The initiative was unveiled during a training programme for education stakeholders tagged “Strengthening Security Resilience and Integration of Host Communities in the Protection of Education”, held at the Local Government Service Commission in Abere.

Represented by the Assistant Inspector General of Police, Zone XI, Emuobo Ekokotu, the IGP underscored the importance of protecting schools, describing them as vital to national development. “Schools are sanctuaries of knowledge and nurturing grounds for future leaders. • IGP, speakers’ chairman disagree over state police proposal

IGP, speakers’ chairman disagree over state police proposal

Inspector General of Police, Kayode Egbetokun, and Chairman of the Conference of Speakers of State Houses of Assembly, Debo Ogundoyin, on Monday expressed opposing views on the ongoing debate over the creation of state police.

Speaking at a constitutional review legislative dialogue themed “Nigeria’s Peace and Security: The Constitutional Imperative”, Egbetokun argued that the Nigerian Police Force should be strengthened and better funded instead of creating state police structures.

Citing Section 214(1) of the 1999 Constitution (as amended), the Police Chief emphasised that the law currently provides for a single national police force and prohibits the establishment of any other police force for the federation or its parts.

However, Ogundoyin countered the IGP’s stance, stating that Nigeria’s escalating security challenges demand a multi-level policing approach, including the establishment of state police to enhance local security responsiveness.

The dialogue, organised by the House of Representatives Committee on Constitution Review in partnership with the Office of the National Security Adviser, brought key stakeholders together to debate the constitutional and practical implications of restructuring the country’s security architecture.

He said, “These constitutional provisions make clear the centralised character of policing in Nigeria and the operational authority entrusted to the Inspector General of Police under the supervision of the President and Police Council.

The Police boss said, “As we gather here this morning to review the constitutional underpinnings of our security framework, we must admit that legal centralisation without operational decentralisation has imposed several restrictions on the Nigerian Police Force to effectively discharge its mandate across Nigeria’s diverse terrain.

“Our national security landscape is growing increasingly complex.  From the insurgency in the northeast, banditry and kidnapping in northwest and central regions, to secessionist violence in the southeast, and piracy in the Gulf of Guinea, we are confronted with a multifaceted array of tracks, each exposing gaps not only in our security capabilities, but more fundamentally in our constitutional architecture and constitutional institutional coordination mechanisms.

“The 1999 constitution, the way it is, has created certain omissions that impede the effective performance of the Nigerian Police Force and other security agencies in best addressing these challenges.

“This includes the lack of clarity on interagency command in joint operations, absence of a constitutional framework for intelligence sharing and fusion, restrictions on subsidiary policing frameworks like community and state policing, and constitutional silence on vagueness of border security.

“The challenges underscore the objective to recalibrate our national security framework, especially as it pertains to command authority, policy structure, intelligence coordination, and the legislative underpinnings that govern them.  Most importantly, previous national security summits and engagements have resulted in strong communiques and robust recommendations.

“It is therefore commendable that this dialogue is not just designed to generate ideas, but to drive constitutional amendments and legislative reforms, gaps which do not address areas of operational command, intelligence, fusion and policing jurisdiction.

“These ambiguities, at times hampered effective joint operations, blurred lines of responsibility and created avoidable friction.

“As the Inspector General of Police, I must emphasise the importance of clarifying operational command authority, especially in joint theatres where federal, state, and local security companies must work seamlessly.

“A lack of positional clarity in this area can and has led to judicial disputes, diluted accountability and delayed tactical responses in life-threatening situations.  Furthermore, intelligence sharing mechanisms require not only statutory reinforcement but constitutional embedding.

“Without a clear constitutional framework for timely, secure, and mandatory intelligence exchange, we cannot effectively preempt or neutralise imagined trends”.

Speaking on the agitation for state police, he said, “One of the most pressing and controversial issues under discussion today is the proposal to amend the constitution to allow for the establishment of state police, including the evaluation of HB 617, which seeks to provide legislative authority for this.

“Let me state unequivocally that the National Police Force acknowledges the rationale behind the demand for state police, including the desire for locally responsive policing,  quicker reaction to community-level threats,  and decentralised law enforcement presence.

“However, our assessment based on current political, institutional and socioeconomic realities suggests that Nigeria is not yet decisionally or politically prepared for the initialisation of police powers to the state level.

“Key concerns include the possibility of political misuse of police powers at the state level, lack of funding capacity by most states to maintain and equip a state control force, the potential for fragmentation of national security, intelligence and command,  the absence  of a regulatory architecture  to ensure standard  and operational cohesion.

