Pay your N250m contribution, BoI urges Gombe

The Bank of Industry (BOI) has called on Gombe Sate government to urgently release its outstanding counterpart contribution of N250 million to the matching fund to enable it facilitate job creation in the state through funding of loan under the matching fund scheme.

The Managing Director/CEO of the Bank, Rasheed Olaoluwa spoke in Gombe during the commissioning of the Bank’s branch in the state capital yesterday.

He said the sum of N903.4 million was approved as loan for 171 projects; but only 55% of the approved loan amount could be funded under the Matching Fund Scheme because available matching fund was N500 million.

He said: “Notwithstanding, BOI had disbursed N110 million to 16 enterprises in the state from its own resources” all of which had culminated in the creation of “1,277 direct and 623 indirect jobs, totalling 1,900 jobs created”.

Gombe state government had in 2011 signed a N1 billion entrepreneurship development partnership with BOI in which both parties contributed N250 million each to create a pool of N500 million which was distributed as loans to prospective entrepreneurs in the state.

Governor Ibrahim Hassan Dankwambo on his part promised that the second tranche of N250 million would be made available to BOI “when government’s finances improve.”

He said achievements obtained through the entrepreneurship development scheme include: “171 cooperative societies benefiting from the programme, creation of 1,190 direct jobs, creation of 562 indirect jobs and establishment of 171 enterprises in 24 product lines in agriculture and minerals sectors”.

A hippopotamus that has terrorized residents around Dadin-Kowa dam and environs in Yamaltu-Deba local government of Gombe state for the past two years has been killed by men of the 301 Artillery Regiment, Gombe.
Head of Forestry Yamaltu/Deba Local Government Council, Malam Ismail Umar who confirmed the killing of the animal added that the wild beast had constituted a major threat to the lives of fishermen and farmers as well as destroying their equipments and farm lands for the past two and the half years.
“We discovered it since the last two and half years, but unfortunately it has become very notorious and hazardous to people, farmers and fishermen.
“The people wrote to the local government council authorities complaining about the damages it was causing them, and we forwarded to the ministry, seeking the approval of the Governor.
“We received the approval last week, and we decided to go hunting for it, which we took over a week before we finally got it Wednesday night.
“We were lucky to trap it outside; we used military men to shoot it with the help of the local hunters.
“We shot it yesterday night around 10:30 pm when it came out to eat grasses, and today we butchered it in to pieces.
He said there were about 100 of them in the water, “but the one that was killed decided to cross to the lower side of the dam”.

Governorship tribunal: Gombe APC accuses INEC of conniving with PDP

Gombe State chapter of the All Progressives Congress (APC) has accused the Independent National Electoral Commission (INEC) in the state of conniving with the ruling PDP to sabotage its efforts at the tribunal.

Challenging the re-election of  Alhaji Ibrahim Hassan Dankwabo  as governor in the last governorship election, the APC, through its lawyers  demanded that the ballot papers used for the election be recounted.  The request was however not granted as the tribunal set aside the petitioner’s prayers.

Citing two authorities to buttress his ruling, the tribunal chairman held that no matter how eloquently rendered the written address of the petitioner was, it cannot take the place of evidence.

Speaking, counsel to the first respondent, Isiyaku Ibrahim (SAN), said: “We had cause to apply to the tribunal to set aside an earlier order of recount which was obtained experte.

They were the only ones that moved the motion and the tribunal granted them without hearing us. But  when we brought a motion for that order to be  set aside, the tribunal agreed with us that we must be heard before such an order could be made.

“After that,  they brought an application to say  that they wanted us to be heard so that the tribunal would grant the order for a re-count but we said no. The tribunal cannot give an order on documents that are not before it because the documents are supposed to be tendered before the tribunal can give an order for a re-count.”

Counsel to the petitioner, Mr Niyi Akintola (SAN) expressed hope that the results they are presently tendering would open up some revelation, believing in the ability of the tribunal to deliver justice in the matter.

He regretted that after paying over N11 million to INEC for the release of all the documents needed for the verification of claims, the office of commissions Head of Operations claimed it  was not authorised to produce them.

Speaking to newsmen in Gombe, the party’s secretary, Alhaji Sallau Manu Pindiga, lamented that INEC, which  according to him, should  to be fair to both sides, was crying more than the bereaved.

•Counsel explains slow presentation of witnesses

Supporters of the governorship candidate of the All Progressives Congress (APC) in Gombe State, Yahaya Inuwa, have expressed hope that the evidence before the election petition tribunal has rekindled their hope.

As the hearing began yesterday, the court heard the witnesses presented by the APC.

Addressing reporters in Gombe, the party’s Secretary, Alhaji Sallau Manu Pindiga, urged supporters to remain confident and steadfast in their quest for justice.

He said the party was confident that justice would be done.

Pindiga said even after the declaration of the result of the April election, the party’s supporters were not demoralised, as they had a strong case to reclaim victory.

Said he: “We have more than enough documents to prove our case that massive election rigging ranging from ballot box snatching to ballot box stuffing and others occurred during the election.”

