    Police ‘ll secure Evans’ conviction, says IG

    •Udom urges Idris to address insecurity

    INSPECTOR-General Ibrahim Kpotun Idris has reassured the citizenry that the police will secure conviction against alleged notorious kidnap kingpins, Henry Chibueze (aka Vampire) and Chukwudumebi Onwuamaegbu, also known as Evans.

    The IG, who gave the assurance yesterday in his keynote address at a public security lecture in Uyo hailed the National Assembly for passing the anti-kidnapping bill into law and recommending a death sentence for perpetrators.

    At the lecture with the theme: “Insecurity, socio-economic impacts and conflicts resolution perspectives”, the IGP said the police would also ensure that kidnap suspects are prosecuted in court as a way of checking incessant cases.

    “With humility, I must state with some amount of confidence that these strategies have worked based on successes achieved so far. Most heinous crimes, especially kidnapping and armed robbery, which occurred, have so far been detected.

    “You are very much aware of the fate of the notorious kidnapper, Henry Chibueze (alias Vampire) and the billionaire kidnapper, Chukwudi (alias Evans) and many others too numerous to mention here, who were arrested and many of them being prosecuted.

    “Considering the detailed investigation being conducted on these cases, Insha Allah, we must gain conviction”, he said.

    IGP Idris said the preventive strategies and arrests made by the police in recent times have helped in checking the activities of kidnappers, armed robberies and other heinous crimes in Kaduna-Abuja Express ways, South=South Zones and many parts of the country.

    He added that the problems of cattle rustling and insurgency in the Northeast and Northcentral as well as militancy in the Niger Delta are also being tackled by the police.

    “The ability of the Nigerian Police to control the secessionist tendency of IPOB in the Southeast is another success story, thanks to the Military Operation Python Dance in the Southeast,” the IG stated.

    Akwa Ibom Governor Udom Emmanuel said the issue of insecurity was not only the responsibility of security agencies but that of everyone.

    He, however, said for the Federal Government to succeed in its fight against insecurity, it must address the factors that cause insecurity in the Niger Delta.

    INSPECTOR-General of Police (IGP) Ibrahim Idris has placed policemen nationwide on red alert.

    The move was part of efforts to ensure that the quit notice threat and counter threats issued by some groups are not actualised.

    The police said security would be beefed up across the country to ensure that lives and property are protected.

    Idris urged the public to go about their lawful businesses, adding that there was no cause for alarm.

    Reacting to the pronouncement by the Army that the Independent People of Biafra (IPOB) is a terrorist organisation, the police said whoever acts under the group would be arrested and arraigned to court.

    Speaking with The Nation in Abuja yesterday, the Force spokesman, CSP Jimoh Moshood, said: “The Inspector General of Police has before now directed that Commissioners of Police in charge of commands and AIGs in charge of zones to be ready to ensure that the threat and the counter threats are not actualised.

    “The IG has placed all police personnel on red alert across the country. This means that they cannot travel and they have to be within their station so that at the beckon of the commanding officer, they can be deployed to attend to any situation that may come up.

    “We are well-prepared, October 1 or whatever date given, the police would beef up security across the country to ensure that both indigenes and non-indigenes go about their lawful businesses because nobody has the right to tell anybody to quit or relocate.

    “So, there is no cause for alarm and we have increased deployment across the country.”

    Moshood added that Police Mobile Force squads, who are directly responsible for quelling riot and other crimes, have been deployed to Southeast and Southsouth.

    On the proscription of IPOB, the Force spokesman said: “We are doing our best to ensure that any organisation or group under any name is not allowed to unleash mayhem on the society.

    “Our police station in Ariara market was attacked and about seven suspects have been arrested. We are still arresting more and the suspects are being charged to court.”

    He added: “Having declared IPOB a terrorist group, anybody that is a member of the organisation would be arrested by the police if they come out to do things that are against the law and order that can endanger lives of people.

    “We are still looking for those who were responsible for burning our police station, some have been arrested and we would still arrest more.

    “They don’t have right to operate under IPOB because the state governments in that region have proscribed them and called them unlawful organisations. When you belong to such organisations and you are performing unlawful act, it would give us the power under the law to get you arrested and prosecuted.”

