  • Ogun ACN hails closure of illegal schools

    The Action Congress of Nigeria (ACN) in Ogun State has praised the Governor Ibikunle Amosun administration for clamping down on illegal private schools.

    In a statement by its Publicity Secretary, Mr. Sola Lawal, the party thanked the governor for the administration’s free education policy.

    The statement reads: “This is a clear departure from the debasement of teaching and learning in public schools through scant attention by the immediate past administration in the state, which left behind backlog of unpaid teacher’s salary and closure of public schools over lack of funding.

    “Over the years, the menace of illegally-operated private schools has cast a dark shadow on the vibrancy that education used to enjoy in the state long before the recent decadence.

    “A serious government worth its name has a statutory duty of monitoring and regulating not only what is being taught in schools in its domain but also how learning is being imparted and under what environmental condition.

    “The party assured parents and other stakeholders of government commitment to salvage the drift in educational sector through consistent insistence on high standards, part of which led to closure of 160 illegal schools across the state.

    “Allowing such illegal learning institutions operate un-hindered is tantamount to mortgaging the future of young ones in the obnoxious grip of quacks.”

    Wole Awolowo: Amosun, Daniel storm Ikenne

    Governor Ibikunle Amosun of Ogun State and his predecessor, Otunba Gbenga Daniel, on Thursday led the pack of dignitaries who trooped to the Ikenne residence of the Awolowos to condole with the family over the death of Chief Oluwole Awolowo.

    The Managing Director of African Newspapers of Nigeria Plc, Mr. Edward Dickson, had on Wednesday night announced that Awolowo, the Publisher of the Tribune titles, had died in a London hospital at the age of 70.

    The News Agency of Nigeria (NAN) gathered that the deceased, who was the son of the late sage, Chief Obafemi Awolowo, died from complications arising from a ghastly auto-accident on the Lagos-Ibadan expressway on September 30, 2006.

    NAN also reports that other early callers at the Awolowo residence were Gen. Oladipo Diya, Sen. Femi Okuruonmu, Sen. Anthony Adefuye, Mr. Ajani Olanihun(SAN) and Ogun State Commissioner for Information and Strategy, Mr. Yusuf Olaniyonu.

    Speaking to journalists after emerging from a private audience with the wife of the late sage, Hannah, Amosun described the death of Awolowo as sad.

    Amosun said: “ It is sad, very sad, particularly when one considers that Mama is still very much with us. We thank God for everything.

    “All we can say is that we pray to God that such would not be witnessed anymore. Even though he was 70, we don’t pray that he should die now.

    “ We would have loved to have him around probably for as old as Mama, but what can we do?

    “We just have to live with the sad reality that he is dead.

    “ Let me on behalf of the good people of Ogun State commiserate with the entire Awolowo family, not just the biological children but all the political children and allies.’’

    Daniel, on his part, described the death of the scion of the Awolowo family as unfortunate.

    “ Since the last few years that he had the accident and took ill, he had been battling and struggling, but we thank God that he was survived by successful children.

    “ We commiserate with Mama and pray that God would strengthen her at this moment.

    “ When someone loses someone, it is a thing of concern. The person to pray for now is Mama and it is that God should continue to strengthen her,’’ Daniel said.

    Awujale becomes Chairman of Ogun Council of Obas

    Governor Ibikunle Amosun of Ogun State on Tuesday appointed the Awujale of Ijebuland, Oba Sikiru Adetona, as the new Chairman of the Council of Obas in the state.

    Adetona, who succeeded the Alake of Egbaland, Oba Adedotun Gbadebo, would hold the office for one year.

    The law provides for annual appointment and inauguration of the chairman of the council in order of rotation among the four traditional councils in the state, namely: Egba, Ijebu, Remo and Yewa.

    Amosun said at the inauguration that the body served as a veritable platform through which the traditional rulers could provide advice and support for the government.

    He added that the event was part of the re-engineering process embarked by his administration to re-position all institutions of governance for a more effective discharge of their duties and responsibilities.

    He said his administration had commenced a review of all laws with a view to re-aligning their relevant provisions to meet modern day governance.

    “Our commitment to improve the living standard of the people at the grassroots demands a commensurate amendments to legislations that will enlarge the council, re-classify some chieftaincies to the status desirable for the discharge of their responsibilities,” the News Agency of Nigeria quoted the governor as saying at the event.

