    IBB’s spokesman sues IGP, others for being declared wanted

    Spokesman to former military leader Ibrahim Babangida Kassim Afegbua has sued the Police, the Inspector General and two media houses, accusing them of violating his fundamental human rights by declaring him wanted over the statement he issued for his principal.

    There was controversy over the authenticity of the letter written last Sunday by Afegbua on behalf of Babangida.

    The police, through its spokesman, Moshood Jimoh, later issued a statement declaring Afegbua wanted for allegedly “making false statements, defamation of character and for an act capable of instigating public disturbance throughout the country”.

    In a suit he filed yesterday, before the Federal High Court, Afegbua faulted the police’s decision to declare him wanted without first inviting him.

    The fundamental rights enforcement suit filed by his lawyer, Kayode Ajulo, also has Jimoh, the Nigerian Television Authority (NTA) and  Channels Televisions Limited as respondents

    Afegbua argued that he had not been formally invited by the police before declaring him wanted and thereby painted him “as a fugitive and common criminal with no modicum of dignity”.

    Afegbua described his being declared wanted as a witch-hunt, harassment, intimidation and persecution, as his boss had not denied the statement he issued on his behalf.

    Justifying the inclusion of the media houses in the suit, Afegbua said the police, the IGP and the Force PRO deployed the platforms of NTA and Channels Televisions to declare him wanted.

    Afegbua, who seeks N1 billion as damages against the respondents for the breach of his fundamental rights, equally wants “an order directing the respondents to apologise to the applicant through the media of the 4th to the 5th respondents and three national newspapers.”

    More supports came yesterday for Afegbua as activist lawyer, Femi Falana (SAN), described as illegal the decision of the IG to prosecute the former Press Secretary for defamation.

    The Peoples Democratic Party (PDP) and Socio-Economic Rights and Accountability Project (SERAP) have also condemned the alleged intimidation and harassment of the IBB spokesman.

    In a statement issued in Lagos yesterday, Falana, who noted that neither President Muhammadu Buhari nor Babangida has filed any complaint against Afegbua, contended that there was no justification for the action of the IGP.

    Afegbua, according to him, has not committed any offence known to the law.

    Inspector General of Police (IGP) Ibrahim Idris has warned state governments and Commissioners of Police against equipping militia and vigilante groups with prohibited firearms.

    The Police Chief also directed Commissioners of Police in charge of Commands to monitor the activities of state governments as the country enters into a political era.

    He disclosed this on Thursday at the Force Headquarters in Abuja during the monthly meeting with Commissioners of Police and other senior officers.

    He said: “Everybody is aware we are entering a tedious and serious period in this country. The political issues are coming up to the fore and I believe as officers, we must gear up in our various locations and responsibilities to ensure that we ensure law and order all over Nigeria.

    “As police officers, we know our duties. We know some issues that must be considered very seriously because we are coming into a political arena.

    “Commands should be very conversant with arming of militia men or vigilante because before a vigilante group is established by a government, there must be a bylaw which must be passed by the House of Assembly.

    “It is the responsibility of the Commissioners of Police in charge of Commands to study the bylaw and see how it conforms with the constitution and other laws of this country but where through the connivance of some Police officers,  you have a command arming militia men under several leus, I think our officers have to brace up to face these challenges.

    He further said: “No government in this country has the responsibility to approve some prohibited firearms to any Nigerian under any guise.

    “I think it is the responsibility of CPs of Commands to put a close watch to the activities of some of these governments that are arming individuals which is against the laws of this country.

    “All of us are aware of these prohibited firearms, you cannot give approval for any individual to own a pistol or AK47 rifles. These are prohibited weapons and only the government has the authority to give that approval. I call on CPs of  various Commands to closely watch the abuse of authority at various levels.”

    On the killings in Nasarawa and Benue State and the effect of his relocation as directed by President Muhammadu Buhari, the IG said the killings have reduced drastically.

    He also maintained that the clashes were communal.

