  • Sex in a car in public is a crime, Edgal warns

It is an indecent act to have sex in a car in a public place within Lagos State, Police Commissioner Imohimi Edgal warned on Wednesday.

Edgal’s warning followed the statement of the officer-in-charge, Police Complaint Rapid Response Unit (PCRRU) Abayomi Shogunle on a viral social media.

Answering a question by a twitter user on whether sex in a car was a crime, Shogunle wrote: “Sex in a car in a public place is not a crime in Nigeria provided location is not a place of worship, parties are 18 years and above, the act is consensual and parties are of opposite sex. If threatened with arrest over above, please contact @POLICENG_PCRRU.”

But the Lagos Police Command differed on the PCRRU’s position, warning that Sections 134 (a) and 136 of the Criminal Laws of Lagos, 2015 prohibited indecent act in any public place without lawful excuse.

In a statement by the spokesman for the command Chike Oti, a Chief Superintendent of Police (CSP), the police said anyone found guilty of such an act was liable to two  or three years in prison.

He said: “The Commissioner of Police Lagos State  has been advised by the Director of Public Prosecution (DPP) Ministry of Justice and the Legal Department of the Command with relevant sections of the law as follows

“Section 134(a) Criminal Law of Lagos State, 2015, prohibits any indecent act in any public place without lawful excuse. The law holds that such person is liable on conviction to two years imprisonment.

“Section 136 of the Criminal Law of Lagos State, 2015, provides that any person who commits any act of gross indecency with another person in public commits an offence and liable on conviction to three years imprisonment.

“It must be noted that section 134 which deals with offences against morality particularly section 134(a) has it that indecent act in a public place makes both parties engaging in the act liable to imprisonment for two years.

“In the same vein, section 231 of the Criminal Code Act which is a Federal law and applicable in states other than the northern states where Penal Code is applicable also make indecent acts punishable.

“Going forward, the authorities of the Lagos State Police Command hereby declares that the assertion that sex in a car in a public place is not a crime in Nigeria is misplaced as the provisions of the Criminal Law of Lagos State prohibits such acts in public even if it is done with consent of the other party

“To this end, the Commissioner of Police Imohimi Edgal wants Lagosians to be guided by relevant sections of the law against such acts.”

  • ‘My mum humiliated me for accusing my dad of rape’

A teenager (names withheld) has told the police in Lagos how her mother humiliated and made life unbearable for her after she told her that her father was sexually assaulting her.

The girl said she had to run from home to a friend’s place to safe herself from her mother’s constant humiliation.

She spoke at the Gender Unit of the Police Command where detectives handling the case of rape against her 58-year-old father, Johnson Okon, asked her to narrate what transpired.

The 14-year-old girl said: “I never believed in my wildest imagination that my mother will not believe me. It was very painful that I told my mum what my father did to me when she was away but instead of taking action, she warned me that I should not tell anyone. I ran from home when I couldn’t stand the pain anymore.”

Okon, a resident of Charismatic Road, Abule, Berger, Ikorodu, was paraded before reporters by Police Commissioner Imohimi Edgal

Edgal said it was painful that the girl’s parents both failed to protect her and she had to run to her father’s friend’s home for refuge.

Similarly, Edgal said the command was investigating the alleged sexual assault on a six-year-old girl by a carpenter Habib Abdullahi, 64, at Ikorodu.

He said the incident was reported by the victim’s mother, a resident of Selewu Street, Ikorodu.

“During investigation, it was revealed that on December 3,  at about 10am the suspect took the survivor into his room and inserted his fingers into her private parts.

“However, her mother noticed that her daughter was unnecessarily irritated and withdrawn so she began to ask her questions and she revealed to the mother what uncle Abdullahi had done to her. Investigation is ongoing, suspects will be charged to court soon,” said  Edgal.

According to the police, the victim pointed at her father when she was asked by a female officer who did it to her.

“She was able to describe various sex positions with dad,” said spokesman Chike Oti, a Chief Superintendent of Police (CSP).

The Lagos State Commissioner of Police, Imohimi Edgal, on Monday in Lagos, told newsmen that a petrol attendant and his supervisor, planned and robbed the filling station where they worked.

