They appealed to the judiciary to expedite judgment on the Imo North Senatorial election, adding that it will respect the position of the Independent National Electoral Commission (INEC) on the Imo West Senatorial election.

According to them: “We are firmly of the opinion that the beginning of wisdom in Imo state politics is to fight any clandestine organisation that operates in a subtle way behind the scene and influencing the direction of election results.

“Therefore we have hope that the Election Tribunal will restore Hope Uzodinma’s mandate given to him by Imolites, who courageously reaffirmed their commitments to APC as the vanguard of our national ongoing revolution under the leadership of our respected President Muhammadu Buhari “.

  • Imo Assembly summons AG, Finance Commissioner over debt profile

The Imo State House of Assembly on Tuesday summoned the Accountant General Casmir Ozuzu and Commissioner for Finance Ugochi Nnanna-Okoroto appear before it on Wednesday to throw light on the debt profile of the State.

A motion moved by member representing Nkwere Local Government Area, Hon Chika Madumere (Nkwerre), urged the House to invite the Accountant General and Finance Commissioner to come and give account of the actual debt profile of the state “since the governor had consistently said that the state was not indebted”.

Madumere said the Accountant General and Finance commissioner were in the best position to give insight on the debt status of the state.

When the motion was put into vote, the lawmakers unanimously agreed that the duo be invited to appear during plenary on Wednesday.

A motion to ascertain the position of the 2019 budget appropriation bill was also moved by Kennedy Ibe.

Ibe said that since the governor presented the appropriation budget in December, it had not been passed into law.

The House Committee Chairman on budget appropriation, Marcel Odunze, said that “to the best of my knowledge as the House Committee Chairman on budget appropriation, the 2019 budget appropriation has not been passed into law but to my surprise I am hearing that the budget has been passed.”

A motion for the 27 Local Government Area Chairmen to appear before the house on Wednesday was equally considered.

The motion, which was moved by Arthur Egwuim(Ideato North), stated that the chairmen slighted an invitation by House Committee on LGA matters to give account of the financial status of the councils.

Ibe, who supported the motion, said that it was an insult for the LGA chairmen to send two persons on the auspicious of ALGON, Imo state.

Ibe, said that ALGON was not known to law.

A motion compelling the Secretary to the State Government, Mark Uchendu, to appear before the house on Wednesday was equally considered.

The motion was moved by Lawman Duruji (Ehime Mbano LGA).

Duruji said that it was unacceptable for the SSG to allegedly insult the Lawmakers through a radio broadcast over the creation of new autonomous communities.

It will be followed by another meeting with traditional Rulers, which will be attended by the governor and governor-elect.

The statement also disclosed that the outgoing governor has set up a 21-member Transition Committee to interface with the Transition Technical Committee earlier set up by the governor-elect.

  • Okorocha’s litany of universities

Given the outcome of the last elections in Imo State, one would have been hesitant to interrogate so soon after, the outgoing administration of Governor Rochas Okorocha. Not because there are no issues deserving of such grill.

It does appear however, he would not allow the ruffled political atmosphere peter out. He seems to have found his voice once again, stirring so much controversy. Last Wednesday, he organized a media briefing in which he dwelt extensively on the giant strides he claimed to have recorded in the education sector. He told his audience with much confidence that he has established six new universities, four new polytechnics and two colleges of education fully ready to resume academic activities.

Okorocha sought justification for the litany of his new tertiary institutions with statistics of students of Imo State origin who enlisted for the Unified Tertiary Matriculation Examination UTME from 2012 to 2018. According to the figures, Imo had 183, 865 applicants in 2012 representing the highest number of applicants followed by Delta State with 88, 876. In 2013, it recorded 134, 610 again followed by Delta with 101, 610. Also in 2017, the figure was 101, 868 and 92, 890 in 2018.

Barely 10 per cent of this population got admission in the nation’s tertiary institutions, hence the imperative for these new institutions to take care of the burgeoning student population, he told his audience. The new universities which he claimed the state House of Assembly has made necessary laws for their establishment are: University of Agriculture and Environmental Services Aboh/ Ngor-Okpala and Umuagwo where the state polytechnic is currently located, University of Science and Technology Onuimo and University of Creative Technology Omuma Isiaku/ Nkwerre.

There is also the University of Medical Sciences at Ogboko and Marine University, Oguta which he said is still under construction. Okorocha further justified the University of Medical Sciences on the ground that his regime built new ultra-modern 200 bed hospitals in each of the 27 local government areas of the state that will provide outreach services to it. A day after the press conference, he was sighted displaying a certificate said to be operating license issued by the NUC for one of the universities.

Those conversant with events in Imo State especially as they relate to the education sector must have received these disclosures with mixed feelings. There is first, the temptation to be swayed by the news. This is especially so given the limited admission spaces hitherto available to indigenes of the state in existing higher institutions.