“Instead of fragmenting our policy authority, we propose that the focus of constitutional  and legislative reform  be directed towards  strengthening the Nigerian Police Force  through improved funding  and autonomy, establish state and community policing frameworks under the Nigerian Police Force’s provision,  standardize recruitment, training,  and discipline across any policing  functions.

“We urge the National Assembly to consider legislative reforms that prioritise enhanced federal policing capacity while allowing for structured auxiliary support from sub-national units under strict constitutional and operational safeguards.”

However, on his part, Ogundoyin said the state Houses of Assembly have an unwavering commitment to strengthen the nation’s security institutions and will continue to inspire confidence in the connected resolve to safeguard this nation.

He said, “As the Speaker’s House of Assembly nationwide, we know exactly where the issue pinches when it comes to security because we all face various types of insecurity in our various states.

“We know that the president’s commitment is unwavering in strengthening our security institutions and to continue to inspire confidence in our collective resolve.

The theme of this dialogue, Nigeria’s case of security constitutional imperatives, is not only apt, but comes at a defining moment of our constitutional journey.  As presiding officers of the 36th State House of Assembly, we are first-hand witnesses to the alarming toll that insecurity continues to take on our lives, livelihood and government.

“From insurgency in the northeast,  banditry and kidnapping in the northwest and North Central to herders and farmers clashes in the North Central and also all across the South, which directly affects food security, which is another issue that is very important for us to address and protect.

“Therefore, this is an opportunity to align our legislative priorities with the realities faced by our people ensuring that the constitutional and legal framework of security evolves to be the present and future challenges of the Nigerian police force and other agencies who despite working under extreme challenging conditions continue to make sacrifices to protect our nation.

“Yet it is now evident that a centralised policing structure, no matter how well-intentioned, has become overstretched.  It is on this basis that the Conference of Speakers of State Legislatures of Nigeria subscribe partially to the establishment of state police and constitutional imperative.

“This is not merely a political position; it is a patriotic and strategic necessity.  We recognise that the concerns have been raised regarding the potential abuse, the capacity, the limitations and inter-jurisdictional conflict.

“But these are not insurmountable challenges because everyone at the present situation of things. The Nigeria Police Force also faces challenges, and the state government across the federation also supports them in their day-to-day work.

“With constitutional safeguards, clear command structures, legislative clarity, independent oversight mechanisms, and well-defined frameworks for inter-agency collaboration, state police can become a force for justice, accountability, and grassroots protection.

“This is the voice of the subnational in this federation.  Whether we like it or not, we have to recognise that the 36 states and the FCT make up Nigeria, and the Nigerian people are here calling for state police. However, we’ll get it done.

“We recognise the concerns also that. Beyond state policing, the conference also lends its voice to the need for enhanced intelligence sharing and interagency coordination, improved funding, training, and welfare for security personnel, a stronger legal framework to address emerging threats such as cybercrime, transnational terrorism, and arms reformation.

“As just as the chairman of the EFCC has also pointed out, with new challenges, we have to also evolve solutions to it.  Your Excellencies,  the swingish guests,  we are confident that the outcome of this dialogue will not only enrich the ongoing constitutional review process for those who need a ground law for sustainable peace,  strengthen institutions,  and restore public trust in our collective ability to protect Nigeria.

The conference of speakers stands fully committed to supporting the vision, and we are ready to play our part in ushering a new era of constitutional clarity and national security reforms.  We owe this to our people, we owe this to Nigeria, and we owe it to the next generation.

IGP, PSC urged to release man held since March over fish pond dispute

The Inspector General of Police (IGP) and the Police Service Commission (PSC) have been urged to prevail on men of the police Intelligence Response Team (IRI) in Abuja to release a man, Buba Mohammed, held since March 17.

The request forms part of the prayers in a petition by Mohammed’s lawyer, Mike Kebonkwu, seen by The Nation in Abuja on Friday.

According to Kebonkwu, Mohammed was arrested and detained in Abuja in lieu of his elder brother following a dispute over the ownership of a fish pond in his village, Girim, Bussri Local Government, Yobe State.

Speaking in Abuja on Friday, Kebonkwu said: “Our client is a poor farmer and fisherman in a remote village in Girim, Busari LGA of Yobe State. He was arrested from his home in Girim village on the 17th day of March, 2025, at the orders of ACP Adamu S. Muazu and brought and detained in the facilities Intelligence Response Team (IRT) at the Force Intelligence Department, Guzape District, Abuja FCT.

