  • Kaduna will lift millions of Kaduna citizens out of poverty through financial inclusion, says Gov Sani

Kaduna will lift millions of Kaduna citizens out of poverty through financial inclusion, says Gov Sani

Governor Uba Sani has promised that Kaduna State will lift millions out of poverty through aggressive financial inclusion policies, by opening three million new bank accounts by the end of 2025.

The governor made the promise while speaking at the Kaduna Economic and Financial Inclusion Summit (KEFIS 2025), themed “Expanding Financial Access for Sustainable Development”, on Wednesday.

The governor disclosed that over 2.5 million accounts have already been opened, and nearly seven million citizens registered for National Identification Numbers (NIN) to facilitate financial access.

“True financial inclusion is about granting individuals and communities the means to participate meaningfully in the economy, break the cycle of poverty, and elevate their quality of life,” the Governor told stakeholders, including representatives of the Vice President and development partners.

According to him, Kaduna’s rural population which make up 70 to 75 percent of the unbanked, is at the center of the state’s inclusion drive.

“About 3.5 million people in Kaduna were outside the financial system as of 2023,” he revealed.

“This exclusion hindered economic growth and left many vulnerable groups disenfranchised from the benefits of modern financial systems,’’ he added.

Recounting his experience as former chairman of the Senate Committee on Banking and Financial Institutions, the Governor said that he sponsored the Banking and Other Financial Institutions Act (BOFIA) 2020.

Governor Uba Sani pointed out that the law brought fintechs under Central Bank regulation, enabling digital financial services to reach underserved areas.

“A lot has happened since fintechs came under the CBN’s regulatory oversight. They are now reaching people formerly outside the financial system,” he said, highlighting how they have enabled access to mobile banking, credit, and donor programs.

According to the Governor, his administration has also institutionalized financial inclusion through the Kaduna State Financial Inclusion Executive Order, leading to the formation of a state committee and targeted interventions.

He said over N18 billion was channeled into accounts through direct cash transfers and inputs distribution by agencies like KADEDA, KADSIPA, and the Planning and Budget Commission.

“The signing of the Financial Inclusion Order in 2023 marked a significant moment in our journey toward economic empowerment and social equity,” he said.

The policy saw a 19% increase in financially served adults, rising from 45% in 2022 to 64% in 2024, with about 9% new banked population and 10% accessing other formal financial services.

The governor added that Kaduna’s inclusion strategy also supports Micro, Small, and Medium Enterprises (MSMEs), which are critical to job creation.

“We are fostering a vibrant entrepreneurial ecosystem where MSMEs can grow, create employment opportunities, and contribute to the economy of Kaduna State,” he said, adding that the economic impact is already visible, with poverty rates and income inequality on the Governor Uba Sani disclosed that access to financial services and credit “has lifted many people out of poverty.

“In Kaduna State, we believe in a comprehensive approach to tackling insecurity. Financial inclusion is addressing the root causes of insecurity: unemployment and inequality,” he pointed out.

The governor said that partnership with banks (UBA, Jaiz, Zenith, Fidelity), fintechs (Moniepoint, Momo, TeasyPay, E-Tranzact), and global development partners like the Gates Foundation has been pivotal.

The foundation, he said, is streamlining NIN enrollment and supporting digital payment systems.

He noted that in recognition of its progress, Kaduna has been chosen as a pilot state by the Office of the Vice President for a national financial inclusion initiative, saying as part of this, Kaduna will allocate 5,000 hectares for an in-grower scheme, supporting rural farmers through input support and product-based repayments.

“This approach is tailored to empower rural communities and integrate them into the formal financial system,” he explained.

The governor disclosed that he was also recently appointed to the Governing Board of the Presidential Committee on Economic and Financial Inclusion (PreCEFI), representing Northern Nigeria—a nod to Kaduna’s role as a trailblazer in financial empowerment.