    According to him: “To be frank, I relocated to Benue for about eight days and when I came back,  I left the DIG Operations there. I must say that the incidences in Benue State and Nasarawa State have reduced drastically”.

    On the killing in Gboko, he said: “We had an attack on some travellers in Gboko town, in Benue State where seven Fulani people were murdered. Seven of them were travelling from Taraba to Kogi State,  they stopped in Gboko and the youths there, seeing that they were Fulani, pounced on them, killed and roasted them. We are investigating that issue now. Our monitoring team have been dispatched to Benue and some arrest have been made in that regard.

    “This issue, like I said from the beginning, is communal clash. These are clashes occurring between two members of the community and like I stated in both states, as Nigerians,  we should learn to live together and tolerant of each other.”

    The Federal Government has amended the charges of injurious falsehood brought against the senator representing Bauchi State Senatorial District, Isah Misau, before the Federal Capital Territory High Court sitting at Maitama,Abuja.

    Misau was on October 10, 2017  dragged before the court by Minister of Justice and Attorney-General of the Federation Abubakar Malami (SAN) on a five-count charge.

    The senator was accused of falsely claiming that the Inspector-General of Police (IGP), Ibrahim Idris, was receiving as much as N10 billion from oil companies, banks hotels and individuals as bribe for police protection.

    He was also said to have falsely accused the IGP of appointing many mobile commanders of Nupe extraction.

    After Misau pleaded not guilty to the seven-count charge, the lead prosecution counsel, Dr Alex Izinyon(SAN), urged the court to issue a warning to the defendant on the need to stop making further comments on the subject of the charges to the media.

    ”My lord I urge this court to ban the defendant from commenting on this matter to the media.For if that happens, I will come formally before this court,” Izinyon said.

    The prosecution counsel also applied for a subpoena to be issued on Channels Television for the production of the video clips where the senator allegedly made malicious claims against the IGP and others.

    The defence counsel, Mr Paul Erokoro (SAN), said the defendant would never make such comments.

    ”We must also remember that the defendant is a serving senator,”  Erokoro said.

    The Chief Judge of the FCT High Court, Justice Ishaq Bello, cautioned the senator against making further comments in the media on issues bordering on the charges for which he is being prosecuted.

    The chief judge adjourned till Feburary 22 for continuation of hearing and to address the issue of subpoena.

    The police have launched 24hour crime prevention and visibility patrols nationwide to prevent a repeat of last week’s killings in Benue and Rivers States.

    It is one of the several measures announced yesterday by the Police headquarters following Friday’s meeting between President Muhammadu Buhari and Police Inspector General Ibrahim Idris.

    Special Police Joint Intelligence and Investigation Teams were also constituted and dispatched to Benue and Rivers States to get to the roots of the killings.

    Seventeen were shot by suspected cultists at Omoku, headquarters of Ogba/Egbema/Ndoni Local government area of Rivers State on their way back home from the crossover church service last Monday, while 20 were gunned down by suspected Fulani herdsmen in Guma and Logo government areas of Benue State.

    A Tiv socio- cultural organisation – Mzough u – Tiv – took exception to the statement made on Friday by Mr. Idris in which he described the Benue killings as a “communal crisis”.

    President- General of Mzough u – Tiv, Chief Edward Ujege, said Idris’ statement was not only misleading, it was a mockery of the death of the children and women killed in cold blood by Fulani herdsmen.

    Governor Samuel Ortom of Benue who is still grieving over the incessant attacks by herdsmen in the state said yesterday he was withdrawing from all political activities until the brains behind the bloodletting are apprehended and brought to book.

    Detailing the IGP’s directives in a statement yesterday, the Force Public Relations Officer, Mr. Jimoh Moshood, a chief superintendent of police (CSP) said the  Commissioners of Police in charge of Benue, Rivers and other contiguous States to the two States and their Supervising Assistant Inspectors General of Police and their personnel are  on  “red-alert with immediate effect to nip in the bud and prevent further attacks on innocent Nigerians by suspected herdsmen and other criminal elements in the mentioned states.”

