If it is only being on our knees to rule that is the way that they will see us as being loyal, then, I will pack my few things that I have here, and go and relax in my house comfortably because it will be a disaster, not just to me, but to everyone in the state and even my own generation.

    “So, I will continue to stand tall and stand on the side of truth. So, let me thank the President General (of Ogbakor Etche) for bringing your people, the great people of Etche and Omuma together to come and pay us a solidarity visit.

    “We want to assure you that we recognise all ethnic groups, and we are not here because of any particular group. We are here and standing for Rivers State. Our greatest support has come, not from my own people (Opobo), but from all of you.”

    Fubara urged the people of Etche to sustain their support for his administration because its vision, which is clear and encompassing,  will advance the well-being of the people.

    He said: “We are asking for only one thing from you: Support us because our interest is very clear and straight. We mean well for our people. We want everyone to be free. We want to lead with the fear of God. We want you to express yourselves without fear.

    “So, I want to assure you that we are on the right track. With your support, we are going to get there. Don’t allow anybody deceive you. They can go to the media and dance; when they go behind, they cry. It is the truth. We don’t know how to dance but we say it the way it is, and stand tall anywhere we go.”

    Fubara said his administration was working with the Police in finding lasting solutions to the hydra-headed herdsmen attacks on farmlands and farmers in the area, urging the people to always provide vital information on strange people and their operations to relevant authorities.
