  • governor alleges withholding of Paris Club refund

Ekiti State Governor Ayo Fayose has accused the Federal Government of deliberately withholding the release of the Paris Club refund to states, purposely to prevent Ekiti from using the money to pay arrears of workers’ salary before the July 14 election.

Fayose warned the Independent National Electoral Commission (INEC) against stopping the collation of elections results midway. He said it was done during the governorship election in Edo State.

The governor, who spoke through his Chief Press Secretary, Mr Idowu Adelusi, in Ado Ekiti, said Ekiti State and other states had been cleared to get the refund, but the Federal Government refused to release it to the states because of the Ekiti election..

The governor said: “If it is released to other states without the inclusion of Ekiti, people will suspect the FG of playing politics with it.  The FG used that tactics in Kogi to assist the APC candidate to win.

“I am using this forum to inform Ekiti people that the FG is punishing and depriving them of their entitlement because of politics.

“The FG thinks that if I am not able to pay the four months salaries owed the workers, they will vote for APC. Ekiti people are not fools, they know that the Fayemi administration  plunged the state into debt.

“Fayemi left two months salary unpaid and N1.2bn is being deducted every month from Ekiti allocations to service the debt.

“So far, N35.34bn has been deducted from allocations coming to Ekiti to service debts owed by Fayemi administration.

”If I have N35.34bn, I will not owe workers and I will be able to take care of the needs of the people. Ekiti people are not fools and will not accept APC. They know that the Fayemi administration is the cause of the unpaid salary.

“ In 2003, during my first term, I inherited  debt from the AD – led government under Niyi Adebayo, I cleared the debt and when I was leaving the government in 2006, I left N10.4bn in government treasury. This is for you to know that APC is a bad manager of state finances.

“ I want to appeal to the INEC to be a good umpire, live to its name as Independent body. Election should not be stopped midway or counting stopped midway because PDP is winning and APC is losing. Edo formula will not be accepted in Ekiti. People are known to resist cheating and they will defend their votes.”

  • APC Rep pushing Osun West for governor

    •Elder warns against zoning

An Osun State governorship aspirant on the platform of the All Progressives Congress (APC), Gafar Akintayo Amere, has warned that Osun West Senatorial District should not be denied the chance to produce the next governor, if the party hopes to win the September 22 governorship poll.

Amere, who is the member of the House of Representatives representing Iwo/Ayedire/Ola-Oluwa Federal Constituency, said the zone had waited long enough to produce a governor.

Addressing reporters in Osogbo, the state capital, the APC chieftain said the West was in the saddle for only 22 months, while Osun Central had ruled for over 11 years and the East would have ruled for eight years after Governor Rauf Aregbesola’s two terms.

According to him, the agitation for Osun West to produce the next governor has become a movement that will be difficult or impossible to contain, if the party does not pick a governorship candidate to fly its flag for the forthcoming poll from Osun West.

He said: “Though the issue of zoning might not be in the party’s constitution, but it is only fair that the next governor should come from Osun West Senatorial District, which has not ruled the state except for just 22 months out of the over 21 years of democratic rules in the state.

“Series of researches by independent bodies have clearly shown that the best way for the APC to win the September 22 governorship election is to present a candidate from the West.

“Our party in government under Ogbeni Rauf Aregbesola’s administration has done significantly well in human and capital development. That would count in the coming election. But presenting a candidate outside the West might spoil our chances.”

Amere advised fellow aspirants from Osun West to join forces to show the seriousness of their agitation.

Describing himself as the best candidate from Osun West, the Pac aspirant said he had a better chance of winning the election for the party.

He added that he possessed the capacity and qualities to occupy the exalted position and build on the achievements of Aregbesola’s administration in all sectors of the economy.

The Federal lawmaker, who promised innovations to make life more abundant for the people of the state, said he would leverage on his performance in the National Assembly to impact positively on the lives of the people of the state.

Also, a leading member of the Elders Caucus of the All Progressives Congress (APC) in Osun State, Otunba Jumoke Ogunkeyede, has cautioned those clamouring for zoning the governorship position to Osun West Senatorial District.

