    INEC plans mock accreditation in Imo, Kogi, Bayelsa

    The Independent National Electoral Commission (INEC) will on October 14 conduct a mock accreditation  in 27 polling units across Imo, Kogi and Bayelsa states .

    The off season  governorship elections will hold on November 11 in the three states .

    The exercise  is to test run the Bimodal Voter Accreditation System ahead of the elections.

    The National Commissioner in charge of Information and Voter Education, Sam Olumekun, made this known in a statement in Abuja yesterday.

    He said the exercise will take place simultaneously in a maximum of three polling units per senatorial district across the three states.

    The statement reads: “The Commission met today Monday, 25th September, 2023 and, among other issues, reviewed the preparations for the forthcoming off-cycle governorship elections in Bayelsa, Imo and Kogi States scheduled for Saturday 11th November, 2023.

    “As was the case in recent off-cycle Governorship elections, the Commission will conduct a mock accreditation using the Bimodal Voter Accreditation System (BVAS) and upload of polling units’ results to the INEC Result Viewing Portal (IReV).

    “The test-run will take place simultaneously in the three states on Saturday 14th October 2023 from 8.30am to 2.30pm.

    “A maximum of three polling units in each senatorial district have been identified across each of the three states, covering a total of nine senatorial district and 27 polling units. Lessons learnt from the exercise will be taken into consideration in ensuring a seamless process on Election Day.

    “Full details of the polling units, including their locations by Local Government Area (LGA), Registration Area (RA)/Ward, Delimitation Code and number of registered voters have been uploaded to our website and social media platforms.

    “The Commission appeals to registered voters in the selected polling units to turn up with their Permanent Voters’ Cards (PVCs) for the exercise. “The public is advised that this is strictly a test accreditation exercise and not the actual election.”

    Agroup, Owerri Peoples Front (OPF) has declared that it is the turn of Owerri Zone to produce the next governor.

    Addressing reporters in Owerri, Imo State capital, the team leader, Chukwuemeka Ebere said, the group is worried about how Owerri zone had been shortchanged in the governorship of the state.

    He said since the return to democracy in 1999, Owerri zone has only occupied the governorship seat  for seven months.

    “Since 1999, Orlu zone has occupied the seat of power in Imo State for 20years; Okigwe zone has produced a governor for four years.

    With this development, OPF asked: “Where is the equity? Where is the fair play? Has Imo State become the sole property of the Orlu zone?

    “It is unthinkable that other governorship candidates from other zones are also seeking to be governor  on November 11, when Owerri zone has not completed its term.

    “This is an aberration and a deliberate plot to make the Owerri zone the political slaves of Imo State.

    “Owerri zone cannot continue to be the weeping child of the Imo political family. We cannot continue to be marginalized in a state where we are a major and key component”, the group stated.

    The group said, it cannot sit by and watch the zone shortchanged again, adding that soon, the Egbu Declaration on Imo governorship will take place.

    OPF said that the original Imo Charter of Equity should be reactivated, stating that the Charter was truncated in 2019 when Owerri zone’s son, Emeka Ihedioha, was removed from office by the Supreme Court.

    The group insisted that the Owerri zone should be allowed to produce the next governor of the state in November 11, explaining that it “will ensure balance, equity and fairness in the Imo Charter of Equity”.

    The governorship candidate of the Young Progressives Party (YPP) in Imo State, Dr. Kemdi Chino Opara has promised to declare emergency on insecurity e if elected governor.

    Kemdi Chino Opara – an industrial engineer, founder and chairman of “Kemdi Chino Opara Foundation (KCOP)” as well as chairman/CEO of Gist/Agripa Empowerment Foundation made the pronouncement when he unfolded his 5 points Agenda to reporters at his  Obazu-Mbieri, in  Mbaitoli Council Area home.

    He said that he would  engage in  constructive dialogue between all aggrieved sections, the communities,civil society and the government to proffer a workable framework for ensuring sustainable peace and security.

    The YPP candidate said that as part of the measures to improve the security of the state, his administration would recruit 1000 energetic youths from all the 27 council areas  with a minimum of two to three persons representing each community.

