    Ibas appoints Sole administrators for Rivers councils

    Rivers Administrator Vice Admiral lbok-Ete Ibas yesterday announced the appointment of administrators for the 23 local government areas in the state.

    He also reconstituted the Rivers State Independent Electoral Commission (RISIEC), the Local Government Service Commission (RLGSC) and the Rivers State Civil Service Commission (RSCSC).

    Secretary to State Government (SSG) Prof. Ibibia Worika released a list containing the names of the news council chiefs.

    They are: Okroiyobi Animiete (Abua/Odual); Goodluck M.  Ihenacho (Ahoada East); Promise Jacob (Ahoada West); Dr. Tamunotonye Peters (Akuku Toru); Atajit Francis (Andoni); Ibiapuve Charles (Asari Toru); Kingsley N. Banigo (Bonny); Dr Sokari Ibifuro Francis (Degema) and Dr. Gloria Obo Dibiah (Eleme).

    Others are: Franklin P. Ajinwon (Emohua); Dr. Onyemachi  S. Nwankwor (Etche); Prof Gospel G.  Kpee (Gokana); Isaiah Christian Nobuawu (Ikwerre); Dr Barinedum Nwibere (Khana); Dr. Clifford Ndu Walter (Obio Akpor); Dr. Chukwuma Aje (Ogba/Egbema/Ndoni); Eliel Owubokiri (Ogu/Bolo); Thompson Isodiki (Okrika); Manager Ikechi Wala (Omuma); Fred Apiafi (Opobo /Nkoro); Eletuuo Ihianacho, Oyigbo; Dr. Sam Kalagbor (Port Harcourt) and Nuka O. S. Gbipah (Tai).

    The reconstituted RISIEC has Dr. Michael Odey as Chairman. Other members are: Lezaasi Lenee Torbira; Prof Author Nwafor; Prof. Godfrey Woke Mbgudiogha; Prof Joyce Akaninwor; Dr. Olive A. Bruce and Prof Chidi Halliday.

    In a separate statement by Prof Worika, the Administrator appointed Dr. Livinus Bariki as the Chairman of the RSCSC.

    The commission members are: Amb Lot Peter Egopija; Mrs. Maeve Ere Bestman; Mrs. Joy Obiaju and Mrs. Charity Lloyd Harry.

    The RLGSC has Mr. Israel Amadi as its Chairman and Linus Nwandem; Lady Christabel Ego George Didia; Dr. Tonye Willie D Pepple; Richard Ewoh; Rear Admiral Emmanuel Ofik and Dr. Sammy Apiafi as members.

    All appointments took effect from Monday, the SSG said in the statements.

    Ibas reconstitutes LGA, civil service commissions in Rivers 

    The Administrator, Rivers State, Vice-Admiral Ibok Ibas (retd) has reconstituted the state’s local government and civil service commissions.

    The Administrator in separate statements signed by the Secretary to State Government (SSG), Prof. Ibibia Worika, appointed Dr. Livinus Bariki as the Chairman of the the new Civil Service Commission.

    Others appointed as members were Amb. Lot Peter Egopija, Mrs Maeve Ere Bestman, Mrs Joy Obiaju and Mrs Charity Lloyd Harry.

    Ibas appointed Mr. Israel Amadi as the Chairman of the Local Government Service Commission. 

    Other members of the commission were Mr Linus Nwandem, Lady Christabel Ego George Didia, Dr Tonye Willie D Pepple, Richard Ewoh, Rear Adm. Emmanuel Ofik (retd) and Dr Sammy Apiafi.

    The statement said the appointments took effect from April 7.

    Prof. Chidi Halliday as members.

    Ibas okays appointments of administrators for Rivers 23 LGAs

    Rivers Sole Administrator Vice-Admiral Ibok Ibas (retd) has approved the appointments of administrators for the 23 local government areas in the state.

    The development was contained in a statement signed by the Secretary to the State Government (SSG), Prof. Ibibia Worika.

    Ibas also approved the reconstitution of some of the suspended boards of agencies, commissions and parastatals.

    The statement said the appointments would take effect on April 7th.

    The statement said: “His Excellency  The Administrator of Rivers State, Vice Admiral (Rtd) Ibok-Ete Ekwe Ibas CFR, has approved the appointments of Administrators for the 23 Local Government Areas of Rivers State. 

    “He has also approved the reconstitution of some  Boards of Agencies, Commissions, and Parastatals, earlier suspended. All appointments take effect from Monday, the 7th of April 2025”.

    Rivers preparing new budget, Ibas tells National Assembly Caucus

    Rivers State Administrator Vice Admiral Ibok-Ete Ibas yesterday unfolded plans to release a new budget for the state, following the declaration of emergency rule.