Ogunkeyede said the party’s leadership would not be coerced into deviating from its rules and regulations.

Apparently referring to the Elders Caucus meeting held recently in Ede, where some members canvassed for the Governor Rauf Aregbesola’s successor to be picked from Osun West Senatorial District, the APC chieftain warned that elders should not work for their own personal interest.

Addressing reporters in Osogbo, the state capital, Ogunkeyede noted that agitation for narrow interest would not stand.

He said all the 27 aspirants contesting on the platform of APC should be given equal opportunity to contest the July 7 primary of the party.

The party chieftain debunked the rumour that majority of Osun APC leadership had agreed to zone the governorship ticket to the West Senatorial District.

He said: “Why would only 11 people call themselves Agba Osun? They cannot claim, on behalf of all of us, that the governorship ticket has been zoned to Osun West. As one of the Agba Osun APC, I don’t know where we met and made the decision on zoning. I want them to mention names of those who were present at the meeting and the place.

“There is no reason to say governorship ticket should be zoned to Osun West. There is nothing significant in West that is not present in the East and Central. The election is for all the State of Osun indigenes and, therefore, every aspirant must be given equal right to run for the election.”

Ogunkeyede, who noted that zoning was not stipulated in the constitution of the APC, insisted that the party’s supremacy must be allowed.

He said: “Aregbesola has performed excellently. He runs a government with clear vision; his plans have really helped the state to develop, in comparison to the immediate past administration in the state.

“So, whoever wishes our party well should allow the chairman with all executive and delegates of the party, to discharge their duties without any influence of zoning agenda.”

  • Ekiti chief angry with Governor over unpaid salary arrears

A community leader in Iyin-Ekiti in Irepodun/Ifelodun Local Government Area, Chief Wale Alade, has accused Governor Ayo Fayose of unleashing hardship on traditional chiefs in Ekiti State.

Alade, who is the Aro of Iyin, said palace chiefs were owed nine months salary arrears, despite the fact that their pay is “very meagre”.

He recalled that his monthly salary which used to be N1,800 during the last administration has been cut to N700, adding that lower grade palace chiefs received as low as N150 and N100 monthly.

Addressing reporters yesterday in Iyin, Alade described the alleged maltreatment of Obas and chiefs by Fayose as “shameful and very annoying.”

He explained that the traditional institution enjoyed better treatment during the tenure of former Governor Kayode Fayemi through regular payment of salaries, release of N450,000 security allowance to each community and special health mission for Obas, chiefs and their families.

Alade said the July 14 governorship election offers the chiefs an opportunity  to vote against Fayose and his anointed candidate, Prof. Kolapo Olusola.

He said: “The way forward is for us to vote him out and put somebody who is responsible there. We need a governor that will respect the leadership of our communities.

“We need a governor that will respect the traditional institution, the Obas, their chiefs and other community leaders.

“This is what we want our people to do; we are mobilising ourselves and we are going to vote him and his candidate out.

“It is very shameful and annoying that we have a governor who calls himself a chief, the Apesin of Ado-Ekiti, maltreating us.”

Alade added: “It is frustrating to be paying us N700 and still be owing nine months’’.

the chiefs in various communities in Irepodun/Ifelodun Local Government, the local government of Fayose, who happens to be the current governor.

“He paid September 2017 and we are having outstanding arrears of nine months despite the annoying salaries we are collecting from the government now.

“There are some of us who are collecting as little as N150 in a month, those who are in ‘Elegiri’ category. At times, they collect, N100 and at times, N110. These are facts that can be verified in our various communities.

“Even the Obas, are they paid properly? Are they given what they are supposed to have? This is the situation, we are suffering and when you see us wearing beads all around, you will think we are having money.

“The whole thing is from the government and they tell us that if we are not satisfied with what they are giving to us, we should leave it.

“The senior chiefs have cried out to the governor but nothing is forthcoming at all. We collect salaries by hand, nothing to sign, no voucher, no document.”

  • Governor rejects alleged indictment by suspects

Kwara State Governor Abdulfatah Ahmed has denied any relationship with the Offa bank robbery suspects.

