    Rivers APC accuses Fubara of reneging on peace deal

    All Progressives Congress (APC) in Rivers State has accused Governor Siminialayi Fubara of foot-dragging on the implementation of two  key resolutions of the December 2023  agreement for ending the political crisis in the state.

    Although the party admitted that  Fubara had implemented six of the resolutions, it wondered why he left the two critical components of the pact—re-presentation of the state’s 2024 budget before the House of Assembly and the conduct of local government elections—  unattended to.

    The party’s Chairman, Tony Okocha, argued that by not fully honouring the agreement, the governor had unwittingly put the state on “a keg of gunpowder.”

    Swiftly, the state’s   Information and Communications Commissioner,  Joe Johnson, accused Okocha of misleading the public. He wondered why he was fixated on the two resolutions.

    Okocha, who spoke with  NAN at the weekend, accused Fubara of being teleguided by a “purported elders forum’’ to deviate from implementing all the resolutions contained in the agreement.

    He said it was hard to believe that a  “career civil servant” who became a governor  after   the Federal Capital Territory(FCT) Minister Nyesom  Wike “sat on the noses of politicians  and threw him up”  has  “reneged on agreements reached in the bedroom.” 

    He criticised the governor’s style of leadership, saying the APC   might go to court to compel compliance with the agreement. 

    Okocha, who also represents Rivers State on the Governing Board of Niger Delta Development Commission (NDDC), said that the continued delay in the full implantation of the pact was a disrespect to the President and other political actors.

     Delving into the history of the crisis, the APC chairman said:  “When the matter reached a crescendo and was almost turning into an emergency, several calls were put across to President Tinubu to wade in.

    “The President subsequently invited all the stakeholders from both sides and we had a very decent meeting devoid of intimidation, harassment, duress or undue advantage given to anyone.

    “During the meeting, the President emphasised the importance of upholding democracy and opted for a diplomatic approach.

    “Following the discussions, the President presented an eight-point proclamation document and handed it over to former Rivers Governor Peter Odili.

    “At every point Odili read each point from the document, Tinubu interjected and asked if we were okay, and everybody echoed ‘yes.’

    “After all parties agreed to the resolution, Governor Fubara, his deputy( Ngozi  Odu), former Governor Nyesom Wike, myself, PDP chiefs  in Rivers,  National Security Adviser, Nuhu Ribadu; and Martins Amaewhule, the Speaker of the House of Assembly, all signed the document.” 

    The APC chieftain said that after the agreement was signed, Fubara requested protection for his supporters against victimisation which was granted.

    “The governor has implemented six resolutions, including withdrawing all cases before the courts, freeing the legislature, paying allowances due to lawmakers, and recognising Amaewhule as speaker.

    “But, he has refused to implement two crucial agreements – the re-presentation of the state budget before the 27 lawmakers and the conduct of local government elections.” 

    He recalled that the President informed Fubara that no other titles outside those recognised by the 1999 Constitution would be used for the leadership of local governments.

    “Specifically, the President kicked against caretaker committees or sole administrators for the local government councils.

    “So, Governor Fubara cannot, in his wildest imagination, continue to do as he pleases. He cannot continue to run the state without a budget.

    “We will not stand aside and watch him violate the legal and constitutional agreement. We will not allow Fubara to disrespect the office of the President.

    “Drafting a chairman or a sole administrator to oversee a local government is an aberration; only elected executives are recognised by law.

    “Although no time frame was given for implementing the resolution, the governor cannot run the state without a budget.”

    Okocha claimed that   Fubara, who was “an unexpected candidate in the PDP primaries, rode to power on Wike’s support”

    “The governor was not a politician but a career civil servant, but Wike sat on the noses of politicians and threw up Fubara who lacked political background.

    “Nobody gives power for nothing without negotiating for something; Fubara has reneged on agreements reached in the bedroom.” 

    But Information and Communications  Commissioner  Johnson advised Okocha to focus on his duties at the NDDC. 

    His words: “The governor has recalled and redeployed the commissioners who resigned    – that is even more important.