APC will remain dominant party in Kaduna, says Gov Sani

As the Speaker of the House of Representatives, Hon. Tajudeen Abbas, on Monday, distributed 117 vehicles, 200 tricycles and 1,000 motorcycles to his constituents as part of his empowerment programme, Kaduna State Governor Uba Sani said the ruling All Progressives Congress (APC) will continue to dominate Kaduna state.

The Speaker at the well attended event in Zaria, distributed 117 vehicles, comprising 20 Hilux; 2 ambulances; 20 18-seater buses; 50 Sharon vehicles, and 25 sedan/saloon cars (Golf, Corolla & Peugeot 406), while 200 tricycles, popularly known as Keke NAPEP, and 1,000 motorcycles were given to various beneficiaries.

Speaking at the event, Kaduna state Governor Uba Sani expressed satisfaction with the Speaker’s leadership style, saying all the laudable projects Speaker Abbas has so far attracted to the state had his blessings.

“Since he became Speaker, he has been able to bring many people-oriented projects to Zaria and other parts of the state, and I am happy about that. Some people usually come to tell me that the Speaker does this and that, but I tell them that I am aware of all the projects, and I asked him to go ahead.

“Hon. Tajudeen Abbas is a blessing to all of us. Since his emergence as the Speaker, he has facilitated a lot of projects to Kaduna, in fact, I can can that, in the last one year, he has brought developments, interventions in the area of education, healthcare, infrastructure and agriculture. And I am happy to say that, he is not not only focusing on Zaria, being his constituency, he has touched lives of other people who are not even from his constituency, particularly those from Kaduna North Senatorial Zone.

“Today, we are here to witness one of the major achievements of the Rt. Hon. Speaker, by distributing to the people who are deserving in this very constituency. However, what we are witnessing today is not only about Zaria Local Government, all the seven local government areas of zone 1 from this support and intervention by the Hon. Speaker.

“As the Governor of Kaduna State, I need to reiterate that we are fortunate and very lucky to have the House of Representatives Speaker from our state. He is working closely with our government and he has been the pillar not only for Kaduna State Government, but for also Mr President, Bola Ahmed Tinubu, I met Mr President recently and he told me that he is pleased with the way the Hon. Speaker is piloting the affairs of the House of Representatives, and I can say that all of us that had at one time being in the National Assembly are proud of what he is doing at the level of House of Representatives.

“I therefore thank members of our party who have been here since morning, supporting our government, supporting our President, Bola Ahmed Tinubu.

“All those talking about the Speaker, let me assure you that In Sha Allah, he will make history by being Speaker twice. We are together; we will continue to work together for the betterment of Kaduna State. All we are after is the progress of Kaduna State.

“I can assure you, with what we have seen here today, APC will continue to dominate Kaduna State. In the next few months, we will be running a one party state in Kaduna. Only recently, about four members of the House of Representatives from the opposition parties decamped to our great party, the APC. Members of the Kaduna State House of Assembly from different zones have also decamped to APC and that is a good sign and that shows that we are doing something that is positive, we are carrying everyone along on in Kaduna state,” the Governor said.

In his address, Speaker Abbas thanked his constituents for their continued support, noting that he would continue to do his best to attract people-oriented projects to them.

Speaking on his journey to become Speaker, Rt. Hon. Abbas Tajudeen said President Bola Ahmed Tinubu, GCFR, was number one on the list of those who supported him despite not knowing him personally.

According to him, “The President gave me his support based on his conviction from what he read and heard about me. He never met me before supporting me. Different names were submitted to him, but he chose to support me because he was convinced by my credentials,” he said, asking his constituents to support and pray for the president to succeed.

The Speaker added that the next major person to support him against all odds was the current governor of Kaduna State, Senator Uba Sani, whom he described as a key figure that supported him through thick and thin.

“Governor Uba Sani supported me at a time when most officials of the past administration in Kaduna State did not support me. He declared his support for me even before he took the oath of office, and ensured he kept to his words after swearing-in.

“My dear constituents, I want you to know how important Governor Uba Sani is to my political journey. Please extend the support you have for me to him.