A statement by Senior Special Assistant on Media and Communications Dr. Muyideen Akorede, described the allegations as false and rejected his alleged indictment by the police or the armed robbery suspects in their custody.

Governor Ahmed said while the government had empowered youth groups under its acclaimed Small and Medium Enterprises (SME) scheme, neither he nor the state government could be held liable for how beneficiaries utilise the credit.

He urged the police to complete their investigation and charge the suspects to court soon in line with the dictates of the rule of law.

The statement reads: “To set the records straight, the Kwara State government has a well-known empowerment scheme under the Small and Medium Enterprises platform which is used to move women and youths groups into entrepreneurship.

“Consequently, several youth and women groups have benefited from the scheme to date. However, at no point did the Kwara State Government directly provide funds to any group known as Good Boys for any purpose.

“Similarly, if any of the beneficiaries chose to use the SME credit secured from the government to purchase a vehicle which was then alleged to have been used for an act of criminality, the Kwara State Governor and indeed the state government cannot be held liable for such actions since neither had prior knowledge of such intentions on beneficiaries’ part.

“The governor also rejects the police allegation of arming and funding the suspects for political thuggery or for any other activity as false and unfounded as thuggery or any other form of criminality is neither encouraged nor supported by the state government or its agents.”

  • Osun’ll prosper when I become governor – Ogunbiyi

A governorship aspirant in Osun State, Dr. Akin Ogunbiyi, says economic prosperity will be the lot of the people if he is given the opportunity to rule.

Ogunbiyi, who is a former managing director of Mutual Benefit Assurance, wants to contest on the platform of the Peoples Democratic Party (PDP).

Addressing supporters when he visited to the party’s secretariat in Osogbo to declare his intention to contest, Ogunbiyi said leadership is about service.

He urged his fellow aspirants to allow the corporate interest of PDP predominate over personal ambition, adding that if he wins the ticket he would return Osun State to the path of economic prosperity without plunging the state into unnecessary debts.

He donated a 60-seater bus to the state party secretariat and also announced the donation of 46 brand new vehicles to the party.

Besides, he awarded scholarship to the son of former image maker of the PDP, Iyabo Olusola, who died recently following a protracted illness.

Responding, the PDP chairman, Soji Adagunodo, noted that Ogunbiyi had been a consistent financier of the party.

He recalled that he was deeply involved in the reconciliation process that saved the PDP from being torn into shreds during the intra party crises which lasted for two years.

Governor Mohammed Abubakar of Bauchi has accepted the resignation of his deputy, Alhaji Nuhu Gidado.

In a statement issued on his behalf by Mr Ali M. Ali, Special Adviser, Media, the governor described the tenure of his deputy as “meritorious” and therefore deserving of “commendation”.

“We received the resignation of our Deputy Governor, Engr. Nuhu Gidado.

It would be recalled that the deputy governor resigned on Wednesday, attributing his action to the dampening of spirit and waning zeal with regards his official responsibilities.

“Ordinarily, I should have remained up to the end of the tenure, but, with the current dampened spirit and waning zeal as it relates to my official engagements, my continued stay will not be fair and truthful to you as my brother and leader.

“ In this regard, I feel sure that, Your Excellency will readily recollect the most recent one – on – one discussion we had, precisely, on Thursday, April 19th, 2018, in your office, where, among other issues, I expressed to you, my contemplation to ‘step aside’, if need be, in order to free my conscience.

“I regret to say that it has become necessary to yield to that inner calling, and may this development be in accordance with the blessed will and guidance of Allah,” said the deputy governor in his resignation letter. (NAN)

  • Miyetti Allah leaders to Buhari: Call Ortom to order

    ….Say they’re not terrorists

Leadership of Fulani Pastoralist groups Friday rose from an emergency meeting in Kaduna, calling on President Muhammadu to call Benue State Governor, Samuel Ortom to order over the anti-open grazing law in that state.

These groups reiterated that, they would do everything legally possible to resist such law that is against their culture, movement and economic interests.

