    Senate summons IGP over herdsmen killings

    The Senate on Wednesday invited the Inspector General of Police, Ibrahim Idris, over allegation that the police had failed to comply with its resolution to arrest and prosecute the perpetrators of January 1 killings in Benue State.

    The invitation followed a point of order by Senator Joshua Lidani on the alleged failure of the police to arrest the perpetrators of the mayhem.

    Ladani, (Gombe South), told his colleagues that the 14-day deadline given to the police to arrest and prosecute those behind the Benue killings had elapsed without the police doing anything to effect the resolution.

    He noted that the police did not also explain why it did not carry out Senate resolution on the killings.

    Senate President, Bukola Saraki, asked the joint Senate Committee on Police Affairs and National Intelligence to invite Idris to brief them on how far he has gone on the Senate resolution.

    Saraki asked the committee to report back to the Senate next Tuesday.

    He insisted that Senate resolutions must not be taken for granted especially when human lives were involved.

    He vowed that the Senate would not allow the Benue killings to be swept under the carpet.

    The Inspector General of Police, Ibrahim Idris yesterday reiterated the force commitment to ensuring the security of lives and property of citizens of the country, stressing that the police would sustain its resilience and tempo at combating crime across the country.

    Speaking at the opening of a 5 day training programme for 81 senior police officers of the force on National Counter -Terrorism Incident Site Commanders Management  of the Zone10 Headquarters, Sokoto, Idris said is resolute to police the country based on international core values that would ensure proactiveness so as to rid the country of rime and criminals.

    “We will ensire that the country is secured for all innocent and law abiding citizens”, he assured.

    Participants at the police Mess venue of the training programme being facilitated by CSP Okon Asuquo and SP Manir Madugu include 79 conventional and mobile police officers drawn from the zone, 1 each from NSCDC, DSS and Fire Service.

    The police Boss represented by the Assistan Inspector General of Police Zone 10, Mr Yakubu Usman urged the participants of the all important course to abail themselves of the opportunity to add value to their capacity and competence in the course of their operations.

    He said” the training is primarily to equip you with the needed capacity to adequately and rapidly respond to  incidents especially on terrorism.

    ” I therefore, urge you to listen attentively, ask questions and teach others not here so they can leatn from the knowledge you acquired”, he said.

    Also speaking on the sidelines, the Sokoto police Commissioner, Murtala Usman Mani said the programme was timely and coming when the country was faced with security challenges.

    According to Mani” we are more concern about the security of Nigerians that is why the police is encouraging all necessary measures to synergise with relevant agencies in order to fight crime and criminals for the safety of an average citizen.

    ” Basically, we are faced with more of lesser crimes which is what we will focus on and to build a template for proactive operations against and ahead of any act of terrorism “, stated.

    Police train 147 officers in Zone 5 to counter terrorism

    The Inspector General of Police, Ibrahim Idris, said on Friday that 147 officers of the Nigeria Police Force and sister security agencies in Zone 5, have been trained to counter terrorism.

    The I-G made this disclosure at the closing ceremony of the five-day National Counter Terrorism Incident Commanders’ Management Course held in Benin.

    Idris represented by Commissioner of Police in Edo, Mr Johnson Kokumo, said that the Force would continue to synergise with sister security agencies to counter terrorism.

    “The Nigeria Police will continue to partner with other sister security agencies to curb any form of criminal activities, especially terrorism in the country.

    “The training is a clear indication of the willingness of police to synergize with sister security agencies to sustain peace in the country.

    “The training is to impart new security knowledge on the participants.

    “The Police will always make his officers and men available to attend similar training when called upon by sister security agencies,’’ he said.

    In his remarks, the Assistant Commissioner, ACP Emmanuel Aina, urged the participants to domesticate the thematic concerns of the training in their various formation and agencies.

    He said the training has further exposed the participants to taking urgent steps to respond to emergencies timely without recourse to who should take the lead with other security agencies.

    Earlier, the lead facilitator for the training, CSP Okon Asuquo, thanked the I-G for approving the training.

    He said the training has further exposed participants to contemporary policing challenging issues through group discussion, presentations, simulations and lectures.