    “These persons will be well trained and equipped in community policing in order to complement the efforts of the police and the military”, he stated.

    Lamenting infrastructural decay in the state, the candidate assured that his government will tackle youth unemployment, environmental degradation among other odds.

    The American financial management expert and marketing researcher also promised to engage 75 percent of youths in his cabinet, construct ultra -modern well-equipped primary schools with maximum security in all the local government areas of the state if given the mandate to serve.

    Other areas of focus, he said, would be on agriculture to stem the food crisis, job creation and human capital development initiatives, grassroots engagement and local government autonomy in addition to tourism and environment.

    Imo and the ugly face of insecurity

    Sir: The brutal ambush and killing of eight security personnel soldiers in Umualumaku, Ehime Mbano Imo State served to remind the country of the boiling pot that the Southeast is, and the limitless savagery of those who stoke the fires there.

    When soldiers die as they have in the attack in Umualumaku, it is easier for communities to deny responsibility for harbouring terrorists, and for the authorities to say they will fight back than for any real results to be wrung out of hastily conducted operations that are more about rage than sage strategies.

    Usually, following such gruesome events, the security storm around Nigeria quietens only to rage again at an appropriate and opportune moment.

    How can Nigeria stop the indiscriminate and frankly heart breaking killing of its security personnel? It is by confronting headlong the monster of insecurity, which is itself a brainchild of terrorism. This confrontation must be at once honest and wholehearted. This means that all those who sponsor insecurity in Nigeria, and all those who profit therefrom, must be exposed and prosecuted.

    This brutal attack on soldiers coming just days after Bako Angbashim, a gallant police officer, was decapitated in Rivers State by a cult group is starkly suggestive that this attack is one too many.

    The slow and unutterably painful deterioration of security in a region whose people have always wanted nothing more than to show their enterprise can be traced to the activities of Nnamdi Kanu and the Indigenous People of Biafra (IPOB) group. While he remains stuck in indeterminate incarceration in Abuja, the fire lit by his supporters in the Southeast has is burning indiscriminately, scalding those it was supposed to keep warm.

    In Imo and Anambra States, many communities have become hideouts for criminals and their hideous activities. For Nigeria’s security forces, combatting these criminals is a forbidden task. Those of them who have fallen into their traps have met grisly deaths, for which there have always been reprisals and recriminations. These have often complicated the situation.

    The solutions will not be simple, but they are necessary. Nigeria has been battling terrorism for more than 10 years now. The succession of each year has only succeeded in bringing more blood with it – the blood of civilians and security personnel alike. For this reason, Nigeria has very much becoming a country with so much blood on its hands, and it may yet get bloodier.

    Dismantling the altar of insecurity on which security personnel continue to get gruesomely sacrificed requires holistic action, which will take enormous resources and political will. It remains to be seen if Nigeria is ready to have a go at it.

    The Indigenous People of Biafra (IPOB) and the Southeast Chapter of the Labour Party have condemned the reported killings in Imo and Anambra States respectively.

    IPOB, in a statement yesterday by Media and Publicity Secretary, Emma Powerful, frowned at what he described as reprisal by the military against unarmed civilians and communities anytime gunmen attack, describing the act as not only unprofessional but a display of cowardice and brutality.

    The statement reads; “The attention of the global family and movement of the Indigenous People of Biafra (IPOB) has been drawn to the ongoing attacks by the military on the Ehime Mbano and Orumba communities in Imo and Anambra States respectively in retaliation to the attack and murder of their colleagues within the villages.

    “We condemn the cowardice reprisal attacks by the Nigeria military on innocent Biafrans and demand a stop to military and police hostility against the affected communities.

    “The act of reprisal from the Nigerian military against unarmed civilians and communities anytime gunmen attack them is not only unprofessional but a display of cowardice and brutality.

    “How can a well-trained and armed military and police not defend themselves against armed criminals but carry out revenge on the traumatized and helpless villagers over their loss?