    “Governor Fubara has also paid all the allowances owed to the 27 members of the State House  Assembly. 

    “If the governor refused to release funds to the lawmakers but went ahead to represent a budget to them, which one, in Okocha’s priority, will be better?”  

    “The resolutions were agreed upon in December and, by February, the governor had implemented six out of the eight proclamations.

    “The governor is acting on the resolutions step-by-step. Okocha should stop chasing shadows.”

    Hearing in Fubara’s CoS’ motion against arrest warrant suffers setback

    Hearing of motions on notice filed by Edison Ehie, the Chief of Staff (CoS) to Rivers State Governor Siminalayi Fubara, seeking an order vacating the arrest warrant against him and others, could not proceed yesterday.

    The matter, which was on number six on the day’s cause list before Justice Emeka Nwite, was subsequently adjourned till March 4.

    The development occurred shortly after counsel for the Inspector-General (I-G) of Police, Simon Lough, SAN, told the court that he had not been served with Ehie’s motion filed by Oluwole Aladedoye, SAN.

    The News Agency of Nigeria (NAN) reports, on Sunday, that Justice Nwite had fixed yesterday for the hearing of two applications filed by Aladedoye and Femi Falana, SAN, on behalf of Ehie and five others declared wanted by the police.

    The judge had, on January 31, issued a warrant for the arrest of Mr. Ehie and others over their alleged involvement in the burning of part of the Rivers House of Assembly on October 29, 2023.

    Those ordered to be arrested along with Ehie (1st defendant) are Jinjiri Bala, Happy Benneth, Progress Joseph, Adokiye Oyagiri and Chibuike Peter also known as Rambo, as 2nd to 6th defendants.

    Justice Nwite gave the order while delivering a ruling in an ex-parte application brought by Lough.

    The court granted the ex-parte application on the grounds that the six defendants had been at large to stand their trial in a seven-count charge preferred against five other suspected arsonists currently being prosecuted before a sister court.

    While Falana filed a motion seeking an order to set aside the January 31 order, Aladedoye filed an application for a stay of execution of the arrest order.

    When the matter was called on Monday, Aladedoye, who appeared for Ehie, said his application dated Feb. 9, was served on the police same day.

    But Lough responded that he was not aware of Aladedoye’s motion, although he acknowledged the receipt of Falana’s application and had responded appropriately.

    He sought an adjournment to enable him respond to Aladedoye’s motion.

    But the judge confirmed Aladedoye’s affidavit of service in the court file.

    Lough, who restated that he was not aware of the application, said if he was in receipt of it, he would have responded.

    Falana, representing the 2nd to 6th defendants, prayed the court to allow his motion to be taken since the police had responded, but the judge said since both motions were on the same subject, it would be better to take them together.

    Shortly before adjournment, Aladedoye called the attention of the court to series of advertisements done by the police in the media, declaring Ehie and others wanted.

    He urged the court to make an order restraining the police from further publishing such adverts in the media pending the hearing and determination of the application.

    But Lough, who said that the adverts were done just when the order was made, assured that his office would await the court decision.

    Justice Nwite fixed March 4 for hearing.

    NAN reports that in a motion marked: FHC/ABJ/CS/112/2024 dated Feb. 2 and filed Feb. 7 by Falana, Ehie’s co-defendants sought two orders, including “an order setting aside the order made on the 31st January, 2024 for want of jurisdiction.

    “An order of this honourable court staying the execution of the order made on the 31st January, 2024, pending the hearing and determination of this application.”

    Giving six grounds of argument, Falana argued that the I-G (complainant/respondent) had not filed any criminal charge or motion before the court.

    The senior lawyer argued that the court lacked the territorial jurisdiction to entertain the ex-parte application as the alleged offences of conspiracy, attempted murder, murder and arson took place in Port Harcourt, Rivers.

    “He submitted that the court lacked the vires to grant an application to arrest and declare his clients wanted in respect of the alleged offences.

    “The complainant/respondent (I-G) did not adduce evidence of terrorism in the affidavit in support of the application.

    “The complainant/respondent did not cite any section of the Terrorism Prevention Act, 2013 (as amended) alleged to have been contravened by the applicants,” he argued.