    He said the concern was to demonstrate practically various topics such as major incidents, method of terrorist attacks, and multi-agency response to incidents.

    The 147 officers drawn from the Police, Army, FRSC, NSCDC, EDSMA, Nigeria Fire Service, and DSS, who successfully participated in the training programme, were presented with certificates.

    ‘Politicians have hijacked cattle herdsmen/farmers crisis’ – Miyetti Allah National President

    The National president of Miyetti Allah , Kautal Hore, a Fulani socio-cultural Association, Alhaji Bello Abdullahi Badejo, yesterday in Kano, raised the alarm that the cattle herdsmen/farmers  crisis, ravaging some parts of the country have been hijacked by politicians, who want to take the advantage to prosecute the 2019 campaign agenda.

    Badejo, who spoke to reporters in Kano, said the worrisome trend, over the rampant killings has now taken a frightening dimension in which the politicians are cashing in on to create a division in the minds of the people by branding the Fulani herdsmen as ‘killers’.

    According to him: ”politicians are interfering in the Fulani herdsmen/ farmers crisis. They are trying to create a division, as well as divide the minds of the people. Politicians are punishing farmers, including Fulani cattle herdsmen because they want to use the face-off as a basis for 2019 politics.”

    The Miyetti Allah national president, argued that fulani are peace loving people, who have a unique identity, different from other races, so for people to now label Fulani, of carrying AK 47 Assault rifles to kill is totally false, insisting that fulani worldwide are only engaged in cattle rearing and nothing else.

    ”They plan to create 5,000 hectares of land to be used as cattle colonies in some states. It is a welcome idea, but if the Benue State Governor, Samuel Ortom had agreed to create the proposed cattle colonies, rather than the grazing law he enacted, it would have not degenerated the current controversy but address the face-off.

    ”But this Ortom’s law is by no means favourable to the Fulani, that is why are vehemently opposed to it. So, the proposed colony will serve as an enduring solution to the lingering Fulani herdsmen/farmers crisis. And as such, we are in support of the Federal Government’s agenda to create the colonies.”

    The Miyetti Allah boss therefore called on the Inspector General of Police, Ibrahim Idris to seize the opportunity of his relocation to Benue State to establish the truth, as to who is attacking who and at the close of the day, prosecute, whoever is found guilty,  insisting that the fulani have been and are still peace-loving people.

    However, he dismissed as false, insinuations that the Federal Government is grabbing the land to hand it over to the Fulani, saying: ”Only desperate politicians are opposed to the creation of cattle colonies for fulani herdsmen. These issues have been politicized.”

    In addition, he stated that anyone armed with AK 47 Assault rifle cannot be rearing cows, adding that such a person must be an armed robber from somewhere, disguising as a Fulani Herdsman and carrying weapons, as well as wearing Fulani attire to deceive the public.

    To this end, he said he is surprised about the rampant attacks occurring between farmers, communities and Fulani cattle herdsmen in Plateau and adjoining states, adding that if any fulani man invades somebody’s farm and steal, let the Fulani man be arrested and called to order rather than not only politicizing it but blowing it out of proportion.

    Senate orders IGP to fish out Benue killers

    The Senate on Tuesday rose from over six hours consideration of the worsening security situation in the country and mandated the Inspector- General of Police, Ibrahim Idris, to fish out perpetrators of the killings in Benue State within 14 days.

    The upper chamber, after what appeared as exhaustive debate of the dire situation, asked its presiding officers to convey the resolutions to President Muhammadu Buhari for immediate implementation.

    The resolutions followed the consideration of the interim report of January 1 killings in Benue State.

    Senate President, Bukola Saraki, said the IGP must act on the resolution while the Benue State Attorney General and Commissioner for Justice must be prepared to prosecute the masterminds of the mayhem.

    Saraki said: “We took almost six hours to deliberate. It shows that it is goes beyond religion and ethnicity. It shows that there is breakdown of law and order. If we fail to act, it will be an indictment. We want immediate action. One of the issues is justice. Without justice, there can be no peace.

    “I think that we owe to the President to tell him what we have discussed. This is a wake- up call on the President and on all of us. We must be seen to be doing something.