“The arrest and detention of our client were over a civil transaction in a feud over ownership of a Fish pond belonging to our client’s family with the family of Bulama Gambo, Dala Hassan, and Adamu Kundil.

“The matter was also before a competent court of jurisdiction in Gashua in Yobe State. Since the 17th day of March, 2025, our client Buba Mohammed has been kept in custody without the order of any competent court or being charged in court with any offence.

“He has been denied bail, and the police officers insist that they are detaining him until they effect the arrest of his elder brother, which is contrary to any law.

“Furthermore, our client has gone to court to enforce his fundamental right over the unlawful detention, and the police, having been served the processes and hearing notices, have refused to enter an appearance and also refused to release our client or charge him to court.

“This is in spite of the fact that the police officers were given and shown all the court processes, also of the same incident being before the competent court of jurisdiction in Yobe State.

“The suit in Yobe State was filed by Bulama Gambo et al at the High Court of Justice of Yobe State, held at Gashua. Our Client also obtained a Court Order from the High Court of Justice of Yobe State, Holden at Gashua, restraining Bulama Gambo et al, the police and other security agents from interfering with his rights to the said fish pond,” Kebonkwu said.

The lawyer, who expressed concern over incessant cases of unlawful arrest and detention by security personnel in the country, urged the government to take concrete steps to address the challenge, arguing that the disbandment of the notorious group has not changed anything.

Kebonkwu said, “Changing the Special Anti-Robbery Squad (SARS) of the Nigeria Police Force (NPF) to IRT is mere cosmetic and has not changed the notorious practice of the operatives in rights abuses.

“It is our demand that the government and authorities concerned do not pretend that these abuses do not exist or gloss over them, as that will be a recipe for disaster in the event of violent protest or riot.

“We therefore call on the government, as a matter of urgency take the following actions:

*Investigate all allegations of unlawful detention and bring the perpetrators to justice.

*Ensure that all detainees are treated in accordance with due process of law.

*Establish an independent review mechanism to monitor and oversight law enforcement agencies.

*Activities of the IRT should be audited, as it has taken the guise of SARS.

IGP orders digital issuance of tinted glass permit nationwide

The Inspector-General of Police (IGP) Kayode Egbetokun has ordered the introduction of digital issuance of tinted glass permits nationwide.

The move, Egbetokun said, comes in response to rising concerns and complaints from the public over the harassment of vehicle owners by law enforcement agents for using factory-fitted tinted windows.

According to a statement on Wednesday by the Force Public Relations Officer, ACP Olumuyiwa Adejobi: “The Nigeria Police Force, under the directive of the Inspector-General of Police, IGP Kayode Adeolu Egbetokun, has reactivated the issuance of Tinted Glass Permits (TGP) nationwide through a secure and user-friendly digital platform available at https://possap.gov.ng.

“This initiative comes in response to widespread public complaints about the harassment of motorists over the use of tinted windows and reflects the need for a clear, transparent, and accountable process for regularizing factory-fitted tinted glass on vehicles”, the statement partly read. Highlighting the prevalence of modern vehicles designed with tinted windows for comfort and aesthetics, the police emphasized the importance of having a formal system to regulate usage.

“With modern automobiles increasingly manufactured with tinted windows, it has become essential to provide a standardized system that accommodates legitimate use while ensuring public safety.

“Tinted vehicles have often been exploited for criminal purposes, including kidnapping, armed robbery, ‘one-chance’ scams, and other forms of banditry.”

According to the statement, the abuse of tinted windows by criminals creates operational challenges for law enforcement and compromises national security.

“Their use hampers police visibility and impedes effective law enforcement, thereby contributing to public insecurity.

“The reactivation of the permit system is a strategic move to identify lawful users such as individuals with medical requirements or members of the security community while preventing misuse for criminal activities”, he stated.

He noted that the reintroduced system is also expected to help the police enhance investigations and improve overall security architecture in Nigeria.

Adejobi also added that to ensure authenticity and ease of access, the new platform features digital permits equipped with QR codes and a rapid processing window.

“It is expected to enhance police investigative capabilities and strengthen national security efforts. Applicants can now process their permits online, with identity verification integrated through the National Identification Number (NIN) and Tax Identification Number (TIN), alongside biometric capture and background checks.

“The system also features QR-coded digital permits, with a streamlined processing timeline of 72 hours. To ensure a smooth transition, a 30-day grace period has been approved, effective from May 1st, 2025, within which motorists are expected to comply”, he added.

