    Gombe police fight gender violence

The Gombe State police command is leading the campaign against gender-based violence, urging people in criminal justice administration to be guided by their conscience and ensure victims get justice.

The command said the application of relevant laws to protect the vulnerable group has been hampered by weakened legal institutions, including inadequate skilled officers to vigorously take cases to a logical conclusion.

The State Commissioner of Police, Mr. Austin Iwar spoke in Gombe while declaring open a one-day workshop on ‘Human rights and gender-based violence’ organised by the command for police officers in the state.

He said the interactive session was meant to “equip and empower officers to have basic skills in managing issues that have to do with gender-based violence because victims mostly lack the capacity to defend themselves, react ot fight for their rights.”

He said, “It is despicable, it is disheartening that young kids as young as seven, four years and even less are defiled by grown-up men that are old enough to be their fathers, grandfathers or great grandfathers, hence we are working round the clock to see that we confront the situation.

“This workshop is part of what we are doing to confront the situation and make sure that we reduce this social problem to a manageable level and possibly even eliminate it from our system.

“Part of confronting the situation will involve working with stakeholders because these are crimes that are confined.

“Eventually it will require a lot of education and awareness creating for parents, especially and other stakeholders alike. But we have to start from ourselves.

“Therefore, there will be series of workshops that will be conducted with the efforts of cascading the message down the rank and file.”

The CP nevertheless called on officers involved in the administration of justice to be guided by their consciences in ensuring that victims get suspects treated fairly.

The resource person, Barbara Maigari described the event as a knowledge-sharing section would promote human rights, adherence to human rights standards, respect for gender matters and will also try to see how gender-based violence could be prevented.

Years of epileptic electricity may be nearing an end as four northern states get pre-paid meters and transformers, reports YUSUFU AMINU IDEGU

Like everywhere else in the country, constant electricity supply has been hard to achieve for decades in Plateau, Benue, Bauchi and Gombe states, leaving residents with sighs and gasps. Now, that seems about to end. In Jos, the Plateau State capital and headquarters of the zone, no fewer than 130,000 pre-paid meters and 400 transformers were displayed for immediate distribution to the states. There were other electrical appliances there to boost power in the zone.

It was the launch of electricity  facilities supplied by the Jos Electricity Development Company (JED), an independent power firm. It was an event which raised hopes of improved power supply across the states.

The meters came in single and three phases.

The Minister for Housing, Works and Power, Babatunde Fashola was represented at the event by a senior staff of the ministry, Mr. Bako Muhammed.

It was an opportunity for the minister to prove to Nigerians that the privatisation of the power sector was the best option for the country and that the investors who took over the sector in all the zones are determined to do business by making sure electricity gets to every home in every village across the country.

The minister appealed to Nigerians to exercise a little patience over the recent shortfall in power supply as the current administration intensify efforts to proffer genuine and permanent solution to the challenges.

The minister said, “Government appreciates the challenges Nigerians are facing as a result of the shortfall in electricity supply in the country, government also shares the pains associated with insufficient electricity in the country. However, government is appealing to all Nigerians to remain patient and give government a little time because government is coming up with genuine and permanent solutions to the energy crisis.

“The ongoing reforms in the energy sector is a genuine one that will bring about constant electricity supply to every homes in this country, but a little more patience from all Nigerians is all government needed to concentrate on plans to bring about the lasting solution.”

The minister called on all the investors in the power sector to be committed and transparent in implementing their own part of agreements for the benefit of electricity consumers in the country. The call has become necessary because Nigerians expect nothing less than quality service from the electricity distributing companies all over the country.

In a welcome address, Managing Director and Cheif Executive of the Jos Electricity Distribution Company (JED) Muhammed Gidado Modibo said, “the company is injecting N50 billion into the power sector to ensure consumers in the Jos zone enjoy excellent services of the company.

Gidado said, “The official flagging off of the distribution of 130,000 pre-paid meter and 400 transformers to consumers is a demonstration of our commitment to provide efficient electricity distribution service to people of the zone. This is also a guarantee to our consumers in the zone that in the next few months power supply will change for the better, there will be improvement in electricity supply to every homes within the zone” said Gidado

He said, “We took over electricity distribution in the zone with a commitment to revamp the company and improve the quality of service within its franchise area of Plateau, Bauchi, Benue and Gombe states.