    Amosun urged the new chairman to ensure rapid resolutions of pending chieftaincy and other related issues among the monarchs.

    He pledged government continued commitment to the welfare of the traditional rulers.

    Ogun to preserve polio vaccines

    Ogun State Governor Senator Ibikunle Amosun has assured that his administration will construct satellite cold chain stores across the 20 local government areas to protect the potency of immunisation vaccines.

    Governor Amosun made the assurance in Ijebu-Ode at the flag-off of the second round of this year’s National Immunisation Plus Days, saying that absolute temperature of immunisation vaccines needed to be maintained for safety and effectiveness.

    He said: “We are investing to have the cold chain stores in all the 20 local government areas of the state to protect the potency of immunisation vaccines we give to our children.”

    He maintained that his administration’s commitment to provide an efficient health- care delivery service remained unwavering, even as he affirmed that all necessary steps would be taken to eradicate polio and prevent its resurgence in the state.

    “Polio virus endangers the health of our children, especially those between the ages of zero to five years and it required two drops of immunisation vaccines to protect our children from being infected with the virus,” Amosun said.

    The governor called for concerted efforts among traditional rulers, community leaders, partners and other stakeholders on health to eradicate the dreadful polio virus.

    Contributing, the Commissioner for Health, Dr. Olaokun Soyinka urged all hands to be on deck to remove Nigeria’s name from the list of countries like Afghanistan and Pakistan that are still battling with the virus, stating that the state had been polio-free in the last three years.

    He assured that this not withstanding; the state would be unrelenting in keeping the state polio-free, saying that this became necessary because of its proximity to Lagos where the virus had been detected in some dustbins recently.

    Soyinka recalled that a total of two million children in the state were immunised during the last round of exercise. He also promised that those that the vaccine could not be administered on would be adequately covered during this round.

    The commissioner therefore implore mothers and caregivers to make their children and wards who are between the ages of 0 and 5 years available during the house-to house immunisation scheduled to commence throughout the 20 local government areas of the state.

    The Ogun State Judicial Commission of Inquiry into Land Allocations, Acquisitions, Sales and Concession of Government Properties and Administration of Land Policies, Rules and Regulations was set up for a purpose—to correct the perceived wrongs done to certain people and communities whose land were forcefully acquired between January 2004 and May 29, last year, OKWY IROEGBU-CHIKEZIE reports

    The Ogun State Government has liberalised land acquisition and documentation. This is a fall-out of the judicial commission of enquiry set up on September 16, 2011 by  Governor Ibikunle Amosun.

    The committee had, as part of its mandate, to inquire into allocations of state land between January 2004 and May 29, 2011. It also had to identify whether such allocations involved breaches of policies, guidelines, rules, regulations or procedures resulting in non-payment or underpayment of appropriate fees.

    Others were: to establish loss of revenue to the state; multiple allocation of prime land to any person or group of persons; loss of opportunity to the state for industrial, commercial and agricultural development or any other situation, which in the opinion of the commission, was not in the public interest.

    Besides, it was also mandated to inquire into the structures, systems, methods, policies and procedures of land administration in Ogun State between January 2004 and May 29, 2011 to determine the adequacy, conformity with best practices and transparency of the systems, methods, policies and procedures as well as identifying instances of impropriety in land allocation and acquisition.

    Before then, the International Finance Corporation (IFC) had tagged the Ogun 36th among states on the ease of doing business, especially on land acquisition and documentation.

    But  the Special Adviser/Director General, Bureau of Lands and Survey, Mrs Ronke Sokefun, said  the challenge before was not that the bureau didn’t have the required manpower but what they lacked was cohesion between the various agencies, which created the time lag in land document processing.

    She said the government hired a consultant to handle the review and re-engineering to automate the processing of Certificate of Occupancy (C of O), review how various departments interact. She said the bureau has succeeded in generating a work flow of how the papers would move from desk to desk until they get the final signature. This, she said, had not only reduced time but also removed duplication, exploitation, fraud and loss of important land documents of members of members of the public.

    A surveyor, Mr Lukman Kasali,  whose office is in Mowe, Ogun State, confirmed that he has had some reprieve since the land documentation was automated by the state government. He recounted how he used to tip people to push his clients’ files, but noted that there was no longer any need to do that as interaction with members of staff was almost nil.