    Abia crisis: IG directs nationwide deployment of policemen

    The Inspector-General of Police, Mr Ibrahim Idris, on Thursday briefed Vice President Yemi Osinbajo on the outbreak of violence in some parts of Abia.

    After the briefing, Idris told State House Correspondents that the police was adopting a three-pronged approach to resolve the crisis.

    “The strategy we are using is to ensure that we deploy policemen throughout the country.

    “Secondly, we are in touch with the government.

    “We are trying to mobilise the political leadership to be able to intervene where necessary in how to reduce the tension that is already taking place in the South East.’’

    On allaegation by Gov. Nyesom Wike of Rivers that the police is behind criminal activities in the state, the I.G. said that Wike was expressing a personal opinion on the security situation in his state.

    He, however, said police did not have to deny the governor’s allegation that crimes were perpetrated in the state by its operatives (SARS).

    Idris explained that the display of a corpse purported to be that of the police in a crime scene did not indicate that the said policeman was involved in the crime.

    “That a Policeman was killed in Rivers in connection with the IPOB issue is different from saying that the policeman was involved in a crime.

    “You cannot say that the one attacked and killed is the one involved in the crime,’’ he stated.

    He described the governor’s comment as a sweeping allegation which “does not make sense to me’’.

    While reacting to the October 1 quit notice given to some Nigerians to leave some parts of the country, the I-G said there was no cause for alarm.

    “I don’t think there is tension in the country; there is no tension here,’’ he said.

    1,000 kidnap suspects in police net, says IG

    No fewer than 1,000 suspects are in police net across the country, Inspector General of Police Ibrahim Idris said in Lagos yesterday.

    He told reporters after visiting Oba of Lagos Rilwanu Akiolu at his palace that the police were winning the war. He called for the establishment of special court and the limitation of trial time for suspected kidnappers.

    He said: “We are addressing the issue of kidnapping across the country. On the Abuja-Kaduna Expressway, we paraded more than 50  last week and today (Thursday), more suspects were paraded.

    “We should have a change. There should be a law creating a special court for kidnapping. Secondly, the period for trial should be shortened so that within a month or two, people are sentenced.”

    Asked why the military seemed to have taken over internal security role, Idris said: “Every country gets the police they deserve. It is not an issue for the police to comment on. I leave that for the people to decide.

    “I can tell you that we are prepared for 2019 elections. More Area Commands, Mobile Squadrons and units would be created across the country so that we can be closer to the people. All we are appealing is for the passage of the Police Trust Fund Bill.”

    The Police yesterday paraded another set of suspected kidnappers and other criminals arrested on Kaduna-Abuja highway.

    The 40 people paraded bring to 72 the number of suspected kidnappers, armed robbers and others nabbed on the highway within this week.

    The suspects were arrested at various villages along the highway, where they have their operational bases and camps.

    Parading the suspects at Rijana village, Kachia Local Government Area, Kaduna State on the highway, Police spokesman CSP Jimoh Moshood attributed the arrest of the suspects to the launch of ‘Operation Absolute Sanity’ by Inspector General of Police Ibrahim Idris.

    CSP Jimoh said the police had been able to penetrate the kidnappers and locate their camps. He said some of their captives were rescued in the process.

    He said the police operatives had taken over the bushes on the highway, adding that efforts were intensified to arrest the sponsors of the group, who are at large.

    He said: “We have 40 suspects before us. These 40 suspects were arrested in the acts. They operate in different camps led by Ali Bello alias Tsonge. He is the Grand Commander of all the kidnappers you are seeing here. We also have Goma Shehu, alias Nama Gogo. Shehu is a notorious leader of kidnap for ransom gang that has been operating and terrorising passengers on Kaduna-Abuja highway.

    “We also have another gang leader by name, Mohammed Mujua. Others include Danladi Hassan, Mohammed Abubakar, Egwu Ogiri, and Emmanuel Awobi among others,” he said.

    IG dismisses three policemen for illegal arrest, extortion

    Inspector General of Police (IGP) Ibrahim Idris has dismissed three policemen for their involvement in illegal arrest, detention and extortion of money from some people.

    The dismissed personnel – AP. No 136005 Inspector Okelue Nkemeonye, F/No. 355897 Sgt. Braimoh Sunday and F/No. 359928 Sgt. Yusuf Olukoga – were attached to Area Command, Ijede-Ikorodu under the Lagos State Command.