    He said the Deputy Inspector General of Police Operations has been “dispatched to Benue State to muster, coordinate and supervise the implementation of the new security strategies put in place by the Force to put an immediate end to the senseless killings and violence unleashed on innocent Nigerians by suspected herdsmen and other criminal elements in the two States.”

    Besides, police aerial surveillance helicopters, five units of Police Mobile Force; and  Police Special Forces  were  “deployed along with additional conventional Police Personnel, the Counter Terrorism Unit (CTU), Police Explosive Ordinance Department (EOD) and Special Police Joint Intelligence and Investigation Teams to Benue and Rivers State to work with the Police Personnel on ground – Force Criminal Intelligence and Investigation Department (FCIID) Personnel. This is to bring new impetus to the efforts of the Force to nip in the bud further attacks in the mentioned states.”

    He said the Assistant Inspector General of Police in Zone 4 Makurdi and Zone 6 Calabar “have been mandated by the Inspector General of Police to convey stakeholders meetings in the affected states and also supervise the Police investigation and intelligence teams, and other Police Special Squads deployed by the IGP to the two States.”

    The police ‘deeply’ commiserated with the governments and people of the two states over the killings and called for “calm and support for the police personnel deployed to sustain the normalcy that has been restored in the affected States.”

    They implored the people  to be “vigilant and security conscious” and  promptly report suspicious acts or persons to the nearest Police detachment or station for prompt action to avert untoward incidents.

    Reacting yesterday to the statement by IGP Idris that the Benue killings were a communal crisis, the President- General of Mzough u – Tiv, Chief Edward Ujege said there is nothing in the state to indicate a clash between any two groups other than “a well -planned and foretold unprovoked invasion by a group that had vowed to resist the anti-open grazing law.”

    Continuing, Ugeje  said: “It can be recalled that when the Benue State Governor, Samuel Ortom, signed the law on May 22nd, 2017, officials of the Miyetti Allah Kautal Hore came out publicly to state that they would mobilize and invade the state to resist the law.

    “They said the crisis in Benue was a struggle for natural resources since their coming to the Benue Valley predated the present inhabitants.

    “This position was widely published by the media across the globe. Moreover, the Benue State Governor, the Speaker of the State Assembly, as well as we leaders of socio-cultural organizations in the state wrote several letters about the threats to the Presidency, the Inspector General of Police and all the relevant security agencies calling for the arrest of leaders of the association who made the threat.

    “This development was also widely publicized.

    “As the chief police officer in the country, we expected the Inspector General to have a better grasp of the facts of the attacks on Benue people carried out by rampaging Fulani herdsmen from this background.

    “If he was quoted correctly, we hope his comments are not part of the grand strategy to misinform Nigerians about the true identities of those behind the recent killing of Benue people in Logo and Guma Local Government Areas.

    “Perhaps one pertinent question to ask the Inspector General is which communities in Benue State were involved in the clashes?

    “The Nigerian Police is currently prosecuting six herdsmen in Benue State who are suspected to be among perpetrators of the recent killings. It is therefore a contradiction that the Inspector General chose to absolve the herdsmen of culpability in the same crime for which they are being prosecuted by the police?

    “It is also contradictory that the Inspector General of Police has ordered ongoing investigation into the killings but has jumped to the conclusion that the situation is communal crisis.

    “With his comments, the Inspector General of Police seems to be in agreement with the conspiracy of the Fulani leaders and their position about the crisis in Benue State.”

    The group called for the arrest and prosecution of the National President of Miyetti Allah Kautal Hore, Abdullahi Bello Bodejo and the group’s National Secretary, Saleh Alhassan who “had repeatedly threatened to mobilize their members across the country to resist implementation of the Open Grazing Prohibition and Ranches Establishment Law enacted by Benue State.”

    The position of Mzough u – Tiv is shared by a cross section of Benue citizens.