Their position was contained in a communiqué jointly signed by National President, Miyetti Allah Kautal Hore Fulani Socio-cultural Association, Alhaji Abdullahi Bello Bodejor, his Secretary, Engr Saleh Alhassan and Chairman Communiqué Drafting Committee,  Garus Gololo.

The communiqué read in part, “that we condemned the call by some desperate and jobless groups under the leadership of one Ariyo Atoye a jobless youth parading the streets of Abuja looking for crumbs from corrupt Politicians agitating for the profiling and stigmatisation of Fulani Pastoralist in Nigeria.

“We urged the Attorney General to ignore their letter as they are hired agents by a sinking Governor who is notorious for funding and arming militia groups causing havoc to the Fulani Pastoralist in the Benue Valley.

“We totally reject the repressive and oppressive ‘Anti-open Grazing Law’ as it is fundamentally going against our culture, economic interest and constitutional rights and will deploy all the necessary legal means as enshrined in our constitution to challenge it.

“Consequently, we affirmed our support and solidarity for the legal action taken by the Miyetti Allah Kautal HoreFulani Socio- cultural Association to challenge the negative Benue anti- grazing law at the Federal High Court Abuja.

“That Pastoralists, like all citizens of Nigeria, have the right to move freely and to reside in any part of the country. They also have a right to own property in any part of the country and enjoy the right of freedom from discrimination like any other citizen of the country.

“We call on the National Assembly to leave up to their responsibility because the inter-state movement of pastoralists is analogous to inter-state commerce, which is an exclusive preserve of the legislative powers of the National Assembly under item 62 of the Exclusive Legislative List. To this effect, any action taken by a state Assembly is in conflict with above section of the 1999 constitution as amended.

“We are calling on the Attorney General of the Federation and Minister of Justice, Inspector General of Police, The Senate President, The Speaker of The House of Representatives and Our Royal Fathers to call the Benue state Governor to order as his actions and continuous threat to the leadership of the Fulani Pastoralists by the governor is a serious threat to peaceful coexistence.

“That we appreciates the efforts being put by the Federal and States governments in addressing the security challenges facing the Fulani Pastoralist particularly cattle rustling , kidnapping and banditry.

“That we totally condemn the attempt to profile the Fulani race and urge the press should investigate the veracity of their stories before going to press.

“Finally, we are appealing to His Excellency President Mohammadu Buhari to Call the H.E Governor Samuel Ortom to order as his actions are a fundamental threat to peaceful coexistence and food security in Nigeria.”

The representatives of Miyetti Allah Kautal Hore Funali Socio- cultural Association, Tabital Pulaaku Nigeria Chapter, Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN), Mobgal Fulbe Development Association, Gam Allah Fulani Development Association, Fulani Title Holders Association, Pastoral Resolve (PARE), Jonde Jam Fulani Youth Association attended that meeting.

  • Burden of a governor

THESE are certainly not the best of times for Governor Dairus Ishaku of Taraba State. The ride is turbulent for him as he grapples to keep the rudder of the state stable. His is like someone presiding over a state fast sliding into ruins for no fault of his. The year began on a sour note. In January, 68 people were gruesomely killed in one local government area alone by herdsmen using sophisticated weapons. The dead were given mass burial as flags flew in half mast.

The canvass of blood is now wide. Every day, scores of people are maimed and killed, homes and pricey properties set ablaze. For residents of Taraba, there is no peace in sight. The people are in mourning mood. They are angry too. As they mourn in the day, they go to bed at nightfall to hear gun sounds. At the crack of dawn, they count several people dead. There is fear (of the herdsmen) in the land. On Wednesday, nine persons were killed and their homes torched by the rampaging herdsmen in a dusk attack on Tutuwa village of Ussa. The Ussa council chairman, Rimansikwe Karma, and the police spokesman, David Misal, confirmed the killings to newsmen. Hunger is looming, as farmlands have been devastated. The number of internally displaced persons (IDPs) has continued to increase in camps. The IDPs live like people without hope. School buildings have become their new homes.