    The policemen, who were armed and pretended to be members of the Special Anti-Robbery Squad (SARS), harassed their victims and collected N200,000 from them before they were released.

    In a statement issued in Abuja yesterday, the Officer in charge of Public Complaint Rapid Response Unit (PCRRU), Abayomi Shogunle, stated that the personnel tagged their victims Internet fraudsters – “Yahoo Yahoo boys”.

    Shogunle said the policemen collected N90,000 through the ATM and N110,000 through mobile bank money transfer to a third party account provided by the policemen.

    He said the officers were found guilty and dismissed after they appeared at Orderly Room trial at the Zone Two Command Headquarters, Onikan-Yaba, Lagos.

    He said the adjudicating officer found them guilty on two charges of offence against discipline as provided for in paragraphs C (ii) Corrupt Practices and E (iii) Discreditable Conduct of the First Schedule of Police Act and Regulations Cap. P19. Law of the Federation of Nigeria 2004.

    Giving details, Shogunle said: “On the June 21, 2017 the Public Complaint Rapid Response Unit (PCRRU) received a complaint via WhatsApp number 08057000003.

    “The complaint reads: ‘I went to the bank this morning to deposit money to a company’s account, but there was no network. So, I deposited the money into my personal account to do the transfer to the account later.

    “When I came out of the bank, I saw a car packed full of some SARS policemen wearing black clothes with anti-robbery squad written at the back. I was told to enter the vehicle with a gun pointed at me.

    “They collected my mobile phone and asked me what I do for a living. I told them that I had just finished my youth service and I am living with my brother. I pointed my brother’s shop to them to stop by and see him because he was the one that sent me to the bank. They refused to wait and they did not allow me to pick my calls or call out.”

    The complaint further reads: “I received an alert on my phone with the money I went to deposit. They searched my phone and on seeing the alert, they labelled me as a yahoo boy and told me that I would pay them N1 million.

    “One of them slapped me. They drove us around places in Ikorodu, Ijede, Gberigbe, Ibeshe, Igbe, Ipakodo, Itaelewa, Agric and First Gate, harassing people, moving them in the car and collecting huge amount from them.

    “They collected N50,000 from me. But I noticed that each junction that we reached, people were hailing their leader by his nickname (OJ Ojewunmi). And one by name Austin slapped me.

    “They picked me up around 9am and dropped me at about 6pm in the evening after collecting money from me. They also used my account to collect money from the guys that I met in the car and used my ATM to withdraw from them.”

    Shogunle said his team was dispatched to Ikorodu where all the three dismissed policemen, including AP No. 98199 ASP Bayo Obadia, who led the team, were apprehended.

    He said preliminary investigation by the unit revealed that the allegations contained in the complaint sent via WhatsApp message actually happened.

    “Also, the four police officers, who were armed on the day of the incident, falsely paraded themselves as operatives of Special Anti-Robbery Squad (SARS) despite not being posted to SARS by police authorities.

    “Investigation also showed that the officers extorted a total sum of N200,000 from the young men who they tagged ‘Yahoo Yahoo Boys’. The money was forced from them via N90,000 ATM withdrawal and N110,000 mobile bank money transfer to a third party account provided by the policemen. All the extorted N200,000 was recovered by the PCRRU investigators.

    “All the arrested officers, witnesses and recovered exhibits, including the N200,000 cash and printed bank statement of account, were handed over to the Assistant Inspector-General of Police, Zone 2 Lagos for further detailed investigation and necessary disciplinary measures.

    “The approval of the punishment of dismissal from service as recommended by the adjudicating officer is part of the outcome of the disciplinary measures,” Shogunle said.

    On what would become of the fourth person in the act, he said: “In the case of ASP Bayo Obadiah, who led the team of the infamous men on this unacceptable conduct, an official query was issued to him by the AIG Zone 2 Lagos, both his reply and Query has been forwarded to the office of the Force Secretary, Force Headquarters, Abuja from where it would be proceeded to the Police Service Commission as required by police regulations.”

    Man to IG: Police infringing on my rights

    A businessman, Celestine Ufoegbuna, has urged Inspector-General of Police, Ibrahim Idris, to restrain his men from infringing on his rights over a financial dispute between him and his estranged business partner.

    Ufoegbuna said he had been arrested, detained and tortured by some officers of the general investigation department of the Force Headquarters Annex, Alagbon, Lagos, despite his petition of last May 19, to the IG.