    He also announced the cancellation of pending procurement and tender processes in adherence to the Appeal Court judgment.

    Ibas, who hosted a delegation of the  Rivers Caucus of the National Assembly at the Government House in Port Harcourt, the state capital, said the new budget would focus on education, healthcare, social services and infrastructural development.

    The delegation, which was led by Senator Barinads Mpigi (Rivers South-East), included  Senator Senator Allwell Onyesoh; House of Representatives Minority Leader Kingsley Chinda; Dumnamene Dekor, and Solomon Bob, Cyril Godwin Hart, Blessing Amadi, Felix Nwaeke, Kelechi Nwogu, and Victor Obuzor.

    Explaining the scope of the budget, Ibas said: “Since the Supreme Court verdict on the state’s budget, we have acted swiftly and decided to put together a new budget that reflects our commitment to healthcare, education, social services and the continued infrastructural development.

    “We have worked diligently to ensure that the process is transparent, inclusive and most importantly expedited. Our goal is to ensure that we do not lose any more time in making the necessary investments that will improve the lives of citizens.”

    He added: “The budget, which is being finalised, focuses on creating job opportunities and investing in key sectors such as agriculture, infrastructure and technology.

    “We understand the urgency of this initiative and we are committed to ensuring that they are implemented without delay. But, we cannot do this alone.

    “We need your support as the key representatives of Rivers State in the National Assembly to help us secure the necessary resources and legislative backing to bring this initiative to fruition.

    “Your partnership is critical to success in ensuring that Rivers State remains on the part of progress and enduring peace for future generations.”

    Hailing the federal lawmaker’s decision to visit him the administrator said it reflected “our shared commitments to the progress, peace and prosperity of our beloved Rivers State”. 

    He stressed: “As you all know, our state has faced difficult challenges, over the past months, especially with the declaration of state of emergency by Mr President. This was a difficult but necessary measure to address the insecurity that threatens the very fabric of our communities.

    “However, I am pleased to report that with the support of the Federal Government, security agencies and indeed, the collective will of our people, we have made notable progress in restoring peace and stability to our great state.

    “Since the declaration of the state of emergency, my administration has been resolute in ensuring that our efforts in restoring law and order are not only effective, but sustainable.

    “We have worked tirelessly with the Nigerian Military, the Police and other security agencies to restore order and bring peace to the state. Our goal has been to create an environment where our citizens can like in safety and pursue their livelihoods without fear.

    “The people of Rivers State have shown incredible resilience and patience and I assure you that we are committed to ensuring that this peace remains lasting. Beyond security, we have prioritised community engagements to central part of our strategy. dialogue, reconciliation and inclusivity have been key to building trust among our people.

    “We are determined to strengthen the bond of unity in Rivers State and to foster environment where every citizen feels value, heard and respected.

    “Together, we are making strides in ensuring that peace becomes a permanent feature of our state. However, as we continue on this part, we recognise that we cannot do it alone.”

    Ibas cancels pending procurements, tender processes in Rivers

    Rivers State Sole Administrator, Vice-Admiral Ibok Ibas (retd), has cancelled all pending procurements and tender processes in the state.

    A statement signed by the Secretary to State Government (SSG), Prof. Ibibia Worika, said on Thursday that the decision was in adherence to the Appeal Court’s ruling in suit number CA/ABJ/CV/133/2024.

    Ibas notified the general public that all procurements and tender services carried out by Ministries, Departments, and Agencies (MDAs) during the period have been cancelled.

    The statement said: “Accordingly, all Ministries, Departments, and Agencies (MDAs) that carried out such tender processes for projects in their respective offices are, by this special announcement, mandated to refund such tender fees to the respective contractors immediately, pending the approval of a spending plan by the State, which shall be notified in due course.”

    Ibas pushes for completion of Rivers Trans-Kalabari Road project

    Rivers Sole Administrator Vice-Admiral Ibok Ibas (retd) has described the Trans-Kalabari Road Project as one strategic effort at addressing the socioeconomic difficulties experienced by residents in the riverine communities.

    Ibas asked the contractor in charge of the project to complete it within the given timeline acknowledging that the state government had fulfilled its part of the bargain.

    Ibas spoke on Monday when he inspected the project in Rumuolumeni community and the  Permanent Secretaries’ Quarters in Rumuokwurushi all in Obio/Akpor Local Government Area.

    He said it was imperative that the projects were completed, particularly the Trans-Kalabari Road, saying it would  contribute immensely to boosting the socio-economic status of Rivers and Nigeria.

    Ibas said: “We are also very much aware of the very difficult, challenging terrain around here, in terms of communication, and  communicating between communities. This project, when completed, I think, will boost the socio-economic life of the state and the nation as a whole.