    “The unprofessional conduct of Nigeria security forces who kill innocent people and burn properties within the communities when they are attacked by unknown gunmen in the Southeast is barbaric.

    “In the Northern region of Nigeria, where terrorists have been butchering Nigeria security forces for over 20 years, the military don’t vent their anger and frustration on the innocent communities. Why then should innocent people of Southeast bear the brunt of the actions of the criminal gangs?”

    The IPOB scribe expressed sadness at the continued military invasion of the communities who are not responsible for the murder of their colleagues.

    LP condemns Imo killings, urges dialogue to quell bloodbath

    The Southeast chapter of the Labour Party (LP) has condemned the recent spike in killings and violence in Imo State, particularly the recent incident in Umualumaku, Ehime Mbano Local Government Area of the state, which claimed the lives of some members of the Nigerian army, police, and civil defense. 

    In a statement in Enugu weekend by the National Vice Chairman (Southeast), Chief Innocent Okeke, the LP, which described the killing of the officers as unjust, said: “These officers had families who depended on them for daily survival, and it is unjust that they had to answer for national calls with their lives”.

    Okeke lamented that the killing of the nation’s security operatives was one of many incidents in Imo State that have been underreported and uninvestigated, and no significant measures being put in place to forestall further occurrence.

    He regretted that the state had descended into a state of lawlessness and total anarchy where individuals are uncertain about their safety in another thirty minutes without nursing the fears of death.

    “The state of Imo has been tragically reduced to a graveyard, where the populace no longer fears the sight of blood and death as it flows and litters the streets on a daily basis. The sounds of firearms of varying calibres have engulfed the state, causing tensions that pose serious health concerns to both adolescents and the elderly. 

    “It is beyond comprehension that the government of Imo State has been unable to identify the group responsible for these atrocities over the years and find a way to engage them positively. Instead, all we hear is the term “unknown gunmen,” leaving one to question the effectiveness of the state’s intelligence departments”, he said. 

    While calling on the government of Imo State to identify the source of the unknown gunmen within their territory, with a view to engaging them in dialogue, Okeke urged Governor Hope Uzodimma to discontinue the habit of accusing opposition parties in Imo State as being responsible for insecurity in the state and focus on restoring confidence among the citizens of the state.

    The LP chief said it is imperative that the native inhabitants who have been forced to flee the state for the past four years be allowed to return, and that investors once again find Imo State to be an attractive destination for investment, and the state returns to its normal life. 

    According to him, the purpose of governance becomes futile if the lives of both the governed and the security agencies are not ensured as the case in imo state. 

    The party also condemned the subsequent acts of violence and destruction allegedly perpetrated by individuals suspected to be soldiers in the area.

    “On issues such as this, intelligence should be gathered, and the security can’t get credible intelligence from the people by burning their shops and inflicting pains on them. Even in the heat of provocation, our gallant officers must exercise restraint and control their emotions. Theirs is to protect lives and property, not the reverse,” he said.

    Kiling of security operatives: Residents flee Imo communities over fear of reprisals

    A tense atmosphere pervades Umualumaku community in Ehime Mbano Local Government Area (LGA), Imo State as fear of reprisal attack mounts following a recent attack by gunmen on security operatives.

    An attack unleashed by some gunmen on security operatives in the community on Tuesday had resulted in the death of no fewer five members of the state’s Joint Task Force (JTF).

    The attack, which claimed the lives of two NSCDC officials, two soldiers and one police officer, according to a police report, has raised concerns about the security situation in the area.

    The police had launched a manhunt for the errant gunmen immediately the incident occurred on Tuesday, with spokesperson for Imo State Police Command, Henry Okoye, revealing that the Commissioner of Police, Mohammed Barde, had ordered the deployment of personnel to the area with a mandate to apprehend the perpetrators of the heinous act.

    A police source said operatives had been deployed in Umualumaku and neighbouring communities in a bid to ensure that the attackers do not escape.

     “It is important to retrieve the bodies of the personnel, which I learnt had been done. So, the next operation is to comb the area for the gunmen. They must pay for their crime,” he said.