There is thus, the temptation to jump at the seeming rosy picture painted by Okorocha on which basis he seeks to justify the replication of universities and polytechnics in a manner that suggests he lacks proper understanding of the difference between universities and glorified secondary schools. A cursory appraisal will expose the inherent contradictions in some of the issues that have been traded.

And as can be gleaned from statistics of UTME applicants within the timeframe, there have been a steady and sharp drop in the number of applicants from the state, dropping to an all time low of about 50 per cent in 2018 from the 2012 position. We needed to be told the factors responsible for the huge drop in the number of UTME applicants from the state.

It is vital to account for this drop given fears that the trend could continue. If the trend continues, the very reasons on which he rationalized the establishment of the new institutions would have become demonstrably superfluous. He may as well discover that he has no need for the many universities and polytechnics he claimed to have established.

Had his government subjected these figures to some form of rudimentary analysis, they may have discovered to their chagrin that the figures have been on a steady decline. The next thing is find out why it is so. With such inquisition they may discover that low standard of the much dramatized free education programme may have been largely contributory to the drop. It also bears positive correlation with the level of success recorded by its students in the relevant qualifying examinations for UTME applicants.

And as can be seen from WAEC results, Imo has lost its position as leading overall performer. In 2016, the state came fifth after Abia, Anambra, Edo and Rivers states and fourth in 2017. Again, in 2018, Imo placed fifth coming after Abia, Anambra, Edo and Rivers states.

When this is paired with the drop in the number of applicants for the UTME, the figures point to clear signs that something has gone awry with the overall standard of education in the state. Then, the real issue to address should be quality and not quantity.

As if these contradictions are not worrisome enough, Okorocha shocked many when he claimed his new university of medical sciences at Ogboko will be served by the outreach facilities of 200-bed modern hospitals he built in each of the 27 local governments of the state.

For all one may care to know, there are no such hospitals existing in the state now. So, their prospects of providing outreach services remain the figment of the imagination of the outgoing governor. We know as a matter of fact that some buildings were set up in 27 local governments, ostensibly as hospitals. These uncompleted buildings have since been overtaken by weeds and rodents in many parts of the state.

While uncompleted buildings without any medical facilities and human capital do not constitute hospitals, it is no less correct that the one in Okorocha’s local government is now adorning the signpost of the Nigerian police as their office. Another somewhere around Owerri has been donated to the Nigerian Air Force. How these security posts will now serve as hospitals, betrays the hypocrisy and deceit in the claims.

Again, he said the new universities will be funded under Public Private Partnership, PPP arrangement and that students will pay fees. How that will address the interests of indigent Imo students, remains largely illusory. At best, they will serve the interests of the elite who can easily find admission spaces for their children in existing private universities that are currently undersubscribed.

There is the need for full disclosure on what this arrangement really entails; the overall financial commitment of the government to the projects, the identities of the private sector participants and their financial contributions. It is hoped nobody is using state funds to set up these institutions using surrogates as private sector participants. It is also curious how Imo State University of Agriculture and Environmental Studies which operating license the NUC was said to have issued, can fit into the PPP arrangement given its current status as a state university.

He claims the state assembly has made the necessary laws to back the setting up of the institutions. But details of such laws remain the exclusive preserve of the government. No one will be surprised if a compromised and comatose assembly comes up today to cover up what seems an obvious attempt to shortchange and compromise procedures for setting up of such institutions.

More seriously, why would a government with barely one month to go, embark on bogus projects that are yet to come before the table of the approving federal agencies? Why would Okorocha overburden the incoming administration of Emeka Ihedioha by inaugurating an implementation committee for ill-conceived projects; projects that only exist on imposing billboards?

Or is it part of the subterfuge to continue to massage his ego (as is the case with his 27 hospitals) that he set up so, so and so universities but his successor abolished them? Why would he be inaugurating implementation committee for the institutions; boards of parastatals et al, a couple of days to his exit? They betray his ambition to hang on to his current office through other means. He had no plans to leave office so soon. So sad!

  • ‘Imo Reps-elect backing Gbajabiamila to become next Speaker’

The House of Representatives-elect for Isu-Nkwerre-Njaba-Nwangele Federal Constituency in Imo State, Ugonna Ozurigbo, has said assured his colleagues from the state under the platform of the All Progressives Congress (APC) and Action Alliance (AA) will obey the decision of the of the APC and  President Muhammadu Buhari on the Speakership of the House of Representatives.

Ozuruigbo, who spoke with journalists in Owerri, stated that the Reps from APC and AA are have already queued behind Hon Femi Gbajiabiamila as the Speaker in line with the directions of the party.