    He said: “My duty now is just to pay the prescribed fees and submit the necessary files and when it is ready, they will contact me, professionals have never had it so good.”

    Another surveyor, Mr Adeyanju Adelekun, had the same testimony.  He said surveyors were experiencing ease of business due to the automation of the  land bureau.

    On Geographic Information System (GIS), Sokefun said they have information on their border areas as accurate as 50 centimetres while inside the estate is as accurate as 80 centimetres. This, she said, is also geared towards accurate land information processing.

    She said staff members of the Bureau have a schedule of training to make them competent and conversant with the new technology.

    Mrs Sokefun also revealed that the Surveyor-Generals and Deputy Governors of Ogun and Lagos states are meeting on border issues relating to Agbara, Ojodu and Akute among others, to  have an amicable settlement on the contentious borders.

    She refuted claims that the state has taken people’s land from developers on the Mowe, Ibafo, Papalanto along the Lagos/Ibadan Expressway. She, however, contended that the law stipulates that the state government owns any land that is within two kilometres on each side.

    Sokefun regretted that before now, some highly placed people got land on discount at ridiculous prices to the extent that 20 hectares sold for N20 million, which was as good as free without any evidence of payment in several cases.  She regretted a case at hand in Papalanto where there are over ‘40 estates’ by signboards, stressing that most of them are land speculators  and warned that the entire left side of the area falls into the state government’s new towns project.

    On the contentious River View estate in Isheri, she once again denied the rumour that the government has cancelled the allocation but blamed the past administration for allocating the area, which it knew to be a water belt and not fit for habitation.

    She said: “OPIC knew River View estate is a water belt, the water there is meant to flow into Ogun River. The whole deal is a scam. It was never supposed to be an estate but they made it so in 2004.

    He added: “Some experts have suggested that we construct artificial lake to check the flooding challenges in the estate but the truth is that we cannot deep our hands into our lean resources to do channelisation for them.”

    She also refuted the allegation of collecting the balance of N250 million from the N700 million promised by President Goodluck Jonathan.

    Ogun restates commitment to affordable housing

    The Ogun State Ministry of Housing’s share of 12 per cent of the N215 billion of the proposed 2013 state budget, would be channelled to the provision of affordable housing for the people of the state.

    This captured the state’s commitment to quality, yet inexpensive housing for its people, a longstanding policy of the Ibikunle Amosun administration.

    Governor Amosun who gave this assurance at a two-day budget breakdown session held at the Oba’s complex, Oke-Mosan, Abeokuta, said the housing scheme would cut across higher, medium and low income earners.

    He said that housing will receive priority attention and that the new housing units will also be equipped with necessary infrastructure to make, while existing estates would get a facelift with improved facilities.

    Speaking with the reporters after the session, the state commissioner for Housing, Mr. Daniel Adejobi expressed optimism that his ministry would open up new housing estates in the coming year, as existing ones were already being completed across the state.

    He said his ministry was already preparing the ground for a landmark achievement by ensuring that the new structures meet international standard.

    Adejobi noted that the mode of payment for ownership of the houses would be by installments, through mortgage financing, after the down payment of 20 per cent.

  • Investors promise $150m on alternative energy in Ogun

    At least 10 investors including foreign and indigenous companies have committed to investing about $150 million in alternative energy in Ogun State.

    The Special Adviser to Governor on Energy, Chief Taiwo Fagbemi, disclosed this during a press conference in Abeokuta to announce the 2012 Nigeria Alternative Energy Expo (NAEE), which will be hosted by the Ogun State Government from October 29 to 31 at the June 12 Cultural Centre in Abeokuta, the state capital.

    He said the reason Governor Ibikunle Amosun approved the hosting of the expo, is to bring in activities that would improve the energy sector of Ogun State adding that all the states and 774 local governments in the country would be invited. “It will not be a talk show. It will be a practical transformation event as the exhibitors will showcase their expertise in the state,” he added.

    He also said the government would carry out an energy audit of the state to determine the state’s energy policy.

    On the quantum of energy the investors eye to generate through alternative energy, Fagbemi said that would be determined after the expo, when the state has signed memorandum of understanding (MoU) with the investors, and know what the investors would be able to do within a given period.