    A resident, who preferred not to be named, said the gunmen must have planned the attack.

     “It looks very coordinated. The gunmen were probably already positioned for the attack before the arrival of the security operatives,” he said.

    However, this was not the first time the security personnel had to suffered such casualties. Early this year, five police officers were killed at Ngor Okpala junction.

    Police had blamed the outlawed Indigenous People of Biafra (IPOB) and Eastern Security Network, its armed wing, for rising attacks in the region while IPOB repeatedly denied any involvement in such killings.

    Providing insight into the killings, the Inspector General of Police,  Kayode Egbetokun, said the security agents affected by the “senseless act of violence”, including police officers, the military, personnel of the Nigeria Security and Civil Defence Corps (NSCDC), and the National Drug Law Enforcement Agency (NDLEA) were “diligently responding to a distress call from the area which turned out to be fake, and targeted at luring them into the ambush.”

    Egbetokun, however, assured the public that the police were fully committed to collaborating closely with other relevant authorities to conduct a thorough and comprehensive investigation into the heinous act while relentlessly pursuing the cause of justice.

    He assured that the Force would redouble its efforts to bring the culprits to book and guarantee the safety of security personnel and the safety of the state.

    Panic grips residents

    The latest incident has continued to create panic among the residents of the local government area as many are fleeing their residence for fear of reprisal.

    Our correspondent gathered that the community had been deserted over fear of arrest by the security operatives.

    The youths are leaving the community in droves for fear that the police would arrest them. Only a few elderly people are said to have remained because nobody is sure of how the police or combined team of military personnel will react.

    One of the youths,  Kelvin Umuchima, said: “No vehicle is plying the area again because there were reports that more soldiers were on their way to the area.

    “This has led to some residents, particularly the youth, to flee the local government area for fear of reprisals from security agents,” he added.

    Destruction of property:

    Already, there have been reports of soldiers destroying buildings and property in the area. Eyewitnesses told our correspondent that several shops, stores and other structures worth millions of naira were destroyed by angry security personnel who were on a mission to fish out the perpetrators of the dastardly act which is still a puzzle to many as to how the armed security personnel were ambushed and killed in such a grotesque manner.

    Emmanuel Magbeahurike advised the police not to cause panic in the people while chasing the culprits as any indiscriminate or biased arrest may create more problem than solution.

    A chieftain of the community appealed to security personnel to stop destroying the property of the residents as the hoodlums do not live in the community.

    According to him, “the bandits are in the forests because the area has thick terrain that can provide escape route for criminals.”

    Population and geography

    Ehime Mbano LGA has a land area of 65 square miles (169 km2) and a population of approximately 204,340 people as of 2015. The local government area is known for its Aba Branch Market, which is an important economic hub in the region. The capital of Ehime Mbano is Umuezeala with various topographic features, including hills, valleys, and plains which provide the criminals easy route for escape. 

    To address the security challenges in the area, experts have suggested that law enforcement agencies should understand the relationship between topography and crime, use crime mapping software, apply place-based policing, and introduce risk terrain modeling (RTM) techniques that use geographic information system (GIS) data to create maps of areas where crime is more likely to occur.

    A cyber security expert, Dr. Mark Odimegwu, said areas with complex topography such as hills, valleys and dense forests can provide criminals with natural cover and escape routes, making it more difficult for law enforcement agents to apprehend them.

    He said: “Unique topography, such as caves, abandoned buildings or remote areas, can serve as hiding places for criminals, allowing them to evade detection and continue their illegal activities.

    “Criminals may choose to operate in areas with unique topography that provide them with a vantage point or easy access to potential targets, such as high-rise buildings, bridges or tunnels.

    “Areas with challenging topography such as steep slopes, dense vegetation or narrow alleyways can hinder law enforcement efforts, making it more difficult for them to navigate and apprehend criminals.

    “Unique topography can make it challenging for law enforcement agents to monitor and gather intelligence on criminal activities, as it may require specialised equipment or resources to access and observe these areas.”