“We planned to install 180,000 meters by the end of 2016, already we have taken delivery of 13,000 of those meters and we have commence distributions and installations for our co stompers.

“JED will also make it easy for our customers to pay their bills by implementing the online vending systems for all pre-paid meter to ease the hassle of going to our cash office to pay their bills.

In a remark, Plateau State governor, Simon Lalong expressed appreciation to the company and called on private investors to take advantage of the improve power supply in the zone to invest in the state. He said, “It is power supply that drive economic fortunes of any society and now that JED has taken giant step to guarantee steady power supply, I’m expecting investors to start trooping to Plateau state for investment.

Lalong who urge communities to take responsibility of protecting electricity facilities in their environment against vandalism by criminals applauded the federal government for providing the regulatory framework to stabilize business of the energy sector.

Former Head of Civil Service of the Federation, Alhaji Yayali Ahmed who chairs the company’s board of directors was also at the event to ensure it works according to plan.

NCCE shuts illegal college of education in Gombe

The National Commission for Colleges of Education (NCCE) has shut down Lakwanjang College of Education and Entrepreneurship, Kaltungo, Gombe State.

The NCCE said that the college had been operating illegally in the State for over two years.

The Executive Secretary of the Commission, Professor Monday Joshua, who led a crack team from the NCCE Headquarters, Abuja to raid the institution, said the college was operating from a ramshackle primary school in the State.

According to him, information got to the management of the commission that an institution in Kaltungo, was running Nigeria Certificate in Education (NCE) illegally.

Prof. Joshua said that the institution had advertised for and admitted unsuspecting students for two academic sessions without any involvement of the Joint Admissions and Matriculation Board (JAMB).

He warned the students of the college that any certificates obtained from the illegal programmes would not be recognized in Nigeria.

According to a statement on Thursday in Abuja endorsed by the commission’s Public Relations Officer, Mallam Garba Sulieman, said that the team from NCCE to close down the illegal college of education was surprised to learn from the students that the college conducted classes only in the evenings in the premises of a primary school at the Nasarawa area of Kaltungo town.

The college had claimed through an advertisement that it offered NCE programmes in Primary Education Studies, Biology, Islamic Religion studies, Christian Religion Studies, Hausa Language, Mathematics, Computer studies, Business Education, Economics, Social Studies, Arabic Medium and NCE in English.

The statement said that the NCCE boss on discovering the existence of the college ordered its immediate shutdown for alleged breach of the laws for the establishment of Colleges of Education in Nigeria as contained in the Act establishing the Commission.

The management of the commission, according to the statement, has commenced necessary action to prosecute the promoters of the illegal institution.

The Statement said: “The attention of NCCE had earlier been drawn to unconfirmed information that an institution existed in Kaltungo, illegally running NCE programme.

“The management of NCCE consequently put up a team to investigate the institution based on the information obtained.

“On Friday, 22nd January, 2016, the team from NCCE led by the Executive Secretary of the Commission, including Heads of Academic programmes Department and other senior staff of the Commission, visited the College on facts finding.

“The College has operated illegally, purportedly training NCE teachers for the past two academic sessions, without recourse to the extant laws that should cover its establishment and operation.

“The said Lakwanjang College of Education and Entrepreneurship, Kaltungo, is hereby closed down with immediate effect. The students and parents of the said College and the general public are to note that the NCE programmes purportedly run in the College have never been accredited and the College had never obtained approval to run the programmes.

“Any certificates that will arise from such illegal programmes will not be recognized in Nigeria. This action is taken based on the mandate of NCCE, and also to save teacher education in Nigeria from further ridicule.”

  • The poor get helping hand in Gombe

The poor get helping hand in Gombe

Concerned about the alarming number of widows and orphans as well as other less-privileged people in the society, the Women Fellowship International of the Evangelical Church Winning All (ECWA) launched an endowment fund to empower the less-privileged persons, especially widows and orphans. Vincent Ohonbamu reports

The number of widows keeps increasing. Orphans and other less-privileged people in the society are not faring better either. This situation is enough to make some well-meaning Nigerians lose sleep.

In this regard, the Women Fellowship International of the Evangelical Church Winning All (ECWA) has launched an endowment fund to empower the less-privileged persons, especially widows and orphans.

President of the Women Fellowship of ECWA, Mrs. Florence Dada said during the launch at ECWA Theological Seminary School, Kufai in Billiri Local Government Area of Gombe State that the initiative was borne out of their concern for widows and other women who are less-privileged within the Women Fellowship and the desire to contribute towards improving their well-being.