    “We are hoping and imploring the contractors to make sure they keep to the timelines. I think the state government has been able to meet up with its own obligation in terms of making available resources for them. So we are counting on them to keep to the completion time.”

    At the Civil Servants Quarters designated for Permanent Secretaries, Ibas pointed to some challenges experienced by civil servants saying they needed comfortable housing facilities to enable them perform better at their workplace.

    He said: “I have civil servants, who have challenges with their accommodation. We have been out there to see how far the project is going and I think I was also assured that the accommodation will be delivered on time so that those who require them will be able to settle down to do their work.”

    Ibas insisted that was steering the process of building a peaceful state and that Rivers people would remain the greatest beneficiaries.

    • Councils ordered to render account

    Rivers State Sole Administrator Ibok-Ete Ibas yesterday suspended all political office holders appointed by suspended Governor Siminalayi Fubara.

    He also ordered the heads of administration in the local government areas to render account of their performance.

    Those affected are: Secretary to State Government (SSG); the Chief of Staff (CoS), Commissioners, chairmen and members of all boards, councils of agencies, commission’s, institutions and parastatals, special advisers, special assistants and senior special assistants.

    The state government said the action was in line with the powers conferred on the Sole Administrator by President Bola Ahmed Tinubu.

    The statement on the development was signed by the Chief of Staff to the Vice Admiral Ibas.

    It emanated from the official mailing box of the government.

    It reads: “This suspension takes effect from Wednesday March 26, 2025. The affected officers are to hand over to the permanent secretaries in their MDAs.

    “Where there may be no permanent Secretary, they are to hand over to the most senior director or head of administration.”

    Ibas inaugurates SSG

    Also yesterday, the Administrator inaugurated Prof Ibibia Lucky Worika as the SSG at the Executive Chambers of Government House.

    He directed him to hit the ground running by bringing his wealth of experience to bear in the governance of the state.

    The Administrator congratulated Prof Worika on his appointment and said the choice was not merely an administrative decision but a statement of intent.

    He explained that the SSG had an unparallel expertise in law, policy and international governance, which aligned perfectly with the mission to restore law, order, integrity and public trust in Rivers State.

     He said: “To our new SSG, the task ahead is onerous, but your track record leaves no doubt in our minds that you will prove your mettle. Rivers State needs your intellect, grit and unweaving dedication. Together, we will write a new chapter of progress for this great state.

    “Prof Worika’s role will be critical in driving this vision, ensuring that every policy, every decision and every action is in consonance with this administration’s mandate to restore law and order, stabilise the polity and to create the necessary conditions for the restoration of democratic institutions and representations.”

    Ibas pointed to his maiden address to Rivers people where he emphasised that his administration would be committed to delivering effective governance anchored on transparency, accountability and service.

    He enjoined the SSG to brace to the demands of his office, and offer his best service as required while also working cooperatively with civil servants.

     Ibas said: “You have no time to settle down. You must roll up your sleeves and get to work with the team. Our civil servants with whom we will work closely to run this administration are critical stakeholders and we must work with them to ensure that the state continues to function effectively during this administration.

    “To the Permanent Secretaries and civil servants as a whole, once more I will ask your kind cooperation and support as we work to achieve our objectives at this time.”

    Ibas demands reports from managers

    Vice-Admiral Ibas asked the Heads of Local Government Administration (HLGA) in the 23 local government areas to submit the activities of their respective councils.

    He directed them to submit the report to the Permanent Secretary in the Ministry of Local Government Affairs.

    The administrators were appointed by the suspended Governor Fubara, following the Supreme Court ruling that voided the election of council chairmen.

    Ibas’ directive was contained in a March 24 memo to the HLGAs and signed by the Permanent Secretary, Ministry of Local Government Affairs, Dr. Itong Awani.

    The memo, titled: “Re: Submission of report of the activities of your councils”, listed requirements to be submitted as functions of councils, number of staff on nominal roll, sources of revenue of the local government areas, among others”.

    The council managers were asked to submit the report on or before yesterday.

    The memo reads: “His Excellency, the Sole Administrator of Rivers State has directed that all Heads of Local Government Administration should submit the Report of their Councils to the office of the Permanent Secretary, Ministry of Local Government Affairs.

    “I am also to inform you that all submissions using the format listed below should reach the office of the undersigned on or before Wednesday, 26h March, 2025 for onward transmission to the office of the Sole Administrator, Government House, Port Harcourt, for further necessary action.

    “Submission template: Introduction/preamble, functions of the council; number of staff on nominal roll stating cadre by cadre; sources of revenue generation in the local government areas.

    “Activities of the council/on-going and completed projects for the past two years; achievements of the council; challenges and recommendations.

    “Kindly treat as urgent and keep to the timeline of submission.”
