Retired civil servants urge Senate to reject bill on National Assembly clerk appointment

A coalition of retired civil servants in Nigeria has urged Senate President Godswill Akpabio to intervene and stop a proposed bill that seeks to restrict the appointment of the Clerk to the National Assembly (CNA) to only individuals with prior service within the legislative chambers.

The Coalition of Patriots (Retired Civil Servants) condemned the bill, calling it “discriminatory, unjust, and a ticking time bomb.”

In a letter to Akpabio, the group warned that the proposed legislation would create “a chaotic and destructive precedent” within the National Assembly Service Commission (NASC) by preventing highly qualified civil servants from ascending to the top position.

They claimed that the bill violates labour laws, undermines morale among civil servants, and erodes public confidence in the fairness of the legislative process.

“This bill is an open violation of Nigerian labour laws, international best practices, and the fundamental principles of justice,” the coalition stated.

“It is an insult to the commitment and service of these individuals who were engaged under clear employment terms, only to be told that their legitimate career aspirations would now be permanently blocked through legislative fiat.”

The coalition accused lawmakers of attempting to create an exclusive class within the National Assembly, where political loyalty would take precedence over competence and experience.

They expressed fears that, if passed, the bill would turn the NASC into a structure where “loyalty to lawmakers, rather than competence, determines promotion.”

“This is a deliberate ploy to sideline highly qualified and competent officers within the National Assembly Service Commission—individuals who have dedicated their years to building institutional capacity,” the statement added.

The group further warned that the bill could “trigger an unprecedented crisis within the National Assembly Service Commission, leading to mass outcry, protest, and disillusionment among staff members.”

“The National Assembly should be seen as a model for best governance practices. If this bill is passed, it will reinforce the belief that laws are made to serve a few privileged individuals,” the coalition said.

“When workers realize that their chances of career growth have been sealed off unfairly, it breeds dissatisfaction, apathy, and a toxic work environment.”

“Public service roles must be open to all qualified candidates. Excluding NASC staff from becoming CAN is an unreasonable restriction on their rights as civil servants.”

They listed ten reasons the bill is unjust, arguing that it contradicts the NASC Act, negates the principle of meritocracy, and sets a dangerous precedent that could encourage other government agencies to adopt exclusionary policies.

They also stated that the bill erodes public confidence in the National Assembly as a fair and just institution.

“No credible legislature operates in a manner that deliberately sidelines experienced public officers in their own service commission,” the coalition noted.

“If this bill is allowed to pass, other government agencies and institutions may begin adopting similarly exclusionary policies, which would ultimately fragment Nigeria’s civil service into unjustly divided classes.”

The group urged the Senate to step down the bill immediately and instead focus on strengthening institutional capacity through merit-based promotions.

They insisted that any attempt to block career progression for NASC staff would have damaging consequences on both the commission and the National Assembly as a whole.

They called on Akpabio to use his position to ensure that fairness and transparency remain the guiding principles of the National Assembly.

The letter was signed by Comrade Bango Tsokwa Thomas, Convener; Mr. Anthony Oziani, Coalition Secretary; and Alhaji Abdulrazak Muhammad, Director of Media and Strategy.

…says his demise monumental loss to Niger Delta, Nigeria

Senate President Godswill Akpabio on Tuesday expressed sadness over the death of Pa Edwin Clark, saying the late Ijaw leader was a warrior for the Niger Delta, a fearless advocate for equity and resource control, and an unrelenting defender of the oppressed.

He described his demise as a monumental loss to the Niger Delta, Nigeria, and all who cherish unity, fairness, and national progress.

Akpabio made these remarks in a statement titled: “Pa Edwin Clark: The Passing of a Pillar, The Loss of a Nation’s Conscience” in Abuja.

“With the passing of Pa Edwin Clark, an era draws to a solemn close. Today, we do not merely mourn the departure of a man; we grieve the fading of a guiding light, a towering statesman whose voice resonated with wisdom, courage, and unshakable love for Nigeria.

“He was a life of service, a life of conviction, and above all, a life dedicated to justice,” Akpabio said.