Dismissing the activities of a faction in the party,  Pindiga said the activities of fifth columnists in their midst would not vitiate the validity of their case.

He added: “The Peoples Democratic Party (PDP) leadership in Gombe and some disgruntled elements in the state APC are attempting to sabotage our efforts. We know they won’t succeed.”

Counsel to the APC governorship candidate Mr. Ayoola Ajayi explained reasons for his intermittent presentation of witnesses.

    He said it was tactical.

Responding to reporters’ questions after the sitting, Ajayi allayed the fears expressed over the ponderous pace of the presentation, saying the legal tactics were deliberate.

“We are taking the witness the way we feel will be good for our case. We are bringing them gradually. Maybe tomorrow we will bring some more and we will continue that way. It’s just to take care of the circumstance.

“I told you the other time that we are just starting. Very soon we will take off. You know it’s an election that involves many wards, polling units and the rest of them. You don’t just rush in things like that.”

According to him, the forensic examination of materials as ordered by the tribunal was still being carried out in some areas.

Ajayi said they would do their best to meet up with calling the witnesses lined up for the case within the time frame set for them to pursue the case.

  • Gombe responds to Boko Haram

    Gombe responds to Boko Haram

After insurgents developed a taste for open and poorly secured parks, detonating four bombs and killing scores at two such facilities in one day, the Gombe State government has started building large, better monitored parks. VINCENT OHONBAMU reports

Sulking over the last chilling attacks will not help. On Sallah’s eve, just under two weeks ago, a bomber killed 50 people and injured about 71 others at the Gombe Main Market. Six days earlier, four explosives, a pair in each of two parks, claimed another 36, injuring some 105. It was a horrible time for Gombe State.

Yet, Governor Ibrahim Dankwambo will not have his people brood endlessly over the tragedies. He took action to make it more difficult for bloodthirsty elements who continue to cause the nation much grief through such attacks on soft targets. Dankwambo is building spacious parks with sufficient monitoring gadgets.

That and some other spin-offs inspired the establishment of Gombe Mega Motor Park and Trailers Parking Bay, Governor Dankwambo said.

The governor spoke at the site of the Trailers’ Parking Bay after inspecting both sites in Gombe, the state capital.

He said, “From what we have seen in the last couple of weeks, these [bomb blasts] would have been minimised if we had one central place where people are monitored by cameras and their movements in and out regulated.

“We are guaranteed that this [Mega Motor Park] is going to be the only place where all security measures and devices can be installed for the security of lives and property.

“Secondly, it will help to generate revenue; thirdly there are related activities: lock-up shops, there is a small hotel where you can rest for the night if you return late and can’t go home. That dignity in human being is what we are looking for.

“These and other ancillary activities will enhance the socio-economic welfare of our people through increased commercial activities, thereby increasing the per capita income of the state.”

Dankwambo said the Trailers’ Parking Bay was informed by the need to curtail the loss of lives and property through accidents caused by articulated vehicles.

Speaking further, he said, “One of the reasons is to ensure that as much as possible, trailers, tankers, the larger vehicles don’t go into Gombe. They will park here. And if they are loading from the NNPC Depot or the grains market, they proceed from here and move in an organised way that can be controlled.

“Secondly, if you go into town, you will see a lot of heavy-duty vehicles parked indiscriminately. By that we are losing revenue and so many benefits. And the roads too are overstressed and sometimes we see indiscriminate parking on both lanes.

“But with this kind of thing, to a larger extent, revenue can be generated; employment can be generated here too and security of the vehicles will also be guaranteed”.

He said various relevant unions would equally be better organised in their monitoring of the people who go in and out of the town for security purposes.

Yaya Bappayo, Permanent Secretary, Gombe State Ministry of Works who conducted the governor round the projects, said the project cost N3.2bn with 28 months completion period starting from January 2013.

He said when completed, the Mega Motor Park would provide employment for teeming youths of the state, enhance internal revenue generation, and improve state security delivery, and would, above all, harmonise, sanitise and modernise all the mini motor parks scattered across Gombe metropolis.

Ancillary facilities at the parks include a terminal building, four taxi lines, three retail shops, two mini-bus lines, luxury bus lines, two modern mechanic workshops, standard clinic, fire service station, comprehensive police station, two juma’at mosque, three public toilet and bathrooms, a standard 38-room hotel and two administrative union offices

Nevertheless, the need to reschedule the completion period; need for proper organisation of site, need for additional skilled labour and additional workforce and the need to start work on trailers, trucks and lorries’ section as well as general external works questions the scheduled completion period.

It also questions Governor Dankwambo’s resolve and assurance to finish Mega Motor Park project this year.

Work at the Parking Bay has attained 80% completion and while that of the Mega Motor Park is still at a mere 38% completion despite that government has paid 52% of the total contract sum to the contractors.

The Nation reports that government intends to operate both projects for a while and later handover to the private sector for proper management as part of the strategy to reduce the government expenditure, maximize as much revenue as possible and recoup the resources invested on them for further investments.