    In another petition of last June 22 written by Festus Keyamo Chamber, Ufoegbuna said the police also “unlawfully detained” his sister.

    According to him, the Ezendi Igbo, Eze Cyril Umeh Akuka, as well as an unnamed friend, who tried to mediate in the dispute, were also detained.

    He said the petition of May 10, “was approved by a signal dated May 19, 2017 and was assigned to Deputy Commissioner of Police, Force Intelligence Bureau (FIB) Force Headquarters Annex, Lagos State to transfer the case to Special Fraud Unit (SFU) for harmonisation and investigation.”

    Ufoegbuna noted that in disregard of the FIB’s intervention, the officers from the general investigation “arrested detained and tortured” him over the matter.

    Keyamo, who wrote a similar petition last June 23 on Ufoegbuna’s behalf to the Assistant Inspector-General of Police, Force Criminal Intelligence and Investigation Department (FCIID), Abuja, said Ufoegbuna’s sister is still in detention.

    He observed that the IG, according to a letter of last June 23, referred the petition to the Deputy Inspector-General of Police, FCIID, for onward transfer to the Special Fraud Unit (SFU), Lagos “to consolidate investigation and treat.”

    He said: “Our client was arrested alongside Eze Cyril Umeh Akuka (Ezendi Igbo) who wanted to settle the matter between our client and the business partner since it is as result of a financial transaction.

    “One Mr. Marshal, a friend of our client and our client’s sister are all in detention over the same issue.

    “It is worrisome to note that the men and officers of general investigation have allowed themselves to be used to carry out this despicable act of intimidation and abuse of human right.”

    Keyamo added: “We must mention the fact that this dispute between our client and his partner arose out of a financial/trade transaction. They were business partners before the issues that led to our petition dated the 10th May, 2017.

    “We urge you sir to use your good offices to wade into this matter and direct the general investigation to hands off since the case file is still with the Federal Intelligence Bureau or as your most experienced office may direct.”

    Police grossly underfunded, says IG Idris

    THE Police need N1.13 trillion annually to function effectively, it was learnt yesterday.

    This figure excludes funds for major capital projects such as arms and ammunition, purchase of new vehicles and other technological needs of the force.

    Its leadership noted that N26.9 billion is needed to fuel and maintain 14,306 police vehicles and motorcycles.

    Inspector General Ibrahim Idris said N14.5billion is required annually to provide adequate and appropriate uniforms and accoutrements for the personnel.

    It is also estimated that N700 billion is needed to rehabilitate barracks, police stations and build new ones.

    For the force to also do proper investigation and prosecution of law offenders, over N200 billion is required.

    Idris gave the figures at a public hearing on a “Bill for an Act to establish the Nigeria Police Reform Trust Fund and for other related matters”.

    The IG noted that poor funding has negatively affected the turnout of police personnel.

    He said: “What is required  to run the force excluding major capital projects like arms and ammunition, purchase of new vehicles, gun boats, helicopters and other technological needs is conservatively put at N14.132,532,142,242.”

    Supporting the immediate passage of the bill, the IGP said: “In 2017 budget, only N36.1billion was allocated to the Police for both capital and overhead costs.

    “This is a far cry from the N1.13 trillion conservatively estimated. This difference is alarming and has sounded the loud trumpet that the regular budgetary allocation to run the police is sharply inadequate and requires urgent measure to address, if the Force must be effective and responsive to the security needs of Nigerians in a complex and dynamic policing space.

    “The Police Trust Fund is the answer because it would provide alternative and regular funding for the police.

    “The urge for the economic development of Nigeria is only possible, if the security challenges are resolved. To have security in Nigeria, the Police which is the foremost security agency must be funded and to fund the Police, the Police Trust Fund is the desired solution.”

    The bill if passed into law would be channeled into providing communication and information technology infrastructure, patrol and operational vehicles  and other facilities, provision of full complement of arms and ammunition, riot control equipment, protective gear and,  armoury and firing range, clothing and accoutrement, rehabilitation and construction of police offices and stations,  personnel welfare, among others.

    The IG, who objected the six year life span of fund, suggested that the fund be sustained after its establishment.

    Also speaking, the Speaker of the House of Representatives, Yakubu Dogara, stated that the passage of the bill would improve welfare of the personnel, which would in turn boost the discharge of their duties.

