Gombe: Why Dankwambo holds the ace—Mansur Lawal

    ‘PDP won Gombe LG elections’

Contrary to the claim by the main opposition parties in Gombe State that the growing popularity of Governor Ibrahim Dankwambo among the people of the state has been blown out of proportion, the Senior Special Assistant, Media Affairs to the Governor, Alhaji Mansur Lawal, has disclosed that Dankwambo’s influence is the manifestation of the hard work and commitment he has brought into governance in the last two years.

Describing Dankwambo as an unrepentant stickler for due process, transparency and effective management of resources, the Secretary of the Peoples Democratic Party in the state, Alhaji Buba Shanu, said Dankwambo’s professional competence is a principal factor that drives him to achieve, noting that though he is yet to declare his intention to run for a second term despite the huge support and calls by prominent citizens from the state that he should run in 2015.

Debunking claims that the governor was high-handed in the way he handled the local government elections in the state, Shanu said the so-called leaders of the opposition parties were merely finding faults where there was none..

Specifically speaking on the election, Shanu, said: “Where was that coming from? The question you should ask is: Did the opposition parties campaign for the election in the first place. For the avoidance of doubt, it is on record thatthe opposition contested only the two out of the eleven local government areas, Gombe and Kwami.

“In spite of his popularity, Governor Dankwambo did not take chances. He went round the whole local government areas canvassing votes for the party’s candidates and it was not surprising that the party won. Even the opposition acknowledged that the election was free, fair and credible. Now, they are singing a new tune because of the merger talks between some parties. Because of his performance, nine local government areas did not field candidates and PDP candidates were returned unopposed. Even after the election, there was no formal petition from any quarters and no court case was instituted by anybody.

“One thing I can assure you is that Gombe is a place where differing views are allowed to flow. The opposition is always assured of a level-playing field and they should be free to participate in politics without necessarily dragging the name of the governor into this.”

Speaking on Dankwambo’s achievements, Mansur said: “Roads are the United Nations’ requirement for indices of reaching out to development even if you want to provide health services to a community, the community needs to be accessed; if you want to provide education, erect a school or establish any school related infrastructure, that community must be accessed even if they have to use bicycles or motorcycles at least they need what you can call a track to reach the target area.

“If you are talking about agricultural operations, if you have your farm located way into the bushes you need to open up access for these farmers to take in inputs for the development of their farmlands and you need access roads for them to bring out their produce to the markets. If you want to convey services of any type you need corridors, and for maintenance purpose, even if you are tracking through the bush, NNPC pipelines that traversed all the nooks and crannies of Nigeria, you need tracks for maintenance and so on. It is still another form of road.

“We are talking about providing corridors and opening access. It can be an earth road, it can be a bush track. We only develop the asphalt type of conventional roads to make them durable, accessible, maintainable and reliable. With specific reference to Gombe, I must tell you that we realise that Gombe needed to be interlinked with our various communities and settlements from where we take produce. Our people here are mostly agrarian in nature. Greater majority also are traders who need access to markets. Some of the roads the governor has ordered to be developed, based on the report of our 11 sector based committees, are mainly to open up our vast agricultural potential areas so that activities can be enhanced.

“With Governor Dankwambo’s vision on revenue generation, we are opening them up to access markets from which we get people coming from neighbouring states and as far as from neighbouring countries who come to trade in our several international markets. Our Governor believes strongly that if we can improve on this, we will have saved Gombe not less than 40 to 50 per cent of its revenue base.”

“Gombe is at the threshold of a kind of renewal of efforts and commitment. The governor is a thoroughbred professional. When he came in, what he did was to take stock of where we were yesterday, where we are today and where we would like to be in the future. And that is why all the ministries have been very active in meeting targets set by the governor.”

“In Gombe town alone, apart from other local government areas, over 60 townships roads have been completed. And some are still under construction. In the area of education, over 35 primary and post primary institutions were reconstructed, provided with state of the art equipment to facilitate teaching and learning. Over 2000 professional teachers were employed in the state by the governor to boost learning. There is the establishment of College of Education, Biliri, State Polytechnic in Bajoga and School of Nursing and Midwifery in Dukku, to mention just a few. Scholarships have been enhanced for the students from the states studying in different institutions of learning across the country.

“The state government also went into collaboration with the University of Maiduguri where over 2000 students from the state are reciveing remedial classes.

“The governor is popularly known to have rehabilitated youths who were previously into political thuggery and all forms of vices. Today, these youths have been trained in the areas of road marshals, health assistants in their wards and members of security committees in their wards.

“In the area of commerce, the governor went into collaborations with the Bank of Industry where N3 billion was made available as loans to traders and local manufacturers to boost their businesses. Similar achievements were also recorded in the areas of health, agriculture, water supply and several other areas which made it possible for the people to appreciate the change that has been brought to the state by the governor. These are the things that have set him apart from the rest. How, therefore, can anyone imply that such a person will be out to rig election when his people are solidly behind him? Let the opposition play politics with decency and that is if there is any opposition in the first place.”

  • BoI, Gombe N3b entrepreneurship scheme enters phase two

The Bank of Industry (BoI) and the Gombe State Government have begun the second phase of the N3 billion Gombe State Government/Bol Entrepreneurship Development Scheme.

Speaking during the kick off of the scheme, the Managing Director of BoI, Ms Evelyn Oputu, said transparency and transformative strategy should be deployed in the disbursement of the loan.