In addition, he explained that law enforcement will begin active implementation after the grace period, and the police warn that officers who misuse the enforcement process will be sanctioned.

“Enforcement will commence at the end of this period. Officers found engaging in unprofessional conduct, such as extortion or harassment, in the course of enforcement will be decisively dealt with in accordance with extant disciplinary procedures”, he said.

The Inspector-General reassured the public of the Force’s commitment to modern policing anchored on transparency, accountability, and public cooperation.

The Inspector General of Police (IGP), Kayode Egbetokun, has commissioned the newly rebuilt and fully equipped Ugborikoko Divisional Police Headquarters in the Uvwie local government area of Delta state, along with two operational vehicles donated by Tantita Security Services Nigeria Limited (TSSNL).

The commissioning ceremony, which sparked excitement among residents of the Ugborikoko community, was attended by top dignitaries, including Delta State Governor, Rt. Hon. Sheriff Oborevwori—represented by the Secretary to the State Government—and several traditional rulers, notably the Ovie of Uvwie, Abe I.

The upgraded police station features modern facilities such as a Quarter Guard post, generator house, reconstructed drainage, police hall, a 30KVA soundproof generator and solar system, CCTV surveillance, computer systems, air conditioning units, television sets, office printers, and fully outfitted conference and interrogation rooms.

Additionally, two Hilux vehicles were donated to boost police mobility and operations.

Representing IGP Egbetokun at the event, AIG Zone 5, AIG Salman-Dogo Garba, hailed the project as a testament to public trust in the police and their role in maintaining law and order.

He praised Tantita Security for its vital support, stating that the new facility would serve as a place for stronger collaboration between the police and the community in building a safer society.

Chairman of TSSNL, High Chief Government Ekpemupolo, popularly known as Tompolo, was represented by the company’s Managing Director, High Chief Kestin Pondi.

In his remarks, Tompolo reiterated Tantita’s commitment to security and community development, stressing that peace and security are the bedrock of societal progress.

He lauded the efforts of police officers as “unsung heroes” and expressed appreciation to President Bola Ahmed Tinubu for his dedication to the Niger Delta’s development.

He also thanked the Nigerian National Petroleum Company Limited (NNPCL) for the opportunity given to Tantita to contribute to national security and progress.

He added: “The decision to rebuild the Ugborikoko Divisional Police Station was borne out of a recognition that security infrastructure matters. A secure, functional, and decent work environment boosts morale, enhances operational effectiveness, and strengthens public confidence in law enforcement.

“Tantita Security Services Nigeria Limited as a community based private security company understands the plight of our communities. We understand and share the desires of our society for improved security as a precondition for investment. To that end, Tantita Security Services Nigeria Limited has continued to provide security for our pipelines and other oil and gas infrastructure. Since our contract commenced in August 2022, Nigeria has witnessed an astonishing rise in oil and gas productivity.

“This is a testament to the improvement in productivity that better security can guarantee for any nation and every sector of the economy. In 2022 when we came on the scene, Nigeria’s oil production was limited to just under 700,000 barrels per day. Today we are celebrating 1.7 million barrels per day (without adding condensates), an improvement of well over 1 million barrels per day. Tantita Security Services Nigeria Limited is also committed to Mr. President’s vision of 2.06 million barrels per day by 2025 and 4 million barrels per day by 2030.

“As it stands, we are well within reach of 2 million barrels per day of crude oil (without adding condensates), if all stakeholders work together to improve the utilization of the current infrastructure. We call on operators and injectors to improve pipeline utilization, especially in those areas where barging operations are still ongoing.

“We commend all the Governors in the Niger Delta region for their cooperation in securing our nation’s oil and gas infrastructure while requesting them to continue to support Tantita’s operations in their respective domains. The Federal accounts allocation to all oil-producing states has risen remarkably in the past 36 months as a result of the collaboration between the Federal Government, the State Government, and the private security companies.

“As we hand over this facility today, we want Nigerians to know that this is a product of the collaboration between communities, governments, and the private sector to improve security and economic production. If we improve our security situation across the entire federation, our economic productivity will improve and it will deliver infrastructural development just like the one we are seeing today, all over the country.

Also in attendance was the commissioner of Police Delta State, CP Olufemi Abaniwonda, the representative of the commissioner of Police Oyo State Command, CP Johnson Adenola, other senior officers who include, two Deputy commissioner of Police, Assistant commissioner of Police, the DPO Ugborikoko Division, CSP Temi Agbede Zuokuomor, amongst others.