    Also, Aladedoye in a motion on notice dated and filed Feb. 9 on Ehie’s behalf, sought two orders, including “an order staying execution or further execution of the order(s) of this honourable court made on the 31st of January, 2024, pending the hearing and determination of the appeal filed by the applicants.

    “An order of injunction restraining the complainant from carrying out or further carrying out the orders of this honourable court made on the 31st January, 2024, pending the hearing and determination of the appeal filed by the applicant in this case.”

    Giving three-ground argument, Aladedoye said that a notice of appeal had already been filed against Justice Nwite’s orders.

    According to the senior lawyer, the notice of appeal contains grounds which challenge the jurisdiction of this honourable court.

    He argued that their appeal would be rendered nugatory if their application was not granted.

    Fubara rewards Super Eagles’; Nwabali gets N20m

    Rivers State Governor, Sir. Siminalayi Fubara has gifted the Super Eagles goalkeeper, Stanley Nwabali, with N20 million saying he made Rivers proud at the just-concluded African Cup of Nations (AFCON).

    The governor also conferred on the Goalkeeper the state honour of Distinguished Service Star of Rivers State (DSSRS).

    Fubara in a statement signed by his Special Assistant, Media, Boniface Onyedi,  said his administration would sustain purposeful governance and administrative efficiency.

    The governor, who hosted Nwabali and the Rivers Hoopers Basketball Team at Government House in Port Harcourt said his focus was to create the enabling environment for people to enhance the global perception of Rivers.

    The governor particularly commended the Rivers-born Nwabali for his excellent goalkeeping in the Super Eagles team.

    Fubara urged Rivers people to continue to consciously do positive things that would promote the state and attract honour.

    Caretaker Chairman, All Progressives Congress (APC), Rivers State chapter, Chief Tony Okocha, has urged Governor Siminalaye Fubara to stop running the state without a budget.

    He advised the governor to obey the peace agreement of President Bola Ahmed Tinubu by re-presenting the state budget before the House of Assembly.

    Describing the development as a gross financial misconduct by the governor, the APC chieftain accused Fubara of jettisoning an agreement he entered with the President to re-present the budget to a complete house, for peace to reign in the state.

    Okocha gave the advice yesterday in Abuja at an event to discuss the imperative of revisiting the president’s intervention for progress in Rivers State.

    Okocha, who lamented that the governor was going against the laws of the land by ignoring the House of Assembly, regretted that it had gotten to the point where the assembly now overrides the governor for declining four important bills passed to him by the lawmakers.

    He said: “They started it; a few of them were running to Mr. President to intervene in the matter. And Mr. President, as busy as his schedules are, called Rivers people together for a peace meeting. I was there at the meeting with other stakeholders, the governor agreed to implement all the agreements. Now, the way he rushed to present the budget before four assembly members, he also went back and re-presented before the complete house. It is not a difficult task.

    “As it stands now, Rivers is sitting on a keg of gun powder that will soon go into flames if the governor does not call himself to order. Running Rivers State without a budget amounts to gross financial misconduct.

    “There must be something he is hiding because that is blatant abuse of law and a gross disrespect for the President because it is contained in the eighth agreement he signed to.”

    Okocha advised the governor to close his ears to mediocre and fifth columnists, whose business is pecuniary.

    Wigwe: Rivers in tears, says Fubara

    Rivers State governor, Siminalayi Fubara, has expressed shock and sadness at the tragic death of the Chief Executive Officer (CEO) of Access Holdings, Dr. Herbert Wigwe, his wife Chizoba, son, and others.

    Fubara observed that Rivers State had been in tears since it was confirmed at the weekend that the victims died in a helicopter crash that occurred in California near the Nevada border, USA.

    Describing the incident as a monumental disaster, Fubara, on behalf of his family, the state government, and the people of Rivers state commiserated with the Wigwe family over the unfortunate incident.

    Fubara in a statement signed by his special assistant, media, Boniface Onyedi, urged them to be comforted by God’s assurances of His love and outpouring of global sympathy on the deep pain and loss.