    Emerging from a stakeholders meeting on the issue in Makurdi yesterday, the chairman of the Northern Elders Forum (NEF) Chief Paul Unongo described the comments by the IG as unfortunate saying the police chief was uncharitable to the people of Benue State.

    Governor Ortom said he found it difficult to believe that the IG said what was attributed to him while a youth leader Paul Aondona called for the immediate resignation of the IG saying he lacked the capacity to tackle security challenges in the country if he made such comments.

    Addressing the stakeholders meeting earlier, Ortom said he was withdrawing from all political activities until further notice.

    This includes his plan for the 2019 election.

    The governor said he won’t be involved in any political activity until the incessant attacks by herdsmen were stopped.

    The governor said he had reached out to former governor George Akume and the former Senate President David Mark, an indigene of the state to help put an end to the crisis.

    Governor Ortom and federal legislators from the state met separately with Interior Minister Abdulrahman Danbazau who was on an assessment visit to the state.

    The visit coincided with a protest by women who asked President Buhari to call the herdsmen to order.

    In a communiqué at the end of the meeting with Danbazau, the governor and the Benue legislators reiterated their call for the arrest of the leaders of the Miyetti Allah Kautal Hore who they accused of threatening, last year, to  mobilize their people to resist the anti-open grazing law in the state.

    They stressed that except the arrests were made the people of the state would conclude that the federal government was in support of an agenda to dispossess Benue people of their land.

    The Minister, accompanied by Ortom visited the hospital where those injured in the attacks were receiving treatment.

    He was also at the Benue State University Teaching Hospital mortuary to see the bodies of the casualties.

    Benue Killings: Buhari summons I-G, charges him to tighten security

    President Muhammadu Buhari on Friday summoned the Inspector-General of Police, Alhaji Ibrahim Idris over reported killings in Benue and other communal conflicts in the country and enjoined him to tighten security across the nation.

    Speaking to State House correspondents after the closed door meeting with the President, Idris said he updated the president on the efforts of the police towards ensuring law and order in various communities in the country.

    According to him, it is duty bound on him to regularly brief the president on security developments in the country, saying “currently Nigeria is well secured.’’

    On the recent killings in Benue, the IGP revealed that the police would make additional deployments to the troubled areas to forestall further attacks and restore confidence of the people.

    “You know I deployed my (Deputy Inspector-General) DIG there yesterday and you know we have different stages of police, you have the AIG in Benue, Commissioner of Police in Benue and all of them are putting their heads together to see how we can address this issue of communal problems in Benue,’’ he said.

    He dismissed the assertion that the Nigeria Police was overwhelmed by the current security challenges in the country.

    The police chief said that new measures had been put in place to safeguard lives and property of law abiding citizens.

    Idris, however, stated that Nigerians must learn how to co-habit peacefully to make the work of the police much easier.

    Armed gunmen had on Jan. 2, unleashed violence and mayhem on some rural communities in Benue where about 20 persons were killed.

    President Buhari had on Wednesday condemned the killings, and wanton destruction of property in the affected communities in Guma and Logo Local Government Areas of the state.

    He commiserated with the government and people of Benue over the reported killings.

    The president had also expressed outrage at reports of killings of innocent persons in Omoku, Rivers, and the traditional ruler of Numana, Kaduna State, the Etum Numana, Dr Gambo Makama, and his wife.

    The traditional ruler and his wife were killed in Sanga Local Government Area of Kaduna State in the New Year.

    2019 elections: IGP warns officers against unethical conduct

    The Inspector-General of Police ( IGP ), Mr Ibrahim Idris, on Tuesday warned officers of the  Nigeria Police Force against unethical conduct during the 2019 general elections.

    Idris gave the warning at the monthly meeting with officers of the rank of Commissioners of Police and above in Abuja.

    He also urged them to avoid temptations from politicians who would want to compromise them, adding that the force was doing its best within limited resources.

    “You have to avoid temptations from political actors at the cost of having smooth and credible elections in 2019,“he said.