She expressed optimism that the fund would go a long way in impacting positively on the lives of the women and other beneficiaries.

She said some of the beneficiaries would be taught some skills after which they would be established with the basic items or tools of the skill they learnt to enhance their trade while those who need capital outlay to start or improve their businesses would be given some cash as part of the efforts to ensure that beneficiaries’ lives were improved upon.

“The need for empowerment and skills development of members of the fellowship cannot be over-emphasised. This is needed now more than ever before due to the alarming number of widows with corresponding number of orphans and the less-privileged in our churches and society nowadays.

“This is in tune with the saying that ‘better teach a person how to fish rather than give him fish always. It is in this regard that a committee went out to mobilise and garner support from public-spirited individuals to help in raising funds for this objective and to have adequate money to assist the needy ones,” she said.

Continuing, the leader said: “This year’s International Women Conference which brought together over 10,000 women from within and outside Nigeria was equally designed to equip women with lessons from the Bible on how to take up and live up their responsibilities of moulding the society, starting from their various homes.

“We have a responsibility to God because as leaders, we are supposed to lead our women in the way of the Lord.

“We are supposed to teach them the right way because many of them are like trusts; they have been given to us as trust by God.

“And whatever the type of life they live, we have a role to play in order to ensure that they live Godly lives, have Godly homes and bring up their children in the fear of the Lord Almighty.”

Mrs Dada said the theme of the convention which was “For I am Persuaded…” was extracted from Romans 8:38 was aptly chosen because persuasion is what every woman needs to pull through difficult times–economic hardship, poverty, insecurity and all forms of difficulty.

She said the choice of the Northeast as the venue of the event was to enable those of them from other parts of the world experience the atmosphere and then pray harder for the restoration of peace and an end to the security challenges bedevilling the sub-region and the country.

Contributing, the ECWA President, Reverend Jeremiah Gado said: “Coming to the Northeast is to glorify God for His guidance and protection and also to honour the women who defy the menace of insurgency to honour activities outside their domain.

“I urge you to continue caring for the widows and orphans in your midst. Strive to be role models to your children and wards whom God has graciously put under your care.

“Be patient with your husbands and with one another. Be encouragers of your pastors and other ministers. Intensify your prayers for us all and the country as well.”

In his contribution, the Director, ECWA Christian Education Department, Reverend Jen Tivkaa Moses said the meeting was designed, among others things, “to sharpen women for effective ministry and higher productivity in their roles as wives, mothers and role models in the society.”

He, therefore, urged women not to allow themselves to be distracted in any form due to lack of adequate planning but focus on the purpose for which the programme was organised.

Gombe State Governor, Hassan Dankwambo, who was represented by his deputy, Dr. Charles Iliya described the conference as historic, saying the most important role to be played by women is prayers for peace, unity and development of the country.

He said his administration was conscious of its task of protecting lives and property of which the woman is part of and that it would continue to do its best to ensure that people enjoy their stay in Gombe.   There were goodwill messages from wives of Deputy Governors of Gombe and Kaduna states and prominent traditional rulers in Northern Nigeria, including the Emirs of Kano and Bauchi which were delivered by the traditional ruler of Billiri, the Mai Tangle, Mr. Abdu Buba Maisheru, Chairman of Christian Traditional rulers in Northern Nigeria.

  • Gombe: APC trudges on against Dankwambo

Gombe: APC trudges on against Dankwambo

In spite of last week’s nullificaton of its petition against Governor Ibrahim Dankwambo by the Gombe State Election Tribunal, Dare Odufowokan, Assistant Editor, reports that the Gombe State chapter of the All Progressives Congress (APC) is unrelenting in its quest to oust the Governor from Goovernment House.

It is no longer news that the Gombe State Tribunal charged with reviewing the election petition of Alhaji Inuwa Yahaya, the All Progressives Congress (APC) candidate in the last gubernatorial election, has ruled in favor of the incumbent governor of the state, Alhaji Ibrahim Dankwambo, but it appears it is not yet Uhuru for the ruling Peoples Democratic Party (PDP) in the northeastern state.

Findings by The Nation in the state revealed that the opposition party and its candidate are still very determined to ensure the ouster of the Governor from Government House using the instrumentality of the judiciary. Consequently, fresh legal battles loom at the Appeal Court, according to sources within the APC.