    The governor said the state and Nigeria would miss an unassuming, iconic, and accomplished illustrious son of Isiokpo in Ikwerre Local Government Area of Rivers State.

    He said: “Rivers State and the Nation are in tears because it would be extremely difficult to understand this sweeping loss of a family involving a strong pillar, accomplished banker and philanthropist with tentacles in the educational sector.”

    Fubara said the prestigious Wigwe University, which Wigwe established in Rivers must not be allowed to die.

    Fubara promises alternative route to East-West Road

    The Rivers State is working to complete the Old Port Harcourt-Bori Road to serve as an alternative to the deplorable East-West Road, Governor Siminalayi Fubara hinted yesterday.

    Fubara restated his administration’s resolve to providing critical projects that would remove all hurdles slowing down business activities in the State.

    A statement by his Special Assistant, Media, Boniface Onyedi, said the governor spoke while inspecting the ongoing 10km Old Port Harcourt-Bori Road project in Eleme Local Government Area of the State.

    It reads: “Yesterday (Tuesday), we were at the Woji by-pass, Woji-Aleto-Alesa-Refinery Road project site that leads to refinery, Aleto and other adjoining communities.

    “Today (yesterday), we are here, and there is something about these two projects, they have one common purpose, which is to assist our people to have another by-pass because of the situation of the East- West Road.”

    The governor said the Old Port Harcourt-Bori Road project was a central to the agenda of his administration to create  a business-friendly climate that would engender economic activities, save more business time and ease movement of people and goods.

    Fubara said it was not only to benefit the immediate communities but the entire state since vehicular traffic on East-West Road could find alternative routes more comfortable to access their business destinations.

    He said: “This particular road we are inspecting now is the Old Port Harcourt-Bori Road. You can pass through this particular road without bothering about the situation of the East-West Road, and it takes you to Bori or at least to all the axis of Onne.

    “So, you see, what we are trying to achieve is, while awaiting the federal government’s intervention on the East-West Road, we are also trying to create alternative routes for our people, so that life can go on and business activities will not be slowed down.”

    Fubara to detractors: damaging political activities will chase away investors

    Rivers state governor, Siminalayi Fubara, has warned detractors against engaging in damaging political activities, saying such moves will paint the state in a bad light and chase away investors.

    Fubara gave the warning on Tuesday when he inspected the progress of work at the ongoing construction of the 6.5km Woji-Aleto-Alesa-Refinery Link Road project.

    A statement signed by Fubara’s special assistant, media, Boniface Onyedi, said the governor noted that true lovers of the state were patriotic and would not engage in damaging political activities that would chase away investors.

    He said: “Whatever we are doing or whoever is sponsoring anything negative is not doing it to the person of Gov. Fubara, they are using it to run down the State.

    “I feel that it shouldn’t always be bad news from the State. People should see the good part of our State and promote the image of our State.

    “Economically, no sound and serious investor will hear all these stories and feel comfortable coming here to invest. So, we will try our best to continue to project the good side of our State.”

    Commenting on the project, Fubara said the contractor, Raffoul Nigeria Limited, had increased their pace and achieved commendable milestones with the promise of delivering the road within the next three months.

    “We were here about two months ago to follow up on the commitment of the construction firm and we decided to visit again today to see what they have done and I can say that we are really impressed”, he said.

    He said: “You know, the most critical part of the project is the bridge. If you have a video of what we saw last time compared to what we have on the ground now, it shows they’re really doing everything to make sure that the project is completed within the timeframe. They have promised that it will be delivered in the next three months.

    “For us, we will continue to do our best for our dear State. We were elected into office to deliver service. I believe that doing what we are elected for, is not something strange, it is carrying out our duty.”

    The Federal High Court sitting in Abuja on Monday denied bail to five persons accused of invading, vandalising and burning down the Rivers Assembly Complex.

    They are: Chime Eguma Ezebalike, Prince Lukman Oladele, Kenneth Goodluck Kpasa, Osiga Donald and Ochueja Thankgod.They are answering a seven-count terrorism charge preferred against them by the Inspector General of Police.