    He advised the agencies that provide security to understand the relationship between topography and crime, which he said can help them to develop more effective strategies for crime prevention and response.

    “This includes the use of crime mapping software which allows agencies to track the types of crime and their locations, enabling them to allocate resources more efficiently and target specific areas for intervention.”

    He also said that law enforcement agents can use topography to prevent crime by mapping crime data, adding that analysing crime data and mapping it onto the topography of an area can help identify crime hotspots and patterns, allowing law enforcement to allocate resources more effectively.

    He said the law enforcement agencies should also apply place-based policing, focusing on addressing the underlying factors that contribute to crime in specific locations.

    “By identifying the features of the topography that contribute to criminal activity, law enforcement can develop targeted interventions to reduce crime in these areas.

    “Involving or collaborating with the community in the crime prevention process can help law enforcement gain a better understanding of the unique topographic challenges and opportunities in a given area.

    “This collaboration can lead to more effective strategies for addressing crime and improving public safety.”

    He regretted that the security agencies have always preferred to focus on individuals rather than risky places. This, he said, cannot help to improve police-community relationships, as it is less likely to result in discriminatory or biased policing.

    “This, in turn, cannot increase witness participation and improve clearance rates for crimes that do occur.

    “If you notice what is happening in the area now, the fear of reprisals and the destruction of property have already disrupted the daily life of the people and raised concerns about the safety and security of the community,” he said.

    While condemning the attack,  he appealed for more careful approach to fishing out the culprits to give room for people to volunteer information.

    A former governor of Anambra State, Mr. Peter Obi, said that such a level of callousness from criminal elements must not be tolerated in the country.

    Peter Obi commiserated with the Nigerian Army and the Nigeria Police Force over the horrible incident.

    In a post that he shared on his verified Twitter page on Wednesday, he wrote: “Such a level of callousness from criminal elements must not be tolerated in our society. I condole with the army and the Nigerian Police force.”

    Gov visits crime scene, vows to fish out killers

    The governor of the state, Hope Uzodimma, has visited the scene of the attack, promising that government would make efforts combat criminality in the state. Uzodimma gave the assurance when he visited the scene of the attack.

    The governor, who was accompanied by two security chiefs in the state, expressed sadness over the dastardly act. He assured that “the state government, in collaboration with security agencies, will fish out the perpetrators to bring them to book.”

    Uzodimma appealed to the leaders and people of the communities in the area to avail the government and security agencies of vital information that could help in the investigation and immediate arrest of the suspects.

    He also prayed for God’s mercy for the victims and the fortitude for the families to bear the loss of their loved ones in the incident.

    The Peoples Democratic Party (PDP) chieftain and governorship candidate,  Samuel Anyanwu, also condemned the attack.

    Speaking to our correspondent, Anyanwu said: “It is very unfortunate that that happened. I feel very sad and commiserate with the army, police and other security personnel in that attack.

    “I plead with our people, particularly the youth, to shun violence and embrace peace.”

    The Labour Party gubernatorial candidate in the last elections,  Senator Athan Achonu, who cancelled his governorship rally scheduled for Owerri West LGA on the day the attack took place, called on the Federal Government to end the killings in the state.

    The attack came after weeks of lull in the activities of ESN, which has been launching attacks on government assets and security operatives in the Southeast, especially since 2021. Though they have denied involvement in the killings carried out so far in the state and across the region, many people are finding it difficult to believe their innocence, particularly because of the experiences they had to undergo during the sit-at-home period ordered by IPOB upon which many people are still scared to come out on Mondays till date.

    The governors of the region have also asked the residents to ignore the Monday sit-at-home order by a faction of IPOB loyal to Finland-based Simon Ekpa.

    The Nation recalls that the detained leader of the group, Nnamdi Kanu, abolished all forms of sit-at-home in the Southeast and declared that every Monday in the region be observed as Economic Empowerment Day (EED).

    To maintain their stance on non-violent posture, the group in a statement by its Media and Publicity Secretary, Emma Powerful on Thursday, condemned the Ehime Mbano massacre. He said: “Such reckless attacks and shedding of blood are not needed to achieve Biafra freedom in our territory.

