Peace Corps asks court to hold IGP for contempt

The Peace Corps of Nigeria wants the Federal High Court, Abuja, to commit the Inspector-General of Police, Mr Ibrahim Idris to prison for alleged disregard of court orders.

The corps in Form 48 on Contempt of Court filed on Wednesday prayed the court to jail Idris to serve as deterrent to others in position of authority.

The contempt charge against the IGP was premised on the alleged refusal of the police to vacate the headquarters of the organisation which it sealed on Feb. 28, during its official commissioning.

The suit was predicated on a judgment in a fundamental human rights suit delivered by Justice Gabriel Kolawole on Nov. 9.

Kolawale in the judgment, ordered the police to unseal the corporate head office of the corps in Abuja.

He also ordered the police to pay the corps N12 million as damages for infringing on its rights to own property and for freedom of movement.

Speaking to newsmen, Akoh said that his organisation had been pushed to the wall to institute the contempt charge against the police boss.

“The organisation has secured seven different judgments from different courts, all barring the police from arresting detaining, harassing or intimidating our officers in the course of their lawful duties,’’ he said.

Akoh said that his officers would not take laws into their hands but would continue to approach the court for intervention.

ICRC lauds police over action on gunshot victims

The International Committee of the Red Cross (ICRC) Wednesday lauded the Nigerian Police Force (NPF) for ensuring victims of gun shots are offered treatments in health facilities across the country.

The committee said there has been misconceptions on the constitutional provision, which until recently has led to casualties.

ICRC Health Care in Danger Focal Person, Felix Onwudegu, during a training in Abuja explained that the advocacy has fortunately scaled through the National Assembly but yet to get the President’s approval.

He said management of hospitals are gradually changing their perceptions and accepting the new development due to more awareness creation.

“The police IGP made a declarative statement on this in Lagos sometime last year. Police are disseminating information along their information channels to sensitise their officers so that victims with gun wounds would be treated and later reported to the police station,” Onwudegu added.

Section 4 (2) of the Robbery and Firearm, Special Provisions Act 1984 says, “It shall be the duty of any person, hospital or clinic that admits, treats or administers any drug to any person suspected of having bullet wounds to immediately report the matter to the police.”

However in a public notice, circular issued by the Inspector General of Police, Ibrahim Idris, last year October, he stated that, “The NPF must not prevent prompt access to, or delivery of health care for accident victims or gunshot wounded patients.”

“The accident victims or gunshot wounded patients do not require police clearance to receive medical treatment. However, it should be reported to the Police,” he added.

He appealed to the media to further increase the awareness and support the advocacy.

Speaking on protection of health facilities, Onwudegu said health workers have right to seek protection from the security operatives.

He emphasised need for media involvement in reporting humanitarian issues, especially as it relates to attack on children, women and vulnerable members of the society.

  • Anambra election: Senate gives IGP 24-hrs to restore Obiano’s aides

Anambra election: Senate gives IGP 24-hrs to restore Obiano’s aides

The Senate on Wednesday directed the Inspector General of Police ( IGP ), Mr Ibrahim Idris to restore security aides of Gov. Willie Obiano of Anambra within 24 hours.

The directive was sequel to a Point of Order raised by Deputy Minority Leader, Sen. Emmanuel Bwacha during plenary in Abuja.

The Upper Chamber also directed the Chairman Senate Committee on Police Affairs, Sen. Abu Ibrahim to ensure that the order was carried out and report back to the Senate on Thursday, Nov. 16.

It can be recalled that the IGP had on Tuesday withdrawn Obiano’s security aides on the excuse of providing level playing ground in Saturday’s governorship polls in the state.

Bwacha described the withdrawal of the governor’s aides as unjust.

“As a senator, I know that injustice anywhere is injustice everywhere. If we don’t arrest the matter the President may be made hostage unknown to him.

“If we allow such cabal to grow and are not tamed, the Federal Government may be brought down to its knees.”

He said as members of parliament they had a duty to ensure that “What happened in Anambra did not happen anywhere again.