    Idris said there was need for officers and men of the force to be steadfast in carrying out their duties professionally.

    He charged commissioners of the various commands to impress it on their officers to be civil in discharging their duties.

    The high point of the meeting was the decoration of 15 commissioners of police by the inspector-general, among them was Danjuma Ibrahim, who was recently discharged and acquitted over the killing of the Apo six traders.

    Meanwhile, the police said it had appealed a Federal High Court judgment awarding the Peace Corps of Nigeria a N12.5 million compensation for unlawful arrest and detention of its officials.

    The Commissioner of Police in charge of the legal department, Mr David Igbodo, who disclosed this, said the force was a law abiding institution.

    “We are on appeal and we have transmitted records to the Court of Appeal, until the full process of the court is completed, no action will be taken about the Peace Corps,“he said.

    The Federal High Court sitting in Abuja had on November 9 ordered the Nigeria Police to pay N12.5 million to the Peace Corps of Nigeria as compensation for unlawful arrest and detention of its officials and unseal its headquarters in Abuja.

    On the reorganisation of the Special Anti Robbery Squad ( SARS ), the police said it was ongoing.

    The commissioner of police in charge of SARS, Mr Haliru Gwandu, made the disclosure at the Inspector-General of police monthly meeting  with senior officers in Abuja.

    He explained that after reorganisation, the unit would only concentrate on violent crimes such as murder and armed robbery.

    Gwandu said at the completion of the ongoing reorganisation of the unit, the issue of extrajudicial killings in the country would be a thing of the past.

    He said there would be training and retraining of personnel of the unit to enhance efficiency.

    Some group of Nigerians recently in the social media, called for the scrapping of SARS over alleged harassment of innocent Nigerians, using the #EndSARS.

  • Abia APC chieftain petitions IGP over threat to life

    A chieftain of the All Progressives Congress in Abia State, Engr.Nwabueze Onwuneme, has called on the Inspector-General of Police and the Director-General of the Department of State Services to investigate a case of threat to his life.

    He also alleged a threat to his family members and that of President Muhammadu Buhari.

    In the petition, made available to newsmen in Umuahia, the Abia State capital, Onwuneme stated how he was ordered out of the burial of late Chief Kalu in Amaokwe, Item, Bende Local Government Area of the state, by a known political thug, who alleged that he acted on the alleged orders of the son of the former governor of Abia State and currently the leader of the Abia State House of Assembly, Hon. Chinedu Orji.

    Onwuneme said the man, Elesie Ojukwu, who he described as a known political thug, accosted him at the burial in the presence of his wife and friend and ordered him to leave the venue, boasting that he had the instruction of the leader of Abia State House of Assembly, Chinedu Orji, to throw him (Onwuneme) out of the venue of the burial.

    He also threatened that the activities of the APC and Buhari South-East Youth Movement would not be tolerated in Item and Abia State, warning that President Buhari would regret it if he dares attend the mega/reception rally being put in place by the party to receive some bigwigs who just joined the APC in the state.

    Ojukwu also warned that “Onwuneme would regret betraying Ndigbo through your (his) unrelented support for President Buhari and for insulting Hon. Chinedu Orji.”

    Responding, Onwuneme said Chinedu Orji has a long history of disdain for President Buhari, explaining that it was the son of the former governor that ordered in 2015 that the then presidential candidate of APC be shut out of Enyimba Stadium in Aba when he visited the state for his electioneering campaigns.

    “I would have not responded to Ojukwu’s threat but I have to because I know Chinedu Orji’s penchant for intimidation and harassment of the opposition. You will recall a recent report in The Nation where members of Chinedu Orji’s father’s foundation, the Ochendo Youth Foundation, recently threatened Abians that they will deal ruthlessly with anyone or group that calls for Chief Orji’s or his son, Chinedu’s arrest or probe by the authorities,” Onwuneme said.