“I am deeply saddened by the passing of Pa Edwin Clark, a renowned statesman, nationalist, and Ijaw leader. His dedication to Nigeria’s unity and development will remain evergreen in the hearts of those who knew him. As a nation, we have lost a true patriot and a champion of justice.”

He added: “At 97 years old, Pa Clark stood as a bridge between generations—his life a testament to resilience, integrity, and an unwavering belief in the promise of Nigeria.

“From his early days as a councilor to his service as a federal minister, to his revered role as a political father and advisor to President Goodluck Jonathan, he was not just a leader—he was a moral compass, reminding us all of the responsibility that comes with governance.

“He was a warrior for the Niger Delta, a fearless advocate for equity and resource control, and an unrelenting defender of the oppressed.

“He spoke truth to power, even when it was inconvenient because he understood that leadership is not about comfort—it is about duty.

“Pa Clark’s remarkable life was marked by strength and an undying commitment to the unity of this country. His voice, though now silenced, will echo in the annals of our history, urging us always toward justice, fairness, and national cohesion.

“Beyond his national impact, I remember with deep gratitude his unwavering support for me, especially when I visited to seek his blessing and endorsement in my bid for the Senate Presidency. His counsel was always rooted in wisdom, his encouragement a reflection of his deep commitment to responsible leadership.

“In a moment now filled with sorrowful reflection, I recall that just a week before his passing, I sent emissaries to check on him, never imagining that it would be the last time we would reach out to him in this world.

“I did not know that he was preparing for a greater journey, leaving behind the toils of this earth for the eternal peace of the better world beyond.

“On behalf of my family, the people of Akwa Ibom North West Senatorial District, and the entire Senate, I extend my deepest condolences to his family, PANDEF, the people and government of Delta State, and every Nigerian who knew and loved him.

“We take solace in knowing that though he has left this earthly realm, his legacy is indelible. His memory will forever stand as a beacon of hope and courage for generations yet unborn.

“Rest in perfect peace, dear father, elder statesman, and patriot.”

Akpabio kicks against service extension of NASS management staff

Senate President Godswill Akpabio has kicked against management staff of the National Assembly who often seek service extension after retirement to enable them remain in office in breach of public service rules.

He also directed the National Assembly Service Commission (NASC) to urgently get rid of such management staff from service without any further delay.

Akpabio spoke when the outgoing Chairman and members of the National Assembly Service Commission visited him in Abuja.

“Mr Chairman and members of the National Assembly Service Commission, your visit to me today, for formal notification of end of your tenure is one of mixed feelings.

“Mixed feelings in the sense that it is sad to miss a very experienced hand like you but at the same time, happy that you ended well after five years in office.

“However since you are handing over to the Secretary of the Commission, pending the time myself and the Hon  Speaker of the House of Representatives, will make recommendations for new Chairman and members, lapses observed within the last few years must be mentioned.

“One of such lapses is the reluctance on some Clerks, either to the National Assembly, Senate or House of Representatives, to exit office at expiration of their years of service and even lethargy on the part of the commission to ensure enforcement at the appropriate time against such service extension seeking bureaucrats.

“Toleration of such behaviour or acts from the sit-tight bureaucrats by NASC, brought unnecessary politics into the system with attendant factionalization of Parliamentary Staff Association of Nigeria (PASAN) and threats by some people to take the leadership of the National Assembly to ‘Berekete Radio’ otherwise called Human Rights Radio, forgetting that Nigeria has not established human rights radio.

“Politicisation of tenure or years of service  of staff of the National Assembly are due to actions and inactions of NASC which must be stopped by sticking to provisions of letters of appointments issued.

“Refusal to proceed on terminal leave by some Clerks, Secretaries or Directors are clear cases of years of service elongation, which must be enforced by NASC.

“In the light of this, amendment will be made to the  establishment Act of NASC so that its Secretary will work hand in hand with leadership of the National Assembly for more discipline and effective service delivery in the system,” he said.

The outgoing Chairman of NASC, Engr.  Ahmed Kadi Amshi, told Senate President that he and five out of the six National Commissioners of the commission, will be ending their service on the February 7, 2025, having assumed office on February 7, 2020.