    On his part, the Chairman House Committee on Police Affairs, Haliru Jika, while supporting the bill, also noted that the structure of allocation would not give Nigerians the desired police.

    The Chief of Defence Staff, Gabriel Olonisakin, while supporting the passage of the bill, suggested that a 10- year jail term for whoever misappropriates the fund.

    Olonisakin, who was represented by Air Vice Marshal Ibrahim Shafi, said: “We are all together with the Police on the issue of its trust fund. But we are of the opinion that whoever misappropriates the fund to be accrued from the Police Trust Fund be penalised.”

    Chief of Air Staff, Air Marshal, Sadiq Abubakar, who was represented, expressed support for the bill and another bill, which places the management of explosives in care of the Police.

    Emir of Kano Sanusi Lamido Sanusi said to prevent monumental fraud, people of impeccable character should manage the Fund.

    The dust raised by the ultimatum issued by some groups for the Igbo to leave the North was yet to settle yesterday.

    But Southeast governors told their citizens not to panic, stressing that they are free to live anywhere in Nigeria.

    Besides, the police assured the Igbo living in the North of their safety.

    Police chief Ibrahim Idris ordered top officers to keep the peace nationwide after a meeting of the top brass in Abuja.

    The House of Representatives also urged the police and other security agencies to ensure that everybody is safe.

    The youths, who issued an October deadline for the Igbo to quit the North, claimed that their action was due to the unchecked agitation for secession by Southeast groups, led by the Indigenous People of Biafra (IPOB).

    But the Federal Government, North’s governors, the Arewa Consultative Forum (ACF) and others have condemned the quit order as “provocative” and “uncalled for”.   The Inspector-General of Police (IGP) vowed that members of such groups would be stopped.

    Chairman of the Southeast Governors Forum and Ebonyi State Governor David Umahi called on northern leaders to take actions would counter the intended plot of the youths to ensure that the grim history of the past is not repeated.

    He said: “We must call on all serious-minded patriots, particularly the religious leadership in Nothern Nigeria; the leadership of other socio-cultural groups in Nothern Nigeria; the Nigerian Governors Forum; and all the service branches to rise up with voices of peace and wisdom to counteract the mischievousness and exuberant excesses of the northern youth.

    “The ugly lessons of history are too grim to be stoked with carelessness. As leaders, we must exert the full measure of our powers and influence to forestall a repetition.

    “We call on all Igbo sons and daughters resident in Nothern Nigeria to go about their lawful daily activities without fear of intimidation, hindrance or molestation.”

    Umahi reiterated the governors’ commitment to “the existence of a virile, united prosperous and progressive Federal Republic of Nigeria where justice, fairness, equity, mutual respect and equality of opportunity to all citizens, regardless of creed, ethnicity or gender, will reign supreme under the inflexible rule of law”.

    The governor also denied insinuations that a meeting resolved to send buses to evacuate Igbo in the North.

    “The rumours being peddled on conventional and social media platforms that we, the governors of the Southeast have met and agreed to mobilise vehicles and cash for repatriation of Ndigbo resident in Northern Nigeria must be disregarded, as they are nothing but tissues of lies.

    ”No amount of provocation would lead us to such precipitate and irresponsible action at this time. Those exploiting such vacuous tittle-tattle as a basis for divisive rhetoric in public spaces are simply playing juvenile politics and we urge them to cease and desist.”

     

    In Abuja, the IGP ordered Deputy Inspectors General of Police (DIGs), Assistant Inspectors General of Police, Commissioners and other senior officers to ensure peace nationwide.

    He told them that “the issue that is becoming a concern is the issue of threat by some tribal and regional groups”.

    “Yesterday, a group issued threat to some groups in this country and, like I observed, no individual has authority to stop any Nigerian from pursuing his daily bread in any part of this country because these are rights that are guaranteed by the Constitution.

    “We are not going to allow the groups to carry out the threat,” Idris said, adding:

    ”I want us all to be alert and stop anybody, group or individual that attempts to prevent any Nigerian from carrying out his daily activities; we have responsibility to ensure that those groups are stopped by all means. Being a Nigerian, no group has the right to prevent anybody from his rights either movement, association or whatever.

