    Reps get PIB’s report

The House of Representatives yesterday said the report of the Petroleum Industry Bill (PIB) is ready and is slated for presentation on its floor soon.

Chairman, House of Representatives Committee on Media and Public Affairs, Zakari Mohammed, spoke with reporters against the background of a PIB cash-for-passage allegation which he said was being flown around by “unseen hands” that were making the presentation of the PIB report impossible.

He said: “We (Reps) don’t give credence to rumours. The PIB is a very sensitive legislation. A number of issues have come up with political and zonal connotations, there are no unseen hands stalling the presentation of the PIB report.

“The PIB is ready and its just a matter of presentation. The PIB will change the workings of Nigeria’s oil and gas sector and also generate employment.”

The report of the Ishaka Bawa-led Ad hoc Committee on the PIB has been long awaited and is seen as a precursor to an overhaul of the outdated laws governing the oil industry.

The Speaker of the House, Aminu Waziri Tambuwal raised the Ad hoc Committee on the oil bill in mid- September with the mandate to submit a report within three weeks.

The lawmaker also said the National Conference report sent by President Goodluck Jonathan in a “compressed” form has been received by the House.

According to him, the Confab report has been circulated to members of the House, raising the possibility of the report being considered next week.

    • Liverpool, Everton battle Southampton for his signature
    • Nigerian’s agent meets Lazio next week

Lazio would be willing to do business with would-be buyers for Super Eagles midfielder Ogenyi Onazi if they receive a bid in the region of £8m (N2.2b).

Reports in Italy suggest that the Premier League trio of Liverpool, Everton and Southampton are locked in a three-way battle for Onazi.

The 21-year-old Nigerian has impressed at Lazio since joining in 2011 and could be set for a move away from Serie A this summer.

The trio are all keeping tabs on Onazi’s situation and could make a move before the end of the current window.

Both Liverpool and Everton were linked with a move for Onazi in the lead up to the January transfer window and it seems their interest may now have been rekindled.

The player’s agent is set to fly to Italy next week and hold talks with Lazio, with a possible outcome being that the Rome side decide to offload the player.

It is understood that the Serie A club is ready to listen to offers for the Nigeria international but only if one of his suitors cough up the £8 million required to sign him.

Whether any of the trio are willing to fork out that amount for Onazi remains to be seen, but it would appear the player has a preference for a move to Anfield.

Eagles to get N440m from FIFA cash

THE Nigeria Football Federation (NFF) have agreed to pay the country’s squad at least $2.7 million for a first round participation at the World Cup and this will be enhanced as the team progress in the tournament.

NFF technical committee chairman, Chris Green, who is in Curitiba with the team, announced a percentage earning from monies that may accrue to the players from what FIFA give to the NFF.

He said the payers will get 30 percent from the FIFA cash for the group stages, which is put at about nine million US dollars. This will come to around $2.7 million.

The FIFA largesse will increase in subsequent rounds and the NFF have agreed to give the team 40% for the second round, 50% for the quarterfinal, 60% for the semi-final and 70% per cent for the final.

Green further explained that the NFF have agreed with the players to pay $10,000 win bonus for first round games, $12,500 for victory in the round of 16, $15,000 in the quarterfinal and $20,000 for semi-final.

That will also increase to $25,000-a-man if the team wins the World Cup.

“When the Senate President,  David Mark came here to meet with us and the players, he was totally convinced at our sincerity with the players and what we have on board  as the team progresses but some people are just hell bent on ensuring that they raise issues that don’t even exist,” Green said.

“When we unveiled this before the President of the Senate who represented President Goodluck Jonathan, he was full of praise for us and promised that he will add a special bonus from the government to the players and promised further surprises if the  team goes far in the tourney.”

Coach Stephen Keshi also warned against distracting the team from their target, declaring that his players are focused on the game against Iran and will not tolerate any form of distraction.

“The players may have issues but I think they have been settled amicably, so let them allow us to play,” Keshi said.

Assistant skipper Vincent Enyeama said his teammates know what is at stake in the World Cup and will not allow personal need or greed to override national interest.

“We are ready for Iran and that is what is on our minds  at the moment, every other thing will be settled after this competition.”

  • 160 Niger Delta youths get dream education abroad

160 Niger Delta youths get dream education abroad

If the thank you song composed by the Niger Delta graduands of Kaplan International College, Lagos, is waxed into a record, it would arguably be a hit among music lovers going by the way both young and old people who attended their graduation at the Eko Hotel and Suites on Monday danced to its rhythm.

The song reflected how the students, 160 of them drawn from the oil producing communities in Niger Delta states of Rivers, Bayelsa, Ondo, Cross River, Delta, Edo, Imo and Abia felt about being selected from their deprived communities to undergo a one-year foundation programme recognised by universities in the U.S and the United Kingdom.

“We thank you very much for this opportunity.  We have learnt from the best.  What happened to us is beyond our wildest imagination,” one of their spokespersons, Philomena Abe said.  “We never imagined this could happen to us,” another of the singers said.

The programme, United States Pathway Programme (USPP) was localised for the Nigerian students by the Kaplan International Colleges, United States to enable them undergo the foundation programme in Nigeria before traveling overseas for their university education.