    “The Biafra agitation championed by IPOB since 2012 has been totally peaceful until the Nigeria government started sponsoring splinter groups in order to blackmail IPOB and Mazi Nnamdi Kanu.

    “IPOB doesn’t encourage people to murder or waste innocent people’s lives because lives are sacred and must be preserved and protected. 

    “We encourage Nigeria security to use their intelligence prowess to fish out the perpetractors.

    “Nevertheless, we in IPOB condemn the siege and attack on the Southeast by the police and military and other Nigeria security forces.

    “Nigeria must dismantle illegal roadblocks that they have set up across the Southeast Region to be extorting from motorists.”

    According to him “those behind this latest attack on security personnel are working with the perpetrators of that unnecessary attack in order to blackmail IPOB and Mazi Nnamdi Kanu. This has been their mode of operation for the past couple of years, and particularly now that the case they instituted against Mazi Nnamdi Kanu at the Supreme Court is approaching for consideration.”

    Imo killings: Insecurity has overwhelmed southeast – Ohanaeze

    Apex Igbo socio-cultural organisation, Ohanaeze Ndigbo on Friday, September 22, called on the federal government to put in place necessary security measures to forestall the wanton killings and violence going on in Imo state and the southeast in general.

    Ohanaeze also declared that insecurity is overwhelming the southeast geopolitical zone.

    President General of Ohanaeze Ndigbo Worldwide, Chief Emmanuel Iwuanyanwu, made the call following the killings of security agents and innocent citizens by gunmen in Imo state.

    Recall that no fewer than five security agents were killed by the assailants on Tuesday, September 19, in the Umualumaku community in the Ehime Mbano local government area of the state.

    Reacting to the heinous incident, Iwuanyanwu called on the federal government and relevant security agents to leave no stone unturned in finding the killers and bring them to book.

    He said: “My heart bleeds at the sad events in Igbo land where Igbos are for the first time, killing fellow Igbos. I call on the federal government to fish out the perpetrators of this heinous crime and make sure they face the law. I also urge the Federal Government to put in place necessary security measures to forestall the reoccurrence of this sad event.

    “Similar incidents have occurred in all the states of Southeast. As of now, there seems to be no solution as the matter is even getting worse.”

    He added that he had been very distressed by the rate at which the Nigerian security operatives are killed not only in Igboland but all over the country,

    He added: “Worse still is the suspected reprisal attack where innocent Igbo Sons and Daughters from Mbano in Imo State have found their lives and means of livelihood completely destroyed.

    “This situation is completely unacceptable to me. It is unacceptable to Ohanaeze Ndigbo Worldwide and indeed unacceptable to all honest, right thinking, and patriotic Nigerians. I condemn it in strong terms.”

    Iwuanyanwu also said in the statement that he demanded a detailed report of the incident from the Imo state branch president of the supreme Igbo group.

    He said: “I am sending a team immediately under the Chairmanship of Barrister CJ Ihemedu the President of Ohanaeze Ndigbo Imo State Chapter to give me a comprehensive report on the matter.

    “Ohanaeze Ndigbo is right now undertaking a total transformation of Igbo land.

    “By this transformation, more job opportunities will be created in Igboland for school leavers; and infrastructure for businessmen and women.

    “Meanwhile, I wish on behalf of all Igbos worldwide, to express our deep sympathy to the families of the security men who were gruesomely murdered.

    “We also sympathise with our people in Mbano Imo state whose shops and houses were destroyed during the reprisal attack.

    “I pray the Almighty God to take control of events in Igbo land so that we will once more enjoy peace, happiness, and prosperity in our land.”

    The General Officer Commanding (GOC) 82 Division Nigerian Army, Enugu, Maj.-Gen. Hassan Dada, has urged soldiers and personnel of the other sister security agencies to remain focused and resolute in ending the spiral of violence in the Southeast.

    Dada spoke when he visited the hospital in Owerri, the Imo State capital to see wounded soldiers, who were involved in the ambush by gunmen at Umualumaku in Ehime Mbano Local Government Area in Imo State.