    He added: “The Nigeria Police Force has the right to stop such groups. The group called themselves northern youth group; nobody has that authority to stop any Nigerian from participating or residing in any part of this country; it is a constitutional right and I believe it is illegal to prevent people.

    “When the IPOB came out last month, we adopted a procedure and we are adopting the same procedure with this new group. We are trying to ensure that no individual or group causes confusion in this country because the threats constitute a subversive activity against the security of the state and we cannot allow that to happen.

    “We are going to conduct investigation into it and the state government has issued a directive of arrest to security agencies and you are aware that the State Security Council includes the Commissioner of Police; so definitely under that cover, CPs are to ensure that the directive given by the state governor is carried out as far as there is an impediment in the law of this country.

    “It is a directive and an authority on them to ensure that where these groups are seen, we have the responsibility to arrest them. The groups mentioned some dates, so we have to be very conscious of the date and ensure that no individual or group goes round this country to actualise the threats made. We will not allow them to carry out their threat.”

    On whether any arrest has been made, Idris said: “So far, I am not aware of any arrest that has been made but I want us to be mindful of the fact that to conduct an arrest is very easy, but there are so many factors that have to be taken into consideration.

    “There is no arrest yet but we as Force men have to make sure that no individual or group is seen physically either on our street or inside towns or villages trying to disturb any Nigerian from carrying out his activities on those dates mentioned”.

    IG to retired police officers: don’t turn your back at us

    Inspector General Ibrahim Idris has asked retired police officers not to turn their backs on the force.

    According to the police boss, the wealth of experience of retired police officers is needed now more than ever in the process of building a virile police force.

    Idris, who spoke at the Annual General Meeting of the Association of Retired Police Officers of Nigeria (ARPON), said retired officers were needed to always guide officers in the discharge of their duty owing to the present overwhelming challenges.

    The IG told the police pensioners that he was aware of everything that is going on regarding the payment of pension and has appointed a Commissioner of Police to take charge of all matters relating to their pension for effective administration.

    He said because of the present situation, Commissioners of Police have to make it a point of duty to visit scene of crime now unlike before.

    He noted that  things are changing in the force, which required quality suggestion from experienced hands handle.

    Chairman of the House of Representatives Committee on Pension Ibrahim Hassan Shekarau assured them that the House would continue to do everything possible to ensure that police pensions were paid as and when due.

    He said the government can divert some of the money recovered from the those who stole government money to the payment of pensions, adding that this can be done by the government by bringing a supplementary budget to the National Assembly.

    National President of the Nigeria Union of Pensioners, Dr. Abel Afolayan appeal to the government to immediately approve the payment of 33 per cent pension increase to police pensioners, adding that it was a disservice to retired police officers to be paid only three months when their counterparts in the Customs, Prisons and immigration have been fully paid.

    Former Inspector General of Police, Sunday Adewusi and former Deputy Inspector General of Police, Muhammadu Danmadami were posthumously honoured by the association.

    Shekarau was also honoured for his efforts in ensuring that pensioners get their rights.

    Policemen will soon be deployed in their communities of origin to enhance community policing, Inspector-General Ibrahim Idris said yesterday.
    He told a meeting in Lokoja that the bulk of the 150000 policemen to be recruited in the next five years would serve in their respective communities.
    Idris, who was represented by Deputy Inspector-General of Police in charge of Finance and Administration Shaibu Gambo, said the move would take the police closer to the people.
    He said the police was faced with shortage of manpower, but promised more policemen and equipment for Kogi to secure the people against rampaging armed robbers and kidnappers.
    The Zone 8 Assistant Inspector-General of Police Jibril Yakubu and the state Commissioner of Police, Wilson Inalegwu, were at the meeting.
    The state Chairman of the Police Community Relation Committee (PCRC), Mohammed Salihu, urged traditional rulers to show more interest in the security of their communities.
    He said police stations and security equipment in various communities should be safeguarded by residents to enhance community policing.
    Kogi branch of Miyetti Allah Cattle Breeders Association of Nigeria called on the police to curb incessant frictions between farmers and Fulani herdsmen in the state.
    State secretary of the association Suleiman Muhammed said three herdsmen were killed and 48 cows slaughtered in Omala Local Government Area in the past two months.
    The meeting was attended by traditional rulers, Christian Association of Nigeria, Council of Ulamahu, transport unions and community leaders.