The CP, who briefed the press at the Lagos Police Command, said the police received information on a robbery operation at a filling station at Igbo-Elerin area of Lagos and later moved in on the suspects.

He said that on Oct. 28 at 9 p.m., the police received information that some armed men were sighted at a filling station dispossessing attendants and customers of their valuables.

“The divisional policemen and the operatives of the Federal Anti-Robbery Squad (FSARS) were immediately deployed to the scene but the hoodlums disappeared before their arrival.

“Later in the night, the hoodlums were trailed to their hideout, where six of the suspects were arrested with two guns while one axe was recovered.

“The suspects during investigation, revealed that a supervisor and one of the fuel attendants at the filling station were the masterminds of the robbery.

“They also confessed that they usually robbed the filling stations within the area,” Edgal said.

In a similar development, a group of armed robbers, specialising in using commercial buses to dispossess unsuspecting passengers of their valuables has been intercepted at the Surulere area of Lagos.

According to the CP, the police has deployed operatives of FSARS to go after the fleeing Volkswagen bus, which has some passengers as hostages.

“The vehicle was later intercepted and three of the suspects were arrested.

“The suspects confessed to be making around N300, 000 whenever they made the operation.

“We have been receiving reports on this crime for a while and we are sure that this arrest will serve as a deterrent to other criminals in the act,” Edgal said.

  • Driver held for ‘raping’ two-year-old girl

The police in Lagos have arrested a commercial bus driver for alleged defilement of his neighbour’s two-year-old girl.

Sola Ewulo, 38, a resident of Taiwo Street, Agbado-Ijaiye was arrested on October 24 after the victim’s mother reported that sperm was seen dripping from her body.

Police Commissioner Imohimi Edgal said the victim’s mother had allegedly left her in the custody of the suspect to run an arrand, an allegation Ewulo refuted.

Edgal said: “The mother of the victim had on that day, left her in the care of the suspect and dashed into the neighbourhood to buy some provisions.

“When she returned after a couple of minutes, she could not find her daughter nor the man she left her with.

“Much later, she saw her daughter on the corridor of the house scratching her private parts and she complained about the pains she was experiencing.

“On closer examination by her mother, she noticed some whitish substance dripping out of her private parts.”
Alarmed by the discovery, Edgal said the victim’s mother asked her who did that to her and she mentioned Ewulo.

He said the suspect would be charged to court.

However, Ewolu denied the allegation, insisting that he went out for a job he was called to do.

He said: “I was not even around. It is not true that the mother left her with me. She usually left her with neighbours not anyone in particular. That day, I was not even around.

“I was told that sperm was seen on the child’s body and she said I was the one that did it. I do not know anything about it. I have three daughters and so, how will I do that to a little girl?”

  • 2019: Police declare war on clashes, to hold politicians liable

Ahead of the 2019 general elections, the Lagos State Police Command on Thursday said it would not tolerate clashes and street fights between political thugs in any part of the state.

Police Commissioner Imohimi Edgal again warned politicians to control their supporters vowing to prosecute  any politician whose supporters engaged in acts of violence, lawlessness.

Edgal spoke at a town hall security summit aimed at ensuring a violent free election in the state held in Lagos Island.

He said: “We cannot allow cultist groups to begin to fester hoping that they will receive patronage from politicians. Lagos is a cosmopolitan state, an elite environment so there is no room for thuggery in Lagos.

“I am calling on politicians to abide by the rules. The Independent National Electoral Commission (INEC) has made it clear that any form of campaigns or political activities for presidency and National Assembly elections are to commence November 18. Not earlier than that.

“While governorship election campaigns will commence on December 2. So, politicians and their supporters must be patient. Political activities will not commence under any guise before the scheduled dates.

“We do not need to disguise campaigns in the name of thank you tour, or any other political activity before the stipulated time. Politicians should not go to public places and give money out. I am also advising that they should not give money out, because most of the troubles and killings that come up are usually because of money sharing.”

According to Edgal, cultism has assumed a frightening dimension in the state, recalling the recent killings at Ikorodu Road during a politician’s ‘Thank you tour.’

“As stakeholders we must not take the issue of cultism with levity because it has the potential to dislocate the peace that we experience across the state.

We will not allow people come from anywhere and heat up Lagos Island in the name of politics,” he re-emphasized.