He said the commissioner representing South East in the commission, will remain in office till October 14, 2026 since he was appointed on the October, 15 2021.

Akpabio emphasised that the National Assembly would consider the views of Nigerians, thoroughly review the proposals, and ensure the bills align with the aspirations of the people.

  • The trajectory of Senator Godswill Akpabio at 62

The trajectory of Senator Godswill Akpabio at 62

    • By Eseme Eyiboh

Senator Godswill Obot Akpabio’s foray into politics from his humble beginning as Commissioner in three key Ministries in Akwa Ibom state to the President of the 10th Senate of the Federal Republic of Nigeria is a narrative characterized by humility and tenacity.

Akpabio’s leadership qualities became manifest when he served for two terms, as a Governor of Akwa Ibom state between 2007 and 2015.

During his tenure, Akpabio worked assiduously to transform the social and economic landscape of the state. Within this period, Akwa Ibom state witnessed unprecedented improvement in infrastructure development, healthcare delivery, capacity building and education that earned him the name, “Uncommon Transformer”.

Some of his remarkable achievements as the Governor of Akwa Ibom state included, Free and compulsory education, Free Medical/Healthcare to children, pregnant women and the Elderly, Construction of an International Airport that has today placed Akwa Ibom on the global Aviation map, building of roads and flyovers, payment of the 13th month salary to civil servants popularly called “Akpabiomber” and the provision of civil service buses which today are still conveying civil servants from their respective local government areas to the state capital.

Other legacy projects are the Ibom Multi-Specialist hospital in Uyo, a befitting government house, a five star hotel in Ikot Ekpene and an International Stadium in the state capital, fittingly named after him as the  Godswill Akpabio International stadium.

Today, the stadium which is the only FIFA-approved stadium in Nigeria for international matches, hosts grade A matches involving the Super Eagles of Nigeria.

A few months ago, the Confederation of African Football (CAF) had directed Ghana to secure an alternative venue outside the country for the Matchday 3 and 4 ties involving the Black Stars of Ghana because the African Football Authority had declared all the stadia in Ghana not good enough to continue hosting CAF competitions.

Consequently, Ghana was already looking the way of the Godswill Akpabio International Stadium until the issue was sorted out.

Ghana had considered the Godswill Akpabio Stadium because of its topnotch facilities. Regardless of the aesthetic of the stadium and its facilities, Akwa Ibom State is a modern statement in development architecture and luxurious flora and fauna to complement the uncommon transformation legacies.

According to a one-time British Prime Minister, Benjamin Disraeli, “The legacy of heroes is the memory of a great name and the inheritance of a great example.”

Senator Godswill Akpabio’s trajectory in engraving his name in gold and leaving legacies that sprawl the sands of time comes handy.

The imposing structure of the Godswill Akpabio Stadium in Uyo serves as a testament to the visionary leadership and enduring legacy of the former governor, now President of the Senate of the Federal Republic of Nigeria. It is a testament that the Uncommon Transformer School of politics of transformation and good governance is never a ruse.

It is indeed a study in the lexicon of democracy and its derivatives. The Godswill Akpabio International Stadium, in particular, has become an iconic symbol of his legacy, showcasing the state’s capacity to foster regional cooperation and promote sports tourism.

Akpabio has also left indelible marks in the sands of time as the Minister of Niger Delta Affairs. He completed many abandoned projects, despite the challenges of Covid- 19 pandemic and scarcity of funds. Some of the iconic projects he completed were the 20-year old abandoned 13 and 8- storey buildings at NDDC Headquarters.

It is on records that Akpabio took pro-active steps to address burning issues, including underdevelopment, corruption in the NDDC through forensic audit of the Commission, Ogoni clean-up, insecurity in the region, the East-west road, Foreign Direct Investment and engagement of Public-Private Participation to complete some projects through alternative sources of revenue.

Today, Senator Akpabio is the President of the Senate of the Federal Republic of Nigeria and Executive Member of the International Parliamentary Union, deploying legislative and diplomatic enablement to help President Bola Ahmed Tinubu transform Nigeria through the Renewed Hope Agenda.

Happy Birthday to a Development Czar and Uncommon Transformer at 62.