    IGP gets 24 hours to respond on Abuja land suit

    A High Court of the Federal Capital territory (FCT) in Apo, Abuja, has ordered the Inspector General of Police (IGP) Ibrahim Idris to respond in a suit challenging the alleged forceful and illegal take over of property owned by some Abuja residents.

    The judge gave the police chief 24 hours to give his response.

    Justice Sylvanus Oriji gave the order yesterday after noticing Idris reluctance to respond to the suit, despite being served court documents since November 30.

    The plaintiffs’ lawyer, Valentine Ovia, told the court the IGP was served court processes on November 30.

    But Mrs. Marilyn Ime, the IGP’s lawyer, said she was briefed the previous day and required time to file a defence.

    Justice Oriji said: “In the interest of justice, the defendant must file on or before November 13, while this court adjourns till November 14 for definite hearing. If the respondent files or does not, the matter will be heard on November 14.”

    The suit was filed by Yusuf Goya and Isah Aminu, for themselves and on behalf of hundreds of land owners in the expansive  XK Layout, Apo District, Abuja.

    The plaintiffs said they had occupied the land peacefully until it was re-allocated by the minister of FCT and Federal Capital Development Authority (FCTDA), to ENL Consortium Limited and the Federal Housing Authority (FHA), a decision they challenged at the High Court.

    In its May 21, 2001, judgment, the court ruled in favour of the minister, FCDA and ENL Consortium, a decision the owners appealed.

    The Appeal Court’s May 18 judgment set aside the High Court’s judgment and declared the re-allocation to ENL and FHA illegal, null and void.

    But ENL and FHA did not appeal, but refused to vacate the land until they were evicted on October 12 by court officials and policemen.

    The plaintiffs were, however, forced out  on October 28, and ENL and FCTA repossessed the land illegally.

    SIR: Ogwashi-Uku Police Station in Aniocha South Local Govt Area of Delta State has become notorious for collecting money for bail against all claims by the police authorities to the contrary.

    Residents of the community have complained severally about this extortion going on at the police station. What baffles us the most is that the Nigeria Bar Association Aniocha South chapter is silent about these illegal activities going on at the station.

    We call on the Inspector General of Police, Ibrahim Idris, to save our souls in Aniocha South Local

    Government Area of Delta State.

  • Motorist petitions IGP over police extortion in Abia

    A victim of a combined team of police and its sister security agencies which have been extorting money from motorists, Elder Obioha Mgbeike has petitioned the Inspector General of Police, (IGP) Ibrahim Idris, over the criminal act.

    Mgbeike is alleging that the provocative extortion of drivers plying the Umuahia-Uzuakoli-Akara-Ohafia road which is done by a combined team of Police, Federal Road Safety Corps, and soldiers is capable of causing chaos if not checked.

    The petition will further expose the illegal acts of the security agencies which were set up to protect people but turn around to exploit them financially as drivers and commuters are complaining of inhuman treatment including corporal punishments.

    In the petition Mgbeike made available to newsmen in Umuahia, drivers are made to part with N2000 by the team of the security agencies which usually stays at the Uzuakoli junction of the road on market days.

    The victim, who recalled his personal encounter with the team, described the activities of the security agencies as callous, evil and capable of breaching the public peace.

    In the petition which reads in part, Mgbeike recalled: “I was carrying wooden frames in a Toyota Dyna Truck from Umuahia to my village in Umuimenyi, Bende, and on approaching Amorji Lodu Junction precisely at the Petron Pure water factory; we noticed a long queue of trucks and commercial buses.”

    Mgbeike called on the IG to call his men to order and stop further impoverishment of hapless road users.

    Commissioner of Police, Mr. Anthony Ogbizi, during a media chat warned police men at “nipping points” against extortion which he said would not be condoned.

    He directed Divisional Police Officers to always move round to ensure that the personnel under them do not over step their bounds.

     

     

    Earlier, Governor Okezie Ikpeazu had warned security operatives against exploiting, extorting money or subjecting Abians to any dehumanising acts.