Observers of the politics of the state are of the opinion that the worst is not over yet for Dankwambo and his party. According to one of our sources, the dispute over the last governorship election cannot be trivialized because a good look at the claims of both sides will tell you that there are issues with the election.

“For anybody to say the worst is now over for the Governor and the ruling party is to commit fallacy. The tribunal may have nullified the case of the APC but until the Appeal Court rules on this matter or the APC decides not to go on appeal, nobody can say what will happen next,” our source said.

The Nation also learnt from a reliable party source that the APC and its candidate are already making plans to storm the Appeal Court in continuation of their claims that Dankwambo was wrongly declared the winner of the last governorship election.

According to a member of the State executive committee of the party in the state, “the APC’s governorship candidate in the last governorship election, Inuwa Yahaya, recently expressed his resolve to seek redress at the Court of Appeal, following the victory of Gov. Dankwambo at the election tribunal.

You will recall that Yahaya, in conjunction with our party, had petitioned the tribunal to challenge the result of the April 2015 governorship election in the state, but his petition was recently dismissed through the tribunal’s verdict, while Dankwambo’s victory was upheld.

But, in a stoic display of his readiness to go all the way in search of victory, hour Governorship candidate has maintained that regardless of the tribunal’s judgment, which revalidated PDP’s victory, his faith in the sanctity and integrity of the judiciary remains unshaken. He would therefore proceed to the Court of Appeal.

So, I can tell you confidently that we are not giving up in our struggle to free Gombe state from bad governance. We are proceeding to the Court of Appeal and we have total faith in the higher court to dispense justice in the matter. Though we are not pleased with the earlier judgement, we have taken it in good faith since other avenues of seeking redress are open and being explored.

As a party, we hold the judiciary in high esteem and trust in its ability to dispense justice. And on many occasions, our candidate has expressly stated his abiding faith in the Nigerian judiciary to do justice at all time without fear or favour and the pronouncement of the tribunal though against him, has not shaken that belief, and would not, even if there were no higher courts to review the tribunal’s judgement,” our source said.

Speaking on the role of the Independent National Electoral Commission (INEC) in its nullified case at the Tribunal, the APC accused the commission of conspiring with the PDP to sabotage its case. The APC state secretary, Alhaji Sallau Manu Pindiga, lamented that INEC, which according to him, should to be fair to both sides, cried more than the bereaved in the matter.

“The activities of INEC in the matter was that of someone crying more than the bereaved. We cannot say with all seriousness that we are pleased with their role in this matter. It is for this reason and many others that we are prepared to exploit other avenues to seek justice,” he said.

He urged members of the party in the state to remain calm, noting that “layers of appeal are still available unto us, which we are currently exploring.”

Aside from nullifying the case against the Governor, the tribunal, presided over by Justice Suraj, charged Mr. Yahaya for “deliberately attempting to defame” the integrity of the tribunal, as a result the APC gubernatorial aspirant was charged the sum of N3500.

The tribunal then threw out the petition brought against the Governor by Yahaya and the APC for lack of merit. Yahaya’s counsel, Niyi Idowu, while submitting his client’s petition to the Election Petition Tribunal in Gombe.

Speaking to newsmen shortly after the submission of the petition, Yahaya said his decision to go to the tribunal, had argued that “APC won the election but was denied victory by some elements.”

Sounding very optimistic back then, Idowu had said, “we brought the case to the tribunal to reclaim the mandate given to us by the people of the state. The submission of the petition was in fulfillment of the requirements of the law and the electoral process, which granted aggrieved parties, the right to present their grievances rather than taking the laws into their hands. It is a pointer; it is also a direction to the followers that you can only achieve success by going through the due process. This is what Alhaji Inuwa Yahaya has just done; the battle has just started.”

Yahaya and his party APC  have asserted before the tribunal that the Governorship Election of the 11th day of April 2015 in Gombe State conducted by INEC was marred by corrupt practices, fraud and outright rigging.

They also averred that the votes “allegedly credited to Governor Dankwambo and the Peoples Democratic Party(PDP) in the polling units and wards of Gombe State were invalid on the ground of corrupt practices, fraud, multiple voting, ballot snatching, ballot stuffing and outright rigging.