    He pledged to bring the perpetrators of the dastardly act, which claimed five personnel of the Joint Task Force, Operation Search and Flush (OP SAF) to book.

    The GOC, who is also the Commander Joint Task Force Operation UDO KA II, said: “I urge all (security personnel) to remain focused and resolute at bringing to an end, the spiral of violence in the Southeast region,” he said.

    The GOC, while extending appreciation of the Chief of Defence Staff and the Chief of Army Staff to the soldiers, commended them for their selfless sacrifice towards the restoration of peace in Imo State and entire Southeast by extension.

    He assured of the best medical services available at no cost to the soldiers, while expressing hope for their quickest recovery. 

    Dada subsequently paid condolence visits to sister heads of security agencies who lost personnel in the incidence.

    The GOC equally assured strengthening existing cordial relations among security agencies within the region.

    Ohakim expresses worry over  Imo Charter of Equity

    Imo State former Governor Ikedi Ohakim has said the impression that Imo Charter of Equity is a new document is wrong because it has been running since 1998, until it was truncated by ex-Governor Rochas Okorocha in 2011.

    The new charter was articulated by Imo Elders Council and endorsed by Governor Hope Uzodimma this year to ensure key elective offices, especially those of the governor, are rotated among the three senatorial zones with less rancour. 

    Reacting to the document while addressing reporters at his Owerri home yesterday, Dr. Ohakim said the impression ought not to have been given that Imo Charter of Equity was being discussed for the first time. 

    He said: “Apart from the fact that it is misleading, it denies the generality of the people the opportunity to put it in its proper historical perspective, which is the only way we can understand why it has remained elusive.”

    Ohakim, who traced the historical background of the charter, however, blamed the collapse on the lies sold to the Imo people by Okorocha that he would serve only one term as well as promoting false allegation against him of flogging a reverend father, hence the Catholic without proper investigation bought the lies, which eventually truncated the charter of equity in the state.

    According to the former governor, “I agree with the elders who drafted the current charter with the proviso that its implementation will begin after the incumbent governor, Senator Uzodimma, has completed his second term in 2028.

    “Given our experience in 2003 and 2015 – forget the aberration of 2011 – we have to take into consideration the factor of a sitting governor. It is heartwarming that Governor Uzodimma is favourably disposed to the idea of returning to the charter because it will take a sitting governor to make it work; as we witnessed under Governor Achike Udenwa and as it is the case in all the states around us where power-sharing is working.

    “But if Uzodimma gets his second term through another round of scrambling for power among the three zones, it will again be ‘to your tents oh Isreal’. In other words, contrary to the thinking in some quarters that Governor Uzodimma might have engineered the new interest in the charter, the truth is that it will be impossible to implement it without taking his interest -as an incumbent – into account.”

    On insecurity, Ohakim admitted that the situation is worrisome in the state and across the Southeast, but he exonerated Governor Uzodimma from the insinuations that he deliberately hoisted it in the state.

    He described such a notion as nonsensical even when the governor and himself had been victims of insecurity, noting that Governor Uzodimma was on top of the situation.

    Ohakim said verifiable statistics with the Nigeria Police does not show that Imo State has the highest number of crime in the Southeast.

    “As a private citizen, I move around the Southeast and I can say without any fear of contradiction that on the matter of insecurity, our dear state, Imo, is not worse off. That does not mean that we should give any room for complacency, but we should not blackmail ourselves and act in a manner that will undermine the collective integrity of our dear state and its people.

    “I have been personally involved in several meetings on the matter of insecurity in the Southeast and I know that the governors are doing quite a lot. Whether we like it or not, the matter rests squarely on the shoulders of the Federal Government; which is why I will once again restate my position that in this highly tempestuous time, we need a governor who enjoys a good reputation with the federal authorities as Governor Uzodimma does,” he said.

    Ohakim called on youths to try as much as possible to protect the elders, instead of being used as tools to destroy their future and render the society ungovernable.