The women give birth there without proper healthcare. The rooms lack ventilation. They sleep on the floor and mosquitoes feast on them. But above all, they do not have enough to eat. They have no idea when they will return to their homes, most of which have been destroyed. Many are still missing, while those injured are lying ill in the hospitals, a situation which has overstretched hospitals and clinics in the state, forcing the Darius Ishaku administration to employ more health workers. The socio-economic life of the state has been ruined by the herdsmen. Yet, there seems to be no end in sight to the hostilities by herdsmen. The herdsmen/farmers crisis has ruptured the peace of the state and grossly hampered development. The ethnic groups, which even inter-married, are now starkly fractioned into ‘farmers and herders’ camps with a bitter rivalry between them over grazing fields. “When I took the oath of office, I promised to provide development if my people could give me peace. For development, I am providing, but there is no peace to consolidate and sustain the developmental efforts,” Governor Darius Ishaku was quoted as saying in exasperation. Farmers have accused herdsmen of provocation by allowing their cattle to feast freely on their crops and going about with AK-47 rifles and double edged machetes with which they unleash terror.

The herdsmen, in turn, accuse farmers of rustling their cows. For the herdsmen, it is human blood for a cow. As the population of residents grows at a geometric progression, the need for land expands, not the least for agricultural and livestock purposes. Thus, the crisis lingers. The killings continue. And troops deployed to violence prone areas seen to be helpless. The troops cannot remain there for eternity. Once they depart, the herdsmen will strike. Stephen Ibrahim Agya, Chairman of Kurmi local government council and Chairman of ALGON in Taraba State, said: “The Fulani herdsmen killing people are not the Fulani we know.” He said they are not the Fulani herdsmen who go about with quiet face, with a stick in hand, a wide hat for protection from the scorching sun, watching and guarding cows munch away on verdant fields. “These ones move with AK-47 rifles and poisoned machetes with which they unleash terror.”

Witnesses said they often invade at night when the residents are fast sleeping. They open fire and disappear into thin darkness like guerrilla fighters. In the morning, several bodies are counted. In Taraba, hell has become synonymous with herdsmen. And their fear is the beginning of wisdom. So, why are these Fulani herdsmen different? Governor Ishaku said their violence is a drive for territorial control. So, why such a blind ambition to conquer and occupy other people’s territory? “Taraba State is a mini-Nigeria with over 80 ethnic groups and three religions to handle. It is not easy to always balance things up here. The state is contending with a different breed of herdsmen who are militias moving around with AK 47 rifles to remove anything in their way, unlike the known herdsmen who had cohabited with the people for decades without skirmishes. “The problem is never between the locals. The local Fulani and other tribes blend without issues. We have a new breed and specie of herdsmen militias who move around with sophisticated weapons; they are poised to remove anything in their track. They must be arrested now before it degenerates to something we cannot contend with,” Ishaku said. He added: “Taraba used to be the most peaceful state in the northeast geopolitical zone before the current crisis. Nearly 150,000 persons have been displaced and this has put a strain on the state’s health facilities.

“The insecurity has put a lot of pressure on our health facilities, much more than you would anticipate. So, we have to do more; we have to engage more doctors, nurses and specialists, but we thank God.” The wave of the clashes between the herders and farmers has thrown up new ideas on how to end the problem. The most controversial is the cattle colonies. Ranching is a popular option. Taraba Governor, Darius Ishaku, like his Benue state counterpart, Samuel Ortom, thinks he can end the clashes between herdsmen and farmers in Taraba State through the instrumentality of the “Open Grazing Prohibition and Ranches Establishment Law.” Thus, his administration enacted the anti-open grazing law. But opposition came from the Miyetti Allah Cattle Breeders Association, which vowed to flout the law and resist arrest. In spite of the law, open grazing goes on, sparking off violence and killings. NEC intervenes Worried by the spate of killings in the country, the National Economic Council (NEC) constituted a 10-man working committee, headed by Vice President Yemi Osinbajo, to address “the impunity regarding the killings and violence by herdsmen, to ensure the perpetrators are prosecuted.”