    He said the event would offer a platform for all stakeholders to network and transfer knowledge and skills; raise awareness and educate the public about climate change in Nigeria and Ogun State in particular and specifically highlight Governor Ibikunle Amosun’s five cardinal point initiatives in the area of rural and infrastructural developments; showcase local and international initiatives and technologies that are at the forefront of renewable energy technology and climate change resilience; and bridge the gap between investors and renewable energy project development in Ogun State and Nigeria, among others.

    Fagbemi said: “As at today, we have 10 confirmed exhibitors. The expo is key to help mobilise foreign investment in energy sector. Between our confirmed exhibitors, they are having more than $100 million to $150 million to be invested in the state. These include the commitment of PAX of South Africa and Katika Energy Limited of Germany and Nigeria. The consortium has operations in London, United States, Germany, China, Nigeria and South Africa where massive campaigns have been mounted with road-shows to showcase Nigeria’s rising image.

    “The Nigerian Alternative Energy Expo is designed to enable participants stay abreast of developments and highlight issues affecting the energy industry and further provide strategies, technologies and policies covering the wind, solar, biofuel, hydrocarbon, geothermal, ocean/tidal/ wave, agriculture, environment, finance and hydrogen in Nigeria. We believe there is no other better time to be part of this exciting moment that Nigerian government has pledged to deliver uninterrupted power through alternative energy.

    “Nigerian National Petroleum Corporation (NNPC), the National Science, Technology and Infrastructure (NASENI) and Small and Medium Enterprises Development Agency of Nigeria (SMEDAN) have given endorsement to be partners in the event.”

    Fagbemi said by leading the way in planning for alternative power solutions, the state increases its power threshold and guarantees rural electrification.

    Besides, the NAEE 2012, will feature the maiden edition of Nigeria Green Awards, which would be presented in both individual and corporate categories. Winners according to the organisers will be nominated on the basis of individual and corporate commitment to eco-system initiative, resilience in the investment in clean and renewable energy sources. The organisers of the event also urged visiting delegates to take part in tour of the state during the expo to see the untapped opportunities for investment and development across the state.

    We’ve kept our promises to workers, says Amosun

    Governor Ibikunle Amosun of Ogun State says  his administration has kept his promises to workers by implementing the National Minimum Wage, paying their  salaries as and when due ,and creating a work-friendly environment for them.
    Swearing-in  two Principals-General in  Abeokuta,Gov.Amosun explained that it was a deliberate policy of government not to  owe workers’ salaries. “This informed our decision from the very first month in office to augment the monthly federal allocation of the local councils with about N500 million,” he said.
    He  reiterated that his administration would not borrow for the purpose of clearing  the salary arrears accumulated by the previous administration.
     “Government can borrow to execute capital projects but not recurrent expenditure; we will not default in meeting our own obligation to workers,” he said.
    Besides the piecemeal payment of salary arrears  owed by the last government, he said  government has approved the promotion of teachers which should have been done in 2009 and 2010, pointing out  that promotion of workers as and when due would boost their morale and increase their productivity.
    He deplored the decay in the education sector in the country and  said government would pursue its free and qualitative education policy with single-minded commitment.
    He explained that the renovation of dilapidated school buildings would continue while writing and instructional materials for the new session would be made available to pupils of public primary and secondary schools.
    He said the construction of  26 world class model schools is going on as planned.
    The governor charged the newly sworn-in Principals-General, Mr. Funso Ogun and Alhaja Hafsat Ayinde, to work hard to uplift the standard of education in the state and restore the  values once cherished by parents to the school system.
    And receiving a delegation of the Institute of Chartered Accountants of Nigeria (ICAN), led by its National President, Mr Adedoyin Idowu Owolabi, Governor Amosun said the nation was in dire need of more professionals in the public sector, especially chartered accountants.
    Government,through transparency and prudent financial management,he said, had raised the monthly Internally Generated Revenue of the state from about N700 million to over N2 billion.
    While expressing total support for the Whistleblower’s  Protection Bill initiative of the Institute, he promised to engage more accountants in the public service of the state.
    In his remarks, the National President of ICAN, Mr Adedoyin Idowu Owolabi,  lauded the exemplary leadership style of Senator Amosun, especially his commitment to honesty, transparency and accountability, which he said “are the ideals of the accounting profession.”