“I want to repeat what I said during the Kaduna State APC Caucus meeting last year, which was that ‘I, Abbas Tajudeen, I undertake that nothing will separate me and Governor Uba Sani no matter what, come rain, come sunshine, I will be the last man standing for him.

“We are pleased with his style of governance and leadership qualities, and we will support him unconditionally. I make bold to say that my constituents and I are behind our governor and wish him the best. We are his supporters today; we’ll be his supporters tomorrow and beyond. Nothing will come between us In Sha Allah

“By 2027, Governor Uba Sani will see the kind of support we have for him. We will mobilize our people in Zaria and the entire Kaduna State for him,” the Speaker said.

Kaduna group hits El-Rufai for distracting Gov Sani

The Kaduna Good Governance Forum (KGGF) has condemned former Kaduna Governor Nasir el-Rufai’s alleged attempts to rewrite history and act as the owner of the state.

The group accused el-Rufai of harassment and distraction of incumbent Governor Uba Sani while threatening him with the 2027 general elections.

According to the forum, el-Rufai’s actions smack of desperation to rewrite history and suit his narrative.

They argued that his threats towards Governor Sani are a threat to democracy, as only the people of Kaduna state have the right to decide their leader.

In a statement by Comrade Richard Amos, the forum praised Governor Sani’s efforts in healing the wounds of insecurity and corruption that characterised el-Rufai’s tenure.

They criticised el-Rufai’s alleged inability to tackle insecurity in the northwest while in office.

The Kaduna Good Governance Forum demanded that el-Rufai stop his alleged revisionism and allow the current administration to continue its work in restoring peace and unity to Kaduna State.

“He is a retired former politician who is traipsing the country, trying to form a collective of those who had failed in public office and are too bitter at being rejected.

“We urge el-Rufai to desist from any further threats and allow the current administration to continue its work in restoring peace and unity to Kaduna State while focusing on how to explain how money was spent in his tenure

“The Kaduna Good Governance Forum demands that el-Rufai immediately stop his attempt at revisionism, as the people are too enlightened to fall for such a cheap trick.”

…announces social programmes for children, aged, rural women

Kaduna state governor, Senator Uba Sani, has assured that his administration will continue to develop creative and innovative strategies to pull citizens of the State of poverty.

The governor announced his administration’s three flagship social protection programmes for children, aged and women in rural areas.

The governor, who stated this on Tuesday, August 27, while addressing the maiden Kaduna State Social Protection Summit at Umaru Musa Yar’adua Hall, said his government has impacted the lives of the citizens through our social protection programmes, but there is room for improvement.

According to Governor Sani, “We must continue to refine our processes and come up with creative and innovative strategies to pull our citizens out of poverty.

“Since we assumed office in May 2023, we have placed a high premium on bringing succour to the poor, vulnerable and underserved in Kaduna State. We have been carrying out pro-poor measures to bring needed relief to our citizens.

“A few days after I took the oath of office, I signed an Executive Order on Financial Inclusion to address the exclusion of the poor, under-served and vulnerable from financial services and ensure that they benefit from social intervention programs of Kaduna State and the Federal Government.

“The aim is to empower people with tools like savings accounts, credit, insurance, and digital payment options, enabling them to participate in the formal financial system, manage their finances, and build economic resilience.

“We set for ourselves the target of facilitating the opening of 2.5 million bank accounts for poor, vulnerable and underserved citizens of Kaduna State. Through our efforts, 2 million bank accounts have been opened. We are working assiduously to ensure that bank accounts are opened for the remaining 500,000 less-privileged citizens of Kaduna State.

“I also signed into law the State Social Security Bill and the Kaduna State Social Investment Programmes Bill which created an agency to coordinate all national and sub-national social protection interventions in the State.

“We have developed a credible Social Register for Social Intervention Programs. Because of the effective implementation of the Executive Order on Financial Inclusion, especially the opening of bank accounts and development of a credible Social Register, our previously excluded citizens are now able to benefit from Kaduna State and Federal Government’s social intervention programs.