This week, 138 of them will be travelling to 10 universities in the U.S. to complete their degree programmes in science, management and art fields courtesy of a special scholarship from the office of the Special Adviser to President Goodluck Jonathan on Niger Delta Affairs.

The remaining 22 of them will resume at the Nottingham Trent University, UK, in June.

The graduation was the first major forum the students had to relax after what the Principal of the school, Mr Guy Doughty, described as a highly intensive eight month session to bring them up to the standard acceptable by their schools.

He said the students (initially 180), who were accepted for the USPP with their O Levels studied further mathematics, calculus, American Studies, Chemistry, Micro Economics, Business Statistics among others during the programme and came out successful.  Though 20 fell by the way side, Gary described the progression rate of 89 per cent as impressive.

“Some 180 students started the programme; 160 are progressing to the university, which is a 89 per cent progression rate.  We are so fascinated that we got 100 per cent visa acceptance.

“We started late and had to play catch up.  We had classes through March and April, sometimes up to 10 pm.  The students had all these challenges yet came out successful.  Please continue the way you have started; continue to make your families and Nigeria proud,” he said.

Given the antecedents of previous beneficiaries of the scholarship scheme said to be excelling in various countries worldwide, and the quality of tuition the 160 students would receive abroad, Senator Abdul Ningi, who chaired the occasion, appealed to the authorities of the countries to allow them return home after their studies to contribute to national development.

“You are asked to get educated so that when you come back, you are not only going to be ambassadors of the Niger Delta but of Nigeria.

“And to you Kaplan, we know that in America, wherever you see young people that are good, you call unto them.  Please do not call unto these ones.  They are all we have.  When they finish let them come back.  Train them well and we will continue to fund this programme,” he said.

Ningi also noted that the Niger Delta region is deserving of the programme, which is part of the amnesty initiative aimed at ensuring that non-militant youths in the communities that were most affected during the struggle make progress through education.

“I chaired the committee on Niger Delta crisis.  I have travelled the nooks and crannies of the Niger Delta and I have seen the pollution of their farmlands and waters.  They are farmers and fishermen and they can no longer do these.  You do not need to be a Niger Deltan to understand the collective guilt we feel,” he said.

The senator was also full of praises for the Special Adviser on Niger Delta, Mr Kingsley Kuku, who he described as passionate about the programme.  “I know without you the amnesty programme would have been politicized, bastardised,” he said.

However, he warned that the programme should seek ways to ensure that after their education, the beneficiaries are gainfully employed.

“We must find a way a way f making sure that when they come back, they get jobs.  This is the next phase of the amnesty programme so that when they come back, they won’t go to the trenches,” he said.

In his speech, Kuku said he was glad the collaboration with Kaplan to localize the USPP has been highly successful.  He said the initiative was created as a result of lessons from placing a previous set of 84 students and has saved the government a lot of money.

He charged the students to be focused on excelling in their various schools and make the President proud.

“You have done well and we are all proud of you.  I urge you all to draw inspiration from several of your compatriots in universities in the U.S.  who, though in their first and second years of studies, are already winning awards for academic excellence.  Do not let your parents and your country down. Even more important, President Goodluck Jonathan, the man who has made all this possible and expects the very best from you at all times.  Please do not let him down,” he said.

  • ‘Bureau De Change operators get over $4.2b weekly’

‘Bureau De Change operators get over $4.2b weekly’

Bureau de Change operators consume on the average, over $1billion in foreign exchange transactions per week and close to $4.2billion per month, The Nation has learnt.

The President, Association of Bureau De Change Operators of Nigeria (ABCON) Mohammed Aminu Gwadabe, said each registered BDC receives $50,000 from the Central Bank of Nigeria (CBN) every week, and in addition, procures $250,000 from the Money Deposit Banks for their regular transactions. He said there are about 3500 CBN registered BDC operators.

He said although the BDcs play a vital role in the foreign exchange market, they remain a small segment of the forex market, adding however that the BDC sector is one of the major monetary tools of the CBN to achieve the convergence of the exchange rate of the naira.

Gwadabe, who spoke yesterday in Lagos, said the issue of suspension, or revocation of 236 BDCs’ licenses was as a result of a breach of the Prudential guidelines. He explained that there was a requirement for every BDC to maintain a minimum of $20,000 deposit with the CBN, saying “unfortunately, some of our members were unable to fulfill that requirement, that was why they had their licenses revoked.”

He said about November last year, the licenses of yet another 20 BDC operators were withdrawn for failure to make returns on the utilization of funds they got. “Some of them did not send reports to account for the purchases of currencies they have utilised, and based on the Prudential guidelines, their licenses were withdrawn.” He said their offences had to do with none return rendition.

Gwadabe said, the CBN went round and by “the time they got to them, they found out they were not making returns. WE agree with the CBN that they can punish, because there are penalties and sanctions for any erring members. Whoever is given a privilege must carry responsibility. The window access of the CBN is a privilege, it’s not every Nigerian that has that privilege and once yon are given, you must be responsible by complying with the prevailing guidelines and regulations,” he said.

He explained that when the association received the news of the revocation of the licenses, it wrote a letter to the Central Bank Governor, Sanusi Lamido Sanusi, saying that the body’s intervention led to the reinstatement of the licenses of 35 members, having proved that they did not breach the prudential guidelines.