She praised the strict professionalism deployed by officials and the 13-man Loan Monitoring Committee in ensuring that the loans are repaid a promptly, adding that this has made the state to carve a niche for itself in fund management.

Ms. Oputu while pledging the support of the bank to ensuring that the newly established industrial cluster gains access to renewable energy through the support of the United Nations Development Programme (UNDP), called on the Dankwambo to consider the provision of land for cotton production, saying the Bank was in talks with investors from Madagascar and Malaysia who are willing to come because the state is rich in cotton production.

She said in line with the objective of the government to encourage the exploitation of the state’s natural resource endowment, 80 per cent of the approved loan has been committed to agribusiness, with the balance reserved for construction and asquisition of chemical products

Governor Ibrahim Hassan Dankwambo said his administration, two years ago, took the step by signing a Memorandum of Understanding (MoU) with BoI to reposition the economic fortunes of the State.

He said the move entails the creation of a “Matching Fund” of N1 billion through a joint contribution of N500 million each by the state government and BoI to Small and Medium enterprises (SMEs) engaged in value addition activities in fertiliser blending, groundnut oil processing, rice, poultry feeds, fish feeds and tomato processing.

  • Scramble for grassroots power in Gombe

Scramble for grassroots power in Gombe

Local government elections will hold in Gombe State on Saturday. Vincent Ohonbamu examines the strengths and weaknesses of the parties.

The people of Gombe State will troop out on Saturday to elect new councillors and chairmen of local governments. The preparation for the polls has been marred with controversy. The Peoples Democratic Party (PDP) has not rained an eyebrow over the arangements made by the state electoral agency. But the opposition parties have criticised the the electoral commission and headed for the court to stop the exercise.

The chairman of the Gombe State Independent Electoral Commission (GOSIEC, Mr. Caleb Maina, has assured the parties of a level playing ground. He pledged with their leaders to support the agency in the interest of democracy.

Five years ago, the opposition parties have criticised the commission for partiality. They alleged that the agency deliberately excluded their candidates from the exercise.

The tenure of the local government chairmen had expired two years ago. Since then, the state government has set up caretaker committees for the councils. But the opposition parties cried foul, saying that it is unconstitutional. They complained that the governor was deliberately avoiding local government elections.

The excuse has always been the security challenges confronting the nation, especially the Northeast zone. But the opposition parties disagreed, pointing out that Gombe has been relatively peaceful.

Following the release of the time-table, the Congress for Progressive Change (CPC), All Nigeria Peoples Party (ANPP), All Progressives Grand Alliance (APGA) and Action Congress of Nigeria (ACN) held primaries and submitted the lists of their candidates to the commission.

However, the parties later met a brick wall. The commission imposed N500, 000, N250, 000 and N150, 000 on the chairmanship , deputy chairmanship and councilorship candiates as form fees.

The chairman of the CPC, Audu Baba Kwami, said only the PDP can afford the prohibitive fees. He said the opposition parties would boycott the polls, if the commission insists on the fees.

“We are ready and have screened our candidates and we will send the list to GOSIEC, but we will not pay that money. If, because of this, we will be disqualified from contesting, then, we will go to court. That is our stand,” he warned.

The House of Representativea member from Kwami/Gombe/Funakaye Constituency, Mr. Khamisu Mailantarki, also criticised the electoral agency, saying that elective posiions are not for sale. He called on Governor Ibrahim Dankwambo to intervene in the situation. But the governor said that he would not dictate to the commission.

However, GOSIEC’s spokesman, Abare Daba, said the decision to impose the fees was in order, adding that it has the blessing of the House of Assembly.

He denied the allegation that GOSIEC is an income-generating agency, explaining that the imposition of electoral levy is not new in the country.

But can the election still hold, in view of the litigation triggered by the preparation for the exercise?

Baba, who is a lawyer, argued that the law passed by the House of Assembly on the nomination fee must conform with the provision the 1990 Constitution. “The law of the state must be subjected to the laws of the country”, he said.

Baba said that, if the court declares the fees illegal, then, the entire process would be deemed to be illegal.

  • Gombe postpones council poll

    Gombe postpones council poll

Gombe State has postponed the local government elections indefinitely.

The chairman of Gombe State Independent Electoral Commission (GOSIEC), Mr. Caleb Maina, told party leaders that the polls were postponed due to situations beyond the commission’s control.

The party leaders have converged on the office of the agency for a meeting. The date, guidelines and nomination forms for the election were slated for discussion at the meeting.

Maina explained that the postponement became necessary because of complaints that certain politicians who claimed to be leaders of some political parties were not recognised by their national headquarters and state offices.

He said: “We received complaints from members of some political class that most of those claiming to be leaders of their political parties are not recognised by their national headquarters and even in the state.”

Besides, GOSIEC, according to Maina, does not have the official list of the political parties that have been deregistered. He said the postponement would allow the commission to seperate the wheat from the chaff.

He added: ”The commission, therefore, decided to postpone the election indefinitely to enable us verify and rectify the problem because we intend to print the names and logos of only registered political parties on the ballot papers”.

Speaking on behalf of other political parties, the state chairman of the Congress for Progressive Change (CPC), Audu Kwami, urged the commission to obtain the comprehensive list of leaders of the various registered political parties in the state to avoid future conflict over leadership claims.

At the meeting were leaders of the Accord Party, Peoples Democratic Party (PDP), CPC, Labour Party (LP) and KOWA Party.