“Our administration’s 3 Flagship Social Protection Programmes are Kaduna State Universal Child Grant Programme ii. Ultra-Poor Graduation Programme for Women in Rural Areas, and iii. Kaduna State Old-Age Social Pension Scheme for the Informal Sector.

“We have sustained our progress in the area of social interventions through the forging of strategic partnerships with national and international partners. Our partnership with the Government of the United Kingdom in Nigeria culminated in the signing of the Mutual Accountability Framework For Socio-Economic Development (MAF) this year.

“As you are aware, the MAF is a blueprint for socio-economic development covering economic transformation, governance, health, education and social protection. This high-level Summit with the theme “Rethinking Social Protection Systems: Building Integrated Systems for Comprehensiveness and Financial Inclusion” is therefore a major step that will showcase to the world what we are doing in Kaduna State in the area of Social Protection.

“We require support and cooperation in the following areas: Enhancing and increasing the coverage of key programmes around governance; Improving the delivery of basic services for the poor with a focus on health, education and social protection; Supporting economic recovery through inclusive growth and development with particular focus on social protection systems strengthening and youth employment, as well as climate-smart development; and Financial Inclusion and Financial Literacy for the Poor and Vulnerable,” he said.

The Governor acknowledged the contributions made by our implementing partners like the World Bank, Save the Children International, GAIN, and UNICEF, as well as the indigenous Kaduna Social Protection Accountability Coalition for co-organizing the Summit with the Kaduna State Government, and for their dedication to the wellbeing of all residents of the State.

Earlier in her welcome address, the Special Adviser to the Governor on Social Investment, Bridget Suleiman Adamu stressed that the summit was aimed at providing a platform for multi-stakeholder dialogue.

According to her, the summit is not merely a gathering; it is an opportunity for all of stakeholders to engage in meaningful discussions about the strategies that will shape the future of social protection in Kaduna State.

“We can create systems that are more effective, more inclusive, and better aligned with the needs of our people. By leveraging financial inclusion and the social register. We seek to generate far-reaching recommendations that will accelerate the adoption and utilization of social protection. These recommendations are not intended to be mere words on paper; they represent actionable steps that, when implemented, will lead to a more robust and responsive social protection system,” he said.

Gov Sani flags off 21km road rural road abandoned for two decades

Kaduna state governor, Senator Uba Sani, has reiterated his commitment to addressing the infrastructure deficit in rural areas, marking the start of the reconstruction for the 21.85-kilometre Pambeguwa-Kauru road.

According to him, the road, which has been dilapidated for nearly two decades, is a key project aimed at revitalizing the region’s economy.

At the groundbreaking ceremony, Governor Sani underscored the road’s importance, stating, “This road is vital for boosting the economies of Pambeguwa, Kauru, Kubau, and the surrounding areas.”

He emphasised that the road would improve access to markets for local farmers, who are central to the region’s agricultural output and food security.

The governor pointed out that inadequate infrastructure has long hindered farmers from efficiently transporting their produce, leading to significant post-harvest losses and restricted access to essential services.

He said: “The living conditions in these areas have deteriorated due to poor infrastructure. Our Rural Transformation Agenda is aggressively being pursued as it holds the key to unlocking the enormous potential of the state’s agricultural and informal sectors.”

He added that the construction of the road will indirectly also address the challenges of poverty, unemployment, and insecurity.

The governor emphasised the administration’s broader goal of bridging the urban-rural divide by upgrading road infrastructure across the state, which would help curb rural-urban migration, enhance the dignity of residents, and create opportunities for both people and businesses.

He, however, called on the community to cooperate fully with the contractors to ensure the timely completion of the road project, adding that the road, once completed, would not only reduce post-harvest losses and transportation costs but also provide employment opportunities for skilled, semi-skilled, and unskilled labour during the construction period.

Earlier, the Emir of Kauru, Alhaji Ya’u Shehu Usman commended the Governor for coming to address the challenge that has bedevilled the community of Kauru for decades.