    “The President must act. Those responsible must be held accountable. Military all the time cannot be the solution. The military is being over stretched. That is not good for us. Most importantly action must begin to happen to show Nigerians that we are not just talking. We need to ensure that this never happens again. We need to restore hope.”

    Deputy Senate President, Senator Ike Ekweremadu, canvassed the declaration of a nationwide state of emergency to safe the country from drifting into anarchy.

    He urged the Senate to prevail on President Buhari to declare a nationwide state of emergency to enable the government to deal decisively with “dangerous developments” in parts of the country.

    Court dismisses Evans’ N300m suit against police

    The Federal High Court in Lagos on Tuesday dismissed the N300million fundamental rights enforcement suit filed against the police  by suspected kidnap kingpin, Chukwudumeme Onwuamadike a.k.a. Evans.

    Justice Abdulazeez Anka dismissed the suit for lacking in merit.

    Evans had in June last year filed the suit to challenge his detention for 11 days “without charge.”

    The kidnap kingpin also alleged that he was subjected to media trial during his arrest.

    He argued, through his counsel, Mr. Olukoya Ogungbeje, that the detention from June 10 was a violation of his fundamental rights enshrined in sections 35 (1) (c) (3) (4) (5) (a) (b) and 36 of the Constitution.

    For his alleged unlawful detention, he asked the court to award N300m damages against the police.

    The IGP, Nigeria Police Force (NPF), Commissioner of Police in Lagos State and Lagos State Anti-Robbery Squad (SARS) were the first to fourth respondents.

    However, the police through its counsel, Emmanuel Eze, urged court to discountenance Evans’ application and dismiss same accordingly, for lacking in merit, “as no infraction was committed as claimed by the kidnapper.”

    Delivering judgment, Justice Anka held that in the circumstances of the case, Evans could not rely on Section 35 and 36 of the Constitution.

    The judge ruled that the decision of the police to detain Evans from June 10 to 22 was reasonable, as they had an order to detain him for 90 days.

    On the media trial, the judge said there was no law that stops the media from carrying out their constitutional duty.

    Justice Anka said: “This case does not succeed and is accordingly dismissed. All parties have the right of appeal.”

    Indigenes and residents of Akwa Ibom state rolled out drums yesterday to celebrate the killing of a notorious kidnap kingpin and militants’ leader, Akaninyene Jumbo alias Akpafid.

    Our correspondent learnt that Jumbo fled the state to neighbouring Rivers State after the police declared him wanted over series of crimes including kidnappings, robbery, cultism and politically-motivated killings.

    The Nation gathered that the dreaded hoodlum also terrorised other states in the South-south and Southeast.

    The Nation gathered he was trailed to his hideout and killed in Omagwa, Rivers state when he engaged the military and the Special Squad drafted for the operation by the Inspector-General of Police ( IGP ) Ibrahim Idris in a gun duel.

    His lifeless body was displayed at the military check point at Iwukem junction before taken to his hometown, Ikot Ibekwe village in Ukanafun Local Government Area of Akwa Ibom for public view.

    Indigenes of Etim Ekpo and Ukanafun local government areas believed respite will return to the troubled communities of Udianga Enem, Otoro, Uruk Ata 11, Ikpe, Okoyo, Ikot Udobong and Ikot Mkporikpo group of villages.

    The deadly terrorist had laid siege to these communities forcing local dwellers to seek refuge in safer places including Iwukem, Uyo, Ikot Ekpene, Etim Ekpo, Abak and other areas.

    It was learnt Jumbo’s native doctor was captured some few days ago in Okirika, Rivers State.

    Police spokesman Macdon Ogbeche, a Deputy Superintendent ( DSP ) confirmed the incident and appealed to the people to always give information on activities of suspected criminals and hoodlums in their neighbourhoods.

    Benue killings: Meeting with IGP postponed over governors, monarchs’ absence

    The meeting between the Inspector General of Police, Ibrahim Idris, and key people from Benue and Nasarawa States slated for Monday did not hold due to absence of some critical stakeholders from the two states.

    President Muhammadu Buhari had on Monday met with key stakeholders in Benue State at the Presidential Villa, Abuja.

    The meeting which was attended by the state governor, Sanuel Ortom and members of National and State Assemblies from the state was convened to address the current crisis in the state.