“Candidates should be allowed level playing ground but nobody should do a thing as crude and shrewd as what happened in Anambra. This was wrong.

“I will make attempt to try and reach the President that some of his aides are been over zealous in discharging their constitutional duties; this is not good and it is uncalled for.”

In his comment, the Senate President, Dr Bukola Saraki, described the development as unfortunate, but said the Senate would not debate on the matter as it was brought under an order not debatable.

Rising under Order 45 and 52, Deputy Minority Whip, Sen. Biodun Olujimi said the whole idea of the Point of Order she raised was for the lawmakers to be allowed to make contributions on the matter.

“The issue is very important to Nigerians and democracy. It is a nascent democracy and there is a need for us to nurture it, to ensure that we don’t truncate it easily.

“The action of the IGP in taking over the aides of a sitting governor means that in 2019, even the Senate President will lose all his aides,’’ Olujimi said.

She added: “every governor regardless of his political party is entitled to security and as chief security officers of their states they are entitled to security.

“It is unimaginable that the IGP will say because he wants to provide level playing field because there is an election, he will withdraw the ADC of a governor so that he goes without his retinue of aides. That is wrong”.

  • Police training school graduates 120

    Police training school graduates 120

The Commandant, Police Training School (PTS), Ikeja, Kayode Egbetokun, has charged newly certified 120 Supernumerary Police Officers (Spy) to be good ambassadors of the institution, respect the laws or face arrest.

Egbetokun, an Assistant Commissioner of Police (ACP) stated this at the graduation ceremony of the officers, who underwent six weeks of intensive drills designed and approved for the Supernumerary Police Officers by the Inspector General of Police (IGP), under Section 18(a) of the Police Act.

Egbetokun reminded the trainees that their uniform was a symbol of authority, adding “the warrant card you are carrying confers powers, privileges and immunities of a police officer on you.

“These powers, privileges and immunities are to be protected and must not be abused. The warrant card is not a licence to drive against traffic; it is a charge to protect the law. You are expected to reflect the discipline you have imbibed in this training both in and out of uniform.”

Reiterating that Spy Police Officers were not to bear arms, the Commandant said the graduands were not given arms drill, musketry or weapon handling trainings.

He said: “By law, the Spy Police Officers are recruited and trained for private organisations and public institutions who desire their services. They are by law, members of the Police Force but are not regular police officers.

“The training curriculum is rich in content and adequate to equip the trainees with the knowledge and skills needed to function effectively as Supernumerary Police in their respective organisations.

“A typical training day starts at 6am with physical exercise followed by unarmed combat or foot drill, after which trainees are moved to the classrooms for academic work before returning to the field. They usually have only 30 minutes break until 6pm when the training closes.

“They were taken through courses in professional police, legal, liberal and field studies. At the end of the trainings, an examination, drill test was set followed by the commandant’s interview.

“None of them was found wanting by the board of interviewers. They have been found worthy both in character and learning and have satisfied all requirements for appointment as Supernumerary Police Officers.”

On the achievements of the school since he assumed duty in 2015, Egbetokun said his team has been to raise the bar of professionalism, adding that his leadership has zero tolerance for corruption.

He said the school had organised refresher courses for at least 3,000 officers from Assistant Superintendent of Police to Constable ranks, who he said, had keyed into the Inspector-General of Police’ (IGP) “policing with integrity” vision.

“We have improved on infrastructure. We have improved oj standard and quality of training. We are turning put top quality products. We have inspired confidence and we rely on our integrity.

“The former Commissioner of Police, Lagos State, Fatai Owoseni engaged us in giving policemen in the command a special training in ethics and professional conducts with the objective of effecting a change in their attitudes and giving them a positive orientation in line with the vision of the IGP, Ibrahim Idris.

“We have handled this reorientation course with utmost commitment, passion and have recorded huge successes. Over 3,000 of them have been trained with emphasis on values of honesty and transparency, benevolence, expertise and effectiveness.

“The positive feedback we are getting on those that have attended this reorientation courses has been encouraging.”