According to Ozuruigbo, who is the serving Deputy Speaker of the Imo State House of Assembly, Gbajiabiamila will emerge the next speaker of the Green Chamber going by the growing support he enjoys among lawmakers.

Ozurigbo, who is the Gbajabiamila’s coordinator in the Southeast, noted that apart from Reps elected under the platform of the APC, those from other political parties are also solidly behind Gbajabiamila’s ambition.

He said that as a founding member of the APC, he cannot be seen to be opposing the decision of the party and that of President Muhammadu Buhari.

He informed that both the President and APC had endorsed Gbajiabiamila as the next Speaker.

According to him:  “We cannot afford to be at variance with the decision of the party and the President, we will support Gbajabiamila and that is my message to all the members from the Southeast, we should be part of the mainstream in the 9th session of the National Assembly.

“The National Chairman of the APC, Adam’s Oshiomhole has said that the six key principal positions will be divided among the six geopolitical zones and the implication is that of the Southeast did not get anything in the House of Representatives, they will definitely get something from the Senate”.

On whether he has the support of the Imo State governor Rochas Okorocha on the decision to back Gbajabiamila, since another Rep has joined the race for the office of the Speaker from his state (Imo), Ozuruigbo said: “Of course Owelle Rochas Okorocha is an APC leader and he respects party decision and that of the President. After I was appointed Gbajabiamila’s coordinator in the Southeast, I came to him and told me and he told me that it was the right thing to do and he gave his blessings”.

Besides, Ozuruigbo also noted the Southeast does not have the numerical strength to produce the Speaker of the House of Representatives.

  • NUC approves new varsity for Imo

The National Universities Commission (NUC) has granted provisional approval for the establishment of a new state-owned University of Agriculture and Environmental Sciences in Imo State.

NUC’s Executive Secretary Prof. Abubakar Rasheed, who presented the certificate of establishment to Governor Rochas Okorocha yesterday in Abuja, said the state met all the requirements for the establishment of a university.

He said: “In line with our rules, we shall recognise this institution because all requirements required for establishing a state university has been met. It will fully owned by the Imo State government.

“The Imo State House of Assembly has enacted a law in respect of the university and the governor has assented to it. The University of Agriculture and Environmental Sciences has all its strategic documents ready. NUC recognises the existence of the University of Agriculture and Environmental Studies as the second state-owned university, the 49th established by state governments and the 171st university in the Nigerian university system.”

Okorocha said his administration decided to establish another university because of the need to expand access to tertiary education.

The governor, who identified infrastructure as key in setting up a university, said the state has provided for adequate infrastructure for the university’s take off. The government is partnering with the private sector to help sustain the institution, Okorocha added.

He said: “We have over 600,000 students seeking admission into universities, and based on this, the government is building more universities to cushion this challenge. We already ensure infrastructure is in place and then it became easy to partner private investors. Funding is possible but most important is infrastructure.”

  • Rage in Imo oil communities

Youths in Imo State threaten to shut down oil facilities over abandoned gas plant, reports OKODILI NDIDI

Wherever oil flows, violence goes with it. In Ohaji-Egbema Council Area of the State, the discovery of crude oil once elicited much jubilation. Now, there is anger in the land. Why? The people think the federal government is taking them for granted, piping oil out of their land without paying attention to things that may give the locals a little lift. One of such things is a gas plant that has been abandoned in the area.

Youths under the auspices of Egbema Elites have threatened to shut down oil facilities in their area if the Federal Government fails to complete the abandoned gas plant.

The stern look on the faces of the youths, the energy and anger they exuded showed that they meant every word of the threat and consequently, danger is in the offing, except their demand is attended to with equal seriousness and commitment.

The aggrieved youths lamented that the project which was awarded in 2001, has been abandoned for 13 years without any credible reason.

They accused the Federal and state governments, as well as the oil companies operating in the area of deliberately marginalising the oil-producing communities in the state.

Leader of the group, Francis Uzor, said that the community had been in total blackout for over 30 years, as the abandoned gas plant and other Federal Government abandoned projects within the oil producing communities of the state.

Uzor, alleged that the Ministry of power had treated the people of Egbema community with discontent even, adding that the management of the abandoned gas plant refused them access into the facility.

He said, “We are here to inquire why the Egbema Gas Plant which was awarded in 2001 has been abandoned since 13 years now. But unfortunately we have been shut out.

“Egbema people are very peaceful people, we are not as restive and violent as people think we are. We are here to know if there is any way we can help out. Since I was born we have not had electricity yet we have the highest deposit of gas in the whole of Africa.”

Also speaking, Ademachukwu Chimaraoke called on the anti-graft agencies to probe the N18b that was awarded by the FG to ensure that the project was completed.

Chimaraoke said if the federal government failed to ensure that the abandoned project was revived in two weeks, the group would march to Abuja for a protest.