The governors of Taraba, Kaduna, Zamfara, Benue, Adamawa, Edo, Plateau, Oyo and Ebonyi states are members. The committee, in February, led by Ebonyi State Governor, Dave Umahi, visited the affected states, including Taraba, for “fact-finding over the security challenges and to work on resolving the conflicts between farmers and herders.” Umahi’s team brought every stakeholder together: farmers, herdsmen, members of Miyetti Allah Cattle Breeders and Farmers Association, all ethnic nationality representatives, government officials, women and youth groups as well as security agencies. All the groups made their submissions, orally and in print. It was agreed that open grazing led to bloodbaths and must stop, but other conditions must be put right first. That the state has the right to make laws, which individuals and groups must obey -whether they like it or not, but can only complain to the authority on any sections that infringe on their right, or go to court.

That before the law, there were clashes and people were killed. Thus, there must be dialogue, since war cannot solve the problem. It was therefore, resolved that ranching of animals is the solution, but the anti-open grazing law be revisited and necessary infrastructure provided to address the fears of herdsmen. The governor (Ishaku) should give “more months of moratorium to allow the ranching in line with the law to take off and the state and federal governments to invest in livestock production, while cattle movement be restricted. TY Danjuma intervenes Former Defence Minister, General Theophilus Danjuma (rtd), in a rare outburst, at the Taraba state university maiden convocation, said, among others: “The armed forces collude with the bandits that kill Nigerians.

“They facilitate their movement. They cover them.” The otherwise tarciturn General called on the people to engage in self-defence as a drastic solution to the problem. Danjuma’s indictment of the military came on the heels of a similar allegation by Amnesty International (AI), an international human rights watchdog, which earlier stated that little or nothing was being done to curb the mayhem by the herdsmen.

Danjuma spoke on March 24. Eleven days after, the herdsmen struck in his home town -Takum, killing a couple and their two kids. Few days after, herdsmen attacked Jandeikyula village in Wukari Local Government Area. The presence of the Inspector General of Police, Ibrahim Idris, and a military panel probing the allegation by Danjuma did not deter them from carrying out the onslaught. Ishaku backs Danjuma Governor Ishaku backed Danjuma on the latter’s allegation that the armed forces “are not neutral” in the attacks on innocent Nigerians by “bandits.” Speaking before the military panel investigating the allegation, headed by retired Major General Joseph Nimyel, the governor said the people of Taraba State were fully in support of the statements by the former defence minister calling on Nigerians to defend themselves. Ishaku said the remarks by Danjuma, who once headed the Nigerian Army, should be carefully looked into rather than being criticised.

As a long-term solution to the intractable problem, Governor Ishaku believes that the call for restructuring needs to be taken seriously. This, according to him, will enable the governors to take total control of the police. He said without total control of the police, governors are mere toothless bull dogs. He said: “I am a governor sworn in to protect lives and property, with a crown without a sword. How can I fight and keep control of my power, since I rely on the federal might for help? ‘’How can you be the chief security officer of your state when you don’t control the power that goes with the army and the police? It makes you a naked guard. “We rely on people who, when you give them instructions, they tell you to wait until they get clearance from above. “Before that clearance comes from Abuja, you have lost hundreds of lives. This is absolutely absurd and disappointing, particularly when you meet people like me who want to work with zeal. “How do you develop when there is no peace? You can’t do anything. Even when you provide development, it would be destroyed.”

  • Bauchi can’t pay N66,500 minimum wage, says governor

Bauchi State Governor Mohammed Abubakar yesterday declared that the state cannot afford to pay the proposed N66,500 minimum wage to its workers.

But the governor was quick to add that “unless the federal allocation to state increases” as demanded by Nigeria Labour Congress (NLC).

Abubakar spoke at Abubakar Tafawa Balewa Stadium, Bauchi, where workers gathered to mark the 2018 Workers’ Day.

The governor, who said the state generates little revenue, noted that “unless there is an upward review of the monthly allocation from the Federal Government Bauchi State cannot meet the demand for an increase of salary of workers”.

He appealed to NLC to call for the upward review of monthly allocation, not only to Bauchi State alone, but to all states of the federation.