    The stakeholders’ absence forced the delegation from the two states to postpone the meeting slated for Force Headquarters in Abuja.

    The delegation from both states was led by the Secretary to the Benue State Government, Anthony Ijohor and his Nasarawa counterpart, Mohammed Abdullahi.

    Some traditional leaders and other stakeholders were also at the Force Headquarters for the meeting.

    Ijohor, who called for the postponement, argued that the matter cannot be resolved without the key stakeholders at the meeting.

    He said: “As a representative of my government, the truth is that we expected that this meeting would be high powered meeting.

    “For this kind of meeting, I expect that the two governors of the states and their deputies, members of the social- cultural organisations, Tor Tiv, Emir of Lafia and others will be in attendance so that these issues can be trashed.

    “It is not just enough for us to say we are talking peace when we have not adequately taken into consideration these people.  So, I am requesting that the meeting be shifted to a later date so that these people and other critical stakeholders will be in attendance.”

    Injurious falsehood: Trial of Sen. Misau commences Jan. 29

    An FCT High Court Maitama, on Monday adjourned until Jan. 29, commencement of trial of Sen. Isah Misau (APC-Bauch-Central), charged with injurious falsehood.

    Misau was dragged before the court by the Minister of Justice and Attorney-General of the Federation (AGF), Abubakar Malami (SAN),  on a five-count charge.

    The charge bordered on injurious falsehood against the Inspector-General of Police, Ibrahim Idris, Chairman, Police Service Commission, Sir Mike Okiro and the Nigeria Police Force.

    The offences, he alleged, contravened the provisions of   Section 393 (1) of the Penal Code.

    He was first arraigned before Bello on October 19, and he pleaded not guilty to the five-count charge and was admitted to bail in the sum of N5million.

    At an earlier sitting on November 28, Dr Alex Izinyon (SAN), informed the court that he had the fiat of the Attorney-General of the Federation to take over the matter as prosecution counsel.

    He further informed the court that following the directive, he filed two applications before the court, dated Nov. 28 on the same date.

    Iziyon told the court that the first application sought to correct some of the five-count charge as well as add two other persons to it.

    The second application he said was challenging the propriety of Misau to issue subpoena on the Inspector-General of Police to give the defendant certain documents in his possession as well as to testify for him.

    He stated that the application sought the leave of the court to set aside the subpoena issued on the I-G.

    Responding to this, counsel to the senator, Joshua Musa (SAN), declared that the move by the prosecution to amend the charge was unnecessary as the charge in the first instance was irregular as it did not have the seal of the lawyer who filed it.

    Musa informed the court that the defence would file a preliminary objection, adding that until the original charge was regularised, it could not be amended.

    Responding to this, Izinyon stated that the original charge was filed by the Office of the AGF, adding that the charge was read to the defendant in court and his plea was taken without any objection to it by his counsel.

    The judge, Justice Ishaq Bello, ruled that if the amendment was meant to correct the perceived error in the original charge, it should be allowed to be amended.

    He adjourned the case until January 29

    Herdsmen killings: IGP arrives Benue

    The Inspector-General of Police, Ibrahim Idris, on Wednesday arrived Makurdi, Benue, as directed by President Muhammadu Buhari.

    The President had on Monday ordered the IGP to move to Benue to restore law and order in the state.

    Gunmen had on New Year day killed over 50 persons in Logo and Guma local government areas of the state.

    The Force Spokesman, Jimoh Moshood, in a statement said the order followed the recent unfortunate killings of innocent people in Guma and Logo LGAs.

    Moshood said in compliance with the Presidential order, the IGP was moving with additional five Units of Mobile Police Force making a total of 10 units deployed to the state.

    “More units of the Police Special Forces, Counter Terrorism Units, and Conventional Policemen are already being deployed to the state to comply in totality with the Presidential order.

    “The full weight of the law will be applied on anyone arrested for being responsible for the mayhem in the affected areas in the state.

    “The commitment of the Nigeria Police Force to ensure law and order and protection of lives and property of all Nigerians throughout the country remains unequivocal and unwavering,” he said.

    Idris, who arrived Makurdi at about 10:00 a.m., proceeded straight to Zone 4 Police Command.