He stated that not even the promises made by the vice president, Yemi Osibanjo, when he visited the state in 2017,that the abandoned gas plant would be revived in two weeks had yielded any fruit.

The woman leader, Mrs Elizabeth Opara, said that if the federal government fails to revive the abandoned gas plant within two weeks, the women of the community would protest naked in Abuja.

She asked the Federal Government to start engaging their youths for meaningful endeavours and not for thuggery and electoral violence.

Sequel to the demands by the aggrieved youths, traditional rulers in the oil beating communities have demanded full implementation of Niger Delta plan.

The monarchs particularly from oil producing communities in  Ohaji/Egbema Council Area of  the state, called on the Federal to fully  implement the Niger Delta Master plan without further delay.

They said that the full implementation of the Master Plan will cushion the hazardous effect of the oil exploration in the area.

The monarchs in a communique issued at the end of their meeting and signed by the  Chairman of the Imo State Oil Producing Communities of Nigeria , Eze Sylvester Okwudo, frowned at “total and deliberate neglect of oil producing communities in the state for the past 50 years by various administrations”

They warned the oil prospecting companies to stop “provoking the members of their host communities through their nonchalant attitude”.

The traditional rulers stated  that most of the oil companies operating in Ohaji/Egbema LGA have flouted all the agreement  reached with the oil producing communities, adding that such action and others were responsible for the growing tension and youths restiveness in the oil producing communities.

They called on the Federal Government as a matter of urgency to give Imo State their due share as one of the coastal states in the country, adding that other coastal states in the country have received their shares of projects and other entitlements from the Federal Government.

They appealed to the oil companies to fully implement all the agreement reached with oil producing communities in the areas to reduce tension in the communities

The monarchs also demanded for immediate commencement of repair of all Federal Government abandoned projects especially the Egbema Power Plant.

They opined that if the Power Plant is completed, the people of the area will enjoy steady power supply like other oil producing communities in other parts of the country.

On the earlier ultimatum issued by the Ohaji/Egbema Elites over the abandonment of projects in the oil producing communities, the royal fathers gave their total support, while calling on the group to remain calm.

  • We will back Buhari on NASS leadership – Nwosu

The Imo State governorship candidate of the Action Alliance (AA) in the 2019 election,  Uche Ñwosu, has assured that the House of Representatives- elect under the platform of the party will support the choice of President Muhammadu Buhari for the Speaker of the House of Representatives.

AA won three Federal seats in Imo State.

Nwosu who spoke with selected journalists in Imo state also stated that the Reps elected under the platform of the All Progressives Congress (APC) in the state, will also queue behind Femi Gbajabiamila in line with President Buhari’s directive.

The AA candidate, who is currently challenging the Imo governorship election in the Tribunal, noted that the party had an alliance with the APC to support President Buhari’s second term, adding that it will still stand by him on the issue of the National Assembly leadership.

According to him, the Southeast played a wrong political card in 2019 and the best way to remedy the situation is to support President Buhari on the current issue of the National Assembly leadership instead of engaging in another political miscalculation that will further complicate its political position.

In his words, “I have been supporting President Buhari before and during the election because of his integrity and uprightness and I will continue to do so irrespective of political or other sentiments.  On the issue of the leadership of the National Assembly, I am with Mr. President one hundred percent,  AA and APC Reps from Omo state will support Femi Gbajabiamila”.

He continued that, “It will not be in the interest of the Igbo to rebel against President Buhari’s choice of the issue of the NASS leadership because as it stands the Southeast can’t get that position by merely shouting, the error has been committed and we should be looking at  the possible ways of remedying it. I remember that our leader, Owelle Rochas Okorocha was shouting during the election on the need to vote President Buhari and remain in mainstream politics but our people refused and preferred regional politics instead.

“In 2019 we played wrong politics like we did in 2015, where we decided to look the other way, forgetting that the main thing comes from the national, so making wild claims and shouting about the leadership of the National Assembly now is a big problem because what did we being to the table in the first place. The state governor Rochas Okorocha has been shounting that we should not make the same mistake we made in 2015 so that we can be part of the system in 2019. So I agree with Mr. President totally, our people in the Federal House of Representatives should listen to whatever the President says, this is the time to support him, we should learn from our mistakes.

“I urge them to support President Buhari, if he has endorsed Femi Gbajabiamila,  they should queue behind him, which is the best thing to do”.

But an Imo High Court on November 5, 2018, quashed the suspension of four of the five suspended members .

The court in lifting  the suspension, described the action as unlawful and not known by the constitution.

The presiding justice, Goddy Anunihu,j ointly awarded the applicants the sum of N8m in damages and N100,000 in legal fees.

The jurist directed the Speaker  who was the first respondent to pay the applicants their salaries, allowances and emoluments for the period they were suspended.