The candidate and its party equally said  that  the Governorship Election in Gombe State suffered from non-compliance with the Electoral Act 2010 as amended and also averred that  Dankwambo and PDP were not duly elected and did not score the lawful majority votes cast at the April 11 Governorship election in Gombe State.APC  argued that Dankwambo ought not  to have been declared winner  of the poll.

Equally, the Also, the APC and its governorship candidate maintained in the petition that some results from 11 Local Government Areas in the state were either inconclusive or marred with  malpractices.

Hence The APC  as well as its candidate  sought “An order declaring him and the APC as the winner of the Governorship Election of 11th April 2015 in Gombe State having scored the highest number of lawful votes of the total cast in the said election.

“An order compelling the 3rd Respondent (the Independent National Electoral Commission) to withdraw from Governor Ibrahim Dankwambo and the Peoples Democratic Party (PDP) the Certificate of Return as the validly elected Governor of Gombe State in the Governorship Election held on 11th April 2015.

“An order compelling INEC to present to APC Governorship candidate, Alh. Mohammed Inuwa Yahaya as the validly elected Governor of Gombe State in the Governorship Election held on 11th April 2015.”

Alternatively APC  as well as its candidate pleaded for an “order nullifying the entire governorship election conducted in Gombe State on 11th April 2015 on the grounds of corrupt practices or non-compliance with the Electoral Act 2010.”

Speaking to newsmen shortly after the submission of the petition, Yahaya had explained that his decision to go to the tribunal is to seek for justice.

“APC won the election but was denied victory by some elements. We brought the case to the tribunal to reclaim the mandate given to us by the people of the state,” he said.

At a point during the hearing of the petition by the tribunal, following information that the  gate of the Government House in Gombe State was  shut  against a court bailiff, Mohammed Dawaki who had gone to serve tribunal processes  on Dankwambo, the Tribunal ordered service by substituted means of  the court summons  on the Governor.

    “In a matter of motion ex-parte seeking for: an order granting leave to the petitioners/ applicants to serve the 1st Respondent (Governor Ibrahim Dankwambo by substituted means to wit: by delivering the originating process i.e. petition, witness written disposition, list of witnesses, list of documents and all front-loaded process meant for the 1st Respondent (Dankwambo) in the suit to the Peoples Democratic Party state secretariat, Gombe State;

However, in spite of the spirited effort of the opposition party to get the Tribunal to unseat Dankwambo, the Governor’s election was upheld during the week. But the APC in Gombe State is still optimistic that the strength of the evidence assembled for the prosecution of the case is enough for the party to be hopeful.

Speaking with journalists in Gombe, the Secretary of the party, Alhaji Sallau Manu Pindiga, urged supporters to remain confident and steadfast in their quest for justice. He said the party was equally confident that justice would be done to its case in view of the strength of their evidences.

“We have more than enough documents to prove our case that massive election rigging, ranging from ballot box snatching, ballot box stuffing and other electoral malpractices,” said the party stalwart.

  • Gombe governorship contest not over —APC

The All Progressive Congress (APC) has asserted that its challenge of Governor Ibrahim Hassan Dankwambo victory at the April 11, 2015 governorship polls is far from over despite Wednesday’s judgment, which upheld the victory.

Counsel to the party and its candidate at the tribunal, Abdulganiyu Mohammed Bello, gave the indication briefly after the judgment.

He said: “To my client and his supporters, I am asking them to take it easy. This is the first step, and like we said, we are going to examine the judgment and see the next step to take. It’s a contest and there is no problem.”

He commended the judges for a well thought out judgment.

Speaker of Gombe State House of Assembly, Alhaji Abubakar Nasiru Nono, called on the people of the state to respect the rule of law and the judgment.

He said the final judgment underscored the credibility of the judiciary in Nigeria and also showed that the votes of the masses truly count.

The Speaker expressed satisfaction with the conclusion of the case. “God has through it established the truth of the matter,” he said. “And the truth is on our side, we are the party that Gombe people truly voted for and God has now established that.

“This implies that we are respecting the rule of law, which is a step forward for democracy. We are happy that the votes of our electorates are being highly protected. So we are proud of the judiciary.

“So, let me use this opportunity to congratulate the Executive Governor of Gombe state, Alhaji, Dr. Ibrahim Hassan Dankwambo, PDP supporters and the people of Gombe generally. My call to the entire people of Gombe state is to respect this rule of Law and respect this judgment.”
